Israel on Thursday said it will send a high level research delegation to India to conduct a series of "final stages of testing" as part of a joint effort to develop rapid testing kits for COVID-19 to detect the presence of the virus in the body within 30 seconds, in what could be a respite from the global pandemic and open opportunities for both the countries to market the solution together.

Merging Israel's technological expertise with India's mass production capabilities, experts from the two countries have joined hands to develop the rapid testing kits for COVID-19, officials said.

A high ranking team from the Directorate of Defence Research and Development (DDR&D), in the Israel Ministry of Defense, which has been working with India's DRDO to develop rapid testing for COVID-19 in under 30 seconds, is to leave from Tel Aviv to New Delhi on a special flight in a few days, Israel's Ministry of Defence said in a statement.

Israel's Ministry of Foreign Affairs (MFA) and Ministry of Health are also involved in this unprecedented cooperation between the two countries which aims at "merging Israeli technology with Indian development and production capabilities to allow a swift resumption of normal life alongside the virus".

The DDR&D team will conduct a series of "final stages of testing" to determine the effectiveness of number of rapid diagnostic solutions with their Indian counterparts.

Since the start of the pandemic, the DDR&D has tested dozens of diagnostic technologies. Some of them have matured and passed initial trials in Israel, however in order to complete testing and prove their effectiveness, these must be tested on a wide range of patients, IMoD said.

The four tech systems that will be tested are - voice test, breathalyzer test based on terra-hertz waves, isothermal test, and polyamino acids test.

"What they all have in common is the ability to detect the presence of the virus in the body quickly- usually within minutes. Developing diagnostic capabilities is a goal for the State of Israel and of many additional countries around the world. It is the most effective way to cut off 'chains of infection', prevent prolonged quarantine and enable the reopening of the global economy", the statement said.

"We hope that the research and development led by the DDR&D together with our excellent industries and academic institutions, will lead to a breakthrough that will change the way we diagnose and fight the virus, while giving the boost necessary to 'restart' our economy," Defense Minister Benny Gantz said.

Foreign Minister Gabi Ashkenazi noted that this cooperation provides a unique opportunity for scientific and technological cooperation that can assist Israel, India and the world in coping both with the pandemic and with the economic crisis that came with it.

The cooperation between Israel and India will enable the delegation and its Indian counterparts, to collect tens of thousands of samples in just ten days, and analyze them using computer systems based on artificial intelligence. This massive sampling will shorten processes and advance the approval of effective technology. All tests will be validated using PCR tests.

"The cooperation between India and Israel on COVID-19 is a good example of harnessing the scientific and technological strengths that the two countries have for larger, common good. It will also further deepen our strategic ties," India's Ambassador Sanjeev Singla said.

The flight will be carrying some breakthrough emerging Israeli technologies for combatting COVID-19, which have been donated by the Israeli foreign ministry and the private sector, in order to bolster India's response to the virus outbreak.

The plane will also deliver mechanical ventilators which were given special permission by Israel for export to India.

Prime Minister Narendra Modi and his Israeli counterpart Benjamin Netanyahu have held three telephonic conversations since the outbreak of the pandemic and promised mutual assistance in dealing with the virus, committing to joint technological and scientific research between the countries.

The Israeli media widely reported that Modi lifted a ban on the export of Hydroxychloroquine at Netanyahu's request.

"The past few years have cemented the strategic relations between India and Israel and have included two historical visits of the Prime Ministers in Israel and in India," a press statement from the ministry of defence said.

"India seeks to integrate advanced technologies in its hospitals as they prepare to treat massive waves of COVID-19 patients on an Indian scale. The Israeli companies chosen by the MFA, MOD and Israel Defence Forces to be sent to India are potentially given unique access to one of the largest economies in the world to provide monitoring and treatment technologies while significantly reducing contact between the patients and the medical staff," it said.

"By opening the door to India's market with its development and production capabilities, these Israeli technologies can be mass produced at a lower cost and could in future be jointly exported to third countries," it said.

"India and Israel's military R&D cooperation is well known for its success. I have no doubt the same will be seen in the private sector joined by brilliant scientific minds from both countries to introduce a breakthrough in swift and simple testing procedures," said Prof. Nati Keller, an infectious diseases specialist from Sheba Medical Center, who is leading the medical side of the team.

Highlighting the "farcical nature of Pakistan’s approach" in Kulbhushan Jadhav review and reconsideration case, India on Thursday said that it had appointed a Pakistani lawyer for the case, but Islamabad had declined to give the required case documents.

Islamabad in May had come with the ordinance for review and reconsideration of Jadhav case to implement the international court of justice's judgement last year in which India got a major diplomatic victory. Under the ordinance, a review petition can be filed in the case within two months.

Under the ordinance, India was keen to file a review petition and had "repeatedly requested Pakistan for relevant documents" related to the case. Islamabad had advised India that the relevant documents could be handed over only to an "authorised Pakistani lawyer."

India had tried to file a petition on July 18, days before the ordinance was to lapse, but India's Pakistani lawyer was "informed that a review petition could not be filed in the absence of power of attorney and supporting documents" related to the case.

India had shared its "concerns" regarding the ordinance "including a considerable delay in informing India about its promulgation, with the Pakistan authorities." The Pakistan government under the ordinance first claimed Jhadav has refused to file a petition. Then, on Wednesday, filed a petition in Islamabad high court requesting the court to appoint a lawyer for the case.

The six-page petition said, "It is therefore prayed that in order to facilitate compliance with the Judgment of the International court of justice ICJ, this hon'ble court may be pleased to appoint any suitable advocate practising before this court to file a petition for review and reconsideration of the conviction & sentence" of Kulbhushan under the ordinance.

The international court of justice in response to a WION question, that has Indian or Pakistani government approached them on the 2019 Judgement said, "Judgment of the Court, which is binding, final and without appeal".

Án analysis done by Bulletin of the Atomic Scientists suggests how India's nuclear strategy, which has traditionally focused on Pakistan, now appears to place its emphasis on China, with Beijing in range of Indian missiles. The analysis was done by authors Hans M. Kristensen and Matt Korda which further suggest that the change in posture was reinforced after the 2017 Doklam standoff. Hans M. Kristensen is the director of the Nuclear Information Project with the Federation of American Scientists (FAS) in Washington, DC. His work focuses on researching and writing about the status of nuclear weapons and the policies that direct them. His co-author for India Nuclear Forces, 2020, Matt Korda is a research associate for the Nuclear Information Project at the Federation of American Scientists, where he co-authors the Bulletin‘s Nuclear Notebook with Hans Kristensen. The authors further note that "While India’s primary deterrence relationship is with Pakistan, its nuclear modernization indicates that it is putting increased emphasis on its future strategic relationship with China." According to the report, the change in posture resulted in all-new Agni missiles having ranges that indicate their primary target as China. It goes on to say that the expansion of India's nuclear posture to take a conventionally and nuclear superior China into account will result in significantly new capabilities being deployed over the next decade, which could potentially also influence how India views the role of its nuclear weapons against Pakistan. India, in-order-to achieve the posturing against China, will have to pursue more aggressive strategies- such as escalation dominance or a 'splendid first strike'- against Pakistan. The authors pointed to India's efforts to counter China's aggressive development of its defence forces. The report claims that India continues to modernise its nuclear arsenal, with at least three new weapon systems now under developments to complement or replace existing nuclear-capable aircraft, land-based delivery systems, and sea-based systems. Several of these systems are nearing completion and will soon be combat-ready. India is estimated to have produced enough military plutonium for 150 to 200 nuclear warheads but has likely produced only 150. Nonetheless, additional plutonium will be required to produce warheads for missiles now under development, and India is reportedly building several new plutonium production facilities. According to the authors, China is not the only country which should be bothered with India's approach enhancing its nuclear capabilities. The efforts will significantly influence how India views the role of its nuclear weapons against Pakistan. According to one scholar, “we may be witnessing what I call a ‘decoupling’ of Indian nuclear strategy between China and Pakistan." The study further predicts that India continues to modernize its nuclear weapons arsenal and operationalize its nascent triad. The authors estimate that India currently operates eight nuclear-capable systems: two aircraft, four land-based ballistic missiles, and two sea-based ballistic missiles. At least three more systems are in development, of which several are nearing completion and will soon be combat-ready. Beijing is now in the range of Indian ballistic missiles. India on air front On-air front, India will soon be adding Rafale Fighter Jets that India has purchased from France. In fact, recent reports suggest that Indian Air Force will be inducting 5 Rafale Jets at Ambala Airbase on July 29th. The Rafale is used for the nuclear mission in the French Air Force, and India could potentially convert it to serve a similar role in the Indian Air Force. Rafale will be joined by Mirage 2000H and Jaguar IS aircraft. According to an estimate in the report, three or four squadrons of Mirage 2000H and Jaguar IS aircraft at three bases are assigned nuclear strike missions against Pakistan and China. The Indian Mirage 2000H is undergoing upgrades to extend its service life and enhance its capabilities; the modernized version is called Mirage 2000I. The induction of Rafale comes at a time when the Indian Air Force (IAF) is planning to phase out its Jaguar fleet over the next 15 years. India on land-based ballistic missile front India has four types of land-based, nuclear-capable ballistic missiles that appear to be operational: the short-range Prithvi-II and Agni-I, the medium-range Agni-II, and the intermediate-range Agni-III. At least two other longer-range Agni missiles are in development and nearing completion: the Agni-IV and Agni-V. Agni-III, when deployed from the very northeastern corner of India, would bring Beijing within the range of Indian nuclear warheads. India is also developing the Agni-IV missile, an intermediate-range ballistic missile with the capability to deliver a single nuclear warhead up to 3,500-plus kilometres (2,175-plus miles); the Ministry of Defence has listed the range as 4,000 kilometres (2,485 miles) (Ministry of Defence 2014. Although the Agni-IV will be capable of striking targets in nearly all of China from northeastern India (including Beijing and Shanghai), India is also developing the longer-range Agni-V, near-intercontinental ballistic missile (ICBM) capable of delivering a warhead more than 5,000 kilometres (3,100-plus miles). The extra range will allow the Indian military to establish Agni-V bases in central and southern India, further away from the Chinese border. India on sea front India operates a ship-launched and a submarine-launched, nuclear-capable ballistic missile and is developing a second submarine-launched ballistic missile for eventual deployment on a small fleet of nuclear-powered ballistic missile submarines. To arm the SSBNs, India has developed one nuclear-capable sea-launched ballistic missile and is working on another: the current K-15 (also known as Sagarika or B-05) submarine-launched ballistic missile (SLBM) with a range of 700 kilometres and the future K-4 SLBM with a range of about 3,500 kilometres. The relatively short range of the K-15 would not allow the SSBNs to target Islamabad, only southern Pakistan, and the submarines would not be able to target China at all unless they sailed through the Singapore Strait, deep into the South China Sea. The K-4 has undergone six test launches, two of which took place only five days apart in January 2020, and is reported “virtually ready” for serial production. Rumours about the K-4 claim that it is highly accurate, reaching “near-zero circular error probability,” according to the Defence Research and Development Organisation. Additionally, senior defence officials have stated that the Defence Research and Development Organisation is reportedly planning to develop a 5,000-kilometre range SLBM that matches the design of the land-based Agni-V and would allow Indian submarines to target all of Asia, parts of Africa, Europe, and the Indo-Pacific region, including the South China Sea.

A UK-based charity will host its first-ever virtual fundraiser to raise money for India's rural communities in response to an annual art festival being cancelled due to the coronavirus pandemic.

Action Village India (AVI) said the Madras Cafe Unlocked event, which runs from Friday till Sunday, will feature an all-digital range of content including exhibitions, talks and yoga sessions.

At the digital Food for Thought stage, the charity will launch its 'Madras Cafe Cookbook' packed with recipes.

"Action Village India (AVI) is a small, UK-based charity which partners with Indian organisations which work alongside women, men and children in some of the remotest parts of rural India so that they can access their rights and improve their livelihoods and resilience, without being held back by their gender, caste or religious beliefs," the charity said.

It supports initiatives focused on land and water rights, maternal and child health, girls' education, women's economic empowerment and disability rights and the support is founded on the principles of partnership and solidarity.

For over 25 years, Madras Cafe has been a regular presence at the world-renowned WOMAD festival held in south-west England, which annually celebrates the world's many forms of music, arts and dance.

But with the 2020 instalment cancelled amid the strict social distancing rules, Madras Cafe said it has decided to take things digital with a fundraising event and opportunity to raise awareness about AVI's support to Indian partner organisations and solidarity with rural communities across India.

It will include a number of virtual stages including Madras Boombox, Food for Thought, Partnerships and Solidarity, Jaijagat Exhibition, a Poetree, Peoples' Stage and Madras Cafe Family.

The Madras Boombox Stage will have live music contributions from artists from the Darbar Arts Culture Heritage Trust -- Sarathy Korwar, Ansuman Biswas and Rolf Killius, curator of the tribal Indian music collection for the British Library.

The exhibition section also has a number of events from the end of July to September, besides a range of conversations with Indian partners.

Highlighting that UK govt does understand the "importance" of Vijay Mallya case, the new British High Commission to India Sir Philip Barton has said," criminals can’t escape justice after crossing national borders"

Sir Philip Barton said, "The UK, UK govt, and these are calls who are independent of govt, absolutely clear around roles in preventing people from avoiding justice by moving countries. We are determined to play our part. In any case, to make sure we are working together to make sure criminals can't escape justice when crossing national borders."

Adding, “I do understand, and UK govt understands the importance of the case."

On both extradition of the fugitive and his reported asylum plea, the envoy said, he has "nothing to say" given it’s an ongoing process. New Delhi has been in touch with UK side for his "early" extradition.

Vijay Mallya's leave to appeal against extradition in UK Supreme Court was rejected earlier this year ago leaving no further legal remedy in the country.

It now up to the UK home secretary Priti Patel to give a final go-ahead by signing on the extradition papers. Mallya had committed a fraud of Rs 9,000 crore on a consortium of Indian banks. India had requested UK govt not to consider fugitive businessman Vijay Mallya's request.

Ministry of External Affairs spokesperson Anurag Srivastava few weeks ago said, “we have requested the UK side not consider his asylum if requested by him" because there appear to be "no ground for his persecution" in India.

The envoy also responded to a question on the India China situation at the Line of Actual Control (LAC) saying, London has seen "progress" and "commitments during SR level talks are welcome. It is encouraging. There is de-escalation, tensions seem to ease. Hope we won't see a change in that”.

On the current London- Beijing tiff, over China-backed national security law for Hong Kong, the envoy said, ‘We don't have a border with China, we do have responsibility for Hong Kong. The new security law is a violation of the UK-China declaration. We also have concerns about Uighurs in Xinjiang."

The UK handed over Hong Kong to China in 1997 after the end of the 99-year lease.

Criminals can’t escape justice after crossing national borders, says UK envoy on Vijay Mallya

While the Indian government is working towards allowing end-to-end private participation in the country’s space sector, experts point out that India’s legal and policy hurdles are a serious hindrance.

“An Indian satellite-maker must pay 18% GST to launch satellites on ISRO’s rockets, whereas a foreign customer can do the same without paying any GST, as the launch services provided to them (foreign firms) qualify as “export of service” which are exempt from the levy of GST. So it is cheaper for an Indian-origin company to register their business in a foreign country and launch using ISRO rockets as a foreign customer” a panelist said during an online discussion on “Unlocking India’s Private Space Sector: Legal and Policy Challenges” organized by the NALSAR University of Law.

In his keynote address, Dr A.S. Kiran Kumar, former Chairman, ISRO stated that India’s requirements from space technology are rapidly increasing, hence necessitating a proportional scale-up in capacity.

While he agreed that ISRO (Govt-agency) had laid the foundation in space technology for the country, the future needs must also be catered to. They include, energy requirements, space-tourism, space-exploration/exploitation, most of which gained more prominence after space was recognized as the fourth frontier. “Governments want to reduce their focus in business and focus more on governance and that’s why private players are being invited. However, the government needs to convince itself on how industry participation can be made more open, less risk-prone and more profitable” Dr. Kiran Kumar said.

Even when India’s private firms have certain manufacturing capacity, it won’t be easy for any of them to reap benefits from the international market. A case in point is that, there are hundreds of Micro, Small and Medium Enterprises (MSME) in India who supply components to ISRO. In many cases, ISRO also happens to be the biggest customer of these firms. “But these very same firms cannot sell their products in the global market, as they don’t have the Intellectual Property rights for what they manufacture. They only provide manufacturing support. For selling in the global market, they need their own independent design and products” said Narayan Prasad, Cofounder and Chief Operations Officer at Satsearch. He added that there was ambiguity in the term industry, as it could refer to a two-individual company or a firm with 5000 employees.

On the ease-of-doing-business in India’s space sector, Prasad said, “even if satellites are made here in India it is too expensive to launch them on ISRO rockets as we are required to pay 18% GST. Alternatively, it is easier, cheaper to register the same company as a foreign entity for tax exemption (GST in this case) and launch using ISRO rockets via the Export of service route”.

Adding to the ease-of-doing-business woes are the complex formalities and lack of clarity in even seeking approvals for various space-related business activities. Legal consultants working in the field say that is a serious need for Single-window clearance. This can be made possible only if and when the regulatory agencies work with private entities to understand their grievances.

“A simple query on whether or not a frequency range is available for satellite operations, requires us to look into multiple policies including the National Frequency Allocation Plan, 2018. Even after such detailed inquiry, we are only able to conclude what frequency range is not yet auctioned to the private sector, rather than finding a definitive answer. When policies are silent on what parameters will be considered while judging applications seeking licenses for space activities, it makes it difficult for private space companies to attract investors and ensure a sustainable business model.” said Ashok G.V, Partner, and Factum Law. He emphasized on the need for freedom of commerce and business promotion.

Another crucial aspect of space law and policy involves liability, particularly about whom/which entity undertakes the liability (financial) in case of a mishap. What can be defined as a mishap and which would be the agency looking in to these issues? “In several Western countries with an evolved private space industry, there is a cap on liability and the financial damages that need to be paid. In India there is no cap on the financial liability and the law also mentions 1-3 years of imprisonment with payment of fine. So how does this instill confidence in a private player who wants to enter the space industry in India?” Poorvi Kantroo, Doctoral Candidate, Centre for AeroSpace & Defence Laws NALSAR University pointed out.

India’s Space Activities Bill, is a laudable initiative, but has much ground to cover. Specific areas relevant to commerce such as licensing criterion for space activities are left open ended for further rules, regulations and guidelines.

Furthermore, in the past, there have been instances where private companies (one American and another Indian) have launched satellites into space through foreign launch service providers, when their satellites lacked domestic clearances. While the International Telecommunication Union(ITU) regulations require the responsible state, in which such private sector is domiciled, to notify all domestically cleared satellite missions to the ITU, the Indian bill does not impose upon launch service providers including ISRO to verify such notification at the ITU level before offering launch services to a foreign customer. Such simple omissions in the bill could possibly cause immense complications. It has the potential to enable private enterprises to avoid complying with critical international regulations designed to mitigate space debris and improve space situational awareness. So from the point of view of both national interests and the interests of the industry, the Space Activities Bill must be revamped to ensure the needs of the present and future generation of space activities and entrepreneurs.

Thus, it becomes imperative for the relevant government agencies to henceforth work with stakeholders from the private sector, while formulating laws & policies in the Space sector, which holds immense potential and significance for India and the world in the coming times.

While the Indian government is working towards allowing end-to-end private participation in the country’s space sector, experts point out that India’s legal and policy hurdles are a serious hindrance.

Indian firms must pay 18% GST for launch on ISRO rockets, but foreign firms are exempt, complain experts

Contrary to reports China's People`s Liberation Army (PLA) is not in a mood to de-escalate the situation on the Line of Actual Control (LAC) and has deployed around 40,000 troops in its front and depth areas for the Eastern Ladakh sector, according to ANI.

The report quoting sources stated that Chinese are also not honouring their commitment for disengagement at the friction points in Eastern Ladakh and not moving back as per the agreed terms during the multiple rounds of talks at the government and Army level.

"The Chinese have not shown any signs of de-escalation as they continue to maintain their heavy troop deployment of almost 40,000 troops supported by heavy weaponry like air defence systems, armoured personnel carriers and long-range artillery in front and depth areas," the report said quoting sources.

The disengagement process has also not made any progress since the last round of talks between the two Corps Commanders held last week and ground positions have also not changed, the sources said.

The Chinese are also showing reluctance in moving out of the Finger 5 area and retreat back to their permanent location in Sirijap as they want to create an observation post in the Finger area, sources said.

The Chinese have also done a heavy amount of construction of structures in the Hot Springs and Gogra post area which are the two major friction points in the Eastern Ladakh sector.

In the Hot Springs and Gogra area, the Chinese have been giving excuse of the possibility of India occupying strategic heights there once they retreat to their permanent locations in their side of the border, the sources said.

In the last meeting between Corps commander-level officers on July 14-15, it was agreed that both sides will now monitor further disengagement by troops and verify the development in the next few days.

WION Global Summit on "Decoding China" today dissected China's new helmsman Xi Jinping with thought leaders across the world.

It's more than a coincidence that China has resorted to military action in the Galwan Valley even as the coronavirus which originated in Wuhan has ravaged the planet.

China has refuted all allegations, saying all it wants is to "maintain peace" and help other nations in trying times.

Gautam Bambawale, India's former ambassador to China, explained: "As a reaction to the COVID-19 situation across the world, the Chinese have come out diplomatically swinging in all directions, what they describe as the wolf warrior diplomacy. I don't think this is doing them any good."

The government of India on Tuesday directed the parent companies of 59 banned apps of China to ensure strict compliance to its orders, and warned of serious action in case of any violation, according to an official source.

The government source told PTI that the IT Ministry has now written to all these companies, warning that continued availability and operation of these banned apps, directly or indirectly, is not only illegal but also an offence under the Information Technology Act and other applicable Acts, which would attract penal provisions.

If any app in the banned list is found to be made available by the company through any means for use within India, directly or indirectly, it would be construed as a violation of the government orders, the source added.

On June 29 Indian government had banned 59 apps with Chinese links, including TikTok, CamScanner and UC Browser, saying they were prejudicial to sovereignty, integrity and security of the country.

"This move will safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety and sovereignty of Indian cyberspace," Ministry of Electronics and IT had said.

The United States is leading the world in terms of COVID-19 testing and India is at second position, President Donald Trump said while giving an update on his administration's response to the coronavirus pandemic.

So far more than 140,000 Americans have died due to coronavirus and 3.8 million have tested positive. While the US economy is slowly coming back to normal, the pandemic is now spreading in the Sun Belt of the country.

"As one family, we mourn every precious life that's been lost. I pledge in their honour that we will develop a vaccine and we will defeat the virus. We're doing very well with vaccine development and therapeutic development," Trump said at a White House news conference on Tuesday, his first on coronavirus after several weeks.

Trump also said his administration will stop at nothing to save lives and shield the vulnerable.

"We've learned so much about this disease. And we know who the vulnerable are, and we are going to indeed shield them," he said.

Trump assured that the vaccines against the novel coronavirus will be coming a lot sooner than expected.

Replying to a question, Trump said the US is "leading the world" in terms of COVID-19 testing.

"We're going to be over 50 million tests," he said, adding that "second country is India with 12 million (tests). Then you have seven million, six million, and four million. I think that we are doing a tremendous amount of testing."

The "China virus", Trump said, is a vicious and dangerous illness.

"It's a nasty, horrible disease that should''ve never been allowed to escape China, but it did. It infected the world, and the world is suffering. But we''re going to get it taken care of, and we''re helping lots of other countries," the US president said.

On tackling the virus, Trump said his administration is developing a powerful strategy.

"We've learned a great deal about it (COVID-19) and who it targets. We are in the process of developing a strategy that''s going to be very, very powerful," he said.

"Some areas of our country are doing very well; others are doing less well. It will probably, unfortunately, get worse before it gets better," Trump said.

He said the median age of those who succumb to COVID-19 infection is 78 years, adding that roughly half of all deaths have been individuals in nursing homes or in long-term care.

"Young adults may often have mild or even no symptoms. They won't even know they're sick. They won't have any idea that they have a virus. They won''t have any idea at all," he said, adding that youth will act responsibly.

Trump said the data shows children have the lowest fatality risk as 99.96 per cent of all virus fatalities are adults.

"By understanding these risk profiles and learning how to treat the disease, we've been able to greatly reduce mortality in the United States," Trump said.

Several treatments are already available in the US that can significantly reduce the severity and duration of the disease, including remdesivir, he said.

"We've learned best practices for treatment of the virus at every stage and have shared these findings with medical providers, and we've shared them all over the world. The relationship with other countries has been very strong. We''re all working together," Trump said.
