Nearly 300 children have died in the six months of 2023 while crossing the Mediterranean Sea to reach Europe, reported the United Nations children’s agency, on Friday (July 14); the toll being the double when compared to the casualties in the same period last year.

11 children died every week trying to cross Mediterranean

A report by UNICEF shows that at least 289 children have lost their lives while trying to cross the Mediterranean Sea, which amounts to an average of 11 boys and girls dying each week. The findings were announced by the agency’s Global Lead on Migration and Displacement, Vera Knaus, in Geneva.

UNICEF has also warned that the actual number of child casualties might be higher since many shipwrecks, particularly in the Central Mediterranean typically have no survivors or go unrecorded.

The UN agency also estimated that as many as 11,600 children have made the crossing, in the first six months of 2023, which is also close to double in the same period in 2022.

Additionally, the UNICEF official also spoke about how more than 70 per cent of the children who do make it across the dangerous sea journey from North Africa to Europe are alone.

The UN data shows that during the first three months of this year, 3,300 boys and girls were unaccompanied or separated children. Since 2018, 1,500 children have died or gone missing, said UNICEF.

“We cannot continue to ignore what is happening – stand by silently when nearly 300 children – an entire plane full of children - are dying in the waters between Europe and Africa in just six months,” said Knaus.

World is ‘willfully’ ignoring ‘preventable deaths’

Knaus said that the numbers are “far beyond what we hear in news headlines,” and it appears that the world is “willfully ignoring what is happening” given the silence surrounding many of these preventable deaths.

The Central Mediterranean is said to be among the deadliest migration routes for children. “Children are dying not just in front of our eyes; they are dying while we seem to keep our eyes closed. Hundreds of girls and boys are drowning in the world’s inaction,” said the UN official.

UNICEF has also attributed the recent rise in the number of migrants to conflict and climate change.

“They are as much driven by the complex emergencies, conflicts and climate risks that drive children from their homes as by the lack of political and practical action to do what it takes to enable safe access to asylum and to protect the rights and lives of children wherever they come from and whatever their mode of travel,” said Knaus.

North Korea defends missile launch in rare appearance at UN Security Council

Russia on Tuesday signaled the demise of a long-running United Nations humanitarian operation in Turkey delivering aid to 4 million people in rebel-held northwest Syria after it vetoed a nine-month authorization renewal at the U.N. Security Council. Russia then failed in its own bid for a six-month extension of the operation, which has been delivering aid including food, medicine and shelter since 2014. The Security Council approval for the aid deliveries expired on Monday.

The United Nations agency UNAIDS on Thursday reaffirmed that "the end of AIDS" is still possible by 2030, but emphasised the need for leaders to seize the opportunity and take decisive action.

To achieve this goal, UNAIDS outlined a roadmap that includes increased investment, evidence-based prevention and treatment strategies, and addressing the inequalities that hinder progress.

According to UNAIDS Executive Director Winnie Byanyima, ending the pandemic is primarily a political and financial choice.

In its report, UNAIDS highlighted the transformation of the global AIDS pandemic over the past two decades.

Byanyima highlighted the significant progress being made in countries and regions that have made strong investments in HIV prevention and treatment. As per the UNAIDS executive director, Eastern and Southern Africa, have witnessed a 57 per cent decline in new HIV infections since 2010.

Furthermore, several countries, including Botswana, Eswatini, Rwanda, Tanzania, and Zimbabwe, have already achieved the 95-95-95 targets, which means that 95 per cent of people living with HIV know their status, 95 per cent of those aware of their HIV-positive status are receiving treatment, and 95 per cent of those on treatment have achieved viral suppression.

Approximately 16 other countries are nearing the target, including sub-Saharan African nations and countries such as Denmark, Kuwait, and Thailand, reports AFP.

AIDS pandemic in numbers

As of 2022, approximately 39 million people worldwide were living with HIV, with 29.8 million accessing antiretroviral therapy.

In 2022, 1.3 million people became newly infected with HIV, down 59 per cent from the peak in 1995, while 630,000 died from AIDS-related illnesses.

Overall, AIDS-related deaths have been reduced by 69 per cent since 2004 — the peak.

There has been a significant increase in access to treatment for pregnant and breastfeeding women, resulting in a 58 per cent reduction in new infections among children. However, funding for HIV declined in 2022 to $20.8 billion, falling short of the $29.3 billion needed by 2025.

While since 2010, the number of individuals on antiretroviral therapy has nearly quadrupled from 7.7 million, many, including 660,000 children were still missing out on treatment, states UNAIDS.

As per the UN Agency, progress has been made in decriminalising same-sex relations in some countries, but laws criminalising key populations or their behaviours remain in place in many nations. UNAIDS emphasised that key populations continue to be disproportionately affected by the HIV pandemic, with significantly higher HIV prevalence among men who have sex with men, sex workers, people who inject drugs, and transgender people compared to the general population.

The report emphasised the opportunity to end AIDS lies in increasing "political will by investing in a sustainable response to HIV through financing what matters most: evidence-based HIV prevention and treatment, health systems integration, non-discriminatory laws, gender equality, and empowered community networks."

The global public debt has risen to record levels. A UN report states that global debt rose to 92 trillion dollars in 2022. Domestic and external debt worldwide has increased more than five times in the last two decades. The pace has outstripped economic growth too, as the gross domestic product has only tripled since 2002.

About 735 million people worldwide faced chronic hunger in 2022. The figure released by the UN is much higher than pre-pandemic levels. The numbers are a setback to the global goal to end hunger by 2030.

U.N. Secretary-General Antonio Guterres has proposed to Russian President Vladimir Putin that he extend a deal allowing the safe Black Sea export of grain from Ukraine in return for connecting a subsidiary of Russia's agricultural bank to the SWIFT international payment system, sources told Reuters.

Russia has threatened to ditch the grain deal, which expires on Monday, because several demands to dispatch its own grain and fertilizer abroad have not been met. The last two ships traveling under the Black Sea agreement are currently loading cargoes at the Ukrainian port of Odesa ahead of the deadline.

A key demand by Moscow is the reconnection of the Russian agricultural bank Rosselkhozbank to the SWIFT international payment network. It was cut off by the European Union in June 2022 over Russia's invasion of Ukraine. An EU spokesperson said in May the EU was not considering reinstating Russian banks.

However, the EU is considering connecting to SWIFT a subsidiary of Rosselkhozbank to allow specifically for grain and fertilizer transactions, three sources familiar with discussions told Reuters on Wednesday. The European Commission did not immediately respond to a request for comment.

Guterres has proposed to Putin that Russia allow the Black Sea grain deal to continue for several months, giving the EU time to connect a Rosselkhozbank subsidiary to SWIFT, two of those sources familiar with discussions told Reuters.

Guterres sent a letter to Putin on Tuesday proposing a way forward to further facilitate Russian food and fertilizer exports and ensure the continued Black Sea shipments of Ukrainian grain, a U.N. spokesman said on Wednesday.

Also Read | Alarming warning from WHO: Bird flu poses increased risk of adapting to humans However, the EU is considering connecting to SWIFT a subsidiary of Rosselkhozbank to allow specifically for grain and fertilizer transactions, three sources familiar with discussions told Reuters on Wednesday. UN asks Putin to extend Black Sea grain deal in return for SWIFT access

The United States has accused Russia of "an act of utter cruelty" after Moscow used its veto power at the UN Security Council to block a nine-month renewal of a cross-border aid deal designed to help people living in rebel-held north-west Syria.

The original deal, first brokered in 2014 to supply aid from Turkey into rebel-held areas of Syria's northwest Idlib Province via the Bab al-Hawa crossing, expired on Monday (July 10). The region is the last stronghold of the jihadist groups and Turkish-backed rebel factions.

Russia, considered an ally of the Syrian government, vetoed the proposal to extend the deal for a nine-month period. Despite 13 of the 15 council members voting for the extension, Moscow had its way.

Afterwards, Russia was only able to win support from trusted ally China, another permanent Security Council member, for a six-month extension.

“It’s a sad moment for the Syrian people. What we have just witnessed, what the world has just witnessed, was an act of utter cruelty," said Linda Thomas-Greenfield, the US ambassador to the UN.

Muslim states, including Iran and Pakistan, on Tuesday (July 11) called for accountability in the wake of the Quran burning in Sweden. The appeal has come as the United Nations is debating a contentious motion in connection with the Quran burning incident.

The motion has been brought by Pakistan in response to last month's incident. The motion seeks a report from the UN rights chief on the topic. It also calls on the states to review their laws and plug any gaps which may "impede the prevention and prosecution of acts and advocacy of religious hatred".

The debate has underlined rifts in the UN Human Rights Council. The rift is between the Organisation of Islamic Countries (OIC) and Western members.
Iran, Saudi Arabia and Indonesia echoed Bhutto-Zardari's remarks. Indonesia called the Quran burning an act of Islamophobia.

"Stop abusing freedom of expression," said Foreign Minister Retno Marsudi. "Silence means complicity."

The United Nations (UN) on Tuesday (July 4) declared the onset of the El Nino weather phenomenon. The agency has said that El Nino, which triggers higher temperatures across the world, will continue throughout 2023. The UN has said that the phenomenon will be "at least of moderate strength". El Nino, the weather pattern, occurs naturally and is mostly associated with increased heat globally as well as drought in some parts of the world. In some other parts, it causes heavy rains.

The US National Oceanic and Atmospheric Administration (NOAA) said on June 8 that El Nino had arrived. NOAA said that El Nino "could lead to new records for temperatures".

The WMO, on its part, declared the onset of El Nino conditions on Tuesday. It said that there was a 90 per cent probability that the phenomenon will continue during the second half of 2023.

Record-breaking temperatures likely

"It is expected to be at least of moderate strength," the WMO said, noting that El Nino's effect on global temperatures is usually felt most strongly within a year of its onset -- in this case in 2024.

"The onset of El Nino will greatly increase the likelihood of breaking temperature records and triggering more extreme heat in many parts of the world and in the ocean," said WMO secretary-general Petteri Taalas.

The world has been affected by an exceptionally long La Nina since 2020. It is El Nino's cooling opposite. La Nina ended earlier this year.

And yet, the UN has said the last eight years were the warmest ever recorded, despite La Nina's cooling effect stretching over nearly half that period.

Without that weather phenomenon, the warming could have been even worse.

"The declaration of an El Nino by WMO is the signal to governments around the world to mobilise preparations to limit the impacts on our health, our ecosystems and our economies," said Taalas.

Watch | Explainer: the high cost of El Nino in 2023 × NOAA feeds information into the UN's World Meteorological Organization (WMO). The WMO, on its part, declared the onset of El Nino conditions on Tuesday. It said that there was a 90 per cent probability that the phenomenon will continue during the second half of 2023. Record-breaking temperatures likely "It is expected to be at least of moderate strength," the WMO said, noting that El Nino's effect on global temperatures is usually felt most strongly within a year of its onset -- in this case in 2024. Also Read | Fierce heat of El Nino may be carrying risk of resurgent deadly viruses, warns WHO Without that weather phenomenon, the warming could have been even worse. "The declaration of an El Nino by WMO is the signal to governments around the world to mobilise preparations to limit the impacts on our health, our ecosystems and our economies," said Taalas. "Early warnings and anticipatory action of extreme weather events associated with this major climate phenomenon are vital to save lives and livelihoods." UN declares onset of El Nino, says it'll break temperature records

UN Secretary-General Antonio Guterres has removed India from his annual report on the impact of armed conflict on children, citing “measures taken by the government to better protect” them.

Guterres said in his report last year, he had welcomed the engagement of the Indian government with his special representative and noted that it might lead to the removal of India as a situation of concern.

In his 2023 report on Children and Armed Conflict, the UN chief said, “In view of the measures taken by the government to better protect children, India has been removed from the report in 2023.” Guterres highlighted the technical mission of the office of his special representative in July 2022 to identify areas of cooperation for child protection, and the workshop on strengthening child protection held in Jammu and Kashmir last November by the government, with the participation of the United Nations.

In his latest report, he also called upon India to implement the remaining measures identified in consultation with his special representative and the United Nations.

These include the training of armed and security forces on child protection, prohibition of the use of lethal and non-lethal force on children, including ending the use of pellet guns, ensuring that children are detained as a last resort and for the shortest appropriate period of time, Guterres said.

He also stressed the implementation of measures to prevent all forms of ill-treatment in detention and the full implementation of the Juvenile Justice (Care and Protection of Children) Act and the Protection of Children from Sexual Offences Act.

Briefing reporters on Tuesday, Special Representative of the Secretary-General for Children and Armed Conflict Virginia Gamba said that for the last two years, “we have been working very closely with India”.

“India decided to start a prevention engagement,” she said, adding the country indicated that it was ready to start engagement to see if it could put in place measures that could be sustained through time and would allow for it to be removed from the report.

In last year’s report, Guterres had said he was concerned by the “increased number of violations against children verified in Jammu and Kashmir”, and had called upon the Indian government to strengthen child protection.

The UN chief had welcomed the legal and administrative framework for the protection of children and improved access to child protection services in Chhattisgarh, Assam, Jharkhand, Odisha and Jammu and Kashmir, and progress in the creation of a Jammu and Kashmir Commission for Protection of Child Rights.

In his annual report on children and armed conflict released here Tuesday, Guterres said that globally in 2022, children continued to be disproportionately affected by armed conflict, and the number of children verified as affected by grave violations increased compared with 2021.

The United Nations verified 27,180 grave violations, of which 24,300 were committed in 2022 and 2,880 were committed earlier but verified only in 2022. Violations affected 18,890 children (13,469 boys, 4,638 girls, 783 sex unknown) in 24 situations and one regional monitoring arrangement, it said.

The highest numbers of violations were the killing (2,985) and maiming (5,655) of 8,631 children, followed by the recruitment and use of 7,622 children and the abduction of 3,985 children. Children were detained for actual or alleged association with armed groups (2,496), including those designated as terrorist groups by the United Nations, or for national security reasons, Guterres said in his report.

The United Nations verified the killing (253) and maiming (656) of 909 children (732 boys, 177 girls), attributed to unidentified perpetrators (694), Islamic State in Iraq and the Levant-Khorasan (ISIL-KP) (112), the Taliban (98) and cross-border shelling from Pakistan (five).

India removed from UNSG report on impact of armed conflict on children

A report by the United Nations monitoring mission in Ukraine released on Tuesday (June 27) said Russia has detained more than 800 civilians and executed 77 of them since the beginning of the Ukraine war, over a year ago. The report also noted that more than 900 detentions took place in both Ukraine and Russia which included children and elderly people.

What did the report find?

The UN Human Rights Monitoring Mission in Ukraine presented the findings of its 36-page report based on 70 visits to detention centres, 274 site visits, and more than 1,000 interviews at the official places of detention run by Ukrainian authorities.

Speaking at a press conference in Geneva via video link from Uzhhorod, Ukraine, Matilda Bogner, head of the UN mission in Ukraine said, “We documented over 900 cases of arbitrary detention of civilians, including children, and elderly people.”

She added, “The vast majority of these cases were perpetrated by the Russian Federation.” The report addresses the period from the beginning of the Russian invasion on February 24 last year until May 23 this year.

However, the number could be much higher since Russia did not grant any access to its places of detentions or detainees for the visits or interviews, despite many requests, said the UN official. On the other hand, Ukraine gave UN investigators full access to official places of detention and detainees with one exception.

‘Widespread torture and ill-treatment’ of detainees on both sides

Presenting the findings of the report, the UN mission in Ukraine said Russian forces, law enforcement, and penitentiary authorities have “engaged in widespread torture and ill-treatment of civilian detainees.” Bogner said that over 91 per cent of those civilians detained by Russia told UN investigators that they are been subjected to torture and ill-treatment.

“Torture was used to force victims to confess to helping Ukrainian armed forces, compel them to cooperate with the occupying authorities, or intimidate those with pro-Ukrainian views,” said Bogner. According to the report, victims told UN investigators that they were subjected to sexual violence including rape and electric shocks to the genitals.

Furthermore, the UN report also claimed that some other methods of torture included, punching and cutting detainees, strangling, waterboarding, electric shocks, deprivation of water and food, putting sharp objects under fingernails and mock executions.

This was in addition to so-called welcome beatings and random group beatings, said the UN report, citing some conflict-related detainees, as per AFP.

Meanwhile, on the Ukrainian side, “Over half of those arbitrarily detained were subjected to torture or ill-treatment by Ukrainian security forces,” said Bogner, adding that this would happen when “people were being interrogated, usually immediately after arrest.”

‘It is a war crime’: Bogner about Russian executions

“We documented the summary execution of 77 civilians while they were arbitrarily detained by the Russian Federation,” said the UN mission in Ukraine. This was in addition to 864 individual cases of arbitrary detention by Russia which included 763 men, 94 women and seven boys, said the UN report.

However, many of them are now said to have amounted to enforced disappearances. Addressing the press conference, she said that the 77 executions attributed to Russia are “a war crime... it’s also a gross violation of international human rights law.”

Bogner also said at least a quarter of the known cases of civilians arbitrarily detained by Moscow, were transferred to other locations within Russian-occupied territory in Ukraine or deported to Russia. While more than half of the civilians have been released some remain “disappeared,” said the UN mission in Ukraine.

What does the UN report say about Ukraine?

According to the UN mission chief in Ukraine, no executions were documented on the Ukrainian side. But they did document 75 individual cases of arbitrary detention of civilians by the Ukrainian forces who were predominantly suspected of conflict-related offences.

The report also noted how changes to Ukraine’s criminal codes had given Kyiv greater discretion to carry out such practices. The UN investigators also found that a significant proportion of the arbitrary detention amounted to enforced disappearances which were carried out predominantly by the Security Service of Ukraine.

Russia detained hundreds, executed 77 civilians since Ukraine war began: UN

In a groundbreaking development, the United Nations' first independent investigator to visit the US detention centre at Guantanamo Bay, Irish law professor Fionnuala Ní Aoláin, has revealed that the 30 men held there continue to endure ongoing cruel, inhuman, and degrading treatment in violation of international law.

Presenting her comprehensive 23-page report to the UN Human Rights Council, Ní Aoláin emphasised that while the 2001 attacks were indeed crimes against humanity, the subsequent use of torture and rendition by the United States against alleged perpetrators and their associates constituted a grave breach of international human rights law, reported the Associated Press.

This, she argued, not only violated the rights of the detainees but also hindered the pursuit of justice, as information obtained through torture is inadmissible in trials.

Guantanamo Bay visit a first for UN

Ní Aoláin's visit to Guantanamo Bay marked the first time a US administration had permitted a UN investigator to examine the facility since its establishment in 2002. Commending this as a positive step towards addressing challenging human rights issues, the professor called upon other countries that restrict UN access to detention facilities to follow suit. During her visit, she was granted unrestricted access to the detention centre, including meetings with both "high-value" and "non-high value" detainees.

In response to the report, the United States submitted a statement to the Human Rights Council, emphasising that the investigator's findings were solely her own and expressing significant disagreement with many of her factual and legal assertions.

While Ní Aoláin acknowledged that some improvements had been made in the confinement of detainees, she voiced serious concerns about the ongoing detention of the 30 men, highlighting their severe insecurity, suffering, and anxiety. She provided examples of constant surveillance, forced removal from cells, and unjust use of restraints as manifestations of their mistreatment. Many detainees she encountered displayed profound psychological distress, including anxiety, helplessness, hopelessness, stress, depression, and dependency.

The professor expressed grave concern about the US government's failure to provide adequate torture rehabilitation programs for the detainees. She criticised the existing specialist care and facilities at Guantanamo, deeming them inadequate to address the complex and urgent mental and physical health issues faced by the detainees, such as permanent disabilities, traumatic brain injuries, chronic pain, gastrointestinal and urinary problems. Additionally, she shed light on the deprivation of support from families and communities, the lengthy detention without trial or charges, hunger strikes, force-feeding, self-harm, suicidal ideation, and premature ageing experienced by the detainees.

Ní Aoláin repeatedly underscored her profound concern that 19 of the 30 men still held at Guantanamo had never been charged with any crime, despite spending two decades in US custody. She argued that their continued detention stemmed from authorities' unwillingness to face the consequences of torture and ill-treatment rather than any ongoing threat posed by the detainees. The professor emphasised that the use of information obtained through torture in trials is prohibited, and she highlighted the United States' commitment to refraining from such practices.

Furthermore, Ní Aoláin identified fundamental fair trial and due process deficiencies in the military commission system, expressing concern about the extensive secrecy surrounding judicial and administrative proceedings. She concluded that the US had failed.

The escalating hunger crisis in African countries needs urgent intervention as up to 30 million people in five countries in the continent are projected to require humanitarian food assistance this year, according to a report.

The United Nations has put the Russian army and its armed groups on its “list of shame” for killing and maiming hundreds of children during its ongoing war in Ukraine, reported news agency AFP, on Thursday (June 22). The report seen by Reuters, says Russia killed at least 136 children in Ukraine last year and has since added Moscow’s forces to a global list of offenders.

What was the report about?

The UN report, as per Reuters, said that at least 24,300 violations had been committed against children in 2022.

The annual report is about the treatment of children in conflict zones which is submitted to the 15-member UNSC and accounts attacks such as killing, maiming, sexual abuse, abduction or recruitment of children, denial of aid access and targeting of schools and hospitals.

The report was compiled by Virginia Gamba, United Nations chief Antonio Guterres’ special representative for children and armed conflict.

Notably, the so-called “list of shame” is intended to shame the parties involved in the conflict and hopes to push them to implement measures for protecting children during a war.

The report, in question, will be made public next week. It also reportedly noted most violations were in the Democratic Republic of Congo, Israel and the occupied Palestinian territories, Somalia, Syria, Ukraine, Afghanistan, Haiti and Yemen.

Guterres in the report said that “non-state armed groups” were responsible for 50 per cent of the “grave violations,” adding that “government forces were the main perpetrator of the killing and maiming of children, attacks on schools and hospitals, and the denial of humanitarian access,” as quoted by Reuters.

What did it find about Russia and Ukraine?

According to the UN report, Russian armed forces and affiliated groups in addition to killing over 100 children, also maimed 518 children and carried out 480 attacks on schools and hospitals, reported Reuters.

The Russian forces have also been accused of using 91 children as human shields. Last year, as per the document, a total of 477 were killed in Ukraine and 909 were maimed, as per AFP.

On the other hand, the report also shows that Ukrainian armed forces killed 80 children, maimed 175 children and carried out 212 attacks on schools and hospitals, as per Reuters, but has not made it to the so-called “list of shame”.

Notably, Gamba visited Kyiv and Moscow where she met with Russia’s envoy for children’s rights, Maria Lvova-Belova who is currently wanted by the International Criminal Court for war crimes charges along with Russian President Vladimir Putin.

This comes after the ICC issued an arrest warrant against them, earlier this year, for the illegal deportation of Ukrainian children and unlawful transfer of people from Ukraine to Russia since the beginning of the conflict over a year ago.

‘Particularly shocked…’: UN chief fumes over findings

In the document, as per reports, the UN chief said he is “appalled” by the high number of grave violations committed in Ukraine, last year. Guterres also said that he is “particularly disturbed” by such a number of offences committed against children by Ukrainian armed forces.

“I am particularly shocked by the high number of attacks on schools and hospitals and protected personnel, and by the high number of children killed and maimed attributed to the Russian forces and affiliated armed groups,” said Guterres about Russia, in the report, as quoted by AFP.

It is also worth noting that despite years of criticism and push by human rights organisations, Israel has not made it to the so-called list for killing dozens of Palestinian children. According to the UN report, Israeli forces killed 42 children last year, and 78 in 2021.

Addressing this the UN chief noted, a “meaningful decrease in the number of children killed by Israeli forces, including by air strikes.” “Nevertheless, I remain deeply concerned by the number of children killed and maimed by Israeli forces during hostilities,” Guterres said, as quoted by AFP.

The United Nations has put the Russian army and its armed groups on its “list of shame” for killing and maiming hundreds of children during its ongoing war in Ukraine, reported news agency AFP, on Thursday (June 22).

‘Particularly shocked…’: UN chief fumes over findings In the document, as per reports, the UN chief said he is “appalled” by the high number of grave violations committed in Ukraine, last year.
