The Russian deputy chief of mission in Delhi, Roman Babushkin has said that BRICS groupings have a common approach when it comes to unilateral sanctions.

BRICS members such as Russia are under American sanctions and countries like India face the prospects of these sanctions when it comes to deals such as S400 defence deal, he told WION.

He also spoke on the relevance of BRICS, trade-in national currencies.

WION: The relevance of BRICS in the current world order?

Roman Babushkin: BRICS is a very important mechanism in terms of its continued efforts, to support international community activities in shaping new multipolar world order. BRICS is doing its best to provide and propose the international community a unifying agenda. It is not against anybody, it is standing for bringing developing countries to the decision-making process when it comes to global economic governance and we stand for collective efforts while we are dealing with the global and regional issues.

WION: How much is terror an issue for BRICS. India has been raising the issue of counter-terror?

Roman Babushkin: We do support Indian measures and Indian approach to make this issue in the framework of BRICS more practical. This is in a way general process, we have just started practical cooperation in the framework of BRICS. During Indian contribution, we established a dedicated group against terrorism and the current president is bringing this cooperation to the new level. We do hope our relevant experts who will meet next month will have an opportunity to discuss in more details and work out something specific for the next summit to be held in brazil.

WION: How much trade is currently happening in national currencies?

Roman Babushkin: BRICS is also to give more opportunity for member states to use national currencies in their trade. The volume of trade in national currencies is increasing. its a common tendency and BRICS is just following it.

WION: Unilateral Sanctions an issue, what is BRICS approach?

Roman Babushkin: In fact, BRICS approach on unilateral sanctions is already there. We have quite a similar position that we do not accept unilateral sanctions, extraterritorial sanctions. We do support, new multipolar world order and it should be based on the central role of united nations and avoiding unilateral and politically motivated approach in global and regional affairs and against double standards. This is part of the BRICS agenda and unacceptability of unilateral sanctions. If we succeed in our efforts, to stable financial systems and national currencies stronger, it will help us overcome restrictions.

In BRICS meet on sidelines of G20 summit, PM Modi highlights the issue of terror

The rising threat from protectionism and terrorism were in focus during the informal BRICS and RIC (Russia, India, China) meet that happened on the sidelines of the 14th G20 Summit today.

Speaking at the BRICS meet, that has become a permanent fixture on the sidelines of the G20 summit, PM Modi said, "support to terror should be stopped". The prime minister talked about a global conference on the issue, the idea for which was given by him during his visit to the Maldives earlier this month.

PM Modi said, there is uncertainty in the global economic order and "rules-based multilateral order" can face problems due to one-sided decisions.

He gave five solutions to the current problems which included free flow of skilled man force which will benefit nations where the average age of the workforce is beyond the workable age.

The BRICS, in its joint declaration, came strong on states providing support to terror. They reiterated that it is the "responsibility of all states to prevent financing of terrorist networks and of terrorist actions from their territories" and "commitment to fight the exploitation of the internet for terrorist purposes."

The statement took a strong stance on protectionism and stated, "Protectionism and unilateralism run counter to the spirit and rules of the WTO". India said that any international rules on data should be done under WTO and not by any other grouping including the G20.

This comes even as Australia, Japan and the US push for a free flow of trade at the G20. It is interesting to know that the RIC meeting echoed the sentiment on trade and terror.

Speaking during the RIC meet, which was revived last year after 12 years, the PM said, "As the world's leading economies, exchange of views between us, on the economic, political and security situation of the world is important. Our trilateral meeting today is a useful medium for discussing and coordinating on major global issues."

RIC meet discussed global trading regime and need for rules-based trading order and support for WTO reforms while slamming protectionism. The PM talked about the idea of an international conference at the RIC meet and hoped Russia and China to back it.

It is interesting to know that all three members of the RIC are also members of the BRICS.

An old almost forgotten Sanskrit prayer has evocative Words tamaso ma jyotir gamaya that translates lead me from darkness to light. India has taken quite long to move into what the imperialist colonisers derisive called the ‘Dark Continent’.

Even after Independence, we have let stereotypes dominate our perceptions. It is in this context that one should welcome the sudden spurt of zeal in 'initiatives’ focusing on hitherto neglected countries in that resource-rich and strategically significant continent.

First of all, we must understand that countries on the eastern seaboard of Africa and particularly those situated in the Horn of Africa are our close neighbours with whom we have had millennia-old trade and cultural ties. This is where the non-violent weapon of Satyagraha was forged that was effectively deployed to liberate India from the colonial yoke. Nelson Mandela was inspired by Gandhi’s vision and his life. This has resulted in South Africa hogging the limelight most of the time.

Francophone Africa and the territories under Portuguese and Belgian control have been neglected in comparison to the detriment of our national interest.

What has awakened India from a stupor is the Chinese expansion on a frightening scale. The term ‘frightening’ may sound alarmist to some but the bitter truth is that it reflects ground reality. India has pledged $400 million in aid, and though, the figure appears large but it pales into insignificance to what China has been pouring in Africa since 2015. It has secured a naval base in Djibouti and competes with India in every arena from food to energy security. India simply can’t expect to match China in foreign or technical aid. Nor does our emphasis on Soft Power allowed us to gain any traction.

We have not given due importance even to oil producing countries, with the exception of Nigeria, and have been unnecessarily squeamish and sanctimonious about dealing with countries in grip of violent strife bilaterally though Indian men in uniform have played a critical role under the flag of United Nations. We have canvassed support in Africa chasing the mirage of a permanent seat in the Security Council or other elections in international fora. We have failed to assess commercial and strategic opportunities until China has gained a first mover advantage blocking us effectively.

Its said ‘better late than never’ and this seems to be the only consolation we can derive from the recent announcement from the South Block that India is raising its diplomatic representation in several countries that till now were put in charge of concurrently accredited envoys ensconced in more hospitable Capitals. Be it the state visit of the President or the Prime Minister what is required is to follow up on promises and expeditious execution of projects.

Let’s not forget that over a million Indians live in African Diaspora and Africa provides a useful gateway to Latin America. It's time we looked beyond the BRICS.

PM Modi meets President Xi, takes part in BRICS meet as G20 summit begins

Any solution to the Korean Peninsula issue must address India's concerns about the nuclear proliferation linkages in its neighbourhood, External Affairs Minister Sushma Swaraj has said, in a veiled reference to Pakistan.

In her address to the BRICS (Brazil, Russia, India, China and South Africa) Foreign Ministers' Meeting on Thursday, Ms Swaraj said India has been consistently supporting the efforts to bring about peace and stability in the Korean Peninsula.

"We have been consistently supportive of efforts to bring about peace and stability in the Korean Peninsula," she said in the meeting held on the margins of the 73rd session of the UN General Assembly.

"We believe that any solution to the issue of Korean Peninsula must address concerns about the proliferation linkages with India's neighbourhood," Swaraj said, in an apparent reference to Pakistan which has close defence ties with North Korea.

Since the 1970s, Pakistan and North Korea have cooperated extensively on the development of ballistic missile and nuclear weapons technologies, according to defence analysts and media reports.

She said the world today was characterised by chronic armed-conflicts in different parts of the world, especially in West Asia.

These conflicts are of intra-state nature with the proliferation of non-state actors and terrorist-networks with global reach, she added.

Conflicts in Syria, Libya, Iraq and Yemen pose security challenges for the region and for global peace, Swaraj said while expressing deep concern with continuing tensions on the border between Gaza Strip and Israel.

Swaraj said India had recently considerably increased to US $5 million its contribution to the UN agency for Palestinian refugees, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

"India firmly believes that the dialogue and country-led processes are the only viable options to effectively address the issues in that region," she added.
