The launch of ISRO’s GSLV-F10 rocket carrying the geo-imaging satellite GISAT-1, that was scheduled for 5:43 pm, Thursday, has been postponed by ISRO due to technical reasons.

The launch of ISRO’s GSLV-F10 rocket carrying the geo-imaging satellite GISAT-1, that was scheduled for 5:43 pm, Thursday, has been postponed by ISRO due to technical reasons. ISRO has said that a revised launch date would be announced in due course. The GSLV rocket will be carrying what ISRO calls a state-of-the-art agile Earth Observation Satellite into Geo Stationary Transfer Orbit(GTO), which is 36,000km at its farthest point from earth and 170km at its nearest point to earth. After it is placed in GTO, the satellite would be issued a series of commands to fire its Liquid Apogee Motor(LAM) for a few sequential burns, until it is placed in Geostationary orbit (GEO) of 36000km circular from where the satellite would be seen stationary to all the points from the earth. According to ISRO, the satellite is meant to provide near real-time imaging of a large region of interest at frequent intervals, quick monitoring of natural disasters, episodic events and also obtain spectral signatures for agriculture, forestry, mineralogy, disaster warning, cloud properties, snow& glaciers and oceanography. While conventionally, earth-observation satellites are placed in Low-Earth orbit (between 500 and 2000kms), to ensure high-resolution imagery, better capabilities, it is pertinent to note that ISRO’s latest agile earth-observation satellite is to be placed in 36,000kms away. The GEO orbit is generally meant for Communication Satellites that are required to relay signals across a vast landmass. Being placed in the 36,000km circular orbit would also mean that the 2268kg GISAT-1 is beyond the range of Anti-satellite missiles. ISRO veterans explained to WION the objectives behind placing GISAT-1 at the higher-than-usual GEO Orbit Padma Shri. Dr Mylswamy Annadurai, Programme Director Chandrayaan 1 and Mangalyaan, Vice President TN State Council for Science and Technology WION: What are the reasons for placing earth-observation satellites in GEO? Dr Mylswamy Annadurai: Satellites in Low earth orbit can only click an image of a particular spot only 2-3 times a day, when they make a pass, but satellites in geostationary orbit (In sync with the movement of the earth) can constantly monitor a vast area. When a satellite is placed in GEO, it can click pictures of a particular spot in India or any spot that is visible to it, almost 24/7. WION: Will image quality not be adversely affected due to the 36000km distance? Dr Mylswamy Annadurai: It is true that the resolution and quality of an image would be affected due to the 36,000km orbit at which the satellite is placed, but besides optical cameras, we can also use other infrared-based imaging sensors that are part of the satellite. WION: Are there other Indian satellites apart from communication satellites that are placed in GEO? Dr Mylswamy Annadurai: Some of our earlier satellites such as Kalpana, INSAT 3D and INSAT 3DR can click images 24/7. INSAT 3D and 3DR are utilized for communication, monitoring climate, environment and for a disaster management system and are placed in GSO. These are the satellites that help us track changing weather patterns every 15 minutes. While the earlier ones were multi-purpose satellites, the current satellite GISAT-1 is a more advanced version dedicated mainly to earth observation and can give higher resolution images and incorporates a different kind of technology. WION: Please tell us more about how the new technology changes the functionality of the satellite? Dr Mylswamy Annadurai: Some of our earlier generations of satellites like INSAT series had a scanning mirror in them, that moved east-west in a sweeping motion as a part of the image capturing process. However, since the satellites were also used for communications purposes(and are required to moving in such a way that it appears fixed over a particular spot above the equator), the satellite was only moving on its GEO (in sync with the angular velocity of the earth). But since the GISAT is dedicated mainly for different kinds of earth observation, the satellite itself can rotate on an east-west, north-south axis to enable imaging of a specific region. In layman’s terms, it's like tilting a handheld camera and moving it for getting the best shot. Padma Vibhushan. Dr. G. Madhavan Nair, Former Chairman, ISRO WION: Please tell us about some of the real-world applications of the GISAT -1? Dr. G. Madhavan Nair: Say we have a natural calamity in a particular region or a region that has to be monitored, we can issue commands for the satellite to point towards that specific region, or a weather pattern such as a cyclone and look at it in more detail. Low earth orbit satellites can give us better quality pictures, but they can make a pass only every 110minutes or so. But in the case of GISAT, we can continuously observe the area. So if a region is affected by forest fires or floods, we will know it near-real-time and (if required) can deploy the satellites in Low Earth Orbit to click high-resolution pictures to improve our awareness of the situation. ISRO calls it the first state-of-the-art Agile earth observation satellite from Geostationary orbit. Why? Dr. G. Madhavan Nair: As far as India is concerned this is the first-of-its-kind satellite. Basically this is a technology breakthrough as it requires a very powerful telescope and very sensitive imaging sensors which we have developed indigenously. We have been working on this technology for some time.

ISRO’s earth observation satellite GISAT-1 can keep 24/7 watch on Indian subcontinent

The diamond industry in the city of Surat will be one of many to be hit severely by the economic impacts of the coronavirus outbreak. Situated in Western India, primarily in the State of Gujarat, the diamond industry is believed by experts to be on the verge of losing 8,000 crore rupees.

The principal reason for such a deafening blow is the fact that Hong Kong and China are instrumental to the diamond exports of India. Polished diamonds worth 50,000 crore rupees are exported from Surat to Hong Kong every year.

After reaching their destination, the diamonds are exported to different locations across the world in a seamless circuit. The virus presents a grave threat to this system, and by extension, the diamond trade.

A month-long vacation has been declared by Hong Kong in an attempt to mitigate the impacts of the viral outbreak, and Indian merchants with offices in the area are returning to India. Several industry professionals have also speculated the cancellation of an international jewellery exhibition in Hong Kong.

The exhibition is of pivotal importance, as it sets the tone for diamond orders for the rest of the year and diamantaires to depend on it for cutting edge technology, new designs for jewellery, and bulk orders - the most important aspect in any business.

The cancellation of this exhibition alone will be a huge blow for the diamond industry of Surat.

The diamond industry in the city of Surat will be one of many to be hit severely by the economic impacts of the coronavirus outbreak. Situated in Western India, primarily in the State of Gujarat, the diamond industry is believed by experts to be on the verge of losing 8,000 crore rupees.

Though the advancements made by humans in the past decade and the convenience afforded to us by technology may be an irrefutable fact, conversations regarding the way we feel about certain devices continue to raise eyebrows.

Though it may not be as baffling to know that weekly interaction with the AI numbers in the millions, it is a little concerning to know that a majority of Indians say the words "I love you" to their smart speaker once every 60 seconds. The UN Committee on Palestine has lauded India's support to Palestine and said New Delhi can play a proactive role in Israel Palestine peace process.

The chairman of United Nations committee on the exercise of the inalienable rights of the Palestinian people and Senegal's permanent envoy to UN Cheikh Niang also lauded India's increased contribution to UNRWA ( United Nations Relief and Works Agency for Palestine Refugees in the Near East) in an interview with WION's Diplomatic Correspondent Sidhant Sibal. The committee is in Delhi and met the External Affairs Minister S Jaishankar. Edited excerpts:

WION: How do see Indian support for the Palestinian cause?

Cheikh Niang: The support is consistent. India was the first non-Arab country to recognise the Palestine Liberation Organization (PLO), and in 1988, India was among the first few countries in the world to recognise the state of Palestine. Through its activity, India has contributed a lot to Palestine by giving technical assistance, scientific assistance in the field of science, technology, art, youth, health, education and culture. Even recently when UNRWA ( United Nations Relief and Works Agency for Palestine Refugees in the Near East) was in crisis, India decided to increase its participation to the agency increasing its contribution to $5 million, which is hefty.

WION: What more you would expect from India?

Cheikh Niang: First of all, I would like to say, we are very happy at the committee at the way India is continuing its support to Palestine. What we have also said to the Indian authorities is that India is a major player in the world. India is a major power and it is respected, political power, economic power and we think India can also play a proactive role in helping restart the process to find peace for Palestine.

WION: You said India can help restart the process to find peace for Palestine, how do u see Indian role in the Israel Palestine peace process?

Cheikh Niang: India has good relation with Palestine and Israel. This is an asset for India to play a better role. It's a platform, which many countries don't have. With this Indian participation can be more fruitful.

Sanjay Hegde, one of the two interlocutors appointed by the Supreme Court to hold talks with protesters at Shaheen Bagh area to convince them to hold the agitation at an alternative site, said that they expect the protestors to come up with amicable solutions.

"We urged them to understand their role as responsible citizens under the Indian constitution and find solutions keeping in mind other fellow citizens. We said that we interlocutors were not going to impose any decision on them, but rather expected solutions to emerge from their side," Hegde's statement read.

"With the oncoming festival of Holi, we requested them to embrace positive solutions for the best interest of the country and the constitution," it added.

The statement added that upon resuming talks, the team of interlocutors had expressed their appreciation to the protestors for maintaining peace at the protest site despite violence in other parts of Delhi.

"In accordance with the orders of the Supreme Court, which has directed us to resume our dialogue with the protesters at Shaheen Bagh, we went to the site of the protests on March 3. We expressed our appreciation to the protesters for maintaining peace at the protest site, despite the violence that has recently rocked other parts of Delhi," it read.

The protesters, according to Hegde, were made aware of the fact that the team of interlocutors would be readily available to them "whenever they are collectively ready with any possible resolution of the current situation."

On February 17, the Supreme Court had appointed senior lawyers Hegde and Sadhana Ramachandran, besides former CIC Wajahat Habibullah, to hold talks with protesters at Shaheen Bagh area to convince them to hold the agitation at an alternative site.

The interlocutors had submitted their reports to the SC in a sealed cover on February 24.

Thousands of people, the majority of them women, have been holding a sit-in protest against the Citizenship Amendment Act (CAA) and the proposed NRC at Delhi's Shaheen Bagh area since mid-December last year.

A PIL was filed by Nand Kishore Garg and Amit Sahni through their lawyer Shashank Deo Sudhi seeking appropriate directions to the Centre and others for removal of protestors from Shaheen Bagh near Kalindi Kunj.

It stated that people in Shaheen Bagh are illegally protesting against the CAA 2019, by blocking the common and public road connecting Delhi to Noida.

The petition seeks appropriate direction to the respondents, including the Union of India (UOI) for laying down detailed, comprehensive and exhaustive guidelines relating to outright restrictions for holding protest/agitation leading to obstruction of the public place.

The apex court will be hearing the matter on March 23.

A court in Delhi on Wednesday convicted expelled BJP MLA Kuldeep Singh Sengar of culpable homicide not amounting to murder in the death of the Unnao rape victim's father.

The rape victim's father had died in judicial custody on April 9, 2018.

District judge Dharmesh Sharma said Sengar had no intention of killing the victim's father.

"He was beaten in a brutal manner that led to his death," the judge said.

The court had on December 20 sent Sengar to jail for the "remainder of his natural biological life" for raping the woman in 2017, when she was a minor.

The Central Bureau of Investigation (CBI) had examined 55 witnesses in support of the case and the defence examined nine witnesses. The court had recorded the statements of the rape survivor's uncle, mother, sister and one of her father's colleague who claimed to be an eyewitness to the incident.

According to the CBI, on April 3, 2018, there was an altercation between the rape victim's father and one Shashi Pratap Singh. The charge sheet filed on July 13, 2018, said the victim's father and his co-worker were returning to their village, Makhi, when they asked Singh for a lift.

Singh denied them the lift, triggering an altercation among them. Singh called his associates, following which Kuldeep Sengar's brother Atul Singh Sengar reached the spot along with others and beat up the woman's father and his co-worker.

The woman's father was subsequently taken to the police station by them where an FIR was lodged against him and he was arrested.

The charge sheet said that all this while Kuldeep Sengar was in touch with the district police superintendent and Makhi police station in-charge Ashok Singh Bhadauria. Later he also spoke to the doctor who examined the rape victim's father.

Charges were framed against Sengar, his brother Atul, Bhadauria, sub-inspector Kamta Prasad, constable Amir Khan and six others in the case. The case was transferred to Delhi from a trial court in Uttar Pradesh on the directions of the Supreme Court on August 1 last year.

In July, 2019 a truck rammed into the car the rape victim was travelling in with some family members and her lawyer. Two of her aunts died in the incident.

She was airlifted from a hospital in Lucknow and to AIIMS in Delhi.

The victim has been provided accommodation in Delhi and is under CRPF protection.

Against the backdrop of negative growth in automobile production since July 2018, a parliamentary panel on Tuesday suggested lower GST rate for the automobile segment at least till the revival of the sector.

Against the backdrop of negative growth in automobile production since July 2018, a parliamentary panel on Tuesday suggested lower GST rate for the automobile segment at least till the revival of the sector. The panel also suggested uniform road tax across all states. A parliamentary panel had examined the Demands for Grants 2020-21 of Department of Heavy Industry (DHI) and tabled its report in Parliament. The automobile industry in India is one of the largest and fastest-growing sector and constitutes 27 per cent of industrial gross domestic product (GDP) and 49 per cent of manufacturing GDP. It provides about 37 million direct and indirect jobs and 15 per cent of total GST collection amounting to Rs 1.5 lakh crore, news agency PTI report said. "But, the committee observes that of late, there is a negative growth in the automobile production since July 2018," said the report. The committee noted that some of the factors that contributed to slowdown are non-availability of credit facility to consumers, stringent rules for loan sanction by banks, rise in price due to the upfront payment of third-party insurance for 5 years, introduction of BS-VI vehicles from April 2020; and higher rate of GST on automobiles and components. Amid the slowdown in the sector, the committee, among other things, recommended to either suspend or postpone the upfront payment of insurance for 5 years for the time being and reduction in GST rate to a lower slab "at least till the revival of the auto sector". Further, it made a case for introduction of incentive-based scrappage policy for creating purchase demand for new vehicles, reduction in import duty on lithium-ion cell battery which is used for operating the e-vehicles and levy of uniform road tax across all states.
