Clearing the air on Assam's National Register of Citizens, India's foreign secretary Harsh Vardhan Shringla on Monday said that it will not impact Bangladesh. Speaking at an event in Dhaka, Shringla said, "Let me clearly state here what our leadership has repeatedly confirmed at the highest level to the Government of Bangladesh: this is a process that is entirely internal to India." ''It will have no implications for the government and people of Bangladesh. You have our assurance on that count," he added. He said the process of updating the National Register of Citizens in Assam has taken place "entirely at the direction and under the supervision" of the Supreme Court of India. The NRC in Assam has been discussed at the leadership level between PM Modi and Bangladeshi PM Shiekh Hasina. Shringla's comment comes days before PM Modi's Bangladesh visit. On military ties, he said New Delhi was willing to share with Dhaka the military hardware being manufactured in India. He also offered training of Bangladeshi personnel at Indian institutes. Shringla said, "we are ready to open military training institutes at all levels -- from officer cadet training to specialized higher command training -- to Bangladesh." On the Rohingya issue, he said ''India is deeply appreciative of the spirit of humanism that motivated Bangladesh to offer shelter to nearly one million displaced people". Hoping for a solution to the crisis, Shringla said, "As the only country that is an actual neighbour of both Bangladesh and Myanmar, we are committed to offering the fullest support for any mutually-acceptable solution that will enable the earliest possible return of displaced persons to their homes in Rakhine State and a life of dignity." During his Dhaka visit, Foreign Secretary met Bangladeshi FM AK Abdul Momen and Bangladeshi foreign secretary Masud Bin Mamun.

In his first reaction to historic peace deal inked between the Taliban and the United States in Doha on Saturday, External Affairs Minister S Jaishankar said that the agreement was akin to yesteryear's blockbuster Pakeezah and added, while it was "not a surprise", the current situation in Afghanistan is being carefully watched. "What we saw.. in a way it was not a surprise. Everybody knew, It is being talked about for so long. It was like finally seeing Pakeezah after 17 trailers," he said. "Issue for us is that for at the moment the United States is talking in terms of thining down its presence and providing support to the government in Kabul. How that plays out, time will tell," he explained. According to the deal, foreign forces will leave the country and the Taliban will be delisted from the United Nations Security Council's sanctions list. EAM said India's message to the "US and to the West" is that "achievements of the last 18 years is in global interest that those achievements are secured, protected and not jeopardized." He said while India will "wait and see how this plays out", real negotiations "will start now and then we will have to see many of the assumptions that we had, how cohesive are various players, what do they do and what are their demands. Does the Taliban join a democratic setup or does a democratic setup adjusts to the Taliban." India's official policy has been an "Afghan-led, Afghan-owned and Afghan-controlled" peace talks. New Delhi has emerged as a major partner of Kabul in last 18 year and helping develop infrastructure projects like the National Parliament in Kabul and the India Afghanistan friendship dam in Herat and many community and capacity building projects. India's foreign secretary Harsh Vardhan Shringla was in Kabul on Friday and Saturday and called on President Dr. Ashraf Ghani, Chief Executive Dr. Abdullah Abdullah and former President Hamid Karzai, First Vice President-elect Amrullah Saleh, NSA Dr. Hamdullah Mohib, Acting Foreign Minister Mohammad Haroon Chakhansuri and Acting Finance Minister Abdul Zadran.

The Vatican has rejected the second appeal by Sister Lucy Kalappura — one of the nuns who protested against rape-accused Bishop Franco Mulakkal — against her expulsion from Franciscan Clarist Congregation (FCC).

In her plea, she had demanded that her version be heard and her expulsion from FCC revoked.

She was expelled from FCC for participating in public protests demanding the arrest of Franco Mulakkal in the nun rape case.

''I got a letter from the Vatican which says my appeal has been rejected. But the rest of the letter is written in the Latin language. So after I understand it, I will respond," Sister Lucy said.

''The authorities are contemptuous of those who make such complaints. That is why the letter is written in Latin. Sister Lucy would continue her legal fight in the courts,'' said George Moolechalil, who has been authorised by Sister Lucy to communicate with the media on her behalf.

A petition of Sister Lucy is still pending at Mananthavady Munsif Court at Wayanad that demands that she should not be expelled from the convent where she is staying.

In a huge relief for the transgender community, a first-of-its-kind home, spread across 7200 square feet that would offer shelter, livelihood training, support and care is to come up within a year at Poonamallee, on the outskirts of Chennai city.

In a huge relief for the transgender community, a first-of-its-kind home, spread across 7200 square feet that would offer shelter, livelihood training, support and care is to come up within a year at Poonamallee, on the outskirts of Chennai city. This is the first in the series of homes that are being planned in other Indian cities including Mumbai, Hyderabad and Bangalore. Tamil Nadu has had a vibrant transgender community where many are employed as lawyers, police officers, doctors, television personalities etc. However, when it comes to shelter there aren’t many facilities available to them. “We usually hire rooms on a rental basis and there are time restrictions as well. While there are a few homes provided by the government for our community, they are relatively small and house the elderly transgender people and also serve as learning centres for the younger members of the community. But our new home will have three buildings and can accommodate over 150 members. We will be having the bhumi-puja and foundation stone laying within 20 days and hope to have it ready for occupation within a year” Jaya, a transwoman and General manager of Sahodaran, an NGO that works for the LGBTQ community, told WION. The home is aimed at supporting the teenagers who are ostracised from society and shunned from their own homes after their sexual identity is revealed. “During our youth, we found it very difficult to find a place to stay, we couldn’t continue our studies and were often misled. For the coming generations, a home like this would make a huge difference and can prepare them for the challenges of life. Not only can they continue their education, but they can also be imparted skills such as dance, handicrafts, sketching etc. They can stay at home until they feel they can live independently. We intend to make it open to transgenders from across India” said Renuka Devi from Snehidhi, an organization that works for the community. The home is not just meant to include transgenders, but would also have two additional buildings for children and the differently-abled, who would be cared for by the transgenders. “We transgenders can't have children but will raise them there and take care of them like our own. This would be the first of its kind facility, where we would be able to take care of children and the differently-abled. We would be able to live a peaceful life here as there are no fixed limits to how long we can be here. Most homes have a limit of three months, but here we allow people to stay until they feel they can sustain on their own” Priyanka, a transwoman and cultural team leader at Sahodaran told WION. The idea of the home had come up during a discussion between Tamil Actor Raghava Lawrence and Bollywood Actor Akshay Kumar during the filming of Laxmmi Bomb. Lawrence was speaking to Kumar on his Charitable Trust that has been initiating various projects for education, home for kids and the differently-abled. “Our trust is now entering into its 15th year. So during Laxmmi Bomb shoot I was talking to Akshay Kumar sir about the trust projects and transgender’s home, immediately after hearing this without even me asking he told he will donate 1.5 cores for building transgender’s home” Lawrence who is directing the Akshay Kumar-starrer, posted on Facebook. “Ever since his film Kanchana, actor Raghava Lawrence has interacted with the transgender community and his perception has changed. Lawrence offering us the land and Akshay Kumar helping with the funds for construction is the largesse and kind-heartedness of a group of people who believe in our work. When our people went to meet Akshay Kumar in Mumbai, they just wanted to express the challenges faced by the community, but he handed a cheque without batting an eyelid. Full credit to Raghava Lawrence for helping the transgender community and also reaching out to Akshay Kumar to get the work going in full swing” Sunil Menon, the founder of Sahodaran told WION. Laxmmi Bomb is an upcoming Hindi-language comedy-horror film written and directed by Raghava Lawrence in his Hindi directorial debut. It is a remake of the Tamil film Muni 2: Kanchana and stars Akshay Kumar and Kiara Advani.

Supreme Court on Monday posted for hearing on March 5 the petition of Sara Abdullah Pilot, Omar Abdullah's sister, challenging the detention of former Jammu and Kashmir Chief Minister Omar Abdullah under the Jammu and Kashmir Public Safety Act, 1978.

A bench of Justice Arun Mishra posted the matter for hearing on Thursday after Solicitor General Tushar Mehta told the court that J&K administration has filed an affidavit in the matter.

Pilot has challenged his detention under Public Safety Act (PSA) in the supreme court saying her brother's detention was a grave violation of his constitutional rights, including freedom of speech.

Former Jammu and Kashmir chief ministers Omar Abdullah and Mehbooba Mufti have been under preventive detention since August 5 last year following abrogation of Article 370, which gave special status to Jammu and Kashmir. Under the law, his detention was to end six months later on February 5, 2020

The plea filed Pilot said the order of detention is manifestly illegal and there is no question of him being a "threat to the maintenance of public order".

Sara, filing the habeas corpus petition challenging the detention of Omar Abdullah under the PSA, said that exercise of powers by authorities under the CrPC to detain individuals, including political leaders, was "clearly mala fide" to ensure that the opposition to the abrogation of Article 370 of the Constitution is "silenced".

The plea has sought quashing of the February 5 order detaining Omar Abdullah under the PSA and also sought his production before the court.

A Delhi court on Monday reserved its order on a petition filed by Pawan Gupta, one of the four men facing the gallows in the 2012 Nirbhaya gang rape and murder case, seeking a stay on the execution as his mercy petition is pending before the President.

A Delhi court on Monday reserved its order on a petition filed by Pawan Gupta, one of the four men facing the gallows in the 2012 Nirbhaya gang rape and murder case, seeking a stay on the execution as his mercy petition is pending before the President. Additional Sessions Judge Dharmender Rana reserved the order after hearing arguments from all the sides in the matter. The four convicts in the 2012 Nirbhaya gang-rape and murder case -- Vinay Sharma, Akshay Singh Thakur, Pawan Gupta and Mukesh Singh -- are scheduled to be hanged at 6 am on March 3. The Union Home Ministry has received the mercy petition of Gupta, officials said on Monday. The ministry will forward the petition to President Ram Nath Kovind for his consideration and decision. A 23-year-old woman, who came to be known as 'Nirbhaya' (fearless), was gang-raped and savagely assaulted in a moving bus in south Delhi on December 16, 2012. She succumbed to injuries days later, on December 29, at the Mount Elizabeth Hospital in Singapore where she was taken for better medical treatment. A total of six people -- Mukesh Singh, Vinay Sharma, Akshay Kumar Singh, Pawan Gupta, Ram Singh and a juvenile -- were convicted in the gang rape and murder of the paramedic student here. The President has already rejected the mercy petitions of Mukesh, Vinay and Akshay. While Ram Singh had committed suicide in jail, the juvenile was released from custody after completion of his term.

Supreme Court on Monday agreed to hear on March 4 a plea seeking immediate registration of FIR against BJP leaders Kapil Mishra, Anurag Thakur and others for their alleged "hate speech", that allegedly led to the violence in North-East Delhi.

The petition was filed by a group of Delhi violence survivors.

A bench of Chief Justice SA Bobde posted the matter for hearing on Wednesday after senior advocate Colin Gonsalves appearing for the survivors told the apex court that Delhi High Court had last week adjourned the issue for six weeks whereas people are dying every day.

Gonsalves said that it is an urgent issue and added that the top court should hear the matter today or tomorrow. The Chief Justice said that he "wished for peace" but added that the court cannot give preventive relief.

"We are not saying people should die. That kind of pressure we are not equipped to handle. We cannot stop things from happening. We cannot give preventive relief. We feel a kind of pressure on us... We can only deal with the situation after it occurs, the kind of pressure on us, we can`t handle that... it's like the court is responsible," Chief Justice Bobde observed.

"We read newspapers, we know the kind of comments that are made. Courts come on to the scene after the thing is done and courts have not been able to prevent such a thing. We wish peace...," he added.

The plea filed by a group of 10 Delhi violence survivors sought an immediate FIR against Kapil Mishra, Anurag Thakur, Parvesh Verma and Abhay Verma who allegedly "indulged in hate speech, rioting, murder, and arson".

It sought the constitution of a Special Investigation Team (SIT) with officers from outside Delhi to probe violence and call in the army to maintain law and order in the national capital. The plea further sought an inquiry committee headed by a retired judge to probe police persons involved in the violence and exemplary compensation to all victims.

The petitioners also sought postmortem reports to be released immediately to the families of victims. IT also sought a direction to the government and police to make public the full list of persons detained by police and paramilitary and to preserve all CCTV footage of violence-affected areas.

At least 46 people lost their lives and more than 200 others sustained serious injuries in the violence that rocked North-East Delhi last week.

India needs to fashion appropriate diplomacy to tackle issues of a digitised world, External Affairs Minister S Jaishankar said here on Monday, adding that there will be the additional challenge for the country to create new partnerships and foster greater mobility to service a knowledge economy.

"Navigating the economic world will be no less complex than the political one. Here too, nations will strive to optimise outcomes and bridge divides as they pursue their national objectives," the minister said while addressing the Centre for Policy Research's (CPR) annual public forum here.

Jaishankar told the forum that economic challenges offer even less ground for complacency. In the last many years, the world trading system has felt the pressure of gains that some accrued from structural advantages.

"At a stage, it had to turn political; it finally did. But today, this argument extends beyond to non-trade domains like connectivity projects, technology choices, data protection, and security as well as IPR adherence. All of them have strategic connotations and to pretend otherwise is only to delude ourselves. In fact, for that very reason we have started a Technology Division in MEA," he said.

The implications of the change in American posture on international commitments cannot be overstated, given that this was a key element of the post-1945 order. That other major powers have not moved beyond their national objectives indicates that the resulting deficit will remain unfilled.

For its part, India has stood out as a country willing to do much more, even with its limited though growing resources. But the problem remains for the world in the foreseeable future, the External Affairs Minister said.

He also stated that the world has a growing interest in India becoming an additional engine of growth, adding that it is amenable to harnessing the reservoir of talent that India could provide with the passage of time.

"Our strong commitment to realising Sustainable Development Goals is deeply appreciated, including for its global significance. Whether it is in terms of technology, best practices or resources, there is a proclivity to partner with a nation whose prospects are clearly so assured. Our economic engagement with the world also requires careful deliberation and effective preparation lest we end up eroding our own capacities. How to do that best in this emerging geopolitical landscape is a complex exercise that deserves serious strategising," he said.

Therefore, the last few years have demonstrated a growing Indian capacity to contribute to the global discourse and make a difference to international outcomes, Jaishankar stressed.

After a generation of extolling the virtues of globalisation, the External Affairs Minister noted that India, today, is a part of a fractured world with polarised debates.

Not only has the landscape become more difficult but the very articulation of interests has come under challenge, he said."Competition is not just amongst states but often within them, reflecting the tension between the older order and the emerging one. When ideologies, identities and history mix with business, politics, and strategy, it can create a very potent cocktail," he added.
