Manish Dave, an Indian restaurant owner in Ukraine's embattled capital Kyiv, stepped in as Russia's attack on the country continued.

Residents of Kyiv were strongly urged to seek shelter due to the attack. In the midst of the deadly clashes, Dave's basement eatery has transformed into a makeshift shelter. Here, dozens of children, pregnant women, students, homeless people, and older locals have gathered to seek shelter.&nbsp;

During a telephonic interview with the Washington Post, Dave, 52, said “I will continue to offer shelter and food for as long as I can”.

The restaurant has housed and fed more than 130 people since Russia declared war on Thursday.

David moved from Vadodara in the Indian state of Gujarat to Kyiv in October 2021 with the intention of opening an Indian restaurant. Thousands of Indian students live in the region and he wanted to give them a taste of home.

In January, he opened Saathiya Restaurant in an underground space at Bogomelets National Medical University, but disaster struck before the business could become profitable.

Dave recalled that everything was going smoothly. And then everything fell apart.

“There was fire, blasts, bombs,” he added, describing the experience as scary.

While a barrage of explosions erupted, and civilians desperately sought shelter, Dave had an epiphany: "A basement is a safe place."

“The place is so big, and I should help.”

First, he invited his regular customers - who are primarily students - to stay in his restaurant in the basement. After that, he posted an invitation to anyone in need of shelter and food on Telegram.

“If you don’t have any proper safe place to stay during this time, please go here,” he wrote, including the address of his restaurant.&nbsp;

Soon, strangers began arriving; Dave has been feeding shelter seekers for free. A traditional Indian dish like dal served with rice is prepared by him and his staff.&nbsp;

Additionally, they prepared simple pasta and other European dishes that are easy to prepare in large quantities and inexpensive to prepare. The influx of people has forced them to ration resources.

The restaurant is currently closed and will remain closed for the foreseeable future.

He refuses to accept funds from those who ate or stayed at his restaurant. As an alternative to financial assistance, Dave is asking people to purchase groceries so that he can continue taking care of those in need for as long as possible.

Russia's invasion of Ukraine likely to delay Europe's Mars mission

A United Nations agency said on Tuesday (March 1) that at least 136 civilians have been killed, including 13 children, and 400 have been injured since Russia invaded Ukraine last week. The United States officials have said that Russian President Vladimir Putin is reportedly frustrated by the Russian army's slower than expected progress in Ukraine. As a result, according to intelligence, he could double down on his attack. ALSO READ | Did Biden say Iranian people instead of Ukrainians in State of the Union address? WION's correspondent Jodie Cohen spoke with Dr Yonatan Freeman, who is an national security expert from Hebrew University's Department of Political Science. Here's what he has to say on what could happen next: Question: Now with Russia expected to increase its advance, Ukraine has applied to join the European Union. What are the implications of this? And with Russia saying its nuclear deterrent forces are on high alert, people are even talking of a third world war – how likely is that? Answer: The fact that Ukraine seeking to join the European Union is really a way to project itself to the world that it wants to be with the West. But if it comes to World War II, anything could happen. We also know that historically speaking every 80-100 years there is a very big war that causes very drastic changes in the world. So, since World War II ended, we have reached that point in history. So it really depends on what happens next and how the world reacts to Russia. Question: President Zelensky of Ukraine has expressed doubts that the negotiations between Ukraine and Russia will succeed. However, the two countries have announced the second round of talks. What’s your assessment on their chance of success? Answer: It really depends on how much Ukraine keeps up its fight. I think when the war began, many thought that in a few hours, a few days Ukraine will be defeated but the Ukrainians are giving a fight. West is betting more on Ukraine's ability to resist. We also have to remember that Belarus, where the negotiations are happening isn't a neutral site. It's happening at a place that is currently fighting Ukraine so don't see much moving there. Now Israel is set to support the General Assembly resolution condemning Russia, where does this leave Israel’s relations with Russia? Answer: Israel is going to be supporting the move in UNGA. Both know that Israel has the ear of both these countries, even the United States. Even after all these announcements by the foreign minister, even that it is sending humanitarian aid to Ukraine, the fact that we are assisting people to leave, but still remains to be seen whether or not Israel will be a mediator. Question: With the West tightening its sanctions, especially through SWIFT, do you think China can fill in for Russia’s war chest. So far it has criticised sanctions politically. Answer: China can assist when it comes to the economy. It has a lot of industries and it has its own. China has everything but it has plenty to lose in that case. How will the Russia-Ukraine conflict impact China's economic interests in Ukraine?

Approximately 70 Japanese men have answered Kyiv's call for volunteers to fight against Russia, the Mainichi Shimbun newspaper said, quoting a Tokyo company handling the volunteers.

These include 50 former members of Japan's Self-Defence Forces and two veterans of the French Foreign Legion.&nbsp;

A spokesperson for the Ukrainian Embassy acknowledged receiving calls from people "wanting to fight for Ukraine," but declined to give further details.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/battle-for-kharkiv-21-killed-112-injured-in-last-24-hours-458088/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

A social media post from the embassy thanked Japanese for their many inquiries about volunteering.

"Any candidates for this must have experience in Japan's Self-Defence Forces or have undergone specialised training," it said.

In a new post on Twitter on Wednesday, the Ukrainian embassy in Japan said it was looking for volunteers with medical, IT, communication, or firefighting experience. It was not immediately clear if the volunteer positions were remote or involved travelling to Ukraine.

The war in Ukraine has stirred strong emotions in Japan, which has a post-war pacifist constitution that has been reinterpreted in recent years to allow Japan to exercise collective self-defence or aid allies under attack.

Hundreds gathered for a protest against the Russian invasion last week in Tokyo, while the Ukrainian embassy said it collected $17 million in donations from some 60,000 people in Japan after it put out an online request for help.

Japan has also announced sanctions on Russia, including freezing the assets of Russian groups, banks and individuals and suspending exports of semiconductors and other sensitive goods to military-linked organisations in Russia.

Japan will accept Ukrainian refugees fleeing Russia's ongoing invasion, Prime Minister Fumio Kishida said Wednesday, in a break with the country's usual reticence to accept humanitarian arrivals.

Japan typically accepts just a few dozen refugees a year out of thousands of applicants, and its borders are currently closed to virtually all foreign visitors to prevent Covid-19 infections.

But Kishida said the country would now "proceed with a plan to welcome people from Ukraine who have fled to third countries" in a bid to "demonstrate our solidarity with the Ukrainian people at such a crucial moment."

Kishida said Japan expected to first accept those with relatives or friends in the country, "but beyond that, we will respond from a humanitarian perspective," he added without setting a specific cap on arrivals.

He said refugees would be processed outside of the current border regime that bars foreign tourists and limits overseas arrivals.

Japanese billionaire Hiroshi "Mickey" Mikitani said Sunday he will donate $8.7 million to the government of Ukraine, calling Russia's invasion "a challenge to democracy".

The founder of e-commerce giant Rakuten said in a letter addressed to Ukraine's President Volodymyr Zelensky that the donation of 1 billion yen ($8.7 million) will go toward "humanitarian activities to help people in Ukraine who are victims of the violence".

In pics-Ukraine invasion:These assets of Russian President Putin can be seized Hundreds gathered for a protest against the Russian invasion last week in Tokyo, while the Ukrainian embassy said it collected $17 million in donations from some 60,000 people in Japan after it put out an online request for help. But Kishida said the country would now "proceed with a plan to welcome people from Ukraine who have fled to third countries" in a bid to "demonstrate our solidarity with the Ukrainian people at such a crucial moment." Also see | Long lines, 60 hours wait, shelter and for some racism awaits them as they flee Ukraine for Poland Kishida said Japan expected to first accept those with relatives or friends in the country, "but beyond that, we will respond from a humanitarian perspective," he added without setting a specific cap on arrivals. China on Wednesday suggested how Russia and Ukraine can make peace and put an end to the crisis that shaken up the whole world.

China’s permanent representative to the UN, Zhang Jun said Moscow and Kyiv’s top officials must sit down at the negotiating table to establish a path to de-escalating aggression.

“The most important thing right now is to return to the track of diplomatic negotiations and [create] a political settlement as soon as possible to help de-escalate the situation,” he claimed.

According to the diplomat, “China supports direct dialogue and negotiation between Russia and Ukraine,” which he insists is the definitive way to resolve the conflict. Zhang also said that the international community should “prioritize regional peace, stability and the universal security for all.”

Meanwhile, Chinese Foreign Ministry spokesman Wang Wenbin said during his briefing on Wednesday, ''China and Ukraine are keeping an open communications channel.''

It comes after Ukraine’s Foreign Minister Dmytro Kuleba talked to his Chinese counterpart and he “appealed to the Chinese foreign minister to take advantage of their leverage on Putin, of their relations with Russia, and urge Putin to stop this war immediately.”&nbsp;

China suggests this is the 'most important thing' that can end conflict between Russia and Ukraine

Jewish groups and institutions around the world condemned a strike in Ukraine’s capital, Kyiv, in the area of the Babyn Yar Holocaust Memorial Center, where tens of thousands of Jews were killed by the Nazis in a two-day massacre during World War II.

It was not clear to what extent the memorial was damaged by the strike. The memorial is close to Kyiv’s main radio and television tower, which was hit by a projectile. President Volodymyr Zelenskyy of Ukraine said at least five people were killed in the area.

Zelenskyy, who is Jewish, also alluded to the site’s history, saying on Twitter, “What is the point of saying ‘never again’ for 80 years, if the world stays silent when a bomb drops on the same site of Babyn Yar?”

On Facebook, the Babyn Yar Holocaust Memorial Center said that Russian forces had struck the site but did not describe whether there was damage.

Natan Sharansky, chair of the memorial’s advisory board and a former Soviet dissident, said in the statement that President Vladimir Putin of Russia had sought “to distort and manipulate the Holocaust to justify an illegal invasion of a sovereign democratic country” and called the move “utterly abhorrent.”

Sharansky added, “It is symbolic that he starts attacking Kyiv by bombing the site of the Babyn Yar, the biggest of Nazi massacre.”

In remarks last week, Putin said the Russian military operation would aim for the “demilitarization and denazification of Ukraine,” and called Ukraine’s leaders “neo-Nazis.”

More than 33,000 Jews were killed at the site over a two-day period, according to historians. In addition, mass shootings, including of Roma, also known as Gypsies, and Soviet prisoners of war took place there throughout the war.

Yad Vashem, the Holocaust memorial museum in Israel, called for the site to be preserved, saying it had “irreplaceable value for research, education and commemoration of the Holocaust.”

“Rather than being subjected to blatant violence, sacred sites like Babi Yar must be protected,” Yad Vashem said in a statement.

Yair Lapid, Israel’s foreign minister, said on Twitter that the country would help with repairing damage to the memorial.

The U.S. Holocaust Memorial Museum said it was outraged at “the damage inflicted on the Babyn Yar memorial by Russia’s attack today.” The Holocaust Memorial Day Trust, a British charity, said it was “horrified” to learn of the strike.

“I’m beyond devastated,” said Karyn Grossman Gershon, CEO of Project Kesher, a nonprofit that aims to build Jewish community by empowering women leaders.

The massacre at Babyn Yar, also known as Babi Yar, took place in late September 1941. Soon after the German army entered Kyiv, the city’s Jews were told to gather near a train station in order to be resettled. Crowds were forced to undress and gather in a ravine, where they were shot. The Nazis wiped out nearly the entire Jewish population of Kyiv over the course of the war.

Last year, on the 80th anniversary, Zelenskyy unveiled a modern art installation at the site. Peter Hayes, a professor emeritus of Holocaust studies at Northwestern University, said that it only started to become a more formally recognized landmark since Ukrainian independence in 1991.

“The Soviets for a long time did not want to acknowledge that the victims were almost exclusively Jewish, and rather kept referring to it as a place where Soviet citizens had been massacred and so forth,” he said.

A piece of good news for Indians fleeing war-torn Ukraine, leaving behind their studies or jobs. It is now at least possible for them to bring back their companion animals, cats and dogs.

"Considering the unique and extraordinary situations in war-hit Ukraine wherein pre-export requisite formalities for export of pets into India may not be fulfilled, the import of pet dogs and/or pet cats along with stranded Indians being rescued by the Government of India is being facilitated as a one-time relaxation measure as under," stated a memorandum issued by the Ministry for Fisheries, Animal Husbandry and Dairying.

"Separating animal companions from their guardians would have been another tragedy for those desperately fleeing Ukraine, and it would have only resulted in more heartbreak and unnecessarily lost lives," said PETA India Chief Executive Officer and veterinarian, Manilal Valliyate.

The Russian Ambassador-designate to Delhi, Denis Alipov has said that his country is working to create a safe passage to the stranded Indian nationals in Ukraine conflict zones.&nbsp;

In his first-ever presser since reaching Delhi, he said, "We are working intensely on creating the corridors a securing, a safe passage for the Indian nationals stuck in those areas so that they can travel and be taken safely to areas... to Russian territories".&nbsp;

He added, "Will do everything possibly can to ensure the safety of Indian students in those areas of intense conflict".&nbsp;

During his virtual presser, he expressed sympathy for the family of Naveen Shekharappa Gyandagoudar and the "entire Indian nation" and announced Moscow will investigate his death.&nbsp;

Naveen, a 21-year-old Indian student died in Kharkiv on Tuesday in the shelling. He is the first Indian casualty during the ongoing Russian military operation in Ukraine.&nbsp;

Since that development, Indian foreign secretary Harsh Shringla has called both Russian and Ukrainian envoys for safe passage for Indian nationals in war-torn Ukraine.

Alipov explained, "We are in touch with the Indian authorities as regards the citizens of India currently in Kharkiv, Sumy in those areas in the north-east of Ukraine."

He said that they have received the Indian request for "emergency evacuation" of all those stuck there to the Russian territory and his country is "now actively working on the ways and means to launch some operation and to provide humanitarian corridors, so that people have the secure passage to safety on the Russian territory."&nbsp;

This is perhaps the first time any ambassador-designate did a presser in Delhi even before presenting his credentials to the Indian president, which shows the concerning nature of the ongoing Russia-Ukraine crisis.&nbsp;

On being further asked by reporters on the safe passage for Indians, envoy Alipov said, "As regards to the corridor for Indian nationals, I hope it will be in place as soon as possible...Hopefully, it will happen in the very near future and Indian nationals will be safe and sound on Russian territory."&nbsp;

Around 12000 Indian nationals have left the country which is around 60 per cent of the total number of Indian nationals present in the country since a few weeks ago.&nbsp;

Of the remaining 40 per cent, roughly half remain in the conflict zone in the Kharkiv -Sumy area and the other half have either reached the western borders of Ukraine or are heading towards the western borders of Ukraine.&nbsp;

On asked about how matter being raised at UN multiple times, the envoy said, "We do coordinate our positions. At the UN we inform India about our approach. We do the utmost and everything possible to keep India unto date as regards what is happening".&nbsp;

Russia was the President of the UNSC in February month and India is a non-permanent member of the council. So far India has abstained on any west backed anti-Russia resolution on Ukraine taken at the high table.&nbsp;

Lauding India's actions at UNSC, the new Russian envoy said, "We are very much grateful to India for its balanced position displayed at UN. As I said, India understands the depth of the current crisis and not just the face value of it. The depth and reasons and sees the whole situation in all its complexities. This is very important and this is the reason why its stand has been so unbiased and balanced at the UN. We hope that India will continue to demonstrate such an approach."&nbsp;

India and Russia are strategic allies and share a historic bond. Russian President Putin had visited India in December for the annual India Russia summit. This year will see the Indian PM Modi visiting Russia for the summit. February month also saw both leaders speaking to each other on the crisis with the Indian side emphasising dialogue.

In response to WION's question on deliveries of S400 taking a hit and sanctions playing a spoilsport, the envoy said, "I don't foresee any obstacles as regards the supplies of S400 to India. we have the mechanism and will continue the deal un-obstructively. Sanctions don't interfere in the deal in any way, whether previous sanctions or newly imposed."&nbsp;

The delivery of the defence system started in December but fears remain over American CAATSA sanctions.

The west has announced more sanctions since last week's operation by Russia in Ukraine. The sanctions are expected to impact the Russian economy.&nbsp;

The envoy highlighted bilateral mechanism exists for doing business in national currencies. Inviting Indian businesses to invest in his country, he said, "I hope their interest in the Russian market will remain and stay, the opportunities are open there. As regards Russia we are open to doing business with India and from our side, nothing has changed. Our intentions and desire continue steadfast."&nbsp;

The Russian Ambassador-designate to Delhi, Denis Alipov has said that his country is working to create a safe passage to the stranded Indian nationals in Ukraine conflict zones.

The Russian Ambassador-designate to Delhi, Denis Alipov has said that his country is working to create a safe passage to the stranded Indian nationals in Ukraine conflict zones. In his first-ever presser since reaching Delhi, he said, "We are working intensely on creating the corridors a securing, a safe passage for the Indian nationals stuck in those areas so that they can travel and be taken safely to areas... to Russian territories". He added, "Will do everything possibly can to ensure the safety of Indian students in those areas of intense conflict". WATCH | Indian flag helped Pakistani, Turkish students cross Ukraine border, says Indian student During his virtual presser, he expressed sympathy for the family of Naveen Shekharappa Gyandagoudar and the "entire Indian nation" and announced Moscow will investigate his death. Naveen, a 21-year-old Indian student died in Kharkiv on Tuesday in the shelling. He is the first Indian casualty during the ongoing Russian military operation in Ukraine. Since that development, Indian foreign secretary Harsh Shringla has called both Russian and Ukrainian envoys for safe passage for Indian nationals in war-torn Ukraine. Alipov explained, "We are in touch with the Indian authorities as regards the citizens of India currently in Kharkiv, Sumy in those areas in the north-east of Ukraine." He said that they have received the Indian request for "emergency evacuation" of all those stuck there to the Russian territory and his country is "now actively working on the ways and means to launch some operation and to provide humanitarian corridors, so that people have the secure passage to safety on the Russian territory." This is perhaps the first time any ambassador-designate did a presser in Delhi even before presenting his credentials to the Indian president, which shows the concerning nature of the ongoing Russia-Ukraine crisis. WATCH | Did Belarusian President accidentally share Russia's plans to invade Ukraine? On being further asked by reporters on the safe passage for Indians, envoy Alipov said, "As regards to the corridor for Indian nationals, I hope it will be in place as soon as possible...Hopefully, it will happen in the very near future and Indian nationals will be safe and sound on Russian territory." Around 12000 Indian nationals have left the country which is around 60 per cent of the total number of Indian nationals present in the country since a few weeks ago. Of the remaining 40 per cent, roughly half remain in the conflict zone in the Kharkiv -Sumy area and the other half have either reached the western borders of Ukraine or are heading towards the western borders of Ukraine. On asked about how matter being raised at UN multiple times, the envoy said, "We do coordinate our positions. At the UN we inform India about our approach. We do the utmost and everything possible to keep India unto date as regards what is happening". Russia was the President of the UNSC in February month and India is a non-permanent member of the council. So far India has abstained on any west backed anti-Russia resolution on Ukraine taken at the high table. Lauding India's actions at UNSC, the new Russian envoy said, "We are very much grateful to India for its balanced position displayed at UN. As I said, India understands the depth of the current crisis and not just the face value of it. The depth and reasons and sees the whole situation in all its complexities. This is very important and this is the reason why its stand has been so unbiased and balanced at the UN. We hope that India will continue to demonstrate such an approach." When Russia first invaded Ukraine, war experts said that a nuclear strike would be unlikely, but nonetheless a matter of concern, considering that the invasion launched Europe's greatest military campaign since WWII.&nbsp;

Fresh weaponry and other supplies continue to flow into Ukraine from both the European Union and the United States, allowing Ukrainian soldiers to continue fighting.&nbsp;

On the ground, the balance of forces is not totally or perfectly equal, but what was originally a completely disproportioned asymmetry of forces has been steadily re-equilibrated in favour of Ukrainian troops.&nbsp;

The crisis has now become a war of endurance.

If you're worried about the present crisis in Ukraine, you're acting rationally.

We are closer to a full-blown war than we have been since the early 1980s between the two greatest nuclear-armed states.

The US and Russia are not exactly at odds, and President Joe Biden has sensibly decided against sending US troops to Ukraine.

Neither country would deliberately launch a "bolt-out-of-the-blue" nuclear attack.&nbsp;

Putin's plan to employ tactical nuclear weapons does not seem that farfetched any longer.

In reality, on Sunday, he raised the alert level for Russia's nuclear forces, but it was unclear what that meant in practise.

At all times, Russia and the United States are assumed to keep their land-based and submarine-based nuclear missiles in high readiness.

While they carefully select which instruments of coercion to use, they have both established "integrated deterrence" doctrines during the last decade that include nuclear weapons among the coercive alternatives they use.&nbsp;

What are the potential dangers?

Even if Putin's statement is intended as a warning rather than a declaration of war, there is always the potential for a mistake if one side misinterprets the other or events spiral out of control.

Putin has become isolated and out of touch, with few of his advisers ready to tell him the truth, which is a source of concern.

Some believe his judgement is becoming increasingly unpredictable.

Some hope, though, that if he goes too far, others further up the line of command will refuse to carry out orders.

The chances of a nuclear war have increased marginally, although they remain low.

What is the state of Russia's nuclear arsenal? How does it compare to other countries?

Russia has the world's largest nuclear arsenal, with over 6,000 warheads.

Most of those warheads were in reserve when Russia invaded Ukraine on February 24, with just roughly 1,600 deployed as land, sea, and air-based weapons, such as missiles in silos or bombs dropped by planes. (Nuclear weapons were left on Ukrainian land when the USSR came apart at the conclusion of the Cold War, but Ukraine returned them to Russia.)&nbsp;

Russia, United States, China, France, the United Kingdom, India, Israel, North Korea, and Pakistan are known to possess nuclear weapons.

This includes every permanent member of the United Nations Security Council who has worked for decades to update it's nuclear weapons, as well as three NATO countries.

Since the conclusion of the Cold War, the overall number of weapons has decreased by nearly 80%, from an estimated 70,300 in 1986 to 12,700 in early 2022.&nbsp;

At all times, Russia and the United States are assumed to keep their land-based and submarine-based nuclear missiles in high readiness. While they carefully select which instruments of coercion to use, they have both established "integrated deterrence" doctrines during the last decade that include nuclear weapons among the coercive alternatives they use. Most of those warheads were in reserve when Russia invaded Ukraine on February 24, with just roughly 1,600 deployed as land, sea, and air-based weapons, such as missiles in silos or bombs dropped by planes. (Nuclear weapons were left on Ukrainian land when the USSR came apart at the conclusion of the Cold War, but Ukraine returned them to Russia.) Russia, United States, China, France, the United Kingdom, India, Israel, North Korea, and Pakistan are known to possess nuclear weapons. This includes every permanent member of the United Nations Security Council who has worked for decades to update it's nuclear weapons, as well as three NATO countries. Since the conclusion of the Cold War, the overall number of weapons has decreased by nearly 80%, from an estimated 70,300 in 1986 to 12,700 in early 2022. (With inputs from agencies)

Officials from Russia and Ukraine ended peace talks on Monday and will return to their respective capitals for further consultations before a second round of negotiations, RIA news agency quoted Ukrainian presidential adviser Mykhailo Podolyak as saying.

"The delegations are returning to their capitals for consultations and have discussed the possibility of meeting for a second round of negotiations soon," Podolyak said.&nbsp;

"We agreed to keep the negotiations going," the Russian delegation head, Vladimir Medinsky said.

The talks between the two sides were aimed at securing an immediate ceasefire and the withdrawal of Russian forces.

They were held on the border with strong Russian ally Belarus, where a referendum on Sunday approved a new constitution ditching the country's non-nuclear status at a time when the former Soviet republic has become a launch pad for Russian troops invading Ukraine.

Russia, Ukraine plan 'second round' of conflict talks

India abstained on a procedural resolution to call for a rare special emergency session of the UN General Assembly on Russia's aggression against Ukraine.

Two days after the Russian veto blocked a UNSC resolution on its aggression against Ukraine, the Security Council voted to convene an emergency special session of the 193-member General Assembly on the crisis.

The 15-nation Security Council met on Sunday afternoon to hold a vote on the emergency special session of the General Assembly on Russia's invasion of Ukraine. Only 10 such emergency sessions of the General Assembly have been held since 1950.

India abstained, while Russia voted against the resolution and 11 council members voted in favour. The vote calling for the session was procedural so none of the five permanent members of the Security Council -- China, France, Russia, UK and the US -- could exercise their vetoes.

President of the 76th session of the General Assembly Abdulla Shahid, who was to attend the 49th regular session of the Human Rights Council in Geneva, cancelled his trip "due to the ongoing situation in Ukraine and potential developments in the Security Council," for the vote.

He also met with Ukraine's Permanent Representative to the UN Ambassador Sergiy Kyslytsya on Saturday after the veto on the draft resolution in the Security Council. Kyslytsya briefed Shahid "on the security situation in Kyiv and the potential action he would be seeking in the General Assembly."

UN Secretary General Antonio Guterres also cancelled his scheduled trip to Geneva for the Human Rights Council meeting "due to the aggravating situation in Ukraine."

The Security Council on Friday evening failed to adopt the US-sponsored resolution that would have deplored Russia's "aggression" against Ukraine after Moscow used its veto.

On Friday too, India, China and the UAE abstained from the resolution, while 11 members of the Council voted in favour.

The UNSC resolution was expected to be blocked since Russia, a permanent member of the Council and President of the UN organ for the month of February, was certain to use its veto. Western nations said the resolution had sought to show Moscow's isolation on the global stage for its invasion and actions against Ukraine.

US Ambassador to the UN Linda Thomas-Greenfield had said after the failed UNSC vote that "we will be taking this matter to the General Assembly, where the Russian veto does not apply and the nations of the world will continue to hold Russia accountable."

While a UNSC resolution would have been legally binding, General Assembly resolutions are not. A vote in the 193-member UN body is symbolic of world opinion.

In the explanation of vote in the Security Council on Friday, India's Permanent Representative to the UN Ambassador T S Tirumurti had said India is "deeply disturbed" by the recent turn of developments in Ukraine and urges that all efforts be made for the immediate cessation of violence and hostilities.

Tirumurti also said India is "deeply concerned" about the welfare and security of the Indian community, including a large number of Indian students, in Ukraine.

"Dialogue is the only answer to settling differences and disputes, however daunting that may appear at this moment. It is a matter of regret that the path of diplomacy was given up. We must return to it. For all these reasons, India has chosen to abstain on this resolution," Tirumurti had said.

In March 2014, after Russia's annexation of Crimea, the General Assembly had adopted a resolution that underscored the "invalidity" of the referendum held in "autonomous Crimea".

By a recorded vote of 100 in favour to 11 against, with 58 abstentions, the Assembly had adopted a resolution titled 'Territorial Integrity of Ukraine', calling on States, international organisations and specialised agencies not to recognise any change in the status of Crimea or the Black Sea port city of Sevastopol, and to refrain from actions or dealings that might be interpreted as such. India had abstained from the resolution.

Under the resolution "Uniting for Peace", adopted by the General Assembly in November 1950, an emergency special session can be convened within 24 hours of such a meeting being requested.

The UNGA "resolves that if the Security Council, because of lack of unanimity of the permanent members, fails to exercise its primary responsibility for the maintenance of international peace and security in any case where there appears to be a threat to the peace, breach of the peace, or act of aggression, the General Assembly shall consider the matter immediately with a view to making appropriate recommendations to Members...," the resolution states.

"If not in session at the time, the General Assembly may meet in emergency special session within twenty-four hours of the request therefore. Such emergency special session shall be called if requested by the Security Council on the vote of any seven members, or by a majority of the Members of the United Nations," it says.

The UNGA resolution of 1950 also reaffirms the "importance of the exercise by the Security Council of its primary responsibility for the maintenance of international peace and security, and the duty of the permanent members to seek unanimity and to exercise restraint in the use of the veto."

India abstains from UNSC procedural vote to call for General Assembly session on Ukraine

Kremlin on Monday said that Russia will ride out the sanctions imposed by the United States, the United Kingdom, European Union and other countries.

"The Western sanctions on Russia are hard, but our country has the necessary potential to compensate the damage," Kremlin spokesman Dmitry Peskov told journalists.&nbsp;

He added that "today Putin will be working on economic questions" and meeting key ministers.&nbsp;

"The economic reality has significantly changed, let's put it this way," he said, adding that Russia had taken steps to prepare for it.

"Russia has been systematically preparing for quite a long time for possible sanctions, including the heaviest sanctions that we are now facing," he said.&nbsp;

The Western-led response to the invasion has been sweeping, with sanctions that effectively cut off Moscow's major financial institutions from successive Western markets sending Russia's rouble currency down 30 per cent&nbsp;against the dollar on Monday.

While they hope to curb Putin’s aggression after he unleashed Europe’s biggest conflict since World War II, the measures also risked pushing an increasingly cornered Putin closer to the edge.

“It’s going to ripple through their economy really fast,” said David Feldman, a professor of economics at William &amp; Mary in Virginia. “Anything that is imported is going to see the local cost in currency surge. The only way to stop it will be heavy subsidisation.”

Russia’s central bank sharply raised its key interest rate Monday in a desperate attempt to shore up the currency and prevent a run on banks. The bank hiked the benchmark rate to 20 per cent&nbsp;from 9.5 per cent.&nbsp;

The Russian government will have to step in to support declining industries, banks and economic sectors, but without access to hard currencies like the US&nbsp;dollar and euro, they may have to result to printing more rubles. It’s a move that could quickly spiral into hyperinflation.

The ruble slide recalled previous crises. The currency lost much of its value in the early 1990s after the end of the Soviet Union, with inflation and loss of value leading the government to lop three zeros off ruble notes in 1997. Then came a further drop after a 1998 financial crisis in which many depositors lost savings and yet another plunge in 2014 due to falling oil prices and sanctions imposed after Russia seized Ukraine’s Crimea peninsula.

President Vladimir Putin ordered Russian nuclear deterrent forces put on high alert Sunday amid tensions with the West over his invasion of Ukraine.

"I order the defence minister and the chief of the general staff of the Russian armed forces to put the deterrence forces of the Russian army into a special mode of combat service," Putin said in a televised address.

"As you can see, not only do Western countries take unfriendly measures against our country in the economic dimension - I mean the illegal sanctions that everyone knows about very well - but also the top officials of leading NATO countries allow themselves to make aggressive statements with regards to our country," he added.

In response,&nbsp;White House Press Secretary Jen Psaki said, "We've seen him do this time and time again. At no point has Russia been under threat from NATO, has Russia been under threat from Ukraine."

"This is all a pattern from President Putin and we're going to stand up to it. We have the ability to defend ourselves, but we also need to call out what we're seeing here from President Putin," Psaki added.

&nbsp;It comes after President of Belarus Alexander Lukashenko announced that the country will turn to Russia with a request to return nuclear weapons to it if the United States deploys them in Poland or Lithuania.

According to Lukashenko, he mentioned this possibility during the conversation with French President Emmanuel Macron. "If the United States, or France … transfer nuclear weapons to Poland, to Lithuania, to our borders, … I will appeal to [Russian President Vladimir] Putin to return the weapons that I once gave without any preconditions," Lukashenko said.

Ukrainian forces battled Russian troops pushing into the city of Kharkiv on Sunday on the fourth day of an invasion that has shaken Europe's long-standing security architecture and pushed Germany to spend more on defence.

The invasion of Ukraine from three sides ordered by Russian President Vladimir Putin is the biggest assault on a European state since World War Two.

The attack, which Russia calls a special operation, has so far failed to topple the government in Kyiv or take major cities, but has driven hundreds of thousands of refugees, mainly women and children, into neighbouring countries.

“We are fighting, fighting for our country, fighting for our freedom because we have the right to do that,” Ukrainian President Volodymyr Zelensky said.&nbsp;

“The past night was tough,&nbsp;more shelling, more bombing of residential areas and civilian infrastructure. There is not a single facility in the country that the occupiers wouldn’t consider as admissible targets.”

Ukraine’s health minister reported Saturday that 198 people, including three children, had been killed and more than 1,000 others wounded.&nbsp;

The US, European Union, and the United Kingdom agreed to block “selected” Russian banks from the SWIFT global financial messaging system, which moves money around more than 11,000 banks and other financial institutions worldwide, part of a new round of sanctions aiming to impose a severe cost on Moscow for the invasion.

Russian President Vladimir Putin orders 'deterrence forces' on high alert

Russia is using Chinese app Tiktok to shape opinion through orchestrated disinformation as it continues to push through its invasion of Ukraine.

From cat memes to puppies, the app has become Russia’s new propaganda front to stir up anti-Ukrainian sentiment.

State-controlled media outlets look to divide Western audiences. The head of Russia's state-run RT television is in no doubt. If fellow citizens oppose President Vladimir Putin's action in Ukraine then they are no longer Russians.

Margarita Simonyan, editor-in-chief of the English language international news network, is never one to mince her words and is used to making cutting remarks on Twitter in defence of Putin who she refers to simply as "leader".

"If you are ashamed of being Russian now, don't worry, you are not Russian," was her summation of the anti-war movement at home.

Alphabet Inc's Google has banned downloads of Russian state-owned media outlet RT's mobile app on Ukrainian territory at the request of the government in Kyiv.

Googlehas barred RT and other channels from receiving money for ads on their websites, apps and YouTube videos, similar to a move by Facebook after the invasion of Ukraine.

Russia had used a similar tactic in 2014 when flooded the internet with fake accounts pushing disinformation about its takeover of Crimea.&nbsp;

Eight years later, experts say Russia is mounting a far more sophisticated effort as it invades Ukraine.

“It could just be a patriotic Russian fighting the good fight as they see it, or it could easily be something directly affiliated with the state,” said Nina Jankowicz, a disinformation researcher and expert on Eastern Europe at the Wilson Center in Washington. “Russia has been perfecting these tactics.”

Several thousand Russians demonstrated against the Russian invasion of Ukraine, but the police reaction was the usual one when it comes to Kremlin critics: hundreds of arrests.

So the anti-war movement has moved online, where it is beginning to make itself heard and to garner support, some of it high-profile.

Ukrainian flags adorn profile pictures and teary-eyed emojis are scattered liberally among the online statements. The hashtag #NoToTheWar was trending on Twitter on Saturday.

Since early Thursday, when the invasion of Ukraine began, various Russian celebrities, journalists and bloggers have expressed their horror and helplessness, pleading for an immediate end to the war.

The popular video blogger and documentary filmmaker Yuri Dud saw one of his online posts get a million "likes".

"I write these words for a reason. When my children grow up and discover this moment in history... and ask me 'Dad, what did you do?', I want to have written proof that I did not choose this regime and did not support its imperialist rage," he wrote.

Addressing the celebrities and "thousands and thousands" of anonymous Russians denouncing the invasion, &nbsp;Ukrainian President Volodymyr Zelensky thanked them and asked them to stop those who "lie to the whole world".

Putin has described Zelensky and his government as "terrorists" and "a gang of drug addicts and neo-Nazis", urging the country's military to topple him.

When my children grow up and discover this moment in history... and ask me 'Dad, what did you do?', I want to have written proof that I did not choose this regime and did not support its imperialist rage," he wrote. Addressing the celebrities and "thousands and thousands" of anonymous Russians denouncing the invasion, Ukrainian President Volodymyr Zelensky thanked them and asked them to stop those who "lie to the whole world". Putin has described Zelensky and his government as "terrorists" and "a gang of drug addicts and neo-Nazis", urging the country's military to topple him. (With inputs from agencies)

Ukraine attack: Russia is using Chinese app Tiktok to shape opinion through orchestrated disinformation

The Biden administration said Friday that Russia was never serious about finding a diplomatic solution to the crisis over Ukraine and that weeks of back-and-forth between Washington and Moscow amounted to a sham as the Kremlin prepared for war.

“Moscow engaged in the pretense of diplomacy,” State Department spokesperson Ned Price told reporters at a daily news conference. “It now appears quite clear that Russia was not, and has not been, interested in genuine diplomacy.”

Price’s words were the most definitive statement yet by the Biden administration that President Vladimir Putin of Russia had not dealt in good faith, even as Russian diplomats repeatedly met face to face with their U.S. and European counterparts. Washington and Moscow also exchanged multiple rounds of formal documents on European security.

The assessment was a departure from assertions made by U.S. officials in recent months that, despite the Russian forces amassing along Ukraine’s border, Putin remained undecided on whether to order an invasion.

Price did not specify whether the Biden administration believes Russia's diplomats knew their efforts were for show.

As the threat of invasion grew more apparent this year, Biden officials met with Russian emissaries across Europe to test Moscow’s intentions, warning all along that they were unsure whether Russia was earnestly seeking a diplomatic solution.

In mid-January, U.S. Deputy Secretary of State Wendy Sherman visited Switzerland, Belgium and Austria to meet with Russians and Europeans in varying configurations. At one session, she appealed to her Russian counterparts by recalling how her father had been a Marine in World War II, when the United States and Russia shared a common enemy in Nazi Germany.

In late January, Secretary of State Antony Blinken met with Russian Foreign Minister Sergey Lavrov in Geneva. Days later, the U.S. ambassador in Moscow, John J. Sullivan, delivered a document to the Russian foreign ministry outlining broad U.S. negotiating principles in response to earlier Russian demands.

On Friday, Price declared that those interactions had amounted to a charade. The Russians, he said, used the illusion of diplomacy “to buy time to continue their preparations for what it seems clear that Vladimir Putin had intended all along.”

While conservative critics have said Blinken and others put too much effort into futile diplomacy with an untrustworthy Russian leader, Price’s assertion also served as an implicit response to some analysts who say the United States might have done more to avoid war.

In particular, some have said that explicit assurances from the United States that Ukraine would not become a member of NATO might have been enough to satisfy Putin.

In the run-up to his attack, Putin repeatedly said the prospect of Ukrainian membership in NATO was an unacceptable threat to his country, although he also issued other, far more sweeping demands about the alliance’s posture in Europe that Western officials called non-starters. The United States and Europe offered Putin little in return for his implied threat — he publicly denied any intention to invade Ukraine — proposing talks on relatively narrow subjects like arms control and military exercises in Europe.

“My sense is that Putin was negotiating in good faith and that he would not have invaded Ukraine if the Biden administration had given a written guarantee not to expand NATO into Ukraine” and pledged to stop arming and training Ukraine’s military, said John Mearsheimer, an international relations scholar at the University of Chicago and a prominent critic of NATO expansion.

Samuel Charap, a former State Department official who is a Russia analyst at the RAND Corp., was more skeptical but said it seemed at least possible that assurances about Ukraine’s future NATO membership might have been enough to defang Putin.

“Was there a deal to be had? It’s unclear to me whether we fully tested that proposition down to the core issue,” he said, adding that the blame for the invasion falls entirely on Putin.

As war seemed to grow nearer, several European and at least one Ukrainian official appeared to float the possibility that Ukraine would forswear its NATO ambitions.

President Joe Biden noted in public remarks last month that the widely accepted truth was that Ukraine was “not very likely” to join NATO anytime soon. French President Emmanuel Macron said the Cold War neutrality model known as “Finlandization” was an idea “on the table.” And Ukraine’s ambassador to Britain, Vadym Prystaiko, told the BBC that his country could be “flexible” about NATO membership (although he quickly backtracked).

But such talk was never presented to Russia as a formal diplomatic offer.

Charles Kupchan, who was Europe director of the National Security Council in the Obama White House, said Putin’s muted response to such talk suggested that more explicit proposals to keep Ukraine out of NATO would have been futile.

“Was the body language coming out of Washington, Kyiv and every European capital enough to provide some trade space if he wanted it? Yes. But he did not seem to pick it up,” Kupchan said.

“I think going back to the early 1990s, the American foreign policy establishment has too easily dismissed Russian objections to NATO enlargement,” he added. “That having been said, when I step back from the events of the last couple of months, the prospect of Ukraine joining NATO looks more like a smoke screen to me than the nub of the issue” for Putin.

Andrew S. Weiss, head of the Russia and Eurasia program at the Carnegie Endowment for International Peace, said that Russia had made impossible demands from the start, but that the illusion of diplomacy set off a political debate in the West that served Putin’s purposes. Moscow, he said, focused “rather cleverly on age-old complaints about Ukraine’s theoretical eligibility for NATO membership, knowing full well that this issue triggers a lot of people in the West.”

The United States engaged in a “stale and predictable academic debate with ourselves about whether past administrations’ policies were needlessly provocative toward the Kremlin,” Weiss said. That discussion, he added, played into the hands of “isolationists like former President Trump who maintain that U.S. alliances are a needless burden and the Americans would be better off defending the border with Mexico.”

“In Europe, where anti-Americanism and Ukraine fatigue are just below the surface, the Kremlin’s Potemkin diplomacy gambit also paid off,” Weiss said.

Kori Schake, director of foreign and defense policy studies at the American Enterprise Institute, said it was hard to know whether Putin ever took diplomacy seriously. But she said he might have expected the extreme pressure of an invasion to fracture the West and win him some concessions. “Having underestimated Western unity, he may have felt trapped and couldn’t retreat with nothing to show for it,” she said.

Schake said it was also possible that Putin was rattled by the quality of the Biden administration’s intelligence, which included access to his war plans, “and in a rage pulled the trigger.”

Whatever the case, U.S. officials now see Putin’s diplomatic overtures with the most jaded of eyes.

The U.S. added Lavrov, the foreign minister, to its list of sanctioned Russians on Friday. And Price was wholly dismissive of an offer that day from the Kremlin to meet Ukrainian officials in Belarus for negotiations. He said that Moscow was “suggesting that diplomacy take place at the barrel of a gun.”

Declaring that Russia’s invasion has “fundamentally changed” its relationship with the rest of the world, Price added that the Biden administration had no plans to continue the arms control talks with Russia it began last year, and which U.S. officials had offered to invigorate in recent weeks. He said that some crucial subjects would still warrant diplomatic contacts with Moscow, citing as an example the talks to restore the 2015 nuclear agreement with Iran.

As Russian forces closed in on Kyiv, the Ukrainian capital, this week, the issue of Ukraine’s neutrality was raised once again — this time by the country’s president, Volodymyr Zelenskyy, in a televised address. Looking depleted and wearing a simple T-shirt, Zelenskyy rallied his fellow Ukrainians against the Russian attack.

But he also had an offer for Putin, hinting that his country might at last drop its ambitions to join NATO.

“We are not afraid to talk about neutral status,” Zelenskyy said.

Putin had no reply.

US State Department says Moscow's Ukraine diplomacy was a ‘pretense’

Poland envoy to India Adam Burakowski has assured full cooperation to India when it comes to its evacuation plans for Indian nationals in the country. Speaking to our diplomatic correspondent Sidhant Sibal, Envoy Adam said, " I can assure you that Polish authorities are fully cooperating with India", explaining, "Poland and other countries which border Ukraine, Slovakia, Hungary and Romania are providing help." A number of Indian nationals have reached the Poland-Ukraine border and have been advised to make for the Shehyni Medyka border crossing. The Polish government is allowing people to cross the border on foot. The Krakowiec border crossing is for persons travelling in their own vehicles.

Meanwhile, the envoy also talked about how Poland supports "Ukraine in their fight, and Ukrainians are fighting for their independence against Russian aggression". He pointed, "EU is helping Ukraine with loans, with humanitarian assistance and we know Russia is a very aggressive state. We see the example right now." Poland itself is bracing with a huge influx of refugees from neighboring Ukraine. Meanwhile, in a show of support for war-torn Kyiv, Poland has refused to take part in the world cup 2022 playoff with Russia due to take place next month.

WION: How is your country supporting the evacuation of Indian nationals?
Adam Burakowski: As we know Russia invaded Ukraine, against international law, so by doing this Russia itself excluded itself from the international community. Poland and other countries of the European Union strongly condemn this act and we are helping Ukraine with many things, also with weapons. This situation, the Russian aggression is a very threat to people living in Ukraine. Russians are aiming at civilians. They are attacking civil targets, they are killing women, children, and they just want to kill these people. Among these, there are Indian students who are there in the peaceful country of Ukraine because they were studying, and the country gave them very good conditions. Now they are escaping from the threat of Russian aggression, Indian students escaping from Russian bombs, Russian bullets. Poland is willing to help. The Indian embassy in Warsaw is coordinating this action. They can go to Poland and from Poland, they will be taken to India by special flights. Details can be found on the website and social media of the Indian embassy in Poland. I can assure you that Polish authorities are fully cooperating with India about it but of course the biggest influx of people are not from India. They are Ukrainians because their country has been attacked by Russia and they lost many people from their families, they just want to keep their lives and not be killed by Russian bullets. Indian students are also in the same or similar threats also because they could be killed by Russian bullets and they want to escape. Poland and other countries that border Ukraine, Slovakia, Hungary, and Romania are providing help.

WION: How does the situation impact your country? especially the refugee crisis?
Adam Burakowski: First of all, we support Ukraine in their fight, and Ukrainians are fighting for their independence against Russian aggression. Concerning the refugee crisis caused by Russia, we are helping the refugees, even before the Russian aggression, there were one million or even more Ukrainians living peacefully in Poland. They have families in Ukraine, so there are many Ukrainian nationals coming to Poland. And Poland is providing support for them because we know what is being attacked by foreign powers. Warsaw, the capital of Poland has been bombed by Nazi Germany. So we know how it is in Kyiv now it's bombed by Russia.

WION: How do European capitals look at this invasion by Russia?
Adam Burakowski: This is not the first aggressive act committed by Russia, in 2008 Russia invaded Georgia, 2014 Russia invaded Ukraine as you remember, and now another invasion of Russia but this time it's on a much bigger scale. This is a full-scale military campaign aimed at crashing Ukraine, killing civilians, killing women and children, elder people, so we are really strengthening our security. We are a member of NATO, EU and these organizations help Ukraine, not only militarily. NATO countries sent military weapons, other resources to Ukraine. Also, the EU is helping Ukraine with loans, with humanitarian assistance and we know Russia is a very aggressive state. We see the example right now. But we are strong western communities, European Union, and other countries the UK, the US, Canada, and Japan introduced very severe sanctions against the officials of the Russian regime.&nbsp;

WION: EU has announced a number of sanctions? how different are these sanctions from the previous sanctions announced by the EU?
Adam Burakowski: These actions are very strong, not only the sanctions I have already mentioned. There are many other, Russian Banks that are now banned in Europe, also the private accounts of Vladimir Putin and Sergey Lavrov have been frozen because they had banking accounts in Western Europe. And also some, also important smaller actions, like for example Russia was banned from some football games and Poland has made important decision to ban all the Russian civil aviation from the Polish airspace. Even the Euro vision song, Russia was expelled. So every organization which is committed to peace and stability wants to get Russia out of the organization. Russia has been suspended from the council of Europe, really all this excludes Russia from the international community. But it's not like we are excluding them, they are excluding themselves because they are against international law and standards and they just created the biggest humanitarian crisis in Europe in recent decades because Russia invaded Ukraine.&nbsp;

WION: In Delhi, European union envoys and G7 envoys have met. What is the purpose of these meetings?
Adam Burakowski: We are united and we just want to show it that we are united. Tonight, I will go to the embassy of Ukraine to commemorate the victims of the Russian attacks because the Russians attacked civilian targets and killed many children. So I want to commemorate this but show my reality, not only solidarity with Ukraine but to show that Poland rejects such Russian methods, that they are using.&nbsp;
