A plasma bank for treating COVID-19 patients has been set up at Kolkata Medical College and Hospital (KMCH), the first of its kind in West Bengal, Chief Minister Mamata Banerjee said on Monday.

So far, around 12 people who have recovered from COVID-19 have donated their plasma in the state to help in the treatment of coronavirus infected people.

"The state health department has built a plasma bank at the Kolkata Medical College and Hospital's Immunohematology department for COVID-19 treatment," Banerjee said at the state secretariat on Monday.

It is the second such initiative in the country. A plasma bank had been recently set up at Institute of Liver and Biliary Sciences (ILBS) in Delhi.

COVID-19 patients are being given plasma therapy in some hospitals. It involves taking antibodies from the blood of a person who has recovered from COVID-19 and transfusing those into a coronavirus infected patient to help kick-start the immune system to fight the infection.

The facility at KMCH will be the nodal centre in the state for collection of plasma. Among the 12 people who have donated plasma in the state are a couple of doctors, a policeman, and a student/

Banerjee, who also holds the health portfolio, said that her government will build a centre of excellence at the Beliaghata Infectious Diseases Hospital - one of the dedicated COVID-19 facilities in the state.

Doctors at that hospital have been doing a commendable job in fighting the pandemic, she said.

The chief minister, during the press meet, also launched the 'Jol Swapno' scheme, which would connect at least two crore households in the rural areas of the state with drinking water facilities.

The project, estimated to cost Rs 58,000 crore, will be completed in five years, she said.

"Every household in rural Bengal will have access to drinking water. This is a very big task. This is our responsibility. It is called Jol Swapno. The project, under the Public Health and Engineering Department, will be completed in phases," she said.

Banerjee said that the initiative will also create job opportunities for the youth, and thus improve the socio-economic condition of rural Bengal.

The Indian government is reviewing around 50 investment proposals involving Chinese companies under a new screening policy, three sources familiar with the matter told Reuters.

Under new rules announced by India in April, all investments by entities based in neighbouring countries need to be approved by the Indian government, whether for new or additional funding. China is the biggest of these investors and the rules drew criticism from Chinese investors and Beijing, which called the policy discriminatory.

The new investment rules were aimed at curbing opportunistic takeovers during the coronavirus outbreak. However, industry executives say a deterioration in bilateral relations since a clash along the countries' contested border last month, in which 20 Indian soldiers were killed, could further delay approvals.

"Various clearances are required. We are being a bit more cautious as one would imagine," said a senior Indian government official in New Delhi, when asked about the impact on investment applications since the border clash.

India's industries department under the commerce ministry, which drafted the new policy, did not respond to a request for comment.

The sources declined to name the companies whose investments are pending approvals, due to confidentiality concerns.

The official, and two other sources, said about 40-50 applications involving funding from Chinese investors have been filed since the rule change and are currently under review.

One of the sources said that multiple Indian government agencies, including the Indian consulates in China, have been communicating with investors and their representatives to seek clarifications on the proposals.

Alok Sonker, a partner at Indian law firm Krishnamurthy & Co, said at least 10 Chinese clients had sought his advice in recent weeks for investing in India, but were waiting for more clarity on the policy outlook in India.

"Uncertainty in timelines for the investment approval is dissuading parties, both Indian and Chinese, from proceeding with business as usual," Sonker said.

Last week India banned 59, mostly Chinese, mobile apps including Bytedance's TikTok and Tencent's WeChat, in its strongest move yet targeting China in the online space since the border crisis erupted last month. The move has potentially dented big Chinese businesses' expansion plans for the South Asian market.

Chinese companies' existing and planned investments in India stand at more than $26 billion, research group Brookings said in March.

A 106-year old man from Delhi, who had witnessed the 1918 Spanish Flu when he was four, has won the battle against COVID-19 and recovered faster than his son, in his 70s, at a dedicated coronavirus facility here, doctors said.

The 106-year-old patient was discharged from the Rajiv Gandhi Super Speciality Hospital (RGSSH) recently after recovering, where his wife, son and another family member also recuperated after contracting the novel coronavirus infection, they said.

"Perhaps, he is the first reported case of COVID-19 in Delhi who also went through the dreaded Spanish Flu pandemic of 1918 which like COVID-19 had also ravaged the world. And, he not only recovered from COVID-19, he recovered faster than his son, who is also very old," a senior doctor.

Spanish Flu was a pandemic which hit the world 102 years ago and affected nearly one-third of the global population at that time.

"The 1918 influenza pandemic was the most severe pandemic in recent history. It was caused by an H1N1 virus with genes of avian origin. Although there is no universal consensus regarding where the virus originated, it spread worldwide during 1918-1919," according to the Centre for Diseases Control (CDC) in the US.

In the US, it was first identified in military personnel in spring 1918. It is estimated that about 6,75,000 deaths occurred in America, it said.

According to a World Health Organisation (WHO) report, the pandemic of 1918-1919 called the Spanish Flu was particularly virulent and killed an estimated 40 million people worldwide.

In India, the disease is believed to have been brought in by the soldiers returning from World War I conflicts.

The first cases of Spanish Flu were reported in areas which are major ports of entry, such as Mumbai (then Bombay), Kolkata (Calcutta), Delhi and Chennai (Madras), where a large number of people returned from abroad.

The casualty count in India from the Spanish Flu is believed to be nearly one-fifth of the entire fatalities in the world, though the statistics for mortality in India are too wide-ranging and debatable.

Doctors at the RGSSH, a dedicated COVID-19 facility were amazed to see the recovery of this centenarian patient from the novel coronavirus, even though he was highly vulnerable to the infection.

"We don't know whether he was affected by the Spanish Flu or not. We haven't seen much documentation on the situation back then as far as Delhi is concerned, but very few hospitals were there at that time. It is amazing this 106-year-old showed the will power to survive," a senior doctor, who monitored his situation, said.

But, what is more, interesting is that he recovered faster than his son, who is in his 70s. So, he lived through the Spanish Flu and now survived COVID-19, hence, he lived through two pandemics, he said.

Notably, his wife and another family member also had contracted COVID-19, and have successfully recovered about a month-and-a-half ago., the doctor said.

The RGSSH has treated 1,000 COVID-19 patients so fare, and on Monday it is marking the milestone with a symbolic event where Delhi Deputy Chief Minister Manish Sisodia and Health Minister Satyendar Jain are slated to participate.

Delhi recorded 2,505 fresh coronavirus cases on Friday, taking the tally in the city to over 97,000-mark, while the death toll from the disease mounted to 3,004, authorities said.

The national capital, at present, is the worst-COVID-19-hit city across India.

According to the COVID-19 health bulletin, 68,256 patients have been recovered, or discharged or migrated so far.

In June 2020, the Ministry of Social Justice and Empowerment reached out to over seven NGOs with a letter titled “Decriminalisation of Minor Offences For Improving Business Sentiment And Unclogging Court Processes – Amendment in RPwD Act, 2016”. A while later, the letter appeared on the Ministry’s website, with a cap of 10 days to receive feedback.

According to the letter, the government intends to do away with the criminalisation of “minor offences”. The letter said, “decriminalisation of minor offences is one of the thrust areas of the government. The risk of imprisonment for actions or omissions that aren’t necessarily fraudulent or the outcome of malafide intent is a big hurdle in attracting investments. The ensuing uncertainty in legal processes and the time taken for resolution in the courts hurts ease of doing business. Criminal penalties including imprisonment for minor offences act as deterrents, and this is perceived as one of the major reasons impacting business sentiment and hindering investments both from domestic and foreign investors.”

In essence, the government wants to make amendments solely taking into account the ease of doing business, and to invite foreign investment, amid the Make In India and Go Local trends that have picked up steam after the Indo-China brawl at the border.

The proposed Section 95A of the Act would effectively allow Chief or State Commissioners to withdraw cases after the approval of the defender, or the aggrieved.

The move has drawn ire from disability activist groups, 125 of whom have written to the Ministry expressing disapproval.

India and Chinese troops had clashed on June 15 at Galwan Valley along the LAC leading to heightened tensions between the two countries. However, since then core commanders of the two sides have met and also the secretary-level talks were held over a video link in an attempt to calm down the situation.

India's NSA spoke the Chinese foreign minister reportedly for two hours.

India's MEA said that it was also agreed that "NSA Ajit Doval and Chinese FM Wang Yi will continue their conversations to ensure full and enduring restoration of peace and tranquillity in the India-China border areas in accordance with the bilateral agreements and protocols."

"They reaffirmed that both sides should strictly respect and observe the Line of Actual Control and should not take any unilateral action to alter the status quo and work together to avoid any incident in the future that could disturb peace and tranquillity in border areas," the MEA asserted.

Meanwhile, reports said that the Chinee Army has been removing tents and moving back from some areas of the Galwan Valley as troops from both sides look to disengage. The Chinese Army is also reportedly pulling back from the Gogra Hot Spring area.

The development comes nearly a month after India and Chinese troops clashed at Glawan Valley leading to the death of 20 Indian soldiers. The Chinese foreign ministry has refused to reveal its casualty figures even the state-run Global Times had said that PLA had suffered casualties as well.

If you are suffering from severe diarrhoea, it may not be just a bad stomach. Doctors in India have added few more symptoms of coronavirus, that were being ignored as upset stomach or food poisoning.

Doctors from Chest and King Koti hospitals in Hyderabad have issued a medical report through local media networks that states that severe diarrhoea, headache and vomiting are also now symptoms of coronavirus in India. These symptoms are usually ignored and labelled as chaneg in season or food poisoning.

The symptoms have now been added to the list as the doctors believe that the novel coronavirus is changing its genomic structure according to the season to ensure its survival.

The patients are currently being treated only after they show the common known symptoms such as cough, fever and breathlessness. However, there have been few patients who had symptoms of diarrhoea or headache, but were later tested positive for coronavirus.

The lack of testing in such cases causes delays. The news report said that 30 deaths out of 67 reported cases at the hospital from June 20 to June 30 happened due to the delay in treatment as the patients earlier showed symptoms other than the regular symptoms. Therefore, the doctors have announced that if someone is suffering from diarrhoea, vomiting and headache, they too should get tested for coronavirus.

The doctors believe the virus is first attacking the gastro-intestinal track now, instead of the lungs. "These cases are presented as caused due to food-poisoning and seasonal change leading to stomach upset. But it is the virus which is attacking gastro-intestinal track first instead of lungs. It is presented in the form of severe diarrhoea and vomiting causing dehydration. This, in turn, leads to weakness, lower oxygen level, low BP, low sugar and sudden collapse," the report read.

With over 30,000 additional troops deployed in the Ladakh sector along the Line of Actual Control (LoC) to counter the Chinese aggression, the Indian Army is set to place emergency orders for extreme cold weather tents for the soldiers, reported news agency ANI.

According to the report, the need for the tents is being felt as senior officers feel that the stand-off is likely to continue at least till September-October timeframe.

Even if the Chinese withdraw from the locations, we cannot take chances for the future as well. The guard will always have to be up and that is why, we are going to place orders for thousands of tents for extreme cold weather survival in Eastern Ladakh sector, ANI report said quoting a top Army source.

"All along the border, apart from weaponry and ammunition, the major focus of our emergency procurement would be on providing for habitat for soldiers," the source was quoted as saying.

The Chinese have already started pitching in their special winter tents and the Indian side, which has similar tents and structures in Siachen glacier, has used some of these in the Eastern Ladakh sector but the need is for a large number of these tents, the sources said.

The force is looking at both Indian and European markets for such tents as the focus is on to procure them before the extreme cold weather sets in, they said.

The total number of tests for detection of COVID-19 crossed the one-crore mark in India on Monday, an ICMR official said.

A single-day jump of 24,248 COVID-19 cases took India's tally close to the 7-lakh mark on Monday, while the death toll due to the disease climbed to 19,693 with 425 new fatalities, according to the Union Health Ministry.

"A cumulative total of 1,00,04,101 samples have been tested till 11 am on Monday with 1,80,596 samples being tested on July 5," Scientist and media coordinator at the Indian Council of Medical Research (ICMR), Dr Lokesh Sharma said.

There are now 1,105 testing labs in the country comprising 788 in the public sector and 317 private labs.

The per day testing capacity is also fast growing, Sharma said.

Around 2,00,000 samples have been tested on an average daily for the last 14 days, he said.

India had crossed the nine million-mark on July 1.

"The per day testing capacity which was around 1.5 lakh on May 25 is more than three lakh per day now," Sharma said.

Starting with one single laboratory at the National Institute of Virology (NIV) in Pune and then expanding to 100 laboratories in the beginning of the lockdown, the ICMR on June 23 validated the 1000th testing laboratory.

Various steps taken by the central government have paved the way for enhanced testing for COVID-19, the health ministry had said earlier.

The Centre has strongly advised states and UTs to take immediate steps to facilitate testing at the earliest by enabling all qualified medical practitioners, including private practitioners, to prescribe COVID test to any individual fulfilling the criteria for testing as per the ICMR guidelines.

Reiterating that 'Test-Track-Treat' is the key strategy for early detection and containment of the outbreak, the Centre last week advised them to take all possible steps to ensure full capacity utilization of all COVID-19 testing laboratories.

States were also asked to facilitate testing in a big way by adoption of 'campaign mode' by organizing testing camps, using mobile vans etc.

This shall effectively take COVID-19 tests to the people's doorsteps in high incidence areas to collect samples of all symptomatic individuals as well as their contacts, and get those samples tested by using rapid antigen tests, the ministry had said.

Delhi Chief Minister Arvind Kejriwal on Monday appealed to the cured COVID-19 patients to donate plasma to treat those infected with the virus in the national capital.

Signalling that demand of plasma is more than its uses, Kejriwal said there is no harm in donating plasma and the process does not hurt anyone.

His appeal came at a time when a total of 99,444 confirmed COVID-19 patients were reported in the national capital as per the Ministry of Health and Family Welfare (MoHF) data.

He also mentioned that the process to donate plasma is easier than blood donation.

The Chief Minister also appealed to the cured COVID patients to come forward for the noble cause so that others can be treated and informed that "pick and drop facility" will be given to the donor. He also appealed to all Delhi hospitals to give counselling to patients who have recovered and encourage them to donate plasma.

''The number of people who need plasma is more than those coming forward to donate it. I urge all those who are eligible to come forward and donate plasma. It will not cause any pain or weakness. Those donating plasma are doing selfless service to society,'' he added.

The appeal came four days after he announced the launch of the country`s first plasma bank to treat coronavirus patients in Delhi. The plasma bank is now operational at the Institute of Liver and Biliary Sciences in South Delhi, which the Chief Minister said, is a facility where no COVID-19 patient approaches.

"It is safe if anyone has any doubt of being infected," he said.

"The plasma bank will only be successful when people would come forward and donate for patients," he added.
