Japanese Prime Minister Fumio Kishida has joined the list of world leaders to contract Covid-19 in recent times. Reportedly, the Japanese Prime Minister developed a cough and slight fever on Saturday, before taking a PCR test, which returned positive.

Kishida, 65, had to depart for a visit to Tunisia but the virus has forced him to recuperate at his official residence, according to a statement released by the Cabinet Secretariat. It is pertinent to note that Kishida is double vaxxed and had a booster shot, earlier this month.

According to local media reports, Kishida had worked till August 15, performing his official duties before taking a short holiday with his family. He was supposed to return to work on Monday but will now be forced to take a break or work remotely.

The Japanese PM, on his trip to Tunisia, was expected to attend the eighth Tokyo International Conference on African Development (TICAD) on August 27 and 28.

Akin to several Asian countries, Japan is witnessing a resurgence of Covid cases in the country. Reportedly, 24,780 Covid cases were recorded on Sunday in the capital city of Tokyo alone.

While the hospitalisation and death rates have been low, the rise in cases has made the government rethink its steps to contain the virus. The Japanese economy grew at 2.2 per cent in the second quarter, slower than what the experts had predicted.

Thus, making sure that the caseload remains low and the country is not closed is how the authorities may like to proceed.

US Prez had contracted the virus too

As reported by WION, last month, it was US President Joe Biden that contracted the virus. At the time, Biden's physician reported that he had a runny nose, dry cough, and lethargy.

Following Ukraine's last-week success in obtaining a two-year respite on its foreign debt from creditors, Fitch and S&P have raised the war-torn nation's credit rating.

On Thursday, as per AFP Fitch said that the August 11 deal alleviates "external debt servicing pressure, in the context of weakening international reserves and acute war-related spending needs," giving Kyiv breathing room on approximately $6 billion in principal and interest outstanding on Eurobonds.

In spite of the fact that Fitch has improved Ukraine's rating from RD to CC, the rating still indicates that there is still a chance of default.

"Despite this debt servicing relief, the 'CC' rating reflects unresolved debt sustainability risks resulting from Russia's attack and Ukraine's highly stressed public and external finances and macro-financial position," warned Fitch.

Just a day later, on Friday S&P joined Fitch in upgrading Ukraine's credit rating.

In a statement, the agency said that raising the country's foreign debt credit rating to CCC+ "reflects strong committed international financial support to Ukraine, coupled with eroding, albeit still relatively high, foreign exchange reserves."

"As a result, the near-term risks to the government's liquidity position and, more broadly, its capacity to honor commercial debt, including in foreign currency, appear manageable," AFP reported S&P as saying.

S&P, Fitch upgrade Ukraine's credit rating but warn there's still a chance of default

US President Joe Biden is sending out clear and pleasant messages to the American people ahead of the midterms in November that his administration cares for the American people unlike the ultra-right-wing republicans who only want to endorse ex-President Donald Trump`s claims of a stolen election, fueling Capitol Hill riots and "fake claims" of a bad economy.

The Democrats Department of Education`s decision to cancel $3.9 billion in student loan debt associated with ITT Technical Institute, a private, for-profit educational chain that went bankrupt six years ago is a clear signal to the students that it has conceded their demands and cares. The department will automatically cancel all loans for students who attended ITT from January 2005 to September 2016, affecting roughly 208,000 borrowers.

The debt forgiveness comes atop Biden`s signing into law the historic climate change, health care, and inflation reduction besides the semiconductor bill and a slew of other measures aimed at improving the general welfare of the Americans, especially the poor, urban middle class families with low drug prices, tax incentives and creating more jobs.

Before declaring bankruptcy, ITT had been under investigation for a variety of deceptive practices. "The evidence shows that for years, ITT`s leaders intentionally misled students about the quality of their programs in order to profit off federal student loan programs, with no regard for the hardship this would cause," Education Secretary Miguel Cardona said in a statement Tuesday.

Cardona also said that the Biden administration would "continue to stand up for borrowers who`ve been cheated by their colleges, while working to strengthen oversight and enforcement to protect today`s students from similar deception and abuse." Including this most recent announcement, the Biden administration has forgiven nearly $32 billion in student loans.

Even as Budget hawks lobby against broad debt forgiveness, the Biden administration is currently considering what to do about the nation`s $1.5 trillion student loan portfolio, payments on which were suspended repeatedly during the Covid-19 crisis.

Though the most recent extension of the suspension expires at the end of August, many analysts expect the administration to extend the pause again, at least through the end of the year, according to multiple reports in the US media.

Equally, some student loan activists have been calling on the White House to forgive student loan debt, in full or in part, with forgiveness of $10,000 per borrower being one frequently cited option.

On Tuesday, the Committee for a Responsible Federal Budget, a fiscally conservative group that generally opposes student debt forgiveness, published an analysis of the cost of doing so.

Extending the payment pause for the rest of the year would cost $20 billion, CRFB estimated. And cancelling $10,000 in debt for middle- and low-income borrowers (defined as earning less than $300,000 per year) would cost $230 billion over 10 years.

The CRFB analysts note that the cost would wipe out much of the budgetary savings provided by the climate and health bill signed into law by President Biden on Tuesday. "Combined, these policies would consume nearly ten years of deficit reduction from the Inflation Reduction Act," CRFB said.

US President Joe Biden pitches for students with a total debt forgiveness of $39 billion

Fears of a nuclear disaster in Ukraine are growing every day as the country and its aggressor Russia, continue to engage in strikes around Europe's largest nuclear power plant, Zaporizhzhia.

For the last two weeks, the power plant has been at grave risk as shelling around it continues. This has raised concern among the international community, United Nations nuclear watchdog IAEA has even warned of impending nuclear disaster and has called for a demilitarised zone.

NATO too has called for an urgent need to inspect the power plant.

For insights into the looming tragedy, WION spoke to senior journalist Mac William Bishop, who is currently situated near Mykolaiv, Ukraine. When asked about the present scenario around the Zaporizhzhia power plant, Bishop noted that the situation "isn't clear" at this time.

As per him "Russian military forces are in control of the nuclear power plant however the Ukrainian workers that operate the plant still continue to go to work, maintain the plant and ensure its safe operation."

Bishop says that the situation isn’t that bad at the moment, but that there is a concern that "it could become quite bad, quite quickly"

Talking about the 1986 Chornobyl disaster, he said that Ukraine has been the scene of one of the worst nuclear accidents in human history, the fallout of which affected the whole of Europe and the site of which is still the scene of an exclusion zone "where people still can't live and possibly won't be able to for hundreds of years".

"There is a major concern obviously, when you talk about mixing nuclear reactors and high explosives, military grade weapons...the possibility that there could be a catastrophic failure is real and I think that is why so many actors in the international community are now concerned about what is happening in this location."

Ukrainian President Volodymyr Zelensky has warned that the impending disaster would affect the whole of Europe and has requested international agencies to intervene.

In Bishop's view "It has also been the strategy of the Ukrainian government to try to get more international actors involved in this conflict and so of course that is also part of the reason why they are reaching out to the IAEA and UN for assistance in dealing with this issue"

Following the plant's strike in March, nuclear catastrophe was narrowly avoided. Fortunately, there was no radiation leak and there was no damage to the reactors. The plant has remained at the front lines of the Russia-Ukraine conflict ever since and the two nations continue to blame one another for the strike.

Talking about the ongoing blame game between Russia and Ukraine and his thoughts on who actually shelled the plant Bishop remarked "If Russian troops are occupying this nuclear power plant it would make little sense for the Ukrainians to shell the facility in order to try and liberate it. Meanwhile, why the Russians would shell a facility that they are controlling also makes little sense from a strategic and tactical standpoint."

He pointed out that "there is a very intensive propaganda, information war being conducted by both Ukraine and Russia, on social media platforms, through traditional news outlets," and that "each side is working to shape the narrative to their advantage"

"We simply don't have enough details about what exactly is happened or the nature of these shelling, the origin of it to make any kind of clear assessment at this point," he added.

As per reports, on Thursday (August 18), United Nations Secretary-General Antonio Guterres will meet with Ukrainian President Volodymyr Zelensky and Turkish President Tayyip Erdogan in Kyiv.

The question is: Will the upcoming visits by the heads of the UN and a possible visit by the IAEA chief have any impact or potentially calm things down?

"I think that is certainly the hope of any responsible party that's looking at events around this nuclear power plant. Unfortunately, international organisations like the UN, they've not proven to be particularly affective in this conflict. But there are some signs of hope because there have been some isolated incidents in which the UN was able to achieve limited evacuations of non-combatants in key areas for example," said Bishop.

Although demilitarising the area around the nuclear power plant in Zaporizhzhia would resolve this immediate issue, it wouldn't address the larger issues or the conflict, he said, adding that it is important to keep in mind that this is a critical situation.

Exclusive | Only way to end nuclear threat from Zaporizhzhia 'is to end the war', says senior journalist

On Wednesday, TikTok unveiled its strategy to combat the onslaught of false information that is anticipated to accompany the approaching US midterm elections. Tech companies typically determine how to address such issues on their own.

The firm announced that as part of its preparedness for the November midterm elections in the United States, it will work to prevent influencers from posting paid political messages on the short-form video app.

Head of US safety Eric Han wrote in a blog post that TikTok has started reminding users that its ban on political adverts includes videos that people are paid to make for the platform.

While TikTok has prohibited paid political advertisements since 2019, campaign strategists have found a loophole, they now pay influencers to promote political causes.

Han stated, "If we discover political content was paid for and not properly disclosed, it is promptly removed from the platform."

US knew Russia's Ukraine war plans but struggled to convince allies: Report

On Tuesday, jailed Kremlin critic Alexei Navalny called for a systematic crackdown on Russian oligarchs who have been backing Vladimir Putin's military campaign in Ukraine.

Calling attention to the pre-existing sanctions by the United States, European Union or the United Kingdom on some of Russia's wealthiest, Navalny pointed out that only 46 of the Forbes list of Russia's 200 richest people have been hit by western sanctions.

Biden wishes India on its 75th Independence day anniversary; calls it an indispensable partner

United States President Joe Biden has condemned the “vicious attack” on noted author Salman Rushdie who was attacked with a knife on a New York lecture stage.

Hailing the Indian-born author as standing “for essential, universal ideals”, Biden expressed his solidarity with Rushdie and “all those who stand for freedom of expression”.

“Jill and I were shocked and saddened to learn of the vicious attack on Salman Rushdie yesterday in New York,” Biden said in a statement released by the White House.

“We, together with all Americans and people around the world, are praying for his health and recovery. I am grateful to the first responders and the brave individuals who jumped into action to render aid to Rushdie and subdue the attacker.”

Rushdie, whose book ‘Satanic Verses’ drew wide condemnation from Muslim countries, had been in the underground after a fatwa was issued by Iran’s late leader Grand Ayatollah Ruhollah Khomeini issued in 1989, calling for his death.

After living under police protection, Rushdie had been living openly in New York.

On Friday, the Man Booker Prize award winner was attacked by a New Jersey resident, 24-year-old Hadi Matar. He is currently hospitalised with a damaged liver, severed nerves in his arm and at the risk of losing an eye. He has since been taken off the ventilator.

Matar has been charged with attempted murder as well as assault on a man who was sharing the stage with Rushdie. He has pleaded not guilty and is being held without bail.

Though it is unclear why Matar wanted Rushdie dead, the New York district attorney during a preliminary court hearing on Saturday attributed fatwa to be the main reason for the frenzied attack.

According to The Guardian, Matar’s social media activity reportedly reflected an admiration of Iran’s government as well as Islamic extremism.

Though by 2005, the Iranian government distanced itself from the fatwa, Rushdie was still under the radar of religious extremists who reportedly have placed a bounty which in recent years increased to more than $3m.

As the international community expresses concern about the fighting around Europe's largest nuclear power plant, Zaporizhzhia, Ukraine's President Volodymyr Zelensky said on Saturday (August 13) that his country is targeting Russian soldiers who shoot at or use the occupied nuclear plant as a shooting base.

Repeating accusations that Russia is using the plant as nuclear blackmail, Zelensky in his evening video address said, "Every Russian soldier who either shoots at the plant, or shoots using the plant as cover, must understand that he becomes a special target for our intelligence agents, for our special services, for our army."

US President Joe Biden on Wednesday signed the historic Promise to Address Comprehensive Toxics (PACT) Act, which paves the way for healthcare facilities and coverage for millions of US military veterans exposed to toxic burn pits during their service.

US President Joe Biden on Wednesday signed the historic Promise to Address Comprehensive Toxics (PACT) Act, which paves the way for healthcare facilities and coverage for millions of US military veterans exposed to toxic burn pits during their service. After signing the legislation, President Biden stated, “We owe you [veterans]. You’re the steel. You’re the sinew. You’re the very fiber that makes this country what it is.” The Democrat leader further added, “The PACT Act is the least we can do for the countless men and women, many of whom may be in this room, for all I know, who suffered toxic exposure while serving their country.” GOP had tanked the bill earlier As reported by WION, the bill was tanked last month by the GOP lawmakers which invited widespread criticism. At the time, Republican senators such as Ted Cruz, Steve Daines and several others were seen fist bumping each other after tanking the bill. The video of the same had gone viral on social media platforms. Most of the netizens were of the view that the GOP senators should have kept their political differences aside and voted for a bill that was for the benefit of the veterans who protected the country. Senate Republicans BLOCKED the #PACTAct, critical health care for veterans with illness caused by toxic burn pits. Even though many Republicans supported it just weeks ago. And they celebrated. pic.twitter.com/fAWIVrwB0A — Senate Democrats (@SenateDems) July 28, 2022 × WATCH: Republican senators fist-bump after tanking a healthcare bill for military veterans However, after the controversy snowballed, the Republicans regrouped and decided on a change in strategy. Reportedly, the legislation was brought back to the house last week and it, fortunately, passed with an 86-11 vote. What is the PACT Act? It is pertinent to note that the PACT Act came into being after the death of Ohio soldier Heath Robinson in 2020. The army veteran was deployed in Kosovo and Iraq during his military days. However, the excessive exposure to burn pits led Robison to develop a rare form of lung cancer, which ultimately became the cause of his death. The burn pits used in west Asian countries like Afghanistan and Iraq were used to dispose of human waste, tires, chemicals, plastic waste, medical equipment and myriad other items. However, when the veterans complained about suffering life-threatening diseases due to the exposure, they were denied the claims. The passing of the legislation makes sure that veterans can avail the benefits and treat the illness without any more bottlenecks. (With inputs from agencies) WATCH WION LIVE HERE:

China calls United States 'the initiator and main instigator of the Ukrainian crisis'

US President Joe Biden on Wednesday claimed that the US economy had 'zero inflation' in the month of July, inviting seething criticism from Republicans across the board for trying to manipulate the numbers and present a rosy picture.

The President further added, “Here’s what that means: while the price of some things go up, went up last month, the price of other things went down by the same amount. The result? Zero inflation last month."

US President Joe Biden on Wednesday claimed that the US economy had 'zero inflation' in the month of July, inviting seething criticism from Republicans across the board for trying to manipulate the numbers and present a rosy picture. Prior to the signing of the historic Promise to Address Comprehensive Toxics (PACT) Act, Biden said, "Before I begin today, I want to say a word about the news that came out today relative to the economy. Actually, I just want to say a number: Zero." The President further added, “Here’s what that means: while the price of some things go up, went up last month, the price of other things went down by the same amount. The result? Zero inflation last month." President Biden claims US had ‘zero per cent inflation’ in July; gets trolled by Republicans

The Biden administration has ended a Trump-era policy requiring asylum seekers to wait in Mexico for hearings in US immigration courts. The move from the Department of Homeland Security came on Monday, hours after a judge overturned a December decree ordering the reinstatement of the so-called 'Remain in Mexico' policy introduced by President Joe Biden's predecessor Donald Trump.

The date of the policy's removal has been in question ever since the Supreme Court decided on June 30 that the Biden administration may stop the policy. Officials from DHS were quiet, claiming that they had to wait for the court to confirm the decision. The Supreme Court certified its ruling last week, AP reported.

According to a statement by DHS, the programme unwound quickly and systematically. There will no longer be any open applications, and those who show up in court won’t be sent back to Mexico when their next hearings are held in the US.

During the first few months of the Biden administration, many individuals were permitted to continue their cases. Almost 5,800 people were affected by the policy between December and June. The majority of people are from Cuba, Colombia, and Venezuela.

Biden administration ends Trump’s ‘Remain in Mexico policy’ on migrants

US President Joe Biden signed into a multi-billion dollar bill to boost domestic production of semiconductors and research hoping to counter fears that the country is losing its technological edge to China.

US bid to boost semiconductor production, invests billions to compete with China

United States President Joe Biden signed a bill on Tuesday that will be a huge boost to domestic chip manufacturing companies. The CHIPS and Science Act will make sure that around $200 billion is invested into the manufacturing of semiconductors over the next five years. The motive behind this initiative is to regain the top spot in the industry from China and to make the US less reliant on other countries — something that happened due to the damage caused by the COVID-19 pandemic.

"Today America is delivering, delivering, and I honest to God believe that 50, 75, 100 years from now from people who will look back on this week, they'll know that we met this moment," Biden said.

According to CNN, the event was attended by executives from HP and Intel, both Republican and Democratic politicians, House Speaker Nancy Pelosi and Secretary of Commerce Gina Raimondo.

Thanks to the bill, the White House said that a number of companies has already agreed to invest an additional $50 billion into the American semiconductor manufacturing sector.

"Micron is announcing a $40 billion investment in memory chip manufacturing, critical for computers and electronic devices, which will create up to 40,000 new jobs" in construction and manufacturing. This investment alone will bring the US market share of memory chip production from 2 per cent to 10 per cent," the White House said in an official statement on Tuesday.

This was one of Biden’s first appearances since recovering from two bouts of COVID-19 which forced him to stay in isolation for a considerable amount of time.

Joe Biden signs bill to help US semiconductor producers compete with China

Days after US House of Representatives Speaker Nancy Pelosi visited Taiwan, President Joe Biden, for the first time remarked about the Chinese military exercise surrounding the island nation.

Days after US House of Representatives Speaker Nancy Pelosi visited Taiwan, President Joe Biden, for the first time remarked about the Chinese military exercise surrounding the island nation. Stating that he wasn't worried about China, Biden said, "I'm not worried but I'm concerned that they are moving as much as they are. But I don't think they're going to do anything more than they are." When pressed by a reporter if Pelosi's trip to Taiwan was a mistake, Biden asserted, “...that was her decision”. Building upon President Biden's statement, White House Press Secretary Karine Jean-Pierre added, “We’ve been condemning them since they started escalating. They are provocative, irresponsible and raise the risk of miscalculation. And that’s what he – the president – was referring to.” Biden's statements come in the backdrop of Pelosi's visit as well as his telephonic call with the Chinese President Xi Jinping last month. During the call, Jinping made it clear that Taiwan belonged to China. ''The fact and status quo that both sides of the Taiwan Strait belong to one and same China.'' Xi reportedly told Biden. Not allowing any room for “Taiwan independence” forces, Xi said China firmly opposed separatist moves toward it. "On Taiwan, President Biden underscored that the United States policy has not changed and that the United States strongly opposes unilateral efforts to change the status quo or undermine peace and stability across the Taiwan Strait," according to the White House. Today I spoke with President Xi Jinping of the People’s Republic of China as part of our efforts to deepen lines of communication, responsibly manage our differences, and address issues of mutual interest. pic.twitter.com/mwIeg35h8j — President Biden (@POTUS) July 28, 2022 × Read more: 'Those who play with fire will perish by it': Xi Jinping warns Joe Biden over Taiwan However, despite the call and Jinping's passive aggressive threat, Nancy Pelosi visited Taiwan and set the chain of motions which has kept the region in constant turmoil since. As reported extensively by WION, China concluded its four-day extensive military exercise near Taiwan on Sunday. The military drills, which took place in six zones around the island, began on Thursday. It deployed more than 100 fighter jets, fired ballistic missiles and dispatched dozens of warships for the drill, the largest such exercise to be held around Taiwan. “After completing the mock strike mission, several bomber formations flew across the Taiwan Strait from north to south and from south to north simultaneously, carrying out a deterrence mission around the island jointly with other PLA services and branches,” said Global Times, the Chinese mouthpiece. However, on Monday, a day after the end of drills, China announced that more such military drills were in the pipeline, including anti-submarine and sea assault operations. According to experts, Beijing wants to continue to mount pressure on Taiwan and the international community. The visit by Pelosi undermined Jinping's 'One-China policy' and since then, Beijing has upped the ante. (With inputs from agencies) WATCH WION LIVE HERE:

US Senate passes Democrats' sweeping climate, health and tax bill

The US Senate has passed Democrats-endorsed $750 billion health care, tax and climate bill, in a major victory for President Joe Biden ahead of crucial midterm elections in November.

After a 27-hour marathon discussion over the weekend where the Republicans tried to derail the package, the Senate on Sunday approved the legislation known as the Inflation Reduction Act by a 51-50 party line vote with Vice President Kamala Harris casting the tie-breaking vote.

The bill will be tabled next in the Democrat-controlled House, which is expected to take on Friday. After it gets passed, the bill will be sent to the White House for Biden’s signature. In a statement, Biden said he looked forward to signing the bill into law.

“Today, Senate Democrats sided with American families over special interests. I ran for President promising to make government work for working families again, and that is what this bill does — period,” Biden said in a statement from Rehoboth Beach, Delaware.

He urged the House to pass the bill as soon as possible. Speaker Nancy Pelosi said her chamber would “move swiftly to send this bill to the president’s desk.”

The legislation, if signed into law, would allocate $369 billion to reducing greenhouse gas emissions and investing in renewable energy sources.

Further, it will lower healthcare costs for millions of Americans by allowing Medicare to negotiate prescription drug prices and capping Medicare recipients’ out-of-pocket prescription drug prices at $2,000 a year.

Those who receive health insurance coverage through the Affordable Care Act marketplace are also expected to see lower premium costs.

The bill also proposes a new corporate minimum tax, a 1 per cent excise tax on stock buybacks and stricter enforcement by the Internal Revenue Service.
