Mexican Foreign Minister Marcelo Ebrard said in COP27 summit on Saturday that Mexico will strengthen its emissions-cutting efforts as part of a $48 billion renewable energy investment scheme with the United States.

The minister said that Mexico will cut greenhouse gas emissions by 35 per cent by 2030. This is up from previous commitment of 22 per cent.

The plan would require funding from both the public and private sectors this decade to double clean energy generation in Mexico.

It will "accelerate the energy transition in North America", Ebrard told a press conference at the UN climate summit in Egypt alongside US climate envoy John Kerry.

Kerry said Mexico had indicated a "significant step forward", noting the announcement was part of a three-way negotiation including Canada.

Neither official specified the amount of US financial support for the scheme.

Ebrard said it would require "double the clean energy efforts and investment efforts in the next eight years" compared to the original plan presented in 2020.

Three friends from America, two men and a woman, were found dead in their Airbnb apartment in a city in Mexico. The authorities confirmed that they died due to carbon monoxide poisoning.

According to reports, Kandace Florence, Jordan Marshall and Courtez Hall were staying at a rental in a residential complex in La Rosita when they were found dead on October 30. All of them were in town for the Day of the Dead festivities.

The officials found an intense gas smell in the apartment, following which they concluded that the three were poisoned by gas inhalation.

A spokesperson for the attorney general's office told ABC News that the smell was coming from a defunct gas boiler in the apartment, which released carbon monoxide—a colourless and odourless gas.

The spokesperson said that one of the victims was found in the shower, which led the authorities to believe that it could have activated the boiler.

Commenting on the tragedy, an Airbnb spokesperson told the news outlet, “This is a terrible tragedy and our thoughts are with the families and loved ones as they face this heavy loss."

Mexico has launched an official bid for the 2036 Olympics, the country's foreign ministry and the national Olympic committee (COM) said in a joint statement on Wednesday. Foreign minister Marcelo Ebrard said they would announce a promotion committee on Nov. 30 as the first step of the process, followed by assessments to determine the host cities.

"We see ourselves as a successful and ambitious country. We are the only country that will host three FIFA World Cups, we are a vigorous country with one of the best economies in the world," Ebrard told reporters.

Mexico City hosted the Olympics in 1968. COM president Maria Jose Alcala said that Mexico had been under consideration as a candidate since July, when International Olympic Committee (IOC) president Thomas Bach sent a letter expressing his enthusiasm for a potential bid.

Olympic athletics medallist Ana Gabriela Guevara, who is the director of Mexico's National Sports Commission, had earlier said it was economically unfeasible for the country to host the Olympics. In response, Ebrard said that the financing system for the Olympics had changed and the government would contribute only 10% of the total expenses, adding that Mexico already had the infrastructure for the event.

"We will initiate the studies requested by the IOC to take into account the changes that have taken place in the Olympic Games financing... there is no bond to be paid in the process," he said. "The Olympics should fit the cities, not the other way around, not build and then not use the facilities. "We would have 15 years, enough time to organise it. After turning into a category 4 storm on Saturday, Hurricane Roslyn on Sunday made landfall along Mexico's Pacific coast and left a trail of destruction. Reportedly, two people died on Sunday from the havoc caused by Roslyn as wind speed peaked at around 210 kmph. A 74-year-old man died after a beam fell on his head while a 39-year-old woman succumbed to injuries after a fence collapsed on her in the Rosamorada district. According to a Reuters report, Roslyn caused major damage to roofs and outdoor coverings. The state agencies informed that heavy rainfall is expected to continue and if people and authorities did not practice caution, it could lead to flash flooding and landslides in some regions. However, after the storm weakened with speeds ranging from 90 kmph to 31 kmph, it moved inland, according to the US National Hurricane Center (NHC). Read more: Hurricane Roslyn strengthens to Category 4, Mexico braces for landfall over the weekend NHC added that before reaching Texas, the hurricane may develop into a tropical depression. While the hurricane did not make a direct impact near Puerto Vallarta, it did manage to bring torrential rain and big waves, destroying the beachfront of several resorts. However, the busy Puerto Vallarta airport resumed operations on the same day. “The biggest effect was from the waves, on some of the beachside infrastructure. We did not have any significant damage," said Adrián Bobadilla, director, state civil defence agency. The beaches remained closed as NHC warned that the swells were "likely to cause life-threatening surf and rip current conditions." Prior to the landfall on Saturday, warnings were issued for Mexican states including Las Islas Marias, Jalisco and Nayarit, particularly the coastal regions. The states were advised that preparations “should be rushed to completion” to protect life and property. (With inputs from agencies) WATCH WION LIVE HERE:

According to the NHC, the hurricane had winds of 120 mph as of Saturday morning and was moving parallel to the southwestern Mexican coast. “Maximum sustained winds have increased to near 120 mph (195 km/h) with higher gusts. Roslyn is a category 3 hurricane on the Saffir-Simpson Hurricane Wind Scale,” said NHC in its previous statement.

Reportedly, warnings have been issued for Mexican states including Las Islas Marias, Jalisco and Nayarit particularly the coastal regions and have been asked that preparations “should be rushed to completion” to protect life and property.

The hurricane is expected to reach the coast of Mexico on Saturday night or early Sunday and can cause “damaging winds and a dangerous storm surge,” said the NHC. The hurricane centre also indicated that the storm might weaken before making landfall on Sunday but might remain at major hurricane strength before reaching the Mexican state of Nayarit. In Jalisco, authorities have already asked people to avoid beaches as well as activities along the coast or mountains.

“This rainfall could lead to flash flooding and landslides in areas of rugged terrain,” said the NHC, adding that the storm surge will also bring “significant coastal flooding” and “large, destructive waves”.

Mexico bar attack: 12 killed, 3 injured in indiscriminate firing, police launch hunt for assailants

The United States has told Mexico that it will consider granting humanitarian access for migrants of other nationalities as well and this of course is an attempt to try and contain record number of illegal crossings at the US-Mexico border.

US, Mexico sign deal to contain illegal migrants, applicants required to have US-based sponsorship

In a joint statement, the United States and Mexico indicated that they have reached an agreement on a plan to curb Venezuelan migration. This move is made in a bid to ease some of the pressure on the border that the two countries share which has recently witnessed an uptick in the number of migrants from the crisis-hit country, said reports.

The deal announced on Wednesday will allow the US to send some Venezuelan nationals to Mexico while granting humanitarian access to others. Starting October 12 several flights will be arranged for at least 24,000 migrants to arrive in Washington and stay for up to two years, said the statement.

“These actions make clear that there is a lawful and orderly way for Venezuelans to enter the United States, and lawful entry is the only way…Those who attempt to cross the southern border of the United States illegally will be returned to Mexico and will be ineligible for this process in the future.” said the US secretary of Homeland Security, Alejandro Mayorkas, in a statement.

According to reports, more than six million Venezuelans have fled their country in the last five years. This comes amid food, fuel and medicine shortages and increased violence and repression by the country’s President Nicolás Maduro and his government.

The agreement is based on the Uniting for Ukraine programme, under which following the Russian invasion of Ukraine, people from Kyiv could enter Washington by securing a sponsor. This sponsor could be a person or an organisation based in the US and back up their claim that they are in fact a part of the programme, said the media reports.

On the other hand, Mexico has agreed to “temporarily” allow some Venezuelan nationals to enter the country but did not specify the number. Mexico’s government has also reportedly said that those seeking to apply for the US new programme must not enter through the US-Mexico border. Furthermore, at Mexico’s request Washington has also agreed to provide an additional 65,000 temporary visas to migrants for non-agricultural jobs out of which 20,000 will be allocated to Central Americans and Haitians, said a media report.

This comes ahead of the mid-term elections where US president Joe Biden’s government has struggled to deal with the increase in migrant detentions at the country’s southwest border, due to the uptick in people coming in from Venezuela, Cuba and Nicaragua, said media reports. Meanwhile, his opposition, the Republican party has criticised his government for what they claim is Biden’s failure to secure the border.

ALSO READ: US court orders review of Obama-era 'Dreamers' immigration programme According to reports, more than six million Venezuelans have fled their country in the last five years. Reports suggest that officials in Mexico have argued that economic sanctions against Maduro’s government are fueling illegal immigration and should be eased. Local authorities in Mexican state of Chiapas said on Sunday (October 9) that at least 57 students were poisoned due to an unidentified substance in a rural secondary school. The poisoning took place on Friday. What has scared students is that this is third poisoning at Chiapas school that was reported in media over the past two weeks.

According to the Mexican Social Security Institute, 57 teenage students in the rural community of Bochil had arrived at a local hospital with symptoms of poisoning. This institute said that one student was in "delicate" condition and was transferred to a hospital in the state's capital.

Authorities did not speculate on a cause, but local news outlets said some parents believe the students were exposed to contaminated water or food.

"We are outraged by these events," leaders of Bochil said in a statement, adding that they are collaborating with a state prosecutor's investigation.

Videos showing chaotic scenes at the school made rounds on social media. They videos also showed adults carrying teenagers in school uniform through a hospital hallway.

The state prosecutor's office said on social media on Saturday that it had conducted 15 toxicology exams which had all come out negative for illicit drugs, after reports circulated in local media and on social media that students had tested positive for cocaine.

In a Facebook video on Saturday, dozens of parents gathered at the basketball court of the secondary school, passing a microphone around as they demanded answers from authorities while over a dozen police, some with shields, looked on.

Pegasus spyware strikes again in Mexico despite government's assurances: Report

Close on the heels of Hurricane Ian's lashing of Florida a hurricane is moving towards the Pacific coast of Mexico. Hurricane Orlene, the one poised to batter Mexican coast, has strengthened into a 'major' hurricane early on Sunday (October 2). Mexico's National Meteorological Service has issued a statement on Hurricane Orlene.

"Orlene has intensified to a Category 3 hurricane on the Saffir-Simpson scale," causing heavy rains and strong winds, the agency said in a statement.

US National Hurricane Centre (NHC) has also issued an advisory in which it said that Hurricane Orlene "has become a major hurricane". The NHC said that the hurricane was moving with sustained winds of 115 miles per hour (185 kilometers per hour).

The NHC added that the "center of Orlene" was expected to "reach the coast of mainland Mexico" on Monday.

Mexico's Civil Protection Office took to Twitter and cautioned people that the country's Pacific coast could be hit by heavy rains as well as "strong winds and high waves," urging residents to take shelter at temporary facilities.

Between May and November, hurricanes tend to strike Mexico's Pacific and Atlantic coasts. In October 1997, Hurricane Paula barreled into the Pacific coast as a Category 4 storm. It claimed more than 200 lives.

Several sensitive Mexican files, including previously undisclosed information that President Andres Manuel Lopez Obrador was taken to hospital by air ambulance in January with a heart problem, were stolen by hackers in a cyberattack, the government said Friday.

"It's true, there was a cyberattack. I understand that this same group has already done the same thing in other countries," President Lopez Obrador said at his daily news conference.

Prominent journalist Carlos Loret de Mola had reported on Thursday that a hacker group called Guacamaya had obtained tens of thousands of emails dating from 2016 to September 2022 from the defense ministry.

The files revealed that Lopez Obrador, 68, was taken by air ambulance on January 2 from his ranch in Palenque to be treated at a military hospital in Mexico City, Loret de Mola said.

"Everything that is said there is true," Lopez Obrador, who suffered a heart attack in 2013, told reporters.

"The ambulance that went to Palenque in early January was because there was a risk of a heart attack and they took me to the hospital and recommended a catheterization," he said.

The information that Lopez Obrador had undergone a cardiac catheterization procedure during a routine check-up on January 21 was divulged two weeks later.

"In this procedure, the president's heart and arteries were found to be healthy and functioning properly," the interior ministry said.

"No other type of intervention was necessary and it was a brief procedure that lasted about 30 minutes," the statement added.

Unequal access to new technologies, illicit trafficking and other threats to cultural heritage are among the issues on the agenda for an international culture ministers meeting in Mexico on Wednesday.

Representatives of around 190 UNESCO member states will participate in the three-day World Conference on Cultural Policies and Sustainable Development in Mexico City.

The Covid-19 pandemic has shown that culture is vital for public health, according to conference coordinator Pablo Raphael.

"No one would have been able to survive the confinement and stress... without books, music and cinema," he said.

But the health crisis also laid bare technological inequalities between different communities, Mexican Culture Minister Alejandra Frausto told AFP.

One of the meeting's objectives is to find ways to guarantee artists access to technologies to share their work.

The final declaration is expected to include a call to recognize culture as a "global public good" that benefits all of the world's citizens.

The aim is also for the United Nations' sustainable development goals to contain a "reasonable objective" in terms of culture, Frausto said.

Two issues on the agenda -- defending communities' intellectual property and the restitution of cultural property -- are of particular interest to Mexico and other Latin American countries.

Mexican President Andres Manuel Lopez Obrador has criticized foreign auctions of items that form part of other nations' cultural heritage as "immoral."

Since 2019, Mexico has managed to retrieve thousands of pre-Hispanic archaeological pieces from abroad that were in private collections or set to be auctioned.

Some were handed over voluntarily while others, such as items in Italy, were recovered in police raids.

Mexico also regularly denounces what it calls plagiarism by foreign fashion houses of the motifs, embroidery and colors of its Indigenous communities.

The Latin American nation has lodged complaints of alleged violation of intellectual property against major clothing brands including Zara and Mango in the past.

The government of war-torn Ukraine will participate by video in a session about "heritage and cultural diversity in crisis."

The Joe Biden administration on Monday released data that shows the number of migrant arrests along the US-Mexico border had crossed the two million mark in the first 11 months of the 2022 fiscal year that ends on September 30. This is the first time that such a threshold has been eclipsed. Reportedly, in the month of August alone, the US Customs and Border Protection arrested over 200,000 migrants, taking the total to 2.3 million. Comparatively, the tally for last year stood at 1.7 million. According to data, the record high is driven by unprecedented levels of migration from countries like Cuba, Nicaragua, and Venezuela. In August, the illegal aliens from the aforementioned countries made up over a third of the total border apprehensions. According to United Nations, seven million Venezuelans have fled their homeland with 25,000 arriving at the US border in August, followed by 19,000 Cubans and nearly 12,000 Nicaraguans. Read more: Can bused, flown migrants can live in United States? Here is all you need to know Earlier, the numbers used to be dominated by migrants from Mexico, Guatemala, Honduras, and El Salvador. However, after the pandemic, the demography of migrants has completely changed. Explaining the rationale behind the 175 percent increase in migration compared to the same period last year, Chris Magnus, commissioner, Customs and Border Protection said: “Failing communist regimes in Venezuela, Nicaragua, and Cuba are driving a new wave of migration across the Western Hemisphere, including the recent increase in encounters at the southwest US border.” In pics: Thousands of migrants in Mexico head to US border coinciding with Americas summit As the November midterm election draws closer, the Biden administration is facing flak from all quarters for its rather tame policy on dealing with illegal migrants. The Republicans have grown restive over the reluctance of the Democrat regime in the White Huse and thus, they have taken matters into their own hands to make their voices heard. For months, the Republican states are sending migrants via buses and airplanes to the stronghold states of Democrats. As reported by WION, last week Florida's Ron DeSantis flew about 50 Venezuelans to the small, upscale island of Martha's Vineyard in Massachusetts. The man in the video, who appears to be inebriated, offers the camera a bottle of rum before starting to spike the marathon runners' drinks. He carelessly pours the white rum into glasses that are set down on the table.

The man is heard stating, "I’m going to pour some bloody Matusalem [rum brand] in, so they can show off…," as he continues to poison almost every beverage on the table.

Additionally, the man claims that the marathoners will be "at their best" the following day and that the race will be "the best in the world" in the video.

Early in the morning, the incident happened in Mexico City's Polanco neighbourhood. Before the 2022 Mexico City Marathon runners' 42-kilometre race, the inebriated man recorded himself mixing rum with their hydration beverages, according to Mexico News Daily.

The Mexican Institute of Sport said in a statement that authorities would look into the event and review CCTV evidence to identify the perpetrator.

Later, Javier Hidalgo Ponce, the director of the Mexico City Institute of Sport, told the Mexican daily El Universal that the person responsible for spiking the beverages had been found. Hidalgo stated that because the hydration station volunteers were already aware of the occurrence, the runners did not eat the tainted beverages. https://www.eluniversal.com.mx/metropoli/maraton-cdmx-identifican-sujeto-que-vertio-alcohol-en-bebidas-de-competidores

The director further emphasised that the stall was some 20 kilometres from the marathon's starting point and that it might have been fatal for a runner to eat the tainted drink after travelling that far. He told the newspaper, "We classify this as poisoning."

Mexico intercepts buses carrying around 180 migrants

According to US government officials and related emails examined by Reuters, federal and local authorities are frantically trying to find nearly a dozen unaccompanied migrant children after Houston police voiced concerns about dozens of migrant children reported missing in the Texas city since last year.

The incidents highlight the difficulties the administration of US President Joe Biden faces as a record number of unaccompanied minors enter the country through the southwest border, which must be released to sponsors in a secure manner without delay.

According to an HHS official who declined to be named, a Houston police detective notified the US Department of Health and Human Services (HHS) earlier this summer after spotting what appeared to be a trend of migrant children going missing from the homes of their US sponsors.

The government organisation in charge of managing the detention and release of kids who have crossed the border between the US and Mexico without a parent or other adult guardian is HHS.

According to the HHS source and an internal email reviewed by Reuters, the HHS refugee office initiated an emergency supervisory assessment of the discharges of unaccompanied minors to non-parent sponsors in the Houston area in August.

According to the HHS official and two additional sources with knowledge of the matter, the agency discovered that 57 unaccompanied migrant children had gone missing in Houston since the end of last year. Nine children who escaped from HHS facilities in the Houston region were counted, the official said.

Some of the children who have gone missing and been found are now 18 or older. The official stated that just a few children left the houses of relatives serving as sponsors to join their parents who were already in the United States, adding that this is a small proportion of the total number of releases to the region.

More than 6,300 unaccompanied juveniles were released in Harris County, Texas, where Houston is located, from October 2021, when this fiscal year started, to June 2022.

Judicial authorities in Mexico determined that they have sufficient evidence to proceed with charges against former Attorney General Jesus Murillo for his suspected involvement in the disappearance of 43 students in the year 2014.

Amongst these 43 students, the remains of three pupils have been identified.

The Mexican President, who took office at the end of 2018, pledged to inquire into the disappearances.

Last week, a judge released 100 search warrants, including Murillo’s.

Murillo was detained on Friday for high-level official arrest, accused of torture, forcible disappearance, and obstructing justice. He was the nation’s chief prosecutor at the time, overseeing an investigation into a case involving the disappearance of 43 students from the Ayotzinapa Rural Teachers’ College in Guerrero.

Murillo’s arrest comes after Mexico’s top human rights investigator marked the disappearance a ‘state crime’ making this case one of the biggest violations of human rights in the country.

As per experts, this investigation came to the conclusion that the students had been inadvertently abused, tortured, and killed by a local drug gang. The chief later defended himself during his hearing, the local Mexican hearing said.

Murillo said, "For seven years they have been looking for an alternative (account of events). They have invented many, and they all fall apart."

He further continued, "I can accept some mistakes, mistakes could be made. I can accept things that were done wrong, but no one has been able to bring down (my investigation)," Reuters reported.

The former attorney will stay behind bars until his trial, the judge declared on Wednesday (August 24).
