The Election Commission on Saturday (Apr 20) announced new polling dates for 11 polling stations in the Inner Manipur Lok Sabha parliamentary constituency.

Manipur's chief electoral officer said that the voting would be held again on Monday (Apr 22).

The development comes after the Election Commission issued a directive declaring the voting held at these polling stations as null and void.

The official said that the polling stations that were affected by the violence during the first phase of elections are, Moirangkampu Sajeb and Thongam Leikai in the Khurai constituency, four in Kshetrigao and one in Thongju in Imphal East district and three in Uripok and one in Konthoujam in Imphal West district.

On Friday (Apr 19), incidents of violence were reported at some of the polling booths in conflict-torn Manipur where some miscreants opened fire and even destroyed EVMs.

More than 70 per cent of voters in the General Category are Rajputs.

Gaming with NaMo: PM Modi meets Indian gamers, tries his hand at gaming

The opposition Maha Vikas Aghadi on Tuesday (Apr 9)&nbsp;announced its seat-sharing formula for the Lok Sabha polls with the Shiv Sena (UBT) getting the major chunk of 21 seats, while the Congress will contest 17 seats and the NCP (SP) 10.

The Congress gave up its claim on the contentious Sangli and Bhiwandi seats, which will now be contested by the Sena (UBT) and the NCP (SP), respectively.

While the Sena (UBT) said the goal of the alliance was to defeat the Bharatiya Janata Party (BJP), the Congress said it has decided to be “large-hearted” to achieve this objective.

NCP (SP) chief Sharad Pawar, Shiv Sena (UBT) leader Uddhav Thackeray and state Congress president Nana Patole announced the poll pact for the 48 parliamentary seats in the state after weeks of hectic negotiations.

Addressing a press conference at ‘Shivalaya’, the Shiv Sena (UBT) office in south Mumbai, party head and former chief minister Uddhav Thackeray said the seat-sharing deal has been reached and in an alliance, winning is important and defeating the BJP is the goal.

“When victory against the BJP is the larger goal, we have to set aside certain differences,” he said when asked about the Shiv Sena (UBT) refusing to give Sangli seat to the Congress.

Thackeray said there was a strange coincidence of “surya grahan” (solar eclipse), “amavasya” (new moon) and the BJP rally on the same day (Monday).

“Prime Minister Narendra Modi’s speech yesterday was not that of a prime minister. When we respond, please don’t take it as an insult of the prime minister. Our criticism will be about a leader of a corrupt party,” Thackeray said to a query on Modi referring to his party as “fake Shiv Sena”.

“It is not right for a leader of the party of extortionists to call us fake,” he said.

The BJP is a “party of extortionists” and this was seen after the electoral bonds “scam” was exposed, Thackeray claimed.

Maharashtra Congress president Nana Patole said his party has decided to be “large-hearted” to achieve the final goal of defeating PM Modi and the BJP.

The Congress workers will fight the BJP and ensure victory of the MVA candidates in Sangli and Bhiwandi, he said.

“Our workers will never forget how the BJP ill-treated our leaders Sonia Gandhi and Rahul Gandhi,” he said.

Patole said the parties of Thackeray and Sharad Pawar were “hijacked” by rebels. “Leaders of both the original parties are with us and Modi calls the Uddhav Thackeray-led party as fake Shiv Sena,” he said.

He joined the party in the presence of its general secretaries Tarun Chugh and Vinod Tawde, who highlighted Sandhu’s distinguished family lineage. His father Bishan Singh Samundri was a well-known educationist and founding vice-chancellor of the Guru Nanak Dev University.

Joining the BJP, Sandhu spoke about the growth of the India-US relationship and said development has been its focus area in a host of fields such as the semiconductor industry.

The ties between the two countries have evolved into a partnership that is a win-win situation for both of them, he told reporters Sandhu lauded Prime Minister Narendra Modi as a development-focused leader and said development is very much needed today. This development should reach Amritsar too, he added.

He said that it is for the BJP leadership to decide on his candidature for the Lok Sabha elections.

The former IFS officer thanked Prime Minister Modi, Home Minister Amit Shah and BJP president J P Nadda for his political innings.

Sandhu also met Nadda after his joining.

Earlier in the day, the Congress convened a session of its Working Committee, the apex decision-making body, to deliberate and sanction the party's manifesto for the forthcoming Lok Sabha elections.

Apart from ex-party heads Sonia Gandhi and Rahul Gandhi, senior figures like Ambika Soni, Priyanka Gandhi Vadra, P Chidambaram, Digvijaya Singh, Ajay Maken, and Kumari Selja were also present at the gathering.

"The Congress Working Committee (CWC) today extensively discussed the Congress Manifesto for 2024 elections. Since 1926, the Congress Party’s Manifesto has stood as a testament to trust and commitment," the party said in a post on X.

<h2>Paras vs Paswan contest</h2>

Paswan got five seats in the agreement reached among the NDA partners on Monday. The five seats also include Hajipur, the seat that once belonged to his late father, Ram Vilas Paswan.

Interestingly, this seat is currently held by Pashupati Paras, the brother of Ram Vilas Paswan. Ram Vilas won from here eight times, four of them being consecutive victories starting in 1996. The rest of Chirag Paswan's list has Samastipur, Jamui, Vaishali and Khagaria, among the six seats the undivided LJP won in 2019.

The poll body also ordered the transfer of West Bengal’s Director-General of Police (DGP) as the state has witnessed several instances of poll-related violence in recent years. Home secretaries of Jharkhand, Himachal Pradesh and Uttarakhand were also transferred, along with senior officials from Mizoram state.

Also, Iqbal Singh Chahal, the Commissioner of Brihanmumbai Municipal Corporation - the civic body that governs Mumbai - and Additional and Deputy Commissioners have been removed.

It is not uncommon for the ECI to remove top bureaucrats in Indian states before key elections.

<h2>The reason for the big move</h2>

The ECI gave no official reason for the transfer of top bureaucrats but it is understood that it is done to ensure a level playing field and to “maintain the integrity of the poll process”.

The officials who have been removed in these seven states were found to be holding dual charges in the office of Chief Minister in their respective states.

News agency ANI reported that Maharashtra had not complied with the directions in respect of a few civic body chiefs and some additional and deputy municipal commissioners in Maharashtra. As a result, the commission itself had to direct the transfer of Brihanmumbai Municipal Corporation (BMC) commissioner Iqbal Singh Chahal and the additional and deputy commissioners with the direction to report by 6 pm on Monday.

The country’s Chief Election Commissioner (CEC) Rajiv Kumar said Saturday (Mar 16) that they will be given the option to vote from their homes in a first in Indian general elections.

"Generally the tendency has been that the senior citizens want to participate in the process and walk to the booth. But this time, we have given them options to vote in their homes," the CEC said.

The top election official said that the facility can also be availed by those with more than 40 per cent disability. To avail the facility, voters must submit Form 12 D with the election boy within five days of the poll notification.

<h2>Definition changed&nbsp;for senior citizens</h2>

Earlier, the union law ministry had amended the Conduct of Elections Rules-1961 to change the definition of senior citizens who are eligible to choose the postal ballot facility from those “above 80 years" to those “above 85 years".

According to the latest data provided by the Election Commission of India (ECI), there are about 8.2 million senior citizens in the country eligible for voting in the elections conducted to fill the lower house of the Indian Parliament, Lok Sabha.
