Five bodies have been recovered from debris after a landslide swept at least three houses in Kushma Municipality-3 of Parbat district in Western Nepal.

However, three people are missing since the landslide which was triggered by incessant rainfall since Saturday, a local official confirmed.

"Five bodies have been recovered from the debris, they are from the same family. However, three others are still missing since the landslide which swept the houses at around 9 pm yesterday. Nepal Police, Armed Police Force and Nepal Army scorched debris till 2 am today and again have continued the search and rescue this morning," Tej Prasad Padhyay, Ward Chief of Durlung told ANI over the phone.

The District Administration Office has sent more forces and equipment to aid the search and rescue operation in the area, the Chief District Officer confirmed.

"We have deployed additional manpower for the search and rescue operation but the landslide also has disrupted the road to the area," CDO of the district Shambhu Prasad Regmi informed over phone.

A newly constructed road near the settlement is suspected to have triggered the landslide.

"The newly constructed road is nearly a kilometre above the settlement. Heavy rainfall might have swept loosened soil through the settlement. Our team will conduct a study on the matter too," Regmi added.

Protesters are demanding better quarantine facilities, more tests and transparency in the purchase of medical supplies to fight the crisis.

“Quarantine facilities lack water, sanitation and safety,” protester Ramesh Pradhan said. “They are becoming the breeding centres for the coronavirus. This must be improved.”

Nepal’s government says it has spent about $89 million to fight the pandemic, has conducted around 310,000 tests and quarantined some 158,000 people. But activists insist this is not enough in a country of 30 million people.

Nepal's Parliament is set to hold a special session on Saturday to vote on a constitutional amendment to come out with a new political map laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India, sources said on Thursday, notwithstanding a strong protest by New Delhi.

A house meeting has been scheduled for Saturday as per the Parliament's notice and the matter relating to the constitution amendment bill is likely to come during the meeting, parliamentary sources said.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.

Nepal's Prime Minister K P Sharma Oli has said that his government will seek a solution to the Kalapani issue through diplomatic efforts and dialogue on the basis of historical facts and documents.

"We will get back the land occupied by India through holding a dialogue," Oli said while responding to questions in Parliament on Wednesday.

He claimed that India built a Kali temple, created "an artificial Kali river" and "encroached the Nepalese territory through deploying the Army" at Kalapani. The river defines the border between the two countries.

In New Delhi, the External Affairs Ministry said on Thursday that India deeply values its friendly ties with Nepal.

"We have already made our position clear on these issues. India deeply values its civilization, cultural and friendly relations with Nepal," Spokesperson in the Ministry of External Affairs Anurag Srivastava said, in comments seen as conciliatory to the Himalyan nation.

"Our multi-faceted bilateral partnership has expanded and diversified in the recent years with increased focus and enhanced government of India's assistance on humanitarian, development and connectivity projects in Nepal,"

"Foreign policy will be drafted on the basis of mutual benefits and respect, international commitment and responsibilities and justice," said Dr Khatiwada while presenting the annual budget for 2020-21 in parliament on Thursday.

"For the promotion of national interest, relations with neighbouring nations, development partners, labour hosting nations along with other friendly nations, for the security, decent employment opportunities and social security of Nepali working abroad, diplomatic missions would be given the charge," added Dr Khatiwada.

Tension has been mounting between New Delhi and Kathmandu after the issuance of the political map by Nepal including the Lipulekh, Kalapani and Limpiyadhura, which India earlier had included in its map issued in November.

Diplomatic ties between the nations were further adversely affected after the inauguration of road linking Kailash Mansarovar via Lipulekh on May 8 after which Nepal handed over the diplomatic note to India objecting the move.

Prior to the handover of the diplomatic note, Nepal had also strongly objected to India's move to construct the road. Following a strong objection from Nepal, the Ministry of External Affairs (MEA) had said the road going through Uttarakhand's Pithoragarh district "lies completely within the territory of India."

Nepal said it has "consistently maintained" that as per the Sugauli Treaty (1816), "all the territories east of Kali (Mahakali) river, including Limpiyadhura, Kalapani and Lipu Lekh, belong to Nepal."

The Defence Ministry had said the Border Road Organisation (BRO) in Uttarakhand has connected Kailash Mansarovar route to Lipulekh pass, which will provide connectivity to border villages and security forces.

After the issuance of a new map on May 18, Nepal on May 22 had registered an amendment proposal to formally include the map in the lately promulgated "Constitution of Nepal 2077."

As the constitution amendment requires a two-thirds majority, the government this week took the decision off the schedule as Nepali Congress, main opposition asked for time to decide on it through its Central Committee meeting, which is scheduled for Saturday.

The government put off the move on Wednesday, but the proposal of the amendment is intact. Though the ruling Nepal Communist Party withholds two-third majority in Upper House, it falls short of dominance in the Lower House compelling it to seek support from other parties.

The House of Representatives or the Lower House of the Himalayan Nation has 275 seats out of which, the ruling NCP has 174 seats and runs short of 10 seats for a two-thirds majority. Main opposition Nepali Congress in the last parliamentary election won 63 seats and the Janata Samajbadi Party has 34 seats.

After the delay in the amendment move, India on Thursday acknowledged that it is open for engagement with all its neighbours on the basis of mutual sensitivity and respect in an environment of trust and confidence.

Speaking on the issue, MEA Spokesperson Anurag Srivastava on Thursday mentioned that India continues to monitor the situation in Nepal.

"On the recent developments on the boundary issue, we continue to monitor the situation in Nepal. We note that this matter is receiving careful consideration in Nepal, taking its seriousness into account. India is open to engaging with all its neighbours on the basis of mutual sensitivity and mutual respect, in an environment of trust and confidence. This is a continuous process and requires constructive and positive efforts," he said.

Mr Srivastava said that in recent years, the bilateral relations have been on an upward trajectory.

"India attaches great importance to the deep-rooted historical, cultural and friendly relations with Nepal. In recent years, our relations have been on an upward trajectory, which is evident from expanding and diversified bilateral cooperation and increased the Government of India's assistance for development and connectivity projects," he said.

"Even in these challenging times of COVID-19 pandemic, India has ensured unimpeded trade and supply of essentials including medicines to Nepal, besides providing assistance in terms of medical supplies and other facilitation," he added.

In the last couple of days, 16 cases were registered in a day, out of which, 15 were already quarantined as they had been in contact with a person who had attended the Tablighi Jamaat in March. Nepal has invited Prime Minister Narendra Modi to attend the first Sagarmatha Sambaad forum to be held here in April to deliberate on the most prominent issues of global, regional and national significance, Foreign Minister Pradeep Kumar Gyawali said on Friday.

The first edition of the ‘Sagarmatha Sambaad’ is scheduled to be held from April 2 to 4 on the theme “Climate Change, Mountains and the Future of Humanity,” he told a group of visiting Indian reporters.

“We have invited Prime Minister Narendra Modi and are awaiting the confirmation,” Gyawali said.

He said leaders of all SAARC countries, including Pakistan Prime Minister Imran Khan, have been invited and Nepal would be happy to host all the regional leaders so that they can have discussions amongst themselves on the challenges facing the region.

The Sambaad (dialogue) is named after the world’s tallest mountain Sagarmatha (Mt. Everest) which is also a symbol of friendship, Gyawali said.

A British climber too weak to descend from Mount Everest died on Saturday, officials said, the eighth climber to die on the world’s tallest mountain and the 18th in Nepal`s Himalayas during the current climbing season.

Hiking officials attributed most of the deaths to weakness, exhaustion and delays on the crowded route to the 8,850-metre (29,035 feet) summit.

Robin Haynes Fisher, 44, died in the so-called "death zone" known for low levels of oxygen on the descent from the summit, Mira Acharya, a tourism department official, said.

He is the eighth fatality on Everest in the current climbing season that ends this month.

“He died because of weakness after a long ascent and difficult descent,” Murari Sharma of the Everest Parivar Treks company that arranged his logistics told Reuters. “He was descending with his Sherpa guides from the summit when he suddenly fainted."

Fellow guides changed Fisher's oxygen bottle and offered him water, but could not save him, Sharma said.

Garrett Madison of the U.S. based Madison Mountaineering company that sponsors climbers to Mount Everest said many were not "well qualified or prepared climbers" and were without the support necessary to ascend and descend safely.

"If they were with a strong and experienced team they would have likely been fine, but with minimal support, once something goes wrong it`s tough to get back on course," Madison told Reuters.

Mount Everest can also be climbed from Tibet and casualties have been reported from there this season too.
