India and US navies conducted a naval exercise on Monday called the Passage Exercise (PASSEX) in the Indian Ocean. Units of US Navy Nimitz Carrier Strike Group took part in the exercise amid growing tensions between India and China after the clash at Galwan Valley in which 20 Indian soldiers had died in action.

Four US navy and Indian ships took part in the drill with the Indian fleet consisting of Rajput-class destroyer, Shivalik class frigates and Kamorta-class anti-submarine warfare corvette.

"We are monitoring very closely what's happening on the Line of Control(LAC)," Esper said, adding,"we are pleased both sides are trying to de-escalate the situation."

"The smaller the country, your arms gets twisted," Esper said referring to China. "Our carriers have been in South China Sea and Indo-Pacific since World War-II. We will back sovereignty of our friends and partners," Esper asserted.

Esper said there was "great multilateral cooperation" in recent months while adding that he views bilateral and even multilateral FONOPs(Freedom of Navigation Operations) taking place in the South China Sea as a show of force against China.

"China's action on coronavirus is a whole other discussion about China's bad behaviour," he added.

"I was in Hong Kong in 1997 for the handover, I don't believe anyone in Taiwan believes that China has any intention of living up to its One Country, Two Systems promise, so it is a problem," he said on the recent Hong Kong crisis after China imposed the national security law, while adding that the United States would continue to conduct arms sales to Taiwan and FONOPs in the Taiwan Strait.

Perhaps in the first such instance of the crime during the current COVID-19 times, a 25 -year-old man was on Monday arrested here for allegedly cheating over 200 people by promising to donate plasma for coronavirus patients and arranging drugs, police said.

Plasma therapy involves infusing blood from persons who have recovered from coronavirus to the affected ones.
The accused decided to cash in on the demand for plasma of people who have recovered from COVID-19 and also for anti-viral drugs, police said.

He would browse different social networking apps to find out those seeking plasma donors and contact them over phone by introducing himself as an individual having recovered from the viral attack and willing to donate plasma, a press release from the police said.

The accused would then request the person in need of the blood component to send some money for his transportation.

However, after getting the money through online payment apps, he would stop contacting them, police said.

Similarly, the accused also cheated some people in the guise of arranging anti-viral drugs used for covid-19 patients.

The issue came to light after one of the victims approached the police.

The Ashok Gehlot camp on Monday sharpened its attack on Sachin Pilot, with the chief minister calling him "useless" and another loyalist alleging that the dissident Congress leader himself offered him crores to switch sides.

Pilot reacted sharply, saying he will take the MLA to court.

Union minister Gajendra Singh Shekhawat confirmed he has received a notice from Rajasthan police, after the Congress claimed he figures in audio clips suggesting a "conspiracy" to topple the Congress government in Rajasthan.

The BJP had earlier demanded a CBI inquiry into "illegal" phone-tapping by the state government. But, in what could be a move to pre-empt it, the state government has withdrawn its "general consent" to the agency to investigate criminal cases.

The central agency will now have to seek prior consent on a case-by-case basis.

Notices also went out to dissident Congress MLAs Bhanwarlal Sharma and Vishvendra Singh from the state's Anti-Corruption Bureau over the audio clips.

The ACB asked the two MLAs, who have not been seen in public since the crisis began, to appear before it in three days.

As the infighting in the Congress intensified, a court battle continued through the day.

The Rajasthan High Court will on Tuesday morning resume hearing the petition by Sachin Pilot and 18 other rebels, challenging the disqualification notices sent to them by the assembly Speaker.

The Congress has also summoned a legislative party meeting, its third in about a week, on Tuesday, as speculation over a planned floor test in the assembly continues.

The harshest words spoken during the day came from Chief Minister Ashok Gehlot who used the derogatory term "nikkama", Hindi for "useless" or "incompetent", for the sacked deputy chief minister, with whom he is now locked in a tussle for power.

Referring to Pilot's performance as the state Congress chief, Gehlot said, "We knew he is `nikamma' (useless), he is 'nakara' (idle) and not doing any work".

Gehlot did not mention Pilot by name, referring once to him as his "young colleague" and recalling that the he had been given important posts by the party at an early age.

Pilot ignored these remarks but reacted strongly to allegations made by Congress MLA Giriraj Singh Malinga, who claimed that he was offered money by Pilot to join the Bharatiya Janata Party.

He said talks were held at Pilot's residence and he later told Gehlot about the "conspiracy".

He did not disclose the amount that was discussed, but when reporters asked if it was Rs 30- 35 crore, Malinga said he was offered the "going rate".

Malinga is part of a group of six Bahujan Samaj Party MLAs, which was inducted last September into the Congress which then had a slim majority in the assembly.

Pilot rejected Malinga's allegation as basesless, saying it was levelled to malign him and stifle the "legitimate concerns" he had raised against the party's leadership in Rajasthan.

"I will be taking appropriate and strictest possible legal action against the MLA who was made to make these accusations," his said in a statement.

An MLA in his camp rejected allegations that the dissidents planned to join the BJP, asserting that their fight was to save the Congress. Mukesh Bhakar, who was dropped as Rajasthan's Youth Congress chief last week, said they sought a change in the state leadership.

At the Rajasthan High Court, the hearing into the validity of the assembly Speaker's notices to the 19 dissident MLAs, is set to enter its third day.

Chief Justice Indrajit Mahanty and Justice Prakash Gupta are expected to give their order on Tuesday, when the hearing resumes.

Abhishek Manu Singhvi, counsel for the Speaker, argued Monday that the petition was premature as a decision was yet to be taken on disqualifying the MLAs from the House.

The notices to the 19 MLAs were served after the party complained to the Speaker that they had defied a whip to attend two Congress Legislature Party meetings last week.

The Pilot camp, however, argues that a party whip applies only when the Assembly is in session.

Speaker CP Joshi has given the rebel MLAs up to 5.30 pm Tuesday to reply to disqualification notices, which the dissident camp wants the court to quash.

In the 200-member state assembly, the Congress has 107 MLAs, including former deputy chief minister Pilot and 18 MLAs loyal to him.

The CPM, which has two MLAs, said Tuesday it will take a call when a floor test in the assembly is announced, but is likely to vote with Gehlot.

Pilot has been upset since the Congress picked Gehlot over him for the chief minister's post, following the December 2018 assembly elections.

At a time when India’s government looks to boost home-grown manufacturing and self-reliance, drones are a key focus area. While India imports sophisticated drones that are meant for the Armed Forces, there are various purposes for which home-grown options have proven their mettle. Indigenously designed and developed drones have displayed their capability in spraying disinfectants across crowded, inaccessible areas in Covid-19 hotspots and also recently in the fight against locusts. Experts who work in the field also believe that the scaling up indigenous drone manufacturing could not only boost local industry, but also generate millions of jobs across sectors.

Shortly after the Covid-19 outbreak in India’s major cities from the month of March, drones took to the skies, spraying disinfectant over vast, congested urban spaces. Drones were aiding the civic authorities’ efforts in fighting against the deadly pandemic. Drones from educational institutions, private companies were widely being used for disinfection of areas in a quick and efficient manner. What’s more, some of these drone models are also fueled by petrol, hence can operate for longer durations without the worry of downtime during longer charging hours.

Recently, India’s Ministry of Civil Aviation had also permitted the Agriculture Ministry to utilize engine-powered drones (with a fully-loaded weight below 50kgs) to fly night operations, spraying pesticides against locusts in Certain North-Western& Central states. So far, only the drones operated by India’s defense forces had the clearances to fly during day and night. This latest permission offered to the Agriculture Ministry is being viewed as a major boost to the home-grown manufacturers of this technology. This could mean more opportunities for drone-makers, engineers and others involved in the supply-chain to contribute in a larger way.

Drones built by Chennai’s Abdul Kalam Advanced UAV Research Center in Anna University have been among the ones fighting locusts in Rajasthan. 3 drones and 8 pilots have been camping in the state and assisting the authorities, who are also employing traditional methods to avert the locust threat.

Dr K Senthilkumar of Chennai’s Anna University points out that the petrol-operated drones are the future and that their applications are wide-ranging, as they have several advantages over their battery-operated counterparts.

“Our petrol-powered drones can fly for 40 minutes non-stop and just need maintenance after every 50 hours of operation. Battery-powered drones require the battery pack to be disposed after 75-100 flights. Our drones have a 40-minute endurance using 3.5 liters of fuel, whereas battery models fly about 10 minutes, before they need to land and charge. The model being flown in Rajasthan has a tank capacity to hold 18 liters of liquid (disinfectant or insecticide) and uses an ultra-low volume atomizer spray which is highly efficient and reduces wastage. Just one of our drones can spray 5000sq meters in a single 40-minute flight, so if we fly it round the clock(in 4 shifts), we can cover upto 80,000sq meters” Dr. Senthilkumar, Director, Abdul Kalam Advanced UAV Research Center told WION.

With wide-ranging applications and enhanced emphasis on indigenization, it is needless to say that in the coming times, the sky is the limit for India’s domestic drone manufacturers. Favorable policy and liberal regulations in the relevant sectors too play a major role in generating interest from the industry. “The Ministry of Civil Aviation (MoCA) supports use of drone-tech in agriculture. In addition to aerial surveillance and spraying, it can do wonders in crop crop analytics and farm yield improvement. As demand rises and prices fall, we foresee many Indian villages having their own rented drones, much like tractors and harvester combines. This will help create local entrepreneurs, jobs and higher farm earnings” Amber Dubey, Joint Secretary and Head of Drones division at MoCA told WION.

Dr Senthilkumar adds that better engineering and modifications to drones can help allay the fears about misuse and mishaps involving these flying machines. He talks about programming the drones and limiting range in such a way that they won’t fly above 20 meters in height and 300 meters in distance.

He adds that there are also methods to avoid crashes and fires that may result from mishaps. “Our drones have battery backup and can land in case of primary engine failure. We have programmed it in such a way that it will land at the take-off location. Even our petrol engine isn’t a direct drive model, it works like a generator and the power is transferred to the motor. We have done several crash tests from a 100m height and observed that only the landing gear gets affected, we are also considering using a fire-resistant material for the petrol tank henceforth” Senthilkumar says.

Dr MK Surappa, the Vice Chancellor of Anna University says that drones have become widely popular in a matter of a few years and that they have unlimited potential. “Besides military use, it used to be a toy for some, and was also meant for photographers, but there is the option of using them in swarms, as coordinated drones and what not. It’s not just about building drones, but about equipping them for Internet-of-things (IoT) and fitting more advanced sensors and cameras, thus allowing them to have software-driven functionalities. The potential here is enormous” he told WION.

Dr Senthil Kumar envisions that drones can bring about the next manufacturing revolution, just like automobiles had done over the years. He estimates that India alone would need over half-a-million (5 lakh) engine-operated drones for wide-ranging civilian needs in the coming years. This would in turn mean employment for engineers, drone operators, assistants, manufacturers, suppliers, service technicians and a whole lot of others, he says.

Amid reports that Islamabad gave Rs 30 lakh to British parliamentary panel for Pakistan visit, Former Indian Envoy to UK Ruchi Ghanashyam has said it "establishes" the links between the Pakistan government and the British parliament panel.

Amid reports that Islamabad gave Rs 30 lakh to British parliamentary panel for Pakistan visit, Former Indian Envoy to UK Ruchi Ghanashyam has said it "establishes" the links between the Pakistan government and the British parliament panel. The British Parliamentary panel-- all-party parliamentary group(APPG )on Kashmir led by Labour MP Debbie Abrahams had visited Pakistan and Pakistan occupied Kashmir in February this year. Before the visit, MP Debbie Abraham had landed in Delhi and was asked to leave since she did not have a valid visa. Ruchi Ghanashyam who was the Indian envoy to the UK till May said, "I have always seen the APPG Kashmir as being partisan and motivated in their approach. Their links to the establishment in Islamabad, as brought out by your story, would seem to explain their uncritical acceptance of the Pakistani narrative of the situation in POK." Adding, "The very existence of an APPG on Kashmir is questionable. MP Debbie Abrahams had arrived in India without a visa and had been turned back as there is no visa on arrival agreement with the UK. Unfortunately, it was used to create a false controversy." The register of all-party parliamentary groups showed that the APPG on Kashmir received 31,501- 33,000 pounds for Pakistan visit from 18 to 22nd February 2020. India had issued Debbie e-business visa on October 7, 2019 but was revoked on February 14 2020 on account of her "activities which went against India's national interest". The rejection of e-business visa was intimated to her on that day itself but she still went ahead with her India visit a few days later leading to her deportation.

The Supreme Court Monday said it will not hear "even for a second" arguments on re-assessment of Adjusted Gross Revenue (AGR) related dues of telecom companies which approximately run into Rs 1.6 lakh crore.

A bench of Justices Arun Mishra, S Abdul Nazeer and M R Shah reserved its verdict on the issue of timeline for staggered payment of AGR-related dues by telecom companies.

The Centre had earlier urged the top court that up to 20 years be given to telecom companies for the payment of dues in staggered manner.

''We will not hear arguments for re-assessment (of AGR related dues) even for a second,'' the bench said.

During the hearing, the bench observed that 15 or 20 years is not a reasonable time period and the companies should come forward with appropriate time frame.

The top court said it would also examine the bona fides of some telecom companies going into insolvency.

On June 18, the top court was informed by the Centre that the Department of Telecommunications (DoT) has decided to withdraw 96 per cent of the Rs 4 lakh crore demand for AGR related dues raised against non-telecom PSUs like GAIL.

The court had asked the private telecom companies including Bharti Airtel, Vodafone Idea to come out with a reasonable payment plan, make some payment to show their bona fide and file their books of accounts for the last 10 years. PTI

An Indian national has been injured in firing by the Nepal Armed Police Force (NAPF) in the 'no man's land' on the Indo-Nepal border in Bihar's Kishanganj district, a senior police officer said on Sunday.

The incident occurred around 9:30 pm on Saturday near pillar number 152 when Jitendra Kumar Singh and two others had gone there to bring back their cattle that had strayed into the 'no man's land', Superintendent of Police Kumar Ashish said.

The victim is a resident of Mafia Tola village under Fatehpur police station of the district.

The family members rushed the injured man, who received a bullet injury on his left arm, to Kishanganj Sadar hospital from where doctors referred him to Purnea for better treatment.

The SP said police and Sashastra Seema Bal, the Indian border guarding force deployed on the Indo-Nepal border, are probing the matter.

The SSBs 12th battalion Commandant Lalit Kumar said that Nepal Armed Police Force opened fire on the suspicion that they were cattle smugglers.

Entering the 'no man's land' is prohibited during the lockdown, he said, adding the Nepalese force opened fire following an altercation.

The Nepalese personnel fired four rounds.

On June 12, an Indian national was killed while two others were injured in firing by the NAPF on the Indo-Nepal border near Lalbandi Janki Nagar village in Bihar's Sitamarhi district.

The incidents have occurred in the midst of a raging boundary row between the two countries, with India sternly asking Nepal not to resort to any "artificial enlargement" of its territorial claims after Kathmandu recently released a new political map laying claim over Lipulekh, Kalapani, and Limpiyadhura.

New Delhi maintains that these are part of Uttarakhand, while Kathmandu, in its recent map, has shown them as part of Western Nepal.

India had published its new map of the border region in November after it divided Jammu and Kashmir and Ladakh into two union territories.

A heavy machine for a space project has finally reached the Vikram Sarabhai Space Centre (VSSC) in the southern city of Thiruvananthapuram, Kerala on Monday.

The heavy and sophisticated machinery was transported to Kerala from Maharashtra by road, and it took the truck a little more than one whole year to reach it's destination.

The machine traveled across four states before reaching its destination state on Sunday, and the destination space centre on Monday.

"We started the journey on July 8, 2019, from Maharashtra. Now after travelling for one year and across four states, we have reached Thiruvananthapuram. We hope to deliver the cargo today at VSSC," a staff member transporting the machine said.

The VSSC had ordered for an Aerospace Horizontal Autoclave machine which is used to make weightless material. The giant machine weighs about 70 tonnes and has a height and width of 7.5 metres and 6.65 metres respectively. The machinery was produced in Nashik, Maharashtra and has been commissioned for VSSC.

The Supreme Court on Monday dismissed two petitions seeking the preservation of artifacts recovered from Ayodhya during excavation at Ram Janmabhoomi and for the remains left behind by the Archaeological Survey of India (ASI).

A bench headed by Justice Arun Mishra dismissed the two pleas terming them frivolous and attempt to scuttle Ayodhya verdict and imposed a cost of Rs 1 lakh each on the petitioners.

The two pleas, filed by Satish Sambarkar and Dr Ambedkar Bodhikunja respectively, sought the protection of the artifacts recovered by the ASI from the Ram Janmabhoomi area.

Senior advocate Menaka Guruswamy, appearing for one of the petitioners, argued that artifacts being excavated may be protected. Even Ram Janmabhoomi Trust has also accepted that there are many artifacts in the area that need protection, she contended.

Justice Mishra, dismissing the pleas, said, "Stop filing such frivolous petitions. What do you mean by this? Are you saying that there is no Rule of Law and the Judgement of the Court (Ayodhya Verdict) will not be followed by anyone and no one will take action? We are dismissing this."

During the course of hearing, Solicitor General Tushar Mehta suggested the court that the bench may also kindly consider imposing costs on the petitioners.Justice Mishra, then, imposed a fine of Rs 1 lakh each on the two petitioners.

"Dismissed. A cost of Rupees 1 lakh each is imposed. Payable within 1 month from today," Justice Mishra said.

The Supreme Court had, in November last year, resolved a decades-old Ramjanmabhoomi temple-Babari Masjid dispute and directed the Central government to make necessary arrangements for the construction of the temple by forming a trust.

The apex court had also directed the Centre to allot five acres of suitable land to Sunni Waqf Board in Ayodhya for the construction of a mosque.
