On October 24, Financial Times reported that the Chinese military tested two earth-circling hypersonic weapons in July and August, raising eyebrows across the world.

The missile circled the Earth at a low altitude and a velocity of more than five times the speed of sound, although it missed its target by more than 30 kilometres (19 miles), according to the report.

The news of the test spread like wildfire, with the US dubbing it a Sputnik moment — a reference to a tectonic event in 1957 when the erstwhile-USSR took the lead in global space race and launched the first artificial intelligence satellite, stunning Washington.

The test comes at a time when there have been growing tensions between the US and China over a range of issues including Taiwan, trade disputes and speculation that Covid originated in a virology lab in Wuhan, which Beijing denies.

What are hypersonic missiles?

Hypersonic weapons are normally defined as fast, low-flying and highly manoeuvrable weapons designed to be too quick and agile for traditional missile defence systems.

These missiles are launched by a rocket into Earth’s upper atmosphere at speeds of Mach 5 and above, at least five times the speed of sound or 6,174 kilometres (3,836 miles) per hour, before manoeuvring towards a target.

There are two main types of hypersonic weapons —hypersonic cruise missiles and hypersonic glide vehicles.

Hypersonic cruise missiles, which are powered by scramjet engine, are limited to below 100,000 feet (30,000m), whereas hypersonic glide vehicles can travel higher.

Adverse impact of climate change on nature is well-known but often when things are expressed in monetary terms, the enormity of the problem at hand is fully realised.

The latest report from the United Nations has said that climate-related hazards have cost developing and developed Asian economies billions of dollars.

The report said that such hazards cost China USD 238 billion. China was followed by India which had to bear the cost of USD 87 billion. Japan and South Korea were next with climate-related costs of USD 83 billion and USD 24 billion respectively.

The figures have been mentioned in UN's annual 'State of the Climate in Asia' report. The report also said that 2020 was the hottest year on record for Asia.

Climate change does not just mean increase in global temperature. It also has effects on other natural phenomena like cyclones. Scientists say that climate change results in formation of higher intensity cyclones which in turn cause greater devastation.

Many weather and climate-related displacements in Asia are prolonged, with people unable to return home or integrate locally, the report said.

In 2020 floods and storms affected approximately 50 million people in Asia, resulting in more than 5,000 fatalities.

Asia's warmest year on record saw the mean temperature 1.39 degrees Celsius above the 1981–2010 average.
The 38.0 C registered at Verkhoyansk in Russia is provisionally the highest known temperature anywhere north of the Arctic Circle.

Shrinking glaciers

There are approximately 100,000 square kilometres of glaciers on the Tibetan Plateau and in the Himalayas -- the largest volumes of ice outside the polar regions and the source of 10 major Asian rivers.

"Glacier retreat is accelerating and it is projected that glacier mass will decrease by 20 percent to 40 percent by 2050, affecting the lives and livelihoods of about 750 million people in the region," the report said.

"This has major ramifications for global sea level, regional water cycles and local hazards such as landslides and avalanches."

A quarter of Asia's mangroves are in Bangladesh. However, the tropical storm-exposed country's mangroves decreased by 19 percent from 1992 to 2019, the report said.

The Indian Air Force and Indian Army on Wednesday commemorated the 75th ‘Infantry Day’ when the Indian armed forces arrived in Srinagar to repel attacks from Pakistan, after Jammu and Kashmir (J&K) decided to join the Indian union.

It was on this day 75 years ago in 1947 that the air force first landed in Budgam to thwart Pakistani militants from entering the Indian territory to stoke up secessionist movement following the partition of India.

October 27 is celebrated as the ‘Infantry Day’ by the Indian Army to commemorate the arrival of the Indian Army at Badgam Airfield to protect Jammu & Kashmir after the ‘Instrument of Accession’ was signed on 26 October 1947 between the erstwhile king of J&K Maharaja Hari Singh and the Republic of India.

“On this historic occasion, on 75 years of Budgam landing, in which after the Instrument of Accession was signed, we moved in quickly our troops. Srinagar airfield was saved and thereafter we could launch a further offensive and push the Pakistan military, which came as kabailis, further back,” Air Marshal Amit Dev said.

“I am sure, if the UN had not intervened, perhaps the entire Kashmir would have been ours. It was not only IAF and Army's participation in Budgam but there have been many small missions that have resulted in ensuring the freedom of free Kashmir. I'm sure someday PoK (Pakistan occupied Kashmir) will join this part of Kashmir and we'll have whole Kashmir in years to come,” he added.

The replication of the historic event was organised at Old Air Field to pay tribute to the soldiers and people of Jammu & Kashmir who laid down their lives, and also to honour the next of kin of war heroes who participated in the 1947-48 War.

The event was attended by Jammu & Kashmir Lieutenant Governor Manoj Sinha, Air Marshal Amit Dev, Air Officer Commanding-In-Chief, Western Air Command, Lieutenant General Devendra Pratap Pandey, General Officer Commanding 15 Corps along with several other civil and military dignitaries.

“The first Sikh, under the command of Lieutenant Colonel Dewan Ranjit Rai, who later laid down his life at Baramulla, changed the course of the war, wherein people and soldiers of Jammu & Kashmir and the Indian Army fought valiantly alongside to evict Pakistani Forces, driving them out of most of Jammu & Kashmir till ceasefire on 05 January 1949,'' said the Indian Army.

The Indian Army also unveiled a war memorial at Srinagar Airport.

The memorial commemorates the arrival of Indian Army in Indian Air Force at Srinagar Airport in 1947, and the role played by Major Somnath Sharma, Param Vir Chakra, Brigadier Rajinder Singh, Maha Vir Chakra and Maqbool Sherwani in India’s historic victory in its first war after independence.

In a clear expression of his political ambitions, Tamil actor C Joseph Vijay met 129 of his fan club members who won in the recently-concluded rural local body elections in Tamil Nadu. While the actor himself did not campaign in the elections, his fan club members were permitted contest as independent candidates, while using the flag and the actor's picture when canvassing for votes.

Thalapathy Vijay Makkal Iyakkam(TVMI) is regarded as a fan club cum precursor to Vijay’s (possible) political party. 129 of the 169 candidates who contested as a part of TVMI had won in the polls, despite the actor not having. This is significant given how other actor-turned-politicians who also fielded their party candidates in the polls had a very dismal show.

In a state where actor-turned-politicians and those with a background in the cinema industry have been elected to the position of Chief Minister, Vijay seems to be testing the waters for an impending foray. In contrast to many personalities who take the top-down approach and foray into politics using their personal brand and charisma, Vijay appears to be trying the reverse - building the party infrastructure from a grassroots level.

A statement issued by the TVMI, mentions that all candidates who emerged victorious met Vijay and sought his wishes. It was also added that these functionaries would highlight the basic problems faced by the people and help find solutions for the same, with the support of the State and Central governments.

When queried about the meeting that Vijay held with the functionaries, N. Anand, General Secretary, TVMI told Zee Media that the actor checked all the certificates of the winning candidates and urged them to work for the people. He also met everyone individually and spoke to each of us for a couple of minutes, he added. Asked specifically about whether Vijay harbors intentions to foray into politics, Anand replied that he wasn’t aware and that he’d have to check with the Actor.

On Monday, several pleas, including those from two couples, seeking recognition of same-sex marriage under the special, Hindu and foreign marriage laws have been listed for final hearing by the Delhi High Court.

Justice Jyoti Singh and Chief Justice D N Patel granted the parties time to file their replies and rejoinders and set November 30 for a final hearing in the matter.

In the first petition, Abhijit Iyer Mitra and three other petitioners assert that same-sex marriage is impossible despite the Supreme Court decriminalising consensual homosexual acts and want them to be recognised under the Hindu Marriage Act (HMA) and the Special Marriage Act (SMA).

Also read | 30 years in: Tracing the history of gay marriage

The second appeal is brought by two women seeking to get married under the SMA, contesting the statutory provisions and their limitations pertaining to same-sex marriages.

The third appeal comes from two men who got married in the US but were denied registration of their marriage under the Foreign Marriage Act (FMA).

Another petition calls for the right for a spouse of an Overseas Citizen of India (OCI) cardholder to apply for registration as an OCI regardless of sexual orientation or gender.

This petition is by a married same-sex couple Joydeep Sengupta, an OCI, and Russell Blaine Stephens, a US citizen. Along with the couple, an Indian citizen and a queer rights academic and activist Mario Dpenha has also filed this petition.

Advocate Karuna Nandy, representing the couple, stated that they got married in New York, and contends that the Citizenship Act is silent on the gender or sexuality of the spouse and that a person married to an overseas citizen of India for two years should be declared eligible to apply as a spouse for an OCI card.

However, Solicitor General Tushar Mehta claimed that 'spouse' meant either the husband or wife and that 'marriage' indicated heterosexual unions and that a specific reply to the Citizenship Act was not required.

'The law as it stands...Personal laws are settled and marriage which is contemplated to be is between (a) biological man and (a) biological woman," he said, adding that petitioners' perception of the Supreme Court's decriminalisation verdict is unclear.

"The issue here is whether marriage is permissible between homosexual couples. Your lordships have to see that. There is some misconception regarding Navtej Singh Johar case. It merely decriminalises consensual homosexual act. It does not talk about marriage," Mehta contended.

According to Saurabh Kirpal, a senior advocate representing one of the petitioners, while the Supreme Court didn't specifically permit same-sex marriage, the inevitable implication in Constitutional matters provides for it, this being how Constitutional jurisprudence operates.

In India, the central government has opposed same-sex marriage, claiming it is not just the union of two individuals, but an institution between a biological male and a biological female.

Moreover, it said that judicial interference would create "complete havoc with the delicate balance of personal laws".

A day after India scripted history by administering one billion COVID-19 doses in the country, Prime Minister Narendra Modi on Friday said that it was a “beginning of a new chapter of a new India.”

In a televised address, Prime Minister Modi said that economic growth was getting a boost from rising vaccinations across the country and urged citizens to purchase locally manufactured products over the upcoming festive season.

“There was a time when we would hear ‘Made in this nation’, ‘Made in that country’, but now all Indians understand the significance of ‘Made in India’,” Modi said.

“Urge all Indians to support Indian producers by purchasing ‘Made in India’ items and to advocate for ‘Vocal for Local’.”

Modi also called for vigilance against COVID-19 and recommended wearing masks during festivals.

"That's why it was ensured that VIP culture was not allowed," he said.

He pointed towards apprehensions from several quarters that it would be very difficult to fight this epidemic in a democracy like India.

“It was also being said for India, for the people of India that how will so much restraint, how so much discipline work here? But for us, democracy means everyone`s cooperation,” he said

Modi said leaders from across the world congratulated India on crossing the milestone of 100 crore vaccinations, terming it a huge and extraordinary accomplishment.

“Today many people are comparing India’s vaccination programme with other countries of the world,” he said.

He further said that the speed with which India crossed the 100-crore mark is also being appreciated but we often forget that from where we have started this.

Meanwhile, more than 1.59 billion vaccine doses have been administered so far to the eligible beneficiaries, according to India’s health ministry.

India received 41 per cent more rainfall than normal from October 1-21 with the Himalayan state Uttarakhand alone recording more than five times its normal precipitation, data by India's weather department showed on Thursday.

Providing a numerical perspective to the unusually heavy rains ravaging several parts of the country, particularly the hill state of Uttarakhand in the north and coastal Kerala in the south, the India Meteorological Department said the country received 84.8 mm against the normal 60.2 mm this month.

Of the 694 districts in the country, 45 per cent (311 districts in 16 states and union territories) recorded rainfall in large excess and 14 per cent (96 districts in six states and UTs).

Uttarakhand, where rains have claimed the lives of more than 54 people, recorded 192.6 mm against the usual 35.3 mm from October 1-20. The monsoon has wrought huge damage in the state, triggering floods and landslides that have blocked highways and smaller, key roads. Figures for the state were available till Wednesday, October 20.

Kerala received 445.1 mm of rainfall until October 20 as against the usual 303.4 mm. More than 40 people have been killed in Kerala, where videos of a house being swallowed by a swollen stream and landslides give a sense of how brutal the lashing was.

Heavy rains have also hit Sikkim, sub-Himalayan West Bengal and Uttar Pradesh, displacing people and damaging property.

Experts attribute the extreme weather events to various causes, including warming of the seas, unabated development and delayed withdrawal of the monsoon.

Balaji Narsimhan, professor at the Civil Engineering department, IIT-Madras, said it was undoubtedly an unusual October and pointed to infrastructural challenges and unabated development.

Many of these extreme weather events have taken place earlier. But now places are more densely populated which amplifies the impact, Narasimhan, who also studied the 2015 Chennai floods, told PTI.

In December 2015, Chennai received its highest rain in 100 years in which more than 250 people were killed.

Discussing the situation in Kerala, Narsimhan said the state gets bountiful rainfall both during the Southwest monsoon and the Northeast monsoon but this year has been different.

Explaining the heavy rainfall, IMD Director General Mrutunjay Mohapatra said October saw the formation of two low pressure areas (cyclonic circulations that bring in rainfall and strong winds).

In Uttarakhand, he explained, the interaction between western disturbance and the low pressure area resulted in heavy rains this week.

The western disturbance over north India is a phenomenon typically observed in non-monsoon seasons.

The interaction of cold winds of western disturbance and the warm winds of the low pressure area bring in thunderstorms and heavy rainfall, Mohapatra said, adding that such interaction had taken place during the deadly deluge in Uttarakhand in 2013 in which hundreds of people were killed.

M Rajeevan, former Ministry of Earth Sciences secretary who has been studying the Southwest monsoon for more than three decades, said there is a delayed withdrawal of the monsoon.

Since the retreat has been late over the last few years, the IMD in 2020 had revised the withdrawal date from northwest India.

This year, the withdrawal of the Southwest monsoon from northwest India commenced on October 6, the second-most delayed withdrawal since 1975. In 2019, it had started on October 9.

The IMD said its complete withdrawal from the country is expected around October 26.

More importantly, the active conditions of Southwest monsoon which began in September

have still not ended. Usually, such an active phase does not last for a month, but this time it has, Rajeevan said.

Warming of seas around India is another factor, Rajeevan pointed out.

He said the warming of the Bay of Bengal and Arabian Sea helps in forming a cyclonic circulation. This year, it is aided by La Nina conditions the phenomenon is associated with the cooling of the Pacific waters and usually results in good rainfall activity and some remnants of cyclonic circulation from the Pacific Ocean.

Once these remnants enter the Bay of Bengal, the warm water aids in formation of cyclonic circulations.

In a paper published earlier this year, Rajeevan along with other meteorologists, said from 1970 to 2019, 7,063 extreme weather events killed 1,41,308 people in the country.

The Group of 20 rich countries are divided over phasing out coal and committing to limit global warming to 1.5 degrees Celsius as they prepare for a crucial summit in Rome next week, sources familiar with the negotiations said.

The need to curb emissions will be high on the agenda of the Rome G20 gathering on Oct. 30-31, seen as a key stepping stone immediately ahead of broader United Nations climate talks, called COP 26, to be held in Glasgow, Scotland.

So far big polluters such as China and India have dug in their heels and little progress has been made since G20 energy and environment ministers met in Naples in July, said three sources, asking not to be named due to the sensitivity of the talks.

"Countries are not moving, at the moment they are still just making sure their positions are heard loud and clear," said one of the sources.

However he added that such intransigence was normal at this stage and any concessions were unlikely to come before G20 climate sherpas meet face-to-face next Thursday and Friday, immediately before their leaders` weekend meeting.

"Where I see the problem is in the commitment to 1.5 degrees and in the phase out of coal and fossil fuels by China, India and Russia," said another source, a G20 minister.

Climate scientists say capping global warming at 1.5 degrees compared with pre-industrial levels is vital to limit environmental disasters, but a broad and clear commitment to achieve the goal is proving elusive.

The landmark UN Paris Agreement signed in 2015 aimed to limit global warming to "well below 2 degrees" and "preferably" to 1.5 degrees, and since then international gatherings have tried with difficulty to toughen up the language.

In Naples, energy and environment ministers recognised that environmental risks were lower at 1.5 degrees than at 2, but again fell short of clearly stating 1.5 must not be breached.

They also failed to reach unanimous agreement on fixing dates to end fossil fuel subsidies, halt international financing of coal projects and phase out coal power altogether, asking leaders to bridge the gaps at the upcoming Rome summit.

Big-hitters stay home

At least four G20 leaders are not expected to come to Rome, including China`s Xi Jinping, at the helm of the world`s biggest greenhouse gas emitter, and Russia`s Vladimir Putin, head of a major oil and gas producer.

One source said while such absences were "not a great political signal," they would not necessarily prevent progress.

Indian Prime Minister Narendra Modi will be coming to Rome, officials said, and New Delhi confirmed on Thursday that he will also be at the COP26 in Glasgow.

Neither Russia, China nor India have committed to achieving net zero carbon emissions by 2050, considered a vital goal in limiting global warming to 1.5 degrees.

So far China is proving most reluctant to commit to the 1.5 degree ceiling, while India is most intransigent in not pledging net zero emissions by 2050, one of the sources said.

China and India are also among a group of countries that have not yet presented new national plans, known as Nationally Determined Contributions (NDCs) ahead of COP 26, on how they will help curb climate change.

The COP26 president, Britain`s Alok Sharma, said in a speech this month the G20, which accounts for 80% of global emissions, would be "make, or break" for achieving success in Glasgow.

However, one of the sources said breakthroughs were more likely in Glasgow than in Rome.

Big emitters like China, India and Russia tend to feel pressured and hectored by the Western countries at the G20, he said, making them defensive and reluctant to concede ground.

The much larger UN forum was more "neutral" and conducive to compromise, he said.

The Rome G20 will also focus on the coronavirus pandemic and how to foster global economic recovery, Italian Prime Minister Mario Draghi, who will chair the meeting, said on Wednesday.

Big-hitters stay home At least four G20 leaders are not expected to come to Rome, including China`s Xi Jinping, at the helm of the world`s biggest greenhouse gas emitter, and Russia`s Vladimir Putin, head of a major oil and gas producer. One source said while such absences were "not a great political signal," they would not necessarily prevent progress. Indian Prime Minister Narendra Modi will be coming to Rome, officials said, and New Delhi confirmed on Thursday that he will also be at the COP26 in Glasgow. G20 split over coal, 1.5 degree climate limit ahead of Rome summit: Report

Afghanistan, India and Pakistan were among the 11 countries singled out by US intelligence agencies as being ‘countries of concern’ with regards to their ability to prepare for and respond to environmental and societal crises caused by climate change

According to National Intelligence Estimate (NIE) report, prepared by the intelligence officials and scientists, these countries will bear the brunt of global warming that could include intensifying and more frequent heat waves and droughts and water and power scarcity.

The other countries on the list are Guatemala, Haiti, Honduras, Iraq, Nicaragua, Colombia, Myanmar and North Korea.

The NIE on climate was put together by the US Office of the Director of National Intelligence, which oversee 16 intelligence agencies on Thursday

“The IC (Intelligence Community) identified 11 countries and two regions of concern from the threat from climate change,” the report said, adding, “Building resilience in these countries and region would probably be especially helpful in mitigating future risks to US interests.”

The report said the intelligence community assessed that these countries are likely to face “warming temperatures, more extreme weather, and disruption to ocean patterns that will threaten their energy, food, water, and health security”.

The report recommends a range of steps: doing more to monitor for floods or other disasters likely to create climate refugees, targeting US aid that can allow people to ride out droughts or storms in their own countries, and working with Congress to consider humanitarian visas and other protections for people displaced by extreme weather.

The US intelligence community also names other countries that are “comparatively more exposed and have fewer resources to adapt to climate change effects”. These countries are China, Russia, Saudi Arabia, and Egypt.

In a separate fact-sheet, the White House said, “Climate change will increasingly exacerbate a number of risks to US national security interests, from physical impacts that could cascade into security challenges, to how countries respond to the climate challenge. While the IC judges that all of these risks will increase and that no country will be spared from challenges directly related to climate change.”

It also urges the creation of a task force to coordinate US management of climate change and migration across government, from climate scientists to aid and security officials.

China has been an aggressor against India along the Himalayan border, a top American diplomat nominated by President Joe Biden as his next envoy to Beijing has told lawmakers, stating that the US must hold the Chinese government accountable for failing to play by the rules.

Nicholas Burns told members of the Senate Foreign Relations Committee during his confirmation hearing on Wednesday that the US will challenge China where it must, including when Beijing takes actions that run counter to America's values and interests; threaten the security of the United States or its allies and partners; or undermine the rules-based international order.

"Beijing has been an aggressor against India along their Himalayan border; against Vietnam, the Philippines, and others in the South China Sea; against Japan in the East China Sea; and has launched an intimidation campaign against Australia and Lithuania," Burns said.

China claims sovereignty over all of the South China Sea. Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counter claims.

Beijing is engaged in hotly contested territorial disputes in both the South China Sea and the East China Sea. It has built up and militarised many of the islands and reefs it controls in the region. Both areas are stated to be rich in minerals, oil and other natural resources and are also vital to global trade.

Burns said that the "Chinese genocide in Xinjiang and abuses in Tibet, its smothering of Hong Kong's autonomy and freedoms, and its bullying of Taiwan are unjust, and must stop”.

Beijing's recent actions against Taiwan are especially objectionable and the US is right to continue to adhere to its one-China policy, he said.

“We are also right to support the peaceful resolution of disputes, and to oppose unilateral actions that undermine the status quo and stability in the Indo-Pacific,” he said.

Taiwan considers itself a sovereign state - but China views the self-ruled island as a breakaway province. Beijing has not ruled out the possible use of force to achieve unification.

Burns told lawmakers that the US will compete and compete vigorously with China where it should, including on jobs and the economy, critical infrastructure and emerging technologies.

It will cooperate with China where it is in its interest, including on climate change, counternarcotics, global health and non-proliferation, he told members of the Senate Foreign Relations Committee.

China, he said, seeks to become the most powerful military, economic, and political actor in the Indo Pacific.

"We must stand with our allies and partners to uphold a free and open Indo-Pacific, including by maintaining America's commercial and military superiority in 21st century technologies.

"We also must hold the PRC (People's Republic of China) accountable for failing to play by the rules on trade and investment, including its thefts of intellectual property, use of state subsidies, dumping of goods and unfair labour practices.

"These actions harm American workers and businesses," Burns added.

The border standoff between the Indian and Chinese militaries erupted on May 5 last year following a violent clash in the Pangong lake areas and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry.

As a result of a series of military and diplomatic talks, the two sides completed the disengagement process in the Gogra area in August and in the north and south banks of the Pangong lake in February.

China has been aggressor along Himalayan border, says US diplomat

In June 2017, India became the permanent member of the Shanghai Cooperation Organization (SCO). The inclusion of India, along with Pakistan, in the regional grouping has inflated hopes of the regional cooperation between India and China.

The Indian establishment accepted the invitation of Chinese leadership and became the member of the regional group. With the advent of complex interdependence, to leverage the benefits of economic development of advanced nations in the multi-polar world, India adopted the strategy of collaboration with all major states to possess stable relationship with all nations in the region, including China, However, during mid-2017, it was also the critical phase when India was involved in military confrontation with the PLA at Doklam trijunction region.

Indian and Chinese engagement at the SCO was critical, considering the fallout of military clashes between the two sides in eastern region of Ladakh, for shaping up developmental policies for the growth of whole region. Since India has become a full member-state of the SCO, both sides were involved in serious business activities in order to make noteworthy progress in bilateral relationship in diverse fields such as SCO University, health cooperation and counter-terrorism measures.

India’s ‘Political’ Masterstroke

The significance of the SCO emerges from the notion that this international grouping comprises of India’s strategic partner – Russia, its immediate neighbors – China and Pakistan and, most importantly, the Central Asian Republics (CARs) like Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan. Through the institution like SCO, New Delhi’s strategy was to include and enhance geo-political and strategic connections, trade and economic cooperation and people-to-people exchanges with China and other Asian republics.

The SCO became the medium for India to connect with China outside the geo-political arena of the South-Asian region. It will help India to come closer to China and eventually advance its prospects in the region. Through this medium, India and China, together, can play a constructive role in coordinating their efforts for promoting their political and economic interests through managing the Central Asian Republics. Indian membership of the SCO will definitely reform the power dynamics in the Central Asian region, specifically, and all of the Indo-Pacific region, broadly, with effects on India’s relationship with nations like United States, Japan and Australia.

The SCO is the global institution of which India and China are the members, apart from the United Nations, thus, providing diplomatic opportunity to freely express their concerns with regard to the regional security parameters. Moreover, it is a platform for bilateral dialogue between India and China for resolution of all disputes.

Nonetheless, India’s strategic vision was to leverage form its geographical position and its historical socio-cultural and trade contacts with the Central Asian Republics.

The significance of these advantages has been worth noting in India’s dealing with assertive China in the region. The full-fledged participation in this organization also assumes significance amidst the Chinese insistence on the Belt and Road Initiative (BRI) project in the Eurasian region.

Therefore, by accepting the Chinese offer to become the member-state of this organization, India has accurately held the position that it is not against any multilateral connectivity project, unless it violates territorial integrity and sovereignty.

The pro-active approach of the Indian political leadership also, markedly, deflates the notion that India is against any regional connectivity project, as in case of the BRI project; and in contrary, communicated through this diplomatic step that India is willing to engage with all the major stakeholders in the region for economic progress and overall development of the region.

Recent SCO Meeting

The 21st meeting of the SCO Council of Heads of State, held on September 17, 2021, in Dushanbe, Tajikistan. Prime Minister Narendra Modi addressed the meeting, though virtual mode, and highlighted the prospects of radicalization and extremism in the broader SCO region, with reference to rapid fall of Afghanistan into the hands of militant organization.

Through the Prime Minister’s address, India signaled its approach with regard to the developments in Afghanistan to China, specifically, and the international community at large, and called for mutual efforts to stabilize the volatile situation in the region of which China has also become a significant stakeholder due to its close contacts with Taliban.

The economic understanding between India and China is of paramount importance for both nations, thus, both sides chose not to escalate the border tensions into a full-fledged confrontation between both Asian powers. Indian and Chinese leadership also demonstratesd their willingness to resolve immediate matters of concerns amicably and adopted conciliatory tone and tenor in the recently held meeting between the Council of Head of the States in September 2021.

There is a sense of understanding between both nations to discuss the evolving situation in the Central and South Asian region within a framework of respecting each other’s concerns related to security and strategic interests. In a major diplomatic victory for India, the SCO also called for cooperation amongst the international community in its fight against all forms of terrorism and to not support any manifestations of extremism and radicalization. It also encouraged economic integration and called for deep cooperation in health sector and other fields to enhance the member states’ capabilities in its fight against the pandemic.

Both India and China acknowledged the fact that, in 21st century, collaboration is the only ‘way forward’ in their efforts to strengthen their relationship. Indian perspective with regard to the relationship with China has been clearly stated by the Minister of External Affairs, Dr Jaishankar, in his address during his meeting with the Chinese delegation, said, ‘India-China ties are indispensable and that India does not want clash of civilizations.’

A Future Perspective

It is imperative for both nations to work together, and resolve differences through dialogue and negotiations, to maintain peace along the border areas and carefully prevent the recurrence of the events that has disrupted the serious progress made by both sides in the past two decades to develop smooth and cooperative bilateral relationship.

Hence, the global forum like – Shanghai Cooperation Organization – plays the notable role in establishing close contacts between India and China and provides opportunity to jointly respond to the international challenges within the broad framework of mutual respect and coordination amongst each other to maintain peace and stability in the Asian region.

Recent SCO Meeting The 21st meeting of the SCO Council of Heads of State, held on September 17, 2021, in Dushanbe, Tajikistan. Indian perspective with regard to the relationship with China has been clearly stated by the Minister of External Affairs, Dr Jaishankar, in his address during his meeting with the Chinese delegation, said, ‘India-China ties are indispensable and that India does not want clash of civilizations.’ A Future Perspective It is imperative for both nations to work together, and resolve differences through dialogue and negotiations, to maintain peace along the border areas and carefully prevent the recurrence of the events that has disrupted the serious progress made by both sides in the past two decades to develop smooth and cooperative bilateral relationship. Hence, the global forum like – Shanghai Cooperation Organization – plays the notable role in establishing close contacts between India and China and provides opportunity to jointly respond to the international challenges within the broad framework of mutual respect and coordination amongst each other to maintain peace and stability in the Asian region. India adds 14,623 fresh Covid cases, 197 deaths in a day

The Indian government has slammed an article in The Economist magazine that highlighted a digital divide in the country. The government said that that article was “inaccurate and biased", it "betrays a severe lack of journalistic diligence" and “contradicts even the past reports” published in the same publication.

The government comments came on an October 16 article titled ‘India’s high-tech governance risks leaving behind its poorest citizens’. The article claimed that though initiatives like Aadhaar provided boost to digital payments and reach of benefits of government schemes it left millions without benefit due to India's size and reasons like poverty and challenges in providing electrical supply and internet coverage.

An excerpt from the article read, "“Given India’s immense scale and complexity, and with its deep pool of highly skilled workers, its governments have increasingly turned to high-tech solutions for all sorts of problems. Generally these have eased burdens on both rulers and the governed, despite some expected glitches. Administrative infrastructure such as Aadhaar has propelled such conveniences as digital payments, internet shopping and online schooling. Yet precisely because of India’s size and poverty, tens of millions still are left out—because they are poor, illiterate, disabled, lack electricity, do not possess a smartphone or cannot connect to a mobile or Wi-Fi network.”

The government countered the assertion by pointing at the boost in number of Indians who got Aadhaar card till June, 2021

“As per UIDAI data in the last one year, the UIDAI has issued around 36 crore new Aadhaar cards to the adult population. In this period the highest number of Aadhaar cards was issued in January 2021 when 53.4 lakh (5.34 million) new Aadhaar card holders were added to the list of Indian population having a digital identity,” the government said in a rejoinder. It was issued in response to The Economist article. It was reportedly issued by Union Information & Broadcasting Ministry.

Government quoted excerpts from a past article published in the magazine to say that the latest assertions contradict what was said in the publication earlier. The title of the past write-up is ‘Time for proof’.

"Creating a digital ID system is hard and expensive. Yet India, a gigantic and largely poor country, has managed it. Its "Aadhaar" biometric system has created digital identities for 1.3bn people….it has streamlined government services and massively reduced fraud. If rural Indians can prove who they are online, it is scandalous that many Brits and Americans cannot," the excerpt from The Economist said as quoted in the rejoinder.

WHO director general has lauded India's Covid vaccination efforts: Health Minister

An Indian Coast Guard (ICG) team in southern Tamil Nadu state seized 600 kilograms of sea cucumber from a small boat that was involved in smuggling.

The market value of seized sea cucumbers is said to be around Rs 30 million ($400,000 approximately).

Based on a tip-off, the ICG team tracked the suspect vessel at Mandapam, Ramanathapuram district, and cordoned off the road to block their escape.

Subsequently, the boat was found to be anchored off Uchhipalli coast in Ramanathapuram on Tuesday afternoon.

The Coast Guard teams then rummaged the vessel and recovered 31 gunny bags of sea cucumber weighing 600 kgs. The boat, along with seized sea cucumbers, were then brought to Mandapam and handed over to the forest department officials.

Sea cucumbers are an important constituent of the marine ecosystem as they play a key role in maintaining the health of the ecosystem.

By excreting the inorganic nitrogen and phosphorus, sea cucumbers enhance the productivity of benthic animals —those living on the ocean floor.

One of the by-products of the sea cucumber's digestion of sand is calcium carbonate, a key component of coral reef. To survive, coral reefs must accumulate calcium carbonate, and thus sea cucumbers play a vital role in their preservation.

Sea cucumbers also maintain the transparency of seawater by eating sewage. Feeding and excretion by sea cucumbers also increase alkalinity, which counteracts ocean acidification.

Illegal harvesting and overexploitation of these animals leads to poorer sediment health, reduced nutrient recycling and impacting biodiversity.

In India, sea cucumber is treated as an endangered species and is listed under Schedule 1 of the Wildlife Protection Act of 1972.

The number of COVID-19 vaccination doses delivered in India is set to surpass one billion.

India has already provided more vaccination doses than any other country in the globe, with the exception of China.

The billion-doses club would consist of only these two countries, as no other country has a population of anything close to 500 million.

For a country that had supply constraints and vaccine reluctance in the early stages, reaching the 1 billion mark is a significant accomplishment in and of itself.

India faces logistical challenges in the delivery and storage of vaccinations, as well as in establishing a cold-chain network to distant locations where healthcare facilities are inadequate.

Add to that the fact that India was stricken by the pandemic's deadliest second wave as soon as the vaccines were made available to the general population, crippling the same health care system that was to be utilised for vaccine delivery.

Bloomberg's vaccination tracker, meanwhile, shows that just 20% of the country's 1.4 billion people are completely vaccinated.

Furthermore, the tracker indicated that 51% of individuals are only partially vaccinated.

Just 17 per cent to 25 per cent of the population in states such as Uttar Pradesh, Bihar, Jharkhand, Maharashtra, West Bengal and Tamil Nadu are completely vaccinated, while more than 70 per cent have yet to receive their first shot.

For the past 25 days, there have been fewer than 30,000 daily COVID infections in the country. For the past 114 days, there have been fewer than 50,000 daily new cases reported.

In India, 13,058 new coronavirus infections were reported on October 19, the fewest in 231 days, bringing the total number of COVID-19 cases to 3,40,94,373.

The death toll rose to 4,52,454 with 164 new deaths, but the number of active cases fell to 1,83,118, the lowest in 227 days.

The active cases account for 0.54 percent of overall infections, the lowest since March 2020, while the national COVID-19 recovery rate was 98.14 per cent, the greatest since March 2020, according to the health ministry.

Vaccine Maitri Programme

While India was vaccinating its citizens, it was not blind to the catastrophe unfolding in other nations. Earlier this year, India sent over 66 million doses of Covid vaccines to more than 70 nations as part of the Vaccine Maitri programme. Bangladesh, Myanmar, Nepal, Bhutan, Maldives, Mauritius, Sri Lanka, Brazil, Morocco, South Africa, Afghanistan, Mexico, the Democratic Republic of the Congo, Nigeria, and the United Kingdom were among the countries that benefited from the Vaccine Maitri project.

India is the world's largest vaccine manufacturer and one of the largest contributors to the World Health Organization's COVAX programme, under which more affluent countries such as the United States where Covid vaccines are manufactured contribute to other countries to ensure equitable distribution of the vaccines.

India on course to deliver one billion Covid vaccinations: Why is it a big deal?

India's Indian Council for Cultural Relations(ICCR) will be doing a conference on Roma people in Croatia in April of 2022. The conference will be about the linkage of Roma people with India.

Romas are an ethnic group, an Indian origin minority found in large parts of the world, including Europe and the Americas. They are traditionally nomadic people who are descendants of people who came from Northern India in the 5th century BC.

Director General ICCR Dinesh K. Patnaik said, "We are doing a conference on Romas...they have strong links with India - genetics, culture, language. They are in a large part of the world. We are doing the first-ever conference on Romas in Croatia in the month of April and bringing together everybody".

In Europe, there are around 30 million Romas. Romas are known by different names in different countries, such as 'Zigeuner’ in Germany, 'Tsyiganes’ or 'Manus' in France, 'Tatara’ in Sweden, ‘Gitano’ in Spain, and ‘Tshingan’ in Turkey and Greece.

Interestingly, April 8 is observed as International Romani Day dedicated to celebrate Romani culture and raise awareness of the issues faced by them.

Romas are also referred as Romani people. They have faced persecution and discrimination in large parts of Europe including sterilisation. The Roma community has given the world distinguished painters like Pablo Picasso, famous comedian Sir Charlie Chaplin, singer-performer Elvis Presley, twice Oscar-winner Sir Michael Cain among others.

In the past, the Indian government has taken interest in highlighting links with Romas. In 2016, MEA had organized a conference regarding the Roma community. A total of 14 International speakers and 14 Indian scholars participated in the conference whose aim was to re-establish cultural and linguistic links with the Roma community.

Former Indian PM Atal Bihari Vajpayee during a 2001 event meet on Roma had said, "The belief that the Romani people once upon a time belonged to northern India and continued to show various similarities in their customs and manners with the cultural heritage of India and its people offers scope for a very interesting study in human development and migration of people from one part of the world to another."

Romas have been keen to get Indian diaspora status and even PIO cards. It is still under evaluation by the Indian government. Other than the Roma conference, ICCR also plans to open a cultural centre in Saudi Arabia and plans to give special certificates to Indian restaurants with the largest footfall of locals.

Former Indian PM Atal Bihari Vajpayee during a 2001 event meet on Roma had said, "The belief that the Romani people once upon a time belonged to northern India and continued to show various similarities in their customs and manners with the cultural heritage of India and its people offers scope for a very interesting study in human development and migration of people from one part of the world to another." Romas have been keen to get Indian diaspora status and even PIO cards. It is still under evaluation by the Indian government. Other than the Roma conference, ICCR also plans to open a cultural centre in Saudi Arabia and plans to give special certificates to Indian restaurants with the largest footfall of locals.

Moscow format of consultations on Afghanistan involves 10 countries, including India, Pakistan, China and will focus on humanitarian crisis emerging in the country and formation of an inclusive government. A joint statement will be adopted after the meeting that is to start around 12 noon local time.

When it comes to the ongoing developments in Afghanistan. Both India and Russia have not recognized the govt announced by Taliban as worries mount over humanitarian crisis emerging in the country with the onset of the winters.

Since the fall of Afghan govt led by Ashraf Ghani and Taliban takeover of the country in August, both the countries have had number of conversations on the issues. Russian President Putin spoke to Prime Minister Modi in August following which Secretary of the Russian Security Council General Patrushev visited India and had discussions with Indian National Security Advisor Ajit Doval.

Asked if Taliban will wipe out terrorism from Afghan territory, envoy Varma said, "In the last several months, unfortunately we have seen that Afghanistan is a story of broken promises. Whether the Taliban will stand by their commitments and back words with deeds - we will wait and see."

International concern has been mounting over Afghan territory being used by terror groups. United Nations Security Council Resolution 2593 passed under India's presidency of the security council in August specially mentioned that the country's territory should not be used to shelter and train terrorists among other things.

He also highlighted while Troika plus talks and Doha process "pursued certain objectives" when it comes to Afghanistan "reality turned out to be quite different from what was originally envisaged", tangentially referring to their failure.

Meanwhile, in first official confirmation by the Indian side, the envoy said, "India will be hosting a high-level meeting of NSAs of regional countries in Afghanistan in November".

India has sent invite to Russia, China, Pakistan, Iran, Uzbekistan and other countries in the region for the talks which is seen as a significant outreach by New Delhi on the issue.
