<p>United Nations (UN) has said that July&nbsp;is "extremely likely" to be the hottest month ever recorded in history, as scorching heatwaves grip various regions of the world. Data from the European Union's Copernicus Climate Change Service and the World Meteorological Organization (WMO) indicate that the first three weeks of July have been the warmest on record, pointing to the likelihood of July becoming the hottest July and hottest month overall.</p>

<p>This comes as heatwaves have been occurring more frequently and with greater intensity in recent years, and scientific evidence suggests that human activities, particularly the emission of greenhouse gases, are a major contributing factor to global warming and the increased frequency of heatwaves.</p>

July poised to be hottest month on record as heatwaves engulf globe: UN

<p>UN human rights chief Volker Turk on Thursday called on Israel to heed those demonstrating for "the defence of democracy and fundamental freedoms" in the face of controversial judicial reforms.</p>

<p>The new legislation curbs judicial review by Israel's top court of some government decisions, and critics fear it could pave the way to more authoritarian government.</p>

<p>Prime Minister Benjamin Netanyahu's governing coalition pushed through the key plank of its controversial reform package on Monday, sparking legal challenges and clashes on the streets.</p>

<p>Turk said he had been closely following developments, noting that for months, people from across Israeli society had been "demonstrating peacefully, building alliances for the defence of democracy and fundamental freedoms".</p>

<p>"This broad-based social movement has grown over the months to stand up for human rights and preserve the democratic space and constitutional balance so painstakingly built in Israel over many decades," he said in a statement.</p>

<p>"It demonstrates the extent of public disquiet at the extent of fundamental legislative changes."</p>

<p>Noting the petitions before the Supreme Court, Turk said it was essential for the court to be given space to decide the questions before it, according to due process of law, free from political pressure or interference.</p>

<p>"I urge those in power to heed the calls of the people in this movement -- people who have put their trust in the enduring value of an independent judiciary to effectively hold the other branches of government to fundamental legal standards and -- ultimately -- protect the rights of all people," Turk said.</p>

UN human rights chief Volker Turk on Thursday called on Israel to heed those demonstrating for "the defence of democracy and fundamental freedoms" in the face of controversial judicial reforms.

UN human rights chief Volker Turk on Thursday called on Israel to heed those demonstrating for "the defence of democracy and fundamental freedoms" in the face of controversial judicial reforms. The new legislation curbs judicial review by Israel's top court of some government decisions, and critics fear it could pave the way to more authoritarian government. Prime Minister Benjamin Netanyahu's governing coalition pushed through the key plank of its controversial reform package on Monday, sparking legal challenges and clashes on the streets. Also Read | Pakistan's support to Taliban regime emboldens terror inside its borders: UN report Turk said he had been closely following developments, noting that for months, people from across Israeli society had been "demonstrating peacefully, building alliances for the defence of democracy and fundamental freedoms". Also Read | Typhoon Doksuri lashes Philippines as China and Taiwan stay alert "It demonstrates the extent of public disquiet at the extent of fundamental legislative changes." Noting the petitions before the Supreme Court, Turk said it was essential for the court to be given space to decide the questions before it, according to due process of law, free from political pressure or interference. The legislative changes scrap the "reasonableness" clause used by the Supreme Court to overturn government decisions which are deemed unconstitutional. The controversial reform has split the nation and drawn criticism from allies abroad. WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Population spurt amid climate crisis

Climate change is real, and now are facing the brunt of it. The countries in the world are quite literally on fire. Now even the United Nations is worried as well. United Nations World Meteorological Organization is voicing serious concerns about the growing intensity of the heatwaves worldwide.

UN: Prepare for more intense heatwaves in the Northern Hemisphere

<p>The agreement that enabled Ukraine to export grain to international markets through the Black Sea came to an end at Monday (July 17) midnight in Istanbul (2100 GMT) as Russia declined to extend it further.</p>

<p>The deadline was established when the deal, facilitated by the UN and Turkey in July 2022, was most recently extended for a duration of two months in May.</p>

<p>The termination of the Black Sea grain deal by Russia has sparked concerns over food security and rising prices, according to UN Secretary-General António Guterres.</p>

<p>The agreement, which aimed to address the food crisis resulting from Russia's blockade of Ukrainian ports, allowed for the export of millions of tonnes of grain.</p>

<p>However, with the voluntary deal now collapsing, grain prices have already started to rise, impacting consumers and millions of people facing hunger worldwide, reported the Guardian.</p>

<h2><strong>UN Secretary-General expresses regret over Russian decision</strong></h2>

<p>UN Secretary-General António Guterres expressed his deep regret regarding Russia's decision to terminate the Black Sea grain deal. He emphasised that the Kremlin's move would have severe consequences for hundreds of millions of people facing hunger and strained consumers worldwide.</p>

<h2><strong>Grain prices on the rise</strong></h2>

<p>As news of Russia's termination of the agreement broke, grain prices in the markets had already begun to increase. Under the deal, grain prices had fallen by 35 per cent.</p>

<p>However, the collapse of the agreement has reversed this trend, further exacerbating concerns over food affordability and availability.</p>

<p>While Turkish President Recep Tayyip Erdoğan had earlier expressed optimism about potential progress in talks at the UN to preserve the deal, Secretary-General Guterres' statement seemed to acknowledge that the agreement, brokered by the UN and Turkey and renewable every three months, was effectively over.</p>

<h2><strong>Russian decision finalised</strong></h2>

<p>A senior Russian official at the UN stated that the decision to terminate the grain deal was final. Planned discussions between Russian Foreign Minister Sergei Lavrov and Turkey's new Foreign Minister Hakan Fidan regarding the deal were consequently affected.</p>

<p>Secretary-General Guterres expressed his deep disappointment with the explanations provided by Russia for terminating the agreement. He rejected claims made by Russia, including the loss of Russian food markets, as Russian grain trade and fertiliser markets had witnessed stability and growth.</p>

<h2><strong>Concerns over food security</strong></h2>

<p>All parties involved acknowledge that if the suspension lasts more than a few days, reviving the agreement may become impossible, resulting in further price hikes. Ukraine has proposed exporting its grain via ship in defiance of the Russian naval blockade, a move that raises concerns about potential escalation and the response of western diplomats.</p>

<p>Leaders from various countries criticised Russia's decision, with the White House stating that the suspension of the pact would worsen food security and harm millions. UK Foreign Secretary James Cleverly condemned Russia's actions, noting the detrimental impact on global food prices and the potential increase in undernourished individuals worldwide.</p>

<p>Russia and the West are expected to blame each other for the collapse of the deal as they attempt to shift responsibility for the inevitable rise in food prices. The situation further complicates matters for Russian President Vladimir Putin, who faces an upcoming African-Russian economic summit and potential public criticism.</p>

<p>The joint coordination centre&nbsp;(JCC), responsible for decision-making concerning vessel movements and inspections, faced increased pressures amid tensions surrounding the implementation of the parallel agreement signed by Russia and the UN. Differences arose regarding ship participation, inspection procedures, and overall operation, intensifying the strain on the JCC.</p>

<h2><strong>Profound consequences for Africa</strong></h2>

<p>The collapse of the grain deal will have substantial implications for Africa, affecting stable supply and relative price stability.</p>

<p>US&nbsp;Secretary of State Antony&nbsp;Blinken&nbsp;on Monday said that Russia's decision to halt participation in the grain deal was "unconscionable" and called for the pact to be restored as quickly as possible.</p>

The agreement that enabled Ukraine to export grain to international markets through the Black Sea came to an end at Monday (July 17) midnight in Istanbul (2100 GMT) as Russia declined to extend it further.

The agreement that enabled Ukraine to export grain to international markets through the Black Sea came to an end at Monday (July 17) midnight in Istanbul (2100 GMT) as Russia declined to extend it further. The deadline was established when the deal, facilitated by the UN and Turkey in July 2022, was most recently extended for a duration of two months in May. The termination of the Black Sea grain deal by Russia has sparked concerns over food security and rising prices, according to UN Secretary-General António Guterres. The agreement, which aimed to address the food crisis resulting from Russia's blockade of Ukrainian ports, allowed for the export of millions of tonnes of grain. However, with the voluntary deal now collapsing, grain prices have already started to rise, impacting consumers and millions of people facing hunger worldwide, reported the Guardian. UN Secretary-General expresses regret over Russian decision UN Secretary-General António Guterres expressed his deep regret regarding Russia's decision to terminate the Black Sea grain deal. He emphasised that the Kremlin's move would have severe consequences for hundreds of millions of people facing hunger and strained consumers worldwide. Grain prices on the rise As news of Russia's termination of the agreement broke, grain prices in the markets had already begun to increase. Under the deal, grain prices had fallen by 35 per cent. However, the collapse of the agreement has reversed this trend, further exacerbating concerns over food affordability and availability. While Turkish President Recep Tayyip Erdoğan had earlier expressed optimism about potential progress in talks at the UN to preserve the deal, Secretary-General Guterres' statement seemed to acknowledge that the agreement, brokered by the UN and Turkey and renewable every three months, was effectively over. Also read | Explained | Here’s why Crimean Bridge was targeted twice during Russia-Ukraine war Russian decision finalised A senior Russian official at the UN stated that the decision to terminate the grain deal was final. Planned discussions between Russian Foreign Minister Sergei Lavrov and Turkey's new Foreign Minister Hakan Fidan regarding the deal were consequently affected. Secretary-General Guterres expressed his deep disappointment with the explanations provided by Russia for terminating the agreement. He rejected claims made by Russia, including the loss of Russian food markets, as Russian grain trade and fertiliser markets had witnessed stability and growth. Concerns over food security All parties involved acknowledge that if the suspension lasts more than a few days, reviving the agreement may become impossible, resulting in further price hikes. Ukraine has proposed exporting its grain via ship in defiance of the Russian naval blockade, a move that raises concerns about potential escalation and the response of western diplomats. Leaders from various countries criticised Russia's decision, with the White House stating that the suspension of the pact would worsen food security and harm millions. UK Foreign Secretary James Cleverly condemned Russia's actions, noting the detrimental impact on global food prices and the potential increase in undernourished individuals worldwide. Russia and the West are expected to blame each other for the collapse of the deal as they attempt to shift responsibility for the inevitable rise in food prices. The situation further complicates matters for Russian President Vladimir Putin, who faces an upcoming African-Russian economic summit and potential public criticism. The joint coordination centre (JCC), responsible for decision-making concerning vessel movements and inspections, faced increased pressures amid tensions surrounding the implementation of the parallel agreement signed by Russia and the UN. Differences arose regarding ship participation, inspection procedures, and overall operation, intensifying the strain on the JCC. Profound consequences for Africa The collapse of the grain deal will have substantial implications for Africa, affecting stable supply and relative price stability. The UN agency, the World Food Programme (WFP), will not be able to feed 100,000 Haitians this month due to a lack of resources to address the country's growing humanitarian needs. The WFP declared on Monday that Haitians suffering from severe malnutrition will have to cope without essential food and financial support during the worst food crisis the nation has ever experienced.

Unable to feed 100,000 Haitians this month: United Nations

<p>United Nations agency World Food Programme (WFP), responsible for providing emergency food assistance to the crisis-stricken country of Haiti has said it will be unable to provide its full service this month. WFP said it has been forced to cut the number of people receiving the aid by 25 per cent in July, meaning at least 100,000 vulnerable Haitians will be without WFP support.&nbsp;</p>

<p>According to a report released by the body, six months into the year, WFP's response plan in the Caribbean nation is only 16 per cent funded with the organisation requiring $121 million till the end of 2023 to make good on its promises. If the funding remains low, WFP warned it will be unable to assist 750,000 of the 2.3 million Haitians it had aimed to reach.&nbsp;</p>

<p>“It’s tragic being unable to reach some of the most vulnerable Haitians this month. This could not come at a worse time, as Haitians face a multilayered humanitarian crisis, their lives and livelihoods upended by violence, insecurity, economic turmoil and climate shocks. Unless we receive immediate funding, further devastating cuts cannot be ruled out,” said the WFP’s country director for Haiti, Jean-Martin Bauer.</p>

<p>Surging food inflation has raised the cost of feeding each person substantially, making the already-tough task, even more difficult for WFP. The programme's donors have cut funding, exacerbating the problem.&nbsp;</p>

Funding cuts force UN to pull the plug on feeding 100,000 Haitians this month

<p>Russia, on Monday (July 17), formally notified Ukraine that it will <a href="https://www.wionews.com/videos/russia-suspends-participation-in-black-sea-grain-deal-says-kremlin-616566">suspend</a> its participation in the Black Sea grain deal, hours before its <a href="https://www.wionews.com/world/ukraine-grain-deal-extended-for-two-more-months-turkey-593357">previous extension</a> expired. The safe passage through which Kyiv was able to ship grain via the Black Sea despite being in the midst of a war with Moscow to the parts of the world struggling with hunger will now be suspended which may affect global food security.&nbsp;</p>

<h2><strong>What was the deal about?</strong></h2>

<p>Turkey and the United Nations&nbsp;managed to broker a landmark deal between Russia and Ukraine&nbsp;in July last year, months after Moscow invaded Kyiv&nbsp;on February 24.&nbsp;</p>

<p>The aim of the pact was to alleviate a global food crisis, exacerbated by the Russia-Ukraine war, and allow a safe passage for Ukrainian ships carrying grain to be exported through the Black Sea corridor.&nbsp;</p>

<p>Notably, Ukraine is one of the world’s biggest exporters of food grains, such as wheat and corn, and played a significant role in the UN’s food aid programmes. Therefore, when Russia invaded and blocked Ukrainian ports, prices of food grains soared across parts of the world.&nbsp;</p>

<p>The UN-brokered deal allowed cargo ships&nbsp;from three Ukrainian ports of Odesa, Chornomorsk and Pivdennyi (Yuzhny) to pass through the 310 nautical miles long and three nautical miles wide Black Sea safe passage after being inspected for weapons.&nbsp;</p>

<p>Nearly 33 million metric tonnes of corn, wheat and other grains have been exported by Ukraine under the agreement, reported Reuters, which has been extended <a href="https://www.wionews.com/world/black-sea-grain-export-deal-extended-for-120-days-says-ukraine-minister-534980">twice</a> since it was first signed. Kyiv has also contributed 725,200 (2.2 per cent) tonnes to the UN World Food Programme (WFP).</p>

<p>While the Black Sea deal assured that no ships would be attacked entering and leaving the Ukrainian port, a separate agreement also facilitated the movement of Russian food and fertiliser.&nbsp;</p>

<h2><strong>Why did Russia back out of the deal?</strong></h2>

<p>The formal <a href="https://www.wionews.com/world/russia-suspends-participation-in-black-sea-grain-deal-616518">suspension</a> comes days after Russian President Vladimir Putin during an interview said “not one” of Moscow’s conditions for the deal to function had been met.&nbsp;</p>

<p>“I want to emphasise that nothing was done, nothing at all. It’s all one-sided,” said Putin. Reportedly, while Moscow’s exports of food grains and fertilisers are not subjected to Western sanctions, Russia has claimed that other restrictions on payments, logistics and insurance have had an indirect effect on its shipments.&nbsp;</p>

<p>"The obligations recorded in the relevant Russia-UN memorandum to remove obstacles to the export of Russian food and fertilisers still remain unfulfilled,” Putin <a href="https://www.wionews.com/world/russias-putin-discusses-ukraine-grain-deal-brics-summit-with-south-africas-ramaphosa-616065">told</a> his South African counterpart&nbsp;on Saturday, according to a statement by the Kremlin.&nbsp;</p>

<p>Russia has also claimed that not enough grain is being sent to the poor countries, while the UN has argued that the deal had helped those states by lowering food prices by over 20 per cent across the world. Moscow also wanted ammonia exports through a pipeline leading from Russia to the Ukrainian port of Odesa&nbsp;to resume.&nbsp;</p>

<p>Additionally, one of Russia’s key demands has reportedly <a href="https://www.wionews.com/videos/kremlin-main-goal-of-black-sea-grain-deal-has-not-been-met-616298">not been met</a>. Moscow wanted its Russian Agricultural Bank (Rosselkhozbank) to be reconnected to the SWIFT international payments system after it was cut off due to sanctions by the European Union in June 2022.&nbsp;</p>

<p>A report by Reuters&nbsp;said that UN Secretary-General Antonio Guterres, last week, asked Putin to extend the Black Sea grain deal in exchange for the EU connecting a subsidiary of Rosselkhozbank to SWIFT for grain and fertiliser transactions.&nbsp;</p>

<p>The same media report, citing three sources said, officials in the EU were also in the midst of considering reconnecting SWIFT to a subsidiary of the Rosselkhozbank. UN spokesman Stephane Dujarric had also confirmed a proposal by the UN chief saying that this was a “major concern expressed by the Russian Federation…”</p>

<h2><strong>Any immediate effects of the suspension?</strong></h2>

<p>According to reports, prices of grains and oilseeds have already risen in response to Russia’s decision and are expected to lead to higher prices for staple foods like bread, pasta, etc, in the upcoming weeks or months.&nbsp;</p>

<p>But the rise is not as significant.&nbsp;“I think there is a market belief that Russia and the EU have large supplies of wheat which can meet world demand in the coming months, with harvests arriving,” a German grains trader told Reuters.&nbsp;</p>

<p>The high costs may also exacerbate economic challenges for several countries and push millions more into poverty or food insecurity. The WFP used to purchase millions of tonnes of grain from Kyiv before the Ukraine war, mostly for African and West Asian countries.&nbsp;</p>

Russia, on Monday (July 17), formally notified Ukraine that it will suspend its participation in the Black Sea grain deal, hours before its previous extension expired.

Russia, on Monday (July 17), formally notified Ukraine that it will suspend its participation in the Black Sea grain deal, hours before its previous extension expired. The safe passage through which Kyiv was able to ship grain via the Black Sea despite being in the midst of a war with Moscow to the parts of the world struggling with hunger will now be suspended which may affect global food security. What was the deal about? Turkey and the United Nations managed to broker a landmark deal between Russia and Ukraine in July last year, months after Moscow invaded Kyiv on February 24. The aim of the pact was to alleviate a global food crisis, exacerbated by the Russia-Ukraine war, and allow a safe passage for Ukrainian ships carrying grain to be exported through the Black Sea corridor. Notably, Ukraine is one of the world’s biggest exporters of food grains, such as wheat and corn, and played a significant role in the UN’s food aid programmes. Therefore, when Russia invaded and blocked Ukrainian ports, prices of food grains soared across parts of the world. The UN-brokered deal allowed cargo ships from three Ukrainian ports of Odesa, Chornomorsk and Pivdennyi (Yuzhny) to pass through the 310 nautical miles long and three nautical miles wide Black Sea safe passage after being inspected for weapons. Nearly 33 million metric tonnes of corn, wheat and other grains have been exported by Ukraine under the agreement, reported Reuters, which has been extended twice since it was first signed. Kyiv has also contributed 725,200 (2.2 per cent) tonnes to the UN World Food Programme (WFP). While the Black Sea deal assured that no ships would be attacked entering and leaving the Ukrainian port, a separate agreement also facilitated the movement of Russian food and fertiliser. Why did Russia back out of the deal? The formal suspension comes days after Russian President Vladimir Putin during an interview said “not one” of Moscow’s conditions for the deal to function had been met. “I want to emphasise that nothing was done, nothing at all. It’s all one-sided,” said Putin. Reportedly, while Moscow’s exports of food grains and fertilisers are not subjected to Western sanctions, Russia has claimed that other restrictions on payments, logistics and insurance have had an indirect effect on its shipments. "The obligations recorded in the relevant Russia-UN memorandum to remove obstacles to the export of Russian food and fertilisers still remain unfulfilled,” Putin told his South African counterpart on Saturday, according to a statement by the Kremlin. Russia has also claimed that not enough grain is being sent to the poor countries, while the UN has argued that the deal had helped those states by lowering food prices by over 20 per cent across the world. Moscow also wanted ammonia exports through a pipeline leading from Russia to the Ukrainian port of Odesa to resume. Additionally, one of Russia’s key demands has reportedly not been met. Moscow wanted its Russian Agricultural Bank (Rosselkhozbank) to be reconnected to the SWIFT international payments system after it was cut off due to sanctions by the European Union in June 2022. A report by Reuters said that UN Secretary-General Antonio Guterres, last week, asked Putin to extend the Black Sea grain deal in exchange for the EU connecting a subsidiary of Rosselkhozbank to SWIFT for grain and fertiliser transactions. The same media report, citing three sources said, officials in the EU were also in the midst of considering reconnecting SWIFT to a subsidiary of the Rosselkhozbank. UN spokesman Stephane Dujarric had also confirmed a proposal by the UN chief saying that this was a “major concern expressed by the Russian Federation…” Any immediate effects of the suspension? According to reports, prices of grains and oilseeds have already risen in response to Russia’s decision and are expected to lead to higher prices for staple foods like bread, pasta, etc, in the upcoming weeks or months. But the rise is not as significant. “I think there is a market belief that Russia and the EU have large supplies of wheat which can meet world demand in the coming months, with harvests arriving,” a German grains trader told Reuters. The high costs may also exacerbate economic challenges for several countries and push millions more into poverty or food insecurity. The WFP used to purchase millions of tonnes of grain from Kyiv before the Ukraine war, mostly for African and West Asian countries. Ukraine exported 16.9 million tonnes of corn and 8.9 million tonnes of wheat, due to the grain deal with Russia. Amid this uncertainty, it was also not immediately clear whether Ukraine will be able to continue exporting grain after the Russian withdrawal from the pact. Another option could include increasing Ukrainian grain exports through eastern EU countries which have already risen exponentially since the conflict began. However, there have been logistical challenges, in addition to unrest among farmers who said it has undercut local supplies. Since then the EU has allowed five countries to ban domestic sales of some Ukrainian grains and seeds but allow transit. Ukraine ready to export grains despite Russian exit: Zelensky Ukrainian President Volodymyr Zelensky, in response to Russia’s decision, said that Kyiv is prepared to continue grain exports despite Moscow's backing out of the deal. “Even without the Russian Federation, everything must be done so that we can use this Black Sea corridor. We are not afraid. We have been approached by companies that own ships. They said that they are ready” to continue shipments, Zelensky said as per his spokesperson, Sergiy Nykyforov.
