<p>The presiding officers of 25 countries and 10 deputy speakers from the G20 member nations and invitee countries are expected to take part in the P20 Summit which will be held at the India International Convention and Expo Centre, Yashobhoomi, at Dwarka on Oct 13 and 14.</p>

<p>The G20 Parliamentary Speakers' Summit (P20) will be inaugurated by Prime Minister Narendra Modi on Oct 13.</p>

<p>Canada will be represented by Speaker of the Senate Raymonde Gagne at the P20 Summit.&nbsp;</p>

<p>"We will discuss issues that have been listed for the summit. Other issues will be discussed informally," Birla said on being asked whether the matter of using the Canadian Parliament to level allegations against India will be raised with the Canadian presiding officer.</p>

<p>The Ministry of External Affairs, on Thursday (Oct 5), addressed several issues including the security of Indian diplomats in the United Kingdom, the reduction in Canadian diplomats, and the shutdown of the Afghan embassy in India.</p>

<h2><strong>India demands parity in diplomatic presence with Canada</strong></h2>

<p>The Ministry of External Affairs, on Thursday (Oct 5), demanded 'parity' in diplomatic presence with Canada citing their continued "interference" in India's "internal matters".</p>

<p>During a press briefing, MEA spokesperson Arindam Bagchi said, "Given the much higher presence of diplomats or diplomatic presence here...and their continued interference in our internal matters, we have sought parity in our respective diplomatic presence. Discussions are ongoing on the modalities of achieving this".</p>

<p>"Given that Canadian diplomatic presence is higher, we would assume that there would be a reduction," he added.</p>

<h2><strong>Security of Indian diplomats in UK</strong></h2>

<p>Bagchi said that India has been taking up concerns about the security of Indian diplomats and premises with the UK authorities.</p>

<p>"We have been taking up concerns about the security of our diplomats and our premises and other elements related to people there who are, wanted by our security or our judicial systems and we will continue to do that. And that's an ongoing conversation. I don't want to get into individual persons," he said.</p>

<p>MEA said that India will continue taking steps to "assist the people of Afghanistan."</p>

<p>"We are also aware that there has been a prolonged absence of the ambassador and that a large number of Afghan diplomats have left India in the recent past. We would hope that a substantial number of Afghan nationals in India, including students, are able to continue to receive necessary consular support. On our part, we will continue with our efforts to assist the people of Afghanistan," said Bagchi.</p>

<p>"However, we received communication last week purportedly from the embassy, indicating that it intends to suspend operations at the end of September. Of course, such a decision is an internal matter of a foreign mission. However, we have noted that the Afghan consulates general in Mumbai and in Hyderabad voiced their objection to that decision or to such a decision," the MEA spokesperson added.</p>

Nijjar row: Canada evacuates diplomats from India, moves them to Singapore, Malaysia

<p>The slogan 'Khalistan Zindabad' was found scrawled on the wall of a government building in Dharamshala, a town in India's Himalayan state Himachal Pradesh. A video surfaced online in which threats of targetting the Cricket World Cup and 'avenging' killing of separatist Hardeep Singh Nijjar in Canada.</p>

<p>The police took serious note of the incident. The slogan was spray-painted in black on the wall of the Jal Shakti department building. The city is set to host five world cup matches. Cricket World Cup begins on Thursday (October 5).</p>

<p>Press Trust of India reported that the police have identified two suspects with the help of CCTV footage. An eight-member special investigation team (SIT) has been formed. It is headed by a deputy superintendent of police.</p>

<p>The state police released a statement saying that the video on the social media is referring to the graffiti in Dharamshala. It has a voice message from Khalistani separatist Gurpatwant Singh Pannun, who is based in Canada and runs a controversial organisation called Sikhs for Justice.</p>

<p>A threat has been issued that the World Cup final, slated to take place in Ahmedabad will be targeted.</p>

<p>There are references in the clip of "avenging" Nijjar's killing, said police. The clip also says “Himachal Pradesh Banega Khalistan” (Himachal Pradesh will become Khalistan).</p>

<p>Nijjar was killed in the month of June in Canada. Relations between Canada and India came under great strain recently after Canadian Prime Minister Justin Trudeau accused "Indian government agents" of having killed Nijjar. India has rejected Trudeau's claim but both sides have been trading barbs.&nbsp;</p>

<p>Kangra Superintendent of Police Shalini Agnihotri said authorities were informed about the Khalistan graffiti on Tuesday night. A police team reached the spot and got the wall repainted, she said.</p>

<p>The police said CCTV footage that captured the suspect showed them taking pictures after spray-painting the slogan.</p>

<p>Five additional patrol teams and local intelligence units were deployed in Dharamshala and Mcleodganj areas, they added.</p>

<p>Kangra Police registered a case of disfigurement and damage to public property.</p>

<p>Meanwhile, India's Foreign Minister S Jaishankar on Friday (Sep 29) stated that Ottawa's attitude towards terrorists, extremist people, who openly advocate violence, was 'very permissive' after Trudeau sparked a row accusing India of its involvement in the killing of Khalistani terrorist Hardeep Singh Nijjar.</p>

<p>"This has been an issue of great friction for many years with Canada. But in the last few years, it has come back very much into play because of what we consider to be a very permissive Canadian attitude towards terrorists, and extremist people who openly advocate violence. And they have been given operating space in Canada because of the compulsions of Canadian politics," he said.</p>

<p>Jaishankar stated that the Indian diplomats do not feel safe going to the embassy because of the current situation prevailing in the country.</p>

<p>He said, "...For us, it has certainly been a country where, organized crime from India, mixed with trafficking in people, mixed with secessionism, violence, terrorism-- it's a very toxic combination of issues and people, who have found operating space there."</p>

<p>"Today, I'm actually in a situation where my diplomats are unsafe going to the embassy, or to the consulate in Canada. They are publicly intimidated. And that has actually compelled me to temporarily suspend even visa operations in Canada," he added.</p>

<p>India has outrightly rejected the claims of involvement in Nijjar's murder, calling them&nbsp;‘absurd’ and ‘motivated’.</p>
