At least seven of his close aides tested positive for deadly covid-19 within the last couple of weeks, Oli’s two ministers–Yogesh Bhattarai and Girirajmani Pokhrel–tested positive on Saturday and Sunday.

Nepal's tourism minister Yogesh Bhattarai, who also holds the culture and aviation portfolios, has become the first minister in the Cabinet of Prime Minister K P Sharma Oli to contract the contagion which has so far infected over 100,000 people in the Himalayan nation.

In a Facebook post, the minister requested all those who came in his contact to be on alert.

According to The Kathmandu Post, Bhattarai is the eighth close aide of Oli to test positive for the Covid-19 after the Prime Minister's personal physician, personal photographer and media expert.

In February, Bhattarai, in a bid to boost tourism, had said that the world should be informed about the fact that Nepal is free from the dark shadow of coronavirus.

His statement had come a day after all the 175 Nepali nationals evacuated from China, who had been kept in quarantine, tested negative for the coronavirus.

Meanwhile, despite the several positive cases of Covid -9 around him Nepal’s PM is holding party meetings and interacting with opposition leaders and amid all this denial - Kathmandu is preparing for a high-profile visit from India. A visit by the Indian army chief --- General M M Naravane.

Oli he is 69 years old, he has pre-existing health conditions. He has undergone two kidney transplants and he frequently gets hospitalised for cough and fever.

The prime minister of Nepal - falls in the high-risk category of getting infected by the Wuhan virus. But there's no stopping him - from flouting covid-19 guidelines.
Comrade Oli is still holding meetings despite several of his close aides testing positive in recent days. The lack of seriousness on the virus continues.

But there's a growing enthusiasm within the Oli govt to fix straining ties with India. Nepal has extended an invitation to the Indian army chief for a visit that had previously been postponed.

The announcement has been made by the Nepal army the visit could take place in November this year. The primary agenda will be settling boundary disputes. But reports also say that Indian army chief general Naravane will be conferred the honorary rank of 'general of Nepal’s army' by the country's president Vidya Devi Bhandari.

Facing growing criticism at home for its pandemic response. The Oli govt seems to be extending an olive branch to New Delhi. The coming weeks in the Himalayan republic will be something to watch out for.

A lot has happened in Nepal over the weekend -- the controversial map bill has been fast-tracked, New Delhi has offered to solve the dispute through dialogue. The anti-India sentiments gave way to anti-govt protests, and Kathmandu has released details of its coronavirus expenses.

The anti-government protests increased in the country as the Nepal government was blamed for not doing enough to contain the outbreak. The government has been accused of misusing relief money. The government further faced immense criticism for responding to the protests with force and violence, and detaining dozens of demonstrators, including several foreign citizens.

Map politics

As we all know, Nepal wants to update its map to include the disputed territories of Kalapani, Lipulekh and Limpiyadhura.

On Saturday, the lower house of the Nepal parliament unanimously voted in favour of altering the map. Atleast 258 out of 275 lawmakers are said to have voted in favour of the constitution amendment bill.

On Sunday, the bill reached the upper house and a proposal to discuss the amendment bill for approval was unanimously endorsed.

The discussion is expected to go on for 72 hours, and the outcome will be declared by Thursday.

Happenings at Delhi

The Defence Minister of India Rajnath Singh has categorically stated that any misunderstanding with Nepal will be sorted only through dialogue. He even used a famous adage to describe India's ties with Nepal. He called the bilateral relationship "roti-beti ka rishta", which in simpler words means it's like a relationship between two families.

The two countries indeed have shared excellent bilateral ties. However, situation suddenly became very tense during the pandemic.

On May 08, the Indian Defence Minister virtually inaugurated a new 80-kilometre long road in the Himalayas. This road was built along the India-China border at the Lipulekh pass.

Three days later, on May 11, Kathmandu protested and contended that the road crosses territory it claims.

It accused India of changing the status quo and summoned the Indian ambassador to Kathmandu.

Nepal's actions were followed by some remarks by the Indian army chief on May 15.

Without taking any names, army chief M.M Naravane said that Nepal was doing what it was doing at someone else's behest -- a subtle reference to the growing influence of China in Nepal.

What followed was an endless war-of-words. The Prime Minister of Nepal unleashed a torren of invectives against India. He took jibes at the Indian motto of 'satyamev jayate' ---- truth prevails. Prime Minister K.P Oli said that India was not living up to this motto.

Its been less than a month and now his government is on the verge of passing a constitutional amendment to alter its official map.

If this continues, a possible dispute between India and Nepal will further put the stability of this region at risk. So, New Delhi and Kathmandu need to think out of the box and find a practical solution.

"We have deployed additional manpower for the search and rescue operation but the landslide also has disrupted the road to the area," CDO of the district Shambhu Prasad Regmi informed over phone.

A newly constructed road near the settlement is suspected to have triggered the landslide.

"The newly constructed road is nearly a kilometre above the settlement. Heavy rainfall might have swept loosened soil through the settlement. Our team will conduct a study on the matter too," Regmi added.

Police in Nepal arrested 10 people, including seven foreigners, on Saturday as demonstrations against the government’s handling of the coronavirus crisis continued with hundreds of protesters gathering in the capital city Kathmandu, officials said.

The Himalayan nation imposed a complete lockdown in March after reporting its second confirmed coronavirus case. But the number of infections have since increased to 5,062, with 16 deaths, and the government has come under fire for not doing enough to contain the outbreak.

“The foreigners were arrested for interfering in Nepal’s internal affairs,” police official Basant Lama said.

Earlier this week, police used baton charges, water cannons and tear gas to break up protests near the prime minister’s residence. No such clashes took place on Saturday.

“Quarantine facilities lack water, sanitation and safety,” protester Ramesh Pradhan said. “They are becoming the breeding centres for the coronavirus. This must be improved.”

Nepal’s government says it has spent about $89 million to fight the pandemic, has conducted around 310,000 tests and quarantined some 158,000 people. But activists insist this is not enough in a country of 30 million people.

Nepal's Parliament is set to hold a special session on Saturday to vote on a constitutional amendment to come out with a new political map laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India, sources said on Thursday, notwithstanding a strong protest by New Delhi.

A house meeting has been scheduled for Saturday as per the Parliament's notice and the matter relating to the constitution amendment bill is likely to come during the meeting, parliamentary sources said.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.

Earlier this week, the Nepalese Parliament unanimously endorsed a proposal to consider the constitution amendment bill to pave way for endorsing the new map.

The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated a 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

India sternly asked Nepal not to resort to any "artificial enlargement" of territorial claims after Kathmandu released the new map.

Nepal's Prime Minister K P Sharma Oli has said that his government will seek a solution to the Kalapani issue through diplomatic efforts and dialogue on the basis of historical facts and documents.

"We will get back the land occupied by India through holding a dialogue," Oli said while responding to questions in Parliament on Wednesday.

He claimed that India built a Kali temple, created "an artificial Kali river" and "encroached the Nepalese territory through deploying the Army" at Kalapani. The river defines the border between the two countries.

In New Delhi, the External Affairs Ministry said on Thursday that India deeply values its friendly ties with Nepal.

"We have already made our position clear on these issues. India deeply values its civilization, cultural and friendly relations with Nepal," Spokesperson in the Ministry of External Affairs Anurag Srivastava said, in comments seen as conciliatory to the Himalyan nation.

"Our multi-faceted bilateral partnership has expanded and diversified in the recent years with increased focus and enhanced government of India's assistance on humanitarian, development and connectivity projects in Nepal,"

Nepal aims to further strengthen its relations with the neighbouring nations, Finance Minister Dr Yubaraj Khatiwada has said.

"Foreign policy will be drafted on the basis of mutual benefits and respect, international commitment and responsibilities and justice," said Dr Khatiwada while presenting the annual budget for 2020-21 in parliament on Thursday.

"For the promotion of national interest, relations with neighbouring nations, development partners, labour hosting nations along with other friendly nations, for the security, decent employment opportunities and social security of Nepali working abroad, diplomatic missions would be given the charge," added Dr Khatiwada.

Tension has been mounting between New Delhi and Kathmandu after the issuance of the political map by Nepal including the Lipulekh, Kalapani and Limpiyadhura, which India earlier had included in its map issued in November.

Diplomatic ties between the nations were further adversely affected after the inauguration of road linking Kailash Mansarovar via Lipulekh on May 8 after which Nepal handed over the diplomatic note to India objecting the move.

Prior to the handover of the diplomatic note, Nepal had also strongly objected to India's move to construct the road. Following a strong objection from Nepal, the Ministry of External Affairs (MEA) had said the road going through Uttarakhand's Pithoragarh district "lies completely within the territory of India."

Nepal said it has "consistently maintained" that as per the Sugauli Treaty (1816), "all the territories east of Kali (Mahakali) river, including Limpiyadhura, Kalapani and Lipu Lekh, belong to Nepal."

The Defence Ministry had said the Border Road Organisation (BRO) in Uttarakhand has connected Kailash Mansarovar route to Lipulekh pass, which will provide connectivity to border villages and security forces.

After the issuance of a new map on May 18, Nepal on May 22 had registered an amendment proposal to formally include the map in the lately promulgated "Constitution of Nepal 2077."

As the constitution amendment requires a two-thirds majority, the government this week took the decision off the schedule as Nepali Congress, main opposition asked for time to decide on it through its Central Committee meeting, which is scheduled for Saturday.

The government put off the move on Wednesday, but the proposal of the amendment is intact. Though the ruling Nepal Communist Party withholds two-third majority in Upper House, it falls short of dominance in the Lower House compelling it to seek support from other parties.

The House of Representatives or the Lower House of the Himalayan Nation has 275 seats out of which, the ruling NCP has 174 seats and runs short of 10 seats for a two-thirds majority. Main opposition Nepali Congress in the last parliamentary election won 63 seats and the Janata Samajbadi Party has 34 seats.

After the delay in the amendment move, India on Thursday acknowledged that it is open for engagement with all its neighbours on the basis of mutual sensitivity and respect in an environment of trust and confidence.

Speaking on the issue, MEA Spokesperson Anurag Srivastava on Thursday mentioned that India continues to monitor the situation in Nepal.

"On the recent developments on the boundary issue, we continue to monitor the situation in Nepal. We note that this matter is receiving careful consideration in Nepal, taking its seriousness into account. India is open to engaging with all its neighbours on the basis of mutual sensitivity and mutual respect, in an environment of trust and confidence. This is a continuous process and requires constructive and positive efforts," he said.

Mr Srivastava said that in recent years, the bilateral relations have been on an upward trajectory.

"India attaches great importance to the deep-rooted historical, cultural and friendly relations with Nepal. In recent years, our relations have been on an upward trajectory, which is evident from expanding and diversified bilateral cooperation and increased the Government of India's assistance for development and connectivity projects," he said.

"Even in these challenging times of COVID-19 pandemic, India has ensured unimpeded trade and supply of essentials including medicines to Nepal, besides providing assistance in terms of medical supplies and other facilitation," he added.

Nepal has invited Prime Minister Narendra Modi to attend the first Sagarmatha Sambaad forum to be held here in April to deliberate on the most prominent issues of global, regional and national significance, Foreign Minister Pradeep Kumar Gyawali said on Friday.

The first edition of the ‘Sagarmatha Sambaad’ is scheduled to be held from April 2 to 4 on the theme “Climate Change, Mountains and the Future of Humanity,” he told a group of visiting Indian reporters.

“We have invited Prime Minister Narendra Modi and are awaiting the confirmation,” Gyawali said.

He said leaders of all SAARC countries, including Pakistan Prime Minister Imran Khan, have been invited and Nepal would be happy to host all the regional leaders so that they can have discussions amongst themselves on the challenges facing the region.

The Sambaad (dialogue) is named after the world’s tallest mountain Sagarmatha (Mt. Everest) which is also a symbol of friendship, Gyawali said.

A British climber too weak to descend from Mount Everest died on Saturday, officials said, the eighth climber to die on the world’s tallest mountain and the 18th in Nepal`s Himalayas during the current climbing season.

Hiking officials attributed most of the deaths to weakness, exhaustion and delays on the crowded route to the 8,850-metre (29,035 feet) summit.

Robin Haynes Fisher, 44, died in the so-called "death zone" known for low levels of oxygen on the descent from the summit, Mira Acharya, a tourism department official, said.

He is the eighth fatality on Everest in the current climbing season that ends this month.

“He died because of weakness after a long ascent and difficult descent,” Murari Sharma of the Everest Parivar Treks company that arranged his logistics told Reuters. “He was descending with his Sherpa guides from the summit when he suddenly fainted."

Fellow guides changed Fisher's oxygen bottle and offered him water, but could not save him, Sharma said.

Garrett Madison of the U.S. based Madison Mountaineering company that sponsors climbers to Mount Everest said many were not "well qualified or prepared climbers" and were without the support necessary to ascend and descend safely.

"If they were with a strong and experienced team they would have likely been fine, but with minimal support, once something goes wrong it`s tough to get back on course," Madison told Reuters.

Mount Everest can also be climbed from Tibet and casualties have been reported from there this season too.
