Merely a couple of days after mobile internet services were restored in the northeast Indian state of Manipur, the government has once again decided to suspend the services. In a circular released on Tuesday (Sep 26) evening, the Manipur government said in light&nbsp;of the ongoing law and order situation, mobile internet services will remain suspended for five days till October 1.&nbsp;&nbsp;

"The state government decides to suspend/curb the mobile internet data services, internet/data services through VPN in the territorial jurisdiction of the State of Manipur for 5 days with immediate effect till 7:45 PM of 01-10-2023," read the notification.&nbsp;

The government said the main purpose of suspending the services was to ensure that disinformation and false rumours cannot spread across the state.&nbsp;&nbsp;

"In view of the prevalling law and order situation in the State of Manipur, the State Government views very seriously with utmost sensitivity the reported spread of disinformation, false rumours and other types of violent activities through various social media platforms such as WhatsApp, Facebook, Instagram, Twitter."

The decision comes after the state has been embroiled in fresh protests that flared up after two students were brutally murdered by suspected armed men.&nbsp;

Notably, it was only over the weekend that internet services were restored in the state after being snapped for nearly five months.&nbsp;

Chief Minister N Biren Singh had made the announcement&nbsp;but the deterioration in the law and order situation&nbsp;situation has forced his government to track back on the situation.&nbsp;&nbsp;

Reacting to the visit of US Ambassador to Pakistan Donald Blome&nbsp;to Pakistan-occupied Kashmir (PoK), the American envoy to India said Kashmir issue remains a matter which should be&nbsp;"resolved between India and Pakistan, not by any third party including the US".&nbsp;

Reflecting on the visit, which was kept secret by both the embassy and the local government,&nbsp;Eric Garcetti on Tuesday (Sep 26) drew parallels saying he had visited Kashmir as part of G20 preparations as well.&nbsp;

"It's not my place to react to the US Ambassador in Pakistan but he's been before and we obviously had part of our delegation in Jammu and Kashmir during the G20 as well," said Garcetti .&nbsp;

He also held an acquaintance of&nbsp;Deputy Speaker of the Gilgit-Baltistan Assembly, Sadia Danish, and Member of Assembly, Rani Sanam Faryad.

Garcetti says India, Pakistan need to resolve issue after US diplomat's secret visit to PoK

A lookout notice was issued by Indian authorities against absconding former finance minister of Punjab and BJP leader Manpreet Singh Badal in a corruption case on Tuesday (Sept 26).

The notice was issued a day after the Punjab Vigilance Bureau found irregularities in the purchase of a property in Bathinda, following which a case was registered against Badal and five others on Monday.

Officials believe that Badal may flee the country to evade arrest, and have therefore put all airports on alert.

Meanwhile, a local court is scheduled to hear an anticipatory bail hearing of Badal on Tuesday.

Apart from Badal, former Bathinda Development Authority (BDA) chief administrator Bikramjit Shergill was also named in the case. The other four booked in the case were identified as Rajiv Kumar, Amandeep Singh, Vikas Arora and Pankaj.

<h2>On the hunt for Badal</h2>

The development follows an investigation launched by the vigilance bureau based on former MLA Sarup Chand Singla's complaint in 2021 alleging irregularities in the purchase of property at a prime location in Bathinda.

Singla, who was earlier with the Shiromani Akali Dal, had claimed that Badal, as a minister in the previous Congress government, used his position to convert two commercial plots into a residential plot for himself.

Badal had joined the BJP after quitting the Congress in January this year.

The case was registered under relevant sections of the Indian Penal Code, including sections 420 (cheating) and 468 (forgery), and also under the Prevention of Corruption Act

On Monday, Punjab Chief Minister Bhagwant Mann launched a tirade against Badal, saying those who used to boast about honesty are now running from pillar to post to save their skin.

"There is a huge difference between speaking the truth and standing by it," the chief minister said.

“These leaders earlier used to say that they would wait for whatever action is taken against them, but are now seeking legal protection against arrest,” he added.

India: Lookout notice against Punjab's absconding ex-finance minister in corruption case

A joint meeting has been called between Indian intelligence and central agencies including the <a href="https://www.wionews.com/india-news/nia-seizes-sfj-chief-gurpatwant-singh-pannus-amritsar-and-chandigarh-properties-638875">National Investigation Agency (NIA)</a>, Intelligence Bureau (IB), Research and Analysis Wing (R&amp;AW) and Anti-Terrorism Squad (ATS), according to media reports&nbsp;on Monday (September 25).&nbsp;

The report about the meeting which may take place in New Delhi next month, comes nearly a week after Canadian Prime Minister Justin Trudeau claimed that his government was probing <a href="https://www.wionews.com/world/india-canada-row-us-accepts-sharing-intel-among-five-eyes-partners-regarding-trudeaus-allegations-638939">“credible allegations”</a> that New Delhi may have had a prominent role in the killing of Khalistani terrorist <a href="https://www.wionews.com/world/canada-granted-citizenship-to-nijjar-despite-red-corner-notice-issued-against-him-report-638382">Hardeep Singh Nijjar</a> - a Canadian citizen.&nbsp;

According to media reports, the meeting is scheduled to take place on October 5 and 6, in the national capital where the Indian agencies will reportedly gear up against Khalistani terrorists.&nbsp;

Reports also suggest that NIA, IB and state ATS teams will join hands for the operation after coming up with a plan to deal with the Khalistani extremists.&nbsp;

It has also been reported that the meeting will be attended by the chiefs of the NIA, IB and RAW as well as ATS chiefs from across the country.&nbsp;

The move to tackle the extremist activists will be focused in the Indian states of Punjab, Rajasthan and Haryana, as well as Jammu and Kashmir, western Uttar Pradesh and Delhi NCR, as per media reports.&nbsp;

<h2>What is the India-Canada row all about?</h2>

The Canadian PM, in a statement to the House of Commons&nbsp;nearly a week ago, said, “Canadian security agencies have been actively pursuing credible allegations of a potential link between agents of the Government of India and the killing of a Canadian citizen, Hardeep Singh Nijjar.”

However, since then Trudeau has changed his tune and is now looking to pacify New Delhi after receiving <a href="https://www.wionews.com/world/white-house-denies-allegations-it-rejected-canadas-claims-regarding-separatist-leaders-killing-638037">no support from allies</a>. The Canadian PM said Ottawa wants New Delhi to address the issue properly.

“Canada is not trying to provoke India by suggesting its agents were linked to the murder of a Sikh separatist leader but Ottawa wants New Delhi to address the issue properly,” he said on Tuesday (Sept 19).

India has long been urging Canada to stop Khalistanis from using Canadian soil as a breeding ground for their anti-India activities. After Canada levelled grave allegations against India, New Delhi refuted and termed them as “absurd and motivated.”&nbsp;

Since then in a series of <a href="https://www.wionews.com/world/canada-expels-top-indian-diplomat-over-killing-of-khalistani-terrorist-hardeep-singh-nijjar-637332">tit-for-tat moves</a>, both India and Canada have expelled each other’s diplomats. After Canada’s updated travel advisory to India, New Delhi also halted visa services for Canadians.

Interestingly, the G20 Summit in New Delhi was the place where Trudeau was extended a cold shoulder treatment by the Indian Prime Minister Narendra Modi’s government. Owing to the Canadian PM’s affinity towards the separatist movement brewing in Ottawa.&nbsp;

Sleuths of India’s NIA, RAW, ATS and IB to hold joint meeting amid row with Canada: Report

India’s apex court chastised the government of the Indian state of Uttar Pradesh&nbsp;on Monday (September 25) a month after disturbing video from the city of Muzaffarnagar went viral where a primary school teacher can be seen telling students to slap a classmate of the Muslim faith.&nbsp;

<h2>What happened?</h2>

The purported video of the incident showed students lining up to slap their Muslim classmate for not learning the multiplication tables as the teacher – identified as Tripta Tyagi – instigates them. Tyagi, who is also the owner of Neha Public School, can also be heard making some problematic, communal comments.

The video sparked outrage on the internet as well as from various quarters, including political parties and child rights organisations and the teacher had been booked under IPC sections 323 and 504 based on a complaint from the boy’s family.&nbsp;

<h2>‘Very serious issue’</h2>

The Supreme Court deemed the incident a “prima facie failure” to comply with the Right To Education (RTE) Act.

It slammed the Uttar Pradesh&nbsp;government, saying that if the allegations are true, it must “shock the conscience of the state government.”

The court also raised questions about the delay in the registration of the FIR and the omission of allegations made by the victim’s father, which included communal targeting.

The SC bench comprising Justices Abhay S Oka and Pankaj Mithal raised a “serious objection” to the manner in which the FIR was registered.&nbsp;

The FIR was filed on September 6, nearly two weeks after the incident and did not include the alleged “objectionable comments against a particular religion” that the teacher made, as per the boy’s father. The judge also questioned the absence of the transcript of the video in the FIR.

The justices said there was a “direct violation” of the child’s fundamental right to get compulsory and quality education under the RTE Act which also prohibits physical and mental harassment of students and discrimination on the basis of religion and caste.&nbsp;

“This is a very serious issue. Teacher telling Teacher telling students to hit a classmate because they belong to a particular community! Is this quality education? State must take responsibility of the education of the child. If the allegations are true, this should shock the conscience of the state,” Justice Oka told Solicitor General KM Nataraj, representing the UP government.&nbsp;

“There cannot be quality education if a student is penalised only on the grounds of his or her religion. Thus, there is a prima facie failure by the state government to comply with the mandates of the RTE Act and the rules framed thereunder,” the court added.&nbsp;

India: Supreme Court slams UP govt, police over slapping of Muslim boy by classmates

India will defer an import licence requirement for laptops and tablets, two government officials said, a policy U-turn after industry and the U.S. government complained about the move, which could hit Apple, Samsung and others.

The plan will be delayed by a year, after which the government will consider whether to implement a licensing regime or not, one of the officials told Reuters, requesting anonymity.

The licensing regime, announced abruptly on Aug. 3, aimed to "ensure trusted hardware and systems" enter India, reduce dependence on imports, boost local manufacturing and in part address the country's trade imbalance with China.

But following industry objections, the initial plan was quickly delayed by about three months.

Last month U.S. trade chief Katherine Tai raised concerns with India over the move, which would also affect companies such as Dell and HP.

India's electronics ministry is now proposing a simpler import registration process that is due to start in November, said the officials, who have direct knowledge of the discussions.

A representative for India's IT ministry did not immediately respond to a request for comment.

The new 'imports management system' will need companies to obtain 'registration certificates' for imports of laptops, tablets and personal computers, instead of licences proposed earlier by the Aug.3 order, one of the officials said.

The ministry conveyed the proposal to industry officials in a meeting on Friday, they added.

India's electronics imports, including laptops, tablets and personal computers, stood at $19.7 billion in the April to June period, up 6.25% year-on-year.

India to delay import licensing of laptops after US, industry push back: Report

The United States, for the first time since diplomatic tensions escalated between India and Canada over Khalistani terrorist Hardeep Singh Nijjar's killing, confirmed officially that there was "shared intelligence among Five Eyes partners" which informed Canadian Prime Minister Justin Trudeau about the Indian government's possible involvement in the murder.

During an interview with CTV News, a Canadian news network, United States Ambassador to Canada David Cohen said that "there was shared intelligence among Five Eyes partners that helped lead Canada to making the statements that the PM (Trudeau) made".

However, he did not clarify if the intelligence which informed about the investigation of the Canadian government was both human and surveillance-based, or if it had signals intelligence of Indian diplomats.

"This was a matter of shared intelligence information. There was a lot of communication between Canada and the US about this, and I think that's as far as I'm comfortable going," he said.

The ambassador further confirmed that a lot of communication took place between the United States and Canada regarding the issue.

"Look, I will say this was a matter of shared intelligence information. There was a lot of communication between Canada and the United States about this, and I think that's as far as I'm comfortable going,” he added.

Further speaking about how the diplomatic escalation between India and China is being interpreted by the US, Cohen said that the US "takes very seriously these allegations."

"And, you know, if they prove to be true, it is a potentially very serious breach of the rules-based international order in which we like to function," he stated.

Stirring the controversy cauldron yet again, Canadian Prime Minister Justin Trudeau on Friday claimed that his government had shared evidence regarding the killing of separatist leader Hardeep Singh Nijjar with India weeks ago.&nbsp;

Trudeau made the remark while addressing the reporters as Ukrainian President Volodymyr Zelensky visited him for an impromptu meeting.&nbsp;

"In regards to India, Canada has shared the credible allegations that I talked about on Monday (September 18) with India. We did that many weeks ago," said Trudeau.

"We are there to work constructively with India, and we hope that they engage with us so that we can get to the bottom of this very serious matter," he added.&nbsp;

Trudeau's statement comes a day after Canadian media claimed that Ottawa had&nbsp;amassed both human and signals intelligence in a months-long investigation into the Sikh separatist leader's murder.&nbsp;

In a supposed veiled attack on China, the foreign minister of QUAD nations, on Friday (September 22), expressed concerns about the militarisation of disputed features, and the dangerous use of coast guard and maritime militia vessels in the <a href="https://www.wionews.com/world/exclusive-pm-modis-attendance-underscores-aseans-indo-pacific-importance-says-indonesian-ambassador-628738">Indo-Pacific</a> while reaffirming that respect for sovereignty and territorial integrity underpin the development of the region.&nbsp;

The remarks were made in a joint statement after a meeting of foreign ministers of the <a href="https://www.wionews.com/world/india-to-host-quad-summit-in-2024-594495">Quad grouping</a> – Australia, India, Japan and the United States – on the sidelines of the United Nations General Assembly.&nbsp;

The meeting included the foreign ministers of the four-nation bloc: Australian Foreign Minister Penny Wong, India’s External Affairs Minister S Jaishankar, Japanese Foreign Minister Kamikawa Yoko, and US Secretary of State Antony Blinken.&nbsp;

“We reaffirm our conviction that international law, respect for sovereignty and territorial integrity, and the maintenance of peace and security in the maritime domain underpin the development and prosperity of the Indo-Pacific,” said the Quad nation’s foreign ministers, in the joint statement.&nbsp;

They also emphasised the importance of adherence to international law and the UN charter to address challenges to the global maritime rules-based order which includes “respect to maritime claims, and in the <a href="https://www.wionews.com/world/can-south-china-sea-dispute-escalate-into-a-full-scale-war-414263">South and East China Seas.</a>”&nbsp;

In an apparent reference to China, the statement said, “We continue to express serious concern about the militarisation of disputed features, the dangerous use of coast guard and maritime militia vessels, and efforts to disrupt other countries’ offshore exploitation activities.”&nbsp;

It added, “We strongly support the principles of freedom, the rule of law, sovereignty and territorial integrity, and peaceful settlement of disputes; and oppose unilateral attempts to change the status quo.”&nbsp;

While the Quad did not have a formal military aspect till now it is widely seen as a grouping formed to counter China’s rising influence in the Indo-Pacific.

Beijing’s <a href="https://www.wionews.com/world/india-vietnam-malaysia-philippines-and-taiwan-reject-chinas-new-controversial-map-release-statements-631063">continued claims</a> over the entire South China Sea drew criticism from Vietnam, Malaysia, the Philippines, and Brunei.&nbsp;

<h2>‘Deep concern’ over Ukraine war</h2>

The Quad ministers in their statement also expressed “deep concern” over the “raging” war in Ukraine and “mourn its terrible and tragic humanitarian consequences.” They also underscored the “need for a comprehensive, just, and lasting peace in Ukraine” in line with international law.&nbsp;

The Quad nation’s foreign ministers also said they are “deeply concerned about the global food security situation” and support the UN’s attempts to renew the <a href="https://www.wionews.com/world/explained-russia-formally-backs-out-of-black-sea-grain-deal-what-happens-now-616637">Black Sea grain deal </a>after Russia backed out of it, in July.&nbsp;

Respect for sovereignty, territorial integrity underpin development of Indo-Pacific: Quad foreign ministers

The Indian foreign ministry, on Thursday (September 21), asked Canada to cut down on its diplomatic presence in the country.

This statement by External Affairs Ministry Spokesperson Arindam Bagchi came in the midst of strained diplomatic ties between the two countries after Ottawa accused New Delhi of killing a Khalistani separatist on Canadian soil.

Bagchi, during a presser, said that the size of Canadian diplomatic staff in India is larger than that of New Delhi in Canada, further adding that there should be a parity in strength and rank equivalency in the joint presence.

"We have informed the Canadian government that there should be parity in strength and rank equivalence in our mutual diplomatic presence. Their numbers here are very much higher than ours in Canada. The details of this are being worked out," he said at a media briefing.

"I assume that there will be a reduction from the Canadian side," he added.

<h2>We'll certainly provide security to all foreign diplomats, says Bagchi</h2>

Amid reports of threats to Canadian diplomats in India, Bagchi said that New Delhi will be certainly providing all security to foreign diplomats in India, and hoped that Canadian authorities would show similar sensitivity to Indian diplomats.&nbsp;

"We take our obligations of Vienna convention very seriously. We will be certainly providing all security to foreign diplomats in India. We also expect Canadian authorities to show similar sensitivity to our diplomats in Canada," he said.

The Canadian High Commission on Thursday claimed that some of its diplomats have been receiving threats on social media in the wake of the diplomatic row between New Delhi and Ottawa, and added that it is “temporarily adjusting staff presence in India”.

"Our High Commission and all consulates in India are open and operational and continue to serve clients. In light of the current environment where tensions have heightened, we are taking action to ensure the safety of our diplomats. With some diplomats having received threats on various social media platforms, Global Affairs Canada is assessing its staff complement in India,” the High Commission of Canada in India said.

The Canadian mission had urged the Indian government to provide security to its diplomats.

The Indian government has launched a coordinated campaign to disprove the unsubstantiated claims made by Canadian Prime Justin Trudeau over the alleged involvement of ‘Indian government agents’ in the killing of Khalistani terrorist Hardeep Singh Nijjar.

The Hindustan Times newspaper, quoting sources, reported that New Delhi officials have been setting up meetings with the foreign ministers and diplomats of its allies, pressuring Canada to provide evidence.

On Wednesday, top Indian officials met with counterparts of its allies in the new parliament building, and briefed them about the situation.

Apart from that, New Delhi has told Ottawa that it will cooperate with its investigation, provided they first present solid evidence that points to the Indian government’s involvement.

The Indian government has also initiated an outreach policy with the allies in the West, including the US and Australia, to convince them that the Indian intelligence agencies were not responsible for the killing and that the charges are baseless and motivated by local political considerations.

The diplomatic stand-off between India and Canada plunged to a new low&nbsp;on Thursday (Sept 21) after Indian visa services were suspended for Canadians.

Canada worked 'very closely' with the United States on intelligence that Indian agents had been potentially involved in the murder of a Sikh man in British Columbia earlier this year, a senior Canadian government source said on Tuesday.

Prime Minister Justin Trudeau announced on Monday that domestic intelligence agencies were actively pursuing credible allegations tying New Delhi's agents to the shooting of Hardeep Singh Nijjar, 45, in British Columbia in June.

Canada worked closely with US on India's possible link with the 'killing' of Nijjar: Report

Canada has expelled India’s intelligence chief in Ottawa in connection with the killing of Khalistani terrorist Hardeep Singh Nijjar.

Making the announcement in parliament, Foreign Minister Melanie Joly&nbsp;said the Trudeau government had taken immediate action, without providing any name of the Indian diplomat.

"The head of Indian intelligence in Canada has been expelled as a consequence. If proven true, this would be a great violation of our sovereignty and of the most basic rule of how countries deal with each other,” Joly said.

“As a consequence, we have expelled a top Indian diplomat.”

She said that the expelled Indian diplomat is the head of the Research and Analysis Wing (RAW), India's foreign intelligence agency, in Canada.

<h2>Raised matter with Joe Biden</h2>

Joly further said that Canadian Prime Minister Justin Trudeau also raised the matter with US President Joe Biden.

She also said that the matter will be raised with her peers in the G7 on Monday evening in New York City ahead of the United Nations General Assembly.

Opposition Conservative leader Pierre Poilievre said if the allegations are true, they represent “an outrageous affront to our sovereignty”.

The latest move is expected to escalate the diplomatic stand-off with India, which is already peeved with Trudeau’s government over inaction against anti-India&nbsp;activities by Khalistani elements on its soil.

Public Safety Minister Dominic LeBlanc said that Canada’s national security advisor and the head of Canada’s spy service have travelled to India to meet their counterparts and to confront the Indian intelligence agencies with the allegations.

LeBlanc said that a homicide investigation would be initiated by the Royal Canadian Mounted Police.

<h2>Who is Hardeep Singh Nijjar?</h2>

Nijjar is the chief of Khalistan Tiger Force (KTF)—a banned terrorist outfit—which is involved in several terror activities in India.

On June 18, he was shot dead outside a gurdwara by two unidentified assailants.

Nijjar had moved to Canada in the late 1990s and was declared a designated terrorist by India in 2020.

According to security agencies, Nijjar was actively involved in recruiting and training people for the banned terrorist outfit, KTF. He was also a part of the separatist outfit Sikhs for Justice (SFJ), which&nbsp;held a Khalistan referendum&nbsp;on September 10.

The Indian government had offered a reward for information leading to Nijjar’s arrest or apprehension last year.

Canada has expelled India’s intelligence chief in Ottawa in connection with the killing of Khalistani terrorist Hardeep Singh Nijjar. Making the announcement in parliament, Foreign Minister Melanie Joly said the Trudeau government had taken immediate action, without providing any name of the Indian diplomat. "The head of Indian intelligence in Canada has been expelled as a consequence. If proven true, this would be a great violation of our sovereignty and of the most basic rule of how countries deal with each other,” Joly said. “As a consequence, we have expelled a top Indian diplomat.” She said that the expelled Indian diplomat is the head of the Research and Analysis Wing (RAW), India's foreign intelligence agency, in Canada. My statement on allegations surrounding the killing of Hardeep Singh Nijjar. pic.twitter.com/auIyj194A8 — Mélanie Joly (@melaniejoly) September 19, 2023 × Raised matter with Joe Biden Joly further said that Canadian Prime Minister Justin Trudeau also raised the matter with US President Joe Biden. She also said that the matter will be raised with her peers in the G7 on Monday evening in New York City ahead of the United Nations General Assembly. Opposition Conservative leader Pierre Poilievre said if the allegations are true, they represent “an outrageous affront to our sovereignty”. The latest move is expected to escalate the diplomatic stand-off with India, which is already peeved with Trudeau’s government over inaction against anti-India activities by Khalistani elements on its soil. Who is Hardeep Singh Nijjar? Nijjar is the chief of Khalistan Tiger Force (KTF)—a banned terrorist outfit—which is involved in several terror activities in India. On June 18, he was shot dead outside a gurdwara by two unidentified assailants. Nijjar had moved to Canada in the late 1990s and was declared a designated terrorist by India in 2020. Also read | Trudeau says Canada has evidence linking India to Khalistan leader's killing According to security agencies, Nijjar was actively involved in recruiting and training people for the banned terrorist outfit, KTF. He was also a part of the separatist outfit Sikhs for Justice (SFJ), which held a Khalistan referendum on September 10. The Indian government had offered a reward for information leading to Nijjar’s arrest or apprehension last year. Financial frauds accounted for over 75 per cent of cyber crimes in the country from January 2020 till June 2023, with nearly 50 per cent cases related to UPI and internet banking, according to a new study by an IIT Kanpur-incubated start-up.

Social media-related crimes such as cheating by impersonation, cyber-bullying, sexting and email phishing accounted for 12 per cent of the online offences during the period, the study showed.

The findings have been mentioned by the Future Crime Research Foundation (FCRF), a non-profit start-up incubated at the Indian Institute of Technology (IIT)-Kanpur, in its latest comprehensive whitepaper 'A Deep Dive into Cybercrime Trends Impacting India'.

For online financial frauds, which accounted for the maximum 77.41 per cent offences during the period, the FCRF noted that "this category is a dominant concern, covering fraudulent activities related to online financial transactions".

"Subcategories include debit/credit card fraud, business email compromise, internet banking-related fraud, and the alarmingly prevalent UPI (Unified Payments Interface) fraud (47.25 per cent)", it said.

These figures underscore the need for robust cyber security measures to safeguard financial transactions conducted online, the FCRF said.

Social media-related crimes accounted for 12.02 per cent online offences, according to the whitepaper.

"This category encompasses a wide range of crimes associated with online platforms and social media. Subcategories within this domain include cheating by impersonation, cyber-bullying, sexting, email phishing, and more. While cyber-bullying and impersonation accounted for significant percentages, email phishing and provocative speech for unlawful acts had a comparatively lower impact," it noted.

The FCRF stated that "other notable categories" contributed to nine per cent of the online crimes which delve into several other cybercrime categories with smaller but notable percentages, including online cyber-trafficking, online gambling, ransomware, cryptocurrency crime, and cyber terrorism.

Highlighting the diverse methods cybercriminals use to target digital infrastructure, the whitepaper also flagged that 1.57 per cent online crimes pertained to hacking or damage to computer systems such as unauthorised access, data breach, email hacking and website defacement or hacking.

Canadian Prime Minister Justin Trudeau may have escalated diplomatic standoff with India once again after he claimed his government was&nbsp;probing "credible allegations" that New Delhi may have had a prominent role in the killing of a secessionist leader.&nbsp;

During an emergency session of the parliament, Trudeau said his&nbsp;government is "actively pursuing" evidence of a link between India and the killing of Hardeep Singh Nijjar, a Canadian citizen and a known Khalistani leader.

"Canadian security agencies have been actively pursuing credible allegations of a potential link between agents of the Government of India and the killing of a Canadian citizen, Hardeep Singh Nijjar," said Trudeau in a statement to the&nbsp;House of Commons.

"The involvement of any foreign government in the murder of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty," Trudeau said.

The Canadian PM added that his government had already taken up the matter with India.&nbsp;

"Canada has declared its deep concerns to the top intelligence and security officials of the Indian government. Last week at the G20 I brought them personally and directly to Prime Minister Modi in no uncertain terms," Trudeau said.&nbsp;

Meanwhile, Foreign Minister Melanie Joly informed reporters that Ottawa had expelled the Indian head of intelligence in Canada but gave no further details.

PM Narendra Modi calls on Indian parliament to pass women’s reservation bill

Fresh off the heels of a successful G20 Summit, India is working with the African side to hold the mega India-Africa Summit. &nbsp;Expected to be held in the Ethiopian capital, Addis Ababa, in December this year, the summit aims to further firm up ties between the two sides and build on the gains made at the G20 Summit, with the inclusion of the African Union as a permanent member of the mega economic grouping.

At the G20 Summit's opening session in New Delhi on September 9th, Comoros President Azali Assoumani was invited by Indian Prime Minister Narendra Modi to occupy a seat at the high table. Under India's G20 presidency, the largest number of African countries to date were in attendance, including invited countries such as Nigeria, Egypt, Mauritius, Comoros (as the AU chair), and member countries like South Africa. The December summit will be the 4th such India-Africa Summit.&nbsp;The third one took place in Delhi in 2015 with earlier summits taking place in 2011 and 2008.

New Delhi has been increasing its engagement with the continent. India's support to Africa is exemplified by the extension of concessional loans exceeding USD 12.37 billion. This financial assistance has enabled the successful completion of 197 projects, with an additional number of 65 projects currently underway. Eighty-one projects are in the pre-execution stage. These projects encompass diverse sectors, including drinking water schemes, irrigation, rural solar electrification, power plants, transmission lines, cement production, sugar mills, textile factories, technology parks, and railway infrastructure.

In the face of the global COVID-19 pandemic, India's commitment to global health became evident as it supplied 'Made in India' COVID-19 vaccines to 42 African countries from January 2021 to March 2023. This monumental effort not only saved lives but also strengthened India's position as a dependable ally in times of crisis.

Furthermore, India's dedication to education in Africa is evident through the granting of 42,000 scholarships since the 2015 India–Africa Forum Summit (IAFS)-III. In fact, the first foreign campuses of National Forensic Sciences University (NFSU) in Uganda and of IIT Mumbai were established in Tanzania this year.

On the economic front, bilateral trade between India and Africa surged to US$ 98 billion in 2022-23, marking significant growth from the previous year's US$ 89.6 billion. In recent times, high-level visits between India and Africa have been instrumental in strengthening diplomatic ties. Indian External Affairs Minister Jaishankar's visits to South Africa, Namibia, Tanzania, and Uganda reflect India's commitment to engage in meaningful dialogues and expand cooperation with African nations.&nbsp;

Prime Minister Modi's Kampala principles, outlined in 2018, serve as a guiding framework for India's engagement with the continent. New Delhi has consistently emphasised its role as an important development partner, working in alignment with the needs and priorities of African countries. It also backs Africa for a reformed United Nations Security Council.

“All of us are saying goodbye to this historic building. Before independence, this House was the place for the Imperial Legislative Council. After independence, this gained the identity of Parliament House. It is true that the decision to construct this building was taken by foreign rulers but we can never forget and can proudly say that the toil, the hard work and the money that went into the construction was that of my countrymen,” PM Modi stated.

<h2>G20's success is the success of 1.4 billion citizens: PM</h2>

Speaking about the success of the G20 Summit and Chandrayaan-3, the prime minister said, “Today, you have unanimously appreciated the success of G20. I express my gratitude to you. G20's success is that of 140 crore citizens of the country. It is India's success, not that of an individual or a party. It is a matter for all of us to celebrate."

“Today, the achievements of all Indians are being discussed everywhere. This is the result of our united efforts during the 75 years of the history of our Parliament. The success of Chandrayaan-3 has not only made India but the world proud. This has highlighted a new form of India's strength which is connected to technology, science, the potential of our scientists and the strength of the 140 crore people in the country. Today, I again want to congratulate our scientists,” he added.

<h2>PM recalls terror attack on Parliament</h2>

"There was a terror attack (on the Parliament). This was not an attack on a building. In a way, it was an attack on the mother of democracy, on our living soul. The country can never forget that incident. I also bow before those who took bullets to their chest to protect the Parliament and all its members, while fighting the terrorists," reminisced the prime minister.

Speaking about historic decisions taken, PM Modi said, “This House removed Article 370 [on special status of Jammu and Kashmir], took decision on Goods and Services Tax and One Rank One Pension, implemented reservation for Economically Weaker Section.”

In his speech, the prime minister also took a sharp jibe at Congress. “This is a House where the four-member party was in the government and the largest party was in the Opposition bench. This House also witnessed 'cash for votes' scam during the tenure of Prime Minister Manmohan Singh,” said PM Modi.

The prime minister further acknowledged various leaders like Jawaharlal Nehru, Indira Gandhi and Manmohan Singh for their work in the Parliament.

“This Parliament will remember Indira Gandhi's decision on Pakistan's partition and formation of Bangladesh. Nehru's ‘At the stroke of Midnight Hour’ poem will always echo inside the premises of the old Parliament building," PM Modi said.

“By just one vote, Atal Vajpayee's government fell in this building," he said while remembering his famous speech 'Sarkarein ayengi jayengi' (governments will come and go).

Speaking about the tough path he trod to reach this place and the love he received in the Parliament, he said, “When I first entered this building (Parliament) as an MP, I bowed down and honoured the temple of democracy. It was an emotional moment for me. I could have never imagined that a child belonging to a poor family, living on the railway platform would ever be able to enter the Parliament. I never imagined that I would get so much love from people."

'Blood, sweat, tears and legacy': PM Modi reflects on Indian Parliament's rich history

The morning of 18 September 2023 saw Indian Prime Minister Narendra Modi speak for the last time in the old Lok Sabha, as the country's MPs geared up to enter the new Parliament of India.

In his historic speech, the prime minister spoke about the old parliament building's legacy and the battles it has withheld to uphold the country's democracy. The building, which was known as Imperial Legislative Council before independence, later gained the identity of Parliament House.

Modi reminded the nation&nbsp;how “the decision to construct the building was taken by foreign rulers” even though “we can never forget and can proudly say that the toil, the hard work and the money that went into the construction was that of my countrymen”.

<h2>Herbert Baker – the man who envisioned the parliament</h2>

On 12 December 1911, Emperor of India King George V was coronated in New Delhi, after the monarch said, “We have decided upon the transfer of the seat of the Government of India from Calcutta to the ancient Capital of Delhi.”

Two architects - Edwin Lutyens and Herbert Baker – were then given a major task of designing the Parliament House, Rashtrapati Bhawan (President's residence), North and South Blocks (administrative buildings), Rajpath (literally the royal path), India Gate, the National Archives building and the houses of princes around India Gate.

For six years – from 1921 to 1927 – the construction of the parliament building, then called the Council House, took place. In the British era, the building housed the Imperial Legislative Council, the British India's legislature.

Explaining how the need of the parliament building arose in British India, Historian and author of Connaught Place and the Making of New Delhi Swapna Liddle told WION, “It was planned after the Government of India Act of 1919 created a bicameral legislature which required to be housed in an appropriate building.

In that sense, unlike Rashtrapati Bhavan or the Secretariat Buildings, from the very beginning it's primary occupants were Indians.”

<h2>How was the old parliament building constructed?</h2>

In the year 1919, a blueprint for the Council House was finalised by Lutyens and Baker, as they decided on giving it a circular shape which, it is said, the architects felt was reminiscent of the Roman historical monument, the Colosseum.

However, many believe that that circular shape was inspired by the Chausath Yogini temple which is located at Mitawli village in the Morena district of the central Indian state of Madhya Pradesh.

Commenting on the same, Liddle said, “That is a popular idea, but we don't know whether Herbert Baker had actually visited, heard of, or seen pictures of that temple.”

For Baker, the ultimate goal of building the parliament house was to project the power and influence of British imperialism and hence, he believed that it can be achieved by mixing Eastern and Western styles.

Lutyens believed in the superiority of European classicism which Baker also agreed upon, but he said that Indian traditions had to be the basis of construction.

Thomas R Metcalf, in his book An Imperial Vision: Indian Architecture and Britain’s Raj, wrote, “In a letter to Baker, still in South Africa, he [Lutyens] described, facetiously, how one would erect buildings in the two chief Indian styles. If a ‘Hindu’ structure were required, he wrote, ‘set square stones and build childwise, but, before you erect, carve every stone differently and independently, with lace patterns and terrifying shape…’ If the choice were ‘Moghul,’ he continued, build ‘a vasty mass of rough concrete, elephant-wise, on a very simple rectangular-cum-octagon plan, dome in anyhow, cutting off square… Then on top of the mass put three turnips in concrete and overlay with stone or marble as before.”

Finally, the architect added a few Indian elements like chhatris (a domed roof atop a pavilion-like structure) and jaalis (a latticed carving which depicted objects like flowers).

<h2>What materials were used for the construction of the old parliament building?</h2>

According to the data shared on the official Central Vista website, the authorities had employed around 2,500 stonecutters and masons to shape the marble and stones which were needed for the building's construction.

The historic circular building included 144 cream sandstone pillars, each of which measured 27 feet. At that time, the construction's total cost was Rs 83 lakhs (approx $99,000).

It was the hard work and sweat of Indian workers that finally brought the Parliament building into existence.

Viceroy Lord Irwin was invited by Sir Bhupendra Nath Mitra, a member of the Governor-General’s Executive Council, on 18 January 1927 for the inauguration of the building.

The next day, the British government's third session of the Central Legislative Assembly was held in the building.

As the British regime ended and India gained independence, the building was taken over by the Constituent Assembly and in 1950 it became the Indian Parliament's location as the Constitution came into force.

Now that the country has got new parliament building, the old one will not be demolished and the government plans to convert it into a ‘Museum of Democracy’ after the new Parliament House starts operation.

Santiniketan was established in 1901 by the famous poet Tagore. It has functioned as a residential school and centre for art which has its roots embedded in ancient Indian traditions and carries a vision of the unity of humans across religious and cultural boundaries.

In 1921, a ‘world university’ was set up at Santiniketan which called for unity of humanity or “Visva Bharati”. From a long time, India has been trying to get a UNESCO tag for this cultural site.

Meanwhile, Chief Minister of Indian State of West Bengal Mamata Banerjee wrote on X, "Glad and proud that our Santiniketan, the town of Gurudev Rabindranath Tagore, is now finally included in UNESCO's World Heritage List. The pre-historic site of Tell al-Sultan, which is located near the Palestinian city of Jericho in the occupied West Bank, was also included in the World Heritage List by the United Nations' cultural organisation on Sunday (September 17).

Tell al-Sultan, which is estimated to be older than the pyramids of Egypt, is an oval-shaped tell, or mound in Jordan Valley which is known to have prehistoric deposits of human activity.

The decision to include Tell al-Sultan was taken by UNESCO in its 45th World Heritage Committee meeting held in Riyadh.

"The property proposed for nomination is the prehistoric archaeological site of Tell al-Sultan, located outside the antique site of Jericho," said UNESCO's assistant director general, Ernesto Ottone, at the session.

"The property proposed for nomination is the prehistoric archaeological site of Tell al-Sultan, located outside the antique site of Jericho," said UNESCO's assistant director general, Ernesto Ottone, at the session. WATCH | Venice avoids UNESCO world heritage downgrade The site was inscribed after a three-year candidacy "during which no state party raised any objections", stated a diplomat, while speaking to AFP. "There are no Jewish or Christian remains found at the (Tell al-Sultan) site. It's a place of pre-historic remains," the diplomat added. Palestinian President Mahmud Abbas stated that the decision to inscribe Tell al-Sultan was "a matter of great importance and evidence of the authenticity and history of the Palestinian people". Meanwhile, the forests of Mount Pelée and the Pitons on the French island of Martinique and the Forest Massif of Odzala-Kokoua in Congo were also included in the World Heritage List. Internet was abuzz on India's G20 Summit amid global media spotlight, data shows

Aditya L1, India’s maiden space-based mission to study the Sun, successfully completed its fourth Earth-bound manoeuvre in the early hours of Friday (September 15), said the Indian Space Research Organisation (ISRO). The manoeuvre was said to be a crucial step as the Indian space agency seeks&nbsp;to place the spacecraft in a halo orbit around the Lagrange Point 1 (L1) of the Sun-Earth system.

<h2>Aditya-L1 completes&nbsp;fourth Earth-bound manoeuvre</h2>

“The fourth Earth-bound maneuvre (EBN#4) is performed successfully,” said ISRO, in a post on X, formerly Twitter. It added, “ISRO’s ground stations at Mauritius, Bengaluru, SDSC-SHAR and Port Blair tracked the satellite during this operation, while a transportable terminal currently stationed in the Fiji islands for Aditya-L1 &nbsp;will support post-burn operations.”

After the latest manoeuvre, the new orbit attained is 256 km x 121973 km, according to the Indian space agency. “The next maneuvre Trans-Lagragean Point 1 Insertion (TL1I) – a send-off from the Earth – is scheduled for September 19, 2023, around 02:00 Hrs. IST,” said ISRO.&nbsp;

<h2>About Aditya-L1 mission</h2>

India’s maiden sun mission was launched on September 2&nbsp;from the Second Launch Pad of the Satish Dhawan Space Centre (SDSC) in Sriharikota. The spacecraft has undergone three Earth-bound manoeuvres, with the first, second and third taking place on September 3, 5 and 10 respectively.&nbsp;

The manoeuvres are being performed during the spacecraft’s 16-day journey around the Earth where the spacecraft will gain the necessary velocity for its further journey to L1. The L1 point was discovered by mathematician Joseph Louis Lagrange.&nbsp;

It is considered to be the most significant of the Lagrangian points for observation of the Sun.

Aditya-L1 is equipped with seven scientific payloads developed indigenously by the ISRO and various national research laboratories, including the Indian Institute of Astrophysics (IIA) and the Inter-University Centre for Astronomy and Astrophysics (IUCAA), in the Indian cities of Bengaluru and Pune, respectively.

These payloads are designed to study the photosphere, chromosphere, and the outermost layers of the Sun, known as the corona, using electromagnetic, particle, and magnetic field detectors.

Positioned at the advantageous L1 point, four of these payloads will directly observe the Sun, while the remaining three will conduct in-situ studies of particles and fields at Lagrange point L1.&nbsp;

Notably, the launch of Aditya-L1 came barely 10 days after ISRO successfully soft-landed the Chandrayaan-3 craft near the lunar south pole, thereby making India the first nation to do so.

Indian Prime Minister Narendra Modi secures highest approval rating among global leaders

Ukrainian politician and adviser to President Volodymyr Zelenskyy, Mykhailo Podolyak, in a recent interview, made some bizarre remarks about the 'intellectual abilities' of India and China, sparking widespread criticism.&nbsp;

Podolyak, in an article published by Sputnik, was quoted as saying that India and China put on display their "weak intellectual potential" and also "fail to analyse the consequences of their actions".

"What's wrong with India, China, and so forth? The problem is that they are not analyzing the consequences of their steps, these countries have weak intellectual potential, unfortunately," Sputnik quoted Podolyak.

Further, in a purported comment directed at India's scientific acumen, Podolyak acknowledged that India has indeed invested to elevate its status in the world of science. But that, according to him, has not given the first country to land on the lunar south pole, the so-called sense of comprehension about 'what the modern world is'.&nbsp;

“Yes, they invest in science. Yes, India has launched a lunar rover presently and is now trekking on the surface of the Moon, but that does not indicate that this country fully comprehends what the modern world is about,” he further stated.

Zelensky's adviser courts controversy, says China and India have ‘weak intellectual potential’

India has been ranked 52nd out of 121 countries in Digital Quality of Life Index survey. The survey has been carried out by cybersecurity firm Surfshark. The annual survey by the Netherlands-based firm has ranked 121 countries on five&nbsp;factors: internet quality, internet affordability, e-infrastructure, e-government and e-security.

“In many nations, ‘digital quality of life’ has merged into the broader concept of overall ‘quality of life’. There’s no other way to look at it now that so many daily activities, including work, education, and leisure, are done online. That’s why it’s crucial to pinpoint the areas in which a nation’s digital quality of life thrives and where attention is needed, which is the precise purpose of the DQL Index”, says Surfshark spokesperson Gabriele Racaityte-Karasauske.

India was ranked 59th last year. This means that it has jumped seven places this time. Surfshark has said that this jump is due to improvement in internet quality in the country. In terms of internet quality, India ranks 16th among 121 countries.

In terms of factors like internet affordability, e-governance and e-security, India was placed on 28th, 25th and 66th positions respectively.

The survey has placed Singapore and Saudi Arabia in top positions when average internet speed is considered. It stands at 300 Mbps and 310 Mbps respectively.

India may not have the fastest internet but the internet is highly stable. The report notes that mobile internet speeds in the country have improved by a staggering 297 per cent. This has been attributed to widespread 5G rollout. When it comes to fixed broadband speeds, a modest increase of 16 per cent has been seen.

The index also says that India is the country with better internet affordability. Indians reportedly have to work 1 hour 48 minutes every month in order to afford a fixed broadband line and 44 minutes 22 seconds to afford an access to mobile internet.

India jumps seven places in Digital Quality of Life Index survey, holds 52nd place

India inaugurated nearly 90 infrastructure projects on Tuesday (September 12)&nbsp;along the Line of Actual Control (LAC) with China, which includes&nbsp;the Nyoma Advanced Landing Ground in Eastern Ladakh and the Nechiphu Tunnel in Arunachal Pradesh. The Nyoma Advanced Landing Ground is set to become the highest airfield in the world.

Along with these two projects, two airfields were inaugurated by India's Defence Minister Rajnath Singh in West Bengal, as well as two helipads, 22 roads and 63 bridges near the border areas, along the LAC.

In an event held on Tuesday in Jammu, Singh inaugurated the infrastructure projects of the Border Roads Organisation (BRO) and laid the foundation. The projects were spread across 11 states and Union Territories and are worth over Rs 2,900 crore ($350 million).

Among these projects, 36 are in Arunachal Pradesh, 26 in Ladakh, 11 in Jammu &amp; Kashmir, five in Mizoram, three in Himachal Pradesh, two each in Sikkim, Uttarakhand and West Bengal and one each in Nagaland, Rajasthan and Andaman and Nicobar Islands.

So as to improvise border infrastructure and ensure the military's seamless connectivity in forward areas, roads are being constructed by the BRO on India’s border.

The Nyoma Airfield's foundation stone in Eastern Ladakh was also virtually laid by the defence minister.

This airfield, which will cost approximately Rs 200 crore ($24 million), will boost Ladakh's air infrastructure and augment the capability of IAF along the northern border.

<h2>Developmental activities need to be the focus: India's Def min</h2>

Speaking at the event, Rajnath&nbsp;Singh said that developmental activities should be on focus and environmental protection should be given equal emphasis.

“Till now, we have worked with the mantra of ‘minimum investment, maximum value’. Now, we need to move forward with the mantra of ‘minimum environment degradation, maximum national security, maximum welfare’,” he said.

The minister congratulated the BRO on its success and encouraged the organisation to get involved with local communities and collect input for border area projects.

"Your job is not only to connect one place with another. It is also to connect the hearts of the people with your actions. The constructions should represent the spirit of 'for the people, of the people and by the people'," he stated.

“Civil-military fusion is the need of the hour, as the responsibility of the nation’s security lies not only with the soldiers but also with the civilians. The BRO is developing infrastructure for the country’s security by coordinating with the civil and military sectors,”&nbsp;Singh stated.

India inaugurates nearly 90 infrastructure projects along LAC

Canadian Prime Minister Justin Trudeau along with his delegation, who were scheduled to depart from India on Sunday (Sep 10) after attending the G20 summit, are still stranded in New Delhi after almost 24 hours as his plane experienced technical issues.

As per schedule, Trudeau and the journalists as well as the government staff who had accompanied him, were scheduled to leave India on Sunday night after the end of the summit.

It still remains unclear when and how Trudeau and his delegation will be able to depart from India. "These issues are not fixable overnight, our delegation will be staying in India until alternate arrangements are made," said Trudeau's office, in a statement.

During the summit, Canada was criticised by Indian Prime Minister Narendra Modi for allegedly permitting the operation of Sikh secessionist groups in the country.

PM Modi conveyed "strong concerns about continuing anti-India activities of extremist elements in Canada," said India's foreign ministry, in a statement after the two leaders held a sideline conversation.

"The nexus of such forces with organised crime, drug syndicates and human trafficking should be a concern for Canada as well. It is essential for the two countries to co-operate in dealing with such threats,” the ministry stated.

<h2>Modi, Trudeau discuss 'respect for rule of law'</h2>

The relations between the two nations have remained tense, and no formal bilateral meeting was held between PM Modi and Trudeau at the summit. However, during their brief conversation, the leaders discussed foreign interference and "respect for the rule of law," said Trudeau.

A referendum was organised by separatist groups, who have been demanding a homeland for Sikhs, asking the people whether regions of India in which their community is in majority should be independent.

PM Trudeau stated that the issues of Punjab separatists in Canada and their concerns regarding Indian interference in their country's affairs have come up in the conversations he had with PM Modi through the years.

"Obviously Canada will always defend freedom of expression, freedom of conscience, peaceful protest. That's something that's extremely important to us. At the same time as we are always there to prevent violence, to push back against hatred," said the Canadian prime minister, in a press conference in the Indian capital.

"It's important to remember that the actions of the few do not represent the entire community or Canada,” he added.
