The Telangana government on Sunday said that it was extending the lockdown until May 7. Chief Minister K. Chandrashekhar Rao announced on Sunday night after the cabinet meeting. The state had earlier extended the lockdown till April 30. Though the Centre subsequently extended the nation-wide lockdown by May 3, the state cabinet decided to extend it further by four days. The Chief Minister said the cabinet took the decision not to give any relaxation after analysing the issue from all angles. An intensive survey shows that 95 per cent of the people are in favour of continuing the lockdown without relaxations. He said though the Centre has issued guidelines for relaxations for certain sectors, it had left it to the states to decide on their implementation. (With inputs from agencies)

As COVID crisis impacts the UK in a major way, the Indian mission in the UK is reaching out to the Indian community in several ways including working with diaspora organisation to provide subsidised accommodation and food to stranded Indians.

Speaking to WION's diplomatic correspondent Sidhant Sibal, Indian High commissioner to UK Ruchi Ghanashyam said, the Indian mission has set up a team of officers at the mission who are in touch with Indians who need medical assistance and for Indian students, "guidance is in place for their non-eviction".

The envoy also said Indian won't be unfairly penalised and UK visas stand extended for May 31.

Here's the full interview:

Sidhant Sibal: How are India and UK collaborating on COVID-19 crisis?

Ruchi Ghanashyam: India and the UK are working closely to address the humanitarian crisis emanating from COVID-19 pandemic and to find ways to minimize the impact of this crisis on our economies. India has supplied essential medicines such as paracetamol for the friendly people of the UK despite increasing domestic demand for medicines in India. India has also extended full support to the UK government’s evacuation efforts to bring British citizens back. These steps underline India’s commitment to work with the UK during this unprecedented crisis. I thank the UK government for responding to our call to help Indian citizens, including a large number of students, stranded in the UK whose visas were expiring. Clear guidance has been made available to Indian citizens in the UK for extension of their visas. Guidance is also available for international students regarding their stay in university hostels and helpful guidance is in place for their non-eviction. India and the UK are strategic partners and work closely in multilateral fora including the G20, to address global concerns and challenges. Recently, on March 26, India and the UK attended the Extraordinary G20 Leaders’ Summit. The Summit saw G20 commitment to fight the COVID-19 pandemic and safeguard the global economy. We consult each other, as required, on issues concerning a collective G20 response to COVID-19 challenge.

SS: How is the Indian mission taking care of the Indians and many students stranded in the country and the city of London?

RG: Thousands of Indian citizens including students, short term visa holder professionals, businesspersons and tourists, and many others are unable to go back to India due to COVID-19 related travel restrictions. The main challenges facing the High Commission were to be able to address concerns of the stranded Indians which related to accommodation, food, medicines/healthcare, and visa extension.

Two emergency helplines: +44 7768765035 / +44 7739363521 and two emails - inf.london@mea.gov.in / info.london@mea.gov.in are kept operational 24X7. We are also in touch with Indian citizens through our website, Twitter and Facebook.

High Commission is updating Indian citizens in the UK about advisories issued by the government of India and the UK on various issues such as visa extension, COVID-19 helpline of NHS, UK Government’s guidelines about non-eviction policy, and visa extension guidelines, which are of interest to our people in these circumstances.

Given that Indian citizens in need of accommodation and food are spread across the UK, the High Commission has worked with diaspora organisations, student associations, community support groups and individuals across the UK so that assistance may be provided to stranded Indian citizens in terms of subsidised accommodation and food. I am deeply touched that a large number of such organisations, associations and establishments in the UK have come forward to help stranded Indian nationals, including Indian students, in need of assistance with food or reasonably priced accommodation. Details of such associations and establishments are available on our website or social media platforms. Mission’s officers are in touch with these help groups and organizations. There are also challenges that people face in accessing medical services. Indians on short term visits to UK ran out of their prescription medicines and found that their Indian prescriptions are not valid in the UK. Other Indian citizens approached us requiring other medical help. To address these challenges, we approached the British Association of Physicians of Indian Origin (BAPIO). We now have a list of multiple options for medical assistance. The first option is medical help through BAPIO. The second is of telephonic consultation through Jain Vishwa Bharti – a registered charity. The third option is a private hospital which can provide consultation through an app and also have the service of medicine delivery in 24 hours. The mission’s panel doctors also help Indians and provide medical guidance. These options are helpful to stranded Indians as the National Health Service of UK is under tremendous stress due to COVID19 outbreak. NHS has also issued clear guidance regarding testing/ treatment for COVID19. We have set up a team of officers in the High Commission to stay in touch with the Indian citizens who need medical assistance. In these times, anxiety and stress are very natural. We have, therefore, put up videos and other advisories of the AYUSH Ministry to guide people about the simple preventive measures available to them in the Indian traditional medicinal system. Yoga is also an effective stress buster and a potent system to boost overall health. Videos from ‘Yoga with Modi’ on YouTube have been made available on our social media platforms. We hope that people will use these to boost health and well-being.

SS: What do you have to say on visa issues are something that has been a worry for Indians? And how much pressure Indian mission is under, given that globally we have seen how Indian diplomats are risking lives in worst impacted areas?

RS: Expiry of visas has been among the main concerns of Indians in the UK in the wake of COVID19 related travel restrictions. The High Commission worked with the UK authorities at the very beginning of the lockdown for extension of visas of short-term visitors and individuals stranded due to COVID19 related travel restrictions. Foreign office has given us an assurance that 'Indian nationals in the UK do not need to be concerned about their immigration status. No one will be unfairly penalised for events beyond their control as a result of COVID-19. I appreciate that the UK government has extended visas till 31st May 2020 and have issued clear guidance in this regard. We remain in regular touch with the UK Foreign & Commonwealth Office to address any challenges faced by our nationals in the UK.

At a time when the coronavirus pandemic is fast spreading across different parts of West Bengal, the state government on Sunday accused the central lab - ICMR-NICED for providing defective test kits.

In a series of Tweets posted by the official Twitter handle of State Health and Family Welfare Department, the state accused ICMR-NICED of the delayed process in getting test results for COVID-19 in the state.

“The apparently defective test kits supplied by ICMR-NICED, Kolkata are resulting in a high number of repeat/ confirmatory tests and causing delays and other attendant problems at a time when we are battling a pandemic. This is an issue that ICMR needs to look into immediately,” the Tweet reads.

The Department of Health and Family Welfare through its Tweets also claimed that the COVID-19 test kits provided by ICMR-NICED two weeks back are throwing up ‘inconclusive’ reports hence the same sample are having to be tested again.

“The testing kits supplied by ICMR-NICED about two weeks ago have started to throw up a large number of ‘inconclusive’ results, necessitating a repeat/ ‘confirmatory’ test run, thereby causing a delay in the generation of the final test report,” the Department wrote on Twitter.

This apart, the state government alleged that till the time the COVID-19 test kits were being sent directly from National Institute of Virology, Pune, there was no problem until the kits were routed through ICMR-NICED.

Interestingly, two weeks back, the Director of ICMR-NICED through interviews had claimed that the state was not testing enough samples and that the state was not sending enough samples to ICMR-NICED for testing despite having the manpower and infrastructure to test as many as 100 samples each day.

India has shared with Canada "Bhilwara model" of containing the COVID-19 pandemic and will be sending five million tablets of hydroxychloroquine to the North American country.

Speaking exclusively to WION's principle diplomatic correspondent Sidhant Sibal, India's high commissioner to Canada Ajay Bisaria said India and Canada are collaborating at multiple levels to deal with the crisis and Indian mission is reaching out to the Indian community from Nova Scotia to Vancouver, through the use of technology. Ajay Birasria has written to Canadian provinces, universities to help stranded Indian students even as Indian diaspora has opened doors to help out to them.

WION: How are India and Canada collaborating over COVID crisis?

Ajay Bisaria: India and Canada are collaborating at multiple levels in pandemic times. Our prime ministers have been part of the global conversation in the G20 context. Our foreign ministers have been in touch. Commerce ministers of both countries have had several chats on operational details of trade exchanges. The supply chains from India remain intact and dependable. For instance, we have just cleared a shipment of 5 million tablets of hydroxychloroquine to Canada. We are exchanging knowledge on policy responses. We have shared with Canada the ‘Bhilwara model’ of containing the pandemic. We are in turn studying the Canada model of designing regulations for re-engineering auto sector production lines for health manufacture. I have discussed such issues with Canadian ministers, most recently with Minister for Innovation Navdeep Bains.

India has facilitated multiple evacuation flights to send Canadian citizens home. I have begun teleconferencing with business leaders. We are also looking at business level responses to the current crisis. And we are preparing for business in the new normal of post-pandemic times. In short, we have reacted the way strategic partners should in a crisis. By remaining in close touch, by helping out where possible, by planning ahead.

WION: How is the Indian mission taking care of the Indians in Canada?

Ajay Bisaria: We have over 700000 Indian passport holders in Canada today. This includes a contingent of over 225000 students. Naturally, many of these citizens are keen to get back to India but can’t given the global lockdown. These are extraordinary times, they call for discipline and patience. India is in strict lockdown. In Canada too, the quarantine act has been invoked and most provinces are in states of a medical emergency. There are no flights operating to India till 3 May. Our advice to Indians here is to stay where they are, to avoid all travel and to follow the advisories and instructions of the Canadian authorities.

WION: How is the NRI community helping in the mission's efforts?

Ajay Bisaria: We are hugely proud of the success of the Indian community in Canada. The strength of this diaspora goes beyond its size of 1.6 million. Indo-Canadians occupy unique leadership positions in politics and business and they have shown tremendous generosity in assisting people in distress at this time. Several temples, gurudwaras, NGOs, and even cultural organizations being run by people of Indian origin have come forward to provide food, shelter, medicines and other necessities to Indian students and other Indians stranded here.

Diaspora groups have set up helplines and are providing free advice to people ranging from availing emergency benefits to immigration and visa issues. We at the High Commission have tried to facilitate connections. We have conferred with students, as also community leaders, from Nova Scotia to Vancouver and tried to get a sense of their issues and concerns. I have also written to the leadership of provinces and universities explaining what our students need in these difficult times. Similarly, we are helping out Indians who find themselves stranded in Canada. Some of them have run out of medication and we are working with community doctors and pharmacies to prescribe medicines. Some community members have offered boarding at hotels owned by them.

WION: Any innovate way to reach out to the Indian community?

Ajay Bisaria: We are harnessing all technology to connect and reach out. At the High Commission, we have established an automated help-desk that provides answers and updated information to the most common issues that people here have. It converses in English and Hindi and will soon add Punjabi. Our Mission in Ottawa and our Consulates in Toronto and Vancouver have buzzing helplines and a heavy e-mail traffic of queries which are patiently answered. We are committed to creating a home away from home for Indian nationals in these troubled times. With technology, it’s easier to remain connected even when we’re isolated

COVID-19: India shared 'Bhilwara model' with canada, says India Envoy to Canada Ajay Bisaria

A day before a host of relaxations to boost economic activities kick in amid the nationwide lockdown, Union minister Prakash Javadekar said on Sunday that more relief measures are bound to come if India continues to manage the coronavirus crisis well, asserting that "you cannot (have) lockdown permanently".

In an interview to PTI, the information and broadcasting minister also called for fully observing Prime Minister Narendra Modi's request to people to stay wherever they are amid a row over the UP government's decision to send buses to Kota in Rajasthan to bring back students stuck there.

"I will not go into any particular incident but let me make it clear that the Prime Minister has spoken about people facing hardship when they are away from home. He has advised them to stay wherever you are. That is the real point," he said when asked about the incident.

Bihar Chief Minister Nitish Kumar has objected to the development, saying it was against the spirit of lockdown, and some opposition leaders have questioned as to why then the central government is not making provisions for stranded migrant labourers to return to their homes.

"Our policy is stay wherever you are and help each other," Javadekar said, adding that Modi's appeal in this regard should be observed 100 per cent.

A member of the group of ministers to oversee the measures to combat the pandemic, he said unlike leaders in some other countries, who are "confused" between the choices of shutdown and letting economic activities pick up, PM Modi is "not in two minds" about the way forward and knows what needed to be done and when.

"He gave the call of lockdown at the right time and is now partially allowing economic activity while the lockdown continues. With such a (huge) population we have managed well, if this continues we will get more relief," he said.

While the relaxations starting from April 20 are primarily aimed at boosting the rural economy, Javadekar expressed confidence that economic activities will start in cities as well "sooner than later".

"The lockdown has been very successfully conducted. The world is praising it because this is the way to fight the coronavirus. But even after this you cannot (have) lockdown permanently. It was needed to start economic activity.

"The world has seen that in such a pandemic the country which saves lives actually then gets better... We have saved lives and at the same time we must start economic activity. To that end Prime Minister has partially opened economic activities," he said.

To a question about Rahul Gandhi's claim that the lockdown is not a solution to the pandemic, he took a dig at him, saying that the Congress leader must be "more knowledgable" about COVID-19 than others.

"The world is praising India for timely lockdown and its good implementation. Compared to what we are witnessing in western countries, we are doing much better," the senior BJP leader said, in an apparent reference to thousands of deaths in developed countries like the US, France and Italy.

The toll due to COVID-19 in India was at 507 and the number of cases at 15,712 on Sunday, according to the Union Health Ministry.

The prime minister, Javadekar said, kept a keen eye on the COVID spread outside India even when there was not a single case here and would tell his cabinet colleagues about its potential danger and seriousness.

India now has 700 COVID-19 hospitals, over one lakh isolation beds, more than 11,000 ICUs for coronavirus patients and has begun manufacturing Personal Protective Equipment (PPE), rapid test kits and masks that it did not do earlier, he added.

The Union minister said the partial resumption of economic activities, including all agriculture-related work, fishery and dairy works besides industries active in rural areas, under the prescribed guidelines will be a good relief to the rural economy.

The work under MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) will also start, he noted, adding that over 13 crore families will benefit.

More relaxations in offing if India continues to manage coronavirus well: Prakash Javadekar

The Delhi government has decided to not relax the ongoing lockdown as of now as the coronavirus appears to be spreading at a "faster pace" in the national capital, Chief Minister Arvind Kejriwal said on Sunday, asserting that the decision is aimed at saving lives.

Addressing an online media briefing, Kejriwal said the government will assess the situation again after one week.
According to an order issued by Delhi Chief Secretary Vijay Dev, the government will review the situation on April 27.

"Many people are facing difficulties due to ongoing lockdown... We too want to relax the lockdown which is an easy task. But if we give relaxations and if there is a shortage of ICU, ventilators, oxygen in hospitals and people lose their lives, we wouldn't be able to forgive us. Hence, the decision to not relax lockdown was taken today," Kejriwal said.

As the virus has started spreading at a faster pace, containment zones have been increased, he said, but assured the situation is under control.

In Delhi, there are 11 districts which have hotspot areas and relaxation cannot be given there according to central government's revised guidelines.

Kejriwal also said that there have been instances where people who did not show symptoms were found infected by COVID-19. Out of 736 samples collected recently, 186 people were found to be infected by COVID-19 on Saturday and all of them were asymptomatic, he said, adding they didn't even know they have been infected by the virus.

"When we talked to one of them, he said he was engaged in serving food at a government-run food centre set up during the lockdown. I have ordered for rapid testing of all those who had visited this centre. We will also conduct rapid testing of all people engaged in food distribution at government-run centres across the city," the chief minister said.

He has previously said his government has been serving food to around 10 lakh people daily in the national capital.
On Sunday, Kejriwal said Delhi has 2 per cent of the country's population but 12 per cent of the total COVID-19 cases.

He cited the Tablighi Jamaat congregation in Nizamuddin last month and a major inflow of travellers from other countries as the reason for the spread of the virus in Delhi.

"Delhi is fighting a difficult battle these days. Being the national capital of country, there was a major inflow of travellers from other countries. Delhi bore the brunt of maximum travellers from other countries. Delhi also bore the brunt due to an incident in the markaz," he said.

Kejriwal said Delhi has reported 1,893 COVID-19 cases and 43 deaths, adding that there are currently 26 people in ICU and six on ventilator support. Of the 43 fatalities, 24 were aged above 60.

"If there had been no lockdown, the situation here would have been similar to Italy and Spain," he said.

The Delhi government has declared 76 areas as containment zones to control the further spread of the highly contagious virus.
