Indian state Maharashtra’s cyber department published a report and issued a warning alongside it on June 23 claiming that threats of cyber attacks originating in China loomed large.

Additionally, it said that over the last week, over 40,000 attacks targetted sites that hoard sensitive information in the state. These include government records of infrastructure, and bank details.

However, the state body added that none of these infiltrations were successful. The police said urged users on the internet to exercise caution and to audit their systems regularly, given the strenuous relationship between China and India in the aftermath of the Galwan valley violence which killed 20 Indian soldiers in action.

A UNICEF report has revealed that coronavirus lockdown in India has impacted the education of 247 million children enrolled in elementary and secondary education, besides 28 million children in pre-school education in Anganwadi centres.

A UNICEF report has revealed that coronavirus lockdown in India has impacted the education of 247 million children enrolled in elementary and secondary education, besides 28 million children in pre-school education in Anganwadi centres. The report said at least 600 million South Asian children have been threatened by the impact of COVID-19 pandemic. Pointing out the revelations in India`s perspective on education and learning of a child, the UN report said, "In India, school closures have impacted 247 million children enrolled in elementary and secondary education. It has impacted about 28 million children who were attending pre-school education in Anganwadi centres. This is in addition to more than six million girls and boys who were already out of school prior to the COVID-19 crisis." However, the report has highlighted the efforts taken by the central and state government to continue education for children through multiple e-platforms like web portals, mobile apps, TV channels, radio and podcasts to reach children, Diksha platform, Swayam Prabha TV channels, e-Pathshala and the National Repository of Open Educational Resources. Importantly, UNICEF report has indicated that approximately only a quarter of households (24 per cent) in India have access to the internet and there is a large rural-urban and gender divide. A large number of children are likely to miss out on distant learning opportunities, the report said. On issues related to child protection, Child Protection -- `CHILDLINE`, a service of the Ministry of Women and Child Development had received 460,000 calls in 21 days from March 20 to April 10, a 50 per cent increase from their regular call volumes. "Nearly 10,000 of these were intervention cases which required CHILDLINE staff to reach the children in need of support. Of these 30 per cent were related escalation in violence, child sexual abuse, child marriage and child labour," said the report. Dr Yasmin Ali Haque, UNICEF Representative in India said, "The pandemic has exposed the fragility of children, less by the virus itself but much more by the indirect and long-term fallout. Millions of vulnerable children are losing out on their development and learning opportunities and their right to survive. The most vulnerable families need to be protected by social protection schemes that can help them access healthcare, schooling for children, afford nutrition etc. This can only be ensured by a firm commitment from the governments and all stakeholders."The secondary impact of the COVID-19 crisis has aggravated the access to affordable and nutritious food for children." At more than 4,56,000 confirmed coronavirus cases so far, India is the fourth worst hit country in the world -- behind the United States, Brazil and Russia. It reported 16,000 new coronavirus cases on Wednesday, its highest daily increase since the outbreak began -- following which the government called in the army to manage new treatment centres with thousands of additional hospital beds in New Delhi.

New Delhi also recorded its highest single-day increase on Wednesday, with more than 3,900 cases. Local government data showed that of the roughly 13,400 beds allocated to COVID-19 patients in the city, around 6,200 were occupied.

“Armed forces personnel have been detailed for providing medical care and attention to COVID-19 patients housed in the railway coaches in Delhi,” Home Minister Amit Shah said.

The home ministry said the city would have around 20,000 additional beds available by next week at temporary facilities run by army doctors and nurses. These include a 10,000 bed facility hosted at a religious centre and railway coaches turned into wards.

The city government estimates it will have 5,50,000 COVID-19 cases by the end of July, and will require 1,50,000 beds by then.

Delhi’s Deputy Chief Minister Manish Sisodia said that a new government order to take every positive patient to an assessment centre as opposed to evaluating them at home was stretching already limited resources.

To enable the opening-up of space sector for private players and synergise efforts, the Union Cabinet which met on Wednesday, under the leadership of Prime Minister Narendra Modi approved setting up of IN-SPACe (Indian National Space Promotion and Authorization Centre), an extended body meant to supplement the work of Indian Space Research Organization (ISRO).

Calling it a “historic and path-breaking decision which is a departure from the practices of the last 70 years”, Minister of State for Space, Dr Jitendra Singh said that this was a long-term reform aimed at boosting private sector participation in space activities and opening up a new culture.

Stating that this was not just a budgetary or human-resource facilitation, he added that this was an attempt to stop brain-drain. “We train the best Indian minds at our teaching facility in Thiruvananthapuram, they all get 100% job placement and 60-70% get placed abroad with premium institutions. We don’t want to let our best human and non-human assets go unused by our country. We want to put them to optimum use and Make-in India.”

WION had earlier reported about how private players were welcome in India’s Space journey, but ISRO needs an organisational revamp to enhance focus on R&D.

During the cabinet briefing, the minister added that the concept of IN-SPACe has been worked out and that its organisational structure was being decided.

This decision comes after Finance Minister Nirmala Sitharaman’s announcement in May, that the private sector will be a co-traveller in India’s space journey. The announcement was made as a part of policy reforms to fast-track investment effort towards Atmanirbhar Bharat (self-reliant India).

“Traditionally space activities were working under a shroud of secrecy and space capabilities were limited to a handful of ISRO scientists, but with time, our human resources and expertise in space has improved. We have set a world record by launching 104 satellites, we have done Mangalyaan (mars-mission) and we have training underway for manned-mission Gaganyaan. Chandrayaan-3 is also coming up,” Dr Singh added.

According to a statement, the Indian National Space Promotion and Authorisation Centre (IN-SPACe), is meant to provide a level playing field for private companies to use Indian Space Infrastructure. It will also hand-hold, promote and guide the private industries in space activities through encouraging policies and a friendly regulatory environment.

It added that these reforms will allow ISRO to focus more on Research and Development(R&D) activities, new technologies, exploration missions and human spaceflight programme.

The minister also clarified that the existing body New Space India Limited (NSIL) and the new body IN-SPACe would only supplement ISRO’s functions and not work at cross purposes. He added that this reform would augment India’s Space Commission and warrant the appointment of new roles at the Department of Space.

“ISRO is a basic organisation and the key decisions related to activities, missions and projects would remain with them. We have NSIL to facilitate private participation and IN-SPACe would be working on mechanism of announcement and opportunities for industries by ISRO and meeting the demands the private sector,” Jitendra Singh said.

With the decision to set up IN-SPACe being taken by India’s cabinet, further details are expected to be revealed by ISRO Chairman and Secretary, Department of Space Dr K Sivan, in his media briefing on Thursday.

The first round of the Lt General-level talks was held on June 6 as both sides agreed to disengage gradually, however, Indian and Chinese troops clashed at the Galwan Valley on June 15-16. And hence, blindly believing that Beijing would live up to its promise this time will be a mistake.

A US intelligence report has emerged which contradicts everything that China has been saying about the Galwan skirmish. It indicates that this faceoff was an attempt by China to teach India a lesson.

But the question arises -- can India really boycott all things China?

There are a number of challenges and options India face with respect to this.

1) China is india's second largest trading partner. But China benefits more.

In the last financial year, India exported goods worth $16 billion to China, and imported goods worth $65 billion.

This 65 vs 16 is called the trade deficit, and that's a big problem.

India's import bill is four times bigger than its export to China.

To this end, India can effectively hit back at China, and save as much as $8 billion in this year alone.

As a first step, India is targetting cheap imports from China -- basic products, ranging from furniture to toys.

Some are non-essential, and can very well be made in India.

In a nutshell, the gameplan is Make in India! And 12 priority sectors have been identified for this.

Domestic production can immediately reduce India's dependence on China.

India levies anti-dumping duties on 90 Chinese products. So the plan is to slap this on at least 300 more products.

There are at least 40 sectors in the Indian industry that can make these products -- with a much better quality.

The government must help them to step up and stop cheap Chinese imports.

These moves are unprecedented.

This is India's biggest clean-up of imports from one country.

In the past, India did not want to be called protectionist. It wanted to be seen as liberal. So, even with China, India always took a case-by-case approach.

For example, India restricted import of cheap Chinese tyres after Indian makers complained; raised the import duty on Chinese incense sticks; and entirely prohibited the import of milk and milk products.

All of this happened only after industry bodies lobbied hard. But after this border conflict, the government is taking the initiative.

It is shooting emails to industry bodies. The government is also leading by example in boycotting chinese products.

It has asked state-run telecom companies to avoid Chinese products, and now wants to keep Chinese products out of the state-run e-commerce platform.

This is no small platform. India foresees transactions upwards of Rs 55,000 crore

It is also suspected that China may find a way to dump its products in India -- indirectly. So New Delhi is reviewing its trade pacts with other countries, because China is dumping goods in india via common trade partners.

Increased tariffs, no government procurement and restricted presence on e-commerce platforms in india, and reviewing trade deals -- India is slowly, but surely, boycotting China.

Amid the growing military threat, Taiwan is prioritising the development of its defence industry. An advanced jet trainer, it was built at a cost of a little more than two billion Dollars.

Taiwan is also developing submarines and has asked its military to remain vigilant. However, Taiwan still depends on the United States for support.

Fox News reported today that there are now three American aircraft carriers operating in the Pacific to counter Chinese aggression near Taiwan and in the south China sea.

Support to Hong Kongers

Recently, Taiwan extended support to protesters in Hong Kong. Last week, President Tsai declared that Taiwan will provide humanitarian assistance to Hong Kong.

“Our thoughts today are with the people of hong kong. Taiwan has joined the international community in urging the Beijing authorities to honour their obligation to respect hong kong's fundamental freedoms. We do not believe in merely looking on as others defend their freedom. As the situation in hong kong continues to deteriorate just weeks before the 23rd anniversary of the handover, Taiwan will continue to provide necessary humanitarian assistance to the people of Hong Kong”, Tsai ing-Wen said.

The origin of the conflict dates back to the year 1914, when representatives of China, Tibet and Britain gathered in Shimla.

They wanted to settle the borders between China and British India, but Beijing refused to sign the deal -- because that would have allowed Tibet to be an autonomous region.

Tibet and Britain eventually signed the deal, and the 890 kilometer-long McMahon line was established.

This line became the legal border between India and China.

Then, in 1962, Independant India, led by Jawahar Lal Nehru, and China, led by Mao Zedong, were tussling over the border.

India's move to grant asylum to Dalai Lama had then not gone down too well with China.

The neighbouring country also has its eyes on Aksai Chin, as it is integral for connecting Tibet to Xinjiang.

Consequently, a war broke out between the two countries on October 20, 1962.

Chinese troops crossed the McMahon line and took up positions in the Indian territory.

They captured Rezang La in the west, and Tawang in the east.

The war lasted for about a month, India lost over 1,000 men. As many as 2,000 others were taken prisoners of war.

India also lost 14,500 square miles of territory.

China revealed the number of casualties on its side years later. It claimed it lost around 800 men.

A ceasefire was then signed on November 20, 1962.

This war changed it all for the two nations.

This war scarred the ties between the world's two most populous nations, and changed India's perception of China forever.

New Delhi realised that Beijing cannot be trusted, and the psychological wounds of the war resurfaced repeatedly in the years that followed.

In 1967 in Sikkim, Indian and Chinese troops found themselves -- yet again -- eyeball to eyeball. India was constructing a fence at Nathu La, and the Chinese were unhappy.

A scuffle broke out, and what began with stone pelting resulted in the Chinese troops opening fire.

In September 1967, 88 Indian soldiers were killed in action and the Chinese side lost 300 men.

The next month the two sides engaged in a duel in Cho La, Sikkim.

In 1986, India granted statehood to Arunachal Pradesh -- much to the chagrin of China.

Sumdorong Chu then became a flashpoint, following which the Chinese crossed the LAC. They built permanent structures, including a helipad.

India moved troops to the border. The build-up was eerily similar to 1962, but neither India nor China wanted a war.

So China is forced to back off a year later.

In September 2014, Chinese troops deployed heavy machinery in Demchok. They want to build a road inside the Indian territory.

India retaliated by camping opposite the PLA. The stand-off coincided with President Xi Jinping's three-day india visit.

India raised the issue with Xi, following which the Chinese troops withdrew after a 20-day stand-off.

In 2017, Chinese troops tried to construct a road near the Doklam plateau. But the territory belongs to Bhutan and is close to an Indian highway.

Indian troops stepped in to prevent the construction. New Delhi also warned Beijing that the construction would impact the status quo.

The Doklam trijunction, hence, became the spot for a 72-day standoff.

China was forced to remove its troops weeks of talks later.

The current standoff is the worst since 1967.

Pangong Tso is a flashpoint and so is the Galwan Valley.

There are two other unresolved disputes -- one is Aksai Chin and the second is Arunachal Pradesh.

Aksai Chin is an indian territory that is currently under the control of China. The land grab -- 40,000 square kilometres -- lies in the eastern flank.

China also has its eyes on 92,000 square kilometres of Arunachal Pradesh.

China and India are engaged in the most serious military standoff on their disputed border since 2017, with soldiers in the remote Ladakh region accusing each other of encroachment.

China and India are engaged in the most serious military standoff on their disputed border since 2017, with soldiers in the remote Ladakh region accusing each other of encroachment. India-China standoff: A timeline of skirmishes between the two neighbours

Asserting that China and India are "important neighbours to each other", Chinese foreign ministry on Wednesday said maintaining peace and tranquility along the Sino-India border is in the common interests of both the parties and requires joint efforts.

In separate statements, the Chinese foreign and the defence ministries, however, repeated Beijing's stand that India was responsible for the June 15 violent face-off in eastern Ladakh.

Defence Ministry Spokesman Col Wu Qian said the two defence ministers are negotiating on the phone. "The two sides held a second military-level meeting on June 22 to exchange in-depth views on controlling tensions and maintaining peace and stability in the border areas," he said.

Noting that China and India are important neighbours to each other, Wu said that maintaining peace and tranquility in the border area is in the common interests of both parties and requires the joint efforts of both parties.

"We hope that India and China will meet each other, effectively implement the important consensus between the leaders of the two countries, strictly abide by the agreement reached by the two parties, and continue to properly resolve relevant issues through dialogue and negotiation at all levels. We will make joint efforts to ease the situation in the border areas and maintain peace and stability in the border areas," he added.

Foreign Ministry spokesman Zhao Lijian said the foreign ministers of the two sides during their telephone talk on June 17 agreed to deal with this serious matter in a just way.

"The two sides will stick to the Commander level meeting consensus and cool down the situations soon as possible. The two sides will also maintain peace and tranquility of the border areas, in accordance with the agreement reached so far," he said.

Zhao also said that a second round of Commander level meeting was held on June 22 and 23 during which the "two sides agreed to take measures to de-escalate the situation and jointly promote peace and tranquility."

The talks were held in the midst of escalating tension between the two countries following the violent clashes in Galwan Valley on June 15 that left 20 Indian Army personnel dead, significantly escalating the already volatile situation in the region.

Zhao again accused India of "provoking" a border clash, saying "the onus is not on China's part."

"This risky behaviour by the Indian side greatly violated the agreement between the two countries and the basic norms guiding international relations. It's very serious, with very severe consequences," he said.

Asked why after a positive meeting between the Commanders of the two armed forces, he is repeating the allegations, Zhao said, "what I have just said is meant to clarify the whole situation, tell the truth to everyone. We made this statement because the MEA in India and also Indian media have made some false reports."

The Indian and Chinese armies are engaged in the standoff in Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie in eastern Ladakh. A sizable number of Chinese Army personnel even transgressed into the Indian side of the de-facto border in several areas including Pangong Tso.

The Indian Army has been fiercely objecting to the transgressions, and demanded their immediate withdrawal for restoration of peace and tranquillity in the area. Both sides held a series of talks in the last few days to resolve the border row.

Three Indian-origin family members, including an 8-year-old girl, were found dead in the backyard pool of their recently purchased home in New Jersey.

The three lived in the house on Clearview Road, which the family bought in April this year for USD 451,000, according to public records.

Bharat Patel, 62, his 33-year old daughter-in-law Nisha Patel and her 8-year-old daughter, drowned accidentally in the above-ground pool in East Brunswick on Monday, police was quoted as saying by the NJ.com.

Authorities had been investigating if Bharat, Nisha and her daughter had been electrocuted in the pool, but ruled that out on Tuesday afternoon, the New York Post reported.

According to news agency PTI, law-enforcement sources said the pool varied in depth, with a deep end or a section in the middle that was several feet.

Investigators have not yet determined how all three family members drowned, but were seeking to determine if they were not strong swimmers and panicked when reaching deeper water.

Neighbours recalled hearing screaming from the backyard on Monday.

Police attempted cardiopulmonary resuscitation (CPR) but pronounced the three victims dead at the scene, authorities said.
