The United Nations human rights body on Thursday (Oct 12) adopted a resolution brought by several European countries to extend the mandate of an independent expert to document alleged human rights abuses in Russia for another year. This comes a year after the UN Human Rights Council first authorised to examine the record of one of the so-called “P5” members.&nbsp;

This is being seen as a second diplomatic defeat for Moscow in three days after the country’s<a href="https://www.wionews.com/world/unga-rejects-russian-bid-to-rejoin-human-rights-body-645096"> failed bid</a> to rejoin the 47-member Human Rights Council after it was kicked out following the invasion of Ukraine in 2022.&nbsp;

<h2>Resolution adopted</h2>

The resolution adopted&nbsp;with 18 votes- with 22 abstaining and seven voting against it in Geneva- extends Bulgarian human rights expert Mariana Katzarova’s work for another year.&nbsp;

“The Special Rapporteur is one of the last avenues for civil society to bring international attention to their important work and to give a voice to those who risk their lives,” Katharina Stasch, German ambassador to the UN in Geneva, told the council.&nbsp;

Argentina, Britain, France, Germany, Ukraine and the United States were among those who supported the resolution, while countries like China, Cuba, Eritrea, Kazakhstan and Vietnam voted against the mandate.&nbsp;

Around 22 countries which included India, Malaysia, Mexico, Pakistan, South Africa and the United Arab Emirates (UAE) abstained from voting.&nbsp;

In line with the resolution passed, Russia is required to establish “constructive communication and full cooperation” with the Bulgarian human rights expert and allow her unhindered access, including to meet freely with civil society and individuals in detention.

However, Moscow has refused to let her in, has not recognised her mandate and previously called criticism of its rights record unfounded.

Last month, Katzarova, in her report on Moscow said that the human rights situation in Russia had significantly deteriorated since the country invaded Ukraine.&nbsp;

She also described a “systematic crackdown” on civil society and said Russia had adopted laws to “muzzle civil society and punish human rights activists and others for their anti-war stance.”

The former journalist also referred to attempts by Russia to obstruct her mandate, saying such actions showed “a lack of political will to uphold its human rights obligations”.&nbsp;

<h2>‘No country is above scrutiny’</h2>

Last year’s special rapporteur’s mandate marked the first time that the UNHRC was authorised to examine the record of one of the UN’s “P5” members, which refers to the countries who hold permanent seats on the Security Council.&nbsp;

“This resolution is not a reflection of politicization but reflects the need to ensure that human rights are universally respected,” said Michèle Taylor, permanent representative of the US to the UNHRC.&nbsp;

“No country is above scrutiny, no matter how upsetting or embarrassing they find it, no matter how strong their military is, no matter how wide the reach of their proxies, and no matter how aggressively they threaten or cajole other countries,” the US representative added.&nbsp;

The military junta in Mali is aiming to take over a key United Nations military camp in the rebel stronghold of Kidal, reported AFP citing a senior official. Hostilities with Tuareg rebels in the region have resumed and the UN camp is one of the major prizes

The army has faced a series of attacks in recent weeks in northern Mali. These have coincided with the ongoing withdrawal of the UN stabilisation force MINUSMA. The UN force is handing over its camps to Malian authorities. Three more are due to follow this month. However, the separatists are claiming that these camps should be returned to their control.

The UN mission will vacate the Kidal camp along with two other sites (Ansongo and Mopti) in November, said Madou Diallo, the foreign ministry's director for international organisations in an online video on Monday.

Post this, only three camps should remain (Gao, Timbuktu and the capital Bamako). Handing over these camps would mark the "liquidation" of UN forces in Mali. AFP quoted an official who said that the Kidal camp was to be handed over between November 15 and 30.

Last week, a convoy of dozens of army vehicles left the city of Gao which is 300 kilometres southwest of Kidal. This set of speculation about an offensive against rebel bases in the Kidal region.

The convoy came under attack on Saturday and&nbsp;the army said that the soldiers had taken control of Anefis. It is a town 110 kms south of Kidal.

Almou Ag Mohamed, a spokesperson for the Permanent Strategic Framework for Peace, Security and Development (CSP), a coalition of armed rebel factions, confirmed to AFP that the army was in Anefis.&nbsp;

After a decade of conflict in the country, an offensive in the rebel bases in Kidal could mark a turning point.

After initially launching a rebellion in 2012, the predominantly Tuareg armed groups signed a peace agreement with the state in 2015, but in August they resumed hostilities. &nbsp;

Mali: Military junta aims takeover of key UN camp in north

Israel's ambassador to the United Nations, on Sunday (Oct 8), condemned the Hamas group for war crimes and said that it was time to "obliterate Hamas terror infrastructure".

"These are war crimes, blatant documented war crimes," said Israel's UN&nbsp;Ambassador Gilad Erdan ahead of a closed-door meeting of the 15-member UN&nbsp;Security Council meeting.

"The era of reasoning with these savages is over," he told reporters. "Now is the time to obliterate Hamas terror infrastructure, to completely erase it, so that such horrors are never committed again."

In a shocking turn of events, Palestinian military group Hamas launched a surprise attack against Israel on Saturday (Oct 7) morning marking the deadliest day of violence in Israel since the 1973 war.

Israel on Sunday launched a counterattack on Gaza in response to the unprecedented attack by Hamas killing hundreds in retribution.

Palestinian UN Ambassador Riyad Mansour, ahead of the Security Council meeting, said that Israel’s assault on Gaza will not achieve its goals of obliterating Hamas and assuring its own security.&nbsp;

"Israel keeps saying: the blockade and repeated assaults on Gaza are to destroy Hamas military capabilities and ensure security ... its blockade and assaults accomplished neither," he said.

"When Israel now tries to justify yet another assault by the same faulty premise, no one should say or do anything to encourage it down this path. We know only too well the messages about Israel's right to defend itself will be interpreted by Israel as a license to kill," he added.

Israel's ambassador to UN accuses Hamas of war crimes

A paramilitary attack on Jabal Awliya south of Khartoum killed at least 10 people on Saturday, activists reported, as the death toll from Sudan's six-month war hit more than 9,000.

"Bombs fell inside civilian homes" in the small town some 50 kilometres (31 miles) south of the city, the local 'resistance committee' said.

The volunteer group is one of many across Sudan that used to organise pro-democracy protests. Since the war broke out between the army and paramilitaries on April 15, these groups have helped people caught up in the conflict.

The committee in Jabal Awliya reported the paramilitaries unleashing "heavy artillery" on the town, in their latest attack on areas that had previously been spared the fighting between Sudan's rival generals.

The war between army chief Abdel Fattah al-Burhan and his former deputy, Rapid Support Forces (RSF) commander Mohamed Hamdan Daglo, has been mostly in Khartoum and the western region of Darfur.

By October, "more than 9,000 fatalities" had been recorded by the Armed Conflict Location &amp; Event Data project, ACLED reported late Friday, stressing that its estimates are conservative.

The fighting has displaced almost 4.3 million people within Sudan, in addition to around 1.2 million more who have fled across borders.

In recent weeks, the violence has also moved further south, threatening the fragile safety of more than 366,000 people who have sought shelter in Al Jazira state just south of the capital.

Witnesses report the RSF setting up checkpoints along the road between Khartoum and Jazira state capital Wad Madani, which is 200 kilometres (125 miles) south of the capital.

Sudan's six-month war still spreading as death toll rises to over 9,000

The United Nations and the Red Cross this week issued a joint call for urgent new international rules to protect humanity from the potential "terrible consequences" of autonomous weapons.

UN, Red Cross want bans, curbs on killer robots

United Nations Secretary-General, Antonio Guterres, and the President of the International Committee of the Red Cross, Mirjana Spoljaric, echoed a similar sentiment in the need for governments worldwide to immediately take action and "act now" to ensure human control over the use of lethal autonomous weapons and safety against 'killer robots', as they are popularly known.&nbsp;

In a joint appeal, they implored the 193 member states of the UN to take resolute steps and engage in negotiations for a new international treaty, with the goal of implementing a ban on and regulation of autonomous weapons systems by 2026, a statement by the rights group pointed out.

Guterres initially proposed this ambitious timeline in his "New Agenda for Peace" briefing paper, published in July.

"Such a treaty should prohibit autonomous weapons systems that function in such a way that their effects cannot be predicted. Clear restrictions are also needed for all other types of autonomous weapons to ensure compliance with international law and ethical acceptability," it added.&nbsp;

The high-level proposal, along with its proposed timeline for negotiation and implementation, is a step toward crafting a treaty in the future.&nbsp;But there has been disappointment in what has been achieved so far. Campaign to Stop Killer Robots, a coalition of non-governmental organisations, is seeking to ban these 'killer robots'.

"Machines should not be allowed to make life and death decisions. There have been 10 years of international discussions on killer robots without concrete outcomes. This October, that could all change. At the United Nations General Assembly, there will be a vote on a resolution – a first step towards new international law," the coalition said.&nbsp;

UN, Red Cross call for international treaty for safety against 'killer robots'

Global sugar prices soared to their highest level in almost 13 years in September due to the El Nino weather phenomenon in India and Thailand, the UN food agency said on Friday (Oct 6), while noting that the overall food index was mostly stable nevertheless.

Declines in indices for vegetable oils, dairy and meat offset the surge in sugar and maize prices, said Food and Agriculture Organization (FAO).

World food price index

According to the UN food agency, the price index which tracks the most globally traded food commodities averaged an estimated 121.5 points in September against the revised 121.6 for August, which previously stood at 121.4 points.&nbsp;

As per Reuters, last month’s figure was 10.7 per cent down year-on-year and 24 per cent below the all-time high reached in March 2022, after the Russian invasion of Ukraine.&nbsp;

The UN food agency’s cereal index rose 1.0 per cent from the previous month with prices in maize rising as much as seven per cent which has been attributed to a strong demand for Brazilian supplies and slower selling in Argentina as well as an increased barge freight rates in the United States.&nbsp;

Meanwhile, international wheat prices dropped by 1.6 per cent after Russia showed strong supplies and good production prospects, according to the FAO. The price for rice had skyrocketed nearly 10 per cent in August only dipping 0.5 per cent last month amid low import demand.&nbsp;

The UN food agency also noted a drop in the prices of dairy products by 2.3 per cent marking a ninth successive monthly fall which has been attributed to low global import demand and ample stocks.&nbsp;

The FAO has also forecasted the world cereal production this year at 2.819 billion tonnes slightly over the previous estimate of 2.815 billion. This is almost entirely driven by more positive yield estimates for Russia and Ukraine due to continued favourable weather conditions, said the UN food agency.

<h2>Global sugar prices hit 13-year high</h2>

While the food prices across the world steadied, the FAO noted that their Sugar Price Index jumped by 9.8 per cent in September when compared to the month before that, reaching the highest point since November 2010.&nbsp;

This surge has been attributed to the El Nino weather phenomenon which has affected the production in India and Thailand. The climate pattern is often marked by warming ocean surface temperatures and extreme weather events.&nbsp;

The rise in FAO’s Sugar Price Index for a second consecutive month has also raised concerns over a tighter global supply outlook in the upcoming season.&nbsp;

World food price index According to the UN food agency, the price index which tracks the most globally traded food commodities averaged an estimated 121.5 points in September against the revised 121.6 for August, which previously stood at 121.4 points. As per Reuters, last month’s figure was 10.7 per cent down year-on-year and 24 per cent below the all-time high reached in March 2022, after the Russian invasion of Ukraine. ALSO READ | India to cap sugar exports until H1 2024 as El Nino looms: Report The UN food agency’s cereal index rose 1.0 per cent from the previous month with prices in maize rising as much as seven per cent which has been attributed to a strong demand for Brazilian supplies and slower selling in Argentina as well as an increased barge freight rates in the United States. Meanwhile, international wheat prices dropped by 1.6 per cent after Russia showed strong supplies and good production prospects, according to the FAO. The price for rice had skyrocketed nearly 10 per cent in August only dipping 0.5 per cent last month amid low import demand. The UN food agency also noted a drop in the prices of dairy products by 2.3 per cent marking a ninth successive monthly fall which has been attributed to low global import demand and ample stocks. The FAO has also forecasted the world cereal production this year at 2.819 billion tonnes slightly over the previous estimate of 2.815 billion. This is almost entirely driven by more positive yield estimates for Russia and Ukraine due to continued favourable weather conditions, said the UN food agency. ALSO READ | Financial Institutions on high alert as El Nino poses risk to farm loans, says report Global sugar prices hit 13-year high While the food prices across the world steadied, the FAO noted that their Sugar Price Index jumped by 9.8 per cent in September when compared to the month before that, reaching the highest point since November 2010. This surge has been attributed to the El Nino weather phenomenon which has affected the production in India and Thailand. The climate pattern is often marked by warming ocean surface temperatures and extreme weather events. The rise in FAO’s Sugar Price Index for a second consecutive month has also raised concerns over a tighter global supply outlook in the upcoming season. The United Nations on Friday (Oct 6)&nbsp;urged Iran to free Narges Mohammadi, moments after the jailed activist was awarded the Nobel Prize for Peace.

Mohammadi, 51, is a journalist-activist who spent much of past 20 years in and out of jail for campaigning against mandatory dress code for women and the death penalty.

"The women of Iran have been an inspiration for the world," news agency AFP quoted the UN human rights office as saying.

"Their courage and determination in the face of reprisals, intimidation, violence and detention has been remarkable. They have been harassed for what they wear and what they do not wear, and face increasingly stringent legal, social and economic measures against them."

"Narges Mohammadi's case is emblematic of the huge risks that women take to advocate for the rights of all Iranians. We call for her release and the release of all human rights defenders jailed in Iran."

Human rights office spokeswoman Elizabeth Throssell at a press briefing in Geneva said that the Nobel award for Mohammadi "really highlights the courage and determination of the women of Iran and how they are an inspiration".

UN spokeswoman Alessandra Vellucci said respect for women's rights had always been an "extremely important point" for the United Nations.

"We stand for the rights of women around the world, including in Iran," she told the briefing.

UN Secretary-General Antonio Guterres "has been very clear in his defence in the human rights of women and girls in Iran", she added.

Mohammadi has been detained by the Iranian regime on 13 occasions, received convictions on five occasions, and faced a cumulative sentence of 31 years in prison, along with 154 lashings.

Earlier this year, she was among the three imprisoned Iranian journalists who were honoured with the United Nations' World Press Freedom Prize.

The Norwegian Nobel Committee on Friday (Oct 6) said, "This year’s peace prize also recognises the hundreds of thousands of people who have demonstrated against the theocratic regime’s policies of discrimination and oppression targeting women."

Ukraine: Death toll from Hroza strike rises to 52; UN team deployed to investigate

If global growth has slowed down in 2023, the coming year is unlikely to be any different for the world economy. A new forecast issued by the United Nations has asked the world to be prepared for "stalling and divergent" growth next year. The UN’s trade and development report stated that global economic growth will rise slightly, from 2.4% in 2023 to 2.5% in 2024.

UN’s warning on global economy

The World Trade Organization (WTO) halved its growth forecast for global goods trade for this year, on Thursday (Oct 5) citing persistent inflation, higher interest rates, the Ukraine war and a strained Chinese property market. &nbsp;Meanwhile, Kyiv said that its legal disputes with European Union member nations at the United Nations agency trade body were “on hold”.&nbsp;

<h2>WTO’s global trade growth forecast</h2>

WTO has given a number of factors which have cast a shadow over its outlook. According to the Geneva-based trade body, merchandise trade volumes would increase by just 0.8 per cent in 2023 which is less than half of its 1.7 per cent estimate back in April.&nbsp;

However, the 164-member trade body, for 2024 estimates that the goods trade growth would pick up to 3.3 per cent which is just 0.1 per cent higher than its previous estimate in April.&nbsp;

The WTO also expects the real-world GDP to increase by 2.6 per cent at market exchange rates this year and 2.5 per cent in 2024.&nbsp;

According to the WTO, the trade slowdown was broad-based and involved a larger number of countries and goods – particularly iron and steel; office and telecoms equipment; textiles and clothing. While cars were a notable exception witnessing a rise in sales this year.&nbsp;

The UN trade body also reiterated its warning that they have observed some trade fragmentation linked to global tensions but did not see any evidence of a broader de-globalisation that could threaten its forecast for the next year.&nbsp;

“The data suggest that goods continue to be produced through complex supply chains, but that the extent of these chains may have reached their high-water mark,” said the WTO. The UN trade body also said that it was immediately clear if the recent decline was due to geopolitical tensions or the general economic slowdown.

“The projected slowdown in trade for 2023 is cause for concern, because of the adverse implications for the living standards of people around the world,” said WTO director-general, Ngozi Okonjo-Iweala, adding that global economic fragmentation would only make these challenges worse.

<h2>Ukraine’s legal dispute at WTO</h2>

Kyiv said its <a href="https://www.wionews.com/world/ukraine-files-lawsuit-against-poland-hungary-and-slovakia-over-grain-import-bans-637289">lawsuits filed</a> against its neighbouring EU members – Poland, Slovakia and Hungary – over their bans on Ukrainian grain is “on hold”.&nbsp;

This comes after the war-torn country’s trade representative Taras Kachka, as per news agency Interfax Ukraine said, “We see that this problem will be eliminated in the coming weeks and months.”&nbsp;

The Ukrainian official also clarified that they are “not in a dispute” since they have not “formalised a working body to conduct a dispute,” adding that it is important to find a “constructive solution within the whole EU”.&nbsp;

Poland since welcomed Ukraine’s move and said that pausing of a complaint before the WTO is a “a necessary step”.&nbsp;

Polish government spokesman Piotr Muller told the PAP agency, “We look forward to further constructive actions by Ukraine to develop a suitable relationship on agricultural issues.”&nbsp;

The World Health Organization on Monday (Oct 2) recommended a second malaria vaccine that will be mass-produced by Serum Institute of India, in a bid to curb the life-threatening vector-borne disease. The jab could offer countries a cheaper and more readily available option. The United Nations health agency also recommended a vaccine against dengue for children living in areas where the infection is a significant public health problem.

During a briefing in Geneva, WHO Director-General Tedros Adhanom Ghebreyesus said that the&nbsp;agency is approving the new malaria vaccine based on the recommendations of two expert groups which suggested its use in children at risk of the disease.

The announcement comes nearly two years after WHO recommended the broad use of the world’s first malaria vaccine RTS,S.

<h2>Second malaria vaccine</h2>

“Today, it gives me great pleasure to announce that WHO is recommending a second vaccine called R21/Matrix-M to prevent malaria in children at risk of the disease,” said Tedros.&nbsp;

R21/Matrix-M – developed by Britain’s University of Oxford and mass manufactured by Serum Institute of India, and uses Novavax’s Matrix M adjuvant – will be available to countries by mid-2024, said the WHO chief.&nbsp;

“As a malaria researcher, I used to dream of the day we would have a safe and effective vaccine against malaria. Now we have two,” said Tedros. The doses would cost between $2 and $4 and have already been approved for use in Burkina Faso, Ghana and Nigeria.

“WHO is now reviewing the vaccine for prequalification, which is WHO stamp of approval, and will enable GAVI (a global vaccine alliance) and UNICEF to buy the vaccine from manufacturers,” said Tedros.&nbsp;

Adar Poonawalla, CEO of Serum Institute of India told Reuters that they have already produced more than 20 million doses in anticipation of WHO’s recommendation and will ramp up production depending on the demand.&nbsp;

The UN health agency has also said that both vaccines have shown similar efficacy in separate trials but have not conducted any head-to-head trials to test which one performed better.&nbsp;

It is now up to the countries to decide which product they will use based on various factors including affordability and supply, said WHO.&nbsp;

<h2>About other vaccines</h2>

The WHO chief also said that the health agency is also recommending Takeda Pharmaceuticals’ Qdenga, a vaccine against dengue for children aged six to 16 years in areas where infection is prevalent.&nbsp;

Takeda’s vaccine was shown in trials to be effective against all four stereotypes of the virus in people who were previously infected by dengue, the chair of WHO’s Strategic Advisory Group of Experts on Immunization, Hanna Nohynek, told reporters.&nbsp;

The WHO group also recommended a simplified single-dose regime for primary immunisation for most COVID-19 vaccines to improve acceptance of the shots at a time when most people have had at least one prior infection, reported Reuters.

A new plan which is aimed at reducing the environmental risks from chemicals and waste was adopted by the United Nations conference&nbsp;on Saturday (Sep 30), with several countries committed to phasing out the most harmful ones in the next 12 years or so. The framework adopted also aims to enhance the safety management of hazardous chemicals where they are needed.&nbsp;

<h2>What is the framework about?</h2>

The framework called the ‘Global Framework on Chemicals – For a planet free of harm from chemicals and waste’ was adopted by governments, companies, and NGOs at the fifth International Conference on Chemicals Management, held in the German city of Bonn.&nbsp;

The plan in question sets out 28 concrete targets and guidelines for key sectors across the lifecycle of chemicals starting from production to waste.&nbsp;

Some of the steps include preventing illegal trafficking of chemicals and waste, introducing and implementing national legislation and phasing out the highly hazardous pesticides in agriculture by 2035.&nbsp;

“Everyone on this planet should be able to live and work without fear of falling sick or dying from chemical exposure. Nature, free from pollution, should be able to thrive and support humanity for millennia to come,” said Inger Andersen, executive director of the UN Environment Programme (UNEP) in a statement.&nbsp;

She added, “This is why this framework provides a vision for a planet free of harm from chemicals and waste, for a safe, healthy and sustainable future.”

The recently adopted framework also calls for a transition to safer and more sustainable chemical alternatives and the responsible management of chemicals in various sectors, including industry, agriculture and healthcare.

Additionally, the Global Framework on Chemicals calls for greater transparency and access to information about chemicals and their associated risks.&nbsp;

A new plan which is aimed at reducing the environmental risks from chemicals and waste was adopted by the United Nations conference on Saturday (Sep 30), with several countries committed to phasing out the most harmful ones in the next 12 years or so. The framework adopted also aims to enhance the safety management of hazardous chemicals where they are needed. What is the framework about? The framework called the ‘Global Framework on Chemicals – For a planet free of harm from chemicals and waste’ was adopted by governments, companies, and NGOs at the fifth International Conference on Chemicals Management, held in the German city of Bonn. The plan in question sets out 28 concrete targets and guidelines for key sectors across the lifecycle of chemicals starting from production to waste. Some of the steps include preventing illegal trafficking of chemicals and waste, introducing and implementing national legislation and phasing out the highly hazardous pesticides in agriculture by 2035. She added, “This is why this framework provides a vision for a planet free of harm from chemicals and waste, for a safe, healthy and sustainable future.” The recently adopted framework also calls for a transition to safer and more sustainable chemical alternatives and the responsible management of chemicals in various sectors, including industry, agriculture and healthcare. Additionally, the Global Framework on Chemicals calls for greater transparency and access to information about chemicals and their associated risks. A United Nations mission arrived in Nagorno-Karabakh, said Azerbaijani officials, on Sunday (Oct 1) after nearly all ethnic-Armenian people had fled from the region after it was recaptured by Baku following a military operation. This comes a day after Armenia said over 100,000 refugees have fled the ethnic Armenian enclave.&nbsp;

After a number of international appeals including from the United States and the European Union, Azerbaijan on Friday (Sept 29) agreed to a UN mission’s visit to Nagorno-Karabakh.&nbsp;

The UN mission’s arrival was confirmed by an Azerbaijani presidency spokesman who told news agency AFP that a “UN mission arrived in Karabakh on Sunday morning”. The visit marks the first time in about 30 years that the international body has gained access to the region.

Azerbaijan launched a so-called military operation, on September 19 against the separatist Armenians, who have claimed part of Karabakh – internationally recognised as Azerbaijani territory – as their ancestral homeland.&nbsp;

Armenian separatists, who had controlled the region for three decades agreed to disarm, dissolve their government and reintegrate with Baku after their defeat following the operation. The move has prompted Karabakh’s estimated 120,000 residents to flee the region for Armenia, sparking a refugee crisis.

Nazeli Baghdasaryan, a spokeswoman of the Armenian prime minister, said, “100,483 forcefully displaced persons arrived in Armenia,” as of Sunday morning, adding that some 45,516 refugees were now in temporary accommodation.

France also lashed out at Azerbaijan for allowing the UN mission into the breakaway region after most residents had already fled.

<h2>‘Tragic page’</h2>

Amid the refugee crisis in the region, on Sunday (Oct 1) Yerevan also observed a national day of prayer for the region. “One of the most tragic pages of Armenian history is being written today,” 28-year-old Mariam Vartanyan told AFP, standing in the crowd of worshippers.

UN mission arrives in Karabakh for first visit in nearly 30 years

Over the past week 130 world leaders and more than 50 ministers addressed the annual high-level meeting of the United Nations General Assembly in New York, but fewer than 12 per cent&nbsp;of those to stand at the lectern were women.

"We have to be courageous enough ... to call people out, delegation by delegation, when you meet them," UN&nbsp;Deputy Secretary-General Amina Mohammed told reporters on Tuesday after the last country had spoken in the 193-member General Assembly.

"It's clear and abundant in the hall, when you're sitting at the podium and you're looking down, it's true - I'm searching for the women and that has to get better," she added.

Only four countries did not address the six day meeting - Niger, Myanmar, Afghanistan and Madagascar, diplomats said.

Of the 189 member countries who spoke there were 88 heads of state and 42 heads of government, said senior U.N. official Movses Abelian. The remaining speakers were made up of deputy leaders and ministers, along with six ambassadors.

Among the speakers were 21 women - six heads of state, four heads of government, one vice president, nine ministers and one vice minister, Abelian told reporters.

In his speech, South African President Cyril Ramaphosa drew applause on the first day of the General Assembly when he said that women made up 50 per cent&nbsp;of South Africa's cabinet and that he had been accompanied to New York by an all-female delegation.

"It should be a matter of concern to us all that the majority of people who are sitting in this assembly are men," he said. "The question we have to ask - where are the women of the world? The women of the world have a right to be here."

Within the United Nations there is gender parity among the top level of under-secretaries-general, according to U.N. data. Throughout the entire UN&nbsp;system, women make up 44 per cent&nbsp;of international staff.

* The longest speech, at 38 minutes, was given by Burkina Faso's Minister of State and Civil Service Bassolma Bazie, while the shortest, at about 10 minutes, was Rwandan President Paul Kagame, Abelian said.

* While 190 countries spoke about the COVID-19 pandemic during the high-level General Assembly in 2021, only about 40 countries did this year.

On September 26, External Affairs Minister S. Jaishankar is scheduled to speak before the UN General Assembly in New York. The minister will probably talk about Justin Trudeau, the prime minister of Canada, making "credible allegations" that India was involved in the murder of Khalistani terrorist Hardeep Nijjar. These claims have strained diplomatic ties between the two nations.

'We walk the talk...': Jaishankar on India's unwavering commitment to South-South cooperation

In a befitting response to Pakistan, after it raked&nbsp;up Kashmir in UN General Assembly, India slammed the nation and called on Islamabad to "take credible action against perpetrators of Mumbai terror attack."

India fielded young woman diplomat Petal Gahlot to condemn Pakistan in strong words in the right to reply at UNGA. India asked Pakistan to stop cross-border terror by shutting down terror infrastructure, vacating occupied areas of the Union territory of Jammu and Kashmir, and stopping human rights violations against minorities in Pakistan.

This comes after Pakistan's caretaker Prime Minister Anwaar-ul-Haq Kakar raised the Jammu and Kashmir issue in his UN General Assembly address.&nbsp;"Global powers should convince New Delhi to accept Pakistan's offer of mutual restraint on strategic and conventional weapons," he said during his address.&nbsp;

As has been reiterated several times in the past, India once more demanded Pakistan take action against terrorism.

Reacting to Kakar’s statement on Jammu and Kashmir, India called Pakistan a "habitual offender" of misusing the forum to "peddle baseless and malicious propaganda against India". Indian diplomat and First Secretary at United Nations for 2nd Committee of UNGA, Petal Gahlot asked Pak to look at its own "abysmal" record on human rights.&nbsp;

"Pakistan has become a habitual offender when it comes to misusing this August forum to peddle baseless and malicious propaganda against India. Member states of the United Nations and other multilateral organizations are well aware that Pakistan does so to deflect the international community's attention away from its own abysmal record on human rights," Gahlot said.&nbsp;

he reiterated India’s stance that the union territories of Jammu and Kashmir are an integral part of India and matters pertaining to the UTs of J&amp;K and Ladakh are "purely internal to India. Pakistan has no locus standi to comment on our domestic matters..."&nbsp;

"As a country with one of the world's worst human rights records, particularly when it comes to minority and women's rights, Pakistan would do well to put its own house in order before venturing to point a finger at the world's largest democracy. A glaring example of the systemic violence against minorities in Pakistan was the large-scale brutality perpetrated against the minority Christian community in Jaranwala, in Pakistan's Faisalabad District in August 2023, where a total of 19 churches were gutted and 89 Christian houses were burnt down," Petal Gahlot said.

"The condition of women belonging to minority communities in Pakistan notably Hindu Sikhs and Christians remains deplorable. According to a recent report published by Pakistan's own Human Rights Commission, an estimated 1,000 women from minority communities are subjected to abduction, forced conversion and marriage in Pakistan every year. Pakistan has been the home and patron to the largest number of internationally prescribed terrorist entities and individuals in the world," she added.&nbsp;

"Instead of engaging in technical sophistry, we call upon Pakistan to take credible and verifiable action against the perpetrators of the Mumbai terror attacks whose victims await justice even after 15 years. In order for there to be peace in South Asia, the actions that Pakistan needs to take are threefold. First, stop cross-border terrorism and shut down its infrastructure of terrorism immediately. Second, vacate Indian territories under its illegal and forcible occupation. And third, stop the grave and persistent human rights violations against the minorities in Pakistan, " the Indian diplomat said.&nbsp;

Addressing the General Debate of the 78th session of the United Nations General Assembly in New York on Thursday, Kakar had said, "Development depends on peace. Pakistan is situated in the least economically integrated region in the world. Pakistan believes that regions develop together therefore [the country] desires peaceful and productive relations with all neighbours, including India," he said.

"Pakistan desires peaceful and productive relations with all our neighbours, including India. Kashmir is the key to peace between Pakistan and India," he said.

In a befitting response to Pakistan, after it raked up Kashmir in UN General Assembly, India slammed the nation and called on Islamabad to "take credible action against perpetrators of Mumbai terror attack." India fielded young woman diplomat Petal Gahlot to condemn Pakistan in strong words in the right to reply at UNGA. India asked Pakistan to stop cross-border terror by shutting down terror infrastructure, vacating occupied areas of the Union territory of Jammu and Kashmir, and stopping human rights violations against minorities in Pakistan. This comes after Pakistan's caretaker Prime Minister Anwaar-ul-Haq Kakar raised the Jammu and Kashmir issue in his UN General Assembly address. "Global powers should convince New Delhi to accept Pakistan's offer of mutual restraint on strategic and conventional weapons," he said during his address. Reacting to Kakar’s statement on Jammu and Kashmir, India called Pakistan a "habitual offender" of misusing the forum to "peddle baseless and malicious propaganda against India". Indian diplomat and First Secretary at United Nations for 2nd Committee of UNGA, Petal Gahlot asked Pak to look at its own "abysmal" record on human rights. "Pakistan has become a habitual offender when it comes to misusing this August forum to peddle baseless and malicious propaganda against India. Member states of the United Nations and other multilateral organizations are well aware that Pakistan does so to deflect the international community's attention away from its own abysmal record on human rights," Gahlot said. "The condition of women belonging to minority communities in Pakistan notably Hindu Sikhs and Christians remains deplorable. According to a recent report published by Pakistan's own Human Rights Commission, an estimated 1,000 women from minority communities are subjected to abduction, forced conversion and marriage in Pakistan every year. Pakistan has been the home and patron to the largest number of internationally prescribed terrorist entities and individuals in the world," she added. "Instead of engaging in technical sophistry, we call upon Pakistan to take credible and verifiable action against the perpetrators of the Mumbai terror attacks whose victims await justice even after 15 years. In order for there to be peace in South Asia, the actions that Pakistan needs to take are threefold. First, stop cross-border terrorism and shut down its infrastructure of terrorism immediately. Second, vacate Indian territories under its illegal and forcible occupation. And third, stop the grave and persistent human rights violations against the minorities in Pakistan, " the Indian diplomat said. Addressing the General Debate of the 78th session of the United Nations General Assembly in New York on Thursday, Kakar had said, "Development depends on peace. Pakistan is situated in the least economically integrated region in the world. India hits out at Pakistan for raking up Kashmir at UNGA again, says vacate occupied region

In a supposed veiled attack on China, the foreign minister of QUAD nations, on Friday (September 22), expressed concerns about the militarisation of disputed features, and the dangerous use of coast guard and maritime militia vessels in the <a href="https://www.wionews.com/world/exclusive-pm-modis-attendance-underscores-aseans-indo-pacific-importance-says-indonesian-ambassador-628738">Indo-Pacific</a> while reaffirming that respect for sovereignty and territorial integrity underpin the development of the region.&nbsp;

The remarks were made in a joint statement after a meeting of foreign ministers of the <a href="https://www.wionews.com/world/india-to-host-quad-summit-in-2024-594495">Quad grouping</a> – Australia, India, Japan and the United States – on the sidelines of the United Nations General Assembly.&nbsp;

<h2>About the Indo-Pacific</h2>

The meeting included the foreign ministers of the four-nation bloc: Australian Foreign Minister Penny Wong, India’s External Affairs Minister S Jaishankar, Japanese Foreign Minister Kamikawa Yoko, and US Secretary of State Antony Blinken.&nbsp;

“We reaffirm our conviction that international law, respect for sovereignty and territorial integrity, and the maintenance of peace and security in the maritime domain underpin the development and prosperity of the Indo-Pacific,” said the Quad nation’s foreign ministers, in the joint statement.&nbsp;

They also emphasised the importance of adherence to international law and the UN charter to address challenges to the global maritime rules-based order which includes “respect to maritime claims, and in the <a href="https://www.wionews.com/world/can-south-china-sea-dispute-escalate-into-a-full-scale-war-414263">South and East China Seas.</a>”&nbsp;

In an apparent reference to China, the statement said, “We continue to express serious concern about the militarisation of disputed features, the dangerous use of coast guard and maritime militia vessels, and efforts to disrupt other countries’ offshore exploitation activities.”&nbsp;

It added, “We strongly support the principles of freedom, the rule of law, sovereignty and territorial integrity, and peaceful settlement of disputes; and oppose unilateral attempts to change the status quo.”&nbsp;

While the Quad did not have a formal military aspect till now it is widely seen as a grouping formed to counter China’s rising influence in the Indo-Pacific.

Beijing’s <a href="https://www.wionews.com/world/india-vietnam-malaysia-philippines-and-taiwan-reject-chinas-new-controversial-map-release-statements-631063">continued claims</a> over the entire South China Sea drew criticism from Vietnam, Malaysia, the Philippines, and Brunei.&nbsp;

<h2>‘Deep concern’ over Ukraine war</h2>

The Quad ministers in their statement also expressed “deep concern” over the “raging” war in Ukraine and “mourn its terrible and tragic humanitarian consequences.” They also underscored the “need for a comprehensive, just, and lasting peace in Ukraine” in line with international law.&nbsp;

The Quad nation’s foreign ministers also said they are “deeply concerned about the global food security situation” and support the UN’s attempts to renew the <a href="https://www.wionews.com/world/explained-russia-formally-backs-out-of-black-sea-grain-deal-what-happens-now-616637">Black Sea grain deal </a>after Russia backed out of it, in July.&nbsp;

Respect for sovereignty, territorial integrity underpin development of Indo-Pacific: Quad foreign ministers

<a href="https://www.wionews.com/south-asia/pakistan-lawmaker-anwar-ul-haq-kakar-chosen-as-new-interim-prime-minister-624827">Pakistan’s interim Prime Minister Anwaar-ul-Haq Kakar</a>, on Friday (September 22) garnered criticism mostly from supporters of former PM Imran Khan after he apparently compared Beijing’s strong ties with Islamabad to that of the United States’ support for Israel.&nbsp;

The supposed comparison took place during an interview with the Council on Foreign Relations, as the Pakistan PM is in the midst of a visit to the US to attend the 78th United Nations General Assembly (UNGA).

<h2>What did Kakar say?</h2>

When asked about the relationship between Pakistan and China by one of the attendees, Kakar said, “Pakistan enjoys a strategic relationship with China. We are very clear that there are people who would qualify Pakistan as China’s Israel.”&nbsp;

He added, “It is probably a more good analogy for&nbsp;American audience because you do understand and appreciate the value of Israel for the United States.” He also spoke about how the two countries have “a lot in common in terms of the emergent crises within the region” and “commonalities on certain issues”.&nbsp;

The issues that the caretaker Pakistan PM referred to included the One-China policy, and China’s stance on Taiwan, Tibet and Xinjiang.&nbsp;

Kakar went on to talk about how Beijing supported Islamabad around 2012-2013 when many in the West were “predicting Pakistan is a failed state and it is going to be dysfunctional soon in that context our Chinese friends intervened…with a sizeable project the Belt and Road Initiative (BRI)...”&nbsp;

<h2>‘Shockingly poor language’</h2>

The statement was not well-received by some in Pakistan who took to social media to express their anger over the interim PM’s remarks. “Why would I want my country to be like ‘China’s Israel’? Why can we not just define Pakistan as Pakistan itself, and make it a prosperous example for the world to follow?” said Pakistan Tehreek-e-Insaf (PTI) ex-MPA Taimur Khan Jhagra, on X.&nbsp;

He added, “Shockingly poor language to compare Pakistan with an apartheid state (that)&nbsp;Pakistan doesn’t recognise.”&nbsp;

Meanwhile, PTI’s Faisal Amin Khan, pointed out that Kakar may be referring to Chinese General Xiong Guangkai’s quote in the introduction of Andrew Small’s The China Pakistan Axis: Asia’s New Geopolitics which states “Pakistan is China’s Israel”.&nbsp;

“Comparing your country to a bully like Israel isn’t very smart…seemed like the prime minister read the book on his way to New York,” said Khan, on X.

Supreme Court lawyer Zahid F. Ebrahim said, “I did not expect better from Mr Kakar. But, I did expect better from @JalilJilani (Foreign Minister Jalil Jilani).”&nbsp;

He added, “The caretaker FM should have vigorously opposed this outrageously wasteful foreign jaunt by a caretaker PM.”&nbsp;

International Peace Day 2023: The International Day of Peace (IDP) or World Peace Day is celebrated worldwide on September 21 of every year. The day was established by the United Nations General Assembly (UNGA), dedicated to promoting peace among the countries, strengthening the idea of peace and fostering a non-violent&nbsp;culture.

The day is dedicated to educating people about the importance of coexistence and conflict prevention.&nbsp;

It is represented by a dove and an&nbsp;olive branch. The 'dove' represents peace and freedom, while the 'olive branch' has been a traditional symbol of peace since ancient times.&nbsp;

Here's the history, theme and significance of International Peace Day 2023:

<h2>History and Theme:</h2>

The International Day of Peace was established on 30 September 1981 by the United Nations General Assembly (UNGA). Almost two decades later, in 2001, the General Assembly unanimously voted to designate the day as a period of "non-violence and ceasefire."

The first IDP was celebrated on 21 September 1982 and marked a significant step towards promoting peace and raising awareness about the importance of peacekeeping efforts across the world. However, in 2001 the date for it was officially declared as September 21.&nbsp;

The theme for this year's International Peace Day is "Actions for Peace: Our Ambition for the #GlobalGoals." It aims to recognise individual and collective responsibility to foster peace.

Fostering peace means contributing to the realisation of the Sustainable Development Goals (SDGs) and achieving them by creating a peaceful culture&nbsp;for everyone.&nbsp;

The UN Secretary-General Antonio Guterres said, "Peace is needed today more than ever. War and conflict are unleashing devastation, poverty, and hunger, and driving tens of millions of people from their homes. Climate chaos is all around. And even peaceful countries are gripped by gaping inequalities and political polarisation."

Significance:

The International Day of Peace aims to remind people of the UN's commitment to peace and a conflict-free world. It encourages people to work together and toward a more peaceful world.&nbsp;

The day continues to be an important hand for promoting understanding and cooperation among people and nations as the UN believes that true peace is just not about the absence of violence but also the "building of societies where all members feel that they can flourish."

Authorities maintain that Amini was not subjected to physical abuse and released a statement asserting that her death&nbsp;resulted from a sudden heart failure, potentially stemming from preexisting health conditions. In contrast, Amini's family refutes any claims of preexisting health problems for the 22-year-old.
