Prime Minister Narendra Modi will attend a virtual summit of the influential grouping BRICS on Tuesday which will focus on cooperation in counter-terrorism, trade, health, energy, and ways to offset the impact of the coronavirus pandemic.

Chinese President Xi Jinping, Brazilian President Jair Bolsonaro, and Russian President Vladimir Putin are scheduled to attend the 12th summit of the Brazil-Russia-India-China-South Africa (BRICS) grouping.

The BRICS summit is taking place at a time two of the bloc's members, India and China, are locked in a bitter border standoff in eastern Ladakh for over six months. Both Modi and Xi had come face-to-face virtually at the annual summit of the Shanghai Cooperation Organisation (SCO) on November 10.

"At the invitation of President Putin, Prime Minister Narendra Modi will be attending the 12th BRICS Summit hosted by Russia, under the theme 'Global Stability, Shared Security and Innovative Growth' on November 17," the Ministry of External Affairs (MEA) said in a statement.

The BRICS is known as an influential bloc that represents over 3.6 billion people, or half of the world's population. The BRICS countries have a combined GDP of USD 16.6 trillion.

The MEA said the leaders would be discussing intra-BRICS cooperation and key issues in the global context, including the reform of the multilateral system, measures to mitigate the impact of the ongoing COVID-19 pandemic, cooperation in counter-terrorism, trade, health, energy and people-to-people exchanges.

"India will be taking over the chair of the BRICS, which would be the third BRICS Presidency for India since its inception (after 2012 and 2016) and will host the 13th BRICS summit in 2021," the MEA said.

China on Friday said the BRICS nations are in close communication to hold their foreign ministers meeting in Russia in September.

BRICS is the acronym coined for an association of five major emerging national economies - Brazil, Russia, India, China and South Africa.

Asked whether Chinese Foreign Minister Wang Yi would attend the meeting, Chinese foreign ministry spokesperson Wang Wenbin told a media briefing that the coronavirus pandemic is still spreading in the world and all the BRICS countries face a common challenge while fighting the virus at home.

The five countries promote practical cooperation and held events and meetings through flexible ways to keep up the momentum for BRICS cooperation, he said.

"China fully supports Russia's work as the BRICS presidency this year. We hope that under its leadership, BRICS countries will work together for new progress. According to Russia's arrangement the BRICS countries foreign ministers meeting will be held in September and all parties are in close communication regarding this arrangement," Wang said.

He noted that the international situation at present is "very complicated". "China hopes to discuss with other parties prominent challenges facing the world and prepare for the leaders meeting at the upcoming foreign ministers' meeting," the minister said.

Wang said Wednesday's virtual BRICS 10th Economic and Trade Ministers' meeting was successfully held with a joint communique and a joint statement on the multilateral trading regime and the World Trade Organisation (WTO) reform.

The five ministers believe that in face of mounting downward economic pressure, BRICS should work together and enhance cooperation in supply chain and value chain, uphold the multilateral trading regime, avoid protectionism, unilateralism and support necessary WTO reforms and safeguard developing members' rights and interests, he said.

"All BRICS countries are emerging markets and major developing countries with global influence. At present, the five countries by upholding the BRICS spirit of openness, inclusiveness and win-win cooperation and enhancing cooperation in trade will not only boost economic recovery at home, but will also contribute to the operation of global industrial chain and supply chains and contribute to the global economic recovery at an early date," Wang said.

As part of his four-day visit, President Jair Bolsonaro will arrive in India on Friday.

According to reports, besides participating in the Republic Day celebrations as the chief guest, Bolsonaro's trip will also focus on boosting trade ties with India.

This will be his first visit to India since assuming power in 2018. He will be accompanied by seven ministers, top officials and a large business delegation.

"This visit is expected to further enhance and strengthen the multi-faceted ties between India-Brazil," the External Affairs Ministry said while announcing Bolsonaro's state visit to India.

A former army captain, Bolsonaro won a landslide victory in Brazil's presidential election in October 2018 and took the reins of the country in January last year.

The last presidential visit from Brazil was by President Michel Temer in October 2016 on the sidelines of the eighth BRICS summit in Goa. Modi visited Brazil in November to attend the XI BRICS Summit.

Brazilian presidents have graced the Republic Day Parade in 1996 and 2004.

India-Brazil ties have been on an upswing in the last few years.

The volume of bilateral trade was $8.2 billion in 2018-19. This included $3.8 billion worth of Indian exports to Brazil and $4.4 million as imports by India. Both the governments feel there is huge potential to enhance the bilateral trade further.

Indian investments in Brazil were around $6 billion and Brazilian investments in India are estimated at USD 1 billion in 2018.

Brazilian investments in India are mainly in automobiles, IT, mining, energy and biofuels sectors. India has invested in Brazil's IT, pharmaceutical, energy, agri-business, mining and engineering sectors.

Bilateral ties were elevated to a strategic partnership in 2006, heralding a new phase in India-Brazil relations.

"The relations are strong not only at the bilateral level, but also at plurilateral fora such as BRICS, IBSA, G-20 and in multilateral bodies particularly the UN," the MEA said.

Both the countries are also strong contenders for permanent membership of the UN Security Council.

With focus on trade, Brazillian President Jair Bolsonaro to arrive in India on Friday

BRIC was formed as a formal grouping in Saint Petersburg in September 2006, with the 1st official summit being held in June 2009 at Yekaterinburg in Russia. BRIC became BRICS only in 2010, with the entry of South Africa, in addition to already existing members - Brazil, Russia, India and China.

All BRICS nations are members of the G20 group. BRICS make up almost 42 per cent of the world’s population, 23 per cent of the global GDP, about 17 per cent of the world trade, almost 50 per cent of world economic growth and 26.6 of the world area.

In a breakthrough at the 6th BRICS Summit in Fortaleza in Brazil 2014, India got the presidency of the New Development Bank (NDB)— the name that Narendra Modi had endorsed. It was launched with an initial capital of $50 billion after the leaders signed the "Fortaleza Declaration". While China walked away with the bank’s headquarters, to be located in Shanghai, Modi got Beijing to agree on equal shareholding rights for all members.

NDB's Articles of Agreement specify that all members of the United Nations could be members of the bank, however, the share of the BRICS nations can never be less than 55 per cent of the voting power. From an Indian perspective, BRICS has emerged as the voice of developing countries on diverse issues like WTO, climate change, inclusive development and mutual cooperation in areas including trade, finance, health, agriculture, energy, space, culture, education, technology and IT.

Also, India has to maintain the balancing act between Russia-China on the one side and the US on the other. While India's stature in global affairs in the last five years under its dynamic Prime Minister Narendra Modi has seen an unprecedented rise, the current crop of BRICS leaders too are opinionated personalities — from Chinese President Xi Jinping to Russian President Vladimir Putin to Brazil’s President Jair Bolsonaro. Hence the shrewd deftness with which South Block, in the last five years under Modi, has taken the lead in galvanising BRICS to take a strong stand against terrorism, putting aside conflicting domestic agendas, is commendable.

Last year at the 10th BRICS Summit, the joint working group on counter-terrorism decided to constitute sub-working groups in five areas: terrorist financing; use of Internet for terrorist purposes; countering radicalisation; the issue of foreign terrorist fighters; and capacity-building.

During meetings of National Security Advisers of BRICS, India’s NSA Ajit Doval put forward a proposal to host a BRICS workshop on digital forensics in India. Brazil also made terrorism one of the priorities for its presidency. It held the first BRICS seminar on Strategies for Countering Terrorism. The focus on countering global terrorism will be even more pronounced this year at the 11th BRICS Summit in the wake of recent terrorist attacks on Israel on 12th and 13th November 2019, with Israel being bombarded by over 250 rockets and missiles by the radical Islamic Jihad and Palestinian militants.

That BRICS put counter-terrorism on top of the agenda has been a huge diplomatic victory for Narendra Modi and India as was evident even in the BRICS Summit in Xiamen in September 2017, with China as the chair, despite the strained ties at that point, due to the standoff in Doklam.

Again at the 10th BRICS Summit in Johannesburg, Partnership on New Industrial Revolution (PartNIR) which is a programme of partnership among BRICS nations that sought to focus on maximising the opportunities arising from the Fourth Industrial Revolution/New Industrial Revolution, showcased how India under Modi has taken the lead in making intra BRICS trade, commerce, investments and people to people connect, the cornerstone of its global messaging.

Coming back to the 11th BRICS Summit in Brasilia in Brazil, it has been an excellent opportunity for India to lay the foundation for hosting the 2021 Summit, scheduled in India after the last BRICS Summit that took place in Goa in 2016. India will also be hosting the G20 Summit in 2022, and the current summit is an opportunity to harmonise the two agendas from New India's perspective. PM Modi also expressed satisfaction that MOU between trade promotion agencies of BRICS will help to achieve the target of USD 500 billion intra-BRICS trade target going forward, among other things. He also mentioned about India's programme of Fit India and proposed for a BRICS Youth Summit to promote Start-Ups and Hackathons.

This year in 2019, "BRICS-- Economic Growth for an Innovative Future" was the theme. In the Summit, apart from Brazil's decision to allow visa free entry to Indians and agreement on bilateral cooperation in areas like bio fuels, post harvest technologies and animal husbandry, clearly, Xi Jinping's invite to PM Modi to China for the 3rd informal summit between the two nations in 2020, hogged headlines.

This is significant as it comes close on the heels of the 2nd informal Summit at Mamallapuram in Chennai last month between the two world leaders. The leaders further reviewed the ongoing preparations for the celebration of the 70th anniversary of the establishment of diplomatic relations between India and China in 2020. The leaders also reiterated the importance of maintaining peace and security in border areas and exchanged views on many issues including RCEP, WTO and BRICS.

Besides China, Prime Minister Narendra Modi's meeting with Russian President Vladimir Putin at Brasilia garnered attention. It was the 4th meeting of the two leaders in 2019, after Modi’s visit to Vladivostok in September 2019, underpinning how Russia is one of the pivots of Modi's foreign policy outreach. The two leaders noted that the USD 25 billion bilateral trade target by 2025 has already been achieved. They further decided to hold the 1st bilateral regional forum between Russian Provinces and the Indian States in 2020, to do away with the trade barriers at the regional level. Russian President Vladimir Putin highlighted the potential of the Arctic region in natural gas and invited India to invest in the region.

The leaders also reviewed the progress made in the Infrastructure sector, especially railways including raising the speed of the Nagpur-Secunderabad sector railway line. The leaders further noted cooperation between India and Russia in the Defence sector and Civil Nuclear Energy. Prime Minister Modi accepted the Russian President’s invitation to participate in Russia’s Victory Day celebrations in 2020.

In the final analysis, BRICS 2019 focussed on strengthening cooperation in the fields of science, technology, innovation and the digital economy. The annual summit also aimed to advance cooperation in the fight against transnational crime, especially organized crime, money laundering and drug trafficking.

Euro-Atlantic powers realize that India’s close relationship with the US and commitment to a liberal global order is what prevents BRICS from becoming a divisive, illiberal anti-Western coalition, led by Russian muscle power and Chinese money power. For instance, were Modi to boycott the Xiamen summit in 2017, amidst the Doklam standoff then, it would have been the death knell of BRICS, reducing this grouping to an incoherent bunch of expansionist powers like Russia and China on the one hand and tottering economies like Brazil and South Africa on the other. Brazil and South Africa, which in the last few years have wandered aimlessly from one domestic economic crisis to another have increasingly started looking at South Block to enhance bilateral cooperation to prevent further marginalisation.

BRICS, which in many ways is redefining multilateralism and multiculturalism, has emerged as a template for cooperation between emerging powers and a useful instrument for India to fight the agenda-setting monopoly of Atlantic powers, in its quest for a greater role in global governance. Above all, if BRICS has furthered the cause of a multipolar world, the credit for this unarguably goes to Prime Minister Narendra Modi's foreign policy outreach that is both inclusive and global in its approach, but with "India first", being the guiding diktat.

BRICS: PM Narendra Modi’s foreign policy pivot

The BRICS nations, including Brazil, Russia, India, China, and South Africa, on Thursday, reaffirmed their fundamental commitment to mutual respect and share the goal of building a peaceful, stable and a prosperous world.

The document presents a shared vision of the BRICS nations on such issues as a reform of the system of international relations, strengthening of international financial and economic architecture, future cooperation between the five countries.

"Building on the work of successive summits in the pillars of economy, peace and security and people-to-people exchanges, we will continue to strengthen BRICS cooperation for the benefit and welfare of our peoples and enhance the traditional ties of friendship amongst our countries," the document said.

It also emphasised the need for a constructive dialogue and cooperation on conserving biodiversity, prohibiting the use of chemical weapons, anti-money laundering and terror financing, infrastructure, including the G20 infrastructure agenda, the New Development Bank`s Project Preparation Facility, counter-terrorism, security in the use of ICTs, major international and regional hot spots, peacekeeping and transnational organised crime.

Heads of BRICS member states also stood "unanimous" in resolving the long-standing conflicts in the Middle East and North Africa as well as Israel and Palestine."We are unanimous in our resolve that the conflicts elsewhere in the Middle East and North Africa should not be used as a pretext to delay resolution of the long-standing Palestinian-Israeli conflict," the leaders stressed.

"Guided by the international framework in places, such as the relevant UN resolutions, the Madrid principles and the Arab Peace Initiative, we reiterate that the two-state solution will enable Israelis and Palestinians to live side by side, in peace and security," they said in the document. "In this context, we express, furthermore, the need for new and creative diplomatic efforts to achieving a just and comprehensive settlement of the Palestinian-Israeli conflict, in order to achieve peace and stability in the Middle East," the leaders noted.

The leaders also expressed serious concern about the ongoing crisis in the Gulf region and reiterated continuous support to the people of Afghanistan in their effort to build a stable, inclusive, peaceful and prosperous country.

"We firmly believe that there is no military solution to the situation in Afghanistan. We reaffirm our support for a process of peace and reconciliation that is Afghan-owned and Afghan-led. We express concern over the persistence of terrorist-related attacks," the document read.

The theme of the BRICS summit this year was `Economic Growth for an Innovative Future` and therefore, keeping in tandem with it, the countries highlighted the importance of science, technology and innovation (STI) as one of the main drivers of economic growth as well as a key element to shape the future of societies.

The member countries also led to the foundation of the BRICS Network of Human Milk Banks and emphasised the importance of our collective action in promoting research and development of medicines and diagnostic tools to end epidemics, to combat communicable diseases and to facilitate access to safe, effective, quality and affordable essential medicines, as well as activities to strengthen non-communicable diseases prevention.

Terrorism was another important point of focus at the summit. The leaders once again vowed their commitment to fighting terror and agreed to maintain efforts on anti-corruption law enforcement cooperation and returning of assets, including on civil and administrative proceedings.

Leaders of the BRICS group of emerging economies on Wednesday criticised what they view as politically motivated protectionism at a time of a global slowdown and said their countries are doing their best to counter the trend.

At their annual summit, the leaders of China, Russia, India, Brazil and South Africa called for greater inter-BRICS trade and investment and urged the group's New Development Bank to pump more funding into infrastructure and sustainable growth.

"Protectionist and bullying counter-currents bring shocks to international trade, adding to downward pressure on the world economy," Chinese President Xi Jinping, whose country is locked in a trade war with the United States, told the summit in Brazil.

Russian President Vladimir Putin said global growth rates have been declining without interruption since the beginning of 2018 and will reach the lowest point in 10 years, citing International Monetary Fund forecasts.

"The BRICS countries are making considerable contributions to support growth," Putin said.

"The global economy has been influenced by the wide usage of unfair competition in trade, unilateral sanctions, including those that are politically motivated, and protectionism is flourishing," Putin said.

India's Prime Minister Narendra Modi said his country aims to be a $5 trillion economy by 2024, up from 2.6 trillion in 2018. He said that BRICS targets for investment and trade must be more ambitious and welcomed suggestions to further reduce trade costs.

Brazilian President Jair Bolsonaro said Brazil is recovering international confidence but needs more economic reforms to create a more attractive business atmosphere for investors.

A meeting between Bolsonaro and Xi earlier in the day showcased how far relations have come since last year. Bolsonaro repeatedly bashed China in the lead up to last October's elections in Brazil, creating concerns that he could disrupt BRICS, one of the world's biggest trading partnerships.

China's growing presence had made it a target for Bolsonaro's nationalist rhetoric, including a repeated complaint: "The Chinese are not buying in Brazil. They are buying Brazil."

Since he took office, diplomats and business leaders in both countries have persuaded Bolsonaro to tone down his anti-China rhetoric.

"We want to more than expand, we want to diversify our trade relationship," Bolsonaro said at the event with Xi.

While diplomatic ceremonies highlighted common ground, not far across town a dispute over the Venezuelan embassy dredged up differences on one of Latin America's most pressing issues.

China and Russia back Venezuela's leftist President Nicolas Maduro, but Bolsonaro sees opposition leader Juan Guaido as the country's legitimate leader.

Supporters of Maduro and Guaido came to blows on Wednesday after representatives for Guaido entered the embassy in Brasilia in what Venezuela's foreign minister called a forceful invasion. The Brazilian government persuaded them to leave after 11 hours.

PM Modi, Russian President Putin hold talks on sidelines of BRICS Summit

Leaders of the BRICS group of leading emerging economy nations meeting this week will discuss opening their development bank to other countries to increase its capital to fund infrastructure and other projects, diplomats and the bank's head said.

The New Development Bank (NDB) launched in 2014 by China, India, Russia, Brazil and South Africa has a subscribed capital of $50 billion, of which $10 billion is paid capital.

Diplomats for Brazil and one other BRICS nation said expansion of the bank is on the agenda at the annual summit November 13-14.

NDB President K.V. Kamath said the bank's membership is open to all members of the United Nations and its mandate is to mobilize funds for sustainable development projects in BRICS and other emerging economies and developing countries.

"The membership will be expanded gradually," he told Reuters in an interview by email but declined to name any countries.

Kamath rebuffed criticism that the bank has taken a long time to deliver loans to help boost economies amid slowing global growth.

"The NDB has gone a long way in four years, something that took some of our peer institutions decades to achieve," he said referring to other multilateral lending institutions.

As of Monday, the bank's total project approvals stood at $12.5 billion for 45 projects. In 2019 alone it approved 14 loans worth $4.4 billion, he said.

By the end of 2019, the bank projects total approvals to reach $14 billion to $15 billion, almost double the portfolio of the China-led Asian Infrastructure Investment Bank.

Among recent loans, the bank last month approved $500 million for Brazil's national Climate Fund project, known as Fundo Clima in Portuguese, which is aimed at helping the country meet its Nationally Determined Contribution, a target reducing carbon emissions under the Paris climate accord.

PM Modi to visit Brazil for BRICS summit

Chinese President Xi Jinping on Monday holds talks in Greece, where he is eagerly awaited by the new pro-business government.

Xi touched down in Athens on Sunday at the start of a three-day visit aimed at deepening cooperation with Greece across the board.

"It is our duty to steadily upgrade our cooperation in all sectors, by delving deeply into existing fields and expanding the range of investments", the Chinese president said in an article published in "Kathimerini" newspaper on Sunday.

Xi is due to meet Greek President Prokopis Pavlopoulos and Prime Minister Kyriakos Mitsotakis during the trip, with the two countries set to sign cooperation documents on education, shipping and energy.

According to the Chinese foreign ministry, the visit to Athens will have "historical significance" for the development of China-Greece relations, and will also "inject new impetus" into the development of China-EU relations and Beijing's "Belt and Road" initiative.

Greece is one of the backers of the plan for a massive network of ports, railways, roads and industrial parks spanning Asia, Africa, the Middle East and Europe that will see trillions invested in new infrastructure across 126 countries.

"Relations with Greece are a priority for China," Greek Foreign Minister Nikos Dendias told Thema radio on Thursday.

"They came and invested in Greece when others stayed away" during the economic crisis, Dendias said.

Xi's visit comes on the heels of a four-day trip to Shanghai by Greece's new conservative Prime Minister Mitsotakis earlier this week at the head of a delegation of more than 60 businessmen.

Elected in July, Mitsotakis has made foreign investment and privatisation a linchpin of his administration's policy to restore Greece's sluggish economy to growth after a gruelling 10-year crisis.

"I want the first words by Greek authorities to those who come to invest to be 'how can I help you?'" said Mitsotakis, who plans to visit China again in April.

Greece has been building progressively closer trade relations with China for more than a decade, spearheaded by a 2008 deal by a previous conservative government to cede container terminals at the main port of Piraeus to Chinese shipping giant Cosco.

Cosco has already invested some 600 million euros ($660 million) in Piraeus, creating 3,000 jobs, and its overall footprint could reach one billion euros, Mitsotakis said during his Shanghai visit.

According to the Greek government, Greek shipowners have also built more than 1,000 vessels worth over $50 billion (45 billion euros) in China in the past 15 years.

Greece expects 500,000 Chinese visitors over the next two years, compared to under 200,000 in 2019, Mitsotakis said during his trip.

Over 5,000 Chinese have purchased property in Greece, taking advantage of a five-year 'Golden Visa' residency programme launched in 2013.

Cosco in 2008 acquired Piraeus' two main container terminals on a 35-year lease. In 2016 it also took over the Piraeus port authority, and the third remaining container terminal, until 2052.

Greece has also signed up to China's new "Belt and Road" project, a $1 trillion global investment programme aiming to forward Chinese goods to markets further afield.

No less important will be the issue of strategic stability, multipolarity, peace and security. Economic dimensions of BRICS have greater and greater importance. In the offing are BRICS women business alliance, BRICS platform for energy research. Issue of new challenges and threats, counter-terrorism and information security will be in focus. Russia advocates a separate pact on information security which is of great importance for us. Multiple ideas are put forward by our BRICS partners, including India, for enhanced humanitarian connect.

WION: Will PM Modi meet Russian President Putin in Brazil?

Kudashev: Yes, it is in the offing. It will be premature for me to announce the specific date and time, but it will happen. Our relation with India is special and in the coming year, we will celebrate the 20th anniversary of our strategic partnership, the 10th anniversary of our specially privilege strategic partnership, the 75th anniversary in the great patriotic war and 550th anniversary of the first contact between India and Russia.

WION: When will the training of Gaganyaan astronauts begin in Russia?

Kudashev: The legal environment is there and the sooner we start doing the business and start the training procedure, the better it is because time goes by very fast and the flight will come very soon.

WION: Indian defence minister was in Moscow. When can we see an inter-government agreement on Reciprocal Logistics Support (ARLS) ?

Kudashev: I could say that we remain committed to this agreement, committed to doing it at the earliest, so I believe doing in the course of coming 2-3 months, it will be there.

WION: Terror remains a key global concern, including for India, how are both countries are increasing the counter-terror initiative?

Kudashev: We should help each other. We actively cooperate at the global level and at the regional level. We do exchange our experiences, information and certain material. Russia is supportive of India's idea of doing a global comprehensive convention against terrorism and remains supportive of PM Modi's idea to convene a global conference on counter-terror.

BRICS is new model of international contact: Russian envoy to India

Brazil is all set to host this year's BRICS summit which will see Indian PM Modi participating. Speaking to our diplomatic correspondent Sidhant Sibal, Brazilian envoy to India Andre Aranha Correa Do Lago said one of the key objectives of the summit will be innovation and how these five countries - India, Brazil, China, Russia and South Africa can work together and set an example for the world.

Excerpts:

WION: What will be the main agenda of the BRICS summit?

Andre Aranha Correa Do Lago: We are very happy to host the summit, this is the 11th BRICS summit and what really Brazil thinks is very important, its economic growth, innovation and technology for the future, which is an important objective. There are different things happening in the world, but we have to focus on this, how much these countries can get together and this can improve things and economic growth, science, technology and innovation.

WION: How much global growth can be part of the talks, since BRICS is a grouping based on economic issues?

Andre Aranha Correa Do Lago: As you know, we have very different circumstances, India has been growing very strongly, as well as China but Russia, Brazil, South Africa have been growing through more difficult times with much less significant percentage of growth.

What we know, we are all living in a world full of uncertainties and since these economies got together in the group, because of our economic significance, we have to show we have lines that we follow and that their things to show what can be done between us and that can be example for rest of the world.

WION: Are you planning to call other Latin American countries?

Andre Aranha Correa Do Lago: In this BRICS summit, the Brazilian government decided not to call anybody else, just five leaders and somehow we want to concentrate on the leadership of the five countries.

It will also be a celebration because one doesn't notice but during the process of presidency of BRICS we had several meetings. This year we organising over 90 government meetings, 17 at the level of ministers and also 15 people-to-people meet which is a great achievement. BRICS institutions coming together.

The summit is not something to be looked at in isolation, it is in fact, the symbolic end of engagements.

WION: How are current India-Brazil ties faring?

Andre Aranha Correa Do Lago: The relationship is getting stronger, and you have to think of one element, which is forgotten, the most important new groups formed recently to try to solve some of the difficulties we have in multilateral, basically BRICS formed to deal with economics and trade regarding the IMF, WTO but we have also we have the group G4 to deal the UN issues.

In G4, we have India with Brazil, and then IBSA that concentrates on south-south cooperation and has big democracies in three different continents and it is being preceded by India this year. SO whatever geometry we choose to try to overcome the difficulties of traditional structure, India and Brazil are always together.

WION: Any high-level visits in the offing from Brazil to India?

Andre Aranha Correa Do Lago: I hope so. As you know reports of things that can happen, the fact this is a very good moment for the relationship and there is a very good understanding between our leaders in the Osaka G20 meet and it has continued.

We all know how important it is to have a special relationship between the leaders and will be good to have more high-level visits.

WION: What is your take on UN reforms?

Andre Aranha Correa Do Lago: Well, I hope yes. As a Brazilian diplomat I have believe in the United Nations and both India and Brazil want to work with the UN, we don't want to reduce the strength of the UN.

But the world has changed since 1945 and no doubt reforms are needed. It is a complex process and we have to remember, their can't be reforms without considering India and Brazil, this is the main message and the reform should reduce us.

Excerpts: WION: What will be the main agenda of the BRICS summit? Indians can now have easy access to Sao Paulo after Brazilian President Jair Bolsonaro announced today that the South American nation will no longer require Indians to obtain a visa while visiting the country as a tourist or for business purposes.

The announcement was made by the Brazilian president while he was in China during an official visit.

WION spoke to the Brazilian embassy in New Delhi which said: "Brazil wants more businessmen and tourists from India. There are untapped opportunities for deepening people-to-people contact. We are implementing measures which could be the first step to facilitate bringing our people closer."

Earlier this year, the visa relaxation rule followed Brazil's move on similar lines to a number of nations including the USA, Canada, Japan and Australia. Brazilians, on the other hand, are still required to obtain visas for the said nations.

The new strategy outlined an openness towards tourists while eliminating visa requirements for countries with the biggest economic potential which also helps to promote Brazil's diverse culture and natural marvels.

India and Brazil share a close and multifaceted relationship at the bilateral level as well as in plurilateral fora such as BRICS, BASIC, G-20, IBSA, and several others.

According to government data, more than 4,700 Indians reside in Brazil with the majority of them living in Sao Paulo, Rio de Janeiro, and Manaus. The community mainly comprises of professionals, businessmen, scientists and researchers connected with space, agriculture, physics, and biotechnology. There is also an India association in Sao Paulo.

Apart from this, India and Brazil also share an interest in commercial, defense and cultural relations including the ITEC program. About 55 Brazilians have visited India under the ITEC program for training in communication, defense and management in the past seven years.

BRICS pushes for early adoption of Comprehensive Convention on International Terrorism

India, Brazil and South Africa on Thursday pledged to promote the reform of the multilateral system through cooperation in all relevant multilateral fora and international organisations and reiterated their commitment to working together to prosecute persons sought for corruption and economic crimes.

The commitment was made by the IBSA member states -- India, Brazil and South Africa, which was attended by the foreign ministers of the respective countries.

"At a time of significant and pressing global challenges, India, Brazil and South Africa acknowledge our common objectives and shared responsibility to help build a peaceful, secure and prosperous world. The right to development and equality of opportunities are critical means to achieve such goals," a statement issued by the Ministry of External Affairs (MEA) said.

It noted that there is a need for the reformation of the multilateral system, so as to ensure that it works effectively for all states and its peoples.

"As large democracies and vibrant nations, we believe that people should be placed at the centre of inclusive international governance. We are committed to reforming the multilateral system in order to meet the needs and expectations of our peoples, as well as to respond to increasing global challenges," the statement said.

"We reaffirm our commitment to enhance the voice and representation of emerging and developing economies, especially those in Africa, in the decision-making bodies of multilateral institutions," it added.

The member countries also said they remain committed to working together for the expansion of membership in both the permanent and non-permanent categories in the UN Security Council, stressing that it remains a crucial international undertaking.

"The comprehensive reform of the United Nations (UN) system, including that of the UN Security Council, remains a crucial international undertaking. As we welcome, inter-alia, the cooperation between the United Nations and IBSA countries, as well as with regional organisations and institutions, such as the African Union Peace and Security Council (AUPSC), in the promotion of international peace and security, we remain committed to working together for the expansion of membership in both the permanent and non-permanent categories for achieving a more representative, inclusive and equitable UN Security Council," the statement outlined.

It also said that IBSA member states remained concerned with the slow pace of inter-governmental negotiations on UN Security Council reform, which have not produced tangible progress in the United Nations General Assembly (UNGA).

"With the onset of the 75th anniversary of the UN in 2020, we urge redoubling of efforts to achieve progress on this issue, with a view to an early comprehensive reform of the Security Council," the statement said.

The IBSA members outlined that the reform of the international economic governance architecture, including the World Trade Organisation (WTO) and the international financial institutions, should also be a priority.

"IBSA countries have contributed meaningfully in making the international economic governance architecture more representative and democratic, and will continue to work together to advance an agenda that promotes sustainable development and inclusive growth," the statement said.

"The process of WTO reform must keep development at its core, promote inclusiveness and non-discrimination, build trust and address the inequalities and asymmetries in existing agreements. It should take into account the diversity of interests and concerns of the whole Membership, including developing Members, in particular, LDCs. IBSA countries recognise the central role played by the WTO in promoting the interests of developing countries on issues such as agriculture," it stressed.

The statement noted that strengthening the global financial safety net, with a strong, quota-based, and adequately resourced International Monetary Fund (IMF) at its centre, is essential.

The member nations reiterated their commitment to working together on strengthening cooperation to prosecute persons sought for corruption and other economic crimes, including through international organisations and institutions such as the G20, the Financial Action Task Force (FATF) and others.

"We underscore the need for continuing consultations and exchange of views between the IBSA countries in order to build partnerships in multilateral fora," the statement said.

"We commit ourselves to promoting the reform of the multilateral system through cooperation and coordination in all relevant multilateral fora and international organizations including the WTO and groupings of G20, BRICS, BASIC, and G-77," it further noted.

India, Brazil, South Africa pledge to work together in prosecuting economic offenders, reforming of multilateral system

US President Donald Trump sermonising to Russia on the latter’s nuclear armoury would be laughable were it not for the seriousness of the situation. Between them, these two powers hold over 90 per cent of all nuclear weapons in the world.

In the wake of the US pulling out of the decades-old Intermediate-range Nuclear Forces (INF) Treaty with Russia, the world is once again confronted with a nuclear arms race which has revived even more intensively.

When it comes to nuclear weapons, the US is the world’s first and leading offender. It was the first to develop, test and use a nuclear weapon. It is also the only country to use the threat of nuclear weapons against others. After all, one use is enough to convince the world that a second use would be disastrous for the planet. Thus, the mere threat of using nuclear force or missiles is sufficient to subdue any other country.

Besides the five permanent members of the United Nations Security Council(UNSC), the other nuclear-weapon states are India, Pakistan, North Korea and Israel. There are other states on the threshold, capable of developing nuclear weapons at short notice. Then there are forces, including terrorist groups, which would not find it very difficult to get their hands on nuclear weapons of weak states.

The US is the prime culprit in making nuclear weapons aspirational for developing countries. So much so that possession of nuclear weapons is flaunted as a mark of "development". The other eight nuclear-weapon states are equally responsible for making the cult of nuclear weapons a matter of national pride.

It is high time that a global movement for the elimination of nuclear weapons was launched. The new initiative should come from a new quarter, such as BRICS, for example, which has successfully set up a bank in the teeth of opposition from the international community.
