The GNSS-based technology enables precise positioning for the vehicle, thus facilitating toll collection based on the distance travelled on the particular highway.

The technology allows seamless movement for vehicles without the need to stop at toll gates for payments. The GNSS-based regime is economical too, as it takes into account the total distance travelled on a highway, unlike the current Fastag-based toll collection system.

The minister also told the parliament that a remarkable 8.13 crore Fastags have been issued with a penetration rate of 98 per cent achieved since their rollout. The radio frequency identification-based Fastags were introduced in 2016 and mandated from January 2021.

<h2>Impact on travel</h2>

During 2018-19, the waiting period at toll plazas used to be a whopping 8 minutes. However, after the introduction of Fastags, it was reduced to just 47 seconds.

Rescue teams in the Indian state of Uttarakhand’s Uttarkashi are racing against time to save 41 workers who have been&nbsp;trapped after an under-construction tunnel collapsed for eight days now. The efforts are underway as of Sunday (Nov 19) with officials now trying to drill a vertical hole from the top of the hill under which the workers have been trapped to build an access road.&nbsp;

<h2>Rescue efforts</h2>

As of Sunday, officials are trying to drill a vertical hole from the top of the hill to build an access road to reach the 41 workers. Those trapped were provided food and other essentials by large diameter pipes through the debris, on Sunday morning, said a control room set up at the site.

The work to build a platform to start vertical drilling began on Saturday evening by the country’s Border Roads Organisation (BRO).&nbsp;

Meanwhile, senior officials including those from the Prime Minister’s Office (PMO) who visited the site are still stationed in Silkyara to oversee the operations to ensure safe and speedy evacuation of the trapped workers.&nbsp;

Officials from the PMO and experts at the site are working simultaneously on five plans to rescue the trapped workers.&nbsp;

The five plans include drilling from one end to the other on both Silkyara and Barkot sides, vertical drilling from the top of the tunnel and perpendicular drilling, said former adviser to the PM, Bhaskar Khulbe, as per PTI.&nbsp;

However, Khulbe said that it might still take four to five days to rescue the dozens of workers stuck with the concerted efforts of various agencies present at the site.&nbsp;

This comes as there was a slight hiccup in the efforts after drilling was stopped on Friday evening following what officials called a sudden “cracking sound” from the machine.&nbsp;

A report by PTI citing sources said National Highways and Infrastructure Development Corporation Ltd (NHIDCL) MD Mahmood Ahmed has been made in charge of coordination with all the central agencies and has been stationed at Silkyara.&nbsp;

All the agencies concerned have posted senior officers at the site and the government has given a clear direction that whatever is possible be done for the rescue operation, the source told PTI.

On this occasion of Ashok Leyland entering into its 76th year, the Minister of Road Transport and Highways unveiled the Electric Light Commercial Vehicles from Switch Mobility – the IeV Series. The IeV Series is said to be India’s first electric commercial vehicle in its category and aims to provide efficient and eco-friendly solutions for last-mile transportation needs.&nbsp;

The firm also showcased the new, 9-meter, Hydrogen Fuel-Cell Electric Bus developed for NTPC (National Thermal Power Corporation). This is India’s first fuel cell bus that will commercially ply on the country’s roads, they said.

The transport minister also said that by his estimate, India’s highways infrastructure will match that of the United States by the end of next year, “both qualitatively and quantitatively”. Indian Prime Minister Narendra Modi has given “highest priority” to developing “world-class infrastructure,” Gadkari told WION.&nbsp;

“We have created six world records this year. We have the net highest road network in the world, and the way in which we are developing the road infrastructure, we are using the best technology and material,”&nbsp;he added.

The transport minister also spoke about the steps being taken by the government to protect the environment while building good road infrastructure. “We have used at least 20 lakh (two million) tonnes of municipal solid waste for Delhi ring road, and for Ahmedabad expressway,” referring to the two previous projects in the Indian cities.&nbsp;

Not only do “we want to protect the ecology and environment” but “at the same time we want to develop a good road infrastructure,” said the transport minister. We also don’t have any “financial crunch” as “apart from government funds, we are also raising money from the market,” Gadkari told WION.&nbsp;

The transport minister also told WION that the construction of these highways is taking place at the pace of 38 kilometres per day, as of last year adding that “this year also we will try to maintain that.”&nbsp;

Subsequently, Gadkari told WION that despite “the impact of rains and Covid&nbsp;this year (on construction), we will still have a good record construction and (also) try to increase it.”&nbsp;

Not only do “we want to protect the ecology and environment” but “at the same time we want to develop a good road infrastructure,” said the transport minister. Speaking to WION’s Vikram Chandra on Friday, Gadkari said that the government is making new highways (expressways) around Delhi to divert the additional traffic coming from neighbouring states.

“Presently, road construction worth Rs 6,200 billion is being done in Delhi. Around 80 per cent of the work on the 30-km Dwarika expressway is completed. It is being built at a cost of Rs 100 billion. Another expressway, a 76-km six-lane urban extension road is being built at the cost of Rs 90 billion, and&nbsp;57 per cent of the work is completed,” he said.

It is expected that the new expressway will reduce travel time between the Delhi-Gurgaon expressway and the Delhi-Chandigarh highway to half an hour. The road will ensure a faster link for traffic, especially from Gurgaon, IGI airport, South and West Delhi, heading towards Chandigarh and beyond.

Gadkari added that the construction of new expressways will make sure that the pollution in the national capital Delhi will get reduced by 50 per cent by the end of 2024.

Talking about the discovery of 5.9 million tonnes of lithium deposits in Jammu and Kashmir, the minister said he hopes&nbsp;that they will be able to capitalise on the discovery and cut India’s import costs.&nbsp;He noted that India imports 1200 tonnes of lithium every year.

The minister further noted that the cabinet nod to 'Bharatmala 2' is likely soon and once obtained it will meet the requirements of a robust infrastructure in the country.&nbsp;

'Bharatmala 2' is the Indian government's ambitious project of building over 5,000 km of expressways and highways at the cost of almost ₹3 trillion.&nbsp;

Bharatmala Pariyojana is India's largest infrastructure programme to develop about 35,000 km of National Highway corridors, connecting over 580 districts in the nation.&nbsp;

In an interview with India-based agency PTI, Gadkari said: "I am confident that India's highways will be on par with that of the US by 2024."&nbsp;

He added, "Work in a time-bound mission mode is on to build a robust infrastructure including a network of green expressways across the length and breadth of India."&nbsp;

The travel to Kailash Mansarovar currently takes around two to three weeks through Sikkim or Nepal routes.&nbsp;

Indian tycoon Cyrus Mistry's death in a car accident recently has put broader road safety issues in the country under scrutiny. Reports suggest that Mistry was sitting in the back seat without wearing a seatbelt.

The sale of such devices isn't illegal, but they pose a safety risk. Gadkari told Reuters in an interview that the metal clips available on Amazon are inserted in seatbelt slots to bypass the alarm that typically keeps pinging when seatbelts are not in use while a car is being driven.

Gadkari had earlier said that wearing seat belts while in the back seat will be made mandatory in the country. He further informed that automakers will be asked to introduce alarms similar to the ones for front seats, that will ring if the passenger isn't wearing a seatbelt.&nbsp;

The minister said that vehicle accidents killed about 150,000 people in India in 2021. The World Bank last year said that India had a death on its roads every four minutes.

Notably, the e-commerce website has several listings for such devices which are sold at a very nominal price.&nbsp;

The comment came just two days after former TATA Sons chairman Cyrus Mistry died in a car crash near Mumbai. Mistry was sitting at the back of his Mercedes without any seatbelt and was killed when the speeding car crashed into a divider near Palgham.&nbsp;

"Already, it's mandatory to wear a seatbelt on&nbsp;the rear seat but people are not following it. There will be a siren if the people in the rear seat don't wear belts like for the front seats. And if they don't wear belts, there will be a fine," Gadkari told NDTV before adding that "at any cost, lives have to be saved".&nbsp;

Green hydrogen can be sold for Rs 70 per kg and can be made from deep well water.

"With full faith, I want to say that petrol will vanish from the country after five years. Your cars and scooters will either be on green hydrogen, ethanol flex-fuel, CNG, or LNG," he said.

Chattisgarh government has also recently&nbsp;approved its EV Policy for 2022 and electric vehicles can be manufactured in the state.

All these goals if achieved will not only cut the spending on driving vehicles but also help protecting the environment, which is one of the most important needs.&nbsp;

Gadkari also appealed to agriculture researchers and experts to work on increasing agricultural growth from 12 per cent to 20 per cent in the next five years.

He also talked about the need for farmers to become energy providers as well and not just food providers. He also said that farmers cannot change their futures by merely planting crops, but should also learn other useful techniques as well, which would not only help them earn but also in their existing agricultural work.&nbsp;

Elon Musk: Tesla won’t manufacture in India until allowed to import

Indonesia's government said in a statement that President Joko Widodo met Tesla Inc Chief Executive Elon Musk in Texas on Saturday.

Widodo and Musk discussed potential investments and technology amid speculation that Tesla may choose&nbsp;Indonesia for a manufacturing base in Asia.

Indonesian officials told Reuters that Musk held a round of working-level discussions on a potential investment in Indonesia's nickel industry and supply of batteries for electric vehicles.

Two people familiar with the talks told Bloomberg that representatives from Tesla were in Indonesia last week for meetings regarding a potential battery-related investment.

Highlighting Indonesia's potential, Musk had said ''there could be room for partnerships in many things.''

Previously, Musk was in talks with India to set up a manufacturing base in the country but Minister of Road, Transport, and Highways Nitin Gadkari told him that Tesla needs to do entire car production in India instead of getting parts manufactured in China.

But experts believed that Musk might want to sever his ties with China, which is Tesla's largest market, until India lifts duties.

Adar Poonawalla, the chief executive officer of the Serum Institute of India, said if Musk puts capital into making cars in India, it will be his ''best investment.''

The government had ordered a probe last month after an e-scooter launched by ride-hailing operator Ola's electric mobility arm caught fire in Pune.

The Centre for Fire Explosive and Environment Safety (CFEES) had been asked to probe the circumstances that led to the incident and also suggest remedial measures, according to the road transport ministry. The ministry had also asked CFEES to share the findings along with its suggestions on measures to prevent such incidents.

The government, he said, is planning 11 ropeway projects to boost connectivity in Jammu and Kashmir, Uttarakhand, Himachal Pradesh, Manipur, and Sikkim.

Port connectivity projects are being implemented to enable swift movement of cargo connecting all ports and inland water waste minerals to increase the efficiency of domestic and international trade routes, he said.

He said India is also developing 29 emergency landing facilities for fighter planes on national highways.They are of strategic importance from a defence perspective.

Gadkari urged US companies to come and invest in India. Technocrats like you can participate in the drive to develop the best system for India, he said, adding that India is allowing 100 per cent FDI in the road sector and there are huge opportunities for joint ventures.

The ministry also said that the decision has been made to enhance safety features by amending the country's Central Motor Vehicles Rules (CMVR), 1989.

The implementation of the fitment of the driver airbag with effect from July 1 2019 and the front co-passenger airbag with effect from January 1 2022 was already mandated, India's Road Transport and Highways Minister Nitin Gadkari said.&nbsp;

He further said, "In order to enhance the safety of the occupants in motor vehicles carrying up to 8 passengers, I have now approved a Draft GSR Notification to make a minimum of 6 airbags compulsory," Gadkari had said. GSR here stands for General Statutory Rules."

He said that India will move on to a Global Positioning System (GPS) technology-based toll collection to ensure seamless movement of vehicles across the country.

Addressing the ASSOCHAM Foundation Week Programme here today, he shared his perspective on the theme ‘National Infrastructure Pipeline critical for economic revival across sectors,’ and explained that the toll amount will be deducted directly from the bank account based on the movement of vehicles. While now all commercial vehicles are coming with vehicle tracking systems, the Government will come up with some plan to install GPS technology in old vehicles, he said.

Indian highways to be ‘toll booth free’ in two years: Nitin Gadkari

Union Minister Nitin Gadkari on Friday inaugurated a major National Highway project in Nagaland and laid a foundation stone for 14 other NH projects with a cost of about Rs 4,127 crores.

According to the official press release, Gadkari virtually inaugurated and laid foundation stones for 15 National Highways projects in Nagaland today. These NH Projects have a length of about 266 km involving a cost of about Rs 4,127 crores.

"The NH network in the State today has been extended to 1,547 km up from 880.68 km till 2014", he added.

The Union Minister said that almost all districts in Nagaland now have been connected except a few, to a robust network of National Highways.

Gadkari requested the Chief Minister to urgently send the estimates for Land and Damage Compensation in respect of Kohima Bypass. He also informed that National Highways and Infrastructure Development Corporation Limited has taken up two-laning of Kohima-Mao road in Nagaland, and the civil work has already been awarded on September 30, 2020.

Regarding 26.25 km Kohima-Mao road for which the foundation stone was laid on Friday, Gadkari informed that this stretch is also an important part of Asian Highway (AH-1) connecting to Myanmar as it will greatly improve connectivity of Kohima city to Manipur border.

It is also important for socio-economic progress of Nagaland, he said and added that better roads will help improve the growth of industry and trade and marketing of local products from various resources like bamboo etc.

Union Transport Minister Nitin Gadkari on Tuesday said India is not an "expansionist" country and it only believes in the welfare of the world.

Addressing an event in Pune via video-conferencing, Gadkari said to achieve self-reliance, there is a need for knowledge, entrepreneurship, science, technology, research and successful practices.

".while taking the country on the path of development, we need to emphasise on scientific advancement.

We need to acquire the number one position on the basis of knowledge to make our country a world power," he said.

"But while doing this, we are not expansionist. There are some countries, which are driven by expansionist desires, but we believe in the welfare of the world. We believe in 'Vasudev Kutumbakam (the world is one family)," said Gadkari.

He said the speech given by Swami Vivekanand in Chicago is our inspiration.

Stressing the need to make education available for everyone, he said "it should reach the last man standing".

"But, at the same time, we need to ensure that quality education is provided," he added.

Gadkari said knowledge -as power- should not be the only goal and thrust should be given on imparting value-based education to create ideal citizens.

To become "atmanirbhar" (self-reliant), there is a need to lower imports and increase exports, said Gadkari, who is also the minister for Micro, Small &amp; Medium Enterprises (MSMEs).

"In my department, I am collating the information about things that are imported.

I appeal to everyone that we need to produce import-substitute things," he said.

Speaking about self-reliance in education, Gadkari said universities should be upgraded in the country so that people will not need to go abroad for education.

"We have all the capabilities to create world-class universities and we can do that, the only thing needed is willpower and ambition," he said.

The minister rued the fact that the pace of development of people working selflessly in elevating the standards of education is slow, but on the other hand, those who have done commercialisation of education, their pace of progress is faster.

"The pace of the progress of people who have done commercialisation is equal to (that of) bullet train, but those who are doing selfless work in education, they are moving at the pace of a passenger train," he said.

The event was organised by the Maharashtra Education Society, which runs several educational institutions in Pune.

India needs foreign direct investments worth Rs 50 to 60 lakh crore and the money can be tapped mainly through infrastructure projects as well as MSME sector to accelerate the wheels of coronavirus-hit economy, according to Union minister Nitin Gadkari.

Emphasising that at this juncture Foreign Direct Investment (FDI) is the need of the hour, the senior minister said such funds would benefit the country as there is a need for pumping in liquidity into the market.

Economic activities have been significantly disrupted in the wake of the pandemic and subsequent lockdowns that were in place to curb spreading of infections.

"Country at this juncture needs liquidity. Without liquidity our economy's wheel will not accelerate... Rs 50-60 lakh crore foreign investment is needed in the country under present circumstances to boost the economy," the Road Transport, Highways and MSME Minister said.

Infrastructure sector including highways, airports, inland waterways, railways, logistic parks, broad gauge and metro, apart from Micro, Small and Medium Enterprises (MSMEs) can attract large scale foreign investment, he noted.

"FDI in MSME, Non-Banking Financial Companies (NBFCs) and banks are needed... In the highways sector, we are trying to bring foreign investment," he said.

Gadkari further said that talks are on with investors from Dubai and the US for various sectors, including MSMEs.

"Some MSMEs are already listed on the BSE. I have talked to investors in Dubai and the US to come and invest in such MSMEs based on their three-year turnover, GST track record, IT record and good rating. Investing in these can result in rich dividends as these do exports also," he said.

"We need to boost our technology for increasing growth and need to focus on enhancing exports. The Prime Minister's thrust is also on reducing dependence on imports and boosting exports. In this infrastructure can play a crucial role," he said.

While noting that the present situation is very serious as the entire world is facing problems, Gadkari stressed on the need to work on a war-footing basis on infrastructure front.

Further, the minister noted that public private partnerships can help harness huge funds and would have a cascading impact by generating more employment and boosting the economy.

Besides, the minister said that 22 green highways were being build, including the Rs 1 lakh crore Delhi-Mumbai Expressway on a new alignment.

Citing the example of Delhi-Mumbai Expressway, he said talks were on with the Maharashtra government to shift about 1.5 lakh leather workers to Thane in a proposed leather cluster along the highway which will have the most modern facilities including schools and hospitals besides affordable housing under Pradhan Mantri Awas Yojana.

"The development of backward area will alleviate poverty and accelerate development. Socio-economic thought is behind this," he said.

The Centre has announced Rs 20 lakh crore economic stimulus package, including Rs 8.01 lakh crore of liquidity measures announced by the Reserve Bank since March.

On Tuesday, Prime Minister Narendra Modi announced that the Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY), a free ration scheme, would be extended for 80 crore people till the November end.

The senior minister's assertions assume significance against the backdrop of border standoff between India and China in Ladakh that also saw the death of 20 Indian Army personnel last month. "We will not give permission to joint ventures that have Chinese partners for road construction. We have taken a firm stand that if they (Chinese companies) come via joint venture in our country, we will not allow it," Gadkari told PTI in an interview. The Road Transport, Highways and MSME minister said the policy will be out soon banning Chinese firms and relaxing norms for Indian companies to expand their eligibility criteria for participation in highway projects. When asked about this, the Minister said that the new decision will be implemented in current and future tenders. With respect to existing tenders and future bids, Gadkari said rebidding would be done if there are any Chinese joint ventures. "We have taken a decision to relax norms for our companies to ensure that they qualify in bidding in large projects. I have directed the Highways Secretary (Giridhar Aramane) and NHAI Chairman (SS Sandhu) to hold a meeting for relaxing technical and financial norms so that our companies can qualify to work," he said. Elaborating on the decision, Gadkari said if a contractor can qualify for a small project, he can also qualify for a large project. "Construction norms are not good so I have asked to change it. We are changing it so that we can encourage Indian companies," he added. According to him, qualification norms for projects are being rationalised to ensure Indian companies do not require to enter into pacts with foreign partners to grab projects. "Even if we have to go for foreign joint venture in the areas of technology, consultancy or design, we will not allow Chinese," the Minister said. About the MSME sector, Gadkari said the effort is to enhance the capacity of local production but at the same time foreign investment is being promoted. However, he made it clear that despite decision to encourage foreign investment, Chinese investors would not be allowed. "For upgradation of technology, research, consultancy and other works, we will encourage foreign investment and joint ventures in MSMEs but in case of Chinese we will not entertain them," he said.
