<p>The bill entrusts the responsibility of investigations to officers of significant rank, ensuring a thorough examination of alleged malpractices. The Union government holds the authority to refer investigations to central agencies.</p>

<p>The bill lists 20 specific offences and unfair means, ranging from impersonation to tampering with documents. Notably, candidates themselves are exempt from liability under the bill's provisions, remaining protected by existing administrative regulations.</p>

<p>President Droupadi Murmu, in her parliamentary address at the Budget session's commencement, highlighted the government's acknowledgment of youth concerns regarding examination irregularities.</p>

<p>The Lok Sabha's External Affairs Committee has issued a comprehensive report urging the Indian government to intensify diplomatic efforts in exposing Pakistan's complicity in sponsoring terrorism, while bolstering security measures along India's borders.</p>

<p>"The Committee desires that the Government should keep up its diplomatic efforts to expose the nefarious activities of Pakistan and its links with various terrorist outfits at every fora while strengthening its land borders and sea routes to prevent terrorist infiltration," stated the report.</p>

<p>The committee's report, titled "Countering Global Terrorism at Regional and International Levels," paints a stark picture of the deep-rooted connections between ISI and terrorist outfits operating in the region.</p>

<p>Among the recipient groups of ISI's patronage, the report identifies prominent names such as Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM), Hizb-ul-Mujahideen (HM), and Indian Mujahideen (IM).</p>

Amid the discussion on the legislation in Lok Sabha on Wednesday, Indian Law Minister Arjun Ram Meghwal said that the 1991 Act on the top poll officer's service conditions was a half-baked attempt and the current Bill has covered all the aspects which were left out by the previous legislation. With a voice vote, the Bill was then passed.</p>

<p>However, the opposition parties are not happy with the changes and said that the new mechanism would compromise the poll panel's independence.<br />

India's Supreme Court, earlier this year, ruled that election commissioners should be appointed after taking advice from a panel comprising the Leader of the Opposition, the Prime Minister and the Chief Justice of India.<br />

The landmark judgment was aimed at insulating the top election body from political interference. However, the court said that the judgment will hold good till a new law is introduced by the government.<br />

The government, in the new legislation, replaced the chief justice with a union minister. The Opposition has alleged that this will give greater power to the government on the appointment of top poll officers and will also compromise the poll body's autonomy.<br />

Amid the discussion over the Bill in Rajya Sabha, Congress MP Randeep Surjewala stated that the fearlessness, autonomy and fairness of electoral machinery and democracy in India has been&nbsp;crushed.</p>

Indian Parliament clears bill to appoint three poll officers in elections

The Lok Sabha on Wednesday passed three bills aimed at replacing key components of India's criminal legal framework, including the Indian Penal Code of 1860, the Code of Criminal Procedure (CrPC) of 1973, and the Indian Evidence Act of 1872.

<p>The lower house (Lok Sabha) of the Indian Parliament on Wednesday (Dec 20) passed the three revised criminal law bills, along with certain new amendments moved by Union Home Minister Amit Shah.</p>

<p>The three bills passed are&nbsp;the Bharatiya Nyaya (Second) Sanhita,&nbsp;Bharatiya Nagarik Suraksha (Second) and&nbsp;Bharatiya Sakshya (Second) Sanhita which will replace&nbsp;the Indian Penal Code (IPC),&nbsp;Code of Criminal Procedure (CrPC) and&nbsp;the Indian Evidence Act respectively.&nbsp;</p>

<p>During the debate on the bills, Shah said the proposed laws have a clear definition of&nbsp;terrorism, scrap sedition as a crime and introduce a new section titled "offences against the state".</p>

<p>Organised crime, terrorism, and murder by a group of five or more on the basis of caste, language or personal belief have been added as offences. Additionally, Shah said there will be a provision for the death penalty for the crime of mob lynching.&nbsp;</p>

<p>One of the biggest gripes that ordinary citizens had with the previous laws was the tardiness of the justice system. Shah said under the new laws, the accused will get seven days for a plea for acquittal. Meanwhile, the judge has to hold the hearing in those seven days and in a maximum time of 120 days, the case will come to trial.</p>

<h2><strong>Removing colonial identity</strong>&nbsp;</h2>

<p>Shah added that the previous laws reflected a colonial mentality and that the revamped laws will be in line with 'Indian thinking'.&nbsp;</p>

<p>"The three new bills seek to establish a justice system based on Indian thinking. Three proposed criminal laws will free people from the colonial mindset and its symbols," Shah said.</p>

<p>"For the first time, the criminal justice system will have the human touch. Till we repeal these old laws, we are still following laws made by the UK government. We still use English words like Her Majesty, British Kingdom, the crown, barrister, ruler after 75 years of independence," he added.&nbsp;</p>

<p>The bills were passed even as 97 opposition MPs remained suspended and away from the all-important proceedings. The three bills were first introduced in the house in August during the monsoon session of the Parliament.&nbsp;</p>

The three bills passed are the Bharatiya Nyaya (Second) Sanhita, Bharatiya Nagarik Suraksha (Second) and Bharatiya Sakshya (Second) Sanhita which will replace the Indian Penal Code (IPC), Code of Criminal Procedure (CrPC) and the Indian Evidence Act respectively. During the debate on the bills, Shah said the proposed laws have a clear definition of terrorism, scrap sedition as a crime and introduce a new section titled "offences against the state". Organised crime, terrorism, and murder by a group of five or more on the basis of caste, language or personal belief have been added as offences. Additionally, Shah said there will be a provision for the death penalty for the crime of mob lynching. One of the biggest gripes that ordinary citizens had with the previous laws was the tardiness of the justice system. Shah said under the new laws, the accused will get seven days for a plea for acquittal. Meanwhile, the judge has to hold the hearing in those seven days and in a maximum time of 120 days, the case will come to trial. "The three new bills seek to establish a justice system based on Indian thinking. Three proposed criminal laws will free people from the colonial mindset and its symbols," Shah said. "For the first time, the criminal justice system will have the human touch. Till we repeal these old laws, we are still following laws made by the UK government. We still use English words like Her Majesty, British Kingdom, the crown, barrister, ruler after 75 years of independence," he added. The bills were passed even as 97 opposition MPs remained suspended and away from the all-important proceedings. <p>Kerala Congress (Mani) leader Thomas Chazhikadan and CPI(M) leader A M Ariff were suspended by Lok Sabha Speaker Om Birla after a resolution, which was moved by Indian Parliamentary Affairs Minister Pralhad Joshi, was adopted by the House.</p>

<p>However, Lok Sabha Speaker Birla has maintained that any security-related incident which takes place inside the House falls under the secretariat's purview and the government cannot intervene.</p>

<p>Indian Prime Minister Narendra Modi has not given any statement in the House regarding the security breach. However, while speaking to the Indian newspaper Dainik Jagran, the prime minister said that the security breach was a "very serious" incident. He added that an investigation is needed, however, there is "no need for a debate".</p>

<p>Congress leader Sonia Gandhi, criticising the suspension spree, said that, "Democracy has been strangulated". She added that the Opposition MPs had only demanded the home minister's statement on the "extraordinary events" of December 13, when the parliament's security breach happened. "There are no words to describe the arrogance with which this request was treated," she said.</p>
