The push for reform of the UN Security Council - it's been a recurring theme in global dialogues. The UN's structure dates back to the end of the world of the second World War.

The U.N. human rights chief urged countries on Monday to work together to defeat threats such as war and pollution at an event to mark 75 years of the Universal Declaration of Human Rights that risks being overshadowed by the Israel-Hamas conflict.

Ministers, diplomats and activists attended the Geneva event where Volker Turk invoked the spirit in which the newly-formed United Nations adopted the declaration in December 1948, in response to what the document calls "barbarous acts which have outraged the conscience of mankind".

"I view today's event as a call to hope, and a call to action," said Turk, an Austrian, who said the declaration had inspired successes such as the end of racial segregation in the United States and apartheid in South Africa.

"At a time of so little solidarity, and so much divisive and short-sighted vision, I view it as a call to overcome polarisation."

The United Nations on Monday (Dec 11) officially concluded its decade-old deployment in Mali, its spokesperson released a statement saying, in a move that Mali's military leaders ordered.&nbsp;

The mission, which was also known as MINUSMA, lowered the United Nations flag on its headquarters in the capital Bamako, its spokesperson Fatoumata Kaba told the news agency AFP.

She further said that this symbolic ceremony marked the end of the mission. However, some elements of it are still there, she added.

A "liquidation phase" is scheduled for Jan 1, 2024, where activities like handing over the remaining equipment to the authorities will occur.

In a rare and unprecedented move, United Nations Secretary-General Antonio Guterres invoked Article 99 of the UN Charter on Wednesday (Dec 6). This decision is aimed at formally warning the UN Security Council about the global threat emanating from Israel's ongoing military operations in Gaza.

Guterres has been urging an "immediate humanitarian ceasefire" since October 18, but the Security Council has yet to adopt a resolution due to differences among its permanent members.

<h2>Understanding Article 99: A unique power for the Secretary-General</h2>

Article 99 is a distinctive provision within the UN Charter, granting the secretary-general a special and independent political tool.

The purpose is to issue warnings about new threats to international peace and security, focusing on matters not yet on the council's agenda.

By invoking Article 99, Guterres gains the right to speak at the Security Council without the need for an invitation from a member state.

In a letter addressed to the Security Council on Wednesday (Dec 6), Guterres expressed his deep concern over the council's continuous lack of action and the severe deterioration of the situation in Gaza.

He argued that the escalating crisis compelled him to invoke Article 99, marking the first time since he assumed the role of secretary-general in 2017.

The letter shed light the dire conditions in Gaza, with over 16,000 Palestinians dead and thousands more missing.

Guterres warned of a potential breakdown in public order, a collapsing humanitarian system, and the absence of effective protection for civilians.&nbsp;

<h2>Can Article 99 bring an end to the war?</h2>

Article 99 grants the secretary-general the authority to bring attention to threats, but it does not confer the power to force the Security Council to adopt specific resolutions.

The Security Council, as the UN's most powerful body, has the responsibility to maintain international peace and security.

If the council chooses to act on Guterres's advice and adopts a ceasefire resolution, it gains additional powers to ensure implementation.

These powers include the authority to impose sanctions or authorise the deployment of an international force.

However, Article 99 does not provide Guterres with the means to compel the Security Council to adopt resolutions. The veto power held by the five permanent members—China, Russia, the United States, the United Kingdom, and France—poses a significant challenge.

The ability to adopt a substantive resolution relies on unanimous approval or the abstention of the permanent members. The United States, Israel's chief backer, has previously vetoed a resolution, while Russia, which has been more critical of Israel, has blocked another.

<h2>Historical instances of Article 99&nbsp;</h2>

Article 99 has been invoked on only four occasions in the past:

<ol>
	<li>Congo (1960): Secretary-General Dag Hammarskjold invoked Article 99, leading to the Security Council adopting Resolution 143, calling for Belgium to withdraw its troops. The Congolese war continued, with deepening crises in subsequent years.</li>
	<li>East Pakistan (1971): Secretary-General U Thant cited Article 99 to seek the Security Council's intervention during the conflict in East Pakistan (now Bangladesh). The outcome and the extent of the invocation's use remain unclear.</li>
	<li>Iran (1979): Secretary-General Kurt Waldheim used Article 99 during the Iran hostage crisis, but the hostages were held for 444 days until released after the Algiers Accords were signed in 1981.</li>
	<li>Lebanon (1989): Secretary-General Javier Perez de Cuellar invoked Article 99 to call for a ceasefire in Lebanon's escalating civil war. However, the conflict continued despite the Security Council's call for a ceasefire.</li>
</ol>

The historical use of Article 99 has yielded mixed results, with limited success in achieving lasting peace. The tool, designed as a preventative measure, aims to deter conflicts from escalating.

However, in the current context of the Gaza conflict, Article 99 has been invoked after the situation has already escalated.

<h2>What has Israel's response been?</h2>

The effectiveness of Article 99 in influencing Security Council actions remains uncertain. The secretary-general's intervention, while facilitating discussions and encouraging compromise, does not fundamentally alter the political calculations of the Security Council's powerful members.

The veto power wielded by the permanent members, especially the United States, plays a pivotal role in shaping resolutions related to the Israel-Gaza conflict.

Israel's ambassador to the UN, Gilad Erdan, has criticised Guterres, accusing him of bias against Israel.

Erdan contends that Guterres's call for a ceasefire is, in reality, a call to maintain what he sees as "Hamas's reign of terror in Gaza."&nbsp;

As the conflict persists and diplomatic efforts unfold, the impact of Article 99 on the Security Council's actions will be closely monitored.

The tool's historical use suggests that while it can prompt discussions and resolutions, achieving lasting peace requires navigating the intricate dynamics of international relations and the complex geopolitics surrounding the Israel-Gaza war.&nbsp;

The World Health Organization (WHO) called on countries to raise taxes on alcohol and sugar-sweetened beverages (SSBs), on Tuesday (Dec 5) while noting that a majority of the countries do not incentivise healthier behaviours.&nbsp;

The recommendations were based on the United Nations health agency's study of the taxation rates which found that the average global tax rate on such “unhealthy products” was low, and hiking taxes could result in healthier populations and reduce the deaths&nbsp;they cause.&nbsp;

“WHO recommends that excise tax should apply to all sugar-sweetened beverages (SSBs) and alcoholic beverages,” said the UN agency&nbsp;in a statement. Excise taxes target specific consumer products.&nbsp;

<h2>Millions of deaths due to alcohol and SSBs</h2>

Around 2.6 million people across the world die from drinking alcohol, while more than eight million die from having an unhealthy diet, according to WHO, adding that implementing a tax on them “will reduce these deaths.”

The UN agency also said that raising the tax will not only help reduce the consumption of these beverages but also incentivise companies to make healthier products.&nbsp;

“Taxing unhealthy products creates healthier populations. It has a positive ripple effect across society, less disease and debilitation and revenue for governments to provide public services,” said Rüdiger Krech, the UN agency’s health promotion director, in the statement.&nbsp;

“In the case of alcohol, taxes also help prevent violence and road traffic injuries,” he added.

The tax on these products would also help prevent non-communicable diseases such as cancers, diabetes and heart diseases, said the UN health agency.&nbsp;

<h2>What else did WHO find?</h2>

The report also noted that half of all countries taxing SSBs are also taxing water – not something that the WHO recommends. Around 108 countries of its 194 members impose some taxation on SSBs. Globally, excise taxes on average represent just 6.6 per cent of the price of a soda.

Additionally, at least 148 countries have applied excise taxes to alcohol at the national level. However, wine is exempted from excise taxes in at least 22 countries, most of which are in Europe, said WHO.&nbsp;

The tax, according to the UN agency, on the price of the most sold brand of beer is 17.2 per cent. Meanwhile, the tax on "the most sold brand of the most sold&nbsp;type of spirit" is 26 per cent.

“A significant body of research has demonstrated that people who engage in heavy episodic drinking tend to drink the cheapest available alcoholic beverages,” said the WHO.&nbsp;

The report citing a 2017 study said taxes that increase alcohol prices by 50 per cent would help avert over 21 million deaths over half a decade and generate nearly $17 trillion in additional revenues.&nbsp;

The head of the United Nations AIDS programme recently warned that an unprecedented backlash against human rights which is leading to the stigmatisation of groups most at risk of HIV infection is putting the global response to the potentially life-threatening condition “under threat”.

Every year since 1998, December 1 has been observed as <a href="https://www.wionews.com/trending/world-aids-day-2023-history-significance-theme-and-more-664930">World AIDS Day</a>. The international day is dedicated to raising awareness and showing support for those living with and affected by HIV and to remember those who lost their lives to AIDS.&nbsp;

But before we delve into the long history and complexities surrounding HIV/AIDS epidemic it is important to understand the basics.&nbsp;

<h2>Difference between HIV and AIDS</h2>

Human immunodeficiency virus, or HIV is a virus which attacks the immune system, specifically T cells that help the body fight infections.&nbsp;

If left untreated, over time the virus destroys so many of these cells that a person is more vulnerable to other infections and diseases, eventually leading to the most severe form of an HIV infection – acquired immunodeficiency syndrome, or AIDS.&nbsp;

The virus can spread through bodily fluids of a person with HIV but most commonly during unprotected sex and the sharing of needles for drug use, and also from parent to child.&nbsp;

<h2>Why is the global response to AIDS under threat?&nbsp;</h2>

Countries which have stringent laws against LGBTQ+ people or that criminalise sex work or personal drug use are largely the places witnessing a rise or plateau in new infections, Winnie Byanyima, executive director of UNAIDS told Reuters.&nbsp;

She also attributed this rise in infections to stigma, discrimination and a lack of comprehensive sex education. “This pushback - anti-human rights, anti-democratic, anti-gender equality - has put our work under threat,” said the UNAIDS chief.&nbsp;

The US Centers for Disease Control and Prevention (CDC) defines ‘HIV stigma’ as “negative attitudes and beliefs” about people with HIV and labelling them as a part of a group which is believed to be “socially unacceptable.”&nbsp;

This stigma has proven to be a hurdle in the testing and prevention of HIV. It has taken years of consistent awareness programmes and community-led initiatives to destigmatise HIV and encourage testing and treatment to contain the epidemic, but it still&nbsp;tends to be one of the biggest barriers to seeking HIV treatment.&nbsp;

This stigma is also said to be rooted in the fear of HIV.&nbsp;Since the virus first emerged around the 1980s – before HIV was identified as the cause of AIDS – the infection was thought to only affect specific groups, such as gay men and people who use needles to inject drugs.&nbsp;

In the US, though the virus reportedly first emerged around the 1970s, it was not until a decade later that it came to the public’s attention and subsequently turned into panic. Since the disease, at the time, appeared to affect mostly homosexual men, people began considering AIDS as a “gay disease” for many years.&nbsp;

It was not until September 1982 that the CDC used the term AIDS to describe the disease for the first time, and by then HIV had spread to several European countries too.&nbsp;

The virus was first isolated by Dr Françoise Barré-Sinoussi and Dr Luc Montagnier in 1983 at the Institut Pasteur in Paris. The pair received the Nobel Prize in Physiology or Medicine for their discovery in 2008.&nbsp;

<h2>Decades-long epidemic</h2>

Over the years, scientists have managed to develop medicines for HIV treatment which reduce the amount of HIV in a person’s body and allow them to stay healthy. However, the decades-long epidemic is far from over.&nbsp;

According to the WHO, HIV remains a major global public health issue which has claimed the lives of over 40 million people since the beginning of the epidemic. Even today, some report a rise in new infections. HIV also remains incurable.

At the end of 2022, at least 39 million people were still living with HIV, out of which 1.3 million were newly infected, according to the figures released by the UN health agency in July.&nbsp;

According to UNAIDS data, nearly 30 million of them are getting treatment, but there were still 630,000 deaths due to AIDS-related illnesses, in 2022.&nbsp;

<h2>Let&nbsp;communities lead</h2>

The UN programme on HIV/AIDS aims to end the AIDS epidemic by 2030 and, as per a report published in July, has sought to achieve this by “95-95-95” targets, which include: 95 per cent people living with HIV knowing their HIV status, 95 per cent people who know they are living with HIV being on lifesaving antiretroviral treatment, and 95 per cent people who are on treatment being virally suppressed.&nbsp;

But testing remains crucial. According to UNAIDS, an estimated 5.5 million were living with HIV but were unaware of their status in 2022.&nbsp;

This delay or not receiving timely HIV treatment has been attributed to lack of access to healthcare; anticipated or encountered stigma and discrimination; logistical challenges of accessing care or collecting medication; and the possibility of inciting anger and mistrust in partners or family members, wrote a group of researchers in the journal Nature.

A report published by UNAIDS titled ‘Let Communities Lead,’ says “The world can end AIDS, with communities leading the way.”&nbsp;

While the report in July highlighted “strong political leadership”, the new report calls for the upliftment of community organisations by recognising and funding them to help fight stigma and the wider backlash.&nbsp;

Communities connect people and are more person-centred public health services, build trust, monitor the implementation of policies and services, and hold providers accountable, according to the UNAIDS report.&nbsp;

However, they are often held back due to their leadership, it noted. This includes funding shortages, policy and regulatory hurdles, and crackdowns on civil society and the rights of marginalised communities, which are obstructing the progress of HIV prevention and treatment services.

“The end of AIDS is possible, it is within our grasp,” said Byanyima, in a statement. “To follow the path that ends AIDS, the world needs to let communities lead.”

In a rare move, North Korea's ambassador appeared at the UN Security Council on Monday (Nov 27) and defended his country's launch of a spy rocket satellite, calling it an act of self-defence.

This came after North Korean leader Kim Jong Un inspected the photos of "major target regions", including that of the White House and Pentagon.

Countries like South Korea and Japan have said that Pyongyang breached Security Council resolutions by launching the spy satellite earlier this week.

North Korea earlier said that its latest satellite has captured and sent across images of major US and South Korean military sites, as well as photos of the Italian capital Rome.&nbsp;

As per the state-run KCNA news agency, the satellite took "in detail" images of the White House and the Pentagon in Washington which Kim later studied.

The report further said that he had also counted the number of aircraft carriers at a military base and a shipyard in the neighbouring state of Virginia.

<h2>No other countries face restrictions on satellites, says Kim Song</h2>

North Korea's ambassador to the United Nations, Kim Song, at the Security Council, expressed disappointment over no other country facing restrictions over satellites.

"No other nation in the world is in the security environment as critical as the DPRK," said Kim, using the North's official name, the Democratic People's Republic of Korea.

"One belligerent party, the United States, is threatening us with a nuclear weapon," he said.

"It is a legitimate right for the DPRK as another belligerent party to develop, test, manufacture and possess weapons systems equivalent to those that the United States possesses or is developing."

Mocking US charges, he stated that the satellite technology also assisted North Korea in sharpening its projectile capability, tauntingly remarking if the United States put satellites into orbit "with a catapult."

The US ambassador, Linda Thomas-Greenfield, rebuffed North Korea's claim that it was acting in self-defence and said that joint US-South Korean exercises were "routine" and "defensive in nature".

"We intentionally reduce risk and pursue transparency by announcing the exercises in advance including the dates and the activities, unlike the DPRK," she said, adding that the drills did not violate Security Council resolutions.

UN Climate Change chief Simon Stiell warned on Tuesday that climate pledges of the countries will cut carbon emissions by just two per cent by the end of the decade from 2019 levels. The projected data is far short of the 43 per cent fall needed to limit warming to 1.5C.&nbsp;

An assessment of climate pledges shows only minor progress in reducing emissions this decade and the world leaders have not acted with sufficient urgency to curb greenhouse gas emissions.&nbsp;

Stiell said that the annual assessment of climate commitments shows they are "severely off track" as he called for climate talks in Dubai this month.&nbsp;

Climate change is evident in the form of rising global temperatures and disturbances in weather patterns, and now the UN said that the world is "failing to get a grip" on these climate-related issues.&nbsp;

UN warns world over plans to combat climate change as leaders remain off track to limit emissions

India warned nations across the world to be vigilant towards the dangers posed by unsustainable financing which leads to a vicious cycle of the debt traps, reflecting New Delhi's concern against Beijing's debt trap diplomacy across the world, especially in vulnerable South Asian nations bordering India.&nbsp;

"Peace is elusive and development a distant dream if resource crunch continues to exist. Hence, India in various fora, including in its current G20 presidency has worked towards reforms of International Financial Institutions," Madhu Sudan, Counsellor in India’s Permanent Mission to the United Nations said earlier this week during UN Security Council open debate on 'Maintenance of International Peace and Security: Promoting Sustaining Peace through Common Development'.

Notably, the meet was being held under China’s presidency of the 15-nation UN body for the month of November.

Madhu Sudan said that as the concept paper of the meeting suggests, "we should work on transparent and equitable financing and be vigilant with respect to the dangers of unsustainable financing which leads to the vicious cycle of debt traps."

He further noted that peace is “elusive as in our lived experiences where the UN representing the international community struggled to restrain the vaccine apartheid during Covid or the rising inflation of food, fuel and fertilisers which unjustly affect the Global South. It is reflective enough that the voice of the Global South is lost and forgotten without representation."

<h2>'Security is indeed multi-dimensional': India at UN</h2>

India has been repeatedly warning the nations to steer clear of the dangers of "hidden agendas" in unsustainable debt, in a reference to China which is accused in the western capitals&nbsp;of pursuing "debt trap" diplomacy.

“Choosing peace, co-operation and multilateralism is essential for building our collective future free of wars, conflicts, terrorism, space race and the threats from new and emerging technologies amongst others,” Madhu Sudan said.
