India's Bimal Patel elected to UN's International Law Commission for 5-yr term

“Positively noting” the joint statement — the Delhi Declaration —issued by eight countries on Afghanistan, the Taliban on Thursday expressed displeasure over the participant countries of the NSA meet calling Afghanistan “a safe haven for terrorism.”

Speaking exclusively to WION days after India hosted the NSA security dialogue meeting to discuss the Afghanistan situation, deputy spokesperson of Taliban, Imanallah Samangani said the concerns raised by the participant countries were “unfounded.”

Seven countries had participated in the summit hosted by India. They are: Iran, Kazakhstan, the Kyrgyz Republic, Russia, Tajikistan, Turkmenistan and Uzbekistan

He also completely rejected the reports that Pakistan is buying US-made weapons from the Taliban that were left behind in Afghanistan in the aftermath of troops withdrawal.

The Taliban spokesperson also expressed hope that the ‘Troika Plus’ meeting that is taking place in Islamabad currently will bring forth a “positive result” for the Taliban government.

WION: A meeting is currently ongoing in Islamabad called the ‘Troika Plus’. The Taliban government delegation is also expected to meet the Troika Plus members. What will be the demands of the Taliban government? What are Taliban expecting from this meeting?

Samangani: We are looking positively at the meeting. And we hope and expect that our neighbours take steps in a calculated and positive manner for Afghanistan. I hope they respect the current situation and conditions of Afghanistan with regard to governance. Afghanistan is an independent country. We expect that our neighbours assist us given the current conditions in Afghanistan and help us uplift the current conditions of the people.

WION: Yesterday, India hosted a meeting of the National Security Advisors of those regions neighbouring Afghanistan. Do you concur with the Delhi Declaration issued by the participant countries?

Samangani: The regional summit that took place in Delhi, we have noted it positively. Yesterday, we saw the Delhi Declaration and I would want to say that there are some legitimate demands mentioned in the declaration, but those demands have largely already been met. The declaration also raises some concerns about Afghanistan posing a security threat to its neighbours in the region. I think these concerns are unfounded. By the grace of God, there is a centralised government in Afghanistan now. We have guaranteed security to the Afghanistani people. Most importantly, the Islamic Emirate of Afghanistan understands its national responsibilities and international responsibilities very well, and it knows what responsibility it has and owes towards its neighbouring countries. There might be some genuine concerns raised, but it can always be resolved through dialogue, which opens room for understanding.

WION: Recently, there was a report in a Pakistani daily newspaper that the Taliban are in talks with Pakistan to sell US-made weapons. It estimates that US troops left behind or abandoned at 200,000 weapons. What is your take on this report?

Samangani: We completely reject these reports. The Islamic Emirate has its own security organ in the country, and we now have a free Afghanistan and a free government. And this free government needs to ensure Afghanistan’s security in the future. Therefore, we need military equipment and facilities. And it is by no means possible to sell Afghanistan’s existing equipment and facilities.

WION: There are reports that the Taliban are at the forefront between the Pakistani government and the Tehreek-e-Taliban. What is the status and would you want to tell the contours of this deal to the global community?

Samangani: Islamic Emirate is of the opinion that security should be provided and guaranteed in the entire region. Because the bigger problem we have in the region is the issue of security. Our region would be facing a major economic crisis until the issues regarding security are not resolved. Therefore, it is absolutely necessary to solve the problems linked to political and security as soon as possible. We have the opportunity to take more serious steps for the economic prosperity of the region. So, if progress has been made in Pakistan in this direction, we welcome it and hope that other problems, too, will be solved.

WION: India was a major development partner of Afghanistan before Taliban took control of Afghanistan. What are Taliban going to do to reinstate that, and will you be welcoming India in Afghanistan?

Samangani: We understand that India is the second-largest population in the world and the fifth-largest economy in the world. It plays an important role in world politics and has been active in Afghanistan in the past. Regardless of the mistakes of the Indian government’s policies and strategies they made in the past, we don’t want to look back and instead want to look forward. Therefore, we hope that the (Indian government’s) policies and strategies will be reconsidered with the current situation in Afghanistan. The Islamic Emirate also believes that there should be an inter-regional understanding in the whole region. The problems that we face in Afghanistan, India can play a major role in this case. We hope that India understands the current realities of modern-day Afghanistan and engages with us. The Islamic Emirate of Afghanistan wants to have good economic, diplomatic, transit and trade relations with all neighbouring countries and there are no restrictions placed in this regard.

WION: The US Special Representative on Afghanistan Thomas West recently stated that the US has no plans to open its embassy here in Kabul. What will the Taliban be doing to convince them in these Troika talks to come back to Afghanistan and establish diplomatic relations?

Samangani: The Islamic Emirate of Afghanistan attaches great importance to the political dialogue, and everyone knows that only through dialogue is how the emirate will be able to get rid of the problems plaguing Afghanistan. Let me be clear that the United States and other countries should respect and understand the realities of Afghanistan, which is in everyone’s interest, so that we can enter the phase of formal interaction as soon as possible. If the American side is ready and if it has any concerns, it can solve all the problems and issues with the Islamic Emirate only through political dialogue.

Exclusive: Taliban express displeasure over Afghanistan ‘safe heaven for terror’ remark in Delhi Declaration

As farmers rush to plant rabi winter crops as chill sets in northern India, several states across the country are reporting a massive shortage of fertiliser, threatening to disrupt their planting season.

Several states like Rajasthan, Punjab, Haryana, Karnataka and Uttar Pradesh are facing a severe shortage of fertilizers mainly of Di-ammonium Phosphate (DAP), according to media reports.

DAP is a preferred fertiliser containing nitrogen and phosphorus that are the primary nutrients for crops. It is used before the sowing season arrives.

The government provides subsidies for farmers by compensating the companies that sell fertilisers at market rates.

Farmers primarily plant mustard, potato, garlic, chickpea, red lentil, green peas, cumin and coriander during October, when the winter starts to set in northern India. The peak demand for fertilisers comes during the November-December period, when rabi crops wheat and onion are sown.

Several videos have emerged on social media showing hundreds of farmers standing in long queues, with some of them claiming they had been waiting for hours for a sack of fertilizer.

Meanwhile, the government has denied any shortage of fertiliser.

Terming the reports of a fertiliser shortage as “rumours”, Union Chemicals and Fertilisers Minister Mansukh Mandaviya appealed to farmers not to “hoard” fertilisers.

Last week Punjab’s Agriculture Minister Randeep Singh Nabha had met Mandaviya and raised the issue of shortage of fertilisers in the state.

Mandaviya assured to supply 10 rakes of DAP, five rakes of NPK (complex fertiliser) and two rakes of single super phosphate to the state.

The total requirement of DAP for rabi crops in Punjab is 5.50 lakh tonnes. Out of this, 4.80 lakh tonnes is required during October and November for timely sowing of the wheat crop.

Earlier, Union Agriculture Minister Narendra Singh Tomar blamed the shortage of DAP fertiliser on fluctuations in international prices.

“There is a slight shortage of DAP fertiliser because we import it and the prices have also gone up. When DAP prices had increased in the last season, Prime Minister Narendra Modi took a decision to provide it at a subsidised rate of Rs 1,200 per bag to reduce the burden on farmers. Now, prices have increased globally and it has been decided that the fertiliser would be provided at a subsidised rate of Rs 1,650 per bag,” he said.

Shortage of fertiliser poses fresh problems for Indian farmers ahead of sowing season

Referring to the Chinese military build-up across the Line of Actual Control (LAC), the central government told the Supreme Court that if the Army cannot move its missile launchers, heavy machinery up to the northern Indo-China border, then how will it defend it and fight a war, if it breaks out.

The comments from the government came during a hearing by the top court on a batch of petitions against the strategic 900-km-long Chardham project which aims to provide all-weather connectivity to four holy towns —Yamunotri, Gangotri, Kedarnath, and Badrinath —in the Himalayan state of Uttarakhand.

The first plea has been filed by a non governmental organisation against the widening of the roads for the project, citing environmental concerns.

The second one has been filed by the Union Ministry of Defence seeking a modification of the court’s order passed in September 2020, seeking permission to increase the width to 10 metres,

Trying to allay the concerns of landslides in Himalayan regions due to the Chardham highway project construction, the government said all necessary steps have been taken to mitigate the disaster and added that landslides have happened in various parts of the country and not specifically due to road construction.

Attorney General KK Venugopal, appearing for the government, said that these are inhospitable terrains and the Army needs to move heavy vehicles, machineries, weapons, missiles, tanks, troops and food supplies.

“Our Brahmos missile is 42 feet long and needs large vehicles to carry its launchers. If the Army cannot move its missile launchers and machineries up to the northern China border, then how will it fight a war, if it breaks out?”

He added, “God forbid if the war breaks out then how will the Army deal with it if it does not have its weapons. We have to be careful and on guard. We are to remain prepared. Our Defence Minister attended Indian Road Congress and had said that the Army needs disaster-resilient roads?”

Venugopal highlighted that appropriate studies have been undertaken, including geological surveys, morphology, and human activities in the vulnerable areas and steps like slope stabilisation, afforestation, scientific muck disposal have been undertaken.

“Landslides can happen anywhere in the country even where there is no road activity but mitigation steps which are necessary are undertaken. Our roads need to be disaster resilient. There are specialised protection measures undertaken in the vulnerable areas, where frequent landslides occur and heavy snowfall blocks the road?” he said.

The top law officer said that the Indian Road Congress (IRC) has recommended an additional 1.5-meter width in snow-bound areas so that vehicles can move in those areas.

“The build-up on the other side of the border can only be accessed through passes in these mountains. The High Powered Committee (HPC) supervising the Chardham project in its report did not address these concerns of the Army. The HPC report is far cry from the needs of the Army? he said.

He said today there is a situation where the country needs to be protected and all the available resources and forces need to be combined to protect the country.

National Security Advisor Ajit Doval on Wednesday chaired an eight-nation dialogue in New Delhi which was attended by officials from Iran, Kazakhstan, Kyrgyz Republic, Russia, Tajikistan, Turkmenistan and Uzbekistan. All-weather allies China and Pakistan followed a coordinated policy after the Taliban took control of Afghanistan backing the Afghan militant group and getting international recognition for its interim government. Meanwhile in Islamabad, the Foreign Office said on Wednesday that Pakistan attaches high importance to the Troika Plus mechanism on the situation in Afghanistan and hopes that “deliberations of the meeting would contribute to the ongoing efforts for achieving lasting peace and stability in Afghanistan”. The meeting will be inaugurated by Foreign Minister Shah Mahmood Qureshi.

After skipping India's security dialogue on Afghanistan, China to attend Pakistan's Troika Plus meet

India on Thursday slammed Pakistan for skipping the NSA-level summit to discuss on the Afghanistan situation which was hosted in New Delhi.

Briefing reporters, External Affairs Ministry spokesperson Arindam Bagchi lamented about China and Pakistan’s lack of participation in the security dialogue.

“We had invited China for NSA talks, but due to scheduling, they couldn't come… Rest where they go and what do they do, I don’t want to talk about that. We had invited Pakistan too, but they didn’t come to such an important meeting. This shows their attitude towards the Afghanistan issue,” he said.

India’s categorical statement comes days after China and Pakistan refused to meet for the dialogue.

China had said that it won’t be attending the meeting due to “scheduling reasons”, while Pakistan outrightly declined to attend the meet.

Seven countries took part in the dialogue. They are: Iran, Kazakhstan, the Kyrgyz Republic, Russia, Tajikistan, Turkmenistan and Uzbekistan.

Islamabad is currently hosting ‘Troika Plus’ meeting to discuss the Afghanistan issue, which is being attended by diplomats from Russia, China and US.

Talking about providing humanitarian assistance to Afghanistan, Bagchi said that India was ready to provide any assistance, provided there is an “unimpeded access” to the country.

“India's support to the people of Afghanistan is very clear. We have been extending support over many years to all the people of Afghanistan. The situation on the ground has become very difficult over the last few months,” he said.

“Accordingly, we have been participating in meetings over this issue of how to address impending humanitarian concerns. In the NSA meeting, the very serious humanitarian situation in Afghanistan was discussed at length,” he added.

The official said that this issue was discussed during the NSA meet, where all other participants concurred that “unimpeded and unhindered” access was prerequisite for humanitarian assistance.

“One of the key elements which we've seen in previous meetings was the need for unimpeded, unhindered access for humanitarian assistance providers...There have been difficulties due to lack of unimpeded access,” Bagchi said.

‘Shows their attitude’: India slams Pak for skipping NSA meet on Afghanistan issue

Most of the developing nations, including China, India and African countries, have sought at least US $1.3 trillion per year from the wealthy countries in climate finance starting from 2030—a demand that would be most likely to cause further consternation even as countries at COP26 negotiate on the amount.

A group of 24 nations that call themselves Like Minded Developing Countries (LMDCs), as well as countries from Africa, on Monday evening put forward this demand in a proposal for enhanced finance flows that they are pushing for inclusion in the final decisions that will be agreed at the climate conference in Glasgow.

India is part of the LMDC grouping along with China, Indonesia, Malaysia, Iran, Bangladesh, Sri Lanka, the Philippines and others.

Earlier in 2009 at COP15, the world’s richest countries had pledged to provide $100 billion per year of climate finance for developing countries every year till 2020. In the Paris Agreement, this period was extended till 2025.

But the deal never materialised, with many rich nations admitting that they won’t be able to do so before 2023 — three years after the original deadline.

The LMDCs have proposed to the United Nations at the summit said that half of the money must be allotted for financing renewable energy in developing countries, and the other half to them from the effects of global warming.

These countries said that a “significant percentage” of climate finance, not less than $100 billion, should be in the form of grants, with at least $700 billion per year to be allotted to Africa alone.

The developing nations have argued that the enhanced climate finance is essential to driving their climate ambitions and preventing a global rise in temperatures beyond 1.5 degrees Celsius from pre-industrial levels under the Paris Agreement.

The developing countries have also said that climate finance must be clearly defined so that it is not mixed up with other kinds of existing financial flows.

During a high-level ministerial dialogue on Climate Finance in Glasgow on Tuesday, India called on the developed countries to accept its historical responsibility and sought enhanced financing.

“We record our deep disappointment with the deliberations in COP26 so far. Developed countries must accept the historical responsibility and provide the financial resources to the developing countries,” it said in a statement.

“Developed countries had taken a commitment in 2009 to mobilise $100 billion per year by 2020 for climate action by developing countries. The promise has not been met. Scaling up mobilisation is pertinent given the huge gap between the requirement and extent of mobilisation,” said the statement.

At least four infants died in a government-run hospital in Indian state of Madhya Pradesh on Monday night (November 8). The Kamla Nehru Children's Hospital is in Bhopal, capital of Madhya Pradesh. The fire broke out in the special newborn care uniy (SNCU) of the hospital.

India's apex child rights body National Commission for Protection of Child Rights (NCPCR) has taken cognisance of the tragedy and has sought constitution of an inquiry team comprising senior officials to look into the deaths.

NCPCR chairperson Priyank Kanoongo asked the Madhya Pradesh chief secretary to constitute the inquiry team

The NCPCR said the team must comprise a senior administrative officer but not from the health department or medical education department of Madhya Pradesh to inquire into lapses in available equipments and facilities in special newborn care units, director general, fire services, civil defence and home guard department (from fire services) to inquire into lapses in available fire prevention mechanism, fire exit, provision of detection, alarm and fire extinguishers.

The team must also include a senior officer from Public Works Department (with background of civil engineering) to inquire into lapses in infrastructure and layout and a senior police officer not below the rank of Inspector General, it said.

The Commission also sought to know the number of children affected due to the fire incident and details of hospitals where infants have been shifted.

"Further, it may kindly be ensured that infants shifted in other hospitals have SNCUs and are provided with all the necessary treatment. The families of the deceased infants may kindly be provided with adequate compensation," the NCPCR said.

It sought a preliminary action taken report within three days.

The NCPCR also asked states and union territories to conduct fire safety audits in all hospitals, medical colleges, nursing homes having medical facilities for children.

Earlier this year, at least 10 newborns died in a fire at a government hospital in Maharashtra's Bhandara.

Quoting these incidents, National Commission for Protection of Child Rights (NCPCR) chairperson Priyank Kanongoo asked all states to carry out fire audits.

"To prevent recurrence of fire incidents in hospitals, NCPCR recommends that fire safety audits should be undertaken in all hospitals/medical colleges/nursing homes having Neonatal Intensive Care Unit, Pediatric Intensive Care Unit, Special Newborn Care Units and other medical facilities for children," the NCPCR said.

"Further, it may be ensured that such medical facilities meant for children should get 'no objection certificate' (NOC) from fire department and get renewal only after they meet the given criteria," it added.

Pakistan still has admirers for Indian bananas.

This statement has ZERO pun. Nada. Nothing.

However, there are many among us who would struggle to keep their giggling under control when such a thing is said.

But, a news anchor will sure keep her calm given how formal things are during news presentations right?.

Well, it didn't happen in this case.

Pakistani news anchor Alveena Agha burst out laughing as a guest on her show was explaining how Indian bananas were better than Pakistani bananas and work needed to be done to improve Pakistani bananas.

"Bananas in Bombay are this big," the guest can be seen innocently explaining. He used hand gestures to show size of the bananas. He was not in the wrong as he was indeed talking about bananas.

"Bananas in Dhaka are also this big," the guest continues, "But bananas in Sindh (province of Pakistan) are as small as our fingers,"

In a video that has now gone viral, Agha can be seen keeping her calm at the start but the way the guest explains makes her gradually lose it before finally bursting into laughter right in the middle of the newscast.

In coming years, Indian astronauts will be in space for the Gaganyaan mission, while Indian marine researchers will dive into the depths of the ocean (6kms), as a part of the Samudrayaan mission. Samudrayaan is India's ambitious deep-sea exploration mission, that will place the country in an elite list of about six nations that have operated manned, deep-sea probes for exploration, studies and research. Scientists had recently tested a basic version of the human-carrying shell of the Samudrayaan mission, off the Chennai coast. However, this was a steel hull meant for demonstration and had only been sent to a depth of 500m, as opposed to the original titanium hull that would have to dive 6km deep in the sea

Helmed by India’s National Institute of Ocean Technology, this initiative has roped in partners such as IITs, ISRO among others to fulfill various aspects of the design, testing and development within the country. The primary goal of the Samudrayaan Mission is to develop Matsya 6000, a manned deep-sea exploration vehicle that will be propelled by battery power and would be able to remain at a depth of 6 km for a duration of four hours.

The vehicle is a platform to carry devices, sensors and other equipment and to conduct experiments that would further enable deep-sea mineral exploration, improve understanding of mineral resources, investigation of tectonic activities and other deep-sea phenomena. This vehicle would be capable of carrying three persons, in a titanium-alloy sphere.

Regarding the technical specifications of the Samudrayaan manned vehicle, Dr Ramadass, Director, NIOT said that it would contain a thick hull that can withstand a pressure of 600 bar, at the depths of 6km. As a part of the initial testing of human capsule, it was submerged to a depth of 500 m

“This is a five year project, where the end goal is to get a titanium-alloy sphere of 80mm thickness and 2.1 metre diameter, which can carry humans. The components that go into the vehicle are being tested one by one. Many are being developed within India and some are being bought from the International market,” he said.

When asked about the budget allocated for the project, Dr Ramadass told WION that the whole deep ocean mission was cleared for funds of Rs 4077 crore, for a period of five years. However, the Samudrayaan vehicle alone would cost around Rs 350 crore.

On the rationale behind having a manned mission to such depths, instead of using unmanned vehicles, the director explained that electromagnetic waves would not penetrate water to great depths and that there were limitations in sending a tethered vehicle to the depths of the ocean.

“In a manned mission, we will be having a standalone probe that will have its own propulsion, oxygen generation, carbon dioxide removal, lights and cameras and other sensors. We can also have basic acoustic communication with the manned probe”, he explained.

Speaking at the launch event, union minister Dr Jitendra Singh said that missions like Gaganyaan human spaceflight and Samudrayaan manned deep-sea exploration gave Indians a sense of prestige and elevated India to a list of a few elite nations. He also touched upon the importance of industry and academia working together to attain such national missions.

Samudrayaan: India's first manned deep-sea probe to travel 6 km under water

India has proposed new rules to lower emissions and fight climate change, including setting a minimum share of renewable energy to be used by its industries, the federal power ministry said on Saturday.

The proposals, aimed at promoting green Hydrogen as an alternative to the fossil fuels currently used by industries, will be made effective through amendments to India's 2001 Energy Conservation Act.

The proposed amendments would facilitate the development of a carbon market in India and prescribe minimum consumption of renewable energy either as direct consumption or indirect use through grid, the power ministry said in a statement.

"This will help in reduction of fossil fuel based energy consumption and carbon emission to the atmosphere."

The announcement comes just days after India rejected calls to announce a net zero carbon emissions target and said it was more important for the world to lay out a pathway to reduce such emissions and avert a dangerous rise in global temperatures.

Report recommends six sectors for greater Indo-Australian cooperation

70-year-old Shekhar Bhandari has been waiting patiently for months for the Indian-made COVID-19 vaccine, Covaxin, to get approval from the World Health Organization.

His parents, aged 91and 87, have been stuck in the US. Shekhar and his family—all based in Delhi— had gone to California via Dubai early this year to visit their relatives.

Later in July, Shekhar and his daughter came back to New Delhi, but he left his parents back in the US, as it was the time when the Delta variant was raging in India.

Now that the pandemic has ebbed considerably in India, Shekhar wants to travel to US again to get his parents back. However, he has been unable to do so.

The reason—US allows entry for only those non-citizens who have been jabbed with vaccines approved by it or the WHO.

And the only Indian made vaccine that has been approved by the WHO is ‘Covishield’— the Indian variant of AstraZeneca’s jab.

Like Shekhar, there are millions of Indians who took Covaxin and have been unable to travel as the vaccine is still not recognised in many foreign nations, including the US and the EU.

His daughter, Shraddha Bhandari, 37, says almost everyone in her family have taken the Covaxin jab.

“My father took Covaxin earlier this year when the government started inoculation drive for the senior citizens. We are a family of doctors. We sought Covaxin because it was based on tested methods and also because it was made by one of the biggest pharmaceutical companies in India (Bharat Biotech) which made the polio vaccine,” Shraddha told WION.

Even as she tries to figure out how to bring their grandparents back, Shraddha says the travel visas of her grandparents are about to expire. The US travel visas expire within 6 months.

“We have been waiting since September this year for the WHO to approve Covaxin. My father has been trying hard to get my grandparents back to India. Now, we don’t know what to do. My grandparents’ visas are also about to expire,” she said.

The wait for the approval for Shekhar as well as tens of thousands of other Indians stuck at home after taking Covaxin will be longer than expected. On Wednesday, the WHO sought “additional clarifications” from the vaccine manufacturer Bharat Biotech regarding its COVID-19 vaccine 'Covaxin' for a final "risk-benefit assessment" before recommending the vaccine for emergency use.

The WHO said it expects to receive these clarifications from Bharat Biotech by the end of this week, i.e. by November 3.

Bharat Biotech's Covaxin and AstraZeneca and Oxford University's Covishield are the two widely used vaccines in India.

The WHO has so far approved Covid-19 vaccines of Pfizer-BioNTech, AstraZeneca-SK Bio/Serum Institute of India, Johnson & Johnson-Janssen, Moderna, and Sinopharm for emergency use.

India’s Supreme Court on Wednesday formed a committee of experts to look into the alleged use of Israeli spyware Pegasus for surveillance of Indian citizens.

A bench comprising Chief Justice N V Ramana and Justices Surya Kant and Hima Kohli said the three-member committee will be headed by former apex court judge RV Raveendran.

Prime Minister Narendra Modi-led government had argued in the court that disclosing the details on the use of Pegasus spyware involves national security issues, but it agreed to disclose all information before a committee of technical experts and urged the court to let it appoint the committee.

The top court, in its judgment, said mere raising national security by the state would not stop it from taking up the issue, and emphasized that national security can’t be a bug bear and refused to accept the omnibus denial by the Centre.

“Of course, the…Union of India may decline to provide information when constitutional considerations exist, such as those pertaining to the security of the State. However, this does not mean that the State gets a free pass every time the spectre of ‘national security’ is raised,” the SC said.

The bench noted that the government filed a limited affidavit, which didn’t make anything clear despite it repeatedly saying that the court is not concerned with issues of national security.

“We live in the era of information. We must recognise that while technology is important, it is important to safeguard the right to privacy,” the SC said, adding, “not only journalists, etc., but privacy is important for all citizens.”

The bench noted that the government’s counsel Tushar Mehta submitted that many petitions were self-service, but it cannot accept such omnibus contention.

“Centre should have justified its stand here and not render the court a mute spectator,” the bench noted.

The matter will be taken up again after eight weeks.

The ruling came in response to a batch of 12 petitions which sought an independent probe into the allegations that surfaced in the media about the unauthorised surveillance.

India, third biggest emitter of greenhouse gases in the world on Wednesday rejected calls to announce net-zero carbon emissions target. The country said that it was more important for the world to decide on a pathway to reduce such emissions.

China is the biggest greenhouse gas emitter in the world, followed by the US and India. India is under pressure to become carbon-neutral around mid-21st century. Next week, India will take part in COP26 climate summit in Glasgow.

India's environment secretary RP Gupta told reporters that announcing net-zero was not the solution to the climate crisis.

"It is how much carbon you are going to put in the atmosphere before reaching net zero that is more important," he said.

The US, Britain and the EU are aiming to become net-zero carbon emitting countries by 2050. This means that they will only emit amount of greenhouse gases that can be absorbed by forests, crops, soils and still-embryonic "carbon capture technology'.

China and Saudi Arabia have both set targets of 2060, but these are largely meaningless without tangible action now, critics say.

Between now and the middle of the century the United States will release 92 gigatons of carbon into the atmosphere and the EU 62 gigatons, Gupta said, citing Indian government calculations. China would have added a staggering 450 gigatons by its net-zero target date, he added.

Representatives of nearly 200 countries will meet in Glasgow, Scotland, from Oct. 31-Nov. 12 for climate talks to strengthen action to tackle global warming under the 2015 Paris Agreement.

Indian Prime Minister Narendra Modi will attend the conference in a sign of how the country is taking climate change seriously, officials say. Chinese President Xi Jinping is not expected.

Environment Minister Bhupendra Yadav said India was on track to achieve targets set at the 2015 Paris conference and left the door open to revising them. "All options are on the table," he said.

India has committed to cutting the emissions intensity of its by 33%-35% by 2030 from 2005 levels, achieving a 24% reduction by 2016.
