According to recent research by the UN Environment Programme (UNEP), pollution is anticipated to surge, particularly in regions currently reliant on open dumping and burning, practices that release greenhouse gases and introduce toxic chemicals into soil, water, and air.

In the absence of prompt action, the waste volume is estimated to reach 3.8 billion tonnes by the mid-century, surpassing previous predictions.

The report also indicates that economic burdens will nearly double when factoring in hidden costs associated with inadequate waste disposal, encompassing pollution, health issues, and climate change. By 2050, these costs are expected to escalate to approximately $640 billion annually, up from around $361 billion in 2020.

Taliban skips UN meet on Afghanistan in Doha | UN aims for future meetings with Taliban

Ahead of Tuesday's (Feb 20) vote on an Algerian resolution calling for an immediate ceasefire between Israel and Hamas, the United States on Monday (Feb 19) tabled its own UN Security Council draft resolution on Gaza.

Under the proposal, Washington has batted for a temporary ceasefire and called on Israel not to go ahead with a planned ground offensive in Rafah - the southernmost city in Gaza.

Up until now, the White House has remained averse to using the word ceasefire in any UN action on the Israel-Hamas war. However, the fresh US text echoes the language that President Joe Biden said he used last week in conversations with Israeli Prime Minister Benjamin Netanyahu.

Notably, the draft for the Algerian proposal was put forward over two weeks ago but the US has threatened that it would veto the push. Washington is of the view that the text put forth by Algeria could sabotage ongoing “sensitive negotiations” aimed at hammering out a peace deal.

For a resolution to pass, it needs at least nine votes in favour and no vetoes from the US, France, Britain, Russia or China - the five permanent members of the UN Security Council (UNSC).

US has already vetoed two proposals

Since the war broke out after the events of October 7 orchestrated by Hamas terrorists, the US has vetoed two proposals aimed at forcing a humanitarian peace deal. Apart from using the veto power, the US has also abstained on two occasions that allowed the council to adopt resolutions that aimed to boost aid to Gaza and called for extended pauses in fighting.

Currently, Washington's diplomats are intensely engaged with their counterparts from Israel, Qatar and Egypt to hammer out a peace deal and secure the release of hostages held by Hamas.

However, Israel has issued an ultimatum to Hamas that it will launch a ground offensive in Rafah by March 10 if the hostages are not released by Ramadan.

The United Nations aid chief on Thursday came under fire following a TV interview where he said that Palestinian militant group Hamas was "not a terrorist group for us."

UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths, during an interview with Sky News on Wednesday (Feb 14), said, “I’ve worked with many, many different terrorist and insurgent groups, Hamas is not a terrorist group for us, of course, as you know. It’s a political movement.”

Griffiths made the remarks on being asked if it was reasonable for Israel to insist that Hamas never be a member of a future Palestinian government.

“It is very, very difficult to dislodge these groups without a negotiated solution which includes their aspirations,” he added.

“If you want to have safety and security with people who are gonna inevitably continue to be your neighbour in some form or another, you are going to have to create a relationship based on some shared values,” he said in the interview.

After facing the backlash, he took to social media and put out a post clarifying his comments in the interview.

"Just to clarify: Hamas is not on the list of groups designated as terrorist organizations by the United Nations Security Council," Griffiths said in a post on X.

Ahead of Thursday's (Feb 8) parliamentary election, the United Nations human rights agency has voiced concern regarding Pakistan's crackdown on the opposition party of former prime minister Imran Khan. Elizabeth Throssell, spokesperson for the UN High Commissioner for Human Rights on Tuesday (Feb 6) urged the Pakistani authorities to allow all "eligible parties to compete fairly". "We are disturbed, therefore, by the pattern of harassment, arrests and prolonged detentions of leaders of the Pakistan Tehreek-e-Insaf party and their supporters, which has continued during the election period," said Throssell. "We expect the higher courts will carefully review these conclusions in line with applicable due process and fair trial rights and Pakistan's wider international human rights obligations," she added, referring to the charges rejected by Khan and his party levelled against him. While the UN appears sombre at the state of affairs in the South Asian country, caretaker Prime Minister Anwaar-ul-Haq Kakar on Tuesday told a delegation of foreign election observers that his government had made possible arrangements to ensure the seamless conduct of elections. However, hours later, Federal Interior Minister Gohar Ejaz said the government may temporarily disrupt internet service in parts of the country during Thursday's election. "As of now, no decision has been made. If a request is received from a province or a district, we will assess the threat level in that area," Ejaz told reporters in Islamabad. "Terrorists use WhatsApp for internal communication. If there is terrorist activity, should we not stop communication?" he added. UN Secretary-General Antonio Guterres has taken steps to address the scandal surrounding the UN Relief and Works Agency (UNRWA), responsible for Palestinian refugees, by appointing former French Foreign Minister Catherine Colonna to lead an independent review. The agency faces the potential loss of over $400 million in donor contributions. Colonna, along with three research organisations, will assess UNRWA's neutrality and respond to serious breach allegations, as reported by Voice of America (VOA).

The review group is set to commence work on February 14, with a preliminary report due in late March and a final public report expected by the end of April.
Background of UNRWA's scrutiny

The controversy escalated when Israel provided information to the UN, alleging the involvement of a dozen UNRWA staffers in the October 7 terror attacks inside Israel.

The UN terminated nine of them, confirmed one's death, and is clarifying the identities of two others. Israel has long criticised UNRWA, accusing it of ties to terrorism and promoting an anti-Israel curriculum.

The review group's efforts are distinct from the internal UN investigation into the October 7 allegations, occurring simultaneously.

UNRWA has warned of potential shutdown of relief operations by the end of February without swift funding restoration. Sixteen countries, including major donor the United States, have suspended contributions pending investigation outcomes.

The review group's mandate includes examining policy and procedural failures within UNRWA, offering recommendations for improvements or new ones to align the agency with its mission.

Commissioner-General Philippe Lazzarini had previously announced a review of UNRWA's operations in mid-January, emphasising the goal of making the organisation more effective and purposeful.

As UNRWA grapples with the potential funding crisis, about 3,000 of its 13,000 staff in Gaza continue daily operations to assist two million Palestinians.

The UN aims to keep communication open with donors, hoping they recognise the swift actions taken to address the issues head-on.

The situation remains complex, with parallel investigations, potential funding challenges, and a comprehensive review aimed at reshaping UNRWA's future.

The UN terminated nine of them, confirmed one's death, and is clarifying the identities of two others. Israel has long criticised UNRWA, accusing it of ties to terrorism and promoting an anti-Israel curriculum. UN Chief vows action as several key donor nations pause funding

The EU on Monday demanded an "urgent" audit of the UN Palestinian refugee agency UNRWA and said it is reviewing funding, following Israeli allegations that some staff participated in Hamas's October 7 attack.

EU demands ‘urgent’ audit of UN Palestinian refugee agency over militant links

Over a dozen countries, including the United States and more recently Japan, have suspended funds for the United Nations agency for Palestinian refugees after Israel accused some of its employees of participating in the October 7 attack by Hamas. However, a UN expert said that these countries may be violating the World Court order to provide effective aid in Gaza.

Why are countries pausing the funding to Gaza?

At least 14 countries, including top donors like the US and Germany, have paused funding for the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), amid accusations by Israel that their staff participated in the October 7 attack by the Palestinian militant group Hamas.

The allegations led to the UNRWA terminating several employees based on the information provided by Israeli authorities. However, many countries are now hesitant to continue the UN agency funding and calling for a thorough investigation.

New Zealand, on Tuesday (Jan 30) joined a growing number of countries: Australia, Austria, Canada, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Switzerland, the United Kingdom, and the US, to halt the funding to the UNRWA.

Meanwhile, the European Union, one of UNRWA's top donors, on Monday (Jan 29) demanded an "urgent" audit of the UN agency for Palestinians.

A commission statement said the EU executive "will determine upcoming funding decisions...in light of the very serious allegations made on 24 January relating to the involvement of UNRWA staff in the heinous 7 October attacks". It also said no additional funding to UNRWA "is foreseen until the end of February".

The Palestinian militant group Hamas’ October 7 attack on Israel resulted in the killing of 1,200 people, mostly civilians, and around 240 people were taken to Gaza as hostages, according to Israeli officials. Approximately more than 100 people are still said to be in Hamas captivity.

Israel has since retaliated with constant bombardment and ground operation in the Palestinian enclave killing more than 26,000 people, mostly women and children, according to the Hamas-run health ministry.

UN responds to suspension of aid

The UNRWA chief Philippe Lazzarini in a statement, on Saturday (Jan 27) slammed what he called “shocking” suspensions of funding.

“It is shocking to see a suspension of funds to the agency in reaction to allegations against a small group of staff, especially given the immediate action that UNRWA took by terminating their contracts and asking for a transparent independent investigation,” said Lazzarini, in a statement.

“Palestinians in Gaza did not need this additional collective punishment,” the UNRWA chief said on X and added “This stains all of us.”

Meanwhile, UN chief Antonio Guterres on Sunday (Jan 28) urged the donor states to “guarantee the continuity” of funds to the UNRWA. He added, “The abhorrent alleged acts of these staff members must have consequences.”

However, Guterres said, “tens of thousands of men and women who work for UNRWA, many in some of the most dangerous situations for humanitarian workers, should not be penalized.”

“Any UNRWA employee involved in acts of terror will be held accountable, including through criminal prosecution,” Lazzarini assured when the allegations were first levelled against the agency’s staff.

Are the countries violating international law?

UN special rapporteur for the occupied Palestinian territories, Francesca Albanese, warned that the decision taken by several countries to pause the funding to the UNRWA “overtly defies” the order by the International Court of Justice (ICJ) to allow effective humanitarian assistance to reach Gazans.

“This will entail legal responsibilities - or the demise of the (international) legal system,” said the UN expert, in a post on X.

Albanese is referring to one, among the series of provisional measures on Israel given by the ICJ which included “order to allow effective humanitarian assistance ‘to address the adverse conditions of life faced by Palestinians in Gaza’”.

The court order stated, “Israel must take immediate and effective measures to enable the provision of urgently needed basic services and humanitarian assistance to address the adverse conditions of life faced by Palestinians in the Gaza Strip.”

The UN judges gave an interim ruling on January 26 as the World Court continues to hear the case brought by South Africa accusing Israel of state-led genocide in the Gaza Strip amid its ongoing operation in the blockaded Palestinian enclave.

The UN special rapporteur, an independent expert who does not speak on behalf of the United Nations, also went on to highlight the timing that the announcements were made by several countries.

“The day after ICJ concluded that Israel is plausibly committing genocide in Gaza, some states decided to defund UNRWA,” said Albanese, in a separate post on X.

She also noted that by pausing the funding, countries are “collectively punishing millions of Palestinians at the most critical time, and most likely violating their obligations under the Genocide Convention”.

Meanwhile, an American International law professor Francis Boyle at the University of Illinois College of Law, who also serves as a legal adviser to the Provisional Government of the Palestinian Authority, in an interview with MSNBC called the suspension of funding “inconsistent” with the court order.

The governments who have made this decision without any due process or investigation, according to Boyle, are in violation of Article 2(c) of the Genocide Convention, which states “Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”

It is also worth noting that in its 29-page court order, the UN judges did indicate that they see a credible risk to Palestinians under the Genocide Convention, saying that “there is a real and imminent risk that irreparable prejudice will be caused to the rights claimed before the Court gives its final decision.”

“South Africa does not need to prove that Israel is committing genocide,” Juliette McIntyre, an international law expert told AFP ahead of the interim ruling, adding that they “simply need to establish that there is a plausible risk of genocide occurring.”

Experts ahead of the vote also said if the court decides there is a risk of genocide in Gaza, it could still have a ripple effect, particularly on the nations which support Israel politically or militarily.

Israel’s accusations against UNRWA staff

In his Sunday statement, the UN chief said 12 UNRWA employees were cited in the accusations by Israel out of which one is dead, nine have been fired and the “identity of the two others is being clarified.”

Meanwhile, news agency Reuters, on Monday (Jan 29) reported that Israeli intelligence released a six-page dossier which alleges that some 190 UNRWA employees, including teachers, have doubled as Hamas or Islamic Jihad militants.

One of the 11 accused is said to be a school counsellor who allegedly provided unspecified assistance to his son in the abduction of a woman during the Hamas infiltration.

Another UNRWA social worker, according to Reuters, has been accused of coordinating the movements of pick-up trucks used by the raiders and of weapons supplies.

Another Palestinian working for the UN agency is accused of participating in an attack on Reim, the site both of an army base and the Supernova music festival where, according to Israeli officials, more than 360 revellers were killed.

The Reuters report, citing an anonymous source, also said that the report had been compiled by Israeli intelligence and was shared with the US, which was among the first countries to suspend funding for UNRWA, on Friday (Jan 26).

UNRWA’s role in Gaza

On Monday (Jan 29), the UN agency said that it would not be able to continue operations in Gaza and surrounding regions after the end of February without any new funding.

Notably, the UNRWA plays a significant role in the Palestinian enclave and helps provide education, health and aid services to two-thirds of Gaza’s 2.3 million population.

Therefore, without any further aid, the future of millions of Palestinians hangs in balance amid the ongoing war and deteriorating humanitarian situation in Gaza.

The United Nations agency for Palestinian refugees on Saturday (Jan 27) slammed what it called “shocking” suspensions of funding by several countries after Israel accused some of its employees of participating in the October 7 attack by Hamas. Meanwhile, the UN chief, on Sunday (Jan 28) urged the donor states to "guarantee the continuity" of funds to UNRWA. ‘Shocking suspension’ “It is shocking to see a suspension of funds to the agency in reaction to allegations against a small group of staff, especially given the immediate action that UNRWA took by terminating their contracts and asking for a transparent independent investigation,” said UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) chief Philippe Lazzarini, in a statement, “Palestinians in Gaza did not need this additional collective punishment,” the UNRWA chief said on X and added “This stains all of us.” WATCH | UNRWA chief 'shocked' after countries pause funding On Friday (Jan 26), UNRWA said that it had terminated several employees following information about their alleged involvement provided by Israeli authorities. UN chief Antonio Guterres has ordered an “urgent and comprehensive independent review of UNRWA,” said his spokesman Stephane Dujarric. Nine countries suspend aid for UNRWA As of Saturday, six European countries, the United Kingdom, Germany, Italy, the Netherlands, Switzerland and Finland, joined the United States, Australia and Canada in pausing the funding to the UN aid agency. Berlin, on Saturday (Jan 27), became the latest European country to suspend funding saying so long as the accusation had not been cleared up, “Germany, in agreement with other donor countries” would for the moment withhold approval for further resources, said the foreign ministry in a statement. Meanwhile, Israeli Foreign Minister Israel Katz said UNRWA should be replaced once fighting in the enclave dies down after accusing it of ties with the Islamist militants in Gaza. “In Gaza’s rebuilding, @UNRWA must be replaced with agencies dedicated to genuine peace and development,” said Katz. However, he did not disclose the number of employees allegedly involved in the attacks, nor the nature of their supposed involvement.
