<p>"CAQM sub-committee on GRAP... straightaway invoked both Stage-III and Stage-IV of revised GRAP when the AQI of Delhi breached the 350 mark... as the AQI of the day for yesterday recorded 386 and started to exhibit a sharp increasing trend, indicating a possibility to even breach the 400 mark," the panel said in the statement.</p>
<p>As reported in the Central Pollution Control Board's (CPCB) bulletin, Delhi&rsquo;s AQI today hovered around the 300-mark. It added that Delhi&rsquo;s air quality is expected to stay in &lsquo;very poor&rsquo; category in the coming days.</p>
<p>"As per the dynamic model and forecasts for meteorological conditions and air quality index made available by IMD/IITM, the overall air quality of Delhi is likely to stay in the lower end of the 'Very Poor' category in the coming days."</p>

<p>For context, the AQI categories are defined as follows: 0-50 is "good," 51-100 is "satisfactory," 101-200 is "moderate," 201-300 is "poor," 301-400 is "very poor," and 401-500 is "severe."</p>

<h2><strong>Supreme Court raps Delhi govt over lapses in enforcement of GRAP-4</strong></h2>

<p>The Supreme Court addressed the pollution crisis on Friday and announced that it would decide on November 25 whether the Graded Response Action Plan (GRAP)-4 restrictions in Delhi should be eased.&nbsp;</p>

<p>Justices Abhay S Oka and Augustine George Masih expressed dissatisfaction with the enforcement of GRAP-4 measures, particularly regarding the entry of trucks carrying non-essential goods into Delhi.</p>

<p>The apex court also criticised the lack of checks at entry points to the city. It ordered the Delhi Police to set up check posts at all 113 entry points into the city to enforce the restrictions effectively.</p>

<p>The GRAP-IV guidelines prohibit the entry of BS-III petrol and BS-IV diesel vehicles into Delhi. This measure was implemented as air pollution reached the "severe plus" category earlier in the week.</p>

<p>It added, "As far as stopping entry of trucks and entry of vehicles registered outside Delhi is concerned, we are not satisfied. The (Delhi) government has not stated clearly as to at how many entry points, there are teams present to prevent the entry of vehicles."</p>

<p>It also said that personnel manning these points must be well-informed about the orders given by the Aam Aadmi Party (AAP)-led government. "Personnel who monitor these points should be clearly told what the accepted items are mentioned in the order issued by the government of Delhi. Trucks and other vehicles covered by clause 1 and 2 carrying only items in clause 3 should be allowed entry. There is failure on the part of the Delhi government and police to implement clauses," the court added.</p>

Sectors like assembly of air coolers, repairing and servicing, assembly of bicycles, and other non-motorising vehicles, bio-fertilisers, cotton, woollen and hosiery making, surgical and medical products assembling and many others are among those given exemptions, provided they notify local pollution control boards.</p>

<p>According to the official notification: “All industrial plants having pollution index score up to 20 as listed in the Schedule to this notification, subject to the condition that such plant shall inform in writing to the State Pollution Control Boards or the Pollution Control Committees.”</p>

<h2><strong>Delhi airport issues advisory</strong></h2>

<p>Delhi Airport also issued a statement about the low visibility caused by the smog.</p>

<p>On Thursday, the airport said that even though flight operations currently continue as normal, 'Low Visibility Procedures' are underway and urged passengers to check with airlines for updates.</p>

<p>Delhi woke up to a thick layer of smog on Wednesday morning, causing a significant drop in visibility. The neighbouring regions of Noida, Ghaziabad and other parts of the National Capital Region (NCR) were also engulfed in similar smog-like conditions.</p>

<p>The air quality index (AQI) remains in the “very poor” category on November 13, according to the Central Pollution Control Board (CPCB). At 8:00 am on Wednesday, the national capital’s air quality stood at 361, as per the data of CPCB.</p>

<p>An AQI between zero and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, 401 and 450 ‘severe’ and above 450 ‘severe plus’.</p>

<p>According to Swiss group IQAir's live ratings, the AQI in Delhi was 1133 (hazardous), with PM2.5 as the main pollutant.</p>

<p>The smog was combined with shallow to moderate fog and mist that led to reduced visibility during the morning hours. Experts are expecting the hazy conditions to stay till the evening and night, further impacting visibility and increasing health risks.</p>

<p>The weather department has also predicted that these conditions are unlikely to improve soon, with the AQI predicted to remain in the “very poor” range for the next two days. Meteorological conditions are still “extremely unfavourable” for pollutant dispersion.</p>

<p>The Bharatiya Janata Party (BJP) on Wednesday urged the Delhi government to close all schools up to Class 5, citing concerns for children’s health. <p>My generation, the so-called 'Gen-Z', was raised with an eco-consciousness mindset. But now, we simply watch each festival multiplying as a countdown to climate catastrophe.</p>

<h2>Data Speaks Louder (When You Listen)</h2>

<p>Let’s not skip the numbers.</p>

<p>On the morning of November 1, a day after Diwali, Delhi's air quality index (AQI) was recorded at 359. On the night, it was recorded around 500, according to the real-time data provided by the System of Air Quality and Weather Forecasting and Research (SAFAR).&nbsp;</p>

<p>In 2023, Delhi's AQI was recorded as high as 301 on Diwali, according to the data published by the Delhi Pollution Control Committee (DPCC).</p>

<h2>Noise of Ignorance</h2>

<p>While growing up, I was taught Diwali is a "festival of lights," but being born and brought up in Delhi, it's more a "Festival of Frights" for me. Every year, I witness my neighbourhood erupting with crackers and turning homes into gas chambers.&nbsp;</p>

<h2>Government That Bans For Headlines</h2>

<p>"Nothing Hindu-Muslim in ban on firecrackers in Delhi," said the chief of Delhi's ruling party Arvind Kejriwal on October 30, six years after the Supreme Court of India imposed a ban on all conventional crackers in Delhi-NCR.&nbsp;</p>

<p>He said the so-called ban on crackers was necessary for protecting people from pollution and that there was no 'Hindu-Muslim' angle to it.</p>

<p>Kejriwal urged the people of Delhi to celebrate Diwali by lighting diya (Earthen lamps), instead of bursting firecrackers that cause pollution.</p>

<p>But, after making headlines on national and international levels, did the ruling party cross-check if the instructions were being followed?&nbsp;</p>

<p>No, they certainly didn't. There was no patrol, no checks, only the silence of those in power. It's not hard for one to feel that the ban was for the optics, just for the international media so they can defend themselves saying they "tried."</p>

<p>But let’s be honest: a ban without enforcement is just another noise.&nbsp;</p>

<p>The government’s policies lack teeth, and the reality couldn’t be more obvious. A report by the Times of India published on October 27 revealed that buying a packet of firecrackers in Delhi-NCR is as easy as buying a packet of milk.&nbsp;</p>

<h2>Generation Z: aware but defeated?</h2>

<p>My generation knows what's at stake. We see the data on pollution, and we see the "severe" AQIs, every year.&nbsp;</p>

<p>We grew up learning lessons on recycling, eating eco-friendly food. But we are powerless, in front of a culture that's reluctant to change and a government that refuses to enforce its own rules.&nbsp;</p>

<p>What's stopping us from not giving a single thought about an entire population suffering because of something we do "just for fun?" Tradition or habit? No idea! Because when it comes to inhaling toxic air, that distinction doesn’t matter.</p>

<h2>Need for real change</h2>

<p>It's easy to play the blame game. After all, tradition is a powerful thing. But we are those who claim to be the generation of change. If we don't stand up, if we don't speak up, who will?&nbsp;</p>

<p>I am not asking people to forgo Diwali traditions. But what impact will it create if we opt for alternatives that don't fill our lungs with soot? I think, huge.&nbsp;</p>

<h2>'Green' to go?</h2>

<p>Mohandas Pai, the former CFO of Infosys and the chairman of Aarin Capital Partners in an interview with Wion, suggested that opting for green crackers could be a solution to post-Diwali pollution.&nbsp;</p>

<p>But are "green crackers" feasible?</p>

<p>The Times of India report said the green firecrackers, which are produced without barium, are almost impossible to distinguish from normal ones. One can have the hardest time identifying them and can be easily misled.</p>

<h2>What now?</h2>

<p>How about simply celebrating the festival without explosions? How about celebrating Diwali the actual way it was celebrated for the first time in Ayodhya? Let's stick to the tradition. Let's speak up loud enough to be heard over the blasts of ignorance.</p>

<p>According to Central Pollution Control Board (CPCB) data, Delhi’s AQI rose to 307 by 4:00 PM on Wednesday, up from 268 (poor) at the same time the previous day. By 11:00 PM, it had further deteriorated to 317.</p>

<p>Every Diwali, the Capital is filled with the sound of firecrackers, despite strict restrictions on their production, sale, and use. Enforcement measures appear largely ineffective. Firecracker&nbsp;emit&nbsp;harmful chemicals, such as barium, sulphur, and lead, combined with already high pollution levels and smoke from crop stubble burning.</p>

<h2><strong>Are firecracker bans being followed?</strong></h2>

<p>Signs of the firecracker ban being ignored emerged as early as Wednesday evening, as explosions were heard around the city, lighting up the sky in defiance of the regulations.</p>
