India has slammed China for raking Kashmir, this time in New York on the website of its permanent mission.

The development came after China in its statement said it "immediately" responded and processed the letter by Pakistan on March 10 on Kashmir and it remains "high on the agenda of the council". '

While China's statement on its mission at UN was in Indian media reports, the country as the President of United Nations Security Council (UNSC) in the month of March showed no "response" or urgency to COVID-19 meet.

It nonetheless was keen on giving clarification and show support for Pakistan on the issue.

The ministry of external affairs in a statement said, "We reject the reference to Jammu and Kashmir in a statement made by the spokesperson of the Permanent Mission of the People's Republic of China to the United Nations."

"China is well aware of India’s consistent position on this issue. The Union Territory of Jammu & Kashmir has been, is and shall continue to be an integral part of India. Issues related to J&K are internal matter to India," it added.

Asking China to "refrain from commenting on matters that are internal affairs of India and respect India’s sovereignty and territorial integrity", India said China should "recognise and condemn the scourge of cross-border terrorism that affect the lives of the people of India, including in J&K." from Pakistan.

China was given the letter to raise Kashmir at UNSC by the foreign minister of Pakistan SM Qureshi, hoping China as the chair of last month will raise the matter, both being close to each other. The Chinese envoy to UN Zhang Jun had even circulated the letter of Pakistan as an official document of the council, though no meeting happened.

It happened even as there was growing criticism against UNSC which failed to convene a meeting under Bejing's leadership on COVID-19.

UNSC member country sources told WION that China was not keen to discuss the matter as it feared more information might be asked from it.

The first case of COVID-19 was reported in Wuhan, China and since then globally it has come under pressure for not giving initial information that could have prevented pandemic from spreading and killing thousands across the world.

China sees urgency on Kashmir over COVID-19 at UNSC; gets slammed by India

Training his guns at the Centre over the Tablighi Jamaat’s congregation held in Delhi last month, Maharashtra Home Minister Anil Deshmukh on Wednesday questioned why the Union Home Ministry should not be held responsible for the spread of coronavirus from the religious meeting.

Deshmukh also alleged that National Security Advisor (NSA) Ajit Doval met Jamaat leader Maulana Saad at 2 am during the period when the congregation was held. He wondered the nature of the “secret” dialogue held between the two. Deshmukh also asked who sent Doval to meet Saad in the late night.

“Whether it was the NSA’s job or that of the Delhi Police Commissioner to reach out to the Jamaat members?” he asked.

The senior NCP leader raised eight questions while accusing the Central government of giving the Jamaat the permission to hold the prayer meeting, and charged it with having relations with the community. He said despite the Nizamuddin police station located near Markaz, yet the congregation was not stopped (in view of the COVID19 threat).

“Why did the Union Home Ministry give permission for organising the Tablighi Jamaat’s Ijtema at Nizamuddin in Delhi?” Deshmukh asked.

“Isn’t the Union Home Ministry responsible for the gathering on such a scale at the Markaz and subsequent spread of coronavirus to all other states?” he questioned.

The religious congregation held at the Nizamuddin Markaz had emerged as a prime catalyst for the spread of coronavirus infection across the country.

“Who sent NSA Doval to Markaz at 2 am and why? Is this the job of NSA or Delhi Police Commissioner?” Deshmukh asked and wondered about the “secret dialogue” the NSA had with Maulana Saad.

He also sought to know why Doval and Delhi Police Commissioner SN Shrivastava have not spoken on the issue.

“Where did Maulana Saad abscond the next day after meeting Doval? Where is he (Maulana) now? Who is related to them (Jamaat members)?” Deshmukh asked.

Charging the Centre with having relation with Tablighis, Deshmukh asked who will answer the questions he has raised.

Notably, NCP chief Sharad Pawar on Monday asked who gave permission for the religious congregation of Tablighi Jamaat at Nizamuddin in New Delhi, which has emerged as one of the major Covid-19 hotspots in the country.

Trump and Prime Minister Modi spoke over the phone last week. During the call, Trump requested Modi to lift the hold on the American order of hydroxychloroquine, of which India is the major producer.

Later, Trump had even said there would be a possible retaliation if India does not give in to the demand.

India had got a request from about 30 countries for hydroxychloroquine -- from the US to Brazil to countries in Europe, Gulf and ASEAN. Foreign Secretary Harsh Vardhan Shringla on Wednesday had a telephone conversation with US Deputy Secretary of State, Stephen E Biegun regarding COVID-19 cooperation.

Brazilian President Jair Bolsonaro has also thanked India for allowing export of raw materials to increase the production of hydroxychloroquine.

While addressing the nation on Wednesday, the President said that the country was scheduled to receive a shipment of raw material from India to increase chloroquine production, which is being discussed in the international scientific community about its use and effectiveness.

Brazil has registered 800 deaths from COVID-19, 133 in the last 24 hours, and nearly 16,000 confirmed cases.

Bolsonaro thanked "Indian Prime Minister Narendra Modi and the people of India for such timely help to the people of Brazil", adding that as a result of a direct conversation between the two leaders, Brazil will receive "by Saturday, raw materials to continue production of hydroxychloroquine so we can treat patients of COVID-19 as well as of lupus, malaria, and arthritis".

BRICS countries senior health officials are all set to meet in the next 15 days to discuss the COVID-19 crisis.

The meet will happen via video conference and it is a Russia-led initiative given the fact that Russia is the chair of the BRICS for this year.

More and more multilateral organisation are now meeting via video conference as travel restrictions disable any movement.

Last month SAARC and G20 leaders met via video conference and later today the UNSC will be meeting via video conference.

Both Russia and India being close strategic partners and members of G20, SCO and BRICS have been closely coordinating with each other on the coronavirus crisis. Prime Minister Modi and President Putin had spoken to each other on March 25 and discussed the ongoing global crisis.

On Thursday, foreign secretary Harsh V Shringla and Russian deputy foreign minister Igor Morgulov held a telephonic conversation to discuss the COVID-19 crisis.

Sources said that "both sides decided to be in touch for monitoring and facilitating the need for medicines and equipment on both sides."

During the talks, FS and DFM Morgulov appreciated the close bilateral cooperation in ensuring the welfare of each other’s citizens in their respective countries. There are about 15,000 Indian students in Russia and about 5000 Russian tourists in India.

Spitting in public is one of the vilest things one can do to humiliate another person. It's a form of violence, menace to public health. A person who intentionally spits in the face of a frontline worker is no victim regardless of the outcome. Not only does the act evoke disgust but it deserves the strictest of punishment.

In New Zealand, a man has been sentenced to three months in jail for spitting at a police officer. Police say it has reported a surge in cases of cops being spat on even for inquiring about a person's health.

They say such behaviour is making it tough for the officers to function within their communities as they're being forced to self-isolate for 14 days. Now the New Zealand authorities say a person could face 14 years in jail for spitting on someone and infecting them with a disease.

Back in India, countless stories of suspected coronavirus patients spitting on health-care workers have emerged but so have countless unsubstantiated reports. Unrelated videos and lies are being masqueraded as news. Meaningless debates on such reports are stirring up communal hate and the Centre and state governments have decided to nip the infodemic in the bud.

In Odisha, the chief minister himself has urged citizens to behave responsibly and stop spitting. In Uttar Pradesh, the government has banned the sale of 'paan masala' and spitting in public places. Gujarat has decided to impose a fine of 500 rupees on anyone caught doing the same. In West Bengal, citizens may have to pay up to 1 lakh rupees as fine for spitting, even littering.

Punishments are growing more severe even globally. In Belgium, offenders could now be fined for up to 2,000 dollars for spitting in public. Similarly, in Australia, the health ministry has introduced a fine of 5,000 dollars. In Saudi Arabia, a man recently caught spitting in shopping trolleys could be subjected to the death penalty and in France, violators are being fined up to 197 dollars. Pandemic or no pandemic, spitting in public is plain wrong while spitting on health-care workers even more so.

Our governments are dealing with a pandemic and the least we can do as responsible citizens are to lessen their burden.

Here is why spitting in public may cost you dear

The Indian government is considering plans to tighten control over COVID-19 hotspots while easing restrictions elsewhere. It is a possible way out of the three-week lockdown that will remain in place until April 14.

Also Read: Wearing masks mandatory in urban areas: Rajasthan government

PM Modi will decide this week whether to extend the lockdown or not that decision will hinge on the trajectory of COVID-19 cases in the country.

So far, India has reported over 5,800 cases and 169 deaths. More than 470 people have been cured and discharged. India has added more than 5,90 cases in the last 24 hours which means India has been reporting over 500 daily cases for a week now.

India's cases have doubled in the last seven days, cases usually double faster - once every four days after the Tablighi Jamaat incident came to light.

Also, more than 80 per cent of confirmed COVID-19 cases in India have been traced to 62 districts. The high concentration of the cases in a few geographies means the government has to take a targetted approach.

So, India's containment strategy will replicate the successful Bhilwara model. Bhilwara by the end of March had reported 27 cases. The textile town since then has reported just one case.

The Bhilwara model is centered around six key steps. Step number one: isolate the district by imposing a strict curfew, seal district borders with check posts at entry and exit points, suspend all essential services except healthcare and police. Step number two includes map the COVID-19 hotspots and keep strict vigil, ensuring zero movement.

In step number three, the local administration carries out door-to-door screening while identifying people with influenza-like illness and it sends health workers to visit them at least twice a day.

In Bhilwara, more than 22 lakh people were screened, many of them more than once. As part of step number four, the administration implemented aggressive contact tracing while placing all persons who came in contact with the infected person under strict home quarantine.

In step number five, it increased quarantine facilities as the government facilities were unable to handle the strain.

In Bhilwara, the district administration took over four private hospitals & 27 hotels with 1,541 rooms. In step number six , it monitored the rural areas.

The state administration increased monitoring in rural areas as they tend to be more porous and expansive compared to urban areas.

That's not all -- in addition to these steps, disinfection drives were conducted all over the town.

The empowerment of the local administration was one of the key reasons behind the success of the operation. The local administration and ground teams were allowed to take the necessary action for containment of the disease.

However, the success of any containment strategy in the world is reliant on conducting more and more tests. Private laboratories and hospitals will need to stand shoulder-to-shoulder with the public hospitals.

Now, the Supreme Court's order has made testing free across the country, including at private labs. The directive has not gone down well with the private healthcare industry. India's testing is still low at just over 10,000 tests per day. So far, India has conducted just over one lakh tests.

Whereas, the US and Germany have been testing over 50,000 to one lakh people each day. the top court's main concern and also the cost of testing -- which is quite high at 4,500 rupees per test.

According to India's Supreme Cout judges, the cost is out of means for a large part of the population. They have asked private labs to extend philanthropic services in the hour of national crisis which means effective and unified response to the outbreak.

Also Read: Wearing masks mandatory in urban areas: Rajasthan government PM Modi will decide this week whether to extend the lockdown or not that decision will hinge on the trajectory of COVID-19 cases in the country.

Meanwhile, Training his guns at the Centre over the Tablighi Jamaat’s congregation held in Delhi last month, Maharashtra Home Minister Anil Deshmukh on Wednesday questioned why the Union Home Ministry should not be held responsible for the spread of coronavirus from the religious meeting.
