Jagannath Rath Yatra in Puri begins amid coronavirus pandemic

Google CEO Sunder Pichai has expressed disappointment over the proclamation issued by US President Donald Trump to temporarily suspend foreign work visas, including the H-1B, and said he would stand with immigrants and work to expand opportunity for all.

Immigration has contributed immensely to America's economic success, making it a global leader in tech, and also Google the company it is today, Indian-American Pichai said in a tweet hours after Trump issued his proclamation in this regard.

Disappointed by today's proclamation - we'll continue to stand with immigrants and work to expand opportunity for all, Pichai said.

In a separate statement, Vanita Gupta, president and CEO of The Leadership Conference on Civil and Human Rights, slammed the latest move of the Trump administration.

The latest travel ban is a new season of the same racist, xenophobic show put on by Donald Trump and Stephen Miller, she said.

But Trump's transparent effort to rally his base and distract from his innumerable failures, including his disastrous response to COVID-19, will not work. Indeed, the courts will stop his unlawful actions targeting immigrants, Gupta said.

Like the past versions of this overused script using a pandemic to justify white nationalist policies, it deserves to be cancelled, she said.

Alice G Wells, who till a few weeks ago was the point person of the Trump administration for South and Central Asia, also opposed the move.

Being able to attract the best and the brightest through the H1-B visa programme has made America more successful and resilient. Knowing how to tap foreign talent is a US strength, not a weakness!? Wells said.

Hackers based in China attempted over 40,000 cyber attacks on India's Information Technology infrastructure and banking sector in the last five days, a top police official in Maharashtra said on Tuesday.

Internet users should be watchful for such attacks including phishing attempts and conduct cyber security audits of their IT systems, officials of Maharashtra Cyber, the state police's cyber wing, said.

The spurt in online attacks from across the border was noticed after tensions rose between the two countries in eastern Ladakh, said Yashasvi Yadav, Special Inspector General of Police, cyber wing.

Maharashtra Cyber collated information about these attempts and most of them were found to have originated in Chengdu area in China, he said.

"According to our information at least 40,300 cyber attacks were attempted in the last four-five days on the resources in Indian cyberspace," he said.

The attacks aimed at causing issues such as denial of service, hijacking of Internet Protocol and phishing, Yadav added.

Indian Internet users should pay attention to the threat of such attacks, create robust `firewalls' and conduct cyber security audits, the IGP said.

According to Maharashtra Cyber officials, these hackers are suspected to have database of some 20 lakh Indian email IDs.

Indian government officials as well as private Internet users should especially guard against phishing, where attempt is made to obtain confidential information such as passwords or pass-codes by sending a fraudulent email or text message, they added.

There could be phishing attempts by impersonating, online, government agencies, departments and trade associations overseeing the disbursement of government fiscal aid, they said.

One such fraudulent email ID was found to be `ncov2019@gov.in' which sent bogus information about free Covid-19 testing for residents of Delhi, Mumbai, Hyderabad, Chennai and Ahmedabad, officials warned.

Amid border tensions, spurt in cyber attacks from China as over 40,000 cases recorded in five days

The Indo-Tibetan Border Police (ITBP) has begun deployment of 40 fresh companies across various locations along the Line of Actual Control (LAC) with China in the wake of the standoff and violent clashes between the armies of the two countries.

The border guarding force is also moving its mechanised column assets like SUVs, all-terrain vehicles, snow scooters and trucks to forward locations in the midst of the projected increase in the number of troops at border units and fresh directives to undertake "additional" patrols.

All these units, with an operational strength of about 4,000 mountain-warfare trained troops, are being withdrawn from internal security duties from various parts of the country.

About 40 ITBP companies are being withdrawn and are being mobilised to various locations along the LAC in various sectors including Ladakh and Arunachal Pradesh, official sources said.

The frontier formations of the force have been asked to prepare quarantine facilities for these new units as they are coming from the mainland and their exposure to the coronavirus pandemic cannot be ignored.

A "good number" of officers who command companies and battalions are also being posted at the two newly operationalised commands of the force -- western headquartered at Chandigarh and eastern at Guwahati.

Apart from these 40, it is expected that 20 more such units could be withdrawn over a period of time so that an "optimum" presence of the force is maintained across 180 border posts and over 50 'staging camps' or temporary bases along the 3,488 km LAC that stretches from Karakoram Pass in Ladakh to Jachep La in Arunachal Pradesh.

The ITBP will keep doing its job and in view of the ongoing tension especially after the violent clashes that led to 20 army troops laying down their lives in the line of duty, the force will assist the army as directed, the sources said.

The force was raised in the aftermath of the 1962 Chinese aggression and about 35 of its 60 battalions are deployed for border guarding along the LAC and its posts are located between 9,000 feet-18,700 feet in the western, middle and eastern sectors of this front.

In a virtual discussion helmed by ParentCircle, educationists looked at the present scenario and the way ahead for re-opening of schools and the practical challenges involved. The panelists included Sheela Rajendra, Dean and Director, PSBB Chennai, Alka Kapur, Principal, MPS New Delhi Simmi Juneja, Principal, DAV Public School Mumbai, Dr. N K Charles, principal, The Vikasa School, Educationist Fatema Agarkar and Nalina Ramalakshmi, Managing Director ParentCircle.

The panelists were all in agreement that parents are reluctant about schools re-opening and sending the kids back until at least the curve flattens or a vaccine is found. But there also remains the concern of issues differing across cities and towns.

“There are Government schools, government-aided schools, private schools and each would face their own challenges. Not all an afford the up gradation of infrastructure and in many cases government schools have been converted into Covid care facilities. In rural areas there are parents who want schools to re-open due to the mid-day meals that the children used to be served there,'' Alka Kapur pointed out.

On the possible scenario post-reopening, the educationists feel that the best option is to wait and watch, while closely abiding by the guidelines issued by relevant authorities.

“Safety is of utmost importance and we will take the opinion of doctors and the government. Social-distancing doesn’t come naturally to children and we can’t implement it. We could explore options like odd-even, alternate days classes. But schools in cities face specific challenges due to small campuses. Distancing can’t be maintained in buses, entry and exit points and even functioning with 10% strength may mean upto 300-500 students in large schools” said Sheela Rajendra.

With most schools having started online classes, the predominant feeling among educators is that both students and faculty are adapting to virtual learning. “Online classes are surely not an eye-wash. Teachers have never touched these gadgets and our senior teachers are struggling even today. But overcoming these challenges is the collective learning process” Dr. Charles said.

When asked about the need to have online classes for kids below the age of six, Fatema Agarkar told WION, “WHO has said that one hour of engagement ensures social connections. We are not talking about 3 hours long video sessions, but it is about engaging children with different activities - numeracy, language, science, sports, arts, crafts, music etc. In the early years they need attention and we need to focus on holistic learning.”

Collection of fees have been a bone of contention between parents and schools. Especially when it comes to the earlier fees being collected for online classes. However, educationists maintain that online classes involve some investment in technology and infrastructure. “Close to 90% of the revenue goes towards payment of staff salaries. The way ahead is blended learning where it would be a hybrid of in-person classes and remote, digital learning” they agreed.

Amid the uncertainty of schools re-opening anytime soon, the participants requested parents to look at this time with their children as an opportunity for teaching life-skills. “Technology offers a lot of solutions, but there are many who don’t have the resources to attend online classes. We also need a change in attitude from parents where they focus less on grades and more on what is being learnt. By following a daily routine, parents can lead by example and help kids pay more attention in online classes. As parents ourselves, we must have conversations with kids, listen to them and encourage them”, said Nalina Ramalakshmi.

Pakistan is trying to push terrorists into Jammu and Kashmir under the cover of ceasefire violations by its troops along the Line of Control, police chief Dilbagh Singh said on Tuesday.

"Pakistan is making efforts to send more Jaish-e-Mohammad and Lashkar-e-Toiba cadres into Kashmir. For that, they are trying to use the International Border sector in Jammu or the LoC in Nowshera sector (in Rajouri district)," he said.

"Efforts are also being made in Kupwara and Baramulla to push more terrorists into this side under the garb of ceasefire violations. The Army is foiling these efforts there," Singh told reporters on the sidelines of the wreath-laying ceremony of a CRPF jawan here.

The CRPF jawan was killed during an encounter between militants and security forces in Pulwama district this morning. Two unidentified militants were killed in the encounter.

There has been a spurt in Pakistani shelling along the border in Jammu and Kashmir this year with over 2,027 cases of violation of a ceasefire agreement being reported till June 10.

Singh said the security grid at the border as well as in the hinterland were working in tandem to defeat the efforts against peace in the union territory.

"The border grid and the hinterland grid are working in synergy to foil these designs," he said.

The police chief also claimed that the Jaish-e-Mohammad terror group was planning to carry out a major IED-based attack on security forces, and added that the grid was prepared to tackle it.

"We foiled a major vehicle-laden IED attack on 28th of last month. Jaish is now planning to have some big IED incident against the security forces. We are fully alert at all levels against such plans, I am sure our alertness will take care of those plans," he added.

Asked about the recent successes in operations against militants, the Director General of Police (DGP) said the security forces were carrying out nearly two dozen operations everyday based on the intelligence inputs they receive.

"There are around two dozen operations underway every day and sometimes one or two operations click and sometimes none. Our effort is that we act on all information we get about terrorists and terror activity," he said.

After US administration imposed restrictions on Air India’s repatriation flights, the Ministry of Civil Aviation has said that it is "now looking at the possibility of establishing bilateral arrangements".

We have received requests from concerned authorities in several countries including US, France, Germany among others requesting that their air carriers be allowed to participate in the transportation of passengers along the line being conducted by Air India under Vande Bharat Mission. These requests are being examined. We have also had one round of negotiations with the US on 15 June with representatives of the US Department of Transportation and US Embassy on this issue," the ministry said.

The US government’s Department of Transport (DoT) has said that how Air India is conducting operations under the guise of charter flights creates a “competitive disadvantage” for US airlines.

Its basic grouse was that even as Air India flew in and out of the US airports, under Vande Bharat Mission, American airlines weren't allowed to do the same.

Ministry of External Affairs of India said on Tuesday that it would reduce the headcount in Pakistan High Commission in New Delhi by 50%, following what it said was “acts of espionage” by officials there.

India would cut staff in its own embassy in Islamabad by the same amount, the statement by India’s foreign ministry said. There was no immediate reaction from Pakistan.

"The Charge d’ Affaires of Pakistan was summoned today to the Ministry of External Affairs and informed that India had repeatedly expressed concern about the activities of officials of his High Commission. They have been engaged in acts of espionage and maintained dealings with terrorist organizations. The activities of the two officials caught red-handed and expelled on 31 May 2020 was one example in that regard," a statement from the Ministry of External Affairs said.

"While their officials indulged in actions that are not in conformity with their privileged status in the High Commission, Pakistan has in parallel engaged in a sustained campaign to intimidate the officials of the Indian High Commission in Islamabad from carrying on their legitimate diplomatic functions. The recent abduction at gunpoint of two Indian officials and their severe ill-treatment underlines the extent to which Pakistan has gone in that direction. These officials who have returned to India on 22 June 2020 have provided graphic details of the barbaric treatment that they experienced at the hands of Pakistani agencies. The behaviour of Pakistan and its officials is not in conformity with the Vienna Convention and bilateral agreements on the treatment of diplomatic and consular officials. On the contrary, it is an intrinsic element of a larger policy of supporting cross-border violence and terrorism," it added.

Earlier on June 1, two visa assistants of the High Commission of Pakistan in New Delhi have been apprehended by the Delhi Police Special Cell for allegedly indulging in espionage activities.

The government had declared both officials persona non grata for indulging in activities incompatible with their status as members of a diplomatic mission and asked them to leave the country.

The ties between Nepal and India -- roti beti ka rishta, as it is known has hit rock-bottom. But, has it happened out of the blue or was this long time coming?

An 1800 kilometer-long border, a common history, culture and religion. These are just some of the many things that India and Nepal have in common. What also binds the two neighbours is a troubled political history.

Indo-Nepal relations

A journey down this road includes several bumps, twist and turns. Going back to the Nehruvian era, the years right after India's independence, Prime Minister Nehru saw Kathmandu as New Delhi's security shield. His policy towards Nepal was based on absolute control.

Prime Minister Rajiv Gandhi and Nepal's king Birendra were not the best of friends. Gandhi accused Nepal of being uncooperative. Kathmandu, on the other hand, wanted a more equitable relationship. Nepal began referring to India as a regional power with a colonial mentality.

According to reports, Rajiv Gandhi had even launched a covert operation to bring down the Hindu monarch.

India extended its support to the people's movement in Nepal. But king Birendra could not be dethroned.

In 1989, when Nepal purchased defence systems from China, the Rajiv Gandhi government retaliated with a trade blockade, and Nepal remembers it bitterly.

History repeated itself in 2015. By now, Nepal was dependent on India for 60 per cent of its trade, including all of its fuel, most of its food and medicinal supplies.

In September 2015, two-third of this was snipped. It couldn't have come at a worse time for Nepal as it was just beginning to rebuild itself after a disastrous earthquake.

The Madhesi community blocked the Birgunj checkpoint over their unhappiness with the new Nepalese constitution.

New Delhi pushed for a resolution between the protesters and the Nepali government. India's logic was that its truck drivers were too afraid to enter a burning Nepal. Kathmandu termed the situation as an unofficial blockade by India.

Hit with an immense shortage of oil, gas and medicines, Nepal once again turned towards China, and China seized the opportunity. It ended India's monopoly in the Himalayan country, and lay a debt-trap.

China termed it a strategic relationship. Beijing also stirred the anti-India sentiment.

Over the years, Nepali leaders have repeatedly stressed on the need to revisit river agreements. They have also wanted to rewrite the friendship treaty.

Kathmandu's split from New Delhi has been a long time coming. There were several alarms in the recent years.

In 2018, the Nepalese army did not take part in the first-ever joint military exercise of the BIMSTEC. The Oli government was more interested in participating in Sagaramtha friendship- 2, a joint military exercise with China.

What also drew Nepal away from India was China's Belt and Road Initiative. India and Nepal have had their differences but China's money and Nepal's myopia are turning these differences into disputes.

India-Nepal's bittersweet relationship: a historical friendship turning grim

India's Defence Minister Rajnath Singh is currently in Russia on a three-day visit to Moscow. Ostensibly, to attend the victory parade on June 24, but more importantly, to ask Moscow to rush the delivery of the S-400 anti-missile system.

Both India and China have made their stand on Galwan very clear. What remains to be seen is Russia's leaning. Will Moscow back its old friend India, or will it support China?

What's at stake

First is trade as China is Russia's top trading partner. In 2018, the bilateral trade between the two countries stood at 108.3 billion dollars. Germany, which is Russia's second biggest trade partner accounted for trade worth 59.6 billion dollars -- almost half.

When it comes to India, bilateral trade with Russia has been between 7 to 8 billion dollars for almost a decade now. In 2017, the India-Russia bilateral trade was less than a tenth of China-Russia trade.

So, when its comes to economy, Russia is highly dependent on Beijing. Russia is a part of China's Belt and Road Project.

Then, there is the Siberia gas pipeline project. The two countries also share geographical proximity, but the tide turns when it comes to defense.

Russia is India's largest defense supplier. In the last couple of years, the two countries have signed several defense deals. There is the 5.2 billion dollar deal for S-400 missile defense systems.

In 2019, India also signed a deal worth 2 billion dollars for the T-90 tanks. The Akula class nuclear-powered submarine deal was worth 3 billion dollars. These are just a few examples.

India was once among of the closest allies of Russia. This was until 2014; this has less to do with the change in government in Delhi, and more to do with Russia's annexation of Crimea. There were international sanctions and Russia leaned towards China. India, on the other hand, has been building ties with the United States, Japan and West Asia.

Over the years, Russia has cemented its ties with China and this is not specific to any government in Delhi.

In 2017, Russian diplomats in Beijing were briefed by the Chinese government about the Doklam stand-off. They were among the few to have been brought into the loop, but Russia did not take a stand against India.

How has it reacted so far on Galwan?

Russia has assured its support to New Delhi when it comes to resolving issues with China. Russia's Deputy Chief of Mission to India, Roman Babushkin, said, "we hope that the tensions will soon de-escalate."

Russian media recent quoted presidential spokesperson Dmitry Peskov as saying "China and India are Russia's close partners and allies, and have close and mutually beneficial relations built on mutual respect."

Moscow believes in a multi-vector foreign policy. It has tried to stay out of the US-China trade war, and when it comes to India-China stand-off too, Moscow is likley to play safe. It will not take sides, at least not openly.
