Several opposition parties in the Business Advisory Committee meeting that took place early on Monday afternoon chaired by the Lok Sabha Speaker Om Birla, objected to the government presenting paperless Union Budget and Economic Survey.

Sources said that these Lok Sabha leaders conveyed to the government via the speaker that it would be impossible to download every document from the Internet, read it and process it in time for reactions. As per the sources, privy to the details of the meeting Adhir Ranjan Chowdhury floor leader of the Lok Sabha for the Congress, Sudip Bandyopadhyay from the TMC, Vinayak Raut from Shiv Sena, and Supriya Sule of NCP were some of the leaders who spoke about the subject.

Vinayak Raut told ANI, "Our concern is very genuine and we have requested the Speaker to intervene so we will hope that at least the part one speech of the finance minister is given to us in a physical copy."

"We have raised a very important issue because it is not practically possible to download everything from the website et cetera. Speaker has stepped in so we will have to see what the government does," Sudip Bandyopadhyay told ANI.

Sources further stated that during the meeting, the Lok Sabha Speaker asked the government to see what can be done to address the concern of the opposition MPs.

It is being said that in the meeting, Parliamentary Affairs Minister Pralhad Joshi told the opposition that he would take note of their concerns, although the people`s budget and the survey was a huge boost to promote contactless documentation.

The Parliamentary Affairs Minister is also said to have told the members that he will be speaking to the Finance Minister Nirmala Sitharaman about their concerns.

Lord Agnew, a Treasury and Cabinet Office minister, abruptly resigned from Boris Johnson's government on Monday afternoon in the House of Lords, claiming that the Department for Business, Energy, and Industrial Strategy had shown "lamentable" oversight of COVID loan schemes, resulting in large amounts of fraud.&nbsp;

The Treasury "appears to have no knowledge or little interest in the consequences of fraud to our economy or society," the peer said, adding that "arrogance, indolence, and ignorance" had "frozen the government machine."&nbsp;

"Given that I am the minister for counter fraud, it would be somewhat dishonest to stay on in that role if I am incapable of doing it properly." It is for this reason that I have sadly decided to tender my resignation as a minister across the Treasury and Cabinet Office with immediate effect," he said.

Lord Agnew went on to say that his comments and resignation are "not aimed at the Prime Minister."&nbsp;

Nepal government on Sunday urged India to stop the road construction in Lipulekh area and asserted that it is committed to resolve the border issues on the basis of evidences and through diplomatic channels.&nbsp;

Calling the steps to construct the road as 'unilateral', Communications and Information Technology Minister Gyanendra Bahadur Karki, who is also the Nepal government’s spokesperson said, “Limpiyadhura, Kalapani and Lipulekh are integral part of Nepal”. &nbsp;

“The Government of Nepal has been repeatedly urging to halt construction/widening road within Nepal's territory. As per the spirit of long-standing unique bilateral relations between Nepal and India; we must address the issues based on historical treaties and evidences,” Karki said while addressing the press on decisions taken by the cabinet.&nbsp;

Indian Embassy in Kathmandu on Saturday said the position of the government of India on the India-Nepal boundary is known and has been conveyed to the Nepali government.&nbsp;

The outrage began after Indian Prime Minister Narendra Modi during an election rally in the Haldwani area of Uttarakhand on December 30, had announced that his government has extended a road to Lipulekh and further expansion work is going on. &nbsp;

Earlier, the ruling Nepali Congress issued a statement and demanded India to immediately withdraw its troops stationed in the Kalapani region and amicably resolve the border row through high-level diplomatic negotiation based on historical facts and evidence.&nbsp;

"Nepali Congress is clear that Lipulekh, Limpiyadhura and Kalapani are Nepalese territories. According to new bill in UK parliament, people can be stripped of their British citizenship without a prior warning. &nbsp;

Under a proposed rule change, it has been quietly added to the nationality and borders bill. If this bill gets passed, it may open a can of worms. &nbsp;

As per Clause 9, “Notice of decision to deprive a person of citizenship” of the bill, the government is exempted from having to give notice if it is not “reasonably practicable” to do so, or in the interests of diplomatic relations, national security or public interest. It was updated earlier this month.

According to the critics, removing citizenship, as in Shamima Begum case, who had fled the country as a schoolgirl to join Islamic State, is already a contentious power. The scrapping of the requirement for notice would make the powers of home secretary more draconian. &nbsp;

Frances Webber, vice-chair, Institute of Race Relations, said, “This amendment sends the message that certain citizens, despite being born and brought up in the UK and having no other home, remain migrants in this country. Their citizenship, and therefore all their rights, are precarious and contingent.” &nbsp;

“It builds on previous measures to strip British-born dual nationals (who are mostly from ethnic minorities) of citizenship and to do it while they are abroad, measures used mainly against British Muslims. It unapologetically flouts international human rights obligations and basic norms of fairness,” added Webber. &nbsp;

The Home Office said, “British citizenship is a privilege, not a right. Deprivation of citizenship on conducive grounds is rightly reserved for those, who pose a threat to the UK or whose conduct involves very high harm. The nationality and borders bill will amend the law so citizenship can be deprived where it is not practicable to give notice, for example, if there is no way of communicating with the person.” &nbsp;&nbsp;

A <a href="https://www.change.org/p/hr-ce-minister-tamilnadu-tamil-nadu-cm-don-t-melt-temple-gold-temple-jewels-not-government-property">Change.org petition</a> against the Tamil Nadu government’s decision to melt temple gold has gone past 40,000 signatures and is gaining further traction.&nbsp;&nbsp;&nbsp;

According to the petition, which is addressed to the Tamil Nadu Chief Minister and officials under him, the secular government does not have any role to decide, which jewels are to be melted.&nbsp;&nbsp;&nbsp;

<img alt="Brief 2" data-entity-type="file" data-entity-uuid="45a30141-48ca-4d7a-a207-ee965971de98" src="//cdn.wionews.com/sites/default/files/inline-images/Pet.jpg" />

It also claims that the government’s hasty actions are violating the orders of the Madras High Court.&nbsp;&nbsp;

The DMK-led state government had recently announced their plan to melt temple gold (received as donation from devotees) and deposit it in nationalised banks and use the funds so obtained for the maintenance of temples. The government maintains that its Hindu religious and Charitable Endowments (HR&amp;CE) department has appointed a panel headed by three former judges to oversee this process.&nbsp;&nbsp;&nbsp;

Quoting a Madras High Court suo motu judgement from June this year, the petition cites that gold audit for temples had not been done for the last 60 years and that there has been no inventory and centralised registry of the jewels.&nbsp;&nbsp;&nbsp;

It adds that the court had directed the relevant State Government Department (HR&amp;CE) to conduct an external audit by India’s Comptroller Auditor General (CAG), under the expertise of the Archaeological Survey of India (ASI), besides creating a central registry and updating the details of the jewels, on a website that can be accessed by the public.&nbsp;&nbsp;&nbsp;

The petition alleges that the government has been rushing through in their decision and actions to melt temple gold.&nbsp;&nbsp;&nbsp;

In this regard, it is pointed out in the petition that temple trustees are the sole decision-makers on issues pertaining to melting of temple gold, etc and that the HR&amp;CE department does have the right to decide.&nbsp;&nbsp;

It adds that trustees have not been appointed in several temples for many years. The illegality in allowing temples to function without trustees is also being highlighted.&nbsp;&nbsp;&nbsp;

Petitions against this move of the MK Stalin government continue to be heard by the Madras High Court. During an earlier hearing, the government had pointed out that about 500 kg of temple gold had been melted since 1977.&nbsp;&nbsp;&nbsp;

However, the petitioners opposed to this move and maintain that the government’s function was only to administer the temples and that it did not have the authority to touch the temple gold that was donated by devotees. They also raise questions over whether the antique gold ornaments also were being melted and whether there were clear records for the same.&nbsp;

Haiti's already fragile government faces a serious new crisis after one of the island nation's increasingly brazen criminal gangs kidnapped a large US and Canadian missionary group.&nbsp;

There has been little official reaction in Haiti, and local police did not immediately respond to an AFP request for comment.

But civil groups called Sunday for the immediate release of the group of 17 missionaries, family members and staff abducted a day earlier while returning from an orphanage visit.

"We call for the liberation of the persons kidnapped, whether American citizens or of other nationalities," said Gedeon Jean, director of the Center for Analysis and Research in Human Rights, based in the capital Port-au-Prince. He said the current situation was "detrimental to human dignity."

The missionary group, including children and one Canadian, was traveling in several vehicles when stopped by members of a criminal gang some 30 kilometers (20 miles) east of the capital, a Haitian security source told AFP.

&nbsp;'Pray for us !'&nbsp;

One member of the group posted a desperate call for help in a WhatsApp group even as the attack unfolded, The Washington Post reported. "Please pray for us!!" the message read. "We are being held hostage, they kidnapped our driver. Pray pray pray. We don't know where they are taking us."

The Ohio-based Christian Aid Ministries said the group of 16 US citizens and one Canadian included five men, seven women and five children.

"Join us in praying for those who are being held hostage, the kidnappers, and the families, friends, and churches of those affected," the group said in a statement. "Pray for those who are seeking God’s direction and making decisions regarding this matter."

The abduction was the work of the so-called "400 Mawozo" gang, which for months has carried out kidnappings and robberies in the area between Port-au-Prince and the Dominican Republic border, said a Haitian security source, who spoke on grounds of anonymity.

The gang has hijacked several vehicles -- even entire busloads of victims -- on roads it controls, kidnapping both Haitians and foreigners and holding them for ransoms often many times a Haitian's yearly earnings.

Such armed gangs have been steadily extending their reach, taking advantage of spreading insecurity and a political crisis aggravated by the assassination in July of President Jovenel Moise.&nbsp;

"The police have proven incapable of confronting the gangs, which have become better organized and which control more and more territory" around the capital and in provincial cities, Gedeon Jean said.

His group has tallied an alarming increase in kidnappings in Haiti: more than 600 occurred in the first three months of 2021, up sharply from 231 in the corresponding period of 2020.

The US State Department offered no details on the situation.&nbsp;

A spokesperson said only: "The welfare and safety of US citizens abroad is one of the highest priorities of the Department of State.&nbsp;

"We are aware of these reports and have nothing additional to offer at this time."

Officials are typically close-mouthed about abductions, given the extraordinary sensitivity of such situations.

The State Department had issued a "Level 4: Do Not Travel" advisory for Haiti in August due to "kidnapping, crime, civil unrest, and COVID-19."

"Kidnapping is widespread and victims regularly include US citizens," the advisory warned.

&nbsp;Turmoil&nbsp;

In April, the Mawozo group held 10 people, including two French Catholic clergy members, for 20 days before releasing them.

The gangs often demand huge ransoms. Rights groups say the vast majority of women kidnapped by criminal gangs are sexually assaulted.&nbsp;

Haiti has struggled for years with natural and man-made challenges that have fueled disorder and paralyzed economic growth.

Barely a month after Moise's assassination in the presidential residence, an August 14 earthquake killed more than 2,200 people in the southwest.

Gedeon Jean said the absence of a strong state has left a void that criminal gangs have moved to fill, extending their hold from some of the capital's poorest districts into surrounding areas.&nbsp;

Even before Saturday's kidnappings, business and professional groups in Port-au-Prince had called for an indefinite strike beginning Monday to protest the spreading climate of insecurity.

The gang has hijacked several vehicles -- even entire busloads of victims -- on roads it controls, kidnapping both Haitians and foreigners and holding them for ransoms often many times a Haitian's yearly earnings. Such armed gangs have been steadily extending their reach, taking advantage of spreading insecurity and a political crisis aggravated by the assassination in July of President Jovenel Moise. Also Read | US, Canada colluded to provoke trouble, says China after warships sail through Taiwan Strait The US State Department offered no details on the situation. A spokesperson said only: "The welfare and safety of US citizens abroad is one of the highest priorities of the Department of State. "We are aware of these reports and have nothing additional to offer at this time." Officials are typically close-mouthed about abductions, given the extraordinary sensitivity of such situations. The State Department had issued a "Level 4: Do Not Travel" advisory for Haiti in August due to "kidnapping, crime, civil unrest, and COVID-19." "Kidnapping is widespread and victims regularly include US citizens," the advisory warned. Turmoil In April, the Mawozo group held 10 people, including two French Catholic clergy members, for 20 days before releasing them. The gangs often demand huge ransoms. Rights groups say the vast majority of women kidnapped by criminal gangs are sexually assaulted. Haiti has struggled for years with natural and man-made challenges that have fueled disorder and paralyzed economic growth. Barely a month after Moise's assassination in the presidential residence, an August 14 earthquake killed more than 2,200 people in the southwest. Gedeon Jean said the absence of a strong state has left a void that criminal gangs have moved to fill, extending their hold from some of the capital's poorest districts into surrounding areas. Even before Saturday's kidnappings, business and professional groups in Port-au-Prince had called for an indefinite strike beginning Monday to protest the spreading climate of insecurity.

With an aim to ensure power plants have enough feedstock to generate electricity, the central government pressed all resources at its command on Sunday. The move comes as states from Delhi to Andhra Pradesh have sent warnings of a developing power crisis due to coal shortage. &nbsp;

The Ministry says that these incentives and disincentives combined are aimed at encouraging vehicle owners to discard their old and polluting vehicles, which have higher maintenance and fuel consumption costs.

The Ministry of Road Transport and Highways issued a list of incentives and disincentives pertaining to the Vehicle Scrapping Policy on Tuesday. These incentives and disincentives combined are aimed at encouraging vehicle owners to discard their old and polluting vehicles, which have higher maintenance and fuel consumption costs.

"As an incentive, there will be a waiver of the fee for the issuance of a certificate of registration for a new vehicle, purchased under the authority of the Certificate of Deposit (CoD) issued by a Registered Vehicle Scrapping Facility for a vehicle being scrapped, according to the press statement by the ministry.

The disincentives include:&nbsp;

1) An increase in the fee for conducting fitness tests and renewing fitness certificates for vehicles older than 15 years.

2)An increase in the fitness certification fee for transport vehicles more than 15 years old.&nbsp;

UK&nbsp;petrol&nbsp;stations are still running out of&nbsp;fuel, a retailers' group warned on Thursday, contradicting government&nbsp;claims&nbsp;that a spate of panic-buying is ebbing.

Queues continued to build at refuelling stations, especially in London and southern England, including at one site in Hampshire where a transport truck carrying a military helicopter was sighted.

Troops are expected to be deployeed within days to help ease the&nbsp;crisis, with Prime Minister Boris Johnson insisting this week that the situation was returning to normal.

Treasury Chief Secretary Simon Clarke told Sky News on Thursday that "more&nbsp;fuel&nbsp;is being delivered to&nbsp;petrol&nbsp;stations than is being sold, so that&nbsp;crisis&nbsp;is now absolutely back under control".

However, the&nbsp;Petrol&nbsp;Retailers Association said 27 percent of stations had run dry -- the same number as on Wednesday.

"PRA members are reporting that whilst they are continuing to take further deliveries of&nbsp;fuel, this is running out quicker than usual due to unprecedented demand," association chief Gordon Balmer said.

A shortage of tanker drivers last week sparked fears of pumps running dry, triggering panic-buying and some cases of fighting between irate drivers.

Johnson's government campaigned for an end to free movement across Europe during Brexit, promising to "take back control" of what it saw as unchecked immigration.&nbsp;

But last weekend it reversed entry rules to offer foreign truckers a three-month visa waiver, hoping to ease the driver shortage that has hit supply chains more generally.&nbsp;

"It is important to remember that&nbsp;fuel&nbsp;stocks remain normal at refineries and terminals, and deliveries have been reduced solely due to the shortage of HGV (heavy-goods vehicle) drivers," Balmer said.

A&nbsp;missile&nbsp;attack&nbsp;blamed by the government on Huthi&nbsp;rebels&nbsp;in&nbsp;Yemen&nbsp;on Saturday targeted a key&nbsp;port&nbsp;used to bring humanitarian&nbsp;aid&nbsp;into the war-ravaged country.

The Red Sea&nbsp;port&nbsp;of Mokha in southwest&nbsp;Yemen&nbsp;is the headquarters of government forces in the region.

"Three&nbsp;missiles&nbsp;and Huthi drones targeted the&nbsp;port&nbsp;of Mokha near Bab al-Mandab," a government military official told AFP, adding that no casualties were reported.

The Bab al-Mandab strait separates&nbsp;Yemen&nbsp;from Djibouti and is a key passage for international trade, trafficking and illegal migration.

Yemen, the Arabian Peninsula's poorest country, has been devastated by a seven-year conflict pitting the Iran-backed Huthis against the government which is supported by a Saudi-led military coalition.

The southwest is vital for the import and delivery of humanitarian supplies.

Mokha&nbsp;port&nbsp;reopened for business a month ago after reconstruction and renovation work, the government official said.

Southwest&nbsp;Yemen&nbsp;has been relatively free of such attacks since the signing in 2018 of the Stockholm Accord on demilitarising the strategic&nbsp;port&nbsp;of Hodeida north of Mokha.

Sporadic clashes have taken place in the region, sparking appeals for calm from the United Nations which has been unable to secure similar deals elsewhere in&nbsp;Yemen.

Some 80 percent of Yemenis are now dependent on&nbsp;aid, in what the UN calls the world's worst humanitarian crisis. The war has displaced millions of people.

The UN has issued regular warnings that&nbsp;Yemen&nbsp;could see major famine in 2021, after it raised just $1.7 billion of the $3.85 billion it says the country needs.

The conflict flared in 2014 when Huthi insurgents seized the capital Sanaa, prompting a Saudi-led military intervention to prop up the government the following year.

An "unprecedented"&nbsp;number&nbsp;of&nbsp;migrants&nbsp;were intercepted illegally crossing the US-Mexico&nbsp;border&nbsp;in July, the head of America's Homeland Security department has said.

Border&nbsp;guards recorded more than 200,000 instances of people attempting to enter the United States during the month, according to US&nbsp;Customs&nbsp;and&nbsp;Border&nbsp;Protection.

"We are encountering an&nbsp;unprecedented&nbsp;number&nbsp;of&nbsp;migrants&nbsp;in between the ports of entry at our southern&nbsp;border," Homeland Security Secretary Alejandro Mayorkas told a press conference in Texas Thursday.

"The situation at the&nbsp;border&nbsp;is one of the toughest challenges we face. It is complicated, changing and involves vulnerable people at a time of a global pandemic."

Migrant arrivals to the United States declined markedly during the initial phase of the Covid-19 pandemic but began to pick up later in 2020, before surging since President Joe Biden took office.

The British government revealed over 200 firms that broke minimum wage regulations between 2011 and 2018, with the John Lewis Partnership, a department store and supermarket company, topping the list.&nbsp;

Football clubs, cleaning companies, and famous names like John Lewis and The Body Shop are among the 191 businesses highlighted.

Since 2011, HMRC investigations have discovered a total of £2.1 million due to more than 34,000 workers – however, the amount may be higher if those who were not caught are included.&nbsp;

The identified employers have been ordered to repay their debts and have been penalised an extra £3.2 million for their actions.&nbsp;

Britain's minimum wage laws can be complex, and the government suspended naming firms between 2018 and 2020 after complaints from businesses that they were unfairly penalised for falling foul of unclear official guidance.

But Britain's business ministry said on Thursday that it wanted businesses to be "named and shamed" even where errors were inadvertent.

"All employers, including those on this list, need to pay workers properly," business minister Paul Scully said.

Most of the companies named by Britain's business ministry underpaid employees by a tiny amount, while other employers - mainly in the social care or childcare sectors - underpaid employees by more than 1,000 pounds each.&nbsp;

As a second wave of the coronavirus pandemic rips through the country, the government on Monday said it is time people start wearing masks inside their homes as well, and refrain from inviting guests.&nbsp;

Addressing a press conference, NITI Aayog member (Health) Dr V K Paul said if there is a COVID-positive person inside the house, he or she must wear the mask so as to prevent other family members from getting infected.&nbsp;

"Rather, I'll say that the time has come that we start wearing masks even otherwise inside our homes. We used to talk about wearing it outside homes, but the way, the infection has spread, it will be better if we wear mask inside our homes if we are sitting with someone," he said. &nbsp;

"But, definitely, if there is a COVID-19 positive person, that person must wear the mask and others inside the house also must wear a mask and the positive person should be kept in a different room," Paul underlined.&nbsp;

He added that people should also avoid stepping out of their home unnecessarily and not invite guests at home. &nbsp;

He also suggested if the house lacks such facilities for isolation, then people may go to isolation centres, known as corona care centres.&nbsp;

Getting admitted to a hospital is not the only option, Paul said. "Hospital beds are used for the needy people."&nbsp;

Highlighting the importance of vaccination, Paul said, "We cannot let the pace of COVID-19 vaccination decline or slacken in the face of the emerging situation. In fact, it should be escalated and with that intent the government of India brought a revised (vaccination) policy. We believe and are confident that will bring in more acceleration," he said.&nbsp;

The Centre on Sunday barred the use of liquid oxygen for any non-medical purpose and asked manufacturing units to maximise its production and make it available to the government for medical use.&nbsp;

The order by Union Home Secretary Ajay Bhalla came amid a scarcity of medical oxygen in many parts of the country, particularly in Delhi, that have been hit by a fresh wave of the coronavirus pandemic.&nbsp;

After reviewing the oxygen supply situation, the government decided that no exception will be allowed to any industry on the use of liquid oxygen, modifying its earlier order that exempted a few select industries.&nbsp;

Exercising the powers conferred under the Disaster Management Act, the union home secretary directed the state and union territory governments to ensure that "use of liquid oxygen is not allowed for any non-medical purpose and all manufacturing units may maximise their production of liquid oxygen, and make it available to the government for use for medical purposes only, with immediate effect and until further orders."&nbsp;

Further, Bhalla directed that all stocks of liquid oxygen should also be made available to the government for use for medical purposes and no exception is allowed to any industry with regard to use of liquid oxygen.&nbsp;

The home secretary referred to various measures taken so far to ensure uninterrupted supply of medical oxygen across the country.&nbsp;

He said it was considered necessary to restrict industrial usage of oxygen for ensuring availability of adequate and uninterrupted supply of medical oxygen across the country for management of COVID-19 patients and necessary order in this regard was issued on April 22 to restrict the use of industrial oxygen.&nbsp;
