Had it not been for the lockdown, one coronavirus-positive person would have infected 406 others in one month, a senior official from the Ministry of Health and Family Welfare (MoHFW) said on Tuesday.

Despite the lockdown, however, the number of confirmed cases of COVID-19 is on a constant rise, forcing the states to press the Centre for the extension of the pan-India lockdown -- originally supposed to be ended on April 14.

According to the health ministry, India has recorded over 149 deaths of the reported 5,194 cases.

On Tuesday, India registered the highest single-day increase with over 500 positive cases.

No final call has been taken by the Centre or the strategic committee that was tasked with formulating an exit plan after the lockdown, but with the cases nearing the 5,000-mark, India is staring at an extension.

A group of ministers, reports say, recommended an extension of the closure of all educational institutions irrespective of whether the lockdown is extended or not. The ministers also suggested that religious centres and educational institutions, and shopping malls must not be allowed to resume normal functioning for at least for four weeks from April 14.

In addition, the expert committee appointed by Kerala Chief Minister Pinarayi Vijayan to study the COVID-19 lockdown also recommended the Centre to not fully withdraw the lockdown on April 14.

"The Expert Committee assessed that the time is not yet ripe for full withdrawal of the lockdown on April 14. The withdrawal strategy should be gradual, phased and calibrated to ensure the case-load is always kept below the surge capacity of the healthcare system to deal with it," the report read.

"The Committee, however, is cognizant that prolonged and stringent lockdown will lead to economic hardship, famine and law and order issues, which may, in turn, undermine both the lockdown and the health management objectives," the report further read.

The Expert Committee has also recommended the phasing of restrictions for areas outside COVID-19 infection hotspots. It also says that lockdown can be relaxed district wise in three phases. It is sustainable only if there are a steady recovery and decline in the number of cases.

"Therefore, a phased approach to the withdrawal of the lockdown has been suggested. The unit for operationalising such a phased approach is suggested to be a district which has defined boundaries as well as the executive magistrate, who has the authority to effectively enforce the measures of the phased lockdown," the report added.

Telangana Chief Minister has also suggested for the extension of the lockdown.

Meanwhile, the government has ordered states to take strict legal action against people violating the lockdown or quarantine, which carries a two-year jail term.

India so far has registered more than 4,400 cases of coronavirus, but there are concerns that there may be many asymptomatic people who are yet to be detected.

Gujarat Deputy Chief Minister Nitin Patel on Tuesday said members of the Islamic sect Tablighi Jamaat played a major role in spreading coronavirus in the state and the country, by not cooperating with the authorities and hiding their travel history.

Speaking to reporters here, Patel said unlike members of the Muslim congregation, Hindu travellers who arrived at airports in Gujarat had not thrown any tantrums and had followed authorities' instructions.

The Supreme Court on Wednesday suggested that all COVID-19 tests should be made free of cost to all citizens, and asked the central government to look into creating a mechanism for providing reimbursement for the same to the private labs.

The apex court was hearing a PIL filed by lawyer and petitioner Shashank Deo Sudhi via video-conferencing.

Sudhi sought a direction to the Centre and other respective authorities to provide free of cost the testing facility for COVID-19 to all citizens in the country.

Solicitor General Tushar Mehta submitted that 118 laboratories were doing 15,000 test capacity per day and added that 47 private laboratory chains have also been involved for the same.

During the hearing, the court asked the Centre to ensure private labs don`t charge a high amount for the test and suggested that the government can create an effective mechanism for reimbursement from the government for tests.

Mehta said that they will look into the suggestion and will try to devise what can be done best.

Sudhi, on the other hand, submitted that testing of coronavirus is very expensive and therefore the Central government should take all necessary steps to provide free of cost the testing facility for COVID-19 kits and others to all citizens in the country.

The AIIMS has released guidelines for the reuse of PPE, citing their fast depletion of stocks in the wake of the coronavirus outbreak, while stressing that the methods for disinfection should only be considered as extraordinary last-resort methods in the event of an imminent shortages of such kits.

According to the AIIMS guidelines, decontamination of PPE kits for the purpose of reuse is currently not recommended, primarily because of concerns that it would degrade the performance, especially of the respirator.

But then, decontamination and reuse of PPE kits may provide another solution by extending the existing on-hand supplies, the guidelines say.

"The COVID-19 pandemic has strained our resources tremendously in the healthcare setting. One of the most urgent issues is the fast depletion of personal protective equipment (PPE) used in the care of patients. This is a significant concern for healthcare workers' health and safety," the All India Institute of Medical Sciences (AIIMS) said.

Healthcare workers across the country have highlighted the paucity of PPE, including coveralls, goggles, masks, gloves and shoe covers among others.

According to the AIIMS guidelines, coveralls and N95 masks can be decontaminated using doubling dilution of 11 per cent hydrogen peroxide vapour in a sealed room while face shields and goggles can be decontaminated using 0.5 per cent sodium hypochlorite solution and 70 per cent alcohol.

The death toll due to the novel coronavirus rose to 149 and the number of cases climbed to 5,194 in the country on Wednesday, according to the Union Health Ministry.

However, a PTI tally of the figures reported by various states as on Tuesday 9.45 pm showed at least 162 deaths in the country due to COVID-19.

Maulana Muhammad Saad Kandhalvi, the chief of the Delhi-based Tablighi Jamaat Markaz, is living in self quarantine at the residence of his close associate in south east Delhi, said sources on Wednesday.

Tablighi Jamaat Markaz has been in the eye of the storm since end of March for holding a congregation in Delhi despite prohibitory orders from the government in view of pan-India lockdown imposed due to the coronavirus pandemic. The site has since been linked to more than 1,000 cases of the novel coronavirus.

The government has quarantined at least 25,000 Jamaat members in different states and is still trying to trace all contacts.

In quarantine, the behaviour of the Jamaat members has attracted even more headlines. They are reported to have been spitting at hosital staff, and harassing female staff.

All this, while the Markaz Chief has conveniently been evading the authorities. He, it's said, has been controversial since he made way to the top post.

The Crime Branch of Delhi Police has so far served two notices to Mohammad Saad Kandhalvi -- the second one on Monday, after they found his response over the first notice "unsatisfactory".

The Congress has sought an inquiry into the whole issue.

The role of National Security Advisor Ajit Doval is also being questioned.

Speaking to WION's Diplomatic correspondent Sidhant Sibal, Envoy Andre Aranha Correa do Lago said," Modi and President Bolsonaro have very strong faith" and also talked about his country's request for hydroxychloroquine, called as game-changer in the fight against COVID.

WION: Brazilian President and PM Modi spoke, what were the key points of conversations?

Andre Aranha Correa do Lago: After the visit of President Bolsonaro to India, there was a clear understanding between our 2 leaders that they have to coordinate the major issues that were happening in the world because our 2 countries are acquiring completely different profile in the world and obviously with the incredible pandemic and this challenge our leaders had to speak about it and so they spoke about this issue from different points of views and naturally President mentioned the importance of pharmaceutic dimension of our relationship.

WION: You requested for hydroxychloroquine..why is it important for you?

Andre Aranha Correa do Lago: Because most of our factories in Brazil produce hydroxychloroquine from substances that come from India, so we need it for our main producers, they will need it coming from India. So this is a great hope that has been presented in the fight against COVID 19, issues were mentioned.

WION: President Bolsonaro wrote a letter to PM Modi, mentioned Ramayana, Hanuman and Sanjeevani Booti, what was the thought process behind it?

Andre Aranha Correa do Lago: Yes, you know, you have to remember that two things were very clear for President Bolsonaro when he came to India, first he was fascinated by the religious tradition of India and he started to be very interested in Hindusim and the richness of Indian religious traditions. Another side is President Bolsonaro is a very religious man, so I believe that he was very much inspired by that and remembering both Modi and him are true believers and have very strong faith that is I believe he decided to put that quotation that shows although we have a different religion, in our religion, we have the profile and Ideas that are linked to the support that everyone has to give to each other in such crisis. Today is Hanuman Jayanti, all these signs are very very interesting.
