No State or official can refuse to take part in the National Population Register (NPR) which is a mandatory exercise, said Sushil Kumar Modi, deputy Chief Minister of Bihar. Not complying with it would be against the Constitution, he said.

While addressing a press conference on Saturday, he announced that the NPR would be updated in Bihar from May 15 to May 28 and that the nationwide exercise has to be carried out between April 1 to September 30.

"NPR is part of population census. No state can refuse to participate in the exercise or refuse to make it. No official can refuse to take part in it," said Sushil Kumar Modi.

"If someone refuses to do it then disciplinary action would be taken and monetary fine of Rs 1000 would be imposed," he said.

"West Bengal Chief Minister Mamata Banerjee and Kerala chief minister Pinarayi Vijayan cannot refuse to carry it out. That would be against the Constitution," said Modi.

Union Cabinet on December 24 approved a proposal to update NPR. The NPR was discussed thoroughly at a meeting chaired by Prime Minister Narendra Modi.

Former Air Force chief BS Dhanoa said that the outcome of the dogfight involving Wing Commander Abhinandan Varthaman could have been different had the IAF got the Rafale jets sooner.

"If Abhinandan was flying a Rafale and not a MiG-21, the equation in that air battle would have been different. Why was he not flying a Rafale, because you took ten years to decide which aircraft you want to buy," Dhanoa said at an event on Saturday.

Further questioning the politicisation of defence acquisition deals he added, "If you politicise defence acquisition system, the whole system goes behind. Other files also start moving at a slow pace. When could artillery get a new gun after Bofors? Bofors is good gun but was mired in controversy, same way Rafale was questioned."

Dhanoa also termed the S-400 missile system as a 'game-changer' and stressed the need to speed up the defence acquisition process.

"I have always said that S-400 is a game-changer ... It is a very good deal by the government to get S-400," Dhanoa said.

During Pakistani counter-attack on India on February 27, 2019 in response to Balakot airstrikes, Abhinandan had flown a MiG 21 Bison fighter into Pakistan occupied Kashmir (PoK).

Abhinandan had been grounded due to ejection from his MiG-21 which had been shot down in aerial conflict with Pakistan Air Force F-16s.Vir Chakra awardee Varthaman who shot down a Pakistani F-16 fighter jet post-Balakot operations had resumed flying operations on August 23.

The officer has started flying after medical clearance.

At a time when the death toll at Kota's JK Lon Hospital continues to rise, the disturbing reports of 146 infants' death in the month of December alone emerged from another hospital in Jodhpur.

In Dr Sampurnanand Medical College in Jodhpur district, 146 infants have died in the past month.

The hospital administration, however, said that the number of child deaths was quite low as compared to the number of children admitted in the hospital in December and added that the hospital gets very serious cases referred from other hospitals in the region which has led to the high number of deaths.

"We are the biggest hospital in western Rajasthan. We even get infants and other patients who are referred from AIIMS, Jodhpur. 4,689 admissions of infants were done in the month of December alone, out of which 146 died. Therefore, the mortality rate is just 3 per cent which comes under acceptable norms," Dr SS Rathore, Principal of the SN Medical College told ANI.

"The number of deaths might seem high but one should also see that the number of admissions is quite high at our hospital. Also, there were different reasons behind the death of infants which have occurred in the hospital," he added. So far, more than 100 children have lost their lives in the JK Lon Hospital in Kota.Further details are awaited.

Maharashtra Cabinet Minister Jayant Patil said that Chief Minister Uddhav Thackeray had sent Governor Bhagat Singh Koshyari the final list of ministers with the portfolios to be allocated to them for approval.

"About portfolio allocation, I am also waiting like all of Maharashtra. According to my information, the Chief Minister has sent the final list to Raj Bhavan at 7:30 pm today itself," Patil's tweet, roughly translated in English from Marathi, read.

In the tweet, the Nationalist Congress Party leader also expressed the hope that the Governor will soon approve the list sent by the Chief Minister. Earlier on Saturday, NCP leader and minister Nawab Malik said that the distribution of portfolios will be completed by Monday.

"The reason for the delay is not due to anything else but because we are considering creating new departments. So it's taking time. Portfolios will be allocated by Monday," Malik said.

Rumours were rife that over-ambition of Congress was to be blamed for the delay of portfolio distribution. However, it has now been refuted by Malik who said no party was behind the delay.

As part of its programme, the BJP has also launched a toll-free number 8866288662 for the people where they can register their endorsement to the new law by giving a missed call. The Act grants Indian citizenship to Hindu, Christian, Sikh, Buddhist and Parsi refugees from Pakistan, Afghanistan, and Bangladesh, who entered India on or before December 31, 2014.

Union Home Minister Amit Shah on Sunday said Congress leaders Rahul Gandhi and Priyanka Vadra instigated riots by supporting the anti-Citizenship Amendment Act drive.

"Congress leaders Rahul Gandhi and Priyanka Vadra instigated riots by misleading people over the Citizenship Amendment Act," Shah said while addressing a Booth Karyakarta Sammelan in New Delhi.

The Act grants Indian citizenship to Hindu, Christian, Sikh, Buddhist and Parsi refugees from Pakistan, Afghanistan, and Bangladesh, who entered India on or before December 31, 2014.

The opposition Congress has time and again criticised the amended law, deeming it discriminatory. While Rahul has termed it an attack on the poor, his sister Priyanka has dubbed the new law unconstitutional.

Meanwhile, Union Minister Shah also targeted Chief Minister Arvind Kejriwal for not doing enough for the development of the capital.

"They (AAP) promised that they will install 15 lakh CCTV cameras across the capital. So far, they have not fulfilled their promise. They also promised to make the contractual teachers and employees permanent. This task has also not been completed by them. And whatever development we want to bring in Delhi, Kejriwal is becoming an obstruction in that also. People of Delhi now know them properly," he said.

"I urge the people of Delhi to seek report of the work undertaken by the Arvind Kejriwal government while being in power for the past five years," the Union Minister said in his concluding remark.

''I intend to make it clear that despite the National Company Law Appellate Tribunal (NCLAT) order in my favour, I will not be pursuing the executive chairmanship of Tata Sons, or directorship of TCS, Tata Teleservices or Tata Industries,'' Mistry was quoted as saying as per news agency ANI. Mistry, however, said he would vigorously pursue all options to protect his rights as a minority shareholder. ''I will however vigorously pursue all options to protect our rights as a minority shareholder, including that of resuming the 30-year history of a seat at the Board of Tata Sons&the incorporation of highest standards of corporate governance&transparency at Tata Sons,'' he further said. He said he was humbled by the NCLAT order. Mistry took over as the chairman of the conglomerate, replacing Ratan Tata in 2012 and was the sixth chairman of the group. However, he was removed as Director by the shareholders of Tata Sons in February 2017.

Vital interests

India has vital interests in the Middle East. In the Gulf alone, India has close to 9 million residents. This region is a significant source of Indian oil and gas imports as well as remittances, especially to the state of Kerala.

Transit route

Importantly, India hoped that this region will serve as a transit route to Afghanistan and Central Asia, including through the Iranian port of Chabahar. India even has a sanction exemption for it from the US.

The balancing act

Perhaps, the biggest challenge for India is to balance the entire act. The government has tried to walk a tightrope over the past few years maintaining ties with Iran, Saudi Arabia, and Israel and being extremely cautious of not antagonising America at the same time.

US-India ties

The US, unlike in the past, has refrained from appearing hostile toward's prime minister Modi's stance on Pakistan. It did not even condemn India's Balakot strike or the abrogation of article 370 and the Citizenship Amendment Act

The US is India's second-largest trading partner after China and a superpower which India doesn't want to work against. Especially, after Trump's significant remarks about Soleimani having had a key role in the attack on an Israeli diplomat in Delhi.

For the second time, New Delhi is finding itself at the crossroads due to the ongoing tensions between Iran and Iraq.

Neutral stance

Before the US invasion of Iraq in 2003, India's ties with the country suffered due to the UN sanctions on Iraq. But India soon developed trade within the oil-for-food program, which permitted Iraq to export oil for essential goods.

After the US invasion of Iraq, India maintained a neutral stance and had even condemned military action against Iraq but later almost joined the coalition under the US backroom diplomacy only to eventually back off due to public sentiment and opposition protests.

Oil matters

More recently, the US sanctions on Iran have forced India's hand on the most vital commodity - oil. Iran's foreign minister Javad Zarif stated that India must stand up to the bully.

India has managed to make up for the loss of Iranian oil with other imports but PM Modi knows that oil is a commodity that can cause a massive political upheaval in India.

"We are only talking about people who have already come before December 31, 2014. Nobody reads the law. If a Rohingya has already come before December 31, 2014, if you are applying the CAA, why are you excluding him? If a Sri Lankan Tamil has already come before the date, why are you excluding him, if a Christian from Bhutan has already come before the date, why are you excluding him. The cutoff date is December 31, 2014," he said.

Chidambaram had said in tweets on Friday that Congress was not against giving refuge and eventually citizenship to those who are persecuted in Pakistan, be it Hindus, Sikhs, Jains or Christians.

He said the law should apply equally to all persecuted people including Pakistani Ahmadiyyas, Sri Lankan Tamils, Bhutanese Christians, Myanmarese Rohingyas etc.

We only demand that the law should apply equally to all persecuted people including Pakistani Ahmadiyyas,Sri Lankan Tamils, Bhutanese Christians, Myanmarese Rohingyas etc. The ideal law will be a humane and non-discriminatory Law on Refugees. — P. Chidambaram (@PChidambaram_IN) January 3, 2020 × "The ideal law will be a humane and non-discriminatory law on refugees," he said in the tweet. The CAA provides for giving citizenship to non-Muslim minorities from Pakistan, Afghanistan and Bangladesh who faced religious persecution and entered India before December 31, 2014.
