However, the court also said there was no iota of evidence to suggest that the present accused had in any manner professed or propagated the principles and doctrines of the Tablighi Jamaat or had indulged in Tablighi work as alleged and discharged eight foreigners of all charges. The Saket Court had framed charges against several foreigners under sections 188 (disobedience to order duly promulgated by public servant), 269 (negligent act likely to spread infection of disease dangerous to life) of the Indian Penal Code and Section 3 (disobeying regulation) of Epidemic Act, 1897.The charges were also framed under section 51 (obstruction) Disaster Management Act, 2005.

India-China standoff: Army chief Naravane begins two-day Ladakh visit

Pakistan has failed to list two Indians as United Nations listed international terrorist under the 1267 committee of the United Nations Security Council (UNSC).

The listing was blocked by 5 UNSC countries--UK, USA, France, Germany and Belgium after no evidence was found to substantiate Pakistani claim. Pakistan was keen to list Indian nationals Gobinda Patnaik, and Angara Appaji as UN terrorist.

UNSC members gave Pakistan time to provide evidence but Islamabad could not provide it. A hold was put for Pakistan to come up with evidence but the country failed.

India's envoy to UN T. S. Tirumurti tweeted, "Pakistan’s blatant attempt to politicize 1267 special procedure on terrorism by giving it a religious colour, has been thwarted by UN Security Council. We thank all those Council members who have blocked Pakistan’s designs."

Earlier, it attempted to list two other Indians-- Venumadhav Dongara, Ajoy Mistry as a terrorist, but the bid failed. Pakistani foreign ministry in a statement in June had expressed its "disappointment" for not able to list Dongar. It alleged that these Indians were backing groups like Jamaat-ul-Ahrar etc.

The move was considered a quid pro quo move by Pakistan for India able to get Masood Azhar listed as a UN terrorist last year. Azhar is the chief of Pakistan-based UN listed terrorist organization Jaish-e-Mohammed responsible for Pulwama terror attack, among other attacks in India.

Pakistani nationals are listed in the largest number at the UN terror list.

Friends, the road further ahead is full of opportunities. These opportunities are in the public and private sector," PM Modi said.

Urging the foreign investors to invest in India, PM Modi added that India is a favourable destination to invest and the country has received over $20 billion of foreign investment this year. He also mentioned that FDI into India rose by 20 per cent in 2019, which shows the success of India’s FDI regime.

"India, a country with 1.3 billion people and limited resources, has one of the lowest death rates per million in the world. The recovery rate is also steadily rising," he said, about the global coronavirus pandemic.

"The pandemic has impacted several things but it has not impacted the aspirations and of ambitions of 1.3 billion Indians. In recent months, there have been far reaching reforms. These are making business easier and red-tapism lesser."

"For challenges in India, you have a govt that believes in delivering results, for which ease of living is as important as ease of doing business. You are looking at a young country with 65% population less than 35 years old," he said.

"When 2020 began, did anyone imagine how it would pan out?" PM Modi said, noting the impact the virus had on the world. "It's testing our resilience, public health system and economic system," he added, noting that India had among the lowest death rates from the virus in the world.

"We were among the first to advocate the use of masks and face coverings as a public health measure. We were also among hte earliest to create public awareness campaigns about social distancing," he said.

India's Chief of defence staff General Bipin Rawat has backed Quad — a grouping of 4 countries — India, US, Japan and Australia calling it a "good arrangement" which can become a "system" to ensure freedom of navigation at the high seas.

Speaking at USISPF or US-India Strategic Partnership Forum, Rawat said, “We are very keen to ensure that complete freedom of navigations on the seas and the airspace above. As far as the Quad is concerned, we feel it’s a good arrangement that will ensure that the Indian Ocean region and all other oceans around" has "complete freedom of navigation" and without taking the name of China explained, "without fear of any other nation, singularly trying to dominate the ocean."

China has been trying to dominate in the South China Sea, claiming the majority of the international water based on its nine-dash line. The nine-dash line is a Chinese govt back construct which is Bejing's claim to the South China Sea and has been rejected by an arbitral tribunal constituted under the United Nations Convention on the law of the sea.

Rawat said, "Largest number of ships and oil reserves and oil requirements pass through this area. So we want the quad to become a system to ensure freedom of navigation".

This is for the first time he has made such a comment and comes even as likeminded countries like India, US and others are increasing engagement in the Indo Pacific region.

India is expected to hold Quad ministerial meet soon, which will be the 2nd such meet after last year’s meet on the sidelines of the United Nations General assembly in New York.

Hearing in the case is likely to be taken up by the court on September 8, Hossain said.

The three accused who have filed applications pleading guilty are Md Yusuf, Zahirul Sheikh and Zia Ul Haq.

Suspected terrorists were making bombs and explosive devices inside a rented house at Khagragarh in Burdwan district when a blast occurred on October 2, 2014, killing two of them and injuring a third.

Investigations revealed that they had links with terrorist outfit Jamaat-ul-Mujahideen Bangladesh (JMB).

The case was first taken up by the West Bengal CID and then transferred to the NIA within a few days.

Of the 31 people named accused in the case, 24 pleaded guilty on two separate occasions in 2019.

They were sentenced to five years to 10 years of rigorous imprisonment by the special NIA court.

The NIA had filed the primary chargesheet in the case in March, 2015, where it said that there was a "conspiracy of JMB, a proscribed terrorist organisation in Bangladesh, to overthrow the existing government in Bangladesh through violent terrorist acts".
