The pan-India lockdown imposed due to the spurt in confirmed cases of coronavirus in the country may have induced further lowering of the employment rate. According to estimates put out by the Centre for Monitoring Indian Economy (CMIE), the overall unemployment rate hit over 23 per cent in the last week of March 2020.

Estimates show that the employment situation worsened from the beginning of March 2020, before the lockdown was put in place.

Mahesh Vyas, CMIE’s chief executive, wrote on the organisation’s website: "In March 2020, the labour participation rate fell to an all-time low, the unemployment rate shot up sharply and the employment rate fell to its all-time low."

"The unemployment rate in March was 8.7 per cent. This is the highest unemployment rate in 43 months…The unemployment rate during this last week [of March] was 23.8 per cent. Labour participation rate fell to 39 per cent and the employment rate was a mere 30 per cent."

European Union has said that India has taken pandemic very seriously and New Delhi's measures to curb COVID spread is in line with global lessons learnt.

Speaking to WION's diplomatic correspondent Sidhant Sibal, EU Ambassador to India Ugo Astuto said, Unprecedented events call for unprecedented actions, and welcoming Indian PM Modi starting the "conversation" on COVID at G20.

WION: How do India and EU cooperating on COVID crisis?

Ambassador Ugo Astuto: Thank u very much. The crisis has called for national cooperation and solidarity and I think India and EU start from the same proposition that we are all together in this and that we all need to work together to overcome the challenge. Unprecedented events call for unprecedented actions, fast and coordinated action. Coordination on macroeconomic policy to mitigate the downturn also needed. Initiative taken by PM Modi to start the conversation in G20 was particularly was timely and EU fully support, I think, we need to work together and we need to mobilize all the international mechanism to be it the UN, G20 or IMF and Indian leadership has been in touch with the European leadership EU and member state on the present state regularly. EAM and his counterpart spoke and we try to work hand in hand to offer our contribution to the global endeavour.

WION: How is the situation in Europe?
Ambassador Ugo Astuto: It is a global pandemic and it is impacting the entire world. Europe has been hit, it has been hit hard, Italy, Spain, France and all over Europe. No country has been spared actually, now in Europe we have started to see some signal infection is slowing, hopefully, it will regress starting with countries it has hit first. But we need to remain vigilant and determined and it is not time to lower our guard, we need to continue to keep and take necessary measures to fight the virus, and EU has been mobilizing all the tools it has to foster a coordinated reaction to the challenge, just to give you an example, we have mobilized funds 140 million..ensuring provisions of medical equipment, coordinating the delivery of masks and respirators which are surely needed this time, set up a task force of scientists to develop guidelines and strategy, it is important whatever we do is evidence-based and based on best available scientific advice and we have been trying to help global endeavours, for instance, supporting WHO by setting aside euro 140 million to boost global containment.

WION: How do see Indian actions to curb COVID?
Ambassador Ugo Astuto: Indian authorities have taken the issue of pandemic very seriously since the beginning and rightly so. I see measures adopted is in line with the lessons learnt in other countries. As I said, we need to act globally in a coordinated fashion to win this battle, so EU and India are on the same page, and initiatives taken by PM Modi to discuss it at G20, is something important. We need a global conversation and global cooperation on COVID and we need global coordinated actions and international action.

WION: European citizens in India, their evacuation..any update?
Ambassador Ugo Astuto: Several EU member states have started to organise special flights to bring tourist home and EU delegation has tried to assist in their endeavours and u can imagine it is a complex operation logistically. EU members states are counting on the full support of Indian authorities and we are very grateful, it is a massive operation and not yet over and difficult to quote figures but I think we are looking at thousands of tourists.

WION: How do u see UN meet on COVID
Ambassador Ugo Astuto: We have all been taken aback at the beginning of this crisis and magnitude of the challenge we facing and now we all stepping up the reaction. Globally, EU is a strong supporter of the UN and belives in the rules-based international system of governance and we can only welcome, discussion at UN for a coordinated global response.

Former Congress president Rahul Gandhi is not impressed with United States Donald Trump's hint of a possible retaliation if India does not export an anti-malarial drug. He took to Twitter to convey his resentment, but avoided taking names.

This came in the wake of the Central government deciding to lift ban on the export of the drug. The World Health Organisation had also recommended to use this anti-malarial drug as preventive medicine, including for health workers medics and paramedics.

"Friendship isn’t about retaliation. India must help all nations in their hour of need but lifesaving medicines should be made available to Indians in ample quantities first," Rahul Gandhi tweeted on Tuesday.

It so happened that Trump, in his daily briefing, said he had a conversation with Prime Minister Narendra Modi in which he asked him to lift India's hold on the export of Hydroxychloroquine, the anti-malarial drug being used in the treatment of coronavirus patients.

Trump added he saw no reason why India would not lift the hold on the US order of the medicine, and that PM Modi said he would consider the request of releasing the order to the US.

The US President further said, "So I wouldn't be surprised if that was a decision he'd have to tell me that I spoke to him Sunday morning I called him and I said we'd appreciate your allowing our supply to come out. If he doesn't allow it to come out, that would be okay. But there would be retaliation. Why wouldn't there be?"

The total number of coronavirus cases in India today jumped to 4,067 after nearly 700 new infections were reported in past 24 hours, according to the latest data from Health Ministry.

COVID-19 Cases doubling in India every 4.1 days

The coronavirus is an unknown enemy. Every day there are new things that we are learning about the Wuhan virus. Previously, we were told that masks aren't mandatory for all.

That's because the virus spreads through droplets from sneezing, coughing or by coming in contact with an infected surface. Some virologists now say that the Wuhan virus spreads through air and that wearing a mask is non-negotiable.

Is the Wuhan virus airborne? Does it travel through the air? The experts aren't sure. The WHO (ICMR) disagrees. It says there no evidence that COVID-19 is an airborne disease.

ICMR's argument is simple. It says had the coronavirus been airborne then the family of an infected person would have tested positive too. India's health ministry backs this argument.

There are scientists on the other side of the debate. Their argument is based on the size of particles that come out with the Wuhan virus. Experts say the particles vary in size. There are hefty droplets, or much lighter- aerosols which are smaller than five micrometres and linger in air for much longer.

A study was carried out in Wuhan according to which droplet samples were collected from hospitals and departmental stores at the height of the coronavirus outbreak. Researchers found the RNA or ribonucleic acid from the COVID-19, meaning, they found traces of the virus.

The conclusion being the virus is carried in tiny droplets in the air but does it infect others?

The experts found no evidence. In the US, the National Academy of Science has said that the coronavirus can spread through air. A study published in the New England journal of medicine backs this argument but critics point out that the study was conducted in a controlled environment.

India has already urged everyone to wear masks even if it means wearing home-made masks. Dr. Anothony Fauci, United States' top infectious disease expert has said that the US could soon change its mask guidelines.

Chinese experts have previously pointed out that one of its vital weapons against the virus was masks.

Does coronavirus travel through air? Experts divided

Yuvraj along with 218 other evacuees was recently evacuated from Italy in a special Air India flight that landed in the national capital on March 15. All 218 evacuees, mostly Indian students were then taken to the ITBP Chhawla quarantine Facility in Delhi. More than 15 thousand people have already lost their lives in Italy, making it the worst-hit region in the world. Italy now accounts for more than 5 times the casualties caused by COVID-19 in Hubei, China's epicentre of the virus.

Yuvraj, whose quarantine time is over already, is still in ITBP Facility because of the lockdown.

“ITBP continues to host us even though the quarantine period got over on the 28th of March as the country remains under lockdown,” he says. “We have been treated nicely from day 1 and they continue to do so till we’re here,” he added.

Yuvraj moved to Italy in the year 2016, in search of a better life and career. He completed his Masters in Building Architecture from Politecnico di Milano, Milan. “I was about to join a company in Italy. When the pandemic got big the company has to close and the company took back the offer. Now I am in the situation that nothing could be done for the next few months and I have lost few months from my timeline,” he said.

Oblivious of the pandemic, Yuvraj was about to join a new job in the first week of March. “Everything changed so quickly that I couldn’t even realize what happened.”

In an exclusive conversation with Praphul Singh from WION, Yuvraj shares his experience of his life in quarantine:

WION: What is your first memory of coronavirus? How did it all start and how quickly it turned from bad to worse?

YUVRAJ: The situation was normal till the mid of February. But when the positive cases started increasing then only we and the people over there came to know that it would get worse. So everyone started making stock of the food products, masks, and sanitizers. Within a week, the number of positive cases increased in great numbers.

WION: When did you finally decide that you want to come back to India?

YUVRAJ: At the beginning of March most of us had slight fever and cold. We knew that it’s because of the sudden change in the weather in Milan. But, we all were scared. I had bad dreams of being tested positive of coronavirus on foreign land, away from my family. I was too scared of being infected. It was then, I decided to return to India.

WION: How were you contacted by the Indian Embassy and evacuated?

YUVRAJ: Actually, I had a return flight to India on March 11 itself. Sadly, the officials along with 120 other passengers didn’t allow us to board the flight until we produced a certificate stating that we were tested negative of COVID-19. We had no option but to return to our homes and wait.

Three days later i.e. on 13th March, we were contacted by the officials from the Indian consulate in Milan and they told us that they are sending a flight the next day. We were brought on by a special flight by Air India on March 15.

Once we were in India, we were taken to the ITBP Chhwala camp and allotted the place. The medical made a swab test and announced the result two days later, in which all of us were tested negative.

WION: Tell us something about your routine while you were quarantined?

YUVRAJ: We were served morning tea at 07:00 am which followed with breakfast from 08:00 – 9:00 am. Daily check-ups happened every day after breakfast which usually took two to three hours every day. Lunch was served every day for one hour from 12:00 noon to 1:00 PM. After lunch, we would either do a little chit-chat with other evacuees or read or sleep. Then we had high-tea served at 4:00 pm followed by dinner at night at around 8:00 PM. We usually went to sleep after that. Most of the time we either watched videos or read books.

Officials at the facility were supportive and adhered to our needs. Wi-fi was arranged on each floor so that students could attend the online classes, while the others could browse the internet to kill time.

WION: How are the facilities in the quarantine centre?

Yuvraj: We were provided with internet facility and were allowed to walk within the floor and meet friends within the floor. We were given masks to wear and asked to maintain social distance even within the facility. Doctors and medical assistance would check on us regularly to make sure if we were okay, and maintaining social distance or not. We were constantly monitored by specialized medical staff to check on any symptoms of coronavirus. Two Psychiatrists were also assigned to our batch to provide consultations to those who felt stressed or depressed.

WION: Are you happy being back in India?

Yuvraj: I am happy but not 100% happy. I wanted to come back when I have a job. But now I have been forced to come back because of coronavirus.

WION: How were things in Italy before you left? Are you in touch with someone in Milan?

Yuvraj: It is daily getting worse in Italy, but there is no problem with food. People are allowed to go and buy groceries from supermarkets, medicine from the pharmacy. As compared to March, now people in Italy are more disciplined and following the laws seriously.

When I was in Italy at the beginning of March I questioned a few old people nearby my house, “Why are people out during this situation since the virus affects the old easily?” They said, "we have survived the two world wars and are confident that we can survive the virus too."

WION: How has your life changed because of coronavirus?

Yuvraj: I don’t see any change in my life apart from uncertainty in my future. I am a job seeker and I don’t know how I am going to survive after the pandemic ends. Right now, I am improving my skills for my career. I hope everything ends soon and everything gets back on track.

When I was in Italy at the beginning of March I questioned a few old people nearby my house, “Why are people out during this situation since the virus affects the old easily?” They said, "we have survived the two world wars and are confident that we can survive the virus too." WION: How has your life changed because of coronavirus? Yuvraj: I don’t see any change in my life apart from uncertainty in my future. I am a job seeker and I don’t know how I am going to survive after the pandemic ends. Right now, I am improving my skills for my career. I hope everything ends soon and everything gets back on track.

EXCLUSIVE- Worried about future, but honing my skills, says Indian coronavirus evacuee from Italy

Yuvraj along with 218 other evacuees was recently evacuated from Italy in a special Air India flight that landed in the national capital on the 15th of March. All 218 evacuees, mostly Indian students were then taken to the ITBP Chhawla Quarantine Facility in Delhi.

Yuvraj along with 218 other evacuees was recently evacuated from Italy in a special Air India flight that landed in the national capital on the 15th of March. All 218 evacuees, mostly Indian students were then taken to the ITBP Chhawla Quarantine Facility in Delhi. More than 15 thousand people have already lost their lives in Italy, making it the worst-hit region in the world. Italy now accounts for more than 5 times the casualties caused by COVID-19 in Hubei, China- the epicenter of the virus. He completed his Master’s Graduation in Building Architecture from Politecnico di Milano, Milan. “Everything changed so quickly that I couldn’t even realize what happened.” In an exclusive conversation with Praphul Singh from WION, Yuvraj shares his experience of his life in Quarantine: WION: What is your first memory of CORONAVIRUS? How did it all start and how quickly did it went from bad to worse? YUVRAJ: The situation was normal till the mid of February. But when the positive cases started increasing then only we and the people over there come to know that it would get worse. So everyone started making stock of the food products, masks, and sanitizers. Within a week the spike of positive cases increased a lot. WION: When did you finally decided that you want to come back to India? YUVRAJ: At the beginning of March most of us had slight fever and cold. We knew that it’s because of the sudden change in the weather in Milan. But, we all were scared. I had bad dreams of being tested positive of coronavirus on foreign land, away from my family. I was too scared of being infected. It was then, I decided to return to India. WION: How were you contacted by the Indian Embassy and evacuated? YUVRAJ: Actually, I had a return flight to India on the 10th of March itself. Sadly, the officials along with 120 other passengers didn’t allow us to board the flight until we produced a certificate stating that we were tested negative of COVID-19. We had no option but to return to our homes and wait. Three days later i.e. on 13th March, we were contacted by the officials from the Indian consulate in Milan and they told that they are sending a flight the next day i.e. on 14th March. We were brought on a special flight by Air India on the 15th of March. Then we had high-tea served at 4:00 PM which followed by dinner at night, at around 8:00 PM. We usually went to sleep after that. Most of the time we either watched videos or read books. Officials at the facility were supportive and adhered to our needs. Wi-fi was arranged on each floor so that students could attend the online classes, while the others could browse the internet to kill time. WION: How are the facilities in the quarantine Center? Yuvraj: We were provided with internet facility and were allowed to walk within the floor and meet friends within the floor. We were given masks to wear and asked to maintain social distance even within the facility. Doctors and medical assistance would check on us regularly to make sure if we were okay, and maintaining social distance or not. We were constantly monitored by specialized medical staff to check on any symptoms of coronavirus. A major private hospital in Mumbai was shut to new patients and declared a coronavirus containment zone on Monday after 26 nurses and three doctors tested positive, an official said.

Since the virus hit India -- which has been under lockdown since March 25 with 109 deaths so far -- medical workers have complained about not being given adequate protective gear.

Mumbai city authority spokesman Vijay Khabale-Patil told AFP that the Wockhardt Hospital has been declared a "containment zone" after the cases were confirmed.

"Three hundred staffers have been quarantined and the hospital is shut," he told AFP.

The United Nurses Association (UNA) in Mumbai accused hospital management of failing to protect staff by refusing to let them wear appropriate safety gear.

"They told the medical staffers to wear simple (surgical) masks... and attend to the patient," said Akash S. Pillai, UNA general secretary for Maharashtra state, of which Mumbai is the capital.

"They were thinking that if the staff wore protective gear, family members of COVID-19 patients would get scared," he told AFP.

"Many well-known hospitals in Mumbai and Pune are putting their staffers through the same risks," he said.

He added that Wockhardt waited too long to carry out tests on its staff, thereby increasing the possibility for infections to spread.

India has so far recorded over 4,000 coronavirus cases.

But experts caution the real numbers are likely to be far higher, with the country carrying out little testing of its 1.3 billion population compared to many other countries.

Mumbai, home to 12.5 million people according to the 2011 census, has so far confirmed 458 cases, including five in the Dharavi area, home to one of Asia's biggest slums, and 30 deaths.
