Greenhouse gas concentrations in the atmosphere hit new record highs in 2022, with no end in sight to the rising trend, the United Nations warned Wednesday.

The UN's World Meteorological Organization said levels of the three main greenhouse gases -- climate-warming carbon dioxide, methane and nitrous oxide -- all broke records last year.

Such levels of heat-trapping gases will mean further temperature increases, more extreme weather and higher sea levels, the WMO said in its 19th annual Greenhouse Gas Bulletin.

"Despite decades of warnings from the scientific community, thousands of pages of reports and dozens of climate conferences, we are still heading in the wrong direction," said WMO chief Petteri Taalas.

The bulletin comes ahead of the November 30-December 12 COP28 UN climate summit in Dubai.

The 2015 Paris Agreement saw countries agree to cap global warming at "well below" two degrees Celsius above average levels measured between 1850 and 1900 -- and 1.5C if possible.

The global mean temperature in 2022 was 1.15C above the 1850-1900 average.

"The current level of greenhouse gas concentrations puts us on the pathway of an increase in temperatures well above the Paris Agreement targets by the end of this century," said Taalas.

"This will be accompanied by more extreme weather, including intense heat and rainfall, ice melt, sea level rise and ocean heat and acidification.

"The socioeconomic and environmental costs will soar. We must reduce the consumption of fossil fuels as a matter of urgency."

<h2>'No magic wand'</h2>

In 2022, carbon dioxide concentrations were at 418 parts per million, methane at 1,923 parts per billion and nitrous oxide at 336 parts per billion.

These values constitute, respectively, 150 percent, 264 percent and 124 percent of the pre-industrial (before 1750) levels.

Of the three major greenhouses gases, carbon dioxide (CO2) accounts for about 64 percent of the warming effect on the climate.

Global averaged concentrations of CO2 in 2022 were, for the first time, 50 percent above those of the pre-industrial era, "primarily because of emissions from the combustion of fossil fuels and cement production", said the WMO.

CO2 atmospheric concentrations "continued to grow in 2023".

"Given the long life of CO2, the temperature level already observed will persist for several decades even if emissions are rapidly reduced to net zero," the WMO warned, with Taalas adding: "There is no magic wand to remove the excess carbon dioxide from the atmosphere".

Atmospheric methane is the second largest contributor to climate change, accounting for around 16 percent of the warming effect.

Methane remains in the atmosphere for only about 10 years, but has a much more powerful warming impact than CO2.

The methane increase in 2022 was slightly lower than the 2021 increase but considerably higher than the average annual growth rate over the last decade.

For nitrous oxide -- accounting for around seven percent of the warming effect -- the increase last year "was higher than that observed any time before in our modern time record", the WMO said.

<h2>Tipping points&nbsp;</h2>

Although the scientific community has a broad understanding of climate change and its implications, there are still some uncertainties about the carbon cycle -- and the fluxes in the ocean, the land biosphere and the permafrost areas.

The bulletin called for greater information on certain topics.

These included feedback loops in the climate system -- for example, increased carbon emissions from soils or decreased carbon uptake by oceans due to climate change.

The WMO is also concerned about so-called tipping points, where a certain level of change leads to a self-accelerating and potentially irreversible cascade of changes.

The organisation said more information is also needed on non-CO2 greenhouse gases.

Greenhouse gas concentration hit record high in 2022: UN

The United Nations (UN) warned on Tuesday (Nov 14) that the world was failing to get a grip on climate change, as an assessment of current climate pledges showed only minor progress on reducing emissions this decade. In a statement, the UN Intergovernmental Panel on Climate Change (IPCC) said the world was failing to act with sufficient urgency to curb greenhouse gas emissions.

The UN found out that combined climate plans from nearly 200 countries would put the world on a path for 2030 carbon emissions just two per cent below 2019 levels. This was far short of the 43 per cent fall that the IPCC said was needed to limit warming to the Paris deal target of 1.5 degrees Celsius since the preindustrial era.&nbsp;

The report was released just weeks before the COP28 in Dubai which will be from Nov 30 to Dec 12.

<h2>'Inch-by-inch progress will not do'</h2>

Speaking to the news agency AFP, UN Climate Change Chief Simon Stiell said, "Every fraction of a degree matters, but we are severely off track. COP28 is our time to change that." He called for the upcoming climate change conference to mark a clear turning point for a world already wrecked by increasing floods, heatwaves and storms.

UN Secretary-General Antonio Guterres warned that countries were not acting fast enough to avoid a climate catastrophe. "Inch-by-inch progress will not do. It is time for a climate ambition supernova in every country, city, and sector," Guterres said.&nbsp;

AFP reported that in September, a global stocktake of the world's progress on averting the worst impacts of climate change warned that the world was far off target. Global greenhouse gas emissions must peak by 2025 and drop sharply thereafter to keep the 1.5C limit in view, it said.&nbsp;

A response to the stocktake would form the centrepiece of the COP28 meeting with important discussions over the future of oil, gas and coal. However, countries still fail to match their actions to what scientists say is needed to avoid blasting past the world's agreed global warming limits.&nbsp;

Nearly 350 million children are struggling with “high or extremely high water scarcity” in South Asia, the highest number among all regions in the world, according to a report by the United Nations children’s agency, on Monday (Nov 13). Severe water scarcity has also worsened due to the impacts of climate change.&nbsp;

The report also noted how water scarcity affects a child’s well-being and growth and causes food insecurity, malnutrition, and a number of other diseases.&nbsp;

<h2>Millions of children in South Asia affected</h2>

“A staggering 347 million children under 18 are exposed to high or extremely high water scarcity in South Asia, the highest number among all regions in the world,” said UNICEF in its recent report.&nbsp;

While the eight-nation region – Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan and Sri Lanka – is&nbsp;home to more than one-quarter of the world’s children, it also has only four per cent of global renewable water.&nbsp;

<h2>Climate change to worsen situation</h2>

According to the report, climate change is adding to the stress by disrupting weather patterns and rainfall, which leads to unpredictable water availability, and further exacerbates conditions caused by the over-extraction of groundwater.&nbsp;

Across South Asia, 70 million children live in drought-prone regions where aquifers are severely over-pumped, according to the report based on analysis by UNICEF.&nbsp;

The report also attributed poor water quality, lack of water and mismanagement such as over-pumping of aquifers as some of the reasons for water scarcity in South Asia.

The Indo-Gangetic Basin which covers countries like Pakistan, India, Bangladesh, and Nepal is the “most heavily exploited aquifer in the world,” the UN report noted.&nbsp;

“Safe water is a basic human right, yet millions of children in South Asia don’t have enough to drink in a region plagued by floods, droughts and other extreme weather events, triggered increasingly by climate change,” said Sanjay Wijesekera, UNICEF Regional Director for South Asia, in a statement.&nbsp;

It added, “When village wells go dry, homes, health centres and schools are all affected. With an increasingly unpredictable climate, water scarcity is expected to become worse for children in South Asia.”

“At current rates of progress, South Asia will more than halve the children who do not have basic drinking water from 45 million to 18 million,” said the UNICEF report.

In 2022, UNICEF’s analysis also showed that the eight-nation region had the highest number of children – 169 million children – under 18 years exposed to extreme water vulnerability among all regions across the world.&nbsp;

Last year, 45 million children lacked access to basic drinking water services in South Asia, more than any other region in the world.&nbsp;

South Asia, according to the recent report, was followed by Eastern and Southern Africa and West and Central Africa where 130 million and 102 million children, respectively, are at risk from severe water scarcity.

About one in every three deaths that take place from&nbsp;nonmelanoma skin cancer is reportedly caused by working outdoors under the sun, the World Health Organization has cautioned in a joint report along with the International Labour Organization (ILO).&nbsp;

As per the report, nonmelanoma skin cancer "refers to a group of cancers that develop in the upper layers of the skin. The two main subtypes of this cancer are basal cell carcinoma and squamous cell carcinoma."&nbsp;

The shocking research report was released on Wednesday (Nov 8), laying out data that shows how critical the challenge really is.&nbsp;As per the report, in 2019, an estimated 28 per cent of the global working-age population was exposed to solar ultraviolet radiation while working outdoors.

It included an unimaginably large chuck of the global population - nearly 1.6 billion individuals aged 15 or older.&nbsp;

Making matters worse, the report also suggests that nearly 19,000 people from 183 countries succumbed to nonmelanoma skin cancer in 2019. More than half of these fatalities, about 65 per cent, were males.&nbsp;

<h2>Pressing need to prevent deaths&nbsp;</h2>

While the key point of unprotected exposure while working outdoors was highlighted in the report, it also called on governments and&nbsp;employers to take steps to address the pressing need for&nbsp;measures to prevent these deaths.&nbsp;

WHO Director-General Tedros Adhanom Ghebreyesus said, “Unprotected exposure to solar ultraviolet radiation at work is a major cause of occupational skin cancer. But there are effective solutions to protect workers from the sun's harmful rays and prevent their deadly effects."

Moreover, ILO Director-General Gilbert Houngbo pointed out that the deaths can be largely prevented if proper and cost-effective methods are implemented.&nbsp;

“It is urgent that governments, employers, and workers work together to reduce the occupational risk of UV exposure. This can save thousands of lives every year,” he said.&nbsp;

What is even more grim to know is that this exposure has now been identified as the third-highest work-related risk factor for cancer deaths globally. Between 2000 and 2019, deaths attributed to skin cancer from workplace sun exposure swelled. It jumped by 88 per cent, from 10,088 deaths in 2000 to 18,960 deaths in 2019, as per the report.&nbsp;

<h2>What measures are proposed?&nbsp;</h2>

The WHO and ILO, with the help of their joint report, are&nbsp;advocating for robust action to protect workers from the hazards of sunlight exposure while they work outdoors.&nbsp;

Key policy recommendations include "providing shade, adjusting working hours away from the solar noon period, education and training, and equipping workers with sunscreen and personal protective clothing."&nbsp;An additional caution, as per the report, must be taken when the ultraviolet index&nbsp;reaches level three or higher. The index is&nbsp;a measurement of sun-damaging&nbsp;ultraviolet radiation.&nbsp;

What is even more grim to know is that this exposure has now been identified as the third-highest work-related risk factor for cancer deaths globally. Between 2000 and 2019, deaths attributed to skin cancer from workplace sun exposure swelled. It jumped by 88 per cent, from 10,088 deaths in 2000 to 18,960 deaths in 2019, as per the report. What measures are proposed? The WHO and ILO, with the help of their joint report, are advocating for robust action to protect workers from the hazards of sunlight exposure while they work outdoors. Watch | Highest individual tax rates × Key policy recommendations include "providing shade, adjusting working hours away from the solar noon period, education and training, and equipping workers with sunscreen and personal protective clothing." An additional caution, as per the report, must be taken when the ultraviolet index reaches level three or higher. The index is a measurement of sun-damaging ultraviolet radiation. Global fossil fuel production in the next seven years will be more than double the levels pushing the world far beyond the climate goals, including the 1.5 degree Celsius target, set under the 2015 Paris climate agreement, said the United Nations and researchers, on Wednesday (Nov 8).&nbsp;

The UN Environment Programme’s (UNEP) Production Gap report comes ahead of the COP28 climate conference which will take place later this month, where the future of fossil fuels is set to be a key point of discussion.&nbsp;

<h2>What did the UNEP report find?</h2>

The report assesses the gap in fossil fuel production cuts and what’s needed to meet climate goals. “Fossil fuel phase out is one of the pivotal issues that will be negotiated at COP 28,” said Ploy Achakulwisut, Stockholm Environment Institute (SEI) scientist and a lead author of the report said in a press briefing.&nbsp;

She added, “We need countries to commit to a phase out of all fossil fuels to keep the 1.5C goal alive.” Leaders from across the world are set to convene for the global COP 28 climate meeting starting November 30, in the oil-rich nation of United Arab Emirates (UAE).&nbsp;

Under the Paris climate deal, nations have committed to a long-term goal of limiting average global temperature to less than two degrees Celsius above pre-industrial levels and even try to limit them further to 1.5 degrees Celsius.&nbsp;

However, the report analysed 20 major fossil fuel producers and found they plan to produce a total of 110 per cent more fossil fuels than what would be consistent with limiting the degree of warming to 1.5 degrees Celsius, and 69 per cent more than would be consistent with two degree Celsius.&nbsp;

The report also noted that none of the 20 countries – which account for 82 per cent of production and 73 per cent of consumption of the world’s fossil fuel supply – have committed to reducing coal, oil, and gas production in line with limiting the warming to 1.5 degrees Celsius.&nbsp;

This comes as burning fossil fuel has been attributed as the main cause of climate change as it accounts for most of the planet-heating carbon pollution driving global warming.&nbsp;

<h2>Calls for unity ahead of COP28</h2>

“Governments’ plans to expand fossil fuel production are undermining the energy transition needed to achieve net-zero emissions, throwing humanity’s future into question,” said UNEP Executive Director, Inger Andersen.&nbsp;

She also called for nations to “unite behind a managed and equitable phase-out of coal, oil and gas – to ease the turbulence ahead and benefit every person on this planet.” The countries analysed include Australia, China, Norway, Qatar, Britain, the UAE and the United States.

Out of the 20 countries, 17 have pledged to reach net zero emissions but continue to promote subsidies, support and plan the expansion of fossil fuel production, said the report.&nbsp;

In fact, the US which aims to reach net zero emissions by 2050 has accelerated domestic production of oil and gas since the Russian invasion of Ukraine.&nbsp;

Global fossil fuel production plans threaten 1.5 degree Celsius warming threshold: UN report

The United Nations on Monday (Nov 6) sounded the alarm on the intensification of disinformation and hate speech online and announced a plan to curb its spread.

This came after a global survey showed that more than 85% of people were concerned about online disinformation's impact and 87% believed that it had already scarred the political scenario in their country.

Audrey Azoulay, Director-General of UNESCO said that hate speech online and false information constitute "a major threat to stability and social cohesion". &nbsp;

"Digital technology has enabled immense progress on freedom of speech. But social media platforms have also accelerated and amplified the spread of false information and hate speech, posing major risks to societal cohesion, peace and stability," Azoulay told reporters on Monday.&nbsp;

"To protect access to information, we must regulate these platforms without delay, while at the same time protecting freedom of expression and human rights," she added.

A survey conducted by pollster Ipsos of 8,000 people residing in countries including Austria, Croatia, the US, Algeria, Mexico, Ghana and India, uncovered that around 56 per cent of internet users consumed news via social media platforms, whereas only 44 per cent of the people got it from TV channels and 29 per cent from news websites.

The organisation, while expressing concern over the situation, said that there was a dire need for effective regulation to control the dissemination of disinformation as the survey showed how social media was the main source of news for the majority of the people in almost all the countries.

However, across these 16 countries where the survey was conducted and which are also due to hold national polls next year, 68 per cent of the respondents agreed that social media was not a reliable source of information and that these platforms were mainly home to false information.

“People are very concerned about disinformation, across every country and social category – age, education, rural or urban,” said Mathieu Gallard of Ipsos. “They are especially worried during elections – and they want all actors to fight it.”

<h2>Action plan</h2>

UNESCO said that its seven key principles must be respected so that "the impact on human rights becomes the compass for all decision-making, at every stage and by every stakeholder."

"Our work has been guided by one central requirement: the protection at all times of freedom of expression and all other human rights. Restricting or limiting speech would be a terrible solution. Having media outlets and information tools that are independent, qualitative and free, is the best long-term response to disinformation," the Director-General underscored.

The biggest companies across the world do not seem to be serious about tackling carbon emissions. A report by net zero trackers, an independent data consortium, shows that just a fraction of the world's 2,000 biggest listed companies meet the united nations guidelines for what constitutes a quality pledge. However, nearly half of the world's 2,000 biggest listed companies have set a target to get to net-zero emissions by mid-century.

A wave of vicious weather driven by phenomena of global warming and climate change is sweeping across South Asia. Its most visible signatures are a retreat of glaciers, rising river water levels, and frequent flooding. The latest warning has come from U.N. Secretary-General Antonio Guterres who visited the area near Mount Everest, the world's highest peak, and said that Nepal's snow-capped mountains have lost close to one-third of their ice in over 30 years due to global warming.

The United Nations human rights office has said the Israeli air attack on Gaza’s Jabalia refugee camp could amount to a war crime, amid growing horror at the rising number of civilians killed in the nearly month-long war.

Israel-Hamas war: Second-most populated refugee camp in Gaza targeted twice

Amid the Israel-Hamas war, the United Nations on Friday (Nov 3) said $1.2 billion would be the minimum amount required to meet the needs of nearly 2.7 million people in the Gaza Strip and 500,000 people in the West Bank until the end of this year.

"The cost of meeting the needs of 2.7 million people -- that is the entire population of Gaza and 500,000 people in the occupied West Bank -- is estimated to be $1.2 billion," the Office for the Coordination of Humanitarian Affairs (OCHA) said in a statement.

In an appeal on Oct 12, OCHA had sought aid of $294 million to help nearly 1.3 million people affected by the war.

"The situation has grown increasingly desperate since then," it said.

The supply of aid to Gaza has been hindered since Israel launched an offensive against &nbsp;Hamas in the wake of unprecedented attacks by the Palestinian militant group on October 7.

"There's been a high number of casualties reported, as well as the reported use of explosive weapons with wide area effects in some of the most densely populated areas in Gaza," said Liz Throssell, spokesperson for the Office of the UN High Commissioner for Human Rights (OHCHR).

"We have serious concerns that the principles of distinction and proportionality are not being respected by both sides."&nbsp;

OCHA said that its revised appeal for funding, which will be published on Monday, would outline the need for food, water, health care, shelter, hygiene and other urgent priorities.

"The new appeal will outline the need for food, water, health care, shelter, hygiene and other urgent priorities following the massive bombardments in the Gaza Strip," OCHA said.

"We urge donors to promptly make resources available for the response," Laerke said.

"Our ability to ease the suffering of the Palestinian population will depend on adequate funding, safe and sustained access to all people in need, wherever they are, sufficient flow of humanitarian supplies, and - importantly - fuel." &nbsp;

Israel-Palestine war | UN: Jabalia refugee camp attack could be war crime

Israeli strikes on Gaza’s largest refugee camp “could amount to war crimes,” said the United Nations Human Rights Office, on Wednesday (Nov 1). This comes after Israeli forces said they killed another commander of the Palestinian militant group Hamas in their second strike on the same camp.&nbsp;

The Palestinian militant group Hamas attacked Israel on October 7, killing more than 1,400 people, mostly civilians and has taken over 230 people – including Israeli soldiers and civilians, as well as foreigners from numerous countries – as hostages back to Gaza, Israeli officials have said.&nbsp;

Israel has since retaliated with a constant bombardment as well as a ground offensive in the Gaza Strip and killed nearly 8,800 Palestinians, mostly children, according to the Hamas-run health ministry, as of Wednesday.

<h2>Two strikes in two days</h2>

Israel carried out two airstrikes on the densely populated Jabalia refugee camp in northern Gaza in two days. On Tuesday (Oct 31), the Hamas-run Palestinian health ministry said more than 50 people were killed after Israeli forces bombed the refugee camp.

The Hamas-run government media office said, at least 195 Palestinians were killed after Israeli strikes in the Jabalia refugee camp on Tuesday and Wednesday, reported Reuters.&nbsp;

The statement also said that around&nbsp;120 were still missing under the rubble, and at least 777 more were wounded.&nbsp;&nbsp;

Israel Defense Forces (IDF) later claimed responsibility for the attack and said that their operation succeeded in killing a key Hamas commander linked to the October 7 attack on Israel by the Palestinian militant group.

The Israeli army said they killed the commander of Hamas’ Central Jabaliya Battalion, Ibrahim Biari and several other militants after the strike caused underground terror tunnels to collapse, bringing down several nearby buildings.

Palestinians sifted through rubble in a desperate hunt for people trapped underneath after the second strike on Wednesday, reported Reuters. “It is a massacre,” said one witness of the strike.&nbsp;

Meanwhile, the Israeli army issued a statement about Wednesday’s strike and said its fighter jets had struck a Hamas command and control complex in Jabalia “based on precise intelligence” and killed the head of the Palestinian militant group’s anti-tank missile unit, Muhammad A’sar.

In a statement on X, the UN human rights office said, “Given the high number of civilian casualties &amp; the scale of destruction following Israeli airstrikes on Jabalia refugee camp, we have serious concerns that these are disproportionate attacks that could amount to war crimes.”

The principle of proportionality cited by the UN plays an important role in the laws of war defined by the Geneva Conventions.&nbsp;

This includes sparing civilians and civilian structures, but the death of civilians during a conflict does not necessarily constitute a war crime, since warring parties can launch attacks deemed proportionate on military targets knowing that civilians could also be hit.

Israel-Hamas war: Israeli strikes on Gaza refugee camp ‘could amount to war crimes,’ says UN

United Nations Secretary-General Antonio Guterres, on Tuesday (Oct 31) warned international humanitarian law is not an a la carte menu and cannot be applied selectively asking all parties to abide by it amid the Israel-Hamas war.&nbsp;

The UN chief said he is “deeply alarmed” by the intensifying Israel-Hamas conflict, including the expansion of ground operations and intense air strikes by the Israeli army as well as continued rocket fire towards Israel from Gaza.

<h2>UN chief urges protection of civilians</h2>

“Protection of civilians on both sides is paramount and must be respected at all times,” said Guterres, in a statement.&nbsp;

The Palestinian militant group Hamas attacked Israel on October 7, killing more than 1,400 people, mostly civilians and has taken over 230 people – including Israeli soldiers and civilians, as well as foreigners from numerous countries – as hostages back to Gaza, Israeli officials have said.&nbsp;

Israel has since retaliated with a constant bombardment as well as a ground offensive in the Gaza Strip and killed more than 8,500 Palestinians, mostly children, according to the Hamas-run health ministry, as of Tuesday.&nbsp;

The UN chief, while reiterating his “utter condemnation” of Hamas’ attack on Israel, called for the “immediate and unconditional release” of the hostages held by the Palestinian militant group.&nbsp;

“I condemn the killing of civilians in Gaza and I am dismayed by reports that two-thirds of those who have been killed are women and children,” said Guterres.&nbsp;

<h2>‘Not a la carte menu’</h2>

The UN chief also called on all parties to abide by the “principles of distinction, proportionality, and precaution” of the international humanitarian law, adding that “it is not an a la carte menu and cannot be applied selectively".

He also reiterated his call for a “humanitarian ceasefire” and “unimpeded humanitarian access” to meet the urgent needs created by the “catastrophe unfolding in Gaza".

“I remain deeply concerned about the risk of a dangerous escalation beyond Gaza and urge all leaders to exercise utmost restraint to avoid a wider conflagration,” said the UN chief.&nbsp;

<h2>‘Completely inadequate’&nbsp;</h2>

Guterres also noted that the amount of humanitarian assistance that has been allowed into Gaza up till now is “completely inadequate” and not enough to meet the needs of people in the Palestinian territory, “compounding the humanitarian tragedy”.&nbsp;

White House national security spokesperson John Kirby, said on Tuesday (Oct 31) that 66 trucks of humanitarian assistance entered Gaza in the last 24 hours, adding that dozens of more trucks are expected to be cleared for deliveries at the Rafah border crossing.&nbsp;

The US official also acknowledged that this is “just a fraction” of how much is needed in Gaza and at some point they would reach up to 100 a day.&nbsp;

‘Humanitarian law not a la carte menu’, cannot be applied selectively: UN chief on Israel-Hamas war

Multiple United Nations agencies addressed the Security Council&nbsp;on Monday (Oct 30) as the 15-member body convened for yet another emergency after <a href="https://www.wionews.com/world/israel-hamas-war-russia-us-proposals-for-un-action-on-israel-gaza-rejected-at-security-council-651348">four failed efforts</a> to reach a consensus on a Gaza resolution.&nbsp;

Philippe Lazzarini, chief of the UN Agency for Palestinian Refugees (UNRWA) said, “I have said many times and I will say it again: no place is safe in Gaza.” UN agencies spoke about the humanitarian crisis unfolding in the Palestinian territory.&nbsp;

Hamas attacked Israel on October 7, killing more than 1,400 people and taking more than 200 hostages, according to Israeli officials.

Israel has since retaliated with constant bombardment and a ground operation in Gaza, killing more than 8,300 Palestinians, according to the Hamas-run health ministry.

<h2>‘Unprecedented human tragedy’: UNRWA</h2>

The level of destruction across Gaza “is unprecedented, the human tragedy unfolding under our watch is unbearable,” Lazzarini told the Security Council. He also highlighted the deep impact of the crisis on his staff, 64 of whom have been killed since the beginning of the war, as per the UN agency. &nbsp;

“The handful of convoys being allowed through Rafah is nothing compared to the needs of over two million people trapped in Gaza,” said the UNRWA chief referring to the sole border crossing between Gaza and Egypt.

“The system in place to allow aid into Gaza is geared to fail unless there is political will to make the flow of supplies meaningful, matching the unprecedented humanitarian needs,” he added, calling for an immediate humanitarian ceasefire.

He also accused Israel of carrying out “collective punishment”, noting that nearly 70 per cent of those reported killed are children and women. “This cannot be ‘collateral damage’,” said Lazzarini.&nbsp;

<h2>Over 420 children killed, injured in Gaza: UNICEF</h2>

Catherine Russell, chief of the UN’s children’s agency (UNICEF), said that the “true cost” of the latest escalation in the war will be measured in children’s lives. “More than 420 children are being killed or injured in Gaza each day,” she told the UNSC.&nbsp;

At least 221 schools and more than 177,000 housing units have been damaged or destroyed, according to the UNICEF chief.&nbsp;

The World Health Organization (WHO) has reported 34 attacks against healthcare facilities, including 21 hospitals, said Russell. She also said that out of Gaza’s 35 hospitals, at least a dozen can no longer function.&nbsp;

“Children in both Israel and the State of Palestine are experiencing terrible trauma, the consequences of which could last a lifetime,” said the UNICEF chief.&nbsp;

<h2>‘Not enough essential supplies’ in Gaza: OCHA</h2>

Lisa Doughten, a representative from the UN Office for the Coordination of Humanitarian Affairs (OCHA) said that they are running out of “essential supplies” in Gaza and called for a pause in the fighting on “humanitarian grounds.”&nbsp;

“We simply don’t have enough essential supplies to provide… patients are laying on the floors and corridors and surgeons are operating without anesthesia,” said Doughten.&nbsp;

The events that have unfolded since October 7 have been “nothing short of devastating and heartbreaking.” She also called for an immediate and unconditional release of hostages taken by Hamas.&nbsp;

A <a href="https://www.wionews.com/world/un-adopts-resolution-calling-for-humanitarian-truce-between-israel-and-hamas-heres-what-happened-652178">humanitarian pause</a> would allow a safe passage for hostages to be released as well as let UN staff replenish supplies and “provide much-needed respite to civilians who are living under unimaginably traumatic conditions".

<h2>No resolution by UNSC</h2>

Russia, China and the United States, as permanent members of the council, have used their vetoes for previous resolutions.&nbsp;

“We have the means to get something done and yet we repeatedly and shamefully fail,” said Brazilian Foreign Minister Mauro Vieira, whose country currently holds the 15-member body’s rotating chair.&nbsp;

At UNSC, India vows continued humanitarian assistance for Palestinians

The detention of Russian-American journalist <a href="https://www.wionews.com/world/after-wsjs-evan-gershkovich-another-american-journalist-detained-in-russia-648598">Alsu Kurmasheva </a>was extended by 72 hours on Friday (Oct 20), days after she was detained by the police from the Russian city of Kazan. Kurmasheva has been accused of violating Russian law on foreign agents. Meanwhile, the Kremlin denied “persecuting” American citizens.

The Prague-based editor for Radio Free Europe/Radio Liberty (RFE/RL) is the second American to be detained by Russia after Wall Street Journal reporter <a href="https://www.wionews.com/world/who-is-evan-gershkovich-the-us-journalist-arrested-in-russia-for-espionage-577732">Evan Gershkovich </a>was arrested in March on spying charges, which he, his employer and the White House have since denied.&nbsp;

<h2>Accusations against Kurmasheva</h2>

The Russian-American journalist was detained on Wednesday (Oct 18) after she allegedly failed to register as a “foreign agent” during a visit to Russia.&nbsp;

RFE/RL is funded by the US Congress and is designated by Moscow as a “foreign agent”. Moscow’s foreign agent law allows Russian authorities to label organisations and people that receive foreign funding as “foreign agents”.&nbsp;

Notably, the term that carries Cold War connotations of espionage, is not just limited to organisations, and can be applied to&nbsp;journalists, rights activists and even entertainers who can be asked to register with the justice ministry.

If found guilty, Kurmasheva faces up to five years in prison. However, her lawyer Edgar Matevosyan told Reuters that she was pleading not guilty.

<h2>What happened in the court?</h2>

Kurmasheva was seen wearing what appeared to be a hooded coat and a mask over her face, while two staff members in balaclavas escorted her into Kazan’s Sovetski court for the hearing on Friday.&nbsp;

Image shows RFE/RL&nbsp;journalist Alsu Kurmasheva during a court hearing in Kazan, Russia on October 20, 2023.

The court said that the “period of Kurmasheva’s detention in custody was extended for 72 hours.”&nbsp;

Reuters, citing court documents, said Kurmasheva was fined $103 (10,000 roubles) on October 11 after she failed to register her US passport with Russian authorities and was charged under the foreign agent&nbsp;law a week later.&nbsp;

<h2>About her case&nbsp;</h2>

Kurmasheva, who holds both American and Russian passports, is an editor with the US Congress-funded outlet’s Tatar-Bashkir service, as per her employer RFE/RL, and lives in Prague, Czech Republic.&nbsp;

The Russian-American journalist had entered Russia on May 20 following a family emergency, according to the Prague-based media outlet. However, while she was waiting for her return flight on June 2, she was temporarily detained at the Kazan airport.&nbsp;

Subsequently, her passports were confiscated, and she was fined for failing to register her US passport, according to RFE/RL. However, when she was waiting for the return of her passports, Kurmasheva was detained again and charged with failing to register as a foreign agent.&nbsp;

“Alsu is a highly respected colleague, devoted wife, and dedicated mother to two children,” RFE/RL acting President Jeffrey Gedmin said in a statement. He added, “She needs to be released so she can return to her family immediately.”&nbsp;

According to the media outlet, Kurmasheva lives in Prague with her husband and children. Gedmin also expressed concerns about the Russian court’s decision on Friday to prolong Kurmasheva’s detention and said “journalism is not a crime.”&nbsp;

Kurmasheva has covered ethnic minorities in Tatarstan and Bashkortostan, said RFE/RFL, especially on efforts to preserve the Tatar language, even as Russian authorities have “exerted increased pressure on Tatars in recent years.”&nbsp;

<h2>RFE/RL operations in Russia</h2>

The RFE/RL has also criticised Russia’s foreign agent law and said that it “amounts to political censorship”.&nbsp;

They allege that the law is “meant to prevent journalists from performing their professional duties” and are challenging officials’ actions against Kurmasheva in Russian courts as well as the European Court of Human Rights.

According to the Prague-based media outlet, over 30 RFE/RL employees have been listed as “foreign agents” by the Russian justice ministry.&nbsp;

Earlier this year, a Moscow court also declared bankruptcy of RFE/RL’s operations in Russia after they refused to pay “multiple fines” which amounted to nearly $14 million (over one billion roubles) for “noncompliance with the law.”&nbsp;

“Alsu was detained simply because she is an employee of Radio Liberty. In fact, now any independent journalist in Russia risks the same thing,” one of Kurmasheva’s colleagues said, on condition of anonymity for fear of reprisal, as quoted by Committee to Protect Journalists (CPJ).&nbsp;

However, the local Tatar-Inform news agency has alleged that Kurmasheva’s detention may be linked to the information she received about university teachers being mobilised to fight in Ukraine. The news agency quoted investigators as saying she had been gathering information on other military activities as well.&nbsp;

<h2>Russia and the US respond</h2>

Notably, Kurmasheva’s detention comes seven months after that of Gershkovich. “This appears to be another case of the Russian government harassing U.S. citizens,” State Department spokesperson Matt Miller told reporters on Thursday (Oct 19).&nbsp;

However, Kremlin spokesman Dmitry Peskov has since denied the accusations saying, “There is no campaign in Russia to persecute US citizens. There are US citizens who break the law, and appropriate measures are taken against them.”&nbsp;

<h2>Kurmasheva’s detention sparks criticism</h2>

The Russian-American journalist’s detention has since sparked criticism from various international organisations including the United Nations human rights office which took to social media and said it was “concerned” by Kurmasheva’s arrest.

“Journalists must be left to do their vital work free from pressure, intimidation and reprisals,” said the OHCHR.&nbsp;

The CPJ also released a statement that the organisation is “deeply concerned” about Kurmasheva’s detention and called on the Russian authorities to immediately release her and “drop all charges against her.”

“Journalism is not a crime and Kurmasheva’s detention is yet more proof that Russia is determined to stifle independent reporting,” said Gulnoza Said, CPJ’s Europe and Central Asia program coordinator.&nbsp;

The detention of Russian-American journalist Alsu Kurmasheva was extended by 72 hours on Friday (Oct 20), days after she was detained by the police from the Russian city of Kazan. Kurmasheva has been accused of violating Russian law on foreign agents. Meanwhile, the Kremlin denied “persecuting” American citizens. The Prague-based editor for Radio Free Europe/Radio Liberty (RFE/RL) is the second American to be detained by Russia after Wall Street Journal reporter Evan Gershkovich was arrested in March on spying charges, which he, his employer and the White House have since denied. Accusations against Kurmasheva The Russian-American journalist was detained on Wednesday (Oct 18) after she allegedly failed to register as a “foreign agent” during a visit to Russia. RFE/RL is funded by the US Congress and is designated by Moscow as a “foreign agent”. Moscow’s foreign agent law allows Russian authorities to label organisations and people that receive foreign funding as “foreign agents”. Notably, the term that carries Cold War connotations of espionage, is not just limited to organisations, and can be applied to journalists, rights activists and even entertainers who can be asked to register with the justice ministry. If found guilty, Kurmasheva faces up to five years in prison. However, her lawyer Edgar Matevosyan told Reuters that she was pleading not guilty. What happened in the court? Kurmasheva was seen wearing what appeared to be a hooded coat and a mask over her face, while two staff members in balaclavas escorted her into Kazan’s Sovetski court for the hearing on Friday. Image shows RFE/RL journalist Alsu Kurmasheva during a court hearing in Kazan, Russia on October 20, 2023. The court said that the “period of Kurmasheva’s detention in custody was extended for 72 hours.” Reuters, citing court documents, said Kurmasheva was fined $103 (10,000 roubles) on October 11 after she failed to register her US passport with Russian authorities and was charged under the foreign agent law a week later. About her case Kurmasheva, who holds both American and Russian passports, is an editor with the US Congress-funded outlet’s Tatar-Bashkir service, as per her employer RFE/RL, and lives in Prague, Czech Republic. The Russian-American journalist had entered Russia on May 20 following a family emergency, according to the Prague-based media outlet. However, while she was waiting for her return flight on June 2, she was temporarily detained at the Kazan airport. Subsequently, her passports were confiscated, and she was fined for failing to register her US passport, according to RFE/RL. However, when she was waiting for the return of her passports, Kurmasheva was detained again and charged with failing to register as a foreign agent. “Alsu is a highly respected colleague, devoted wife, and dedicated mother to two children,” RFE/RL acting President Jeffrey Gedmin said in a statement. He added, “She needs to be released so she can return to her family immediately.” According to the media outlet, Kurmasheva lives in Prague with her husband and children. Gedmin also expressed concerns about the Russian court’s decision on Friday to prolong Kurmasheva’s detention and said “journalism is not a crime.” Kurmasheva has covered ethnic minorities in Tatarstan and Bashkortostan, said RFE/RFL, especially on efforts to preserve the Tatar language, even as Russian authorities have “exerted increased pressure on Tatars in recent years.” RFE/RL operations in Russia The RFE/RL has also criticised Russia’s foreign agent law and said that it “amounts to political censorship”. They allege that the law is “meant to prevent journalists from performing their professional duties” and are challenging officials’ actions against Kurmasheva in Russian courts as well as the European Court of Human Rights. Explained: Russia detains another American journalist. Here’s what we know

A team of scientists collected fish samples from the port town near Japan’s crippled Fukushima nuclear power plant on Thursday (Oct 19) for the first time since the release of treated radioactive wastewater into the sea.&nbsp;

This comes as scientists from China, South Korea and Canada have sought to assess the impact of the plant’s recent release of treated radioactive water into the sea which began in August.&nbsp;

The move has since drawn criticism from Beijing and prompted the country to ban all imports of marine products from Tokyo over food safety fears.

<h2>About the samples collected</h2>

The marine samples were collected in the presence of an International Atomic Energy Agency (IAEA) team while scientists from three countries observed the delivery&nbsp;fresh off the boat at Hisanohama port, about 50 kilometres south of the plant which was destroyed in 2011 following an earthquake and tsunami.&nbsp;

The IAEA team is in the midst of an eight-day visit, during which they also inspected the collection and processing of seawater and marine sediment near the plant. The UN nuclear watchdog has said that the samples will be sent to laboratories in each country for independent testing.&nbsp;

“The Japanese government has requested that we do this and one of the reasons they want us to do this is to try and strengthen confidence in the data that Japan is producing,” said Paul McGinnity, an IAEA marine radiology scientist overseeing the survey.

IAEA selected six species of fish – olive flounder, crimson sea bream, redwing searobin, Japanese jack mackerel, silver croaker and vermiculated puffer fish – because they are known to have higher levels of radioactivity than other species, said McGinnity, attributing this to the areas in which the fishes tend to move around in.&nbsp;

The fish will now be shipped to a Fisheries Agency laboratory in Chiba, near Tokyo where scientists from the UN nuclear watchdog will also examine them. “I can say that we don’t expect to see any change starting in the fish,” said the IAEA scientist.&nbsp;

However, he did note a small rise in levels of tritium, which cannot be removed from the Fukushima wastewater by the plant’s treatment system and may be detected in locations close to the discharge points, but otherwise, the levels of radioactivity are expected to be similar to those measured before the discharge last year.&nbsp;

<h2>Fukushima water release</h2>

On August 24, Fukushima Daiichi started releasing treated wastewater into the sea after more than a million metric tons of water, which is enough to fill 500 Olympic-sized swimming pools, was contaminated from contact with fuel rods at the reactor following the 2011 disaster.&nbsp;

While the IAEA has reviewed the safety of the wastewater release, which will be done in instalments, and said it would have negligible impact on the environment, marine life and human health, not everyone was convinced, prompting hundreds of people in Japan as well as South Korea to take to the streets in protest back in August.&nbsp;

Israel-Palestine war: US vetoes UN Security Council resolution on Hamas war | WION Newspoint

In a major development concerning the Iranian regime, a UN embargo prohibiting the Shi’ite country from purchasing and selling missiles and drones expired Wednesday (Oct 18).

Richard Goldberg, who served on the National Security Council during the Trump administration, termed the development a “huge victory for Iran.”

Removal of UN sanctions on Iran’s missile programme "will be a huge victory for Tehran that is simply serving as a reward for terrorism and proliferation around world," he was quoted as saying by Fox News.

<h2>How could US retain the sanctions?</h2>

According to experts, US had multiple options on its table to ensure sanctions on Iran remain enforced, especially in the wake of the Israel-Hamas war.

UN Security Council Resolution 2231 states unequivocally that the US is a partner to the resolution that endorsed the JCPOA. The Trump administration previously cited the resolution in its push to trigger snapback sanctions.

Apart from taking this route, the Biden administration could have asked EU3—made up of the UK, France and Germany—to dispatch a letter to the president of the UNSC.&nbsp;

Now, the Biden administration has come under fire for not doing enough to retain the sanctions.

UN sanctions prohibiting Iran from trading missiles and drones expire

Malian foreign minister Abdoulaye Diop has said that withdrawal of United Nations peacekeepers from northern Mali will not be delayed and would happen on time by December 31. The UN has expressed concerns that its drawdown may get hampered by uptick in fighting in the northern part of the country. Here, rival armed groups are seeking to seize territory as the UN pulls out.

The UN has also said that the military junta has not given permits to sent convoys to retrieve equipment from bases there.

The military junta seized power in Mali in the year 2020. The departure of UN peacekeeping mission MINUSMA by the end of 2023 is part of an ongoing security reconfiguration launched by the junta.

AFP has reported citing local officials that Russian mercenaries and Malian soldiers are arriving in the north to eventually replace UN soldiers who have been ordered by the junta to leave.

"Everything must be done to ensure the work of MINUSMA is ended by December 31," Diop said in a video posted on social media on Saturday evening.

"The government does not foresee any extension of this deadline," he said in the recording of comments he made to a meeting of the diplomatic corps in the capital, Bamako.

There has been an escalation in fighting in the north between majority-Tuareg separatist groups and the Malian army.&nbsp;

The jihadist Support Group for Islam and Muslims (GSIM), which is affiliated to Al-Qaeda, has also stepped up attacks on Malian army posts.

It is being feared that the violence may escalate when UN peacekeepers depart from their camps in Tessalit, Aguelhok and Kidal, the separatist bastion.

The separatists are against MINUSMA handing over its bases to the Malian military.

Diop said he was aware the UN had requested authorisation to send in logistics convoys by road to remove equipment from its northern bases and conduct air operations to protect the drawdown.

"We are working to find solutions," he said.

UN troops' departure won't be delayed: Mali junta

Natural and man-made disasters have led to $3.8 trillion in crop and livestock losses over the last three decades, said the United Nations Food and Agricultural Organization (FAO) on Friday (Oct 13) in its first-of-its-kind report that attempted to compile such an estimate. The world has also lost over $120 billion per year which amounts to five per cent of the annual global agricultural GDP.&nbsp;

<h2>Findings of the report</h2>

The UN food agency estimated that disasters like floods, droughts, insect infestations, storms, disease and war have caused $123 billion every year in lost food production between 1991 and 2021, which would have been enough to feed up to half a billion people per year.&nbsp;

The new report by FAO titled “The impact of disasters on agriculture and food security” shows the first-ever global estimation of the impact on agricultural production with a focus on crops and livestock due to disasters and aims to put into context the scale of the cost of such events.&nbsp;

The report also highlights the need for urgently improving data and information on the impact of disasters and notes how they have increased in frequency from 100 per year in the 1970s to a whopping 400 events per year in the past 20 years.&nbsp;

According to FAO, the average annual grain losses amounted to 69 million tonnes in the last three decades or so – which is equivalent to the entire cereal production of France in 2021.&nbsp;

Additionally, the world lost some 40 million tonnes of fruit and vegetable production and 16 million tonnes of meat, dairy and eggs to disasters. Around 23 per cent of losses due to disasters were sustained in the agricultural sector.

“Agriculture is one of the most highly exposed and vulnerable sectors in the context of disaster risk, given its profound dependence on natural resources and climate conditions. Recurrent disasters have the potential to erode gains in food security and undermine the sustainability of agrifood systems,” said FAO Director-General QU Dongyu in the report.

The UN food agency also found that lower and lower middle-income countries witnessed “highest relative” losses of up to 15 per cent of their total agricultural GDP. While Small Island Developing States (SIDS) reportedly lost seven per cent of their agricultural GDP.&nbsp;

<h2>Impact on women&nbsp;</h2>

According to the FAO, women were also hit harder than men due to these disasters. This has been attributed to resource and structural constraints which women face to access “information, financial instruments, the resources that they need to prepare to respond to or recover from disaster events,” said the report’s author, Zehra Zaidi.

<h2>Situation to worsen?</h2>

The FAO has identified climate change as one of the “systemic drivers of disaster risk” while other factors include pandemics, epidemics and armed conflicts.

According to the UN food agency, the disaster events are not only increasing in frequency but also becoming more intense and complex.&nbsp;

“The international community is taking stock of the fact that disasters are... increasing tremendously...quadrupling since the 1970s” and are having an increasing impact on food production, the deputy head of FAO’s statistics department, Piero Conforti, told AFP.

The new report by FAO titled “The impact of disasters on agriculture and food security” shows the first-ever global estimation of the impact on agricultural production with a focus on crops and livestock due to disasters and aims to put into context the scale of the cost of such events. The report also highlights the need for urgently improving data and information on the impact of disasters and notes how they have increased in frequency from 100 per year in the 1970s to a whopping 400 events per year in the past 20 years. According to FAO, the average annual grain losses amounted to 69 million tonnes in the last three decades or so – which is equivalent to the entire cereal production of France in 2021. The UN food agency also found that lower and lower middle-income countries witnessed “highest relative” losses of up to 15 per cent of their total agricultural GDP. While Small Island Developing States (SIDS) reportedly lost seven per cent of their agricultural GDP. Impact on women According to the FAO, women were also hit harder than men due to these disasters. This has been attributed to resource and structural constraints which women face to access “information, financial instruments, the resources that they need to prepare to respond to or recover from disaster events,” said the report’s author, Zehra Zaidi. Situation to worsen? The FAO has identified climate change as one of the “systemic drivers of disaster risk” while other factors include pandemics, epidemics and armed conflicts.
