India hit back at the UN Human Rights chief after the latter moved the apex court against the Citizenship Amendment Act(CAA) on Tuesday.

Reacting to the petition, India said that no foreign party has "any locus standi" on matters relating to its sovereignty.

The Supreme Court is currently hearing several petitions challenging the constitutional validity of the amended citizenship law and had on December 18 sought the response of the Centre.

In its 12-page intervention application, the Office of the United Nations High Commissioner for Human Rights(OHCHR) sought to "assist the Court, in examining the compatibility of the CAA with India's Constitution, in light of India's obligations under the international human rights law".

In response to queries, External Affairs Ministry Spokesperson Raveesh Kumar said India's Permanent Mission in Geneva was informed on Monday evening by Michelle Bachelet, the UN High Commissioner for Human Rights, that her office has filed an intervention application in the Supreme Court on the CAA.

"The CAA is an internal matter of India and concerns the sovereign right of the Indian Parliament to make laws. We strongly believe that no foreign party has any locus standi on issues pertaining to India's sovereignty," Kumar said.

India is clear that the CAA is constitutionally valid and complies with all requirements of its constitutional values, he said.

"It is reflective of our long-standing national commitment in respect of human rights issues arising from the tragedy of the Partition of India," he added.

"India is a democratic country governed by the rule of law. We all have utmost respect for and full trust in our independent judiciary. We are confident that our sound and legally sustainable position will be vindicated by the Supreme Court," he said.

The Karnataka Health Department has initiated extensive measures after one techie from the city tested positive for the deadly Covid-19. The 24-yr-old techie, who was employed in Bengaluru, had travelled to Dubai on February 16 and worked with colleagues from Hong Kong. He then returned to Bengaluru on February 19 when he underwent thermal screening at the airport but was said have not displayed symptoms at that point in time.

The techie then stayed in Bengaluru till February 21 after which he headed to Hyderabad in a bus. In Hyderabad, he displayed symptoms of the virus that did not subside and he was eventually shifted to the state-run Gandhi Hospital in the city. With the techie now testing positive for Covid-19, the health department in Karnataka have the task of identifying all those who came in primary contact with the patient. Primary contact for Covid-19 is anyone who has come within 1metre proximity of the patient for a period of at least 15 minutes.

Those who are being screened now in Bengaluru include 25 employees in the office of the patient who has been isolated in their homes and has been placed under observation. The apartment building in the city where the patient resides has 92 homes. All residents of the building are being screened by the health department officials. Also, 23 individuals from Bengaluru had travelled in the bus to Hyderabad with the patient, who are currently being identified, contacted and screened. 20 other bus passengers are residents of Telangana, whose details have been shared with the said state government. Apart from these, passengers and crew of the aircraft in which the patient travelled are also being reached out for screening. In all, the health department of Karnataka has so far reached out to 50-60% of the primary contacts and are in the process of screening them.

Karnataka currently has 2 labs where tests are being conducted and results were given out in a matter of 24 hours. The two labs are in National Institute of Virology at the Rajiv Gandhi Institute of Chest Diseases and Bangalore Medical College. 630 government hospital beds and 1600 private hospital beds across the state of Karnataka have been reserved for Covid-19 patients.

'The isolation wards should be well lit. There should be cross ventilation and a constant flow of fresh air. The distance between the beds in isolation wards should be a minimum of 1 metre' said Dr Nagaraj, Director, Rajiv Gandhi Institute of Chest Diseases which has 15 of these beds.

Screening is being conducted in airports and seaports along the long coast of Karnataka for possible cases of Covid-19.

While close to 40,000 passengers have been screened in Bengaluru airport so far, 20,000 passengers have been screened in Mangalore airport.

The airport medical staff have been reinforced with additional staff from the health department to help effectively screen the passengers.

'The health department has also held talks with travel associations, tourist operators association and IT companies association on precautionary measures that need to be taken. They have been issued an advisory.' said Pankaj Kumar Pandey, Health Commissioner, Karnataka.

In a setback to former Maharashtra chief minister Devendra Fadnavis, the Supreme Court dismissed his plea seeking review of its 2019 verdict asking him to face trial for allegedly failing to furnish details of two pending criminal cases against him in his 2014 poll affidavit.

A three-judge bench headed by Justice Arun Mishra said that there was no ground to review the verdict pronounced last year.

"We find no ground to interfere in the review petitions. The same is dismissed," said the bench also comprising justices Deepak Gupta and Aniruddha Bose.

The order was passed on February 18 but it was uploaded on the apex court website on Tuesday.

While seeking review of the 2019 verdict, Fadnavis had told the court that there was a "clear error" in the apex court's judgement as the law stipulates for disclosure of details about criminal cases only if charges are framed and on conviction.

In its October 1, 2019 judgment, the apex court had set aside a Bombay High Court order which gave a clean chit to Fadnavis and held that he did not deserve to be tried for the alleged offence under the Representation of Peoples Act (RPA).

The verdict had come on an appeal by one Satish Ukey, who had challenged the high court's order.

The apex court had last year revived a criminal complaint filed against Fadnavis for allegedly failing to furnish details of two pending criminal cases in his 2014 election affidavit and had asked the trial court to consider it afresh.

The top court had allowed the appeal by Ukey, who had filed a criminal complaint against Fadnavis before a magisterial court in Nagpur, seeking registration of a case against him under section 125-A of the RP Act.

Section 125-A of the RP Act deals with the penalty for "filing false affidavit" and says that if a candidate or his proposer fails to furnish or gives false or conceals any information in his nomination paper on issues like pending criminal cases then the person may be awarded six months' jail term or fine or both.

Ukey had initially moved a magisterial court, which had dismissed his complaint against Fadnavis on September 7, 2015.

Later, he moved the sessions court, which remanded the matter to the magisterial court for a "de novo" (afresh) consideration.

Aggrieved by the sessions court order, Fadnavis had moved the high court which, on May 3, 2018, set it aside.

Ukey alleged that Fadnavis had failed to disclose the pendency of two criminal cases against him in his election affidavit filed in 2014.

The two complaints of alleged cheating and forgery were filed against Fadnavis in 1996 and 1998 but charges were not framed.

The UN human rights chief has filed a case in the Supreme Court of India against the recently enacted Citizenship Amendment Act (CAA), even as the Centre has said that no foreign institution or individual has any locus standi on internal matters of a sovereign country.

In a statement, the Ministry of External affairs spokesperson Raveesh Kumar said that India`s Permanent Mission in Geneva was informed on Monday evening that the UN High Commissioner for Human Rights has filed "an intervention application" in the apex court in connection to the CAA.

The CAA fast tracks citizenship of persecuted religious minorities of three Islamic theocratic countries neighbouring India. The law triggered widespread violent protests in India, with the opposition calling it discriminatory against Muslims.

Last week, Delhi witnessed massive violence that resulted in the deaths of 48 people, while over 250 others were injured.

The Centre on Tuesday said that the CAA was an internal matter of India and concerns the sovereign right of the Indian Parliament to make laws.

"We strongly believe that no foreign party has any locus standi on issues pertaining to India`s sovereignty," Kumar said.

"We are clear that the CAA is constitutionally valid and complies with all requirements of our constitutional values. It is reflective of our long-standing national commitment in respect of human rights issues arising from the tragedy of the Partition of India."

India, he said, is a democratic country governed by the rule of law.

"We all have the utmost respect for and full trust in our independent judiciary. We are confident that our sound and legally sustainable position would be vindicated by the honourable Supreme Court," he added.

Kejriwal meets PM Modi, appeals for strict action against perpetrators of Delhi riots

The Supreme Court on Tuesday dismissed an appeal challenging the Allahabad High Court order granting bail to former union minister Swami Chinmayanand in a sexual exploitation case lodged by a law student.

A bench of Justices Ashok Bhushan and Naveen Sinha rejected the plea saying that the Allahabad High Court has given reasons in its order granting bail to Chinmayanand and it requires no interference.

However, the bench issued notice to the Uttar Pradesh government and others on a separate plea seeking transfer of the case against Chinmayanand to a court in Delhi.

The high court had on February 3 granted bail to Chinmayanand who was arrested in a case of sexual exploitation of a woman studying law at a college run by his trust at Shahjahanpur in Uttar Pradesh.

"Both parties crossed their limits and at this stage, it is very difficult to adjudicate as to who exploited whom. In fact, both of them used each other," the high court had observed while granting bail to Chinmayanand.

Chinmayanand, whose trust runs the Shahjahanpur law college where the woman studied, was arrested on September 20 last year under section 376-C of the IPC, a charge short of rape.

The section is applied when someone in authority takes advantage of his official position to "induce or seduce" a woman to have sex with him.

In a parallel case, the woman was charged with allegedly trying to extort money from Chinmayanand. The high court had granted her bail on December 4 last year.

The Supreme Court had stepped in after the 23-year-old law student went missing for a few days in August last year after posting a video clip on social media, alleging sexual abuse.

A special investigation team of Uttar Pradesh Police, formed on the directions of the apex court, arrested Chinmayanand about a month later.

The SIT also arrested the student after a complaint that she and her friends had tried to extort Rs five crore from Chinmayanand, threatening to make public videos showing her giving massages to him.
