A Pakistan-brokered two-week ceasefire between the U.S. and Iran is under strain as Tehran issues new demands, including war reparations and U.S. military withdrawal. The truce, agreed on condition that Iran reopen the Strait of Hormuz, is critical for global energy flows but remains fragile amid regional tensions. China’s diplomatic role and potential strategic gains add another layer of complexity to the crisis.

U.S. President Donald Trump has accused Iran of doing a “very poor job” of allowing oil shipments through the Strait of Hormuz. He said Tehran was not honoring the agreement to keep the vital waterway open after the recent ceasefire.

US-Iran War: Trump Warns Iran Against Hormuz Toll, But Open To 'Joint Venture'

High-stakes peace negotiations between the United States and Iran are set to begin in Islamabad, with U.S. Vice President JD Vance leading the American delegation. The talks aim to stabilize the fragile ceasefire and explore a pathway toward a longer-term agreement after weeks of escalation across West Asia. Key issues expected to be discussed include maritime security in the Strait of Hormuz, ceasefire compliance, and broader regional tensions, as both sides attempt to prevent a return to conflict.

Oil prices have climbed back again to ~$100 per barrel as uncertainty looms over the negotiated cease-fire between the US and Iran. According to maritime data by global ship tracking firm MarineTraffic, a total of six ships travelled through the Hormuz on April 9, bringing the total number to 22 since the ceasefire was brokered. The Hormuz remains functionally open, but it operates like a “high-risk” exclusion zone.&nbsp;On April 7 and April 8, following the ceasefire, a total of 11 and five ships transited through the Hormuz respectively. The oil prices plummeted following the announcement of a ceasefire. Brent crude for June delivery and WTI for May delivery retreated to the mid-$90s per barrel, alongside falling refined product prices. However, the oil and commodity analysts at the Standard Chartered agreed that the correction could be too deep and the prices could rise sharply at the news of any escalation. According to its forecast for the second quarter, Brent Crude will likely be around $98 per barrel, and WTI Crude will be at $92.50 per barrel. As of April 10, all the major oil indices, Brent, WTI, Murban, are moving upwards, hovering in the region of $97per barrel to $99 per barrelThe Strait of Hormuz accounts for 20 per cent of global oil trade. Among all the tankers that passed through the Strait of Hormuz between February 28 and April 9, 59 per cent are oil, chemical and gas tankers, while 37 per cent are cargo ships. A total of 212 ships have passed through Hormuz since the beginning of the war, among them 29 per cent were in the first two days. There are approximately 426 tankers stranded in the Strait at the moment.&nbsp;Also Read: <a href="https://www.wionews.com/world/trump-iran-ceasefire-netanyahu-israel-lebanon-strikes-1775798305375">Trump backtracked on Lebanon ceasefire after Netanyahu call</a>Analysts predict that the Gulf countries are unlikely to settle with Iran's ability to assert that much force in the global energy supply, but momentarily concede just to clear the backlog. Oil prices hover around $100/bl as 22 tankers pass through Hormuz since ceasefire

Iran has announced that all ships passing through the Strait of Hormuz must coordinate with its naval forces before transit, as tensions continue to grip the strategic waterway amid the ongoing US-Iran conflict. The directive comes as maritime traffic remains heavily restricted, raising concerns over global energy security, shipping delays, and rising oil prices.

US-Iran War: Iran Says Ships Must Coordinate Before Passing Through Hormuz

President Donald Trump on Thursday (April 9) warned that Iran ‘better stop now’ if it is charging fees to oil tankers passing through the Strait of Hormuz. His comments on Truth Social further strained an already fragile ceasefire between the US and Iran, coming less than two days after it was reached. Trump said on Tuesday evening that the US would agree to a two-week suspension of hostilities with the Islamic Republic on the condition that it ensures “the COMPLETE, IMMEDIATE, and SAFE OPENING of the Strait of Hormuz.”&nbsp;However, vessel traffic through the strategic waterway, responsible for roughly 20% of global oil supply, remains heavily restricted, continuing a disruption that began after the war started on February 28. Meanwhile, reports cited by the Financial Times suggest Iran is preparing to impose fees on shipping companies, payable in cryptocurrency, to allow passage through the strait. “There are reports that Iran is charging fees to tankers going through the Hormuz Strait,” Trump wrote in Thursday’s post. “They better not be and, if they are, they better stop now!” he wrote.&nbsp;Also Read: <a href="https://www.wionews.com/world/-low-iq-stupid-people-and-losers-trump-lashes-out-on-tucker-carlson-megyn-kelly-candace-owens-and-alex-jones-in-truth-social-post-1775768210866">'Low IQ, stupid people and losers': Trump lashes out on Tucker Carlson, Megyn Kelly, Candace Owens, and Alex Jones in Truth Social post</a>

<h2>Very quickly, oil will start flowing, with or without the help of Iran: Trump</h2>In another Truth Social post, Trump responded to criticism from The Wall Street Journal, rejecting the outlet’s claim that he had ‘declared premature victory in Iran’. “Very quickly, oil will start flowing, with or without Iran’s help,” Trump said, standing by his position that recent developments represent a clear victory. He dismissed the newspaper’s characterisation of his remarks as premature, arguing instead that the outcome is already decided.&nbsp;“Because of me, Iran will never have a nuclear weapon,” he said, adding that oil markets would soon see increased flow regardless of Iran’s participation. Trump also criticised The Wall Street Journal, calling its editorial board consistently inaccurate and overly critical, and suggested the publication often fails to acknowledge when it is wrong.

Even as U.S. military has claimed to have achieved an 'overwhelming' victory on the battlefield, Iran is viewing the ceasefire as a win. This is because of Tehran's leverage over Strait of Hormuz, which is allowing it to export millions of barrels of oil daily even as the world is grappling with an energy crisis.

US-Iran Truce: America Wins in Firepower, Iran Wins Through Ceasefire

Following a fragile ceasefire agreement with the US, Iran is reportedly implementing a highly restrictive "gatekeeping" strategy, for the Strait of Hormuz and imposing toll charges, according to a report by the Wall Street Journal. Only 12 ships will be allowed to pass through the Hormuz every day, decreasing from the usual traffic of 100 every day. Ships will be required to coordinate with the Iranian military and pay a toll fee, which will be collected in either crypto or Chinese Yuan.&nbsp;The proposed system will require tankers to pay approximately $2million per transit, approximately $1 per barrel. Iran has also proposed sharing revenue with Oman. However, Oman has categorically denied any such arrangement. Oman's Transport Minister, Saeed bin Hamoud bin Saeed Al Maawali, said that the strait is a "natural waterway". Muscat maintains that the strait is governed by the International Maritime agreement, such as UNCLOS, which prohibits the collection of toll or passage fee from any waterway.&nbsp;Also Read: <a href="https://www.wionews.com/world/us-nato-pressure-strait-of-hormuz-ceasefire-iran-israel-conflict-1775722474139">Donald Trump urges NATO to act on Strait of Hormuz as ceasefire struggles hold</a><h2>Is charging a transit fee illegal?&nbsp;</h2>According to the United Nations Convention on the Law of the Sea, passage through the seas in international straits can be governed under either “transit passage” or “innocent passage”. Under transit passage, the movement has to be unimpeded in the international waters. However, under innocent passage, the movement is restricted if it is prejudicial to the peace and security of the coastal state. There are legal prohibitions against charging a transit fee unless it is a service-based fee. Both Iran and the US have signed the UNCLOS but never ratified it, so they are not bound by the UNCLOS. Iran intends to impose the “innocent passage” under which the transit fee is framed as a "service fee" for the damages and war reparations. However, this sets a dangerous precedent where other countries could impose a similar transit fee at other vital choke points like the Strait of Malacca and Gibraltar. &nbsp;&nbsp;&nbsp;

There are legal prohibitions against charging a transit fee unless it is a service-based fee. Both Iran and the US have signed the UNCLOS but never ratified it, so they are not bound by the UNCLOS. Iran intends to impose the “innocent passage” under which the transit fee is framed as a "service fee" for the damages and war reparations. However, this sets a dangerous precedent where other countries could impose a similar transit fee at other vital choke points like the Strait of Malacca and Gibraltar.

Iran imposes toll fees on the Strait of Hormuz, allowing only 12 ships daily. Oman rejects plan; legal experts question compliance with international maritime law.

Tehran toll booth: Iran announces 'alternative routes' in Hormuz; Why is it forcing oil tankers into IRGC-controlled waters?

Iran has approved a draft bill to formalise transit fees in the Strait of Hormuz, introducing a tiered system for global shipping. While a temporary U.S.-Iran ceasefire has brought some relief to markets and resumed ship movement, questions remain over long-term control, legality, and global trade impact. Is this a short-term pressure tactic or a structural shift in one of the world’s most critical oil routes?
