BIMSTEC Secretary General Indra Mani Pandey has pointed to connectivity being one of the key focus areas of the regional grouping.&nbsp;

Speaking to WION's diplomatic correspondent Sidhant Sibal, Pandey said, "Master plan for connectivity has been approved by the member states, and we are in the process of establishing mechanisms for its implementation."&nbsp;

He pointed out that Thailand's government has committed to hosting the summit this year. He is the first Indian national to hold the position of the BIMSTEC secretary general. He is currently in Perth for the Indian Ocean conference.&nbsp;

WION: You are the first Indian who is heading this important grouping. My first point is, how do you see this grouping growing, what's your vision as a Secy Gen of this grouping to take forward this grouping as an important regional body?

Indra Mani Pandey: This is a very important regional organisation in the Indian Ocean region. It has been there for 26 years now. It has its own charter. It has a set of mechanisms already established. And I see member states are committed to taking the co-operation forward. For me, it's an exceptional opportunity to make sure that in the coming years, this regional organisation is able to fulfil the vision of the member states.

WION: Sir the focus on connectivity what has been the focus of connectivity when it comes to this grouping?

Indra Mani Pandey: We have a master plan for connectivity, which covers both the connectivity through the Bay of Bengal and collectivity which is land-based. The master plan has been approved by the member states, and we are in the process of establishing mechanisms for its implementation. Member states have given it a high priority, and Thailand is the leading country for forging cooperation in connectivity.

WION: Sir, any plans for the summit this year? I believe the summit was to happen last year, this Thai government was to host what's the plan forward for this year?

Indra Mani Pandey: The Thai Government is committed to hosting a summit this year. We have not yet received any dates when the summit will be held. But I've been informed that it will be held within this year.

WION: Sir, my last question to you is counterterrorism. This is an important issue. How has the group been working to come to a common viewpoint when it comes to dealing with this scourge?

Indra Mani Pandey: This is a joint working group which deals with counter-terrorism and transnational crime. We have been engaged in also negotiating the instruments which can help in that, for example, extradition treaties, and treaties on criminal cooperation in criminal matters. So we are trying to put in institutional mechanisms which can help the countries in the region to deal with this, India is the lead actually country for the security sector. And it's very focused on making sure that there is progress in co-operation in the area.

To pay&nbsp;tribute to Lord Ram and to celebrate the 'Pran Pratishtha' (consecration) ceremony, a former officer of the Indian Navy skydived from 10,000 feet in Thailand holding a big flag with Jai Shri Ram written on it.

The feat of Lt.cdr Rajkumar (Retd) who jumped from an altitude of 10,000 feet with the flag has been posted as a video by All India Radio on its official handle on Instagram.

The video has been posted on other social media platforms as well and is being widely shared. According to All India Radio News, Lt.cdr Rajkumar (Retd) is now a professional skydiving analyst and also an instructor for military and sports persons.

At the start of the video, Rajkumar can be seen gearing up. With everything ready, he can be seen walking towards an aircraft. He is wearing a helmet, a harness, parachute backpack and carries in his hands something that looks like a bag with military fatigues.

When the aircraft reaches the pre-determined altitude, Rajkumar and his fellow skydivers can be seen giving each other high-fives. With some last-minute adjustments, the fearless men take steps towards the opening at the side of the plane that shows a straight drop towards the ground. Rajkumar jumps out, so do others, and when he opens his parachute mid-air, the flag with Jai Shree Ram can be seen unfurled.

The Constitutional Court in Thailand on Wednesday (Jan 24) reinstated the thwarted prime ministerial candidate, Pita Limjaroenrat, as an MP, nearly six months after he was suspended.&nbsp;

Judge Punya Udchachon delivered the verdict and said the court decided that&nbsp;Limjaroenrat's MP status had not ended.&nbsp;

"ITV was not operating as media company on the day the party submitted the respondent's name for election.&nbsp;Holding the shares did not violate the law. The court has ruled his MP status has not ended," said Judge&nbsp;Udchachon, reading the verdict.&nbsp;

Notably, if the court had ruled against Pita, he would have faced disqualification from parliament altogether.

<h2>Why was&nbsp;Pita suspended?&nbsp;</h2>

It was in&nbsp;July last year that Pita, the&nbsp;ex-leader of Thailand's reformist Move Forward Party (MFP), was suspended while he was waiting for the ruling of the Constitutional Court over his ownership of shares in a media company, which is now defunct. 
 
As per the Constitution of Thailand, MPs are not allowed to own media shares. Emphasising the importance of the role, Pita said that it was like "the prow (of a ship) that determines the direction of the opposition".

Passengers on a domestic AirAsia flight from the Thai capital city Bangkok to Phuket were left shocked and angered after they discovered a snake slithering along the plane’s overhead bin. The video of the incident has since garnered millions of views on TikTok.&nbsp;

Upon the discovery of the reptile, passengers seated near the bin were seen standing and scrambling away from their seats while others began recording a video of the shocking incident which took place on January 13.&nbsp;

The clip posted on social media shows a tiny snake slithering near the cabin lights above the overhead compartment on an AirAsia Airbus A320. Subsequently, a surprisingly calm member of the cabin crew was seen trying to capture the reptile in an empty plastic bottle.&nbsp;

However, the snake was later swept into an empty garbage bag using a plastic bottle. According to reports, the reptile was stored away in a cupboard for the rest of the flight.&nbsp;

It was not immediately clear how the snake ended up inside the aircraft.

<h2>Not the first time</h2>

As shocking as this incident is, it is not the first time a snake has hitched a ride on an AirAsia plane. In February 2022, a plane travelling from the Malaysian capital Kuala Lumpur to Sabah had to be rerouted after a python was found slithering through the plane’s light fixtures.

In a statement sent to CNN, AirAsia Thailand said it was aware of an incident on Saturday (Jan 13) but stressed that it was still “a very rare incident.”&nbsp;

“Flight attendants were notified before landing in Phuket after a passenger noticed a small snake in the overhead luggage compartment,” said Phol Poompuang, head of corporate safety of AirAsia Thailand.&nbsp;

He added, “AirAsia crew were well trained to handle an occurrence of this nature and relocated passengers from the area as a precautionary measure.”&nbsp;

The reptile was found as the plane was preparing to land at the Phuket airport. Upon landing the aircraft was reportedly searched thoroughly and no other snakes were found.&nbsp;

“As per standard procedure for an incident of this nature, the aircraft underwent a deep clean and fumigation before resuming operations,” Phol added.

The potential ban on the recreational use of cannabis is a part of delivering on an election promise of the country’s new conservative coalition government which came to power late last year vowing to tighten the rules and only allow medical use.

Prime Minister Srettha Thavisin has <a href="https://www.wionews.com/world/thailand-pm-vows-to-change-law-that-allows-recreational-use-of-cannabis-638629">repeatedly spoken</a> out against the recreational use of marijuana amid concerns of drug abuse. “We drafted this law to prohibit the wrong usage of cannabis,” said Health Minister Cholnan Srikaew, earlier this week.&nbsp;

“All recreational usage is wrong,” he added. A statement posted on the Thailand health ministry’s website, on Tuesday (Jan 9) said that the new draft will allow only medical and health uses of cannabis while outlawing all types of recreational use.

If passed, the new law would impose fines of up to 60,000 baht ($1,700) for recreational use while advertising or marketing campaigns regarding such use could lead to prison terms of up to one year or fines as high as 100,000 baht ($2,856).

Notably, smoking marijuana in public remained illegal even under the relaxed laws. The recent draft comes after an earlier proposal was rejected in the country’s parliament back in November.&nbsp;

Thai people have until January 23 to give their feedback on the draft after which the cabinet will weigh both the proposed legislation and suggestions received before it goes to Parliament for further debate.&nbsp;

<h2>The possible impact</h2>

In 2022, Thailand became the first country in Asia to fully decriminalise cannabis, around four years after making medical marijuana legal. However, the move two years ago took things a step further as it was no longer a crime to grow and trade marijuana and hemp products.&nbsp;

A Thai Member of Parliament was sentenced for six years in jail, before she was released on a USD 14,000 bail, under the country's harsh lese-majeste laws which punish people heavily for what is perceived as criticism of the Thai monarchy. Rukchanok "Ice" Srinork (28) has pleaded not guilty to posting tweets which were perceived to be critical of the monarchy. When she was granted bail, she was warned that she should not repeat the offence.

The Move Forward party, which Ice represents, registered victory in this year's election. The party has urged reforms of the harsh lese-majeste laws. Despite the party's victory, it could not form the government as the unelected senate used Move Forward's criticism of lese-majeste laws as an excuse to block the bid.

In a move to boost tourism, Thailand is set to waive off visa requirements for travellers coming from India as well as Taiwan from the coming month to May 2024, said a government official in a statement on Tuesday (Oct 31).

"Arrivals from India and Taiwan can enter Thailand for 30 days," spokesperson Chai Wacharonke said.

Thailand had scrapped visa requirements for Chinese tourists in September this year.&nbsp;

China ranked first in Bangkok's pre-pandemic tourism market with 11 million of the record 39 million arrivals in 2019.

As per the latest government data, nearly 22 million people visited Thailand from January to October 29, generating 927.5 billion baht ($25.67 billion).

The country's foreign affairs minister Ali Sabry made the announcement on Tuesday (Oct 24) on social media platform X.

"Cabinet approves issuing of free visas to India, China, Russia, Malaysia, Japan, Indonesia &amp; Thailand with immediate effect as a pilot project till 31 March,” he said.

Thailand announces visa-free entry for Indian citizens in bid to boost tourism

A video has surfaced online from the deadly mass shooting at a luxury shopping mall in Bangkok that took place on Tuesday (Oct 3), showing how a South Korean influencer who was live-streaming herself enjoying a meal ended up capturing her bone-chilling escape from the site as the gunshots rang out.&nbsp;

Two foreigners, from China and Myanmar, were killed and several were wounded in the incident.

The influencer, who is known by her online name Barbie Jini, was sipping her drink while interacting with her online community when things turned drastic.&nbsp;

The video, which was posted on the popular South Korean broadcasting platform Afreeca TV, showed the woman storming out of the mall with the crowd to save her life after the screams and sounds of glass window shattering sparked panic in one of Bangkok’s busiest areas.

“Why? Why? What’s going on? Gun! It looks like a gun,” she can be heard saying.

Upon reaching a safe space, she said, “It’s so scary. People are running away again."&nbsp;

Jini initially thought of the incident as some form of a prank. However, she realised the gravity of the situation after she saw a mother running for life with her baby, leaving the stroller behind in an attempt to reach safety.

"It really was (a gun shooting). I could have been in big trouble if I had been a little late,” she said.

<h2>Attacker's family members 'accept responsibility'</h2>

The family members of the 14-year-old attacker, who opened fire inside the shopping mall and killed at least two women, issued an apology on Friday (Oct 6) for their son's actions, the Thai government said in a statement.

"We offer our deepest apologies to the victims, the families of the deceased and the injured, from the recent shooting incident that occurred as the result of our son's actions at the Siam Paragon department store," said the statement.

The teenager was arrested by the police from the mall.

The shooting incident sparked panic among the hundreds of shoppers present, who ran out of the mall after hearing gunshots. The shoppers were ushered by security guards from the mall. Videos shared on social media showed some rushing towards the exit of a ground-floor supermarket.

Prime Minister Srettha Thavisin offered condolences to the victims' families and said he was monitoring the situation closely.&nbsp;

On social media forum X, he wrote: "What I care about most right now is the safety of all citizens. I ask all workers to monitor the situation, and may everyone be safe."&nbsp;

The teenager was arrested by the police from the mall. The shooting incident sparked panic among the hundreds of shoppers present, who ran out of the mall after hearing gunshots. The shoppers were ushered by security guards from the mall. Videos shared on social media showed some rushing towards the exit of a ground-floor supermarket. Prime Minister Srettha Thavisin offered condolences to the victims' families and said he was monitoring the situation closely. As per Reuters, last month’s figure was 10.7 per cent down year-on-year and 24 per cent below the all-time high reached in March 2022, after the Russian invasion of Ukraine.&nbsp;

The UN food agency’s cereal index rose 1.0 per cent from the previous month with prices in maize rising as much as seven per cent which has been attributed to a strong demand for Brazilian supplies and slower selling in Argentina as well as an increased barge freight rates in the United States.&nbsp;

Meanwhile, international wheat prices dropped by 1.6 per cent after Russia showed strong supplies and good production prospects, according to the FAO. The price for rice had skyrocketed nearly 10 per cent in August only dipping 0.5 per cent last month amid low import demand.&nbsp;

The UN food agency also noted a drop in the prices of dairy products by 2.3 per cent marking a ninth successive monthly fall which has been attributed to low global import demand and ample stocks.&nbsp;

The FAO has also forecasted the world cereal production this year at 2.819 billion tonnes slightly over the previous estimate of 2.815 billion. This is almost entirely driven by more positive yield estimates for Russia and Ukraine due to continued favourable weather conditions, said the UN food agency.

The rise in FAO’s Sugar Price Index for a second consecutive month has also raised concerns over a tighter global supply outlook in the upcoming season.&nbsp;

After decades of looters stripping Thailand's historical sites and taking many items abroad, the country is still taking steps to repatriate the cultural treasures.

"The big picture like the building was discovered, but the artefacts which tell little details are missing, making a lot of stories untold about Si Thep," said archaeologist Tanachaya Tiandee as quoted by AFP.

Si Thep is an ancient town. Experts are to this date trying to unlock the mysteries there.

"It's like a piece of puzzle was missing," said Tiandee.

Archaeologists think that the site of Si Thep is between 1500 to 1700 years old. This week, the site may be inscribed in UNESCO's Cultural World Heritage list. If it indeed happens, it will be Thailand's first addition to the list since 1992.

It is believed that at least 20 objects have been stolen from the site over the years. Experts have identified 11 such objects in museums in the US.

It is suspected that the real number of looted objects is far higher due to a lack of documentation on the thefts.

In 2017, the Thai government which at the time was led by the military, set up the Committee to Monitor Thai Antiquities Abroad. Since then, about 340 objects have been voluntarily repatriated to the country, according to the committee report cited by AFP.

However, the process of repatriation is going ahead at a snail's pace, particularly due to political compulsions. The government officials are wary of disturbing diplomatic relations with key allies like the US.

AFP quoted the director-general of Thailand's Department of Fine Arts as saying that they "won't accelerate anything".

A recent statement from the committee said that the Norton Simon Museum in California holds nine Thai artefacts. These are reportedly a few of many such artefacts scattered in museums across the US.

While maintaining that it would cooperate with the authorities if contacted, the museum defended its decision to hold the items. The museum reportedly said that the artefacts were legally purchased and "have been carefully preserved and displayed," as per Leslie Denk, vice-president of external affairs at the institution. The leader of Thailand's reformist Move Forward Party (MFP), Pita Limjaroenrat, whose party clinched maximum seats in the national elections held in the country in May, submitted his resignation as the party leader on Friday (September 15). 
 
The Move Forward Party (MFP) was led to the top spot in the elections by the young challenger, capitalising on a number of voters who were disenchanted by the junta-backed rule which continued for a decade, before the conservatives blocked him and he was suspended as an MP. 
 
The MFP ended its partnership with opposition rivals Pheu Thai Party, after which it formed a coalition government with pro-military parties, and stated that they would go into opposition.

"Due to my MP suspension, I won't be able to get my MP position and be opposition leader in the near future," Pita stated. 
 
In July, Pita was suspended while he was waiting for the ruling of the Constitutional Court over his ownership of shares in a media company, which is now defunct. 
 
As per the Constitution of Thailand, MPs are not allowed to own media shares. Emphasising the importance of the role, Pita said that it was like "the prow (of a ship) that determines the direction of the opposition". 
 
"There will need to be a party general meeting to vote for the new leader," said MFP lawmaker Rangsiman Rome, while speaking to AFP.

The partial pardon from King Maha Vajiralongkorn was confirmed by the official Royal Gazette. The announcement also underlined Shinawatra's service to the country during his term as the country's leader.

Thaksin "was a prime minister, has done good for the country and people," the royal gazette said on Friday.

"He is loyal to the institution of monarchy. When prosecuted, he respected the justice system, right now he is old, has illness that needs care from medical professionals," the statement said, noting that Thaksin also suffers numerous health problems.

"We have received (the request), the rest will be according to the procedure," said Wissanu, speaking to the reporters. When questioned how long the process takes, Wissanu said, "It is purely based on royal grace. The procedure from the government is not long, but it depends on the length of (the king's) consideration."

After landing in Bangkok last week, the first public act of Thaksin was to prostrate himself in homage before the king's portrait at the airport.

Thailand’s economic recovery has slowed down significantly during the second quarter of 2023. The National Economic and Social Development Council (NESDC) officially reported on Aug. 21 that real gross domestic product (GDP) growth had dipped from 2.6 per cent year-over-year in the first quarter of 2023 to 1.8 per cent in the second, according to a report by The Bangkok Post.

Thailand’s GDP expanded more slowly in comparison to the 2.6 per cent rise from January to March and lagged behind the consensus projection of 3.1 per cent growth in the second quarter in a poll conducted by Reuters.

“The economy was mainly driven by the acceleration of private consumption despite the slowdown of private investment and export of services,” Nikkei Asia quoted NESDC as saying in a statement.

In the quarter from April to June, private consumption increased to 7.8 per cent compared to the previous quarter’s 5.8 per cent increase.

Despite China being Thailand’s largest commercial partner, the global demand for exports, which make up around 60 per cent of the GDP, remained poor. Due to weak worldwide demand, exports of goods declined to 5.7 per cent from April to June, adding to a 6.4 per cent decline from the previous quarter.

“The fall in exports is expected to be more serious, as the weak economic outlook in China implies a greater drop in exports in the second half of the year,” and analyst at Asia Plus Securities told Nikkei Asia.

The total revenue from tourism climbed 71.7 per cent from the corresponding quarter in 2022.

When Bangkok eliminated all entry restrictions with the Covid 19 pandemic easing in the second half of 2022, the tourism sector in Thailand, which contributes around 18 per cent of GDP, started to rebound. The recovery began to accelerate in the third quarter.

The Tourism Authority of Thailand estimates that 29 million foreign visitors will visit Thailand this year, up from 11.5 million in 2022, albeit that number is still lower than the 39 million visitors who visited the nation in 2019, prior to the COVID-19 pandemic.

The National Economic and Social Development Council has revised its earlier predictions, which ranged from 2.7 per cent to 3.7 per cent to 2.5 per cent to 3.0 per cent growth for the Thai economy this year.

Paetongtarn’s support for PM was followed by a 36.6 per cent preference for Srettha.

Analysts suggest the Pheu Thai party has reached a deal with political parties on forming a government after receiving support from military-backed parties. This comes ahead of a parliamentary vote aiming to end a three-month political deadlock.&nbsp;

Pheu Thai is reportedly set to nominate real estate tycoon Srettha Thavisin as PM on Tuesday, who will require the support of more than half the bicameral legislature and military-appointed Senate.

This was after a lawmaker from another pro-military party, Palang Pracharat, earlier this month said it would back Pheu Thai to end the deadlock.&nbsp;

Thaksin is all set to return to the country on Tuesday (August 22), said his daughter, Paetongtarn on social media on Saturday. The former 74-year-old business tycoon was ousted in a military coup and has spent 15 years in self-exile.

Thailand's former Prime Minister Thaksin Shinawatra is all set to return to the country on Tuesday (August 22), said his daughter, amid a political deadlock.

Thaksin's youngest daughter, Paetongtarn Shinawatra, who is also one of the Pheu Thai Party's candidates for prime minister, took to social media on Saturday (August 19) and said in a post that she would meet her father at Bangkok's Don Muang Airport on Tuesday, August 22.

"On Tuesday, August 22, 9 am I will pick up my father Thaksin at Don Muang Airport," his daughter said.

In the year 2006, the former 74-year-old business tycoon was ousted in a military coup and has spent 15 years in self-exile.

Thaksin, in the past, has stated his ardent desire to visit his homeland several times but he faces multiple criminal charges, which according to him are politically motivated.

<h2>I'm old, I miss my grandchildren:&nbsp;Thaksin</h2>

As per news agency AFP reports, Thaksin said in an interview with BBC Thai that he misses his grandchildren and that he wants to be around his family members.

"I don't want to offend people. I want everyone to love each other. I want the country to be peaceful," he told BBC Thai on Saturday.

"I'm old, I miss my grandchildren, I want to be with my family."

His return on Tuesday coincides with a key parliamentary vote that will determine if Srettha Thavisin takes up the position of power to become the prime minister ending political uncertainty looming in the country since general elections that took place earlier this year in May.

Thaksin, who earlier postponed his return from August 10, citing the need for a medical checkup, still faces up to 10 years in prison. The 74-year-old would be subject to the judicial process upon his return, news agency Reuters reported citing police chief Surachate Hakparn.

As per some analysts, Thaksin's return suggests Pheu Thai reached a deal with political parties on forming a government after receiving support from military-backed parties.

"Thaksin's return on the voting day shows that he is confident that Pheu Thai's prime ministerial candidate will be elected in one round," said Thanaporn Sriyakul, chair of the Political Science Association of Kasetsart University.

Thailand King Maha Vajiralongkorn's second-eldest son on Tuesday visited a child-care centre for underprivileged families during his very first surprise visit to the homeland in 27 years.&nbsp;

The travel undertaken by 42-year-old Vacharaesorn Vivacharawongse comes at a time when the royal family is going through an adverse situation with the monarch's eldest daughter in a coma since last December.

Vacharaesorn visited the Foundation for Slum Child Care, which is supported by the royal family, and greeted his well-wishers. He works at a law firm in New York.

He posed for photographs in front of portraits of his father and his grandfather, King Bhumibol Adulyadej, who died in 2016 after a 70-year reign.

“I am delighted to return to Thailand, I have been warmly welcomed. I have been away for a long time, 27 years. It is like a dream come true to be back here. Before the plane landed I looked outside the window I feel very emotional and grateful to the country,” Vacharaesorn told reporters at the Bangkok Foundation.

“I have never forgotten that I am Thai. I have never forgotten about the importance of Thai culture. When I was overseas, I spent my time promoting Thai culture so foreigners can understand the valuable heritage. Returning to Thailand this time, I would like to learn more about culture and continue to promote it overseas. I am very happy to be back here,” he added.

The Royal Palace has not yet commented on the visit. The Palace Household Bureau did not respond to news agency Reuters' requests for comment.

People in Thailand were pleasantly surprised by Vacharaesorn's sudden return. The picture that he posted on his official Facebook handle on Monday riding a "tuk-tuk" auto-rickshaw in Bangkok received tens of thousands of likes.

On microblogging site X (formerly known as Twitter), the hashtag #SonOfTenReturnToThailand was mentioned almost 390,000 times. His father's formal title is King Rama X.

Those who saw Vacharaesorn were impressed.

"I am very moved, he has been away for a long time. To me he is still a member of the royal family," Reuters quoted Angsana Seeprasit, 66, as saying.

Vacharaesorn is the second of four sons of King Vajiralongkorn's second wife, Sujarinee Vivacharawongse, a former actress whom the then-crown prince parted ways with in the year 1996.
