Indian Ambassador to the United States Vinay Mohan Kwatra on Thursday (September 17) outlined New Delhi’s energy priorities, hours after the US Congress passed legislation giving President Donald Trump the authority to impose tariffs of up to 100% on countries that continue to buy Russian oil and gas, including India and China. In a thread on X titled “People First: What Drives India’s Energy Imperative”, Kwatra said securing reliable energy supplies is a strategic necessity for India’s 1.4 billion people and an important part of the country’s economic growth. He highlighted the difference in energy consumption between India and other major economies, saying India is the world’s third-largest energy consumer and one of the fastest-growing major economies. However, the average Indian uses less than a third of the global per capita average and around a tenth of the amount consumed by the average American.

The United States has imposed a new 10% tariff on imports from India under Section 301 of the Trade Act of 1974, citing concerns over the enforcement of laws against goods produced using forced labor. The tariff is part of a broader trade action targeting multiple economies. While India was initially expected to face a 12.5% tariff, the rate was reduced after New Delhi amended its foreign trade policy to prohibit imports made using forced labor. The US Department of Labor highlighted concerns across several Indian sectors, including textiles, garments, tea, shrimp processing, leather goods, carpets, fireworks, rice mills, and stone quarries. Industry experts warn that the permanent nature of the Section 301 tariffs could affect Indian exports, investments, and ongoing India-US trade negotiations.

While clarity on America's stance is needed, one thing is for sure: the SCO Summit and the photo-op of the Asian leaders were closely watched and tracked by the White House. In other words, they sell us massive amounts of goods, their biggest “client,” but we sell them very little - Until now, a totally one-sided relationship, and it has been for many decades… It has been a totally one-sided disaster," Trump wrote in a post on Truth Social. US Secretary of State Marco Rubio promoted the hashtag #USIndiaFWDforOurPeople and was quoted by the US Embassy, stating that the United States and India have a defining relationship in the 21st century, and it continues to reach new heights. Rubio's statement, quoted by the US Embassy, was made when he wished India on its Independence Day on Aug 15. "On behalf of the United States of America, I congratulate the people of India as they celebrate their nation's Republic Day. As they commemorate the adoption of the Constitution of India, we join them in recognising its enduring significance as the foundation of the world's largest democracy. The enduring friendship between our two peoples is the bedrock of our cooperation and propels us forward as we realise the tremendous potential of our economic relationship," Rubio had said in a post. The post by the US Embassy also came amid the absence of the US ambassador to India for months. While Trump appointed Sergio Gor to the post in late August, he has yet to take charge. The description of the page says: “This account will remain dormant until the new U.S. Ambassador to India arrives.” Read More | India, China press reset button on ties amid Trump's tariff war: New era for 'Hindi-Chini Bhai Bhai' with Modi and Jinping? Confused US amid Modi-Putin-Xi bonhomie in the US America's focus on ties with India comes at a time when the world witnessed Indian Prime Minister Narendra Modi, Russian President Vladimir Putin and Chinese President Xi Jinping's visible bonhomie at the sidelines of the Shanghai Cooperation Organisation (SCO) Summit in Tianjin, China. For days, Trump's hawk Peter Navarro criticised India for its oil purchase from Russia. Navarro described New Delhi as “nothing but a laundromat for the Kremlin,” going to the extent of calling the Russia-Ukraine war ‘Modi’s war.' He claimed that Americans are paying because India is buying from Russia, and India's oil companies are profiteering from it. Trump imposed a 25 per cent tariff on India on July 1. Punishing India for buying Russian oil, Trump imposed an additional tariff of 25 per cent. In all, Trump's 50 per cent tariff on India is now in effect. While the Indian Prime Minister Narendra Modi reiterated his government's commitment towards farmers and small businesses and pushed for the 'swadeshi' message, India's Ministry of External Affairs, in response to Trump's tariff war, said that Indian businesses are based on its national interests. The timing of US statements coincides with PM Modi's meeting with world leaders, especially Russia's Vladimir Putin and China's Xi Jinping, during the now-concluded Shanghai Cooperation Organisation (SCO).

Why Trump imposed tariffs on India citing Russian oil purchase? Press Secretary Leavitt reveals REAL reason

United States Treasury Secretary Scott Bessent has defended US action against India and explained why US President Donald Trump imposed tariffs on New Delhi and not Beijing, despite China doing trade with Russia. In an interview, Bessent said that China’s increase in Russian oil imports from 13 per cent to 16 per cent is modest and reflects diversification, while India’s rise from less than 1 per cent to about 42 per cent is seen as profiteering. Bessent criticised India for making $16 billion in excess profits by buying cheap Russian oil and reselling it during the war, calling this practice the "Indian arbitrage" and labelling it unacceptable. US favouring Pakistan and distancing from India? Here's what Trump admin said amid Munir's nuke threat and tariff war

Reacting to United States President Donald Trump's tariff war, former US National Security Advisor (NSA) John Bolton said that his move could push India closer to China and Russia. He said that tariffs are intended to hurt India, but in reality, it is spoiling years of relations between India and America. He accused Trump of favouring China and added that 'it is counterproductive for America.' "Trump's tariffs against India are intended to hurt Russia, but they could push India closer to Russia and to China to oppose these tariffs," John Bolton told CNN in an interview. He cautioned, “Trump’s leniency on the Chinese and heavy-handed tariffs on India, jeopardise decades of American efforts to bring India away from Russia and China.” He called it an 'enormous mistake' because it is China that has a big trade surplus with the US than India. In an opinion piece for The Hill, Bolton warned that Trump's approach and his resentment for India could escalate if China secured a better trade arrangement.
India-US trade talks and tariff war

On August 1, Trump issued an executive order late on Thursday (July 31) to increase and modify tariffs on its trading partners, citing an ongoing national emergency. This was in continuation of his ‘Liberation Day’ tariffs that he announced on April 2. He had paused the April 2 tariffs, giving countries a window of 90 days to sign a trade deal with America. The new tariff structure ranged from 10 per cent to 41 per cent, depending on the country and product type. India faced a 25 per cent tariff in the announcement made on that day as it was unable to strike a trade deal with the US. He then announced an additional tariff of 25 per cent on India for buying Russian oil and warned about doing the same with other nations. While the 25 per cent tariff announced on Aug 1 has come into effect today, the additional sanction will come into place 21 days from now. In what seemed to be a response to Trump, Indian Prime Minister Narendra Modi said that he won't compromise the interests of farmers, dairy farmers and fishermen of his country, even if he has to pay a price for it. Earlier, reports indicated that India is not agreeing to any terms by the US in the trade deal that would affect its farmers and dairy sector. Speaking at the MS Swaminathan Centenary International Conference, Prime Minister Modi said, "For us, the interest of our farmers is our top priority. India will never compromise on the interests of farmers, fishermen and dairy farmers. I know personally, I will have to pay a heavy price for it, but I am ready for it. Today, India is ready for the country's farmers, fishermen and dairy farmers..."

Q. Do you think the Indian diaspora in the US views Trump’s tariffs as a setback to the growing U.S.-India trade partnership or just part of a tough negotiation strategy?A. That’s a very important question. At first glance, when you read a headline like “Trump imposes 25% tariff,” it hits you hard, almost like a jolt. But in hindsight, the picture is more nuanced. Within the Indian diaspora, reactions are mixed. Some people feel this move could disrupt everything, especially at a time when the US and India have been building such strong ties. There’s definite concern about how this tariff might affect US-India trade, particularly because we’re two friendly nations. Over the last four to five years, there has been consistent engagement. Prime Minister Modi has met with several US Presidents, starting with the Obama administration, then Biden, and now Trump. Those meetings have always signalled a move toward a deeper strategic partnership, one that goes beyond just diplomacy to meaningful trade relations. This tariff, however, introduces uncertainty. It could slow things down, even if temporarily. Tariffs often act like walls between economies, they’re not just economic tools, they can also be perceived as barriers to collaboration. But at the same time, the Indian diaspora understands the strength and resilience of India’s economy. We believe this gap can be bridged, through innovation, STEM, AI, trade, and a shared vision. Both countries want to thrive. “Make India Great Again” and “Make America Great Again” don’t have to be opposing goals; they can align. What’s important is that we don’t let tariffs become walls. Instead, we need to find ways to build bridges or even flyovers over these trade obstacles. Ultimately, this could bring both nations back to the negotiation table. And I believe that’s the underlying effect here: a possible negotiation tactic. The diaspora sees all of this through a lens of deep economic, professional, and emotional ties. And that’s why, despite the challenges, there's still strong optimism for the future of US-India relations. Q. How do you see these tariffs affecting that mission and the broader sentiment among Indian-American entrepreneurs?A. Right now, India’s exports to the US stand at around $87 billion, and the overall trade between the two countries is in the range of $190 to $200 billion. The long-term vision for this partnership has been ambitious—we’ve envisioned a truly strategic, century-defining relationship, with a goal of reaching $500 billion in bilateral trade. That’s a substantial target, and until recently, we were marching quickly toward it.This sudden, unilateral decision to impose a flat 25% tariff is undeniably a setback. But it’s important to understand that most view it as a short-term challenge. We will find a way forward. What’s also important to note is that the concern isn't just from India’s side. If you look at the reactions from the Indian diaspora and, more crucially, from CEOs of American companies, there’s a shared concern, especially about the immediate cost increases this tariff will trigger. Take electronics, for example. On one hand, the US is trying to build supply chain resilience by diversifying manufacturing away from overdependence on a single country. India plays a crucial role in that strategy. Many American companies see India as a reliable manufacturing alternative. A good example is the iPhone, Apple has significantly ramped up production in India, which directly supports global supply chain stability. A 25% tariff could disrupt that progress and create unnecessary friction. Pharmaceuticals are another critical sector. Around 40% of generic drugs in the US come from India. If these tariffs make it harder or more expensive to source them, the question becomes: who ultimately suffers? It’s the American consumer. And that’s something we need to take seriously. If the goal is to make America great again, we must also recognize that great partnerships are built on mutual respect and balance. A strategic alliance especially one as significant as the US-India relationship, requires open negotiation and a willingness to consider not just our own interests, but each other’s as well. That’s the foundation of any truly healthy, forward-looking partnership. Q. Many in the diaspora identify as both proud Americans and proud Indians. How are they navigating this moment based on your experience, where the two countries may appear at odds economically?A. I truly believe the answer lies in time. We need to allow space for more favorable conditions to emerge on both sides. The Indian diaspora, in particular, views these tariffs through the lens of friendship and strategic partnership. A blanket 25% tariff, without consideration for specific sectors like manufacturing, pharmaceuticals, sustainability, and defense doesn't reflect the depth of our bilateral relationship. We shouldn't be swayed by headline-grabbing decisions like “25% across the board.” Instead, we need to consider the broader implications. If such tariffs are imposed, they may unintentionally give a strategic advantage to others. American investors and CEOs may start looking at Japan or Vietnam as alternatives. But in the long run, that may not be the most cost-effective or sustainable choice. India is a unique partner, diverse, technologically advanced, cost-efficient, and reliable. It’s one of the few countries that can genuinely serve as a long-term supply chain hub for the United States. That benefits not just big corporations, but also everyday American consumers. The average person shopping at Walmart, Target, or on Amazon should still be able to afford essential products. For example, if a product currently costs $10, what will its price be after August 7th? In September? October? Will we see a 20% jump? That matters, not just to importers and exporters, but to the average American family trying to manage their household budget. We have to think practically. Some in the diaspora also see this move through a geopolitical lens. There's a perception that this may be part of broader US pressure on India, possibly tied to India’s neutral stance on Russia amidst the Ukraine conflict. While that’s speculative, it’s worth acknowledging that trade actions often reflect deeper strategic calculations. But at the end of the day, both India and the US are democracies, one the oldest, the other the largest, with shared values and responsibilities to their people. I say this as an American citizen: it’s in our interest to maintain trust, fairness, and partnership. And the same holds true for India.Interdependence will ultimately guide us to an amicable solution. Neither India can ignore America, nor can America afford to ignore India. Especially with a 6-million-strong Indian diaspora in the US, there’s a deep human and economic connection that can’t be overlooked. I believe the resolution will come and it will be both swift and strong. Influential voices in the US business community and the diaspora will advocate for it, because sustaining the US-India momentum is not only important for both nations, but for the global economy. Q. Pakistan has proven conventional crude oil reserves estimated at around 200 to 300 million barrels and is ranked as the 50th largest oil importer in the world. Given this, what are your thoughts on the new oil pact between the USA and Pakistan?A. Absolutely. One key point that seems to be flying under the radar is India’s growing crude oil imports from the United States. No one is really talking about this, but since the Trump administration, India’s crude oil imports from the US have surged by 51%. That’s a significant development. This tells you something important: when it comes to trade, especially in critical sectors like energy, India is making decisions based on its own national interest, on what’s required and what’s most cost-effective. Crude oil is a major component of India’s import basket. It directly impacts our economic growth, foreign exchange reserves, and overall fiscal health. So, while conversations sometimes drift toward geopolitics, like US ties with Pakistan or other regional considerations, India’s focus remains firmly on safeguarding its economic interests. And energy security is a major part of that. At the same time, US oil producers are no longer losing market share to Russia the way they once were. That’s a sign that energy trade between the US and India is stabilizing and strengthening. India will continue to source oil from wherever it makes the most sense, based on pricing, reliability, and long-term strategic value. This reinforces the idea that the US-India relationship isn’t one-dimensional. It's not just about tariffs or defense, it's about energy, supply chains, technology, and more. And each of these pieces plays a role in maintaining the balance and momentum of this vital partnership. Q. In closing, how do you foresee this evolving in the future? Is there potential for additional tariffs to be implemented, and could we see a further increase in figures for the United States and India? The current 25% rate may well rise. What is your perspective on this trajectory?A. I’m not going to get into the number game, whether the tariff ends up being 15%, 20%, 25%, or even higher. What really matters is how both Indian Americans and Americans navigate this moment. And I believe they do so by leaning into their dual identity—not as a weakness, but as a strength. This is a time for advocacy, for pushing toward a trade deal that protects US economic interests, while also expressing pride in India’s resilience and the strength of the India–US. relationship. We must maintain our faith in this partnership, not just as a bilateral connection, but as one with long-term global significance. As I mentioned earlier, this is a strategic partnership, one that matters not only to India and America, but to the world. That’s why our focus should be on dialogue, on strategic compromises, on balanced negotiations. We must reflect the belief that these current economic tensions are temporary, short-term hurdles, not ruptures. We believe in the shared vision of India and America. We believe in our shared democratic values. And I remain hopeful, very hopeful, that this will lead to a strategic resolution. One that results in a trade deal both countries can be proud of—mutually beneficial, sustainable, and long-term.

WION spoke to Rakesh Malhotra CEO and President of Global Natural Resources Inc, who shared insights on the evolving US-India trade relationship. He emphasised the importance of strategic partnership, mutual respect for a balanced resolution despite current tariff challenges.

WION's Dhruv Goyal spoke to Rakesh Malhotra CEO and President of Global Natural Resources Inc, who shared insights on the evolving US-India trade relationship. He emphasised the importance of strategic partnership, mutual respect for a balanced resolution despite current tariff challenges.

India is reviewing tariffs on over 30 key imports, including significant cuts on solar cells, household goods, and luxury cars. The peak import tariff has been reduced from 150% to 70%, potentially benefiting US exports and signaling a shift in trade dynamics.

India's National Security Adviser Ajit Doval spoke to his American counterpart Jake Sullivan on Friday (Jul 12) and discussed India-US ties, the Ministry of External Affairs (MEA) stated.

India's National Security Adviser Ajit Doval spoke to his American counterpart Jake Sullivan on Friday (Jul 12) and discussed India-US ties, the Ministry of External Affairs (MEA) stated. The telephonic conversation took place amid an indication of some unease in India-US ties following Prime Minister Narendra Modi's visit to Russia, where he met President Vladimir Putin as the NATO Summit was underway in Washington. The two security advisers agreed to work closely to deepen India-US relations, built on shared values, and common strategic and security interests. "They discussed a wide range of issues of bilateral, regional and international concern and forthcoming high-level engagements under the Quad framework to be held in July 2024 and later in the year," the MEA said in a statement. Watch | US National Security Advisor Jake Sullivan meets Indian counterpart Ajit Doval × Garcetti's statement The call came a day after US Ambassador to India Eric Garcetti lectured New Delhi, by stating that there is no such thing as strategic autonomy in times of conflict - pointing towards PM Modi's Russia visit. “I know...and I respect that India likes its strategic autonomy. But in times of conflict, there is no such thing as strategic autonomy. We will, in crisis moments, need to know each other," said Garcetti. "I don’t care what title we put to it, but we will need to know that we are trusted friends, brothers and sisters, colleagues,” he added. We must take concrete actions to make sure those who don’t play by peaceful rules that their war machines cannot continue unabated. That’s something the US needs to know and that India needs to know together.” Garcetti also made a comparison between the India-Russia Summit, which resulted in two joint statements and nine agreements, and the Indian prime minister’s visit to Washington last June, which he believed was more successful. While initially, no reaction came from the Indian government to Garcetti's statement, the phone call to Sullivan is being regarded as a response by the experts. Throughout the Russia-Ukraine war, India has refrained from joining the Western bloc which is predominantly anti-Putin in its stance. Instead, New Delhi has preferred to keep ties intact with Moscow, its traditional ally, while batting for a peaceful resolution to the war. (With inputs from agencies)

He might want to talk about something else, and some of the questions are not always about the topic he’s talking about that day, " Psaki said.

"I don’t think it was meant to be a hard cut at the members of the media – people he has taken questions from today and on Friday as well," she said.

"It has nothing to do with Iraq … I’ll answer your question. Yes, Veteran Affairs is going to, in fact, require that all doctors working in their facilities are going to have to be vaccinated," he added.

It is his first visit to India after taking charge and he is the second Biden administration official to visit Delhi this year. Earlier this year, United States Secretary of Defense, General (Retd.) Lloyd J. Austin had visited India.

According to the ministry of external affairs and US State department releases, he will be calling on PM Modi and hold talks with National Security Advisor(NSA) Ajit Doval and external affairs minister Dr. S Jaishankar.

MEA in its release said Blinken's visit is an "opportunity to continue the high-level bilateral dialogue and bolster the India-US global strategic partnership" with both sides reviewing the "robust and multifaceted India-US bilateral relations, and potential for consolidating them further."

It will be the fourth meeting between Jaishankar and Blinken. Both had met three times previously - first on the sidelines of the G7 foreign ministers meet in London, then during EAM's bilateral visit to the US, and finally, on the sidelines of the G20 FMs meet in Italy.

US State Department said, during his Delhi visit he will discuss "a wide range of issues including continued cooperation on COVID-19 response efforts, Indo-Pacific engagement, shared regional security interests, shared democratic values and addressing climate crisis."

His visit is important also because PM Modi could travel to Washington later this year for the first Quad in-person meeting.
