South Africa to hold in-person BRICS summit, uncertainty over Putin's attendance

South African President Cyril Ramaphosa confirmed that the BRICS summit will be held in person. It is unclear whether Russian President Vladimir Putin will attend the summit or not. The International Criminal Court has issued an arrest warrant against Putin for unlawfully deporting Ukrainian children in violation of international conventions.
