A major part of Puerto Rico was left without power or proper drinking water in the aftermath of Hurricane Fiona. The hurricane, that struck the island on Sunday, caused a lot of damage to the infrastructure as major roads were left submerged and a number of bridges collapsed. While the storm did lose its intensity over time, the people in the emergency shelters all around Puerto Rico are still reeling from the impact.

According to AFP, around 800,000 homes in Puerto Rico have no access to clean drinking way after the filtration system in the island was severely impacted by the blackout. Some are still operational because of their use of solar generators but the number is not enough for the population.

There were also reports of patients suffering in hospitals due to the lack of power as the authorities confirmed the death of a man in a hospital in Arecibo. As a precaution, critically ill patients were mostly shifted from the main cancer hospital in San Juan after a reported generator failure.

As of Monday, the officials confirmed that only 10 per cent of households were able to get their electricity back after the storm as displeasure grew towards Luma – the main electricity provider.

The Guardian reported that Fiona is the first major hurricane of this year but the infrastructure in Puerto Rico seemed extremely underprepared to deal with the catastrophe. United States President Joe Biden declared it a federal emergency, but the arrival of resources will be a time-taking affair.

Ukraine retook Izyum and other eastern towns, this month, severely disrupting the Kremlin's supply lines and sparking new allegations of Russian atrocities. The discovery of hundreds of graves, some of which contained several victims was one thing which made the news.

In an interview on Monday (Sept 19), Iranian President Ebrahim Raisi stated that Tehran would be serious about resuming a deal on its nuclear programme if the US promised to not withdraw from it.

Iran's foreign minister last month urged UN atomic watchdogs to stop interfering in Tehran's nuclear work and stated that Tehran needs a firmer guarantee from Washington to resume the 2015 deal. According to the agreement, Iran agreed to limit its nuclear programme in exchange for relief from economic sanctions imposed by the United States, the European Union, and the United Nations.

In an interview with CBS, Raisi said, "If it’s a good deal and fair deal, we would be serious about reaching an agreement," Reuters reported.

In his last week's UN General Assembly visit, Raisi said, "It needs to be lasting. There need to be guarantees. If there were a guarantee, then the Americans could not withdraw from the deal. " He further stated that the Americans broke the commitment on the deal.

They did it unilaterally. They said, 'I am out of the deal.' Now making promises is becoming meaningless," he said. "We cannot trust the Americans because of the behaviour that we have already seen from them. That is why if there is no guarantee, there is no trust, "Raisi said, Reuters reported.

During the months of negotiations in Vienna, Tehran requested that no future US president violate the agreement, as former President Donald Trump did in 2018. These negotiations in March seemed as if they could be revived, but due to indirect negotiations between both, they collapsed on a number of issues.

However, there has been no indication that both Tehran and Washington would be able to overcome their impasse. Iran is anticipated to utilise the UN General Assembly to keep the diplomatic process moving, desiring to establish a lasting agreement.

However, because the agreement is a political understanding rather than a legally binding treaty, President Joe Biden is unable to give Iran the guarantee.

Iranian President Ebrahim Raisi demands US guarantee to resume nuclear deal

Chinese President Xi Jinping has received a warning from US President Joe Biden. According to the American leader, if Beijing violates sanctions imposed by a coalition of countries against Russia over its invasion of Ukraine, it will damage the investment climate.

When asked if American forces would defend Taiwan in the event of a Chinese invasion, Biden gave an affirmative answer.

Although there is no indication that China has actively supported the Russian war effort with weapons sales, Biden said he told Xi that violating the sanctions would be a "gigantic mistake."

During an interview with CBS, Biden said he delivered the warning in a phone call shortly after Xi met with Putin at the Beijing Winter Olympics on February 4.

"I called President Xi -- not to threaten at all, just to say to him... that if you think Americans and others will continue to invest in China, based on your violating the sanctions that have been imposed on Russia, I think you're making a gigantic mistake," CBS quoted Biden as saying.

"Thus far, there's no indication they put forward weapons or other things that Russia has wanted," he added.

Dismissing the notion that the Chinese-Russian alliance effectively means the United States is fighting a new kind of Cold War, Biden requested Russian President Vladimir Putin to forgo the use of nuclear weapons in the wake of setbacks in Ukraine.

Despite previously having stated he will run again, Biden said that he has yet to decide whether he will seek a second term in 2024.

Putting Putin under pressure from nationalists at home to regain the initiative, Ukraine's military drove back Russian forces in a lightning rout in the northeast of the country this week.

Resulting in the ongoing devastation of cities and towns across much of the country, Russia invaded its pro-Western neighbour Ukraine on February 24.

While their alliance is unequal and its future far from clear, Xi and Putin have talked up the Beijing-Moscow relationship as the new centre of a multipolar world.

Beijing has every claim to be the senior partner in an unbalanced relationship as it has a GDP and population that are both around 10 times greater than those of its neighbour.

Never condemning the assault but also stopping short of expressing any backing for it, China has remained relatively tight-lipped about Russia's invasion of Ukraine.

With a border dispute over islands in the Amur River bringing the two sides to the brink of war in 1969, there were tensions in Soviet times when both Beijing and Moscow were supposed to be Communist allies.

× Dismissing the notion that the Chinese-Russian alliance effectively means the United States is fighting a new kind of Cold War, Biden requested Russian President Vladimir Putin to forgo the use of nuclear weapons in the wake of setbacks in Ukraine. Also read | US report points out glaring weakness shared by Chinese and Russian militaries While their alliance is unequal and its future far from clear, Xi and Putin have talked up the Beijing-Moscow relationship as the new centre of a multipolar world. The US vice president's house in Washington, DC, receives another busload of nearly 50 migrants, including a month-old infant, as part of the latest unannounced cross-country transfer by Republican-led states.

The Texas governor, considering most of them to be Venezuelan, dropped off the migrants outside of the Naval Observatory, the traditional residence of Kamala Harris, US Vice President. A similar group of migrants flew to Massachusetts, sent by the Florida governor.

With these transfers, Democratic politicians and immigrant activists demanded to look into possible human trafficking offences. The vice president accused the Republican elected leaders of playing games involving human lives.

Similar instances of sending migrants to other states and vice president's residences have occurred. Last week, Abbott, Texas's governor, sent three full buses to New York and also sent 100 migrants to Harris's residence on Thursday (Sept 15).

The two chartered planes sent to Massachusets by Florida's governor, including infants, prompted the island's residents to hustle to help with food and other necessities for this unexpected influx of people. Further, Florida's governor, DeSantis, stated that all American communities, not just those near the border with Mexico, should share the load, saying Biden's border strategy was a failure. Abbott also supported and claimed to have sent migrants to "sanctuary cities."

On the other hand, the president criticised the Republicans for using people as political props and stated that what they are doing was completely wrong.

In a recent TV interview, US President Joe Biden warned Russian President Vladimir Putin to not use tactical nuclear or chemical weapons in Ukraine as his side faces setbacks.

Reportedly, Biden was quizzed if Putin, aggrieved by the losses sustained on the battlefield against the Ukrainians in the last couple of weeks would think of unleashing chemical or tactical nuclear weapons.

"Don't. Don't. Don't. You will change the face of war unlike anything since World War II," said Biden in the interview.

When pressed further on what will be the consequences if Putin, inadvertently does take the step and cross the line, Biden remarked of Russia becoming a 'pariah' state.

"You think I would tell you if I knew exactly what it would be? Of course, I'm not gonna tell you. It'll be consequential. They'll become more of a pariah in the world than they ever have been. And depending on the extent of what they do will determine what response would occur." said the US President.

The White House said on Saturday that US President Joe Biden will hold a bilateral meeting with British Prime Minister Liz Truss next week during the United Nations General Assembly in New York.

According to the White House press office, "The President will hold a bilateral meeting with Prime Minister Truss on Wednesday in New York when both are attending UNGA."

Previously, Truss had planned to meet Biden during his trip to the United Kingdom for Queen Elizabeth II's funeral but it was postponed.

Following Biden’s public insistence that Brexit proceedings avoid enacting new barriers at the border between Northern Ireland and the Republic of Ireland, there were reports that the White House had been noncommittal about his meeting with Truss.

While Biden regularly derides the trickle-down economic philosophies of the era of former British Prime Minister Margaret Thatcher, Truss is admired by American conservatives and has positioned herself in the mould of the iron lady.

After going through a range of leaders and their personalities, the US and the UK maintain the so-called special relationship.

Britain's longest reigning monarch, Queen Elizabeth II had met 13 of the last 14 American presidents with the exception of Lyndon Johnson.

White House says Biden will hold bilateral meeting with Truss next week at UN

US President Joe Biden's approval rating saw a recovery from its summer low, with 45% of Americans approving of his job performance in the latest AP-NORC Center for Public Research poll released Thursday, Axios reported. The ratings were based on a survey of 1,054 people done this month.

The increase means that the Democrats are gaining momentum before the November midterms. However, the public's perception of Biden's handling of the economy and inflation still remains low.

Biden's latest rating was a nine-percentage point gain from his lowest rating of 36% in July and was primarily driven by renewed support among fellow Democrats.

Of surveyed Democrats, 78% approved of his performance, followed by 36% of independents and 10% of Republicans, Axios reported.

Around 55% Americans approved of his response to the COVID-19 pandemic; 49% supported his performance on climate change; and 40% said they agreed with his work on abortion policy following the Supreme Court's order to overturn Roe v. Wade.

However, 38% disapproved of his handling of the economy, a 10-percentage point increase from its low in June. Biden's current approval rating is roughly in line with former President Obama's rating in 2010, Axios said.

US President Joe Biden announced a new $600 million arms package for Kyiv, Ukraine. The White House also said that the money will be used for military education and training.

US announces $600 million arms package for Ukraine

The White House has said that US President Joe Biden plans to meet with family members of basketball star Brittney Griner and former Marine Paul Whelan that are currently in jail in Russia.

More than a month after his administration announced it had proposed a deal for their return to Moscow, Biden will host separate meetings on Friday with Griner's wife and Whelan's sister.

White House says Biden to meet with relatives of two Americans jailed in Russia

US President Joe Biden visited the Detroit auto show where he announced the approval of first $900 million in US funding to build electric vehicles charging stations in 35 states in the country, part of a $1 trillion infrastructure law approved last November.

United States President Joe Biden announced on Wednesday that the United States (US) has approved the first $900 million in funding for the construction of Electric Vehicles (EV) charging stations in 35 states as part of the $1 trillion infrastructure package passed in November, as per the White House.

Nearly $5 billion over five years was granted by Congress to fund grants to states for the construction of thousands of electric vehicle charging stations. In a speech at the Detroit auto show, Biden also revealed that the US government has greatly increased its purchasing of EVs.

Less than 1 per cent of new federal purchases in 2020 were electric; that number more than doubled in 2021, and in 2022, "agencies have acquired five times as many EVs as all of last fiscal year," according to the White House.

Almost all EV or plug-in hybrid electric models must be purchased by the government by 2027, according to an executive order issued by Biden in December. The US government has about 650,000 vehicles and buys about 50,000 each year.

The U.S. Postal Service (USPS) receives $3 billion in money from legislation that Biden signed in August to purchase more EVs and charging infrastructure. After previously planning to purchase at least 10,019 EVs, USPS informed Reuters in July that it is now seeking to buy at least 25,000 EVs out of its initial order of 50,000 delivery vehicles from Oshkosh.

Biden has not approved the gradual phase-out of new gasoline-powered car sales by 2030; instead, he wants 500,000 new EV charging stations and 50 per cent of all new vehicle sales to be electric or plug-in hybrid electric models by 2030.

As per officials, a significant barrier to broader EV adoption is the paucity of charging facilities. According to Detroit Mayor Michael Duggan, "We're going to need a see a rapid increase in electric vehicle charging."

On the day when the Consumer Price Index report was released and the US stock market took a beating, President Joe Biden was busy partying on the White House lawns. Reportedly, Biden threw an 'inflation reduction' party while the CPI report showed inflation hitting a worse-than-expected mark of '8.3' per cent. "Exactly four weeks ago, I signed the Inflation Reduction Act into law. So today, we're celebrating. Tune in at 3 PM ET as I deliver remarks and welcome the leaders and advocates who made it happen to the People's House." tweeted President Biden from his official Twitter account. Exactly four weeks ago, I signed the Inflation Reduction Act into law. So today, we're celebrating. Tune in at 3 PM ET as I deliver remarks and welcome the leaders and advocates who made it happen to the People's House. — President Biden (@POTUS) September 13, 2022 × While the White House was delirious, the stock market was panicking. Reportedly, while the pace of consumer price inflation cooled compared to previous months, it was still touching a record four-decade high. Biden hosting a celebration for the Inflation Reduction Act at the White House (AP) Investors had hoped for better numbers but after the report release, they were forced to sell everything, leading to The Dow falling nearly 1300 points. Moreover, inflation numbers suggest that the US central bank, the Federal Reserve may be hiking interest rates for a record fifth time this year, next week. Read more: Biden signs the Inflation Reduction Act, a toned down version of his Build Back Better plan Meanwhile, US Senate minority leader Mitch McConnell said Biden and Democrats were “out of touch” on inflation. “You can’t make it up: Hours after this terrible inflation report, the White House is hosting an ‘inflation reduction’ celebration. Democrats have spent our economy into disaster and now they’re partying while families pay. They could not look more out of touch if they tried.” tweeted the Republican leader. Democrats have spent our economy into disaster and now they’re partying while families pay. They could not look more out of touch if they tried. — Leader McConnell (@LeaderMcConnell) September 13, 2022 × This is not the first time that Biden has come under the scanner for his apathy in the face of a crisis. As reported by WION last month, Biden claimed that the US economy had 'zero inflation' in the month of July, thereby inviting seething criticism from Republicans across the board for trying to manipulate the numbers and present a rosy picture. Read more: President Biden claims US had ‘zero per cent inflation’ in July; gets trolled by Republicans "Before I begin today, I want to say a word about the news that came out today relative to the economy. Actually, I just want to say a number: Zero," Biden had told reporters at the time. The President further added, “Here’s what that means: while the price of some things go up, went up last month, the price of other things went down by the same amount. The result? Zero inflation last month." While Biden may have been technically right, the overall picture was quite different. The CPI report released on the same day revealed that the rate of inflation was down 0.6 per cent from June's 9.1 per cent but it certainly did not mean that inflation had reached the magical 'zero' per cent mark. Investors fear that the Fed hiking rates in an attempt to get ahead of inflation may be pushing the economy towards recession. However, for two consecutive months, Biden and his executives have failed to read the room and indulged in a PR party. The summit this week between President Vladimir Putin of Russia and Xi Jinping of China is a show of force by two autocratic leaders united against what they consider American hegemony. It is also a moment of mutual weakness as Russia suffers losses in Ukraine and China endures an economic slowdown.

They come to the meeting, expected to take place later this week in Uzbekistan, with their own agendas and their own challenges that will test an important relationship both have described as a friendship with “no limits.”

Moscow needs Beijing. Russia’s recent routs on the battlefields of Ukraine, coupled with the broad damage inflicted by Western sanctions, have made Chinese support all the more important. China has emerged as a major buyer of Russian commodities, purchases that have helped replenish Moscow’s coffers.

Beijing, though, remains cautious. It wants to project strength in the increasingly acrimonious competition with the United States and can’t afford for its main partner in an authoritarian alliance to face a humiliating defeat. But providing substantial, additional help to Russia, either economically or militarily, risks running afoul of Western sanctions and imperiling China’s economy.

“Xi’s China has been carrying out an exquisite tightrope walk with regard to Russia,” said Rana Mitter, a professor of history and politics at Oxford University. “It is keen to show support for Russia in general, but finds active support for an invasion too politically embarrassing to contemplate and wants Moscow to resolve matters one way or another.”

Image matters for Xi as he prepares to secure a third term at a pivotal Communist Party congress in Beijing next month. His trip this week, during which he will attend a regional summit in Uzbekistan and visit Kazakhstan, marks the first time Xi has traveled abroad since the start of the pandemic and signals just how much he values the relationship. The meeting with Putin will give the Chinese leader a chance to look like a global statesman, playing well to a home audience.

Russia also provides much-needed backing for China’s agenda. When House Speaker Nancy Pelosi visited Taiwan last month in defiance of China’s claims to the self-ruled democracy, the Kremlin was quick to support Beijing’s stance, describing the trip as “provocative” and pledging “absolute solidarity with China.”

But China has tied itself to a war that has so far backfired for Russia. Any serious weakening of Putin’s dominance in Russia could hurt Beijing’s position at a time when the leadership is dealing with the political and economic fallout from its strict COVID-19 policies.

The question confronting China is whether to double down or let Russia navigate the setbacks on its own. Both strategies carry risks, and most experts expect China to choose a middle path of continued economic support without openly circumventing sanctions or providing outright military assistance.

China, which has avoided describing Russia’s invasion of Ukraine as a war, appears to be tempering its bets. When Xi’s second-highest-ranking deputy, Li Zhanshu, met with Putin in Russia last week, Chinese state media emphasized the two countries’ shared admiration but steered clear of overt advocacy for Russia’s actions in Ukraine.

China’s official Xinhua News Agency said Li has told Putin that, “political mutual trust, strategic coordination and pragmatic cooperation between the two countries have reached an unprecedented level.”

Xinhua made no mention of Ukraine, even as Russian state media claimed Beijing backed the invasion, portraying Li as having said that China “understands and supports Russia” particularly “on the situation in Ukraine.”

“China keeps avoiding military involvement in any degree in Russia’s war and will continue to do so, especially when the Russians have been in a drastic failure situation in the field,” said Shi Yinhong, a professor of international relations at Renmin University in Beijing. “China’s diplomatic and political support or sympathy will not really help them, though dramatic purchases of their energy since April help a little non-militarily.”

Putin, who describes his war as part of a battle against nefarious Western powers that threaten Russia’s very existence, appears to find China’s middle ground vexing. He suggested as much last week in describing the long-running negotiations for a new pipeline that could allow Russia to export more Siberian natural gas to China rather than Europe — a matter of critical importance to Moscow as Europe rushes to reduce energy imports from Russia.

“Our Chinese friends are tough bargainers,” Putin said at a conference in the Russian port city of Vladivostok focused on increasing economic ties with Asia. “Naturally, they proceed from their national interests in any deal, which is the only way to go.”

Putin will go into the meeting with Xi looking to China as a lifeline at perhaps Russia’s most tenuous moment since the invasion began in February. Russian forces have recently lost more than 1,000 square miles of territory in Ukraine, creating new political headwinds for Putin — even from some of his longtime supporters, now frustrated by Russia’s bumbling war effort.

At this week’s meeting, Putin hopes to close a deal for the natural gas pipeline. Russia also needs access to China’s high-tech exports and Chinese currency to pay for those goods, since Russia’s access to dollars is severely restricted.

“China has more leverage than Russia,” said Alexander Gabuev, a senior fellow at the Carnegie Endowment for International Peace.

As Western countries shun Moscow, it is the expanding ties with China that Putin points to most as proof that Russia cannot be isolated. It is a relationship to which Putin has devoted enormous effort, one that accelerated after relations with the West took a dive following Russia’s annexation of the Ukrainian peninsula of Crimea in 2014.

The honor of meeting Xi in person is sure to be extolled by Russia’s state media as evidence of Putin’s continued acumen on the world stage. “Our relations have reached unprecedented heights,” Putin said at the Vladivostok conference.

The century-old relationship between the two nations is steeped in ideology and history. Moscow was crucial to the Chinese Communist Party’s founding, early survival and eventual victory in 1949 in China’s Civil War. Relatively close relations have continued, although they were interrupted by a rift in the 1960s so serious that the two countries fought border skirmishes.

Xi has a long-standing connection to Russia and Putin, whom he has met with 38 times. The Chinese leader’s father, Xi Zhongxun, a leading party figure in the 1950s, oversaw Soviet experts who came to China to help build the country’s heavy industry after the civil war, said Joseph Torigian, the author of an upcoming biography on the elder Xi.

Xi’s father visited Moscow, full of admiration. “He brought back mementos from Russia,” Torigian said, “that Xi Jinping later recalled.”

A week after he became China’s president in March 2013, Xi chose Russia for his first trip abroad and hinted in a speech there that the two countries would work together against the West.

“Currently, China and Russia are both in important periods of national revival, and bilateral relations have entered a new stage,” Xi said.

China now has the upper hand in the relationship, given its economic and military might. China’s economy was 10 times the size of Russia’s last year, before the war in Ukraine. From May through July, China bought record amounts of Russian oil at a deep discount and imported more Russian natural gas and coal.

Gazprom, the Russian gas giant, announced last week that China’s payments for gas from one pipeline would no longer be made in dollars or euros, but in Russian rubles and Chinese yuan. Such deals make it easier for Russia to bypass Western banks and buy Chinese goods that are similar to high-tech Western products under export restrictions.

While China has sold many cars and other products that do not use Western technology to Russia, it appears to have avoided the riskier activity of reselling advanced Western technology. China appears to have refrained so far this year from shipping weapons to Russia, forcing Moscow to ask Iran and North Korea for military equipment.

China’s military has a long history of training with its Russian counterparts. Last week, China sent more than 2,000 People’s Liberation Army soldiers, 21 combat aircraft and three warships to participate in joint military exercises in eastern Russia.

It was the first time that China had sent air, land and naval forces to participate in the major military exercise, which Putin personally oversaw.

But Xi is unlikely to tie his country more closely to Russia than he did in February, when he declared the limitless friendship.

“I don’t really expect any sort of new statement to be made by Xi Jinping that would be perceived as more strategic support for Russia,” said Li Mingjiang, a specialist in China’s international relations at the National University of Singapore, “nor would I expect China to walk back from what has been said.”

If reports are to be believed former President Donald Trump after losing the 2021 elections vowed that he won't leave the White House.

As per a CNN report, a New York Times reporter in her forthcoming book has made this revelation.

The reporter Maggie Haberman, in her book, "Confidence Man: The Making of Donald Trump and the Breaking of America," revealed that Trump repeatedly told his aides that he would not let incoming President Joe Biden take over and that he's "just not going to leave".
