An Intelligence Bureau officer Ankit Sharma was found dead in northeast Delhi's riot-hit Chand Bagh area earlier in the day. Reports suggest that he may have been killed in the stone-pelting.&nbsp;

Meanwhile, a report said that the National Security Advisor (NSA) Ajit Doval has been given the charge of bringing normalcy in the capital.

On Tuesday night, the NSA visited Jafrabad, Seelampur, and other parts of North-east Delhi where he held talks with the leaders of different communities.

Earlier in the day, Prime Minister Narendra Modi appealed Delhi citizens to maintain peace and calm.

"Peace and harmony are central to our ethos. I appeal to my sisters and brothers of Delhi to maintain peace and brotherhood at all times. It is important that there is calm and normalcy is restored at the earliest," PM Modi said on&nbsp;Twitter.

Actor Rajinikanth has said that the violence in Delhi is a failure of intelligence agencies and the home ministry, as the violence has occurred at a time when US President Donald Trump was in the National capital.

He said that the intelligence agencies should have maintained vigil and done their job, adding that violence should be dealt with an iron fist. He expressed hope that the concerned authorities would be cautious henceforth.

Speaking to reporters outside his Poes Garden residence, Rajini reiterated that he would be the first one to stand with the Muslims community if the Citizenship Amendment Act was found to be affecting them in any way.

On the violence in Delhi, Rajini said, "This is an intelligence failure and I criticize the central government for this". When asked about the hate speeches that were made during the Delhi election campaign, Rajini said that everybody can't be blamed, held responsible for the words of a few.

He stated that the media must exercise restraint and not provoke anybody in such a situation.

"Some parties are playing politics using religion and are instigating people, this is not the right path. If the Central government doesn't quell this violence it will become a serious issue in the future" he said.

When asked about the ongoing protests by the Muslim community against the CAA, Rajini replied that CAA was a law that was passed by both Houses of Parliament and had also received the President's assent.

"I believe that the CAA won’t be revoked, no matter whatever protests take place and this is my opinion. For expressing my opinions, many senior journalists and political analysts are painting me as a BJP mouthpiece and it is very disappointing, but I am only speaking the truth."

Regarding his understanding of CAA-NRC-NPR, Rajini said that the government has not implemented NRC and we shouldn't get confused over it.

"With iron hands, the violence must be quelled or they should resign and go. Its going beyond control. Peaceful protests are fine, but it shouldn’t make way for violence, then why do we have intelligence agencies?".

Shortly, after Rajini spoke to reporters, actor-turned-politician Kamal Haasan tweeted his compliments for Rajinikanth in Tamil, appreciating his stance on Delhi violence.

The tweet roughly translated to "Very good Rajini, the path you have chosen is a good one. It is not a path that one walks alone, but a royal path chosen by an entire race. Come along, congratulations".

It must be noted that Rajini and Kamal have had differing views on various contemporary issues. Rajinikanth says Delhi violence caused by intelligence failure; violence must be nipped in the bud

A Delhi court on Monday directed the Delhi Police Commissioner to submit a fresh report on the complaint about Deputy Chief Minister Manish Sisodia's tweet alleging "police personnel of setting Delhi Transport Corporation buses on fire".

Additional Chief Metropolitan Magistrate Vishal Pahuja, after hearing arguments in the matter, rejected the clean chit given to Sisodia in the matter and directed the commissioner to file a fresh report by March 17.

Complainant advocate Alakh Alok Srivastava strongly objected to the Delhi Police report, which stated that no cognizable offence is made out against him.

During the hearing, the court recorded serious objections by the complaint on the actions taken report (ATR) filed by Tilak Marg Police Station, in which they had said they have not even received the complaint.

The court had earlier called for an ATR on the complaint seeking registration of FIR against Sisodia for allegedly spreading fake news during Jamia violence.

The complaint said that despite lapse of more than one and a half months, the police have not yet registered an FIR against the accused and sought directions for the same against Sisodia under several relevant sections of the Indian Penal Code (IPC) and the Information Technology Act.

Sisodia had on December 15 shared pictures and videos purportedly from Jamia Nagar in which police officers were seen carrying barrels and pouring liquid onto the DTC buses.

He had alleged that the BJP had used the police to set buses on fire during the incident.

Delhi court rejects clean chit given to Manish Sisodia in Jamia violence tweet case

Speaking at the Tamil Nadu Assembly, Chief Minister Edappadi K Palaniswami defended the police action against the anti-CAA protestors who are gathered at the Washermanpet locality in the northern part of Chennai. The protesters are at the locality since Friday to replicate Delhi’s Shaheen Bagh protests. The chief minister said that some miscreants had instigated the untoward incidents.&nbsp;

Palaniswami stated that “the protestors did not have the required permission. When they were asked to get arrested, some people started pelting stones, slippers and bottles and that is when the police had to resort to using of force. This is an instigated protest.”

He urged the Muslim community to reject the false propaganda, designs of the miscreants and cooperate with the government to maintain social harmony. “The government of Amma (Jayalalithaa) will not allow anything against the minorities and it will protect the minorities,” Palaniswami said.&nbsp;

He also said that the permission for the protest was sought on behalf of 13 mosques only on February 13 and all of a sudden, over 300 Muslims - including 200 women - assembled near the Washermanpet roundabout and raised slogans against the CAA.&nbsp;

“The police held talks with them and cautioned against the protests since it had disrupted the traffic flow. But they rejected the advice, raised slogans and obstructed the police from detaining 40 persons. When the police kept the arrested persons in a bus, they smashed the windows of the vehicle,” he said.&nbsp;

He added that barricades were placed to prevent protesters from causing damage to public property, but the protesters instigated the locals to push the barricades and the police. He added that 82 protesters were arrested and they broke the windows of the bus.&nbsp;

CM Palaniswami said the death of an elderly man Fazurulla due to natural causes was distorted and presented as death caused by police action which led to protests in Chennai and other areas.&nbsp;

In response to the CM's reply, MK Stalin-led DMK staged a walkout from the state Assembly as they were not pleased with Palaniswami's defence of the police action. Stalin said, "The government's version is totally false. The police are the ones who attacked the peaceful protesters."&nbsp;

Earlier, Stalin had urged for a probe into the issue. The DMK president had termed the action that was taken against the protesters by the Tamil Nadu government as ‘incorrect’ and called on the police to release the protestors.&nbsp;

"The abrogation of Article 370 and Article 35A of the Constitution through two-thirds majority by both the Houses of Parliament is not only historic but it has also paved the way for equal development of Jammu and Kashmir and Ladakh."&nbsp;

Violence in name of protests weakens country: President Ramnath Kovind

A man on Thursday opened fire in Jamia area of Delhi, injuring a student of Jamia Millia Islamia University.&nbsp;

According to reports, 19-year-old Ram Bhagat Gopal Sharma brandished his gun and opened fire where anti-CAA protests were going on in Jamia area.&nbsp;

Sharma is reported to be a resident of Greater Noida's Jewar area and has been detained by the Police.

The injured Jamia student has been identified as Shadab Farooq, a second-semester student of MA Mass Communication.

According to reports, Farooq has sustained injuries on his left hand.&nbsp;

The Jamia Coordination Committee (JCC) had organised a march against the CAA and the National Register of Citizens (NRC), from Jamia area to Raj Ghat on Thursday.

"Jamia Millia Islamia will pay for the treatment of the injured student and reschedule exams for him," Akhtar said.

The VC said students handled the situation tactfully and did not retaliate

Akhtar said police personnel just watched as the man brandished the pistol and "shot our student".

"The incident has shaken our faith in the police," the VC said.&nbsp;

Meanwhile, Union Home Minister Amit Shah took note of the incident and has called for an investigation.&nbsp;Shah said that the Central government will not tolerate any such incident.&nbsp;

The resolutions also raise questions over the exclusion of other minorities - Sri Lankan Tamils, Rohingya Muslims.

How does this resolution affect India?

Even if it is passed, the resolution is not binding on India. However, it does create political pressure on the European Union to take up the matter with New Delhi.

A summit is coming up in March this year and this could figure in engagements between India and the EU.

The defence largely centres on the argument that the CAA is a process internal to India. And the fact that it's being debated in the public sphere and the Supreme Court.

So has vice president Venkaiah Naidu who reiterated that there is no scope for outside interference in the country's internal matters.&nbsp;

Two days ago, a Congressional briefing was held in Washington which was titled 'The Implications of India's Citizenship Law'. A group of human rights and social activists attended this briefing. they alleged that the current dispensation had become an enemy of the people.

They raised the following issues:

1. Religious conversion 
2. Marginalisation of minorities 
3. Stricter punishments for cow slaughter 
4. Aggressive bans on institutions

Moreover, Harrison Akins &nbsp;- a policy analyst addressed the US Congress. He has requested the US government to use targeted sanctions against Indian officials responsible for religious freedom violations.

"The CAA could become a weapon to target millions of Indian Muslims, potentially leading to their disenfranchisement. this represents a significant downward turn in religious freedom that no government, including the united states government, can ignore," he said.

What next

The Modi government's strong global image has clearly come under stress. A massive diplomatic effort will be needed in the coming days to control the narrative and set the record straight.

And to obtain endorsements to India's argument that CAA is a humanitarian gesture.

Ahead of CAA, Kashmir resolutions in EU parliament, EU foreign office says doesn't reflect official position

Acting Assistant Secretary of State for South and Central Asia Alice Wells, who has just returned from a trip to the region besides attending the Raisina Dialogue in New Delhi, said on Friday that her visit offered an opportunity to hear more regarding developments with the new citizenship law.

According to the CAA, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have come from Pakistan, Bangladesh and Afghanistan till December 31, 2014 following religious persecution there will get Indian citizenship.

"The visit also offered an opportunity to hear more regarding developments with India's Citizenship Amendment Act, which is undergoing I would say a vigorous democratic scrutiny, whether it's in the streets, by the political opposition, media, and the courts," she said.

"We continue to underscore the importance of the principle of equal protection under the law," Wells added.

On Jammu and Kashmir, Wells said she was "pleased to see some incremental steps, including the partial return of internet service" in Kashmir.

The restrictions were imposed on August 5 last when India abrogated the Article 370 that gave special powers to Jammu and Kashmir, and bifurcated the state into two Union Territories. 
Wells described the visit by US ambassador Kenneth Juster, and other foreign diplomats to Jammu and Kashmir as "a useful step".

"We also continue to urge the government to permit regular access by our diplomats, and to move swiftly to release those political leaders detained without charge," she said.

In the first such trip by foreign diplomats post August 5, envoys of 15 countries, including the US, early this month visited Jammu and Kashmir where they interacted with select political representatives, civil society members as well as top military brass with the Indian government rejecting criticism that it was a "guided tour".

While in New Delhi, Wells had meetings with her Indian counterparts, which she said were focused on how to build on the diplomatic and defence gains achieved during the 2+2 ministerial dialogue in December.

With continued progress on defense cooperation, peacekeeping operations, space, counterterrorism, trade, people-to-people initiatives, and more, she said the quality and frequency of India-US naval cooperation, especially the information sharing, have reached unprecedented levels.

US stresses equal protection under India's new citizenship law

The Border Security Force (BSF) claimed that there is a substantial increase in the outflow of Bangladeshi migrants after the Citizenship Amendment Act was enacted.

A top official of the BSF’s South Bengal Frontier confirmed that after the Citizenship Amendment Act was passed, there had been an increase in the number of migrants’ crossing over to the Bangladesh border.

“There is a substantial increase in the outflow of Bangladeshi migrants. As much as 90 per cent of the total of 268 persons were apprehended while venturing into Bangladesh. But this is not an exodus, the numbers have been small so far,” said YB Khurania, IG, South Bengal Frontier, BSF.

On being quizzed on which part of the state with the porous border with Bangladesh accounted for the maximum number of outflow, Khurania said the Gojadanga area of North 24 Parganas district saw a maximum outflow of Bangladeshi migrants.

On the other hand, officials highlighted that these people were apprehended in the first month of the year alone.

Sources said, Bangladeshi nationals - who are living illegally in the country without any documents - &nbsp;fear that they may face action and are therefore compelled to flee to their country.

While the officials claimed that the numbers were substantially low, but sources in other frontiers of BSF like North Bengal Frontier and Guwahati also accounted for an increase in the outflow of Bangladeshi migrants after the enactment of the Citizenship Amendment Act.

Figures released by South Bengal Frontier of BSF showed that a total of 308 persons were apprehended in the month of January, this year. As many as 29 persons were Indians, 268 persons were Bangladeshis and 11 persons were from Myanmar and Nigeria.

A few weeks ago, while addressing media persons in Dhaka, Director General of Border Guards Bangladesh (BGB) Major General Shafeenul Islam, had said that the infiltration on their side of the border had increased in the last two months.&nbsp;

“In the last one year, as many as 972 persons entered Bangladesh. Of this, 445 entered in the last two months – November and December. All who have been apprehended by the BGB, have been identified as Bangladeshi nationals. They were living in India without any legal and valid documents. They are saying that they went to India in search of work. Some of them have stayed in Bangalore too,” Islam said.

Even Chief Minister Uddhav Thackeray has said that we are against the CAA. As far as the resolution against CAA is concerned, our senior leaders of MVA will sit together and decide."

Emphasising that CAA is 'unconstitutional,' senior lawyer and Congress leader <a href="https://www.wionews.com/india-news/section-144-cannot-be-used-to-suppress-freedom-of-speech-kapil-sibal-273479">Kapil Sibal </a>has said that every state Assembly has the constitutional right to pass a resolution and seek CAA's withdrawal.

Citizenship not just about rights but duties towards society too: CJI Bobde

The Citizenship Amendment Act (CAA) is an "internal matter" of India according to Bangladesh prime minister Sheikh Hasina who in her first-ever response to the passage of the controversial legislation enacted last year in India also said that it was "not necessary".

"We don't understand why [the Indian government] did it. It was not necessary," the prime minister said in an interview to Gulf News.

He read out the clause of Rule of Business and said he was informed about the state government's decision to move the Supreme Court challenging the Citizenship Amendment Act (CAA).

"I was not even informed that the government is going to challenge a Central law which is none of the concern of the State government. The CAA is a subject of the Central list as specified in the Constitution," he said.

The Governor further said, "The government cannot issue any order without the approval of the Governor. If the government wants to issue an order to go to the Supreme Court, they should first seek approval from the Governor. The Rule of Business is clear. My duty is to ensure that the constitutional machinery is not collapsed."

Khan later told ANI that there are no differences between him and the Kerala government.

"The role of the Governor is clearly spelt out in the oath which is prescribed by the Constitution. I shall preserve, protect and defend the Constitution and law and shall devote myself to service and welfare of the people of Kerala," Khan told reporters. He read out the clause of Rule of Business and said he was informed about the state government's decision to move the Supreme Court challenging the Citizenship Amendment Act (CAA). The CAA is a subject of the Central list as specified in the Constitution," he said. The Governor further said, "The government cannot issue any order without the approval of the Governor. If the government wants to issue an order to go to the Supreme Court, they should first seek approval from the Governor. The Rule of Business is clear.
