The AAP government and the Delhi Commission for Women (DCW) have told the Delhi High Court that there are sufficient measures in place to safeguard victims of domestic violence and child abuse amid the lockdown in the country.

The submission was made before a bench of justices JR Midha and Jyoti Singh which was hearing via video conferencing an NGO's plea claiming that there was an increasing in number of domestic violence incidents since the nation was put under lockdown and sought an urgent intervention by the court.

The NGO -- All India Council of Human Rights, Liberties and Social Justice (AICHLS) -- in its plea has sought safeguarding measures for the victims of domestic violence and child abuse amid the lockdown to prevent the spread of coronavirus, which has infected 14,378 people and claimed 480 lives in India.

The Women and Child Development Department, represented by Delhi government's additional standing counsel Sanjoy Ghose and advocate Urvi Mohan, told the court that sufficient facilities were available to house victims of domestic violence and children in need of care and protection.

The department also said there are 24x7 helplines in place and when a complaint is received, rescue of the victim(s) is carried out immediately.

The DCW, represented by advocate Rajshekhar Rao, told the court that the volume of calls on its helpline - 181 - has gone down after April 1.

However, there was a spike in call volume between March 26 and March 31, but it was largely for seeking clarity in relation to the imposition of the lockdown.

Normally, on an average, the DCW receives around 1500-1800 calls, it told the court.

The submissions were made on notes placed before the bench by the department and the DCW on Friday.

The court, thereafter, listed the matter for further hearing on Saturday afternoon.

The DCW, in its note, has also said that analysis of the calls received on its helpline during the lockdown indicated no rising trend in domestic violence cases.

"On the contrary, the number of cases reported to the helpline has decreased. While no definite conclusion can be drawn, this is probably due to the circumspection on the part of victims in reporting such incidents due to the presence of the perpetrators in the house and the fear of further violence if such attempts to report were made known to the perpetrator," the commission said.

It has also said in its note that the cases of molestation, sexual assault and stalking, etc. have decreased manifold presumably since a large number of these incidents take place outside the domestic setting and by third parties".

"The reported cases of rapes have also decreased by 71 per cent (approx.) again presumably due to the perpetrators being third parties and the location of the attacks being outside the household. Kidnapping cases reported to the helpline has also seen a fall of more than 90 per cent," the commission said in its note.

The NGO, in its plea, has contended that incidents of domestic violence and child abuse have gripped not only India, but countries such as Australia, the UK and the US, and the reports suggest that countries are witnessing a horrific surge in domestic violence cases since the COVID-19 outbreak and lockdowns.

The plea has claimed that the helpline numbers across the country have received about 92,000 calls based on domestic abuse and violence in the first 11 days of the lockdown alone, and sought to appoint nodal officers to attend such distress calls.

The prolonged lockdown has brought about a set of challenges on one front, but on the other, it has also offered unique and innovative solutions such as the use of 3D printing and Injection molding to help augment the Personal Protection Equipment (PPE) that are being used by doctors, nurses, policemen and other frontline COVID-19 fighters.

Much before the lockdown was announced in India and various other parts of the world, there were several reports and hoarding and black marketing of masks and protective gear, which eventually led to an acute shortage.

Manufacture and transport of these PPEs too were badly hit due to the stoppage of manufacturing centers around the globe and the further curbs on logistics.

That’s when 3D printing came into play, around mid-March, when many companies and enthusiasts in European nations that were badly hit started experimenting on 3D printing a type of face shield, that can be over and above masks for the healthcare professionals.

The trend gradually picked up pace and the open-source design of the face shield opened up a world of possibilities for anyone who owned or operated a 3D printer.

Chennai-based Surendranath Reddy, whose company 3Ding manufactures 3D printers and ships them across India says that he has been using the printers in his inventory and manufacturing such masks, which are being distributed on a goodwill basis to healthcare professionals and police, while all selling it to large hospitals.

Besides masks, the company also has come up with splitters that can be used on life-saving equipment such as ventilators, thus enabling two or four beneficiaries from a single ventilator.

“Initially we were depending on 3D printing and our clients too used the same technique by downloading the design & specifications to print as many face shields as possible. However, we could only print 3 shields per hour and had to meet the large demand amidst the crisis. 3D printing helped us get feedback from medical professionals, alter and finalize the design. After a week, 3D printing didn’t seem viable and we had to look for alternatives to match the volume”, Surendranath, CEO, 3Ding told WION.

The face shields are said to offer added protection to the frontline workers who come in close contact with Corona patients. When doctors and patients interact, there is always the chance of aerosol spread and the face shield offers protection against it.

“While 3D printing is a new technique and helps us to get quick outputs for small quantities, we had to invest around 5 lakhs in the traditional method of injection molding to ensure that we can manufacture in large numbers. After our first 1000 face shields were 3D printed, we started using the injection molding and started making anywhere between 5,000-10,000 pieces every day” Reddy added.

On the availability of raw materials for 3D printing and injection moulding, amid the lockdown, Surendranath said that his company had nearly exhausted all their stock of polyethylene terephthalate (PET) and are gradually managing to source it in small quantities. “Using PET means that they can be sterilized and reused until they remain physically intact, and also these shields barely weigh 15grams.”

Amidst a pandemic and the largest lockdown in history, the eighties' cult series; the 'Ramayan' is back on Doordarshan.

From trending on Twitter to massive viewership rewards for the state broadcaster, the good old 'Ramayan' is the new household rage in India.

With the show's re-run receiving a thumbs up from the younger generation too, the Sunday morning soap opera of the Gods is back

After hooking Indian audience in the eighties, the Ramayan's re-run is now dopamine to life in lockdown with zero avenues to outdoor entertainment.

Unaffected by the cliched idealism, Twitter is testimony to the soaring adulation of 'Ramayan'. A case in point was the killing of Meghnath recently aired on the series. Ramayan's mighty Lankan warrior aka Indrajit is Ravana's son.

A grey character who falls prey to his uncle Vibhishan's betrayal, and is eventually killed by Laxmana. Soon after, Twitter went into a tizzy, lauding Meghnath's valour

Before Meghnath was put to the sword, a meme on Lord Hanumana also went viral.

The return of Ramanand Sagar's legendary series even sparked the feminism debate on Twitter. While some users felt 'Ramayan' was unfair to its female characters, especially Sita, others felt the storyline champions women's empowerment.

Some slammed queen Kaikeyi and her maid Manthara, some have empathised with the sacrifice of Lakshmana's wife Urmila.

The golden days of Doordarshan were relived when memes on Lakshman became another hot favourite, so did his advice to Sita demarcating the ''Lakshman Rekha'', which for the Twitterati translated to the lockdown motto of stay home.

The show has garnered 51 million viewers in the first weekend of the telecast, the highest ever figure across the Hindi entertainment genre since 2015.

Various government machinery publicised the re telecast of the show in a big way- thereby catching the attention of many.

BARC's chief executive Sunil Lulla called Prasar Bharti's move as 'brilliant' and admitted the numbers garnered by the show was surprising.

(With inputs from agencies)

Coronavirus lockdown: 'Ramayan' gets thumbs up from the younger generation as well

In an interview, Army chief General MM Naravane said India's defence force is not only ready to fight the COVID-19 crisis along with the government, it is also ready to give a befitting reply to forces from across the border who engage in cross-border infiltration.

Q: The past few days have witnessed an increase in the frequency of ceasefire violations along the LoC in which civilian areas have been hit very badly. How do you view this situation?

Indian army chief General MM Naravane: As you are aware, five terrorists attempting infiltration taking advantage of bad weather were eliminated in Keran sector last week; however, unfortunately, five of our brave soldiers were battle casualties. I wanted to come and see for myself the place our bravehearts have made the supreme sacrifice.

Infiltration attempts in areas where the snow levels are still very high indicate Pakistan Army complicity & nefarious designs. Intelligence reports suggest that all launch pads across the Line of Control are active.

It is unfortunate that while the world has got together to fight the COVID-19 pandemic, your neighbour has resorted to firing heavy calibre artillery and killing of innocent Kashmiris including an eight-year-old boy to garner international attention.

Even in the hinterland, Pakistan backed terrorists are resorting to targeting innocent civilians with an aim to coerce them into following their "Azadi" narrative.

Pakistan claims to be a friend of Kashmiris and I want to ask what sort of friend resorts to killing and spread terror. I have come over to meet our public and reassure them of our commitment and support in ensuring peace, prosperity and stability to the region.

I would like to emphasise that the Indian Army will give a proportionate response to all acts of infringement of ceasefire and his support to terrorism. The onus remains with Pakistan to bring peace in the region. Unless Pakistan gives up its policy of state-sponsored terrorism, we will continue to respond with impunity and precision.

Q: What is your reading of the situation in the hinterland post-revocation of Article 370? What according to you is the strategy to move ahead?

Indian army chief General MM Naravane: The situation in the hinterland has stabilised by concerted efforts of the government machinery and security agencies. Most restrictions have been lifted and routine civil activities have resumed but for the measures instituted to fight COVID-19.

While the whole world is focused towards fighting COVID-19, Pakistan instigated terrorists have been targeting innocent civilians in the hinterland; just three days back they targeted a retired Kashmiri soldier. Therefore, we cannot let our guard down.

These are times when the people should realise the duplicity of Pakistani motive based on lies and deceit. I call upon the Awam to valiantly resist Pakistan’s propaganda and be part of the successful and peaceful journey that has commenced in the Valley.

Q: How has the Indian Army modified its operation procedures and providing assistance to the civil authorities in fighting the COVID-19 outbreak?

Indian army chief General MM Naravane: I take this opportunity to inform you regarding Indian Army’s commitment on three fronts – guarding the national borders from external threats, tackling threats in hinterland and assisting the government in tackling the COVID-19 pandemic.

It is the earnest responsibility of Indian Army to keep the borders safe while the country is preparing and fighting COVID-19. We are sensitive to the risk of COVID-19 & specific protocols have been instituted for the troops deployed along the line of control and those on the counter-infiltration grid.

We are totally in sync with the UT administration in jointly fighting the COVID-19 pandemic. On receipt of a request from the chief secretary, we have immediately opened our command hospital for testing and treatment of COVID-19 affected civil population.

Pan-India also, we have catered for exclusive quarantine facilities and have earmarked dedicated hospitals and beds to take on any COVID-19 patient.

Our medical teams have already been deployed to provide advice in COVID-19 management at the request of governments of Maldives and Kuwait. Also, as per PM’s video conference with SAARC heads of states, we have kept medical teams on stand-by for deployment to our friendly neighbours, if requested.

I am proud of my jawans and formation commanders who are operating relentlessly battling the dual challenges of Pakistan abetted terror and the global pandemic.

There is an excellent synergy between all organs of the government and Indian Army is geared up in keeping with the overall mantra “say no to panic, yes to precaution”.

Q: You mentioned that 'Force Preservation' was the foremost policy for the army in view of the COVID-19 outbreak. How do you think this will impact your operations?

Indian army chief General MM Naravane: Within the Army, various guidelines and instructions have been promulgated with respect to restricting the movement of personnel, cancellation of conferences/ seminars, postings etc. As of now, our focus is on combating COVID-19 aggressively by taking precautions, and preparing own resources for future scenarios.

We have issued detailed instructions on actions to be taken for getting our personnel back from various courses and leave while adhering to all precautions.

Personnel will report to the nearest military station where they will be screened for symptoms. All asymptomatic cases will be quarantined for 14 days post which they will be transported on special trains/ aircraft to their unit locations. Symptomatic cases will be tested and then quarantined separately before they undertake the journey. Personnel on quarantine will be treated as on duty.

The same trains on return trip will carry personnel waiting to proceed on leave from operational areas.

To meet the requirements of operational formations deployed on borders and decongest training establishments, two military special trains are planned to be run from south India to Jammu and Guwahati. Today, one train will start from Bangalore at and will move to Belgaum- Secundrabad – Ambala upto Jammu.

Q: Given that the summer campaigning season has started, what will be your strategy in countering infiltration across the LoC? Do you envisage any additional challenges this year?

Indian army chief General MM Naravane: The local formation commanders are implementing the summer strategy which has been evolved based on various assessments made.

In keeping with our national strategy, the Indian Army remains prepared to undertake operations across the full spectrum of conflict and is prepared for every contingency. The counter-Terrorism response by the Indian Army is not in isolation but an aggregation of capabilities of all agencies involved directly or indirectly. Options short of war are available to us to provide a befitting response to our adversaries.

We have evolved a strategy of resolute punitive response against sponsored terrorism. Acts of terror will not be tolerated and perpetrators will be punished.

Focus on anti-infiltration measures on the LoC will continue. As far as fighting terrorism in the hinterland is concerned, we will approach it through the joint mechanism instituted for the purpose. We have a high level of synergy between all the forces operating in the Valley.

It is important that the local formation conduct operations in the hinterland while adhering to COVID-19 specific protocols & health advisories. At this point, we need to maintain pressure on the terrorists & the nexus. So we will maintain the tempo of operations & have dedicated troops earmarked for it.
