Union Home Minister Amit Shah on Monday delivered the 32nd Intelligence Bureau (IB) Centenary Endowment Lecture in India during which he vowed that Modi government will wipe out terrorism, left-wing extremism and insurgency in northeast completely in next five years.

"Modi Government is committed that terrorism, Left-wing extremism and insurgency in the northeast is completely wiped out in the next five years," the official press released stated Shah as saying.

Shah also said, IB was 'brain' of the national security apparatus and has helped in ensuring zero tolerance to terrorism and Naxalism.

Lauding the IB officials, Shah also said, "their work would be etched in golden letters in the annals of history".

According to an official press release, the Home Minister pointed to interlinked challenges of human and weapons trafficking, cross-border infiltration, fake Indian currency notes (FICN), hawala transactions, drug trafficking as well as cyber threats.

The home minister also emphasised on the need for coordination between different security and intelligence agencies.

Listing out national security challenges in the coming years, especially against the backdrop of the country's aim to become a $5 trillion economy, he accorded special focus on securing "land and maritime borders," the release said.

He underscored the importance of coordination between different security and intelligence agencies and exhorted them to move towards sharper intelligence analysis along with a prompt phase-wise and time-bound strategy to address national security challenges.

Encouraging IB personnel to identify solutions to these challenges and look for new ways to counter them, he asked them to change their approach to be more effective.

Noting that IB personnel work tirelessly and anonymously for national security, he underscored their contribution in helping the country emerge stronger.

He also appreciated the organisation for having tackled insurgency in the northeast "very effectively" over the years.

The United States Embassy in Delhi issued a travel advisory for its citizens amid the anti-Citizenship Act protest that has gripped the country for two weeks.

"US Citizens should exercise caution in light of continued protests and demonstrations which are continuing in many parts of India, the advisory said, while noting, "demonstrations in National Capital Region have been relatively peaceful over the past few days."

"US citizens should continue to monitor local media for news concerning demonstrations and their locations, and avoid those areas," the advisory said.

"Embassy personnel should exercise caution if travelling to Uttar Pradesh, where violent demonstrations continue."

Earlier on December 13, the US has issued a travel advisory for country's northeast region only.

Protests have erupted across the country after the parliament passed the Citizenship Amendment Bill, 2019. It became law earlier this month after getting assent of President Ram Nath Kovind.

The Citizenship Amendment Act, 2019, seeks to grant citizenship to Hindus, Sikhs, Jains, Parsis, Buddhists and Christians fleeing religious persecution from Pakistan, Afghanistan and Bangladesh who came to India on or before December 31, 2014.

Defending the Citizenship Act on Sunday, Prime Minister Narendra Modi said that it "will benefit the marginalised".

Intending to simplify the tenets of the new citizenship bill, Modi also said, ''There is a very simple difference, an infiltrator never reveals his identity and a refugee never hides his identity. Many of these infiltrators are coming out and speaking. Why don't they speak the truth? They are scared that their reality will come out''.

In 2005 Soren contested the state assembly polls from Dumka constituency, marking the debut of his political career, however, he defeated by his party rebel Stephen Marandi. In 2009, became the senior leader of JMM after the sudden death of his elder brother Durga. He also served as the member of Rajya Sabha for a year from 2009 to 2010. In 2013, he became the youngest chief minister of the state with support from Congress and RJD and served from 2013 to December 2014. Hemant's father Shibu Soren had also served thrice as the state's chief minister - once barely for ten days. Soren became a leader of the tribals in Jharkhand after he led a protest against proposed amendments of Chhota Nagpur Tenancy Act and Santhal Pargana Tenancy Act in 2016. He has also been a vocal protester of the Direct Benefit Transfer in Public Distribution System and has voiced concerns over the scheme might cause suffering and injustice. Soren is also a critic of proposed amendments to the Land Acquisition, Rehabilitation and Resettlement Bill by the Jharkhand government. After this landslide win, Soren will succeed Raghubar Das of Bharatiya Janata Party. (With inputs from agencies)

Delhi's Tis Hazari court on Monday dismissed the bail petition of 15 accused, who were arrested after a protest in Daryaganj area against the newly-amended citizenship law turned violent last week and sent them to judicial custody for 14-days.

The court observed that police personnel suffered injuries during the violence and said that the incident created panic in society.

The investigation is at the initial state, the court stated, adding that no ground for bail is made out at the present stage.

After the dismissal of bail, lawyers representing the accused said that they will now approach the Sessions court to avail it.

During the course of hearing today, senior counsel Rebecca John, appearing for the accused, told the court that her clients were falsely implicated in the case.

She submitted that they belong to the poor strata of society.

"The accused went to Jama Masjid to offer prayers on Friday. When they were returning from offering prayers at Jama Masjid on Friday, they were picked by the police illegally and falsely implicated in the case."

The council said that Section 120 B (common intention) of the Indian Penal Code (IPC) cannot be invoked as the accused person do not know each other.

Delhi Police's Investigation Officer told the court that if bail is granted to the accused, they may affect the law and order and influence the witnesses.

Additional Public Prosecutor (APP) also opposed the bail application filed by the accused and said that video footages have surfaced and they are being analyzed minutely.

He said that the accused hatched a criminal conspiracy and in pursuance of that pelted stones, broke barricades and assaulted officials.

The court had, on Saturday, remanded the accused to two-day judicial custody.

They were produced before the court today at the end of their remand period.

The police had also detained 40 persons for allegedly pelting stones at the police personnel during the protest.

Protests have erupted across the country against the Citizenship (Amendment) Act, 2019, which grants Indian citizenship to Hindu, Christian, Sikh, Buddhist and Parsi refugees from Pakistan, Afghanistan, and Bangladesh, who entered India on or before December 31, 2014.

Delhi: Court dismisses bail plea of fifteen accused in Daryaganj violence

The election victory in Jharkhand by JMM, Congress and RJD is a classic example of an organic alliance defeating a much powerful adversary. Though BJP’s incumbency is also to blame for their defeat, few things done by the JMM-Congress alliance helped turn the tide.

Congress leaders camped in Ranchi

For the first time, Congress General Secretary and Chief Election Coordinator stayed put in the state for straight 40 days. RPN Singh, the General Secretary in-charge and Chief Election Coordinator Ajay Sharma stayed put through the campaign and work was not outsourced to the PCC office. None of them left Ranchi barring an odd and quick visit to Delhi to sort political issues with the leadership. Such intense engagement at the level of the General Secretary has taken place after 19 years in Jharkhand politics.

JMM-Congress fought elections on local issues and prevented ideological polarisation

Prime Minister Narendra Modi and Home Minister Amit Shah wanted to polarise the election around the Citizenship Amendment Act, the National Register of Citizens (NRC) and Article 370 but all three parties did not allow it. All three parties focused on local issues like land redistribution to the tribal community to new MSP prices for the paddy. The focus remained on immediate issues rather than slogans given by the leaders who came from Delhi. The alliance ensured that the election doesn’t get polarised on ideological issues. In the last phase in the Santhals, BJP’s gain remained incremental. They only gained two seats.

Alliance did not allow controversial leaders to campaign

Congress did not allow controversial leaders to campaign in the state. Congress did not create any controversy on ideological issues. Rahul Gandhi campaigned in five places, Priyanka in one, Jyotiraditya Scindhia in two, and Sachin Pilot also in two places. Rest of the leaders were state leaders. Even leaders like Chidambaram and Manish Tewari kept to the local issues after addressing the economy in the press conference. The Jharkhand team denied requests of many such controversial leaders to campaign in the state.

All rebels were accommodated reducing rebel candidates to zero

Alliance management was taken very seriously by the Congress. Despite being a junior partner, Congress organised joint meetings with two other partners at the workers level. It accommodated all the demands of Hemant Soren when it came to seat distribution. In fact, Congress did not give a candidate when its own senior leader Sarfaraz Ahmad got a ticket from JMM. Congress ensured that rebel candidates become a thing of past and most of the candidates denied tickets were accommodated during rallies on the stage with the top leadership. Alliance ensured that share of rebels kept at a minimum.

Ahmad Patel in charge

Senior Congress leader Ahmad Patel enjoyed a free hand. In fact, this election was an out and out AP’s election. He gave a free hand to his team and intervened only when serious issues had to be sorted out with RJD and JMM leadership. He was the only senior person from Delhi directly involved with the state elections. It created a clean chain of command without creating confusion in the rank and file of the party. There was minimum interference from the office of Rahul Gandhi.

Block Presidents given due importance

RPN’s team did not allow any difference of opinion to emerge in this case. In fact, all district heads and bloc presidents were given space on the dais, when Rahul Gandhi and other senior leaders campaigned in the state. His rallies were not allowed to become conclaves for the Youth Congress. The local unit in one case even overruled Rahul Gandhi’s personal secretary who wanted to seat a couple of Youth Congress members on the dais. The person-in-charge categorically denied the request and told him that space above is reserved for bloc presidents who play an important role during the elections.

Chhattisgarh Model

Bhupesh Baghel, the Chief Minister of Chhattisgarh also played an active role in this election. The forest minister of Madhya Pradesh Umang Singhar also camped in Jharkhand. Lot of state leaders went for a low-key campaign which focused on immediate issues like education, schools, and public safety. All remained low-key. Social media was used judiciously. Jharkhand elections witnessed the absence of any controversy thanks to social media.

Targeted BJP for corruption and bad governance

Jharkhand is perhaps one state where the grand alliance was able to nullify BJP’s most potent electoral weapon. In fact, it used corruption as an issue against BJP. Governance and corruption are two issues which BJP has effectively used against the central leadership of the Congress in the past six years but in Jharkhand, the Congress was able to use these two issues against the BJP.

The Citizenship Amendment Act is a domestic policy of India, Russia said on Monday, adding that if there are issues it "should be resolved through dialogue".

"This is a domestic policy of India. Russia doesn't have to comment on it. If there are issues, then it should be resolved through dialogue," Russian Deputy Chief of Mission Roman Babushkin said at a press conference.

Protests have erupted across the country after the parliament passed the Citizenship Amendment Bill, 2019. It became law earlier this month after getting assent of President Ram Nath Kovind.

The Citizenship (Amendment) Act, 2019, seeks to grant citizenship to Hindus, Sikhs, Jains, Parsis, Buddhists and Christians fleeing religious persecution from Pakistan, Afghanistan and Bangladesh who came to India on or before December 31, 2014.

Highlighting the rising prominence of non-contact warfare, General Rawat said, "Non-contact warfare will help us in gaining an advantage over the adversary in future wars. Quantum technologies, cyber, space, and artificial intelligence need to be leveraged into the defence ecosystem."

"I dare say, a necessity I think is no longer the need for invention. It is innovations and inventions that are gradually driving the doctrines and concepts and this is particularly more relevant to the Indian Army," the Army Chief added.

General Rawat asserted that the Indian Army, therefore, has to remain at the forefront of technological embrace.

We have also realised to give orders to the industry, we need to be more open in our systems. It is better to develop technologies that are dual-use because defence eco-system if generated cannot completely rely on orders from the military itself. In September this year, PM Modi met President Putin in Russia's far eastern city of Vladivostok during the 20th India Russia annual summit. During that summit, key announcements were made on energy and a proposal has been made to have a full-fledged maritime route that serves as a link between Chennai and Vladivostok. Describing Russia as a friend and a nation that has supported India, the Prime Minister had said that Russia has personally given importance to bolstering its strategic partnership with India. Both sides agreed on a five-year road map in the energy sector with focus on Indian investment in Russian oil fields and transportation of energy to India and Russian investment in the downstream energy sector in India. In November as well, both leaders had held bilateral talks on the sidelines of the BRICS summit. (With inputs from agencies)

About one in seven persons in India suffered from mental disorders of varying severity in 2017, with depression and anxiety disorders being the most common mental disorders affecting 45.7 million and 44.9 million people each in the country, noted the findings of a first comprehensive study done by Indian Council of Medical Research (ICMR) on disease burden due to mental disorders in India.

The research has shown that there is a significant increase in the incidence of mental health disorders in India over the years.

The ICMR findings have clearly noted that approximate 197 million persons, roughly one in seven Indians, suffered from any kind of mental disorders of the year 2017.

These include depression, anxiety disorders, schizophrenia, bipolar disorders, idiopathic developmental intellectual disability, conduct disorders, and autism. "We found that depression is highest in older adults which has significant implications for the ageing population of India. Depression contributed 33.8 per cent of all mental disorder, followed by anxiety disorders (19.0 per cent), idiopathic developmental intellectual disability (10.8 per cent), and schizophrenia (9.8 per cent)," Prof Balram Bhargav, Director General, ICMR informed ANI.

As depression is associated with suicide deaths in India it is our big concern to tackle it and with this association, we found out that it is slightly stronger in females than in males, (Prof) Bhargava added.

The study is now published in the latest issue of The Lancet Psychiatry journal under the India State-Level Disease Burden Initiative of ICMR and Public Health Foundation of India (PHFI).

"The prevalence of mental disorders has doubled between 1990 and 2017. To understand the burden of mental health, we have studied all available data sources from India to bring in this state-specific scientific paper on mental health problems in India," Prof Lalit Dandona, Director of the India State-Level Disease Burden Initiative told ANI.

Among the mental disorders that during childhood and adolescence, the prevalence for idiopathic developmental intellectual disability was 4.5 per cent, conduct disorder 0.80 per cent, attention-deficit hyperactivity disorder 0.42 per cent, and autism spectrum disorders 0.35 per cent, findings noted.

Dr Rajesh Sagar, lead author of the story and Professor of psychiatric at All India Institute of Medical Sciences (AIIMS) said, "Mental illnesses is rising in India at a tremendous rate. It is the need of the hour to upgrade mental health services, create awareness, remove social stigma and generate access to treatment."

"Parents and children should be educated. In the study, we have noted that the prevalence of childhood and adolescent mental disorders was higher in the less developed northern states, and that of the mental disorders during adulthood higher in the more developed southern states," he said.

DMK President MK Stalin on Monday led the opposition charge from Tamil Nadu against the Citizenship Amendment Act(CAA). Stalin led an anti-CAA rally in Chennai, joined by leaders and cadre of their alliance parties. Stalin was joined by senior DMK functionaries and MDMK Leader Vaiko, Congress Leader P.Chidambaram and leaders of Left parties in the nearly 2km march towards the Rajarathinam Stadium in Chennai’s Egmore.

The top rung leaders held anti-CAA placards, demanding its withdrawal, while the party cadre chanted slogans against the contentious act and waved their respective party flags. Over 5000 Police personnel were deployed in the locality, as the rally was held without the requisite Police permission. The major opposition towards the CAA has been the exclusion of Muslims and particularly in Tamil Nadu the issue of Sri Lanka not being categorized as a neighbouring country, provision of citizenship for Sri Lankan Tami refugees has come to fore.

Late Sunday evening, the Madras High Court had directed that DMK's rally against the Citizenship Amendment Act be captured on video if the party went ahead with it despite Police permission being denied. It gave the interim direction in response to PILs that were filed opposing the rally. This was done after the Tamil Nadu government counsel informed that Police have denied permission, as there was no firm commitment from the organizers on taking responsibility in case of any violence and damage to property.

Right from the time, it was being debated in parliament the DMK and their allies’ parliamentarians had expressed their vehement opposition to the then CAB. After the bill was passed the DMK went on the offensive against the AIADMK government in Tamil Nadu, whose MPs along with those of PMK had voted in favour of the bill in the Rajya Sabha (Upper house of parliament). The AIAMDK and PMK are allies of the BJP and had joined the NDA ahead of the 2019 General Elections.

“The Indian Constitution is secular and the government cannot enact any law that will discriminate against people based on religion. By excluding the Sri Lankan Tamils, the BJP has shown that it is not only against the Muslims but also the Sri Lankan Tamils” Stalin said during an agitation in Kanchipuram district in the previous week.

However, on various occasions, Tamil Nadu Chief Minister Edappadi K Palaniswami had assured the people that the AIADMK would ensure that no harm would occur to the minority communities and how the CAA was not a threat to Indian citizens, irrespective of their religion. In a statement, he also mentioned that rumours were being spread across the Muslim community and urged the citizens to not fall for false propaganda. The statement also emphasized that the Chief Minister had personally met the Prime Minister and Home Minister to provide dual citizenship for Sri Lankan Tamils.

The CAB (it was known as Citizenship Amendment Bill before being passed) has been a talking point in India, ever since it was tabled in the Parliament over three weeks ago. The CAA grants citizenship to refugees from Hindu, Christian, Sikh, Buddhist and Parsi communities fleeing religious persecution from Pakistan, Afghanistan, and Bangladesh, who arrived in India until December 31, 2014. After it was passed by both houses of Parliament and received the assent of the President of India, the bill has seen opposition from students, celebrities, academicians and opposition parties, besides protests that occurred in various parts of the country have turned violent.
