'Not accidental but act of terror...,' says DGP Karnataka on Mangaluru autorickshaw blast

The third edition of No Money for Terror (NMFT) conference in New Delhi “recognised the leading role played by UN Security Council Resolutions in countering the threat from terrorism and its financing, through implementing sanctions against global terrorist entities.”

The resolutions adopted by the 1267 committee of the United Nations against terror entities led to the freezing of assets, arms embargo and travel ban against the sanctioned entities.

But how effective is the mechanism, given the adamance of some countries on specific cases?

“What we also need to do is to bring about a position in the UN Sanctions Committee where you cannot veto a proposal more than three times,” Anil Wadhwa, Executive Council member of New Delhi-based Global Counter Terrorism Council, told WION, referring to the veto-wielding practices of five permanent UN Security Council member states, including China.

At No Money For Terror meet, India also called for listings and de-listings under the UN sanction regimes in an “objective-manner, based on evidence, and free from political considerations and duality of standards”.

The legwork to limit number of vetoes at UNSC

On 17th November, a day before India’s Prime Minister Narendra Modi emphasised on a “uniform, unified and zero-tolerance approach” against terrorism while inaugurating the NMFT Conference, the United Nations General Assembly heard renewed appeals for ‘substantive’ reforms in the UN Security Council. Countries such as Italy, Luxembourg and Japan called for the limits on the use of the veto by five permanent member nations.

“The legwork for that (to limit the number of vetoes) has already started,” said Wadhwa, who served as Indian envoy to Italy, Poland and Lithuania, Thailand, and Oman in the past.

‘Big gap’ on monitoring terror-financing through cryptocurrency, virtual asset routes

The New Delhi NMFT meet also called upon the participating states to design preventive measures, legislation and forward-looking technological solutions to counter threats from virtual assets and new financial instruments.

“There are only 60 countries who have actually started monitoring cryptocurrencies. The rest have not. There is a big gap between the countries when it comes to terror-financing through such channels,” Wadhwa said. “There has to be uniformity in monitoring non-banking financing of terror.”

NMFT meet and the Financial Action Task Force standards

The 93 countries and multilateral organisations that met in New Delhi affirmed commitment to Paris-based FATF’s Anti Money Laundering/Countering Financing of Terrorism standards in “promoting the implementation” of the said standards.

Abhijit Iyer-Mitra, senior research fellow at New Delhi-based Institute of Peace and Conflict Studies, said that the FATF standards to list countries for facilitating terrorism follow a “multiple choice questions or tick the box” criteria, adding, “the FATF list has to be a dynamic list.”

“The basic thing that India should insist on is that an FATF listing needs to be a principle-based application from rules-based application which is exactly what it is right now, a fill-the-checklist rules-based application,” Iyer-Mitra told WION.

In October 2022, the FATF took Pakistan off its “grey list” of countries under “enhanced monitoring” for facilitating terror-financing. The anti-terrorism financial watchdog reportedly welcomed what it called Pakistan’s “significant progress” in improving legal and government mechanisms to tackle terror financing.

“In fact, it is precisely the removal of Pakistan from FATF based on a checklist that India should use as an example of how it’s clearly not working,” Iyer-Mitra said.

Call for universal anti-terrorism standards

The ‘No Money For Terror’ meet also underlined that ‘opportunity for terrorist entities to access safe havens continues to be a significant concern’, reflecting India’s principal counter-terrorism challenge, supported and sponsored by Pakistan into Jammu and Kashmir.

Experts view New Delhi’s attempts to bring about a global consensus for a “uniform, unified and zero-tolerance approach” against terrorism as attempts that must translate into “punitive action against countries who actually sponsor or close an eye to terrorism”.

“If you do not set universal standards and you are always talking about cross-border terrorism – which is a euphemism for Pakistan – then that's something which is not taken seriously after a while because countries begin to perceive a political angle in it,” Wadhwa said.

“But on the other hand if every country is supposed to make certain obligations, then it becomes natural that everyone must oblige, even countries like China and Pakistan,” he said.

Medical seats reserved for terror victims in Jammu and Kashmir

A woman from the United States who was raised on a farm in Kansas, converted to Islam, and then joined the Islamic State in Syria, where she oversaw an all-female combat unit, is scheduled to get her sentence on Tuesday for aiding a foreign terrorist organisation.

After pleading guilty to terrorism-related charges in June in a US District Court in Alexandria, Virginia, Allison Fluke-Ekren, 42, now faces up to 20 years in prison.

"For at least eight years, Fluke-Ekren committed terrorist acts on behalf of three foreign terrorist organizations across war zones in Libya, Iraq, and Syria," US attorney Raj Parekh said in a pre-sentencing memo.

"Fluke-Ekren brainwashed young girls and trained them to kill," Parekh said. "She carved a path of terror, plunging her own children into unfathomable depths of cruelty by physically, psychologically, emotionally, and sexually abusing them."

In order to convince Judge Leonie Brinkema to inflict the maximum 20-year sentence, Parekh described Ekren's life from her Kansas farm upbringing until her capture in Syria following the territorial defeat of IS in 2019. Fluke-Ekren was captured in Syria.

According to reports, the 30-year-old man attacked several locals "with at least one knife", near the train station in Ansbach, a Bavarian town close to Nuremberg.

Similarly in May, another knife attack was reported on a train in the western German state of North Rhine-Westphalia (NRW).

In the attack, six people were injured after the accused started attacking passengers "indiscriminately and arbitrarily."

The suspect was identified as a 31-year-old Iraqi-born man.

The state interior minister had launched a probe to analyse a possible extremist motive behind the attack.

Earlier, Khan’s attorney Babar Awan had filed a pre-arrest bail petition in the high court on his behalf in the contempt of court case.

The plea was submitted a day after an arrest warrant was issued against Khan by a magistrate at Islamabad’s Margalla Police Station in the case.

Imran was booked in a terrorism case on the complaint of Islamabad Saddar Magistrate Ali Javed for threatening the judge.

Khan is accused of making comments against Additional District and Sessions Judge Zeba Chaudhry.

During a rally in Islamabad’s F-9 park, the Pakistan Tehreek-e-Insaf (PTI) chairman had threatened that he would "not spare" Islamabad's inspector-general, deputy inspector general, and female magistrate, vowing to bring them to justice for allegedly torturing PTI leader Shahbaz Gill.

In a strong message on terrorism, India's External Affairs minister S Jaishankar said that there is no justification of any act of terrorism and nations who back terrorism. He also reaffirmed India's zero tolerance approach towards terrorism.

'No justification of any act of terrorism,' says S Jaishankar at UNGA

In a strong message on terrorism, India's external affairs minister S Jaishankar said on Saturday that no rhetoric, however sanctimonious, can ever cover up blood stains. He further asserted that nations who defend proclaimed terrorists in the United Nations neither advance their own interests nor their reputation, a signal to China and Pakistan.

In his address to the high-level UN General Assembly session here, Jaishankar said those who politicise the UNSC 1267 Sanctions regime, sometimes even to the extent of defending proclaimed terrorists, do so at their own peril.

“Having borne the brunt of cross border terrorism for decades, India firmly advocates a ‘zero- tolerance’ approach. In our view, there is no justification for any act of terrorism, regardless of motivation. And no rhetoric, however sanctimonious, can ever cover-up blood stains,” he said.

“The United Nations responds to terrorism by sanctioning its perpetrators. Those who politicise the UNSC 1267 Sanctions regime, sometimes even to the extent of defending proclaimed terrorists, do so at their own peril. Believe me, they advance neither their own interests nor indeed their reputation,” he said.

India launches a veiled attack on Pakistan & China at UNGA for sponsoring terrorism

A court in Islamabad on Monday set aside the terrorism charges against former prime minister (PM) Imran Khan for allegedly threatening a female judge and senior police officers at a rally.

A two-member bench headed by Islamabad High Court Chief Justice Athar Minallah had reserved the verdict on PTI's plea earlier in the day.

In the same FIR, on other clauses, the relevant authorities will decide but the matter of terrorism has been set aside, the high court said in the order.

The cricketer-turned-politician was booked under sections of the Anti-Terrorism Act (ACT) for making threatening remarks against an additional sessions judge and senior officials of the Islamabad Police at a rally.

Khan's lawyer contended the charge, saying that there are some basic factors required to warrant terrorism charges and that these factors were absent in the case.

"A terror case can be lodged for creating an atmosphere of fear and terror, not on the possibility of creation of such an atmosphere," he said in the court.

He argued that Khan was speaking about taking legal action and lodging a case against an IG and DIG. He claimed that a "mastermind" was responsible for this complaint against Khan.

His party, the Pakistan Tehreek-e-Insaf (PTI), had moved the court seeking transit bail for Khan, but the top court directed the former PM to approach an anti-terrorism court (ATC) since he was booked under terrorism charges.

The complaint that was filed against Khan states that he threatened Additional Sessions Judge Zeba Chaudhry and police officers during a rally at Fatima Jinnah Park in Islamabad.

The FIR further states that Khan’s main aim was to prevent the police officers and judiciary from carrying out their legal obligations.

The FIR was registered following the complaint of Magistrate Ali Javed at Islamabad's Margalla Police Station under Section 7 of the Anti-Terrorism Act.

According to local reports, at the rally Khan warned that he would “not spare” Islamabad's inspector-general, deputy inspector general, and the female magistrate.

It was in July 2016 that the celebratory streets of Nice were bloodied by a radical Islamist who crushed 86 people while celebrating France's national day. Six years later, the trial is set to begin on Monday as eight suspects, including a woman take the stand.

According to an AP report, the trial will take place in the capital city of Paris as French law mandates that terrorism-related trials be held in the capital.

Moreover, the proceedings of the trial will be broadcast live to the Acropolis Convention Center in Nice for the victims' families and the public who cannot attend the courtroom hearing. Additionally, audio of the trial, with a 30-minute delay will also be released online.

The trial is expected to last until mid-December. However, the victims will have to make do with the fact that the perpetrator of the cowardly attack will never be brought to justice.

Mohamed Lahouaiej Bouhlel was the main culprit who drove the 19-tonne truck through the crowd, leaving a gruesome trail of blood and mangled bodies. However, he was gunned down by the French authorities afterwards.

While Bouhlel is considered the mastermind of the terrorist plot, others are being tried in court for being aware of his intentions and providing weapons and logistical support to him.

Three suspects have been charged with association in a terrorist conspiracy while the remaining have been charged with association in a criminal conspiracy and violating arms laws.

Ramzi Kevin Arefa, a repeat offender and Bouhlel's aide faces the maximum prison time. If convicted, Ramzi may receive a maximum penalty of life imprisonment while his other aides are expected to receive jail terms between five to 20 years.

At the time of the incident, the terrorist outfit Islamic State (IS) claimed responsibility for the attack. However, French authorities, after the investigation stated that despite being inspired by the ideas of the terrorist outfit, Bouhlel did not have any direct connection with the jihadi outfit.

According to Bouhlel's family, he was not a religious person but was a regular drug user, who had been in depression for a long time. He was in the middle of a divorce with her wife and had been fired from his job, a month prior to the terrorist incident.

(With inputs from agencies) WATCH WION LIVE HERE:

Oslo shooting being treated as 'act of Islamist terrorism', say Norwegian authorities

Sajid Majeed Mir, the main handler of the deadly 26/11 Mumbai terror attacks and who was once presumed dead, was handed 15 years jail term in the terror funding case by an anti-terrorism court in Pakistan.

According to reports, Pakistan’s decision to arrest the Lashkar-e-Taiba (LeT) terrorist Mir, who was once declared dead by the Islamabad officials, was in response to the pressure mounted by the Financial Action Task Force (FATF) during its assessment of the country’s actions to crack down on terror financing

The Lahore court has also imposed a fine of over Rs 400,000 on Mir, who is currently serving sentence in Kot Lakhpat jail.

“An anti-terrorism court in Lahore early this month had handed down over 15 years jail term to Sajid Majeed Mir, an activist of banned Lashkar-e-Taiba (LeT), on a terror financing case,” a senior lawyer associated with terror financing cases of LeT and Jamaat-ud-Dawa leaders told PTI on Friday.

The Counter-Terrorism Department (CTD) of the Punjab Police, which often issues conviction of the suspects in such cases to the media, did not notify Mir's conviction in a terror-financing case, reports Dawn newspaper.

Besides, since it was an in-camera proceeding at jail, the media was not allowed.

According to the Pakistani newspaper, before the FATF plenary meeting, Pakistan told the agency that it had prosecuted Mir in order to seek removal from the “grey list”.

Mir’s conviction and sentencing were major achievements showcased by the Pakistani officials in their progress report given to FATF on its action plan during the latest plenary.

Who is Sajid Majeed Mir?

Lahore-born Mir played a key role in planning and executing the Mumbai attacks that left 166, including 26 foreigners, dead and brought the two nuclear armed neighbours to the brink of war.

He directed the attackers from Lahore during the siege in Mumbai.

Sajid Mir has a bounty of $5 Million and is in India’s most wanted list for his role in the 26/11 attacks.

He visited India in 2005 where he went as a cricket fan to watch a match between the cricket teams of the two countries. He remained in India for about 15 days.

Others convicted in the 26/11 attacks

Mumbai terror attacks alleged mastermind and Jammat-ud-Dawah chief Hafiz Saeed has already been sentenced for 68 years imprisonment in terror financing cases by the Lahore ATC.

The sentence is running concurrently, which means he will not have to spend many years in jail.

Mumbai attack operation commander Zakiur Rehman Lakhvi is also convicted for several years in jail. Both Saeed and Maki are also in Kot Lapkhapt jail in Lahore.

Saeed, a UN-designated terrorist on whom the US has placed a USD 10 million bounty, was arrested on July 2019 in the terror financing cases.

Jammu and Kashmir cop shot dead near his house by terrorists, daughter seeks revenge

Brookings Institution think-tank placed its president Retired Marine General John Allen on administrative leave amid FBI probing his role in an illegal lobbying campaign on behalf of Qatar.

The latest move comes after the FBI recently seized Allen’s electronic data as part of the probe to find whether the retired four-star general helped Qatar influence US policy in the 2017 diplomatic crisis which erupted between the monarchy and its neighbours, AP news agency reported citing new court filings.

Allen has not been charged with any crimes and had previously denied any wrongdoing.

In an email Wednesday, Brookings told staffers that the Washington-based think tank is not under any investigation and that institution’s executive vice president, Ted Gayer, will serve as the acting president.

“We have every confidence in the Brookings team’s ability to remain focused on delivering quality, independence, and impact,” AP quoted the email as saying.

The FBI in the affidavit has claimed to have found “substantial evidence” that Allen knowingly broke a foreign lobbying law and made false statements and withheld “incriminating” documents. The US federal agency has now sought search a warrant.

In the affidavit, it has been claimed that the Brookings Institution’s chief travelled to Qatar and met with the country’s top officials to offer them advice on how to influence US policy, as well as promote Qatar’s point of view to top White House officials and members of Congress.

Allen, who was a senior fellow at the Brookings Institution prior to becoming president, used his official email account at the think tank for some of his Qatar-related communications, the affidavit says.

The brutal killing of Kashmir’s TV artiste Ambreen Bhat by terrorists just outside her house has sent shockwaves across the valley, with locals demanding immediate action against the terrorists.

The killing took place on Thursday at 8 pm in central Kashmir's Budgam area. Her 10-year-old nephew also sustained bullet injuries.

Hundreds of people visited the 35-year-old’s house to pay their last respects. Several women were seen wailing for her death while the men remained shell-shocked and numb.

Ambreen's father, an asthma patient, keeps saying that Ambreen was his son and not daughter. She was the lone bread earner of the house. She was associated with TV for over 18 years, and she was famous on social media too.

The Jammu and Kashmir Police have said that three Lashkar terrorists are involved in the killing of the 35-tear-old star.

According to Ambreen's family, ''Two people knocked on the door of their house around 7.45 pm. Her nephew opened the door and found two people standing. They asked for Ambreen, and afterwards, she came out. They asked her to come with them for a filing related project in Budgam village, but she denied their request. That is when she was fired upon and one of the bullets hit her nephew,” said Ambreen's brother-in-Law.

Everyone in the locality is condemning this killing and saying no humanity in the world allows this kind of murder. Shooting a woman and a child is a sin, they say. However, the family claimed that Ambreen had received no threat of any kind in the past.

''Ambreen used to run this house, she used to earn some money by working in TV and helping in running the house. She has been snatched from us and we don't know what to do. I cannot do anything, but God will punish my daughters’ killers,'' said Ambreen’s father.

The political parties have also expressed outrage over the brutal killing.

Former Jammu and Kashmir chief minister Omar Abdullah expressed grief saying, ''Shocked & deeply saddened by the murderous militant attack on Ambreen Bhat. Sadly, Ambreen lost her life in the attack & her nephew was injured. There can be no justification for attacking innocent women & children like this. May Allah grant her a place in Jannat.''

PDP President and former CM Mehbooba Mufti blamed the government saying, ''Government of India keeps blowing its trumpet of normalcy in J&K even when such gruesome incidents suggest otherwise. My heart goes out to Ambreen Bhat’s family & pray her nephew recovers swiftly.”

In the past week, there has been a spate of civilian and personnel killings by the terrorists in Kashmir.

Earlier on Tuesday, terrorists shot dead a police constable outside his house in Soura area of Srinagar. His 7-year-old daughter was injured in the attack.

On May 13, another police constable Riyaz Ahmed was gunned down at his residence in Pulwama.

And just a day before, terrorists killed a government employee Rahul Bhat on the office premises in Budgam district.

The police and the army have their task cut out. In the backdrop of recent targeted killings, they need to tackle this cycle of violence and the atmosphere of fear across the valley.

Killing of Kashmiri TV star sparks outrage, ‘shocked’ family members, locals demand action

The Indian Army on Friday foiled an infiltration and narcotics smuggling bid in North Kashmir’s Tangdhar sector, where a terrorist was killed while another was injured.

The forces recovered arms and ammunition from the operation site. The two terrorists were trying to infiltrate the Indian territory into the forward area close to the Line of Control.

“The two intruding terrorists were fired upon, leading to the elimination of one terrorist, while grievously injuring the other. However, the injured terrorist managed to flee to the Pakistan-occupied Kashmir, taking advantage of the darkness. A thorough search operation launched in the morning resulted in the recovery of the dead terrorist, two AK series rifles, two pistols, two grenades along with 10 packets of narcotics.” said the Indian Army’s Defence PRO, Srinagar.

“Indian army has repeatedly foiled Pakistan’s attempts to disrupt peace and harmony in Kashmir. Pakistan and Pakistan sponsored OGW nexus uses narco-terrorism to ruin the future of our youth while at the same time channelling funds collected from narco-trade to further their nefarious activities in Kashmir valley,” the statement added.

The Taliban group in Afghanistan claimed to have successfully brokered a ceasefire deal between Pakistan and the Pakistani Taliban—which is also known as the Tehreek-e-Taliban Pakistan (TTP).

The announcement was made by Taliban spokesman Zabihullah Mujahid on Twitter following the conclusion of talks between both sides in Kabul.

"During the talks, in addition to significant progress on related issues, a temporary ceasefire was also agreed upon," Mujahid said on Wednesday.

According to Reuters, it was not known who represented the Pakistani side during the talks in the Afghan capital.

A TTP statement on Wednesday also confirmed that talks were underway and that a ceasefire has been put in place till May 30.

This comes a year after the failed ceasefire agreement that led to the breakdown of talks between the two sides. The talks, also held inside Afghanistan, could not take off reportedly due to a disagreement over the release of TTP prisoners held by Pakistan.

The TTP has carried out some of the deadliest attacks in Pakistan since 2007. Their activity has increased recently in Pakistan's southwestern province of Balochistan, which also borders Afghanistan.

It is claimed that TTP has close links with al-Qaeda and looks after the latter for ideological guidance.
