'Next priority will be...': EAM Jaishankar briefs Parliament on India-China ties

<p>In the latest update on the Sambhal violence, police found US and Pakistan-made cartridges at the site of the incident on Tuesday (Dec. 3). Police recovered a total of six cartridges from the drains at the site of violence and found one of them was made in Pakistan and another in the US, The Times of India (TOI) reported. The cartridges were found during a search operation by the forensic team along with the Municipal Corporation team.&nbsp;</p>

<p>Additional SP Shrish Chandra said, "On Tuesday, the forensic team arrived at the Kot Garvi neighbourhood, where violence occurred on November 24 during the survey of the Shahi Jama Masjid. Police recovered a total of six cartridges from the drains at the site of violence and found one of them was made in Pakistan and another in the US, The Times of India (TOI) reported. <p>All the accused had earlier been sent in judicial custody by a magistrate court.</p>

<p>On November 30, the police invoked provisions of the stringent MCOCA against all the 26 accused. Following this, all the accused were produced before the special court on Tuesday.</p>

<p>However, before the court proceedings began, the judge asked journalists present in the courtroom to leave after the prosecution raised an objection, saying the remand application has sensitive information.</p>

<p>The police sought remand of the eight accused, including Gautam, for further in-depth investigation into the matter.</p>

<p>Defence lawyers Roopesh Jaiswal, Ajinkya Mirgal and Dilip Shukla opposed the remand, saying the accused have already been in custody for over 40 days.</p>

<p>The lawyers contended the MCOCA provisions are not made out against the accused as they have no previous cases against them.</p>

<p>Moreover, there is nothing on record to show these accused were part of the gang, which had two charge-sheets (an essential requirement to invoke MCOCA) against them, they said.</p>

<p>After hearing both the sides, the court sent the eight accused in police custody till December 7. The other accused were sent in 14-day judicial custody.</p>

<p>Besides Anmol Bishnoi, Shubham Lonkar is also a wanted accused in the case.</p>

<p>The assailant has authored several books on guerilla warfare and other seditious materials, news agency ANI reported, citing sources.</p>

<p>He played a key role in the escape of Babbar Khalsa terrorist Jagtar Hawara and his associates from Burail Jail in the year 2004. To facilitate the escape, he threw a large iron chain over the main electricity wires outside the jail, causing a power outage inside the facility.</p>

<p>"Chaura was on the radar of central intelligence agencies since he came out on bail in the year 2018. The agencies kept Punjab Police updated about his movement and the activities he was involved in," said the official.&nbsp;</p>

<p>The Amritsar police said that Chaura has a criminal record and arms have been recovered from him in the past.</p>

<p>"There are several cases registered against him (Chaura), arms were recovered from him in the past, we will have to check records," Amritsar Police Commissioner Gurpreet Singh Bhullar said.</p>

<p>"We will investigate this through our sources well. I think he (the attacker) has been nabbed and taken away by the police. Guru Ram Das saved Sukhbir Singh Badal... We are looking into the security arrangements," he added.</p>

<p>“The central government has launched a comprehensive awareness programme on digital arrest which, inter-alia, include; newspaper advertisement on digital arrest scam, announcement in Delhi metros on digital arrest and other modus operandi of cyber criminals, use of social media influencers to create special posts on digital arrest, campaign about digital arrest through Prasar Bharti and electronic media, special programme on Aakashvani on digital arrest...”, the MHA said in a written response in the Lok Sabha, as per Indian media reports.</p>

<p>At 14.38 hrs on Tuesday, 3rd December, the Indian Space agency ISRO commenced the 25-hour countdown for the PSLV-C59/Proba-3 mission. The countdown is a process when the health checks of various systems and technical parameters of the rocket are conducted, liquid fuels are filled. At 16:08 hrs on Wednesday, the 320-tonne PSLV-XL rocket is to liftoff from the first launchpad at the Indian Spaceport, Satish Dhawan Space Centre in Sriharikota, Andhra Pradesh.&nbsp;</p>

<p>The 44-metre tall PSLV rocket will be carrying the twin (Occulter and Coronagraph) spacecraft of the European Space Agency (ESA), which weigh a total of 550 kg. The mission is known as Proba-3. Proba is a series of missions where the ESA demonstrates new technologies in space.&nbsp;</p>

<p>The mission's name, 'Proba' is derived from the Latin word, which means "to try or try it"... Proba is an abbreviated version of&nbsp; ‘PRoject for OnBoard Autonomy’.&nbsp;</p>

<p>Around 18 minutes and 40 seconds after liftoff, the twin satellites will be injected into a 600 km&nbsp;x 60,000 km&nbsp;orbit. This is known as a highly-elliptical orbit, which means that the satellites' distance from Earth keeps varying drastically. A large number of satellites are injected into circular orbits, which puts them at a constant distance from the Earth. However, in elliptical orbits, satellites have an apogee (farthest point from Earth) and perigee (closest point from Earth), and their distance from the Earth keeps constantly changing.</p>

<h2><strong>What makes Proba-3 unique?</strong></h2>

<p>Proba-3 is the world’s first precision formation flying mission. It consists of two small satellites launched together that will separate apart to fly in tandem to prepare for future multi-satellite missions flying as one virtual structure. Simply put, Proba-3 satellites will fly at a proximity (approximate distance of 150 metres) to one another. This is similar to how fighter pilots fly their planes in a close formation.&nbsp;</p>

There is immense scientific interest in better understanding the solar corona and related phenomena.&nbsp;</p>

<p>A Coronagraph is a device that can artificially block out the bright light of the sun, thereby enhancing the visibility of the faint corona. A solar eclipse, when the moon blocks out the sun, is a great natural opportunity to study the solar corona. But eclipses are rare and occur only for a few minutes.&nbsp;</p>

<p>The two Proba-3 satellites will be precisely aligned so that the Occulter spacecraft casts a shadow across the Coronagraph spacecraft, thereby enabling the visibility of the faint solar corona. If the two are not perfectly aligned, then the bright disc of the sun will not be hidden from the instrument, and the corona will be obscured by its bright light.&nbsp;</p>

The mass of the satellites is above the capability of ESA's Vega-C small rocket, while the large Ariane-6 rocket would be too costly for a mission of this kind. PSLV offers the perfect balance in terms of lift capability and cost. ESA will be paying around € 30 million (approximately Rs 271 crore) to avail the launch services from ISRO's commercial arm, NewSpace India Limited (NSIL).</p>

<p>Former Akali Dal president Sukhbir Singh Badal arrived at India's Golden Temple in&nbsp;Amritsar on Tuesday morning (Dec 3) on the first day of restitution.</p>

<p>He was seen wearing sevadar’s robes with a plaque on his neck as he sat on a wheelchair at the entrance of the gurudwara, the holiest shrine of Sikhs.</p>

<p>This comes after the Akal Takht, the Supreme Court of Sikhs, announced its verdict against him over religious misconduct.</p>

<p>The former Deputy chief minister of Punjab was declared ‘tankhahiya’ or guilty of religious misconduct in August.&nbsp;</p>

<p>Akal Takht Jathedar Giani Raghbir Singh on Monday (Dec 2) read out a verdict against Badal in the presence of the Panj Piyaare (five high priests) in Amritsar.</p>

<p>The gurudwaras where he will go for penance are Shri Harimandar Sahib (Golden Temple), Takht Shri Keshgarh Sahib, Takht Shri Damdama Sahib, Darbar Sahib (Muktsar) and Gurudwara Fatehgarh Sahib.</p>

<p>“The time for sitting in front of the gurudwaras will be 9 am to 10 am. After spending the hour, they will have to go into the langar hall to clean utensils as penance for an hour,” the Jathedar said.</p>

<p>The Akal Takht issued punishments for Badal citing the "mistakes" and "some decisions" SAD took during its tenure in Punjab from the year from 2007 to 2017.</p>

<p>Apart from this, the Five High Priests also called on the Shiromani Akali Dal (SAD) to accept the resignation of Badal as chief of the party and withdraw the title of 'Fakhar-e-Quam' bestowed upon former CM Parkash Singh Badal.</p>

<p>The Sikh clergy at the Akal Takht further said that he will clean washrooms from 12:00 to 1:00 PM on Tuesday (Dec 3).</p>

<p>Ruling Bharatiya Janata Party (BJP) lawmakers Babu Singh and Sanatan Bijuli, while speaking in the assembly, strongly denounced the event and said those responsible should be held accountable.</p>

<p>Along with the actor, Bimbadhar Gouda, one of the theatre's organisers was also arrested in Ralab village near the Hinjili police station on November 24. The police took the two into custody for violating the Wildlife Protection Act and causing cruelty to animals.</p>

<p>"We are also looking for the persons who displayed snakes in the theatre. They will also be arrested soon," said Berhampur Divisional Forest Officer (DFO) Sunny Khokar.</p>

<p>The name of the arrested organiser was not disclosed by the police.&nbsp;</p>

<p>Just after midnight as poisonous plumes of smoke wafted through the Indian city of Bhopal four decades ago, Gas Devi was born, gasping for every breath.</p>

<p>Her feeble cries were drowned out by the screams of men, women and children as they ran to escape the cloud of highly toxic gas leaking from the Union Carbide factory on the night of December 2, 1984.</p>

<p>Some 3,500 people were killed in the immediate aftermath, and up to 25,000 are estimated to have died overall in the world's deadliest industrial disaster.</p>

<p>Forty years later, the horror continues to blight the lives of those like Devi -- as well as countless others born with deformities since that fateful night.</p>

<p>Devi, a daily wage labourer, has constant pain in her chest, one of her lungs is not developed fully and she keeps falling sick.</p>

<p>"My life is a living hell," Devi told AFP, speaking at her shanty in Bhopal, the capital of the central state of Madhya Pradesh.</p>

<p>Even if she wanted, she cannot forgot the night she was born.&nbsp;</p>

<p>"My parents named me Gas," she said, her eyes welling up. "I believe this name is a curse. I wish I had died that night".&nbsp;</p>

<p>Twenty-seven tonnes of methyl isocyanate (MIC), used in the production of pesticides, swept through the city of over two million people after one of the tanks storing the deadly chemical shattered its concrete casing.</p>

<p>As the white cloud of MIC shrouded areas close to the factory, people started collapsing in the streets.</p>

<p>Nathuram Soni, now 81, was among the first to rush out.</p>

<p>"People were frothing from their mouths. Some had defecated, some were choking in their own vomit," said Soni.</p>

<p>A handkerchief tied over his nose, Soni used his pushcart to carry his wailing neighbours, many of them infants, to hospital.</p>

<p>Rashida Bee, co-founder of the Chingari Trust charity that offers free treatment to children of gas-affected families, believes those who died were fortunate.</p>

<p>"At least their misery ended," she said. "The unfortunate are those who survived".</p>

<p>Her trust has seen more than 150 children being admitted this year alone with cerebral palsy, hearing and speech impairments and other disabilities.</p>

<p>She blames the disorders on the accident and the contamination of the groundwater.</p>

<p>Testing of groundwater near the site in the past revealed cancer- and birth defect-causing chemicals 50 times higher than what is accepted as safe by the US Environmental Protection Agency.</p>

<p>"This tragedy is showing no signs of relenting," said Rashida, 68, who has lost several members of her family to cancer since the accident.</p>

<p>"The soil and water here are contaminated -- that is why kids are still being born with deformities."</p>

<p>Union Carbide, which was acquired by the Michigan-based Dow Chemical Company in 2001, routinely dumped chemical waste years before the disaster, campaigners say.</p>

<p>Large evaporation ponds outside the factory were filled with thousands of litres of liquid waste.</p>

<p>Toxins penetrated the soil and the water supplying several neighbourhoods.</p>

<p>Dow Chemical did not respond to AFP's request for comment.&nbsp;</p>

<p>Tasleem Bano, 48, is convinced of a link between the plant and congenital illnesses.</p>

<p>Her son Mohammed Salman's limbs were splayed when he was born.</p>

<p>"His twin brother died in the womb. Salman survived but he could not speak a word till he was six years old," she said, showing her son's braces that help him to stand.</p>

<p>"Doctors say he is like this because of the gas," said Tasleem, who inhaled the fumes as a young girl living close to the factory.</p>

<p>Salman, 12, could only respond with a toothy grin when asked his name.</p>

<p>Like Salman, hundreds of children at the Chingari centre struggle to speak, walk or eat their meals.</p>

<h2><strong>'Corporate massacre'&nbsp;</strong></h2>

<p>At the nearby Sambhavna Trust clinic, there is a steady queue of gas survivors seeking treatment.</p>

<p>"Data very clearly shows that mortality in the exposed population compared to a matched controlled (population) is much higher," said Satinath Sarangi, founder of Sambhavna.</p>

<p>"In 2011, we'd taken stock through our registered cohorts and we found there was 28 percent more mortality among the gas exposed."</p>

<p>Sarangi, 70, said the MIC fumes damaged the immune system of affected populations and caused chromosomal aberrations, something corroborated by medical research.</p>

<p>"Children of gas-exposed parents have much higher prevalence of congenital malformations."</p>

<p>In 1989 Union Carbide, in a partial out-of-court settlement with the Indian government, agreed to pay $470 million in compensation to the victims.</p>

<p>But the victims themselves were not consulted in the negotiations, and received just $500 each.</p>

<p>The current owners have refused to pay further compensation for the catastrophe that continues to unfold till this day.</p>

<p>In 1991, Warren Anderson, Union Carbide chairman and chief executive at the time of the disaster, was charged in India with "culpable homicide not amounting to murder".</p>

<p>But he never stood trial. Anderson died aged 92 in a nursing home in Florida in 2014.</p>

<p>A plea seeking compensation of 500,000 rupees ($5,920) from the Indian government for each victim diagnosed with cancer or kidney ailments is languishing in courts.</p>

<p>Rachna Dhingra, a social activist from the Bhopal Group for Information and Action, said true justice still evades the survivors.</p>

<p>"Until today, not a single individual has gone to jail -- even for a day -- for killing more than 25,000 people and injuring half a million people, and contaminating the soil and groundwater," she said.</p>

<p>"People in the city are continuing to fight because there is no legal mechanism to hold these corporations accountable worldwide.</p>

<p>"Bhopal has taught corporations how to get away with murder."</p>

In 1989 Union Carbide, in a partial out-of-court settlement with the Indian government, agreed to pay $470 million in compensation to the victims. But the victims themselves were not consulted in the negotiations, and received just $500 each. The current owners have refused to pay further compensation for the catastrophe that continues to unfold till this day. In 1991, Warren Anderson, Union Carbide chairman and chief executive at the time of the disaster, was charged in India with "culpable homicide not amounting to murder". But he never stood trial. Anderson died aged 92 in a nursing home in Florida in 2014. A plea seeking compensation of 500,000 rupees ($5,920) from the Indian government for each victim diagnosed with cancer or kidney ailments is languishing in courts. Rachna Dhingra, a social activist from the Bhopal Group for Information and Action, said true justice still evades the survivors. "Until today, not a single individual has gone to jail -- even for a day -- for killing more than 25,000 people and injuring half a million people, and contaminating the soil and groundwater," she said. "People in the city are continuing to fight because there is no legal mechanism to hold these corporations accountable worldwide. "Bhopal has taught corporations how to get away with murder."

The remnant low-pressure area is expected to emerge over the southeast and adjoining east-central Arabian Sea off the north Kerala-Karnataka coasts around December 3, 2024. The system is being continuously monitored by the Doppler Weather Radar at Karaikal," the IMD added.</p>

<p>Lieutenant Governor Kailashnathan said that Puducherry recorded 48.6 cm of rainfall in the last 24 hours. &nbsp;&nbsp;</p>

<p>"This has been one of the highest rainfalls in Puducherry. In the last 24 hours, we recorded 48.6 cm of rainfall. The drainage infrastructure is not capable of draining such a large quantity of downpour in a day. Electric substations have been submerged, and we had to shut down the power supply. A lot of trees have fallen, many on electric lines, and those lines need to be restored. By tonight, all substations will be re-energized," Kailashnathan said.</p>

<h2><strong>Holiday declared in schools and colleges</strong></h2>

<p>As the cyclone caused record rainfall in Puducherry, a holiday was declared on Monday (Dec 2) in all the government and government-aided schools, private schools, and colleges, the Union Territory's Education Minister A Namachivayam said on Sunday (Dec 1).</p>

<p>Tamil Nadu also announced holidays for schools and colleges in Villupuram, Cuddalore, Vellore, and Ranipet districts.</p>
