Morning brief: Modi sets 'techade' agenda for 2020s, 31 killed in explosion in China, and more

One of the key agendas of Indian Prime Minister Narendra Modi and US President Joe Biden’s impending bilateral talks would be the closing off some of the mega defence deals.

Apart from the jet engine transfer technology and purchase of high-altitude MQ-9 Reaper drones, there are reports suggesting that the US is also mulling offering the “Stryker” family of eight-wheeled armoured fighting vehicles and upgradation of M777 light weight howitzers to India.

However, there is a rider. The India-based Hindustan newspaper has reported, citing officials from New Delhi and Washington, that the final decision to offer these two equipment is contingent upon the conditions imposed by the Biden administration.

If the deal goes through, it will be one of the significant components of the India-US defence cooperation, which will also likely see the inking of a deal with Micron for a $ 2.7 billion chip plant in India and a pact on quantum computing and artificial intelligence.

<h2>Stryker armoured vehicle</h2>

The Strykers are lighter and faster eight-wheel-drive combat vehicles built for the US Army by General Dynamics Land Systems (GDLS). It is armed with a 30 mm cannon and a 105 mm mobile gun.

The Stryker was deployed in Afghanistan to counter Taliban, and there are reports indicating that Biden is planning to send them to Ukraine as well.

According to the newspaper, the US is offering the infantry combat vehicle to India and the Modi government is looking for the local manufacture of the armoured vehicle under its “Atmanirbhar Bharat" (self-reliant India) initiative.

<h2>M777 howitzers&nbsp;</h2>

The report further mentioned that US has also offered to upgrade 155 mm M777 howitzers with precision-guided long-range ammunition to counter the artillery challenge on India’s northern borders.

India already has 145 M777 howitzers, of which 120 were made by Mahindra Defence Systems in a joint venture with BAE systems.

<h2>Other defence procurement</h2>

But by far the biggest deal expected to be inked is the F-414 aircraft engines that will power indigenously manufactured Tejas jet and the purchase of Sea Guardian or ‘Reaper’ drones.

Since 2020, India and China had been at military standoffs at several points along the 3,488 km-long border, with several reports claiming that both sides have deployed close to two lakh troops each.

Indian Prime Minister Narendra Modi is in the United States for a state visit. Amid the much-awaited visit, the White House, in a statement, said that India, like the United States, is a vibrant democracy and that the two nations are going to continue to work on their bilateral relations.

<h2>The world and democracies</h2>

Addressing a press conference, on Tuesday, National Security Council Coordinator for Strategic Communications John Kirby said: "Democracy is tough. We know that. We have seen it firsthand here in this country. It is tough. You have got to work at it."

"India has a vibrant democracy, and they, too, work at it. No democracy at any given point in time reaches perfection," he added, as reported by PTI news agency.

<h2>Improving relations&nbsp;between 'influential democracies'</h2>

As per Kirby, improving the relationship between the "influential democracies" means, "We are also going to have conversations, we can have and we need to have somewhat uncomfortable conversations with our partners and our friends and our allies."

"That is what you can do when you have, when you are partners and friends and allies, is have conversations about uncomfortable issues," said the US National Security Council Coordinator for Strategic Communications.

<h2>US and human rights</h2>

Responding to a question about human rights, Kirby said President Joe Biden raises concerns over human rights wherever he goes around the world and with whatever world leader he is in communication with.

"Human rights are a foundational element of this (Biden) administration's foreign policy, and you can certainly expect that the president will, as he always does and as you can do with friends and partners like Prime Minister Modi in India, raise our concerns about that," he added.

Kirby said that the US routinely raises human rights concerns with its friends, allies, partners and even nations that it is not so friendly with.&nbsp;

Morning brief: US says India has vibrant democracy, Biden calls Xi a 'dictator', and more

Ahead of the much-awaited Yoga Day celebrations, United Nations General Assembly (UNGA) President Csaba Kőrösi said that all Guinness Records would be broken when Indian Prime Minister Narendra Modi leads the event at UN headquarters in New York.

Speaking to WION, Kőrösi said that the yoga session is expected to witness a massive attendance with leading personalities and envoys from at least 180 countries participating in the event.

“I think we are very close to breaking the Guinness Record tomorrow (June 21)&nbsp;while doing yoga at UN headquarters and around New York and at the same time with the largest number of people.”

Describing the importance of doing yoga, the UNGA chief said that the ancient Indian practice has a valuable lesson to teach humans in modern times.

“What yoga tells us all—though I am not a good practitioner—is that the forces and energies out there in the universe and in us are the same. And these energies try to achieve the same balance.”

“There’s an important message for all of us doing yoga: non-violence, non-greed, not overusing resources and persevering on what we have from our ancestors, and keeping everything in balance.”

This will be the first time that the Indian leader will lead the yoga session from the United Nations General Assembly podium ever since Modi got the international organisation to mark June 21 as Yoga Day.

On Monday, India’s permanent representative to the United Nations Ruchira Kamboj told WION that it is one of the most anticipated events.

There are three things why I think this year’s yoga day is significant. First and foremost is the very inclusive aspect of it, because all 195 countries are expected to participate in it. This event sort of unites people with different cultural backgrounds. Second is the alignment of yoga with the UN sustainable development goals with an emphasis on health and well-being, as yoga aligns well with SDG 3 (health), and SDG 4 (Education).”

“And with its emphasis on mindfulness, and being very conscious of oneself and the environment, it is also related to SDG Goal 12 (mindful consumption and production) and SDG Goal 13 (environment),” Kamboj told WION.

“I think we are very close to breaking the Guinness Record tomorrow (June 21) while doing yoga at UN headquarters and around New York and at the same time with the largest number of people.” Describing the importance of doing yoga, the UNGA chief said that the ancient Indian practice has a valuable lesson to teach humans in modern times. “What yoga tells us all—though I am not a good practitioner—is that the forces and energies out there in the universe and in us are the same. And these energies try to achieve the same balance.” “There’s an important message for all of us doing yoga: non-violence, non-greed, not overusing resources and persevering on what we have from our ancestors, and keeping everything in balance.” "We are very close to breaking the Guinness Record tomorrow" UNGA President @Csaba_Korosi_ talks to WION's @MollyGambhir as he underlines the preparations for #YogaDay celebrations at UN HQ. ‘Very close to breaking Guinness Record’: UNGA chief to WION on yoga event at UN

“How do you solve a problem like Pakeeestaan!” I do feel like singing aloud a parody of that famous song from ‘The Sound of Music’ that goes “How do you solve a problem like Maria!”

As Indian prime minister Narendra Modi kicks off what seems like a promising strategic visit to the US, I wonder how strategic this is. That 'S' word is an overused one better measured in outcomes and ground-level action rather than fancy phrases of diplomats whose facility with glib words is a core competency that often gives away little in reality.

While it is true that relations between the world’s top democracies have come a long way since the lows of the 1970s, and is now poised for new-age cooperation in technology and defence, I would still look out for the ultimate test: how the two deal with Pakistan.

“Stronger together” is a nice way to describe the current cosiness between Washington and New Delhi in a geopolitical gambit to contain Chinese influence in Asia.&nbsp; But Mr. Modi needs to be gently reminded that Indo-American ties may be making history but geography is a different matter altogether.

Geography does matter because India stands right next to Pakistan and right below China on the world map. Things have indeed come a long way since the 1990s when the US ignored Indian warnings and intelligence reports of growing Islamic militancy in the Afghanistan-Pakistan (AfPak) area that bit into Kashmir. Uncle Sam then was mentioned as a possible (not probable) mediator in India’s Kashmir dispute with Pakistan.&nbsp;

<a href="https://www.wionews.com/world/us-says-india-has-vibrant-democracy-both-nations-will-continue-to-work-on-bilateral-relations-606720">ALSO READ|&nbsp;US says 'India has vibrant democracy,' both nations will continue to work on bilateral relations</a>

Though the US didn’t play ball, there was a lot of superpower superciliousness in its behaviour. The 9/11 attacks was a rude awakening for the US and the rise of India's information technology and pharmaceutical industries showed strong business relations that put behind Cold War animosities. Nuclear tests by India in 1998 were a setback that was turned on its head in 2006 by a bilateral nuclear deal when Prime Minister Manmohan Singh met his counterpart George W Bush.

However, have things really, I mean really, changed from those days in a geopolitical sense? For me, the answer to that would depend on how the US relates to India on the Pakistan question in the coming days.

For the record, at the UN, China has just supported Pakistan in stopping the blacklisting of 26/11 Mumbai attack conspirator Sajid Mir of the officially banned but unofficially entertained Pakistan-based terror group Lashkar-e-Taiba. Beijing this month offered $1 billion to Islamabad in what looks like a rollover of an old loan. This is only part of a long list of economic investments and aid tying Pakistan to the Dragon’s apron strings.

When the buck stops it is India’s neighbourhood that gets tense when Pakistan and China form an uneasy alliance between a shaky democracy and one that is not. The US is a faraway power that flew out of Afghanistan only recently after a messy couple of decades setting up military support that failed miserably with the return to power of the Taliban.

India and the US now need to co-engage Pakistan in subtle ways so that bilateral interests are best served for regional stability.

This means three things. First, a clear signal must go out inside and from the State Department that strategic engagement with India puts it at a different level where it is a part of the subcontinental solution and not part of the problem as it was once perceived to be. Second, the US with Indian guidance or partnership, must move to engage Pakistan beyond the arms of its state such as the government or the military. Pakistan needs social reform alongside political reform for long-term democratic governance and stability.&nbsp;

Thirdly, economic aid through institutions like the IMF and World Bank may be used as levers with what I call creative diplomacy to reform Pakistan socially. This would require a structural adjustment going beyond the usual macroeconomic stability that the IMF prescribes in its one-size-fits-all approach. This requires social, diplomatic and cultural chutzpah that requires civilisational understanding of South Asia. Failing this we will have only short-term band-aid diplomacy.

This is not the right time to discuss the details of what is going on inside Pakistan's murky political corridors. &nbsp; But this much can be said: without broad-basing Pakistan’s civil society, social fabric and economic middle classes, the country will remain in the grip of decadent feudal lords, opportunistic generals, self-serving politicians and assorted obscurantists. Each of these will happily serve Chinese interests unless they are approached with a sense of detail. Pakistan is not as homogenous as assumed by conventional diplomats.

Some out-of-the-box thinking is required urgently.

Modi in US: Indian PM expected to meet CEOs of top 20 American companies

When the Indian government revealed that the US was repatriating 157 antiquities and artefacts (either stolen or smuggled out of India), during Prime Minister Narendra Modi’s recent US visit, it was a significant milestone on many counts, and it offered hope for many more to follow.

Here’s some statistics to ponder upon: between the years 1970 and 2000, India recovered 19 antiquities from abroad, between the years 2000 and 2013, none were recovered, between 2013 and 2021 August, about 53 had been recovered; and in the past week, 157 were recovered, as per the India Pride Project, an NGO that works towards the restoration and recovery of India’s heritage.

<a href="https://www.wionews.com/photos/in-pictures-157-artefacts-that-pm-modi-is-bringing-to-india-on-his-way-back-from-us-trip-415987">In pictures: 157 artefacts that PM Modi is bringing to India on his way back from US trip</a>

At face value, the recovered artefacts might mean different things to different people. But, for the volunteers of India Pride Project, this means years of their tireless efforts coming to fruition and offers them more hope to continue in pursuit of such looted and lost treasures of Indian heritage.

While a team of volunteers monitors social media for any Indian objects going on sale, the core team works on research and coordinating with law enforcement agencies to ensure the lawful return of artifacts. WION spoke to S Vijay Kumar, co-founder of the India Pride Project, to understand their journey into the world of art, identifying and tracing stolen art and the efforts that follow, before getting the antiques to where they belong.

According to Vijay, the latest trove of 157 heritage works was recovered from the collections of five art smugglers/dealers/thieves/exhibitors, who operated and made millions in the international market via illegal sales. The big names are Subhash Kapoor (Art of Past Gallery), Doris and Nancy Wierner (Wierner Gallery), Nayef Homsi, UK dealers who had exhibited stolen idols during the 2016 Asia Week in New York along with the Punnainallur Nataraja from Asia Society Museum. At different points in time, over the last decade, these individuals and their warehouses were held and raided by US authorities.

"Our work and coordination has primarily been with the US Immigration and Customs Enforcement, Department of Homeland Security and Colonel Matthew Bogdanos, Assistant District Attorney, New York and Art Expert Apsara Iyer in his team, besides the Indian authorities. The authorities send us pictures known as ‘robber offering photos’ that depict fresh loot, which are meant to be sent to collectors abroad. We use these pictures and compare them with our database and undertake the extremely time-consuming process of cross-verifying and matching them with old records. After sourcing irrefutable proof, we reach out to the authorities and request the retrieval of the artefact" Vijay Kumar elaborated.

According to India Pride Project, some of the significant artifacts from the present lot of 157 are the Punnainallur Chola Bronze Nataraja, Chamunda ex Dakshina Candi temple Orissa , Chola bronze Alingana murthy from Deepambalpuram seized from Ball State Museum, a Pala stone steele of Vishnu seized from the Harn Museum, Chola Stone Lingothbava seized from Birmingham Museum and a host of Terracota stoneware from Chandraketugarh seized from the Toledo Museum (Ohio) and Honalulu Museum. However, the team is hopeful that this is only the first batch of heritage articles from the US and that many more batches would follow. Some of the major expectations in the upcoming batches are pinned own the return of the Thachur Murugan from Tamil Nadu, host of Chola bronzes from Sripuranthan, the Barhut Yakshi from Madhya Pradesh, the Chola stone Nagapattinam Buddha etc..

The team’s biggest regret and trigger has been how India’s ‘Living God’s’ or ‘Murtis’ that are meant to be placed in the sanctum sanctorum of temples adorn the swimming pools and living rooms of the ignorant and rich Westerners, who only see them as idols that can be purchased. They firmly believe that India’s authorities at the state-level must wake up to the reality of such thefts of historical artefacts and how they are smuggled out of the country. A constant lament of those working in this sector has been how Indian Law has helped smugglers rather than protecting the heritage articles - In India, idol or artefact theft is punishable with seven years imprisonment and a fine of Rs.3000. This is said to be in stark contrast to Egypt and China, where theft from tombs attract as much as capital punishment.

While most countries track down their heritage articles that go on sale abroad and demand the proof of ownership from the sellers, India is said to have been following the method where the onus of proving lay on itself. This is another major stumbling block in tracing and retrieving the artifacts from high-profile museums and auctions that take place abroad.

Despite the obstacles that come their way, the India Pride Project team remains committed to restoring Indian Pride and heritage and labours on from the different locations that they are spread across, while also carrying on with their professions.

The two leaders showed great appreciation for the idea and working of democracies in the two countries, FS Shringla said.

He also claimed that during her bilateral meeting with the Indian Prime Minister, Kamala Harris "suo motu referred to Pakistan's role" with regards to terrorism and assured that the countries should make sure&nbsp;"that these groups don't impact US and Indian secruity".

Shringla also reported that during Modi’s first bilateral meeting of the day with Australian counterpart Scott Morrison, the Australian Prime Minister briefly mentioned the rationale of "Australian side on Aukus alliance".<o:p></o:p>

This was the first time the two leaders have met face-to-face since the pandemic and the recently-established Aukus alliance. The meeting was important to show that the Indian side will be kept in loop about any developments regarding the Aukus alliance — a new defence pact established between the US, Australia and the UK.

Modi also met with the outgoing Japanese Prime Minister Yoshihide Suga. This was the first time the two leaders were meeting since Suga took control of the office. PM Modi invites US Vice President Kamala Harris to India, says her election a historic event

UNGA: PM Modi arrives in US, busy days ahead

Indian Prime Minister Narendra Modi reached USA on September 23 (as per Indian time). The PM&nbsp;will be&nbsp;engaged in a number of&nbsp;high-profile meetings. Over the entirety of his US visit, PM Modi will address 76th session of United Nations General Assembly, meet US President Joe Biden and Vice-President Kamala Harris, attend Quad summit and more. These high-profile meets are happening this year just over a month after Taliban's capture of power in Afghanistan. This and many other issues are likely to feature in talks.

PM Modi has addressed Global Covid-19 Summit. During his address he <a href="https://www.wionews.com/india-news/global-covid-19-summit-indian-pm-modi-bats-for-mutual-recognition-of-vaccine-certificates-amid-uk-row-414998">made a case for mutual recognition of vaccine certificates</a>. This has come amid India's row with Britain on the same issue.

Here is PM Modi's schedule on day 1 of his US visit

September 23 (Indian time)

7:15 pm IST: Meet with global CEOs

PM Narendra Modi will meet CEOs of prominent global companies. Two of them are of&nbsp;Indian heritage.

The CEOs PM Modi will meet include Shantanu Narayen from Adobe Vivek Lall from General Atomics, Cristiano E Amon from Qualcomm, Mark Widmar from First Solar, and Stephen A Schwarzman from Blackstone.

In Pics | <a href="https://www.wionews.com/photos/pm-modi-in-usa-quad-unga-joe-biden-415080">UNGA: PM Modi arrives in US, busy days ahead</a>

The Prime Minister's meeting with American CEOs from five different key areas is reflective of the priorities of his government.

While Narayen reflects the IT and digital priority that the Indian government is pushing for, Modi's meeting with Lall is significant as General Atomics is not only the pioneer in military drone technologies but also the world's top manufacturer of state-of-the-art military drones, which the US shares only with its key allies and partners.

Jakarta-born Vivek Lall, now based out of California, for over a decade has been instrumental in major bilateral defence deals worth around $18 billion, as India and the US take steps to forge a new relationship in which defence trade is a key pillar.

Stephen A Schwarzman is Chairman, CEO and Co-Founder of Blackstone, one of the world's leading investment firms investing capital on behalf of pension funds, large institutions and individuals.

The meeting with Qualcomm's Cristiano Amon assumes significance, given India's push for the 5G technology to be safe and secure.

Meeting with Mark Widmar is important as First Solar is a leading global provider of comprehensive photovoltaic (“PV”) solar solutions

11 pm IST: Meet with Australian PM Scott Morisson
