The bill was also passed despite Democrats’ insistence it has no future in the Senate while Biden had already promised to veto it.

The measure passed 226 to 196, largely along party lines, also diverts funding from the US tax collection agency Internal Revenue Service (IRS).&nbsp;

The vote also marks a shift from typical strong bipartisan congressional support for providing aid to Israel as 12 Democrats joined the 214 Republicans to vote in favour of the bill. Two Republicans and 194 Democrats voted against the measure.&nbsp;

<h2>Why will the bill be rejected?</h2>

The aid package for Israel is the first major legislative action under new Republican House Speaker Mike Johnson, who was selected after weeks of chaos in the lower chamber of the US Congress.&nbsp;

The bill also came as US lawmakers rushed to respond to the attack on Israel by the Palestinian militant group Hamas on October 7, which according to Israeli authorities has claimed the lives of 1,400 people.&nbsp;

However, while Israel typically has strong bipartisan support in the US Congress, the bill combined aid for Israel with a cut to the IRS as well as left out Ukraine. Therefore, Biden had previously promised to veto it and Chuck Schumer, majority leader of the Democratic-controlled Senate said he would not bring it up for a vote.&nbsp;

In order for a bill to become a law, it has to pass both the House and Senate and be signed by the US president.&nbsp;

The House bill has sought to provide billions only for the Israeli military, which includes $4 billion for procurement of Israel’s Iron Dome and David’s Sling defence systems to counter short-range rockets fired at Israel by Hamas from Gaza.&nbsp;

Israel also receives $3.8 billion per year in US military assistance as a part of a decade-long plan that began in 2016. The House bill would also add nearly $30 billion to the US budget deficit, currently estimated at $1.7 trillion, said the nonpartisan Congressional Budget Office on Wednesday.&nbsp;

<h2>Biden’s $106 billion request from Congress</h2>

The US president has sought Congress’ approval of a broader $106 billion emergency spending package which would include funding for US border security and Israel, Taiwan and Ukraine, as well as humanitarian aid.&nbsp;

Biden has asked for $61 billion in military aid for Ukraine and $14 billion for Israel. The Senate majority leader has previously said that the upper chamber of the US Congress would consider a bipartisan bill addressing the broader priorities.

Israel has since retaliated with a constant bombardment as well as a ground offensive in the Gaza Strip and killed nearly 8,800 Palestinians, mostly children, according to the Hamas-run health ministry, as of Wednesday.

Israel carried out two airstrikes on the densely populated Jabalia refugee camp in northern Gaza in two days. On Tuesday (Oct 31), the Hamas-run Palestinian health ministry said more than 50 people were killed after Israeli forces bombed the refugee camp.

The Hamas-run government media office said, at least 195 Palestinians were killed after Israeli strikes in the Jabalia refugee camp on Tuesday and Wednesday, reported Reuters.&nbsp;

The statement also said that around&nbsp;120 were still missing under the rubble, and at least 777 more were wounded.&nbsp;&nbsp;

Israel Defense Forces (IDF) later claimed responsibility for the attack and said that their operation succeeded in killing a key Hamas commander linked to the October 7 attack on Israel by the Palestinian militant group.

The Israeli army said they killed the commander of Hamas’ Central Jabaliya Battalion, Ibrahim Biari and several other militants after the strike caused underground terror tunnels to collapse, bringing down several nearby buildings.

Palestinians sifted through rubble in a desperate hunt for people trapped underneath after the second strike on Wednesday, reported Reuters. “It is a massacre,” said one witness of the strike.&nbsp;

Meanwhile, the Israeli army issued a statement about Wednesday’s strike and said its fighter jets had struck a Hamas command and control complex in Jabalia “based on precise intelligence” and killed the head of the Palestinian militant group’s anti-tank missile unit, Muhammad A’sar.

“Hamas deliberately builds its terror infrastructure under, around and within civilian buildings, intentionally endangering Gazan civilians,” the statement added.&nbsp;

<h2>Israeli strikes ‘could amount to war crimes’</h2>

In a statement on X, the UN human rights office said, “Given the high number of civilian casualties &amp; the scale of destruction following Israeli airstrikes on Jabalia refugee camp, we have serious concerns that these are disproportionate attacks that could amount to war crimes.”

The principle of proportionality cited by the UN plays an important role in the laws of war defined by the Geneva Conventions.&nbsp;

This includes sparing civilians and civilian structures, but the death of civilians during a conflict does not necessarily constitute a war crime, since warring parties can launch attacks deemed proportionate on military targets knowing that civilians could also be hit.

It is when the attack is deliberately carried out against civilians that a crime is said to be committed or if the scale of the damage to civilians is excessive compared to the military advantage.&nbsp;

UN Secretary-General Antonio Guterres is “appalled over the escalating violence in Gaza, including the killing of Palestinians…in Israeli air strikes in residential areas of the densely populated Jabalia refugee camp,” said his spokesman Stephane Dujarric.&nbsp;

Israeli security forces “accompanied or actively supported” the attackers, the UN agency said. This comes as the Israeli army has increased the number of raids in the West Bank after Hamas’ attack on Israel saying that they are looking for members of the Palestinian militant group.&nbsp;

There have also been multiple reports of clashes and violence in the West Bank, particularly since the beginning of the Israel-Hamas war.&nbsp;

The US, which has been a staunch supporter of Israel, urged the Israeli government to rein in the West Bank settlers calling violence in the region in tandem with the war “incredibly destabilizing”.&nbsp;

State Department spokesman Matthew Miller said settler violence in the West Bank is “incredibly destabilizing and counterproductive to Israel’s long-term security in addition to, of course, being extremely harmful to the Palestinians living in the West Bank.”

“We have sent a very clear message to them that it’s unacceptable, it needs to stop and those responsible for it need to be held accountable,” said Miller referring to US contact with Israel’s government.
