The Supreme Court bench headed by Justice AM Khanwilkar and comprising Justices Dinesh Maheshwari and C T Ravikumar dismissed the appeal, saying that such a petition creates "false hope" and "confusion" for all students.

"Let the students do their job and let the authorities do their jobs," the bench observed.

Authorities are already working on finalising dates and other arrangements. If there is any problem once those are finalised, then the aggrieved parties can approach the authorities, "the bench further observed, while junking the plea.

The plea sought the cancellation of class 10 and 12 board exams conducted by all state education boards and central boards such as the Central Board of Secondary Education, Indian Certificate of Secondary Education, and the National Institute of Open Schooling (NIOS).

The plea sought an alternative evaluation method by the educational boards or the conduction of exams online.

Last year, almost all state and central education boards had to cancel class 10 and class 12 final exams due to the second wave of COVID-19 and follow alternative methods of evaluation.

However, CBSE, CISCE, and some other state boards have decided to go with a two-term board exam system for 2021-22.

The Central Board of Secondary Education (CBSE) has announced the dates for class 10 and 12 term 2 exams. The term 2 exams will be held on April 26.

Meanwhile, the Council for the Indian School Certificate Examinations (CISCE) is likely to conduct the ICSE Class 10 and ISC Class 12 exams in the last week of April.

CISCE said in a statement that the detailed time table will be released shortly.

The Supreme Court Monday asked CBSE and ICSE to respond by tomorrow to the concerns raised by some students and parents on the schemes of both the boards formulated to evaluate Class XII students, whose examination was cancelled due to the <a href="https://www.wionews.com/topics/coronavirus">COVID-19 pandemic</a>.

A parents' association and students flagged several concerns with regard to the CBSE and ICSE schemes for evaluation for Class 12 results and said that many clauses are arbitrary and would be detrimental to future prospects of the students.

At the outset, senior advocate Vikas Singh, appearing for intervener UP Parents Association, Lucknow, said that option to students for external examination as given in the CBSE's scheme will be "a premium" for those students who could not do well in internal assessment.

Singh said, "This option should be given at the very initial stage to both student and school to opt for either external examination or internal assessment. If any school or student does not want to opt for this internal assessment then a date may be fixed for external examination in mid of July or any date found conducive for holding of examination".

The bench said that there should be some ray of hope for the students and there should not be any confusion. 
"The decision for cancellation of examination has been taken at highest level and we have in-principle accepted it,"&nbsp;the bench said.

Singh said there are several concerns with regard to the evaluation scheme of the students which are increasing uncertainty and no one knows what exactly would happen.

He said that it has been provided in the CBSE scheme that marks obtained by a student in any subject in internal assessment (based upon marks obtained in class X (30 per cent), class XI (30 per cent) and class XII pre-board examination (40 per cent)) shall not exceed the best marks obtained by ex-students in the said schools in the specific reference year (best year subject- wise amongst past three class 12 board exams) by more than 2 marks.

Singh said that there may be a case where due to past poor performance of students in a particular subject, the school hires a good teacher and the students performed well in their internal examination but they are likely to suffer due to poor performance by the ex-students.

"The present batch of students (or for that reason any student) may suffer because the marks obtained by ex-students in the reference year is lower than what present batch of students have obtained in any subject,"&nbsp;he said, adding that maximum the student would be given is the grace of two marks.

Singh said, "Such irrational policy of linking the present batch of students with that of the past performance of ex-students cannot be legally sustained under any circumstances. The present batch of students cannot be penalised for the past performances of ex-students".

He said that there should be uniformity in the evaluation scheme as English has been made mandatory for calculating average marks in the CISCE scheme, while in CBSE there is no such requirement and the best of three marks are taken.

"The policy of internal assessment should be uniform for both central boards. There is practically no scheme of internal assessment envisaged by ICSE. There are only a few letters to that effect. There are various variables that are not defined namely weightage for board exams is not defined anywhere. There is no clarification and teachers are in utter confusion"&nbsp;he said.

The senior lawyer said that he had a discussion with a maths teacher about the evaluation formula suggested by the board to which he had said that it is very complicated.

The bench said that what kind of maths teacher he is if he doesn't understand the formula and added that the court is not going by the perception of individuals and looking at the institutional response.

Advocate Abhishek Choudhury, appearing for private students and those with a second compartment, said that CBSE has said that they will be facing difficulties in admission to higher institutes as CBSE class exam 12 will be held when the situation is conducive, maybe in July or August.

The bench said it might direct that admissions will be subject to the outcome of the board exam results but asked him to argue the points on Tuesday.

The bench listed the matter for further hearing on Tuesday at 2 PM.

On June 17, the top court had said that there is no question of reversing the earlier decision to cancel class 12 board exams and had approved the assessment schemes of the CISCE and the CBSE, which has adopted 30:30:40 formulas for evaluation of marks for students based on results of class 10, 11 and 12 respectively.

It was also decided in the meeting that in case some students desire to take the exams, such an option would be provided to them by the Central Board of Secondary Education (CBSE), as and when the situation becomes conducive.

This is the first time that the CBSE has completely cancelled the board exam conducted by it. Last year, exams were midway when a nationwide lockdown was announced in view of the COVID-19 outbreak and the remaining exams were cancelled later.

With the decision to cancel the exams coming amid high COVID-19 cases in several states and continuing health-related apprehensions about the future, Modi said the health and safety of students are of utmost importance, and there would be no compromise on this aspect.

Anxiety among students, parents and teachers must be put to an end, and students should not be forced to appear for exams in such a stressful situation, a government statement quoted the prime minister as saying.

PM Modi further asserted that all stakeholders need to show sensitivity for students as well as their parents and teachers.

In the review meeting, officials gave a detailed presentation on the wide and extensive consultation held so far and views received from all stakeholders, including by state governments.

"In view of the uncertain conditions due to COVID-19 and the feedback obtained from various stakeholders, it was decided that Class XII board exams would not be held this year," the statement said.

Modi said at the meeting that COVID-19 has affected the academic calendar and the issue of board examinations has been causing immense anxiety among students, parents and teachers, which must be put to an end.

He said the COVID-19 situation is dynamic across the country, and that the number of cases is coming down with some states managing the situation through effective micro-containment, while some states have still opted for a lockdown.

Union Education Minister Ramesh Pokhriyal 'Nishank' tweeted, "I wish all the students very best in their careers. I would like to reiterate safety and career of students is of paramount importance for Modi government".

Nishank, was earlier in the day hospitalised at AIIMS due to post-Covid complications.

Students, parents and teachers are naturally worried about the health of students in such a situation, he noted, asserting that students should not be forced to appear for exams in such a stressful situation.

Amid continuing demands for cancellation of exams by a large section of students and parents, the ministry had called a high-level meeting last Sunday to deliberate on the issue which was also attended by state education ministers and education secretaries.

The CBSE had proposed two options -- conducting regular exams for only major subjects at notified centres or holding shorter-duration exams at the school where a student is enrolled.

The proposed timeline for conducting the exams was between July 15 to August 26 and declaring the results in September. States were asked to submit detailed suggestions by May 25.

The majority of states opted for the second option which included conducting 90 minutes exams for major subjects at students' home schools. Few states also insisted on vaccinating students before going ahead with the exams.

Officials present in the meeting said that the class 12 students will have to seek higher education once they complete school. Therefore, their exams can be conducted later. Highly placed sources present in the meeting said that it was only after the intervention of the Prime Minister that the examinations for class 10 were declared to be cancelled. 
 
Prime Minister Modi, as per the highly placed sources present in the meeting, said that class 12 students must be informed well in advance about whenever their exams will be conducted and all help must be accorded to them and their parents by the Ministry of Education and their educational institutions. The Central Board of Secondary Education (CBSE) on Thursday informed the Supreme Court that the results of compartmental exams for class 12 will be declared by October 10.

The University Grants Commission (UGC) said that its admission process will close by October 31, which shall give enough time for students to apply for admission in varsities.

After the assurance, the apex court closed the case expressing gratitude to both CBSE and UGC.

The plea sought an extension of the deadline for admissions in college due to the delayed compartment exams and the ensuing announcement of results.

Will declare class 12 compartment results by October 10, CBSE tells SC

Central Board of Secondary Education (CBSE) announced class 12 exam resuts on Monday noon at its official website&nbsp;cbseresults.nic.in.

CBSE removes chapters on secularism, nationalism from syllabus to reduce course load

The Central Board of Secondary Education (CBSE) and Facebook have partnered to launch curriculum on digital safety and online well-being and Augmented Reality for students and educators, Union HRD Minister Ramesh Pokhriyal ‘Nishank’ announced on Sunday.

"I congratulate CBSE and Facebook on its partnership to introduce certified programmes in Augmented Reality for teachers and Digital Safety and online-wellbeing for students. I encourage the teachers and students to apply for the programmes commencing on July 6," Mr. Nishank wrote on Twitter.

According to CBSE officials, the comprehensive curriculum is aimed at ensuring online well-being of students and preparing them for the future of work.

"The modules are for secondary school students. The curriculum is now available on the CBSE website. This partnership is led by Facebook for Education, a global initiative by Facebook, to build diverse learning communities and bring the world closer together,” a senior board official said.

“As more and more young users get online, it becomes important to educate young adults, and students on making well informed choices online and also help them develop skills they need to safely navigate the internet,” the official explained.

The curriculum will cover aspects such as safety, privacy, mental health and Instagram’s guide for building healthy digital habits.

The module has been designed to guide students become responsible digital users, identify and report threats and harassment as well as report misinformation.

At least 10,000 students will be covered in the training which will be imparted by the Centre for Social Research (CSR), the officials said.

"Also, as part of the collaboration, Facebook will support CBSE in its first-ever initiative to introduce Artificial Reality (AR) as a curriculum. In the first phase, 10,000 teachers will be trained while 30,000 students will undergo the same in the second phase. The three-week training, to be conducted in batches, will cover fundamentals of AR and ways to utilise Facebook’s software, Spark AR Studio in order to create augmented reality experiences,” the official said.

“The objective is to give the learners an opportunity and platform to conceptualise, create and brand their own AR experiences. The hands-on learning experience of AR will help in preparing the students for a career in the digital economy. The teachers who successfully complete the training in the first phase will train 30,000 students in the second phase," the official added.

According to Ankhi Das, Director, Public Policy, India, South and Central Asia, “the current global pandemic is the most severe health and humanitarian crisis that the country has seen, with far-reaching impact on our lives. We recognise the disruption it has caused to traditional pedagogical methods, necessitating a shift to virtual modes of learning the most."

"Through our Facebook for Education programme in India, we wish to support the educational agencies in the country in enabling lessons on fostering safe online experiences, addressing online well-being as well as sharing easy toolkit for parents, educators and students to promote resilience and learning in the current environment," Ms. Das said.

“Besides, the AR curriculum offers an opportunity for young learners to explore emerging technology for the first time as part of their curriculum,” Ms. Das added.

The Central Board of Secondary Education (CBSE) and Facebook have partnered to launch curriculum on digital safety and online well-being and Augmented Reality for students and educators, Union HRD Minister Ramesh Pokhriyal ‘Nishank’ announced on Sunday. "I congratulate CBSE and Facebook on its partnership to introduce certified programmes in Augmented Reality for teachers and Digital Safety and online-wellbeing for students. I encourage the teachers and students to apply for the programmes commencing on July 6," Mr. Nishank wrote on Twitter. According to CBSE officials, the comprehensive curriculum is aimed at ensuring online well-being of students and preparing them for the future of work. "The modules are for secondary school students. The curriculum is now available on the CBSE website. This partnership is led by Facebook for Education, a global initiative by Facebook, to build diverse learning communities and bring the world closer together,” a senior board official said. “As more and more young users get online, it becomes important to educate young adults, and students on making well informed choices online and also help them develop skills they need to safely navigate the internet,” the official explained. The curriculum will cover aspects such as safety, privacy, mental health and Instagram’s guide for building healthy digital habits. The module has been designed to guide students become responsible digital users, identify and report threats and harassment as well as report misinformation. At least 10,000 students will be covered in the training which will be imparted by the Centre for Social Research (CSR), the officials said. "Also, as part of the collaboration, Facebook will support CBSE in its first-ever initiative to introduce Artificial Reality (AR) as a curriculum. In the first phase, 10,000 teachers will be trained while 30,000 students will undergo the same in the second phase. The three-week training, to be conducted in batches, will cover fundamentals of AR and ways to utilise Facebook’s software, Spark AR Studio in order to create augmented reality experiences,” the official said. “The objective is to give the learners an opportunity and platform to conceptualise, create and brand their own AR experiences. The hands-on learning experience of AR will help in preparing the students for a career in the digital economy. The teachers who successfully complete the training in the first phase will train 30,000 students in the second phase," the official added. According to Ankhi Das, Director, Public Policy, India, South and Central Asia, “the current global pandemic is the most severe health and humanitarian crisis that the country has seen, with far-reaching impact on our lives. We recognise the disruption it has caused to traditional pedagogical methods, necessitating a shift to virtual modes of learning the most." "Through our Facebook for Education programme in India, we wish to support the educational agencies in the country in enabling lessons on fostering safe online experiences, addressing online well-being as well as sharing easy toolkit for parents, educators and students to promote resilience and learning in the current environment," Ms. Das said. “Besides, the AR curriculum offers an opportunity for young learners to explore emerging technology for the first time as part of their curriculum,” Ms. Das added.

"For students who have appeared in the examinations in only three subjects, the average of the marks obtained in the best two performing subjects will be awarded in the subjects whose examinations have not been conducted," he added.

Taking note of cancellation of a few exams in northeast Delhi in view of the communal violence in the area during the anti-Citizenship (Amendment) Act protests in February, the board has decided to take into account internal exams to assess performances.

"There are very few students of class 12, mainly from Delhi, who have appeared in the examinations in only one or two subjects. Their results will be declared based on performances in the appeared subjects and performance in internal, practical or project assessment," Bhardwaj said.

The board will conduct exams for class 12 at a later stage when the situation is conducive and students who are unhappy with their score will have an option to appear for them.

However, the students who opt to sit for those exams, their performances in the exams will be treated as the final score.

Class 10 students will not get a chance to appear for improvement exams and their score as declared by the board will be treated final.

The four-point assessment scheme has been devised following cancellation of the pending exams, which were scheduled from July 1 to 15.

"Results based upon the assessment scheme will be declared by July 15 so candidates can apply and seek admissions in higher educational institutions in India or abroad," Bhardwaj said.

"In case children with special needs availing the facility of scribe do not wish to appear in the forthcoming examination because of noncompliance of social distancing norms, the students can inform their respective schools and their result will be declared as per the assessment scheme to be decided by the board," a senior board official said.

The board grants several exemptions to children with special needs in accordance with the Rights of Persons with Disabilities Ac, 2016.

"In addition to extra time, scribe or reader, computer or laptop (without internet), from this year we had also allowed use of basic calculators for candidates registered under CWSN category," the official added.

The CBSE has also decided that no pending exams will be conducted in foreign countries.

The ministry had earlier announced it would notify the schedule at 5 pm on Saturday.

"CBSE is taking into consideration some additional technical aspects before finalizing the datesheets of the board exams of classes 10th and 12th, due to which, the datesheets will now be released by Monday i.E. 18-05-2020. Inconvenience caused is sincerely regretted (sic)," Union HRD Minister Ramesh Pokhriyal 'Nishank' tweeted.

The ministry had last week announced that the pending class 10 and 12 CBSE exams, which were postponed due to the COVID-19-induced lockdown, would be conducted from July 1 to 15.

However, the schedule as well as the modalities and guidelines have not been announced yet.

While class 12 exams will be conducted across the country, the class 10 exams are only pending in North East Delhi where they were affected due to the law and order situation.

Universities and schools across the country have been closed and exams postponed since March 16 when the Centre announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak.

Later, a nationwide lockdown was announced on March 24, which has now been extended till May 17.

The board was not able to conduct class 10 and 12 exams on eight examination days due to the coronavirus outbreak.

Further, due to the law and order situation in North East Delhi, the board was not able to conduct exams on four examination days, while a very small number of students from and around this district were not able to appear in exams on six days.

The board had last month announced that it will only conduct pending exams in 29 subjects which are crucial for promotion and admission to higher educational institutions.

The modalities of assessment for the subjects for which exams are not being conducted will be announced soon by the board.

The schedule has been decided in order to ensure that the board exams are completed before competitive examinations such as engineering entrance JEE-Mains, which is scheduled from July 18-23, and medical entrance exam NEET, which is scheduled on July 26.

The University Grants Commission (UGC) has issued guidelines to universities that the new academic session for freshers will begin from September while for the existing students from August.

Now, weeks later as the students are still not sure about the future of their exams, CBSE has tweeted to put an end to the various rumours that were being circulated on the internet. Some people rumoured that the exams will be cancelled and the students will be automatically promoted to the next class, whereas some reports assumed that the exams will be conducted through video calls.&nbsp;

However, CBSE, on Wednesday, tweeted "Recently there has been a lot of speculation regarding 10th CBSE Board exams. It is reiterated that the boards decision to take board exams for 29 subjects of class 10 and 12, stands the same as mentioned in circular dated 1.4.20.@DrRPNishank @PMOIndia @PTI_News"

It also issued a circular to further clear out the rumours. It also clarified that the Board will give&nbsp;time of 10 days to all stakeholders before starting the examinations.

In a bid to bring about positive change in children, the <a href="https://www.wionews.com/india-news/delhi-government-to-pay-class-12-cbse-exam-registration-fee-manish-sisodia-229691">Central Board of Secondary Education</a> (CBSE) has asked all its affiliated schools to become "anger-free zones" where everyone including teachers, staff and parents will try to manage their anger.

The board secretary Anurag Tripathi, in an advisory to all CBSE affiliated schools on Friday, said the initiative will help the students learn the value of "freedom from anger".

"The initiative will help our students in developing effective skills and in eradicating emotions like fear, disrespect, humiliation and hurt, which are the by-products of anger. This change will help children become more mentally active and emotionally wealthy," the advisory said.

The <a href="https://www.wionews.com/india-news/mann-ki-baat-pm-modi-announces-launch-of-fit-india-school-rankings-264257">education board</a> mandated to reserve one period per day for health and physical education and integrate various forms of art while transacting the curriculum for all classes.

CBSE suggested that the schools put up signboards for the same at strategic locations in the school, take up teacher mentoring and organise exercises with children.

The schools have also been urged to announce their endeavour to become an anger-free zone on social media using hashtag #cbsenoanger, recording their experiences and reward improvement in this area.

"Some of the simplest changes that could be undertaken include genuinely smiling at students and teachers, talking to students and everyone around them calmly, not looking at cellphones all the time, practising breathing exercises by all, practising mindfulness, etc," the advisory added.

CBSE schools to become anger free zones

The Delhi government will bear the Class 12 Board exam registration fee charged by the CBSE from students in schools under it starting this academic year, Deputy Chief Minister Manish Sisodia has said.

This impromptu announcement was made by Sisodia on Saturday during an interaction with school students at Thyagraj Stadium here after a student asked about the disparity in the registration fee on the basis of category.

Manisha Kumari, a former student of Sarvodaya Kanya Vidyalaya (SKV), Adarsh Nagar, sought to know, "Why is there such a huge difference in the registration fee we have to pay.

The general and OBC students pay Rs 1,500 and an SC student Rs 50. I have no problem that an SC student pays less. But I just want to know why the difference is so big.

"In response. Sisodia, who also holds the education portfolio, said that from now onwards the students of Class 12 will no longer need to pay the Rs 1500-fee to the Central Board of Secondary Education (CBSE)."

"From now the government will bear the mandatory CBSE Class 12 Board exam registration fee. We are already doing so much, we can also do this," the deputy chief minister added.

The AAP government in Delhi had organised a felicitation function for students and their parents at the stadium, which was also attended by Chief Minister Arvind Kejriwal.

A senior Crime Branch officer said the CBSE had requested them to provide details of students who had received the leaked papers.

Last week, the police sent an investigation report to the board mentioning the names of over 60 students, he said, adding, these students were quizzed by the Crime Branch while it was probing the case.

Two modules were allegedly involved in leaking the CBSE question papers. Other than the class 12 economics paper, the class 10 mathematics paper had also surfaced online before the scheduled examination.

One of the modules was busted in Una town of Himachal Pradesh last month and six people, including a woman, were arrested in connection with leaking the question papers.

The Bawana module was busted in March, and three people, including two teachers of a private school, were arrested.

The teachers had taken photographs of the economics paper and sent it via WhatsApp to Tauqeer, who gives private tuition.&nbsp

Tauqeer, in turn, circulated the paper among his students about an hour before the examination started, police said.
