Islamabad High Court will hear petition to appoint Indian lawyer to represent Kulbhushan Jadhav who is on a death row in Pakistan. Pakistani media has said that the IHC will hear the matter on Thursday. India is still demanding an unimpeded consular access to Jadhav.

Pakistani media said that larger bench has been formed to hear the case. India has asked Pakistan let it appoint Indian lawyer for Kulbhushan Jadhav's defense. The lawyer will present the case as a review petition will be filed to reconsider the death sentence handed to Jadhav.

"We are in touch with Pakistan through diplomatic channels. We believe for a free and fair trial in keeping with the letter and spirit of International Court of Justice (ICJ) judgment, we have asked that Jadhav be represented by an Indian lawyer," MEA Spokesperson Anurag Srivastava had said last month during a virtual briefing.

"However, it is important that Pakistan needs to address the core issues and these core issues involve providing all the necessary documents in this case as well as providing unimpeded consular access to Jadhav," he had said.

The story so far:

Kulbhushan Jadhav is on a death row in Pakistan and still in custody.

Pakistan claims that Kulbhushan Jadhav was involved in espionage activities when he was arrested from Balochistan in 2016.

India has denied the allegations and has said that Kulbhushan Jadhav was abducted from the Iranian port of Chabahar.

India had even approached International Court of Justice (ICJ) that had said Pakistan haD committed an egregious violation of the Vienna Convention on Consular Relations on several counts.

Unlike the Western countries, there have not been many debates in India on whether the schools should begin or not as largely people understood the risks of reopening amid the pandemic that is not showing any signs of slowing down.

Several schools across the nation are conducting online classes to keep children engaged and ensure that the process of learning continues.

But, teachers in Nilamnagar, western India, have started a unique initiative to make sure that children don't miss out of learning due to technological shortfalls.

They have set up outdoor classrooms for a total of 1,700 students for age group 6-16, where a small group gather around painted walls, which are used for teachings.

From writing to trigonometry, the murals in the village cover many subjects, written in local Marathi and English.

"I miss my school and my friends a lot. Sitting at home is boring and these walls are a great way of revising and studying... I want to keep studying even during this pandemic."

China has unilaterally tried to change the status quo at Ladakh thrice in the last three days. Chinese provocations began on the intervening night of August 29 and 30.

The People's Liberation Army tried to transgress into Indian areas near the southern bank of Pangong Tso. The Chinese provocation was foiled by Indian forces.

The PLA is now paying the price for the provocation.

The Indian army bolstered its presence around the southern area of the Pangong lake as it occupied multiple heights, deployed more troops, and brought in more weaponry including tanks and anti-tank guided missiles.

Three days on, the situation in Ladakh continues to be sensitive.

Development number 1

India has hit China where it hurts the most. Earlier this evening, India banned 118 chinese mobile applications. New Delhi said that the apps were "prejudicial to sovereignty and intergrity of India, defence of India, security of state and public order."

Among them is popular gaming app PUBG. The app is owned by Chinese conglomerate Tencent. It has over 175 million downloads in India.

While there are no confirmed numbers on the revenue generated from India, Sensor Tower data claims that India accounts for 24 per cent of PUBG's downloads.

Earlier, India had banned TikTok, Shein and 104 other Chinese apps. The recent ban takes the total to 224. That's the number of Chinese apps that have been thrown out of the Indian market.

India and China held brigade commander level talks earlier today. These talks were aimed at defusing tensions. It was the third such dialogue in the last three days. Eventhough each round lasted for over six hours, they have not really been fruitful.

Sources have told WION that today's talks too were inconclusive. India has told China to disengage from the north bank of Pangong lake. We have been told that talks are likely to take place tomorrow as well.

Development number 3

This one is from Washington. The United States has called out China for its border aggression.

The US State department has said that the Chinese Communist Party is trying to "repress its own people and bully its neighbours." Washington said that the only way to stop the Chinese provocation is by standing up to China.

Development number 4

A report published by US news said that the American intelligence assessment believes that China deliberately provoked India in southern Ladakh.

The report states that Beijing remains enraged that its local commander withdrew forces when a physical conflict appeared imminent.

Development number 5

Beijing has had no reaction on the app bans. However, speaking at a foreign ministery press conference, Chinese spokesperson Hua Chunying said that apparently it was India that crossed the Line of Actual Control (LAC).

The problem, however, is there is no real border between India and China. The two countries follow two very different LAC.

The two countries have been engaged in a stand-off for 17 weeks now. The opening of new fronts is a lesson on the relapsing problems that can arise from an undefined border, especially when dealing with an expansionist neighbour like China.

The Enforcement Directorate (ED) has arrested alleged "hawala" dealer Naresh Jain in a money-laundering probe linked to "hawala" transactions worth about ₹ 20,000 crore, officials said on Wednesday.

They said Naresh Jain has been arrested under sections of the Prevention of Money Laundering Act (PMLA) and will be produced before a court.

A maze of multiple shell or dubious firms and at least 600 bank accounts are under the scanner of the agency in the case, touted to be one of the biggest hawala and trade-based money-laundering cases of the country.

The officials said Naresh Jain and his associates are being probed for "hawala" or illegal financial transactions, including overseas ones, worth about ₹ 20,000 crore that have been carried out over the last few years.

The agency has also found out about the regular modus operandi of "generations of fake invoices for bogus import and exports" of the accused in the case, with Jain allegedly being the key player.

The Delhi-based businessman was under the scanner of probe agencies for long and in 2016, the ED had slapped a ₹ 1,200-crore notice on him for alleged contravention of the forex law.

According to the agencies, Naresh Jain has allegedly laundered and routed "hawala" funds for years, financed contraband networks and was also arrested by the Narcotics Control Bureau (NCB) in the past.
The ED money-laundering case is based on this NCB complaint.

The agency has been on Naresh Jain's trail since 2009, after he moved his operations to India from Dubai.

India has said that Kashmir should be removed from the United Nations Security Council’s agenda, something Pakistan keeps on raking.

In its statement on the Report of the Security Council for 2019, India hitting out at Pakistan said, a "delegation keeps pushing for discussions on an outdated agenda item in the Council" which for "all matter needs to be removed from the Council’s agenda permanently."

Since the abrogation of special status for the erstwhile state of Jammu and Kashmir and bifurcation into 2 union territories in August of last year, Pakistan along with China tried to raise the matter 3 times.

The attempts have met with failure with informal closed-door discussions happening with no outcomes and other members of the council reiterating that Kashmir is a bilateral India Pakistan issue. The last time Kashmir was formally raised at UNSC was in 1965, according to UN records.

India in its statement also highlighted how Islamabad has attempted to "rebrand itself as contributing to international peace" but "unfortunately fails to recognize that it is globally known for being the fountainhead of international terror and the hub for terror syndicates."

A UN report earlier this year showed that around 6000-6500 Pakistani terrorists are operating in Afghanistan.

Meanwhile, the statement called on UNSC report should not be just "statistical compilation of events, a bland summary and listing of meetings and outcome documents" and must "highlight and analyze the measures that it has decided upon or taken to maintain international peace and security during the reporting period".

New Delhi pointed out how the report was "short of analysis on the UN peacekeeping operations" and since most peacekeepers are contributed by non-Council members "who put the lives of their troops at risk to serve the cause of international peace" a better partnership between the "Security Council and the Troop Contributing Countries (TCCs) is needed"

The India Statement asked Security Council "to prove its credibility and improve its performance" as "performance assessment has become one of the focus areas at the United Nations'.

China is slowly trying to wipe out the culture and heritage of the Mongolian people of the Inner Mongolia region.

China’s policy aimed at replacing Mongolian with Mandarin as the language of instruction in all core subjects.

And for Mongolian families, this policy is a step too far. They consider their language as one of the last surviving markers of their Mongolian identity. They do not want to learn about the world through China's prism but they are being forced to.

The Central government on Wednesday banned 118 Chinese mobile apps, including the popular game PUBG.

As per the Union government, they were engaged in activities that are prejudicial to sovereignty, integrity and security of the state.

"The Ministry of Electronics and Information Technology has received many complaints from various sources including several reports about misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India," Centre said in a statement.

Here is the full statement by the Central government and list of the banned apps:

"The Ministry of Electronics and Information Technology, Government of India invoking it’s power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology (Procedure and Safeguards for Blocking of Access of Information by Public) Rules 2009 and in view of the emergent nature of threats has decided to block 118 mobile apps (see Appendix) since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order.

The Ministry of Electronics and Information Technology has received many complaints from various sources including several reports about misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India. The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures.

The Indian Cyber Crime Coordination Centre, Ministry of Home Affairs has also sent an exhaustive recommendation for blocking these malicious apps.. Likewise, there have been similar bipartisan concerns, flagged by various public representatives, both outside and inside the Parliament of India. There has been a strong chorus in the public space to take strict action against Apps that harm India’s sovereignty as well as the privacy of our citizens.

On the basis of these and upon receiving of recent credible inputs that information posted, permissions sought, functionality embedded as well as data harvesting practices of above-stated Apps raise serious concerns that these Apps collect and share data in surreptitious manner and compromise personal data and information of users that can have a severe threat to security of the State.

In the interest of sovereignty and integrity of India, defence of India and security of the State. And using the sovereign powers, the Government of India has decided to block the usage of certain Apps, used in both mobile and non-mobile Internet-enabled devices. A serosurvey conducted by the government authorities in between mid-July and early-August has indicated that one-fifth of Chennai’s population has been exposed to the SARS-CoV-2 infection.

SARS-CoV-2 is the virus that causes the disease COVID-19. The study which was conducted by the National Institute of Epeidemiology of the Indian Council of Medical Research (ICMR) and the Greater Chennai Corporation was based on the analysis of blood samples from 12,405 individuals from all zones of the city.

Also read| Delaying COVID-19 tests and hospitalization a major threat, Tamil Nadu health secy Dr. J Radhakrishnan to WION

Population-based serosurveys are performed to measure the spread of infection in the community. Such surveys are done by performing blood tests on individuals to check if they have developed antibodies to an infection. The preliminary finding of the report stated that, “around 80 per cent of the population is still susceptible to SARS-CoV-2 infection in Chennai”.

The methodology adopted for the survey involved collecting blood samples, at random, from individuals aged above 10, from the streets in the highly populated areas of the city. The field data collection is said to have happened between July 18 and 28, whereas the testing the collected samples was completed by August 06.

After collecting the blood samples from residents, the individuals were also required to answer questions on history of exposure to lab confirmed COVID-19 cases and any possible symptoms that they might have noticed. The tests were aimed at identifying the prevalence of Immunoglobin-G(IgG) antibodies. The survey data indicated that the mean age of those surveyed was 41 and that 2,673 individuals had evidence of past SARS-CoV with a seroprevalence of nearly 21 per cent.

It is notable that the survey reveals widely varying seroprevalence for areas across the city. Seroprevalence refers to the number/percentage of people that have shown signs of being exposed to the infection. The percentage was as low as 7 per cent in a particular zone and 44 per cent in another.

“We need to understand the reasons for varying seroprevalence across zones to improve our control measures” the study concluded. Civic body officials also stated that more people would have developed immunity too the infection, given that this survey was done in July and that there has been a consistent increase in cases since then.

As on Tuesday, Tamil Nadu has recorded a total of 4.33 lakh COVID-19 cases and 7418 deaths and since the outbreak of the infection, Chennai has seen the highest number of daily cases in the state. Almost 52,379 people are under treatment (active cases) and 3,74,172 have recovered.

Mohan, Managing Director of Facebook India, appeared before the panel this afternoon, officials said.
The panel has also called representatives of the Ministry of Electronics and Information Technology on the same issue.

Tharoor's announcement that the panel would like to hear from Facebook about a report published in the Wall Street Journal claiming that the social media platform ignored applying its hate-speech rules to politicians of the BJP in India, had evoked a strong reaction from BJP members of the panel.

BJP MP Nishikant Dubey had alleged that the Congress leader has been using the panel's platform to further his and his party's political agenda and even demanded his removal as chairman.

A fresh round of political slugfest started on the matter on Monday with Congress leader Rahul Gandhi claiming that the international media has "exposed" Facebook and WhatsApp's "brazen assault" on India's democracy and social harmony.

"No one, let alone a foreign company, can be allowed to interfere in our nation's affairs. They must be investigated immediately and when found guilty, punished," Gandhi tweeted.

IT Minister Ravi Shankar Prasad also wrote to Mark Zuckerberg on Tuesday, accusing the social media platform's employees of supporting people from a political predisposition that lost successive elections, and "abusing" Prime Minister and senior cabinet ministers.

In a three-page letter to Facebook Chief Executive Zuckerberg, Prasad alleged "bias and inaction" by individuals in the Facebook India team on complaints by people supportive of right-of-centre ideology.
