Ukraine was beaten by Wales in the World Cup qualifying playoff final on Sunday, but they proved to be the better team against Ireland. A set-piece goal from midfielder Viktor Tsygankov sealed the three points for the war-torn nation.

Ukraine nearly took the lead from a counter-attack late in the first half when Taras Kacharaba found the back of the net with a stunning half-volley from outside the box but the effort was ruled out for offside in the build-up.

Tsygankov came on as a halftime substitute and made an instant impact when his curling free kick missed everyone, bounced in front of the keeper and ended up in the corner of the net.

The defeat has left Ireland at the bottom of the group. In their first game, they suffered defeat at the hands of Armenia.

The Irish FA had handed out 3,500 tickets to Ukrainian refugees for this match held in Dublin. There were other pockets of blue and yellow around the Aviva Stadium.

"This is a very difficult time. The Ukrainians who came to see us play in Ireland were accepted by the incredible Irish hospitality and people," Petrakov said.

"You took our women and children who were basically risking their lives back in Ukraine. I want to thank the whole island," he said referring to Ukrainian refugees in Ireland.

"Those Ukrainians in the stand just wanted to see some positivity from the team but they are really longing to go home to Ukraine.&nbsp;

"We made them a little bit happier tonight. That is the major achievement in my view."

However, in fact, he had celebrated it with his wife and family the day earlier, but was unable to recall those events.

The memory loss lasted for an hour, with the man “repetitively questioning his wife and daughter over the events of that morning and the previous day,” according to the journal.

He later visited an emergency room and had a completely normal neurological examination.&nbsp;

The doctors called it a rare condition which usually affects those between the ages of 50 and 70.

It is said that some people who experience TGA may fail to remember things that happened up to a year prior. Sufferers usually regain their memory within a few hours.

In this case, the affected man’s long-term memory remained intact, and he was able to state his name, age and other basic biographical details.

The authors of the Irish Medical Journal article — who work in the Department of Neurology at University Hospital Limerick — said that up to 10 per cent of people who suffer TGA will suffer a subsequent episode.

Breen indicated that he did not agree with some of former US president Donald Trump's stands. Trump was largely viewed as 'isoltionist' president who wanted to limit America's involvement in affairs of the world.&nbsp;

"Donald Trump said he wanted to 'Make America Great Again'. I think it is impossible in today's modern world," said Breen, referring to Trump's policies. He said that Ireland had many pharma companies and opined that Trump's insistence that these companies should come back to the US was not how things worked.

On the topic of trade wars, Pat Breen was clear in his stand.

"There may be short-term winners in trade wars, but in the end, it's the people who you're trying to protect who will lose the most," he said.

On the topic of Globalisation, Breen found support from Simon Lacey, former VP of Huawei, who was on the same panel during the session.

"Globalisation is not over, it is going through a realignment", said Lacey during the session.

A mysterious sea creature has left the internet baffled after it was found lying ashore on a beach by morning walkers in Ireland.

The long, thin, grey animal was found by a man who then posted a picture of it on Reddit. Many are calling it a ‘forbidden churro', referring to the long, deep-fried cinnamon snack which looks a bit like the creature's elongated and ridged body, The Mirror reported.

"Can anyone help me identify this sea creature? Just found it washed up on a beach in Ireland," the man said.

And the responses were anything but helpful as they ranged from serious to absolutely insane, with one user joking that it's a "forbidden churro".

While another suggested it may be a "Goa'uld", a race of sentient parasitic beings from the sci-fi series Stargate SG-1.

Another Redditor called it the “jörmungadr”, a sea serpent in the Norse mythology popularised by the ‘God of War' franchise.

However, there was one user, who after much research and internet scrolling, revealed the identity of the aquatic beast.

"I think it might be a greater pipefish (Syngnathus acus)," a person wrote.

To which the person who found it replied, "You're right! Just looked that up and it looks identical. Thanks for your help. I don't know much about marine biology and really appreciate it."

Pipefish are a subfamily of small fish which are closely related to both seahorses and seadragons.

Pipefishes are very slender, long-bodied fishes that are covered with rings of bony armour. They have long tubular snouts and small mouths, a single dorsal fin, and usually a small tail fin.

Depending on the species, they may range in length from about 2 to 65 cm (1 to 26 inches).

They are often found along the western coast of Britain and Ireland.

Russia and Turkey have declared their interest in hosting Euro 2032, UEFA added, and Italy has also announced its intention to bid for that tournament.

Russia staged the World Cup in 2018. Moscow's Luzhniki Stadium, which hosted the final, was used for a rally hosted by president Vladimir Putin last week.

"We should take the opportunity to host the Euro. It would be held at our World Cup stadiums. We have developed infrastructure," RFU president Alexander Dyukov was quoted as saying by Match TV.

A man in Ireland rammed his truck through the gates of the Russian embassy in Dublin as part of his protest against the Russian invasion of Ukraine—earning applause from onlookers.

According to local media reports, the incident took place on Monday around 1.30 pm and no injuries were reported.

The Irish police have arrested local businessman&nbsp;Desmond Wisley and launched an investigation into the incident of “criminal damage”.

"One male was arrested and taken to Rathfarnham Garda Station where he is currently detained under Section 4 of the Criminal Justice Act, 1984," a police spokesperson said in a statement. "Investigations are ongoing.”

Videos of the incident appeared on social media showing an ecclesiastical truck with a trailer reversing into the gates, forcing them to open.

After ploughing his lorry into the gates, Wisley got out of his vehicle and handed out photos to other protesters showing what Russian troops are doing in Ukraine, according to The Irish Times.

“I've just done this to create a safe corridor for the Russian ambassador to leave Ireland,” Wisely told the crowd of protesters.

“The embassy strongly condemns this criminal act of insanity directed against a peaceful diplomatic mission. The embassy views this incident as a clear and blatant violation of the article 22 of the Vienna Convention on Diplomatic relations of 1961.

"The embassy is in contact with the Department of Foreign Affairs of Ireland, demanding that the Irish authorities take comprehensive measures to ensure the safety of its staff and their family members.

"The incident is cause of extreme concern. We believe that no people of sound mind could support such senseless and barbaric actions," the spokeswoman said.

The Irish Times reported that the investigation concerned "threats to kill a female Labour MP".

It said it understood that the MP had alerted police after she received a phone call on October 18 in which a person threatened to kill her. This was three days after the murder of Amess.

The deal aims to end a four-decade-long "race to the bottom" by setting a floor for countries that have sought to attract investment and jobs by taxing multinational companies lightly, effectively allowing them to shop around for low tax rates.

Negotiations have been going on for four years and while the costs of the coronavirus pandemic gave them additional impetus in recent months, a deal was only agreed when Ireland, Estonia and Hungary dropped their opposition and signed up.

Moreover the 15 per cent floor agreed is well below a corporate tax rate which averages around 23.5 per cent in industrialised countries.

"Establishing, for the first time in history, a strong global minimum tax will finally even the playing field for American workers and taxpayers, along with the rest of the world," Joe Biden said in a statement.

The deal aims to stop large firms booking profits in low-tax countries such as Ireland regardless of where their clients are, an issue that has become ever more pressing with the growth of "Big Tech" giants that can easily do business across borders.

Out of the 140 countries involved, 136 supported the deal, with Kenya, Nigeria, Pakistan and Sri Lanka abstaining for now. The Paris-based Organisation for Economic Cooperation and Development (OECD), which has been leading the talks, said that the deal would cover 90 per cent of the global economy.

"We have taken another important step towards more tax justice," German Finance Minister Olaf Scholz said in a statement emailed to Reuters. "We now have a clear path to a fairer tax system, where large global players pay their fair share wherever they do business," his British counterpart Rishi Sunak said. But with the ink barely dry, some countries were already raising concerns about implementing the deal.

The Swiss finance ministry demanded in a statement that the interests of small economies be taken into account and said that the 2023 implementation date was impossible, while Poland, which has concerns over the impact on foreign investors, said it would keep working on the deal.

'Increased prosperity'

Central to the agreement is a minimum corporate tax rate of 15% and allowing governments to tax a greater share of foreign multinationals' profits.

US Treasury Secretary Janet Yellen hailed it as a victory for American families as well as international business. "We've turned tireless negotiations into decades of increased prosperity - for both America and the world. Today's agreement represents a once-in-a-generation accomplishment for economic diplomacy," Yellen said in a statement.

The OECD said that the minimum rate would see countries collect around $150 billion in new revenues annually while taxing rights on more than $125 billion of profit would be shifted to countries where big multinationals earn their income.

Ireland, Estonia and Hungary, all low tax countries, dropped their objections this week as a compromise emerged on a deduction from the minimum rate for multinationals with real physical business activities abroad.

'No teeth'

But some developing countries seeking a higher minimum tax rate say their interests have been sidelined to accommodate the interests of richer countries like Ireland, which had refused to sign a deal with a minimum tax rate higher than 15 per cent.

Argentine Economy Minister Martin Guzman said on Thursday that the proposals forced developing countries to choose between "something bad and something worse".

While Kenya, Nigeria and Sri Lanka did not back a previous version of the deal, Pakistan's abstention came as a surprise, one official briefed on the talks said.

India also had qualms up to the last minute, but ultimately backed the deal, they added. There was also dissatisfaction among some campaign groups such as Oxfam which said that the deal would not end tax havens.

"The tax devil is in the details, including a complex web of exemptions," Oxfam tax policy lead Susana Ruiz said. "At the last minute a colossal 10-year grace period was slapped onto the global corporate tax of 15 percent, and additional loopholes leave it with practically no teeth," Ruiz added in a statement.

Companies with real assets and payrolls in a country can ensure some of their income avoids the new minimum tax rate.

The level of the exemption tapers over a 10-year period. The OECD said that the deal would next go to the Group of 20 economic powers to formally endorse at a finance ministers' meeting in Washington on October 13 and then on to a G20 leaders summit at the end of the month in Rome for final approval. There remains some question about the US position, which depends in part on domestic tax reform negotiations in Congress.

Countries that back the deal are supposed to bring it onto their law books next year so that it can take effect from 2023, which many officials have said is extremely tight.
